Service for Wilcox set for Thursday By Patrick McCallister Staff writer pmccallister@yourvoiceweekly.com

MARTIN COUNTY — F ­ ormer Martin County Commissioner Marshal L. “Bud” Wilcox Jr. died at his Sewall’s Point home on March 26. He was 88. A memorial service will be at St. Mary’s Episcopal Church, where he was a member, on Thursday, April 11. The service will start at 11:30 a.m. The church is at 623 E. Ocean Blvd., Stuart. Wilcox was a commissioner from 1992 to 2000. Donna Melzer, Palm City, served with him for four years, 1996 to 2000. “He was very decisive and a very good leader,” she said. “He cared about Martin County.” Wilcox was born in New York and moved to Martin from Norwalk, Conn. In addition to serving as the treasurer for the Port Authority of New York & New Jersey, Wilcox served in the Navy and earned a master’s in business from Rutgers University. Among other organizations, Wilcox was a member of Rotary International, the Benevolent and Protective Order of Elks, and the Florida Aero Club. He was one of the Stuart Corinthian Yacht Club founders. Wilcox frequently volunteered for a number of organizations and charities.

Fire-ravaged school auditorium back in business By Sydney Sabol For Your Voice News & Views MARTIN COUNTY — The script has flipped. The spotlight is now on Martin County High School’s recently renovated auditorium, which made its triumphant debut last month after more than a year of repairs after a construction blaze. Back in January 2012, the auditorium, which plays host to theatrical performances, assemblies, band concerts and rallies, caught fire when sparks from a construction worker cutting steel ignited nearby. The campus was undergoing an expansion. The accident left the building with smoke and water damage. During a grand reopening gala, Laurie Gaylord, superintendent

Taste of Martin County on tap By Patrick McCallister Staff writer pmccallister@yourvoiceweekly.com MARTIN COUNTY — Time again for the annual taste- bud bash. “It’s the 17th annual Taste of Martin County,” Aleisha Coleman, director of marketing for Big Brothers Big Sisters of Palm Beach and Martin Counties, said. “It’s the first year at Memorial Park.” The park is at 300 E. Ocean Blvd., Stuart. “It’s a food, wine and beer tasting,” Coleman said. About 30 local restaurants and others will serve up delights, and the Martin County Supervisor of Elections, Vicki Davis, will bring some voting booths. Those aren’t for show. “When people come to the event, they’re the voters,” Coleman said. Folks will register their votes in several categories — best entrée, best appetizer, and others. “We present the winning restaurants the awards,” Coleman said. “It’s bragging rights.” Last year, students at the Martin County High School Academy of Culinary Arts took top spot for

entrées with a sea scallops dish that featured celery-root puree, vegetable sauté and red pepper-orange marmalade. Many 2012 winners will be back. “This year, Martin County High School is competing for appetizers,” Coleman said. The Palm City Grill will be back, too. Last year, the restaurant took the gold for its New England clam chowder. “Another one that’s unique, it’s called Edible Spirits,” Coleman said. “They bring their rum cakes. This year, they’re bringing cake, but they won’t tell me what kind.” The voters handed Edible Spirits the crown for desserts in 2012 after tasting the pineapple rum cake with pineapple ice cream. Bobby and the Blisters will be there playing New Orleans-style jazz as folks enjoy the food and vote for their favorites. The fun will get under way at 5 p.m. and go on till 8 p.m. Advance tickets are $50, or two for $90. At the door, they’ll be $60. To get tickets, volunteer, or compete, call (772) 678-7487. All the meetings will be 6 to 8 p.m. “The ‘pillowcase’ part refers to the M.O., the method of operation, in which the burglar takes a pillowcase off the bed and uses it to place the stolen items,” the sheriff explained. Snyder said this type of burglar operates during the day, typically from about 9 to 11:30 a.m. They’re looking for vacant houses to rob while owners are working. “The traditional neighborhood would be $175,000 and above, but not gated,” he said. MARTIN COUNTY — They’re professional and fast, but Martin County residents can fight back by banding together, being vigilant and using some common sense. “These are not your 15-yearolds on bicycles, or area crack addicts,” Sheriff William Snyder said. “These are more mobile and sophisticated burglars.” Martin County has, along with neighboring ones, had a problem with so-called pillowcase burglars for about two years. It’s had about 100 investigations into burglaries that fit the rapid-robbery method favored by a group of professional criminals that seem to be largely operating from one place. “We’ve made 30 arrests so far and they’re all from Broward County,” Snyder said. To teach residents how to thwart these intrepid intruders, the Martin County Sheriff’s Office is hosting four community meetings. On Tuesday, April 9, at Robert Morgade Library at the Indian

If there’s no answer, the next step is heading to more secluded entries, whether doors or windows, to make aggressive entries — that is, smashing their way in. Once inside homes, the burglars move fast, taking smaller items and getting out. So far, none seemed interested in confrontations. If someone responds to the door knocking, the criminals will ask for fictitious persons and move on. “There’s been no violence,” Snyder said. “If someone is home, they leave. We can’t count on that forever.” Snyder’s tip if someone’s home when the criminals come knocking? “Tell the person to go away, but don’t open the door. If you hide in your house, you may have company.” These burglars don’t care about dogs or televisions, Snyder said. Televisions don’t make them think people are home.

For Your Voice News & Views MARTIN COUNTY — United for Families signature fundraising event, Le Bal Masque, is one of the most creative events on the Treasure Coast — each year guests become immersed in the culture of a different part of the world with the region’s customs thematically woven into the entertainment, décor and cuisine of the evening. This year, attendees were transported to the mystical Black

Forest of Germany. But beyond the lederhosen and cowbells provided by the evening’s entertainment, the Swinging Bavarians, at its core the event is about the community’s support for its most vulnerable citizens. United for Families touches the lives of every known abused or neglected child in Indian River, St. Lucie, Martin and Okeechobee counties, ensuring that critical services such as foster care, adoptions and protective services are available.

To assist the organization in its efforts, more than 150 guests attended Le Bal Masque on March 2 and helped raise $57,000 for the nonprofit organization. Funds raised from the event support the Road to Success program that prepares teenagers for life outside the foster-care system by teaching independent-living skills, such as financial planning and budgeting. Thanks to the Road to Success program, more teens are graduating high school and pursuing college educations, while fewer are

getting into trouble with the law or experiencing homelessness. In addition to exceeding the financial goals of event sponsorship and auction items, Le Bal Masque received a $5,000 donation from the Kathryn A. Basile Foster a Dream Foundation and presented two very important awards — the Kathryn Basile Community Service Award to Stop the Tears and The Dependency Case Manager of the Year.

LUCIE WEST — The Florida chapter of Air Conditioning Contractors of America want criminals who perform unlicensed work on homes to know with the help of vigilant homeowners, law enforcement will eventually hunt them down. As part of a 10-city tour to promote awareness about unlicensed activity, the ACCA of Florida hosted a seminar last month at SpringHill Suites in St. Lucie West, which was attended by licensed contractors from around the Treasure Coast, including Martin and St. Lucie counties. JENSEN BEACH — A month after his brother’s death, Brian Morales said the pain hasn’t dulled, but does subside for a short while during community events held in honor of the slain law enforcement officer. “We’re still recovering from my brother’s loss. Events like this allow us to keep a smile on our faces and if there are any type of tears, they are tears of joy, tears of being proud,” Brian Morales, 42, said. “And also, it’s good to get us out and mingle, as well as my children to get out and play with their cousins and just strangers.” The Morales family gathered at Shuckers on the Beach during a fundraising event hosted by the restaurant. St. Lucie County Sheriff’s Sgt. Gary Morales, 35, was fatally shot in the line of duty on Feb. 28. Authorities say Eriese Tisdale, 25, is the man who pulled the trigger. Last week a grand jury indicted

This breed of burglars is going for smaller items, such as jewelry, cash and guns. “By far the best antidote to this type of theft is a good quality safe bolted to the floor or wall,” the Sheriff said. He added, “An alarm will cause them to stay for significantly less time.” The other antidote that works is Neighborhood Watch, Snyder said. “People have to stick together; have

a good-neighbor policy,” he said. Laura Passanesi, community programs practitioner at the Sheriff’s Office, said there are about 60 Neighborhood Watch locations in Martin. There are few in Palm City, including the Highland Reserve, Windstone, and Fox Run neighborhoods. “After the initial meeting, we meet monthly with the coordinators and update them on all the crime happening in the community,” she said. The National Sheriff’s Association started Neighborhood Watch in 1972. The association was organizing a move already afoot in the nation after the 1964 killing of Catherine “Kitty” Genovese in New

You did what you did, man up about it.” Mascara said the community’s extraordinary efforts to comfort the Morales family will make the road to recovery bearable. “It has been overwhelming. The level of support is unbelievable, not only for the Morales family, but for the Sheriff’s Office,” Mascara said. “We live in a great community, that’s what makes this community so special.” A few days ago Ken Morales said he was moved by a stranger on the street. “Just the other day somebody saw the sticker I had in the back (of my car) in memory of my brother – a motorcycle guy – and he pulled over and he gave me his condolences,” Ken Morales said.

Ways to stop the illegal activity are simple, the panel said. Demand stricter legislation with higher fines or jail time from local politicians, report suspicious activity from white vans with no lettering and verify workers are indeed licensed. In an emailed statement, Rep. Patrick Murphy D-Dist. 18 said he would support any Florida legislation to stop unlicensed activity. “Illegal, unlicensed contractors are a serious threat to our economic health and growth,” Murphy said. “While regulations and enforcement of these matters is generally handled on the state level, I support efforts to crack down on illegal contractors.” In 2012, the Department of Business and Professional Regulation reprimanded a total of 86 unlicensed contractors in the Palm Beach region, which includes Palm Beach, Martin, St. Lucie, Indian River and Okeechobee counties, Sandi Poreda, director of communications said. Fifty-three of those citations were in construction, 22 in elec-

trical construction work and 11 in electrical work. Michelle Owen, Martin County code enforcement supervisor, said since last March, 69 citations have been issued to unlicensed workers in the county. Port St. Lucie building code administrator Joel Dramis said approximately 180 unlicensed contractors received citations last year for providing deceptive services to city residents. “(Residents) need to understand they are not licensed or insured,” Dramis said. “They could get hurt and the homeowner is responsible for any injuries … They could also be doing work that’s not in compliance with code.” Dramis said some simple research can prevent a big catastrophe. “Contact the local building department to make sure they are licensed for the work they are doing. Ask to see a license and call the city to verify a license.” To report unlicensed activity, contact local authorities or report them to the Florida Department of Business and Professional Regulation, department investigator Jeff Holland said. Holland encourages residents to pay attention to the details. “Try to get as much evidence as you can. You can take a picture, you can get names,” Holland

said. “Just get as much information as you can if we can’t get on site immediately to jump on it, we can still have enough to open a case and pursue it.” The department performs frequent sweeps and sets up houses for sting operations, Holland’s partner, Thad Clark, said. The pair also combs sites like Craigslist hourly to monitor unlicensed activity. During times of crisis, Clark said the crime is no longer a misdemeanor. “When a state of emergency is declared, unlicensed activity becomes a third-degree felony …,” Clark said. “What happens when we catch you on the job when a state of emergency has been declared is we take you from that job straight to the jailhouse.” Dave Hutchins, Florida Chapter president and owner of Bay Area Air Conditioning in Crystal River, detailed common warning signs of an unlicensed worker. “Price is too low. Do they have a lettered truck? Do they have the license number on their vehicle when they came out? Things like that,” Hutchins said. “Generally an unkempt vehicle as well, something that doesn’t look too good usually. Because unfortunately most of those guys doing it need the money,” he added.

Attendee John Pankraz, owner of Elite Electric & Air in Port St. Lucie, said he hoped to learn “how we can help stop the unlicensed contractors and how we can help the homeowners from being hurt from the unlicensed activity.” Pankraz said he believes 10 to 20 percent of perceived contractors are unlicensed. Kevin Sharkey, owner of Stuart-based Sharkey Air, said he regularly reports suspicious activity. “I call probably once every two or three weeks. If I see something going on that I feel it’s just not a level playing field, then I’ll go ahead and call. The county is very good at responding,” Sharkey said. Sharkey added unlicensed workers are a common sight at home improvement stores on the weekends. “All you need to do is go to Home Depot on a Saturday, or Lowes, or one of those big box stores, sit in the parking lot and watch them. (They’ll come out with) hot water heaters and the big plumbing fixtures…,” Sharkey said. ACCA Florida executive director Lisa Tamargo said unlicensed contractors rob legitimate business owners of revenue.

STUART — While the 20122013 season at the Lyric Theatre is winding down, there are still events and programs for children and families that go on throughout the spring and summer. series of books almost 30 years ago and has been made into a television series and seven movies. Fans of the series, lovers of dance and children of all ages will love the show. Karin Leone, education and operations coordinator at the Lyric, said that she hopes families come as a group to see the show. “We’d like the parents to share the joy of theater with their children,” she said. “‘Angelina Ballerina’ is a perfect evening out and a perfect way to introduce youngsters to the joy of live theater.” The show is part of the Lyric’s Discovery Series, bringing quality children’s programming to the Treasure Coast. Since 1997, more than 105,000 school children have come to the Lyric to see live

Throughout the month of April, the walls of Molly’s House will be filled with watercolor and acrylic pieces by Judith MacDonald and photographs by Doreen Poreba. The community is invited to attend Art & Wine on Osceola, a monthly art opening reception at Molly’s House. Community Joined the Area’s Largest Home & Garden Show! The 27th Annual Home & Garden Show, presented by the Stuart/ Martin County Chamber of Commerce, was a huge success, despite the chilly weather. Sixty-five hundred plus attendees and over 95 exhibits filled the Martin County Fairgrounds Saturday and Sunday, March 2nd & 3rd. The Martin County Orchid Society and Visionary School of Arts framed the show on either sidewith their Aloha Orchid Show & Sale and a Fine Arts Show displaying local artists of all ages with hands-on activities for the children. A diverse variety of home & garden vendors educated and sold their wares in the main exhibit buildings. Delectable food was provided by Cuisine 256 throughout the weekend with the addition of hot chocolate and soup on the menu.
