MARTIN COUNTY — Five County Commission candidates are on the stump. At the center of their campaigns is the Martin County Growth Management Plan, commonly called the comp plan. The two incumbent candidates generally portray the election as a fight to preserve Martin County’s environmental protections alongside giving business a chance to thrive. The three

FORUMS from page 1 on Thursday, July 17. Hetherington is in a three-way race for the District 2 race. The other candidates are John “Trapper” Schierbaum and incumbent Ed Fielding. Fielding said Martin County is a desirable place to live in large part because of the comp plan, and he defended his recent votes to strengthen it. “Our comp plan is our constitution,” he said. Schierbaum said Fielding’s bent to strengthen the comp plan’s environmental protections has been blind to balance. “I look at what’s going on the Martin County Commission and I see a series of bad business decisions,” he said. Although Palm City voters are in District 5, they’ll help decide the commission’s districts 2 and 4 races. Those are the only ones up for election this year. While candidates must reside in their districts, the commission elections are countywide. The District 2 race will be a Republican primary, because there are three candidates and all are Republicans. Voters who aren’t registered as Republican by the primary book closing, July 28, won’t vote in that race, but will participate in the runoff in the general election. However, all voters can cast ballots in the universal primary contest between Barbara Clowdus and incumbent Sarah Heard for the District 4 race. Both women are Republicans. However, because the primary will decide that election, it’s open to all voters. “There is no clearer choice tonight than between Barbara Clowdus and me,” Heard said. Heard — who’s voted for stronger land-development regulations in the comp plan — has been on the commission since 2002. Fielding

Both are considered “slow growth” commissioners and have pushed for strengthening the comp plan since the 2012 elections brought two other “slow growth” advocates to the commission: John Haddox, District 5, and Anne Scott, District 3. Doug Smith beat out two other Republicans and a write-in challenger to hold onto the District 1 seat in 2012. He’s considered the only “pro-growth” commissioner these days. He’s frequently on the losing end of 4-1 votes on comp plan amendments. Among the most contentious amendments the commission approved last year involved

shoreline protections. In many cases, the amendments extended constructible areas along shorelines from 25 to 75 feet. Another contentious issue was amendments requiring supermajority commission votes to make future changes to the comp plan. The comp plan has often been the center of rancorous commission elections since its adoption in the early 1980s. The county commission has swung between majorities favoring amendments they say to keep its environmental protections in place and those favoring

cal-option sales-tax referendum. If voters approve the ballot measure in the general election, there will be a 1-cent local-option sales tax for every $1 of qualifying sales up to $5,000 for four years. If voters approved the measure, the additional sales tax collected in the county can be spent only on repairing existing roads, bridges and drainage infrastructure. It would start in January. The county would get the first proceeds of the new tax from the state next March. After about a year of talking about it, the commission opted to send the local-option sales tax referendum to the voters in November at its April 14 meeting. John Haddox, Palm City, joined Doug Smith, Jensen Beach, in opposing the proposal in the 3-2 vote. Smith thought the commission needed to give itself greater freedom to appropriate the funds if voters approved the tax. Haddox felt the voter-approved tax should be for a longer duration. None on the commission debated whether the additional tax was needed. The county has about a $225 million backlog on infrastructure maintenance. County staff figured that if voters approve the local-option sales tax it’ll generate almost $85 million for the county to put to maintenance of existing infrastructure. Additionally, the county’s municipalities, such as the city of Stuart, will get about $11 million split among them. They’ll not be restricted to using their share of the funds only on existing infrastructure. The sales tax seemed likely to become a political rallying point for challengers in the two county commission races this year. That won’t happen. At a candidates forum hosted by Whispering Sound Homeowners Association on Thursday, July 17, political challengers John “Trapper” Schierbaum, Stacey Hetherington and Barbara Clow-

At the meeting, Terry Rauth, deputy county engineer, said the county has about 500 miles of road, and more than half those miles need repair or resurfacing. She said it costs about $100,000 a mile to resurface a road. “If we have to go in and reclaim it, reconstruct it, it’s about $250,000 a mile,” she said. Additionally, she said that the county needs to replace about 30 miles of drainage pipes. Rauth said two bridges are beyond life expectancy: one on Murphy and the other on Britt roads. “A lot of people are calling me saying, ‘I can’t sell my house, because of the condition of the road,’” she said. Vicennial of journalism teaches respectful courage, passion It’s
coming up on 20 years, and I’ve learned a lot. All of it comes to this — respectful courage and passion. It was on Aug. 2, 1994, that I first saw my name in newspaper ink. I remember the moment with astonishing clarity — where I was, what I was drinking, that sort of thing. It was a letter to the editor of the Orlando Sentinel. The first letter to an editor I’d ever written. I liked seeing my name as a newspaper byline so much that I wrote a second letter to the editor to see it again. That was to The DeLand Beacon. Not long after I mailed it, I was standing in my West Volusia County bungalow talking to publisher Barb Shepherd on the phone. My writing got her attention — she thought it “gifted.” Barb made me an offer I wouldn’t refuse. She wanted me to write a counter-column against a respected attorney’s. There was a proposed big-business property tax break Volusia’s voters would decide in a referendum that year. The proposed tax break was aimed at helping the county attract bigger businesses. Allen Watts, that attorney, was for it, and had written a very compelling case for why voters should agree with him. I didn’t know enough to be intimidated by the fact he had years of persuasion training and practice on

I argued in my guest column to scrap the idea of attracting big businesses that could just as easily pull out of the county leaving hundreds unemployed, and instead focus on giving longtime residents commercial tax breaks to encourage the growth of small, locally owned businesses. I don’t know how many people I swayed, but the county’s voters rejected the proposed big-business tax break that election. Uh, and the county never got around to resident business tax breaks that I’d proposed. Oh, well. Back in that DeLand bungalow, I was hooked after seeing my name

on a newspaper column. I’d often thought about journalism, but never got around to trying my hand at it. Now was my chance. After the guest column, I asked Barb about making me into a reporter. She had just the training ground to offer. Barb handed me a camera and notepad, told me to come up with a question a week to ask about 10 people. All I had to do was record their answers exactly and get pictures. The more controversial the question the better, she told me. This was going to be a cinch. I just know Barb was chuckling as I bounced out of the newspaper office that first day heading to start my journalism career. I figured out that assignment was all a test. It turned out that getting 10 people to stop and answer any question, then agree to their pictures being taken, is hard. Getting their words exactly right is no breeze either. Still, Streetbeat, became a popular feature in the paper for almost a year, and generated a number of letters to the editor. I didn’t know it, but Barb had me learning the most important aspects of reporting from the start. Sources are people with feelings, and their words are important to them. I was learning that good reporting is about developing the courage to ask anybody anything, anytime, but respecting them as you do. By the time I’d written
my first actual story in March of 1995 — a feature about notable DeLandites with Irish heritage — I was already well on my way to a respectful brand of journalism. I’ve practiced it at the Beacon, the Daytona Beach News-Journal, the Orlando Sentinel, numerous magazines, a radio station, and others. Journalism has taken me across the country to cover events in Washington, Colorado, Pennsylvania. One day it took me to meeting Tammy Raits, the editor of Your Voice News & Views and sister publication Veteran Voice. She later asked me to pull up stakes and move from DeLand to Palm City to work for her fulltime. So, here I am 20 years later, in Palm City, working for Your Voice News & Views and Veteran Voice. I get a lot of compliments from readers and regular sources. Rarely do they use the word “respectful,” but that’s what a lot of their compliments amount to. That’s because I’ve had good mentoring editors throughout my career who’ve reinforced the early lessons: be courageous and respectful, and write with passion knowing that every story is important to somebody. Along with Barb and Tammy, there were David Wiggins, Chris Fister, Ann Santos, Nick Klasne and others. There are lessons in my story for others. Stop thinking about trying something new. Stretch yourself and do it. Find mentors and follow them wherever they take you. You might end up in a very happy place 20 years from now. Patrick McCallister writes for Veteran Voice.

TREASURE COAST — In a field that started out with nine Republicans looking to unseat Democrat Patrick Murphy from Florida’s 18th Congressional District, there were two women. Beverly Hires is the last woman standing in the field of six remaining Republican challengers. The attorney started working life as a registered nurse, and holds a masters of business administration in healthcare. Not surprisingly then, she said, the Patient Protection and Affordable Care Act — Obamacare for shorthand — motivated her to run for Congress. If she dominates in the primary and unseats the freshman Democrat from Jupiter, Hires will walk into familiar terrain on Capitol Hill. “I’ve already worked the halls of Congress to get things done,” she said. That’s because of sodium nitroprusside and a boy who died. “I worked my way through college as a nurse,” Hires said. “I worked my way through law school. I graduated from law school and worked as an attorney representing the interests of patients.”

Schierbaum said that while the backlog exists, pointing to past commissions’ decisions shows a lack of leadership. “To me it’s a cop-out if you’re blaming previous commissions,” he said. The primary election will be on Aug. 26. Early voting will be from Aug. 16-23. The general election will be on Nov. 4. Early voting will be from Oct. 20 to Nov. 1. Voters have until the Wednesday before an election to request absentee, or mailed, ballots. There are no Democrats or writein candidates for either county commission race. Corps of Engineers’ releases of nutrient-rich water from Lake Okeechobee into canals that ran to the St. Lucie River drew thousands. Miller said it started with him “ranting on Facebook” about planning on going to Phipps Park, Stuart, to protest the releases and asking others to join him. His rant caught on. It spread on Facebook, Twitter and other social media quickly. Within days thousands joined Miller at the 55-acre park at 2175 S.W. Locks Road, where the C-44 canal meets and feeds into the southern end of the St. Lucie. “The Rivers Coalition was a huge help to me,” Miller said. “As soon as they saw the action, they got on board.” Marty Baum, executive director of Indian Riverkeeper, said many longtime environmental advocates have been surprised by how rapidly Miller organized a rally and grew an upstart organization over social media. “I’m 60,” Baum said. “They have to force me to use (social media). He tapped into all of that. The stars aligned. The newspapers were on our side. So many things happened last year that never happened before; it’s hard to list on a couple pages.” For example, last year the Florida Senate Select Committee on Indian River Lagoon and Lake Okeechobee put forth an ambitious wish list for Everglades restoration and water-cleaning efforts with a $220 million price tag spread over three years. TREASURE COAST — The first one went unexpectedly great, so there’ll be a second. “We came into it as citizens,” Evan Miler, president of Citizens 4 Clean Water, said. “We’re not political. We’re not scientists. We just know that our river is dying.” On Sunday, Aug. 3, at 10 a.m., the upstart environmental organization will host its second March Against Lake Okeechobee Discharges Save Our River Clean Water Rally. It’s already drawn some unexpected supporters, including Martin Health System. Rob Lord, senior vice president and chief operating officer, said the healthcare provider has seen numerous indications that the St. Lucie’s poor health is adversely affecting humans’. “We advise people not to get into the water, or eat the fish,” he said. Lord noted that Martin Health System hasn’t conducted the extensive research needed to say with scientific certainty that exposure to the river is causing people health complications. However, he said the medical staff has seen ample anecdotal evidence to infer links. He’ll be one of at least 14 speakers at the rally. A 4-year-old had mysteriously died during what should have been routine surgery to treat high blood pressure. “The parents were grief-stricken when they came to my office,” Hires said. “They wanted to know why their child died.” Hires read over medical and autopsy reports and realized that the child, Bret, had died of something that seemed impossible. Cyanide poisoning. “I found that they had given (Bret) a drug that metabolizes into cyanide,” Hires said. The parents weren’t so much interested in getting compensation, Hires said. They wanted to make sure that others didn’t suffer their child’s fate. Hires found medical professionals who’d detected and gathered evidence about that drug’s danger, and thought it would be no problem to get the Food and Drug Administration to act on the evidence. “The FDA refused to acknowledge there was a problem with the drug,” Hires said. So she headed to the FDA’s bosses — Congress — and got Representative John Dingell, a Michigan Democrat, to listen to

Bret’s story. That escalated into hearings that finally got the FDA to issue warnings about the drug. “They use (sodium nitroprusside) a lot less,” Hires said. “They use it very specifically. They give a very inexpensive antidote with it. They made it safer, much safer.” Hires moved on with her life without too much interest in politics. The now 60-year-old single woman moved to Tequesta in 2008. Then the Affordable Care Act came along in 2009, before Murphy’s election. Hires said she has unusual qualifications to help repeal and revise the health-insurance reforms. She said that the most important issue facing the nation is the national debt. “I am for smaller government, more efficient government,” Hires said. She believes that the Affordable Care Act in its current form stands to add an unsustainable amount to the debt. Hires said that one of the most important local issues facing the community also stands to add to the national debt — All Aboard Florida. HIRES from page 12 Coast Industries, has requested an about $1.5 billion Railroad Rehabilitation & Improvement Financing loan from the Department of Transportation’s Federal Railroad Administration. If granted, it would be the largest loan of its type ever. Projections are that the project will cost about $2.5 billion. “We’re dealing with All Aboard Florida and the Federal Railroad Administration,” Hires said. “Another agency that is going to approve, looks like, a huge loan. A taxpayer-guaranteed loan, to an entity that’s going to hurt our community.” Many local objections center around the train bridge traversing the St. Lucie River nestled between the Roosevelt and Old Dixie Highway bridges in Stuart. Boating businesses and groups say that All Aboard Florida’s proposed 32 additional trains a day will effectively close the St. Lucie to navigation and destroy the marine industry on the Treasure Coast. Hires said that the bridge makes All Aboard Florida a congressional issue under the Constitution. Navigable servitude is a constitutional legal concept stemming from the Commerce Clause.
“Our Congress has power over the navigable waterways,” she said. “It belongs to people, the waterway. Since it belongs to all of us, Congress has the power to regulate pollution and bridges. It’s well-settled law.” In addition to Hires, Carl Domino, Brian Lara, Alan Schlesinger, Calvin Turnquest, and Nick Wukoson are running in the primary. The 18th District is tenuous for both major political parties. It covers St. Lucie and Martin counties, along with a sliver of northern Palm Beach County. Between Martin and St. Lucie counties, there are about 107,400 voters registered as Republicans, and about 102,500 as Democrats. Some in Martin lean Democrat but register Republican to vote in the primary elections. County commission races are often decided in the primary. Another 73,000 voters in the two counties are registered with third parties or no affiliation. The primary election will be on Aug. 26. Early voting will be from Aug. 16-23. PALM CITY — The county has spent about $50 million in recent years to treat storm water before it hurries to the St. Lucie River with pollutants. There’s an easy, and free, way residents can help. “If we can keep some of the water in barrels, it keeps it from releasing right away,” Dianne Hughes, senior ecosystem specialist, said. On Wednesday, Aug. 6, Hughes will be at the Peter & Julie Cummings Library — 2551 Matheson Ave., Palm City — discussing efforts to capture and treat water before it reaches the river and estuary. The county has completed 25 projects treating about 10,000 acres of water runoff since 2000, Hughes said. Residents can help capture storm water before it rushes to treatment areas, or the river, by
installing rainwater capturing devices — lidded barrels attached to storm drains. The county has 34 it’ll give attendees at the storm water workshop: 65-gallon EarthMinded RainStations. The securely-lidded rainwater-capturing barrels attach to gutter downspouts and have spigots for hoses. Hughes said she hasn’t calculated how much storm water residents could capture, but said company literature claims it can be more than 1,000 gallons a home during rainy seasons. She said if enough homes have the barrels they could significantly reduce the amount of water heading to treatment areas and the river during heavy rains. The homeowners would be able to use the stored, non-potable water during dryer times. More of it would then percolate into the soil rather than rushing toward the

At the June 17 County Commission meeting, three members unanimously approved having staff prepare a proposed ordinance to stiffen the existing fertilizing rules. Commissioners John Haddox, Palm City, and Doug Smith, Jensen Beach, were absent. Once a proposed ordinance is written, it would require public comments and approval by the commission. The commission requested a proposed ordinance that will prohibit applying fertilizer within 25 feet of water, along with requiring use of fertilizers with at least 50 percent slow-release nitrogen and no phosphorus. Bessey Creek will get 30 years of prosperous scrubbing with an unusual mix of natural and chemical technology, Hybrid Wetland Chemical Treatment. At its Jan. 7 meeting, the commission approved the 30-year lease of a 46-acre stormwater treatment
area adjacent to Citrus Boulevard to the Florida Department of Agriculture and Consumer Services. The agriculture department is putting about $2 million into renovations to adapt it to the hybrid-treatment technology. The county is also testing floating, cell-foam planters at the Old Palm City West STA, that’s the storm-water treatment area nestled between Cornell and Butler avenues by 35th Street. Unfortunately, residents have been slow to embrace the free rain barrels. Hughes recently sent 259 emails offering 40 of them to residents and businesses. Habitat setting records in Martin MARTIN COUNTY — It’s a record-setting year for Habitat for Humanity of Martin County. The nonprofit organization is reaching new heights by investing more than $1.2 million in home construction throughout Martin County. Since August, Habitat has closed on 12 homes — two rehabilitated homes and 10 new homes — spanning Hobe Sound, Indiantown, Port Salerno and Stuart.
In addition, Habitat has invested in the preservation of 22 homes in Port Salerno by assisting with exterior makeovers. It is one of the first affiliates in the nation to join Habitat for Humanity International’s Neighborhood Revitalization Initiative, which focuses on community redevelopment through new, energy-efficient construction; rehabilitation of vacant and foreclosed properties; weatherization to make existing houses more energy efficient and affordable; and house repairs for existing
low-income homeowners through “A Brush With Kindness” and critical home repairs. The local affiliate continues to meet and exceed its goals, despite nearly a decade of decline in homeownership throughout the United States. According to the State of the Nation’s Housing 2014, compiled by the Joint Center for Housing Studies of Harvard University, “The national homeownership rate marked its ninth consecutive year of decline in 2013, affecting
most segments of the population. The drop among minorities is particularly troubling, given their growing presence in the housing market. While affordability conditions remain favorable, rising home prices and interest rates — along with continued tight credit — have made homebuying more of a stretch for some households. PALM CITY — Michelle Katzman has a passion for organizing. She is only of one four certified professional organizers in south Florida and she has helped people make more efficient use of their homes, offices and time. She is also the executive director of the Martin County Bar Association, where organization is a key component of her job. Katzman found her way to her passion for organization after obtaining an M.B.A. “I was working for a business and medical research company as director of project management,” she said. “It used the same organizational skills. When people started telecommuting, they’d show up working from home without information. We’d end up back at their homes. The industry was born out of changing work patterns.” Katzman said that the faster pace of life produces stress and people want to control it. “People want to be more efficient and productive,” she said. “They said there would be less paper (in a computerized world) but there’s more paper now. Paper remains the thing that bogs so many people down.” Katzman said that Florida is fertile ground for organizing. “People didn’t downsize when they downsized,” she said. “They think they might need something someday in the future or that it reminds them of something in the past. They’re missing the present. For seniors, they tire easily, the decision-making may be limited and there’s frustration, because it’s overwhelming. I’m not a child, family member or relative. I have no history (with them). Hiring someone not so intimately involved gives them permission to get rid of things.” While Katzman does help organize homes, her passion remains home businesses or offices in a residence. “It comes down to stress management and managing the ‘stuff,’” she said. To that end, she offered several suggestions. Get a heavy duty shredder and have a receptacle there when you open the mail. Start with the mail that comes in today and work backward. If you get the current things under control, the back things get easier. Get a system in place. Don’t bring the mail in until you’re

Think about the trees, if you added up all those magazines. Katzman’s other hat, as executive director of the Martin County Bar Association, involves organizational skills, as well. She has been at the job for seven years and runs an organization of 415 members. “I’m the point person for the legal community and the community in general,” she said. “I manage email and voice mail requests and referrals in specialties, available resources and information on pro bono services. I maintain resources on the website and the monthly newsletter. We have 25 committees of specialties such as criminal, family and bankruptcy law. There are meetings and events that I coordinate. We’re a nonprofit and I make sure all of that is up to date.” Katzman said that her job is

We don’t have some of the problems that plague other larger counties. When we have our monthly meetings at the Kane Center, we have more than 100 attendees every month. That’s such a good turnout for such a small organization.” Katzman said that activities of the organization are on the website and some are open to the public. “The bar is committed to having resources for the community,” she said. “I try to make sure there is at least a link to resources on the website. We get calls (for information) every day.”

PALM CITY — Terry Barber has such an impressive resume. The countertenor has performed at the Metropolitan Opera House, Carnegie Hall and Avery Fisher Hall. He was a member of the Grammy-winning ensemble Chanticleer. He was recently selected by the Florida Division of Culture to represent the state with a state touring grant. The grants are awarded to organizations to pay fees for the touring artists to appear. Barber’s joy at receiving the award was short-lived. “It was a bittersweet success,” he said. “The application process was rigorous and the competition fierce. There were all different kinds of artists and it was my first time applying. Since then, the (state) Senate did not approve funding.” It would take $200,000 to fund the entire touring program. Barber, who has an active concert schedule, is working with his management agency to salvage some of the performances. “In most cases, I’m saying I’ll do it because I care,” he said. Barber is also the founder of Artists for a Cause, an organization of performing and visual artists who receive support in
order to use their art and talent to improve their community. “Most artists are already a struggling segment of the population,” he said. “Visual artists, for example, are often asked to give away their paintings. If you compensate them for time and materials so they don’t experience a loss from doing good, it helps them say ‘Yes.’” Artists for a Cause sponsors a wide variety of events, including “Dance for Food,” where the price of admission to see some of south Florida’s best dancers is a bag of food to stock food banks, therapeutic arts classes with the Boys & Girls Clubs, and benefit concerts for organizations such as Helping People Succeed and SafeSpace. The SafeSpace concert, scheduled for Nov. 19, is in jeopardy as a portion of the costs would have been paid for by the touring grant. Covered costs include fees for the venue, any needed musicians or accompanists, a piano, if it is required, and lighting and sound systems if the venues don’t have them. “I’ve gotten a venue (for the SafeSpace concert) at a deep discount,” Barber said. “A ballpark figure of what we need is around $2,000. There are basic production overhead costs like artist travel and lodging. Because I’m the executive director of Artists for a Cause, I want to toe the line

However, I usually take a concession in my fee to make things possible.” While most people assume artists donate their services for benefits, someone has to pay all of the costs, including the ones listed above. It’s unrealistic to expect artist not only to donate their ‘product,’ but to pay costs so that they lose money by donating their services. In the case of SafeSpace, the hope is that an “angel’ will step

She and her dance partner, Travis Scott of Fred Astaire Dance Studio in Stuart, will dance the night away at the Charity Masquerade Dance Party, 6 to 10 p.m. on Oct. 18, at the Kane Center in Stuart. The Woman’s Club of Stuart and Fred Astaire Dance Studio of Stuart are hosting the event, which will benefit seven additional local charities. Eight volunteer dancers will be paired with a dance professional from Fred Astaire Dance Studio and will perform a choreographed dance routine.
