MARTIN COUNTY — Sheriff William Snyder is giving a whole new meaning to the term “paddy wagon.” Yeah, yeah, it’s paddy wagon, a slang reference to Irish cops and their police transport vehicles. But the sheriff is using a modern-day version: the department’s new Lenco BearCat G3, to deliver food and fun to promote Neighborhood Watch at four community barbecues. “We want to have the largest Neighborhood Watch program, per capita, in the state of Florida,” he said. “That’s my goal.” All right, the BearCat probably won’t be delivering the food, but the Sheriff’s Office hopes to take its new tactical vehicle and other specialized equipment to the barbecues, so folks can see what asset forfeitures are doing to help protect the county. The County Commission gave Snyder permission to dip into the forfeiture

MARTIN COUNTY — John Haddox hopes the smell of corn dogs and funnel cakes is still in the air when there’s a meeting to discuss moving the fairgrounds. I’m looking within the next two weeks,” he said in a phone interview the day before the 56th annual Martin County Fair & Youth Livestock Show opened in Stuart. At the regular County Commission meeting on Feb. 10, Haddox made a passing remark that could augur a big change in Martin. “Thinking out of the box, one of the projects I’m working on is increased tax base (by) moving the fairgrounds,” he said at the meeting. Haddox added, “I’ve got a roundtable discussion scheduled to start looking at that.” In the telephone interview after the commission meeting, Haddox clarified that he was working to schedule an exploratory meeting that he hopes will include representatives from the Martin County Fair Association and Martin County Taxpayers Association, along with commercial real estate professionals and others.

PAGEANT from page A2 kees, “Can Can,” “Cinderella,” “Jekyll and Hyde,” and “Curtain.” She recently starred in the Barn’s production of “Amateurs.” Last year, she took on a new challenge, as director of the show “Pin Curls.” Now Jeanette Mazzella, a twotime breast cancer survivor, has taken on a new challenge. She will compete March 7 in the Ms. Senior Florida Pageant at the Regency Park in Vero Beach. The pageant, for women 60 and over, features 20 women from around the state. Mazzella spoke recently about this latest endeavor, which began when she saw an ad and went online to get information. “It’s not about beauty, but about inner beauty,” she said. “It’s for somebody who loves life and is aging with elegance.” To compete, Mazzella had to put together a short biography to be presented the night of the pageant, a 45-second talk her philosophy of life and a two-minute talent segment. The dancer has elected to dance to “Mambo No, 5” by Lou Bega. The contestants rehearse for eight weeks prior to the pageant. Rehearsals include the “evening gown walk,” introducing themselves, the opening
number, timing the 45-second spot and learning how to walk around the stage and exit to the side. Mazzella said she wasn’t sure at first what she wanted to do for her talent spot. “The majority of contestants are singers and I don’t sing well,” she said. “I can do monologues, but then I thought, “Oh, I dance.’ I’m going to make it really dazzling.” The women have several costume changes, including a costume for the group opening number, evening gowns and the talent segment costume. While the winner represents the Florida senior community for the year and goes to the Ms. Senior America Pageant in Atlantic City, that is not why Mazzella entered. “I didn’t let it out until a week ago,” she said. “It’s fun. There are so many dark things in our life. This is fun. The ladies are so beautiful, talented and elegant. The camaraderie and friendship of the other women is so important. There are women from all walks of life. Everybody is laughing and having a good time. We’re like a bunch of teenagers. “For me, it was something out of the box. It’s putting my theatrical experiences and love of walking on stage in one pack-
age. I thought, ‘I’m going to do it. It’s doing something different. At 71, why not?’” Mazzella, a former Jazzercise franchise owner and instructor, stays in shape by taking Jazzercise classes. This year, she is theatrical vice president at the Barn Theatre, overseeing productions this season and next. She and Chris have recently dealt with some new challenges, including Chris’ treatment for prostate cancer and a grandson’s diagnosis of juvenile diabetes. For Jeanette Mazzella, it’s all part of life. “I want to look back and say I did it all,” she said. “Through the struggles, the cancers, the children, my husband, I turn struggles into opportunity. You can’t tell me I can’t do something. I’m going to try it anyway. Believe in yourself. If it doesn’t work out today, tomorrow’s another day.” The Ms. Senior Florida Pageant will take place March 7 at Vero Beach High School Performing Arts Center, 1707 16th St., Vero Beach. HADDOX from page A3 the Martin County taxpayer. How is serving on the county commission different than you expected? I knew that the various factions that you hear so much about were out there, but I was taken by surprise at how severely divided they are on so many issues. What is the biggest and most frequent misunderstanding many citizens have about your role as county commissioner? That’s easy — the time required to do the job right. We face a lot of complex decisions and comprehension requires preparation. I want to fully understand the ramifications of every vote — and that requires research. So I spend a lot of time meeting with staff, which is absolutely excellent. We have tons of talent at the senior staff level, the department head level and among the department personnel. Serving the community also means being out in the community, which is really my favorite part of the job. How many hours a week do you work? Usually 60 hours a week. How does you style of gov-
I have a ton of respect for my fellow county commissioners. Each one puts in a lot of work, contributes creative ideas, works on behalf of the taxpayer and offers a vision for Martin County. I can only speak to my work style. When I make a decision, I think about how it will impact the broadest number of citizens — not the loudest or most connected —just the everyday citizen who usually can’t make it to county commission meetings. To be truly representative, I meet with everyone on every side of the issue. That makes me better informed to do what’s legal, what’s fair and what’s right. But it certainly takes more time. Some say you’re slow-growth. Some say you’re pro-growth. Which label best fits you? I can understand the confusion. Our citizens are used to commissioners fitting one or the other. I don’t fit the mold. I am pro-Martin County. Some try to pigeonhole me as belonging to either one of the two extremes, but the extremes only account for a minority of the overall county. What most citizens want is pretty straightforward — to protect our quality of life, preserve our river and natural resources, foster a healthy economy that supports
core industries and small businesses, and be a good steward of their hard-earned tax dollars. Those are the priorities that I apply to my decision-making, and the results are something that benefits the entire community. What are your most significant accomplishments? I’m most proud of the times I was able to help strike compromise, such as working with Maggy Hurchalla and leaders in the marine industry to reduce the setbacks that were originally proposed for the comp plan. Working with marine businesses and airport businesses enabled us to finally approve customs for Witham Field, which I’m confident will prove an asset to the entire community. It was also rewarding to work with the Florida Department of Environmental Protection, the town of Jupiter Island and Sailfish Point on a solution for dredging the St. Lucie Inlet. Of course it’s still ongoing, but I’m pleased to be working with community activists, chamber members, Realtors and business leaders to stop All Aboard Florida.

There’ll be another at 6 p.m. on Friday, Feb. 20, at Manatee Park, 4950 Anchor Ave., Stuart. Then there’ll another at noon on Saturday, Feb. 21, at Zeus Park, 12044 S.E. Zeus Court, Hobe Sound. Snyder was getting concerned that folks could get complacent after the recent lull in pillowcase burglaries, so he came up with the idea for the community barbecues. The day they were announced, an aggressive breed of burglars showed up in town making mayhem and closing traffic at the Palm City Bridge for awhile. On Wednesday, Feb. 11, a Stuart homeowner headed to his house midday to walk the dog. The dog had to wait — he found two men in his yard. “First he called 911,” Snyder said. “After he called, he engaged the suspects.” They claimed to be salesmen, and scrambled to a waiting vehicle. “They left, but by then he called back and gave us a description,” Snyder said. Deputies attempted to stop the vehicle, but the driver took them on a wild chase that involved playing chicken with cops a few times. Detective John Barca didn’t have time to get out of the suspects’ way, and they collided on Palm City Road, Stuart. The detective had

He added, “If the community fails, we fail.”
minor injuries, and a couple of the suspects were hospitalized with broken bones. Most, or all, of the pillowcase burglars in Martin’s last spate were from Broward County. They seemed unwilling to have confrontations with residents or police. The three suspects in the latest case seem to have been working from Riviera Beach. The last apparent case of traveling burglars in Martin County was back in August. They didn’t get a chance to commit any crimes in Martin that day, because a sharp-eyed deputy, Dereck Brieske, spotted and stopped a rented 2014 Toyota Corolla the Sheriff’s Office was looking for in connection with burglaries in other counties. Martin County had four of the classic pillowcase burglaries over about the previous two weeks before that bust. In April, last year, the Martin County Sheriff’s Office nab a pair of criminals burglarizing houses in Tropical Farms, but they didn’t fit the usual profile of pillowcase burglars up until then. A suspicious-vehicle report triggered a hunt for the suspects that culminated
in a dramatic chase. Deputies arrested Cordy Leprell Walton, Riviera Beach, and Courtney Desmond Zieler, West Palm Beach. Among other offenses, they were charged with counts of aggravated battery on law-enforcement officers. During a chase, those suspects, too, rammed deputies’ cruisers. The National Sheriff’s Association started the National Neighborhood Watch, sometimes called “Crime Watch,” in 1972. Many point to the 1964 brutal murder of Catherine “Kitty” Genovese, and rising crime rates, as the impetus for Neighborhood Watch. Press reports at the time held that almost 40 neighbors stood by as Genovese was killed, yet none attempted to intervene even by calling police. The accuracy of the reports is questioned by many, but the concept of a paralyzed bystander effect dubbed “Genovese syndrome” was popularized. Neighborhood Watch was introduced as an antidote. Neighborhood Watch programs use different methods, some more organized than others, but the idea is the same. Neighbors agree to watch one another’s properties and report suspicious activities to police. Snyder said the push for making Martin’s Neighborhood Watch the largest in the state is rooted in his core beliefs about individual and social obligations. “The primary responsibility for a safe community lies with the citizenry, not law enforcement,” he said. He added, “If the community fails, we fail.”

FAIR from page A1 “It’s not hard scheduled yet,” Haddox said. “As far as who’s on (the proposed meeting’s invitation list), I’ve got to wait to see who comes back wanting to be on it.” But the idea of moving the fairgrounds has been around almost as long as the fairgrounds. Or, at least, that’s how it feels to some. The fair association has wanted to get some breathing room for a while. The fair is now crammed onto about 12 acres of county-owned land on South Dixie Highway, Stuart. “After 18 years of talking about it, I said, ‘Let’s get something done,’” Jay Spicer, fair manager,
said in a phone interview. “I’m confident we can make it happen.” Both said Palm City has apparent candidate locations for moving the fair, but added that no properties anywhere in the county have been specifically eyed, let alone vetted. “As far as sites go, that’s one of the topics I want to discuss,” Haddox said. “Yes I do know potential sites, but (mentioning them) would be getting way out front.” The county’s motive for moving the fairgrounds is simple: dollars. The fairgrounds are on light industrial land near downtown Stuart that the Martin County Property Appraiser’s Office figures
was worth about $1.9 million in 2013. Property values have risen since then, and sale prices are usually higher than appraised values. Additionally, if the county sells the land, it will have added it to the tax roll. Property records show that the county has had the land since 1901. Given that Martin didn’t exist until 1925, it likely inherited the land when it was carved off Palm Beach and St. Lucie counties. “That property could provide a huge amount of increase in tax base and revenue and benefit the fairgrounds,” Haddox said at the commission meeting. The county is in an about $250 million bind. That’s about how far behind it is with maintaining roads, bridges and other infrastructure. The amount is growing, too. Terry Rauth, deputy county engineer, said in previous interviews that the county has about 500 miles of road, and more than half those miles need repair or resurfacing. Additionally, she said that

TAX from page A5 sioner John Haddox, Palm City, said the commission is putting off dealing with a problem that’s getting bigger. “This board has had this issue in our hands to deal with for close to two and a half years,” he said. “The problem took probably 12 years to get here. Inaction is not the solution.” At the meeting, Commissioner Anne Scott, Hobe Sound, brought up the idea of hiring a consultant before asking voters to look again at a proposed sales tax, or considering other options, such as increasing property-tax rates. “You’re talking about additional sources of revenue, and I think before we do that we have to step back and figure out how we do what we do,” Scott said at the meeting. On election night last November there were no nail-biters in Martin. Except for the proposed sales tax. As the elections office went through the about 62,500 ballots cast last year, they counted up 30,241 votes for the proposed 1-cent-for-four-years local sales tax. And 30,324 against it. An automatic recount didn’t overturn the result. It shaved the margin from 83 to 72 votes, however. The difference of less than a tenth of 1 percent forced the recount.

In all, the county has about a $260 million maintenance backlog — that’s growing by about $15 million a year — and few options to address it. The commission can send another proposed local-option sales tax back to the voters this year, which could be a mail ballot, or wait until the general election in 2016. A proposed sales tax can be for anything from half a cent to 2 cents for qualifying sales up to $5,000 for up to 10 years. If voters approve any proposed local-option sales tax, it would take effect the following January. The conditions of any proposed local-option sales tax are decided by the Florida Legislature.

On April 18, the second annual Battle of the Gospel takes place at Jensen Beach High School and the search is on for voices to be raised in sweet song. Trios, duets, soloists, Praise & Worship Teams 15 voices and under and Choirs 15 voices and over are all welcome to participate. Last year’s event was a complete sellout, benefitting the Gertrude Walden Child Care Center in Stuart. The state-ofthe-art auditorium at JBHS seats 650 and the acoustics are phe-
nomenal. There’s a cash prize of $1,000 in each category and the money goes directly to the church that each winning participant represents. Entries do not have to be from the Treasure Coast – all are welcome to join in. Last year’s winning group from Port Salerno Church of God was invited to open for the Clarke Sisters this year at the Kravis Center as a result of their appearance at Battle of the Gospel. There is $100 entry fee for each entity. The deadline for entering is March 30.

MARTIN COUNTY — Remodeling has a lot of advantages as the economy heads out of recovery and into prosperity. DreamMaker Bath & Kitchen of Southeast Florida has seen strong business throughout the process. “People have projects that have been on hold the last 10 years and now it’s time to get these things done,” Anne Smith, design consultant, said. Carl McCaughey, design consultant, added, “Now home values are back up, so they’re saying, ‘It’s time to get started.’” Area property appraisers’ offices have reported increasing values the last couple years. In 2012, Laurel Kelly reported that Martin’s taxable value was about $16.9 billion. In 2013 she reported it at about $17.1 billion. A slight increase — about .88 percent — but an increase. It was the first time Martin’s property
values increased since 2007. In 2014, Kelly said Martin’s taxable value is at $17.6 billion. That’s expected to keep increasing. The property market is following the improving trends in employment. Florida started 2014 on one side of 6 percent seasonally adjusted unemployment, and ended it on the other. On Friday, Jan. 23, the state released its monthly jobs report, which covered December. The Sunshine State’s seasonally adjusted unemployment rate was 5.6 percent at the end of 2014, down from 6.3 percent the previous December. The state is back to jobs numbers last seen in April of 2008. That economic improvement translates to a growing number of folks looking at remodeling. If the Great Recession and slow recovery did nothing else, it taught folks to be mindful of their financial decisions. David Morelli, general manager, said remodeling shoppers are sophisticated like never before and want guarantees

‘Shrek’ takes stage at high school STAFF WRITER

MARTIN COUNTY — Kristal-Wion Eckhardt, the drama teacher at Martin County High School, has done several plays recently that involve murder or mayhem, including “Macbeth,” “Chicago,” and “The Great Gatsby.” From Feb. 20-28, her students will present “Shrek: The Musical,” and she is happy for the change of pace. “I don’t want to murder anyone,” she said. “I want happy stuff that’s fun. ‘Shrek’ was available. I use the kids as barometers. They said, ‘Oh, we love ‘Shrek.’” The choice has paid off. “I’m delighted to direct it,” she said. “The kids are wonderful. They’re having the best time. Everybody loves a fairytale, even about ogres. It’s a lot of fun. I’m having a good time directing.” “Shrek: The Musical,” has music by Jeanine Tesori and lyrics by David Lindsay-Abaire. It is based on the megahit 2001 film, which was, in turn, based on William Steig’s 1990 book, “Shrek!” The Broadway production of the show ran in 2010 and started Brian D’Arcy James as the ogre, Shrek, and Sutton Foster as Fiona. The talented high school cast includes Robbie De La Esperilla as Shrek, Savannah Webber as Fiona, Christian Estes as Lord Farquaad,

Toby Barnes as Pinocchio and Loretta Waldrop as Gingy. Eckhardt is renting the elaborate costumes from one of the premiere costume rental agencies, Broadway Costumes in Chicago. Shrek’s costume, in particular, is a challenge for the actor because his head is covered. The director said that her ‘Shrek’ is up to the task. “Today, he’s wearing a latex headpiece.” She said. “He’s a great kid and a hard worker, very diligent. He’s never had a major role, but he’s rising to the challenge.” This is the largest production of the school year. At the end of April, students will present “The Canterbury Tales” for English classes at Martin County. There will be two public performances. The dates and times will be announced later. Martin County High School Fine Arts Drama Department presents DreamWorks Theatricals “Shrek, the Musical,” at the Yarboro Performing Arts Center, 2801 S. Kanner Highway, Feb. 20-28.
