PALM CITY — When Gov. Rick Scott appointed Palm City attorney Alan Forst to the Fourth Circuit Court of Appeals in March, it was the first time a Martin County resident joined that body since 1988. The Court hears appeals from Martin, St. Lucie, Indian River, Okeechobee, Palm Beach and Broward counties. Forst received his bachelor’s degree from Georgetown University and his law degree from the Catholic University of America. Both are in Washington, D.C., but a political career was not in his original plan. “I went to Georgetown for the Foreign Service (program),” he said. “Initially, I thought I’d be something with foreign policy.” Forst began his career after college at the Commission on Civil Rights and then at the Civil Rights Division of the U.S. Department of Justice during the Reagan administration. Superiors suggested it was time to go to law school, and

Pillowcase burglars knock on wrong teen’s door Patrick McCallister Staff writer

PALM CITY — Sheriff William Snyder has a few words for16year-old Bryce Miranda. “That was a textbook case of the way to act in a crisis like that,” he said. On Tuesday, June 25, the Sheriff’s Office caught three suspected pillowcase burglars from Broward County when they came knocking on Bryce’s door. Christine Christofek Weiss, spokeswoman, said the incident raised concerns at the Sheriff’s Office. “This was a different one for us, because there was a teenager in the house,” she said. “When he saw them, he called 911 and locked himself inside his room.”

Christfek Weiss said one of the suspects was captured at the family’s home. The others, she said, the Sheriff’s Office was able to capture in quick order because of Bryce’s good observations and explanations. “He had the right state of mind and did all that he needed to do,” Christofek Weiss said. Because of the young man’s quick thinking and actions, at press time Tory Jermaine Grissett, Henry Marcus Harp III, and Joseph Brown III are in the Martin County Jail with more than $1 million bond each. Snyder said that Martin had gone weeks without an apparent pillowcase burglary. “Our collective efforts, the stepped up patrols and huge

assistance we’ve gotten from the public have been a huge help,” he said. But, he added, “One is too many.” Snyder offered tips to working parents whose teens are home alone during the day, when the pillowcase burglars typically hit. “I’ve told parents to role play with their children,” he said. “To know that if someone knocks on the door to yell out, ‘My dad can’t come to the door right now.’ Most burglars, especially these guys, don’t want to encounter a homeowner. They know from experience that they’re much better off not to encounter a homeowner.” There are numerous reasons for that. Professional burglars, he said, are aware that encounters with homeowners magnify their physical and legal dangers. Snyder said hearing any responding voice is likely to shoo pillowcase burglars right away. But parents shouldn’t count on that. “I know it sounds basic, but anyone left home alone should be schooled in 911,” the sheriff said. “I’m encouraging all parents to remember that if you call from a cell phone, we don’t know where you are. If you call from a hard line, all the operator needs to do is look down and they’ll know

where you are.” But if the choice is call from a landline, or retreat to a safer place — such as a securely locked room — on a mobile phone, Snyder said retreat is the best option. “If you use a cell phone make sure the first thing you give the operator is your address,” he said. Snyder said there’s a rule of thumb for public safety: “Know thy neighbor.” He said parents should get to know what neighbors are home when they’re away working and talk with them about making their homes a retreat spot for youths. There are other things homeowners can do to protect their children: be aware of what might attract pillowcase burglars and make changes if they seem appropriate. In previous interviews, he said that these professional burglars seem to target communities with homes in the $200,000 or more range. Additionally, basketball nets and American flags seem to get their attention. Their presence indicates that a home has newer electronics and guns. Something else youths should know — pillowcase burglars aren’t going to look like pillowcase burglars. “They don’t come up with tattoos that say ‘pillowcase burglars,’” Snyder said. The criminals seem to favor rent-

They will break into the backs of those houses, grab pillowcases and quickly stuff them with small items. Snyder said alarms or dogs don’t seem to give them pause.

PALM CITY — On April 20, the Sons of Italy-Palm City had its annual Spring Fling. This year’s recipient charity was CareNet Pregnancy Services of the Treasure Coast located in Stuart, at 965 S.E. Federal Highway. On May 21, The Sons of Italy-Palm City Lodge presented a $6,000 check to Nancy Kearney, the center director for the Stuart CareNet. Presenting the check is the president of the Palm City Sons of Italy Lodge, Robert Renna. “This brings our charitable giving to Martin County Charity’s in the last two and a half years to just over $26,000. Not bad for a small group, who are hard workers with lots of love to share,” Renna said. The event was made possible by the sup-

port of many local businesses and individuals. A silent auction as well as a raffle for a cruise enhanced the many specialty baskets, special jewelry designed by Diamonds by Terry, gift cards and even a very special art work done by local artist Ruthann Hewson. All helped make the evening a success. The fun-filled rocker/financial secretary, Dennis Fano, entertained everyone with some of his fabulous tunes. “He has quite the following at all our functions,” said Linda Morrell, co-chair charity director. “The room rocks to his variety of songs that include, Sinatra, Lettermen and many others. The Martin County Parks and Recreation Department will host the annual Sailfish Splash Kid’s Triathlon at Sailfish Splash Waterpark on Sunday, Aug. 4 at 7 a.m. Participants must pre-register before July 29. MARTIN COUNTY — Hurricanes hit economies much as they do land. The better prepared businesses are to get up and running after disasters, the quicker an economy bounces back. A lost day of work makes a huge difference for many. The county’s Emergency Management Agency and the Business Development Board aim to educate local business owners how to be ready for life’s storms and get back to work more quickly after them. Local chambers of commerce and they will host the Business Disaster Preparedness Workshop on Tuesday, July 30, from 8:30 a.m. to noon. It’ll be at the Martin County Public Safety Complex, 800 S.E. Monterey Road, Stuart. Christopher Church, deputy director of emergency management at Martin County Fire Rescue, has 12 years of first-hand experience with disasters. He’s seen businesses ready for them, and those not.

“It’s very important to us and the economy to get up and running as quick as we can. I don’t know if I could put a number on it, just some of the manufacturers alone. That doesn’t include retail sales. Among those that’ll make presentations at the workshop are the American Red Cross, Martin Health Systems, the state’s Department of Emergency Management and Florida Power & Light, along with the county’s emergency management and local law enforcement agencies. Business people who’ve been through disasters, too, will speak about their experiences. Church said that businesses can be prepared for widespread disasters, but workers not. He said among topics slated for the workshop are tips on personal preparation for disasters. Among his suggestions is giving employees disaster-preparation days long before big storms show up on television. He said disaster planners have a word for it when a region prepares for disasters. “We call that ‘resilience,’” he said. “It’s just as important for businesses to plan for emergencies as individuals. Not yet, perhaps, but conditions favor a lot of hurricanes this year. “They’re indicating an above-average season,” Debra McCaughey, Martin County’s director of emergency management, said in a previous interview. The North Atlantic hurricane season is June 1 to Nov. 30. Colorado State University released its annual Extended Range Forecast of Atlantic Seasonal Hurricane Activity and Landfall Strike Probability earlier in April. It predicts that 2013 will be an above-average tropical-storm season with 18 named storms and nine hurricanes. The average is 11 named storms and six hurricanes. McCaughey said those numbers come with a caveat. “It only takes one (hurricane) to hit us,” she said. “Remember Andrew? That was a very inactive hurricane season.” Hurricane Andrew struck Florida in August 1992. It was only the fourth cyclone that dull year, and the first named. Andrew was, at the time, the costliest storm to ever hit the United States. The storm did almost $27 billion in damage in the U.S. alone. Katrina took the title

MARTIN COUNTY — The Martin County Artificial Reef Fund Committee will be hosting the 7th Annual Reef Builders Tournament along with the 3rd Annual Lionfish Round-Up on Saturday, July 13th, 2013. This tournament helps fund the artificial reef program in Martin County. With the focus on creating fish habitat, this tournament targets the species that these reefs are created to attract. This year the tournament will award first, second and third place cash prizes for the top cobia, dolphin, grouper, snapper, kingfish and wahoo. “We have also included a Lionfish Round-Up which will include the dive community,” says John Burke, who is one of the tournament coordinators. Lionfish are an invasive species and have been increasing in population on reef systems throughout the Caribbean and they have been rapidly making their way up the

Divers will be given instructions on how to handle the spiny fish at the mandatory Captains/Divers briefing on Friday, July 12, at The Reef Waterfront Restaurant in Port Salerno. Anglers and divers will be required to log the location and the time each fish is caught. This information helps to provide much-needed data for the Reef Builders. “New this year we have added a “Team Division” which will award the dive team who has collected the most lionfish,” said Burke. Divers check in via phone or text message, allowing them to depart from anywhere along the Treasure Coast. In 2011 and 2012, Martin County deployed reefs in memory of Kyle Conrad, a popular Jensen Beach resident, an avid fisherman and diver, whose young life was cut short in 2010. The Top Boat in the fishing tournament receives the Kyle Conrad Trophy.

We asked, ‘Why are we doing this?’” Forst found a job with Crary Buchanan in Stuart, where he remained until 2001. He then became chair of the Reemployment Assistance Appeals Commission (formerly the Unemployment Appeals Commission.) That body hears appeals from cases contesting reemployment compensation awards and denials. “I’d been thinking of being a judge for the last four or five years,” Forst said. “The job I had was quasi-judicial. Last summer, I knew a vacancy was coming up. I talked to some people who were appellate judges and asked if they thought I would be good at it and like it. They said yes.” The judicial nominating committee for the Fourth Circuit Court of Appeals sent six names to Gov. Scott’s office. The Miami Herald reported at the time that four of the six had “significant experiences as judges,” and a fifth had served as a circuit court judge. Forst was the only one without trial experience, but he does not see that as a problem in his new job. “My experience has been appellate at the Unemployment Appeals Commission and the Merit Board,” he said. “I’ve done appellate cases (as a lawyer.) “(Now,) I have a case file on my lap and West Law on my

computer. It’s very similar to what I was doing. Of the nine Supreme Court judges, only one was a trial court judge.” Again, the Miami Herald reported that Forst listed his work as a college Republican, volunteer for Ford-Dole and for a pro-Reagan political action committee on his application for the judicial post, he does not see himself as political. “Actually, I was only political in college and immediately after college,” he said. “I’ve done nothing political since I was 22. My judicial philosophy is that I understand the separation of powers and the role of the judiciary. It’s not to make the law.” Forst said he admired Justice Felix Frankfurter, but declined to discuss current court members, although he noted that he had a great deal of respect for the work of several. “(Justice Frankfurter) had a really good understanding of the role of the Court,” he said. “Where his political passions and philosophical passions lay, he put aside when he put on the robe.” On a lighter note, Forst said that he interviewed with the governor at 3 p.m. in Tallahassee. The next day, he got a call around 8 a.m. that he had been appointed to the court. “I was at Firestone, waiting for my wheels to get aligned,” he said. “They said to keep it under my hat until the press release. I jumped

up and down a little bit and told the guy next to me that I just got a new job. People were calling me and I couldn’t say anything.” The new judge will face merit retention in November 2014. It is a requirement that a new judge face the voters in the next election after appointment, unless he or she has served less than a year. After that, retention votes are every six years and retirement is mandatory at age 70. Forst lives in Palm City with his wife, Diana, a nurse at Martin Health System. They have three children, a daughter Amanda, who works in child care, and twins Andrew, at Florida State and Victoria at the University of Florida.

submitted by Taryn Kryzda, county administrator. “For the past six years, expenditure reductions have been made due to voter-passed tax reform, meeting legislative requirements, maintaining low millage rates, and a reduction in the taxable values in Martin County,” she wrote to commissioners in a letter accompanying the proposed budget. The proposed capital and operating budgets combined come in at $360.6 million, about 7 percent higher than the adopted 12-13 budgets, $337.2 million. In the proposed budget, about $123.5 million is for the county’s general fund. The current budget’s general fund is $119.6 million. The proposed property-tax, or millage, rate is just over $9 per $1,000 of assessed, non-exempt value, or 9.0321 mills. The current year’s budget has a property-tax rate of about $8.73 per $1,000 of assessed, non-exempt value, or 8.7258 mills. Property taxes make up about 37 percent of Martin’s revenue. If the commission adopts the proposed budget for the coming fiscal year — Oct. 1 to Sept. 30 — it will be the second year of increasing the county budgets, and the third year of swelling the general fund. The average value of a single-family home in Martin County, according to the Property Apprais-

er’s Office, is about $167,000. With just the $50,000 homestead exemption, the non-exempt value is about $117,000, which is up slightly from last year. Last year Laurel Kelly, property appraiser, reported that Martin’s taxable value was about $16.9 billion. This year her office is putting that at $17.1 billion. A slight increase — about .88 percent — but an increase. The last time Martin was close to a $17.1 billion taxable value was in 2011. Under the current year’s property-tax rate, the bill for an average homesteaded single-family home is about $1,019. If the commission adopts the proposed rate for 13-14, that will climb about 3.5 percent to $1,055. At press time, Martin Commissioner John Haddox, Palm City, was traveling and unable examine the proposed budget. Commissioner Doug Smith, Jensen Beach, said he’d quickly reviewed the document and it had no surprises. He said it was a budget built upon the direction the Martin County Commission had given staff since November. He said the adopted budget will likely have some changes after public hearings. “I don’t suspect at all that it’s where we’ll end up at the end of the day,” he said. “It’s the start of a conversation.” The commission will discuss the proposed budget starting on Tuesday, July 22.

Some county commissioners have expressed discomfort with the board, which serves as the county’s economic-development agency. It was established in 1991 and is in a 10year contract with the county. That contract was inked in 2009. In April, Commissioner Anne Scott, Hobe Sound, moved to suspend additional payments to the board, to seek reimbursement for legal costs related to a 2010 open-records lawsuit, and to request a repayment of more than $600,000 the Business Development Board had in reserve funds. The move seemed to be an opening salvo toward ending the board’s contract with the county. In a contentious vote, the commis-

Commissioners Doug Smith, Jensen Beach, and John Haddox, Palm City, dissented. Since then, the county and board have started discussions about the $643,000-a-year contract between them. The board essentially serves as the county’s economic-development agency. It was established in 1991. “The recognition by the Economic Development Council, which is a group of our peers, goes to show we’re doing good things in Mar-

tin County,” Dougher said. “Very refreshing to get that recognition during a time we’re having our contract negotiations.” In a telephone interview, Haddox said he was pleased to hear about the business development board’s win. “I think it’s a very positive result they’ve obtained with (Martin Connects),” he said. “I think it’s a measurable performance.” He said the recognition from the Florida Economic Development Council adds to the local board’s credentials, but that issues between the county and it go beyond performance. “I’m very pleased that they won the award and it’s a very positive step regarding the overall issues,” he said. “It’s one step.”

Paul spoke recently about this challenging role and about his future plans. “Shrek is technically a fairy tale hero,” Paul said. “I’ve learned in many of my acting classes that rooting the character in reality is of premier importance. It’s important for connecting with the audience. Everyone has feelings, whether fairy tale or real.” The young actor said that the character he plays is complex. “He’s so deep and has so many layers. Mike Myers in the movie

said that ‘ogres are like onions, with layers.’ I’m going to root Shrek in reality and taking a little bit of me into everything I play. I’m going to try to find those figurative layers. That’s what will make me roar.” Paul said that rooting the character in reality has some risks. “What better way to portray a guy like Shrek than through fairy tale?” he said. “It takes some of the edge off, but emotions are real and strum the heart strings of the audience members and the actors.” An additional challenge for Paul is the makeup necessary to turn him into the ogre.

It’s four weeks, with classes everyday. It’s intense, with acting, singing and dancing. I’m really excited. I feel so lucky. This is exactly what I want to do in college. It’s great preparation for all the auditions ahead of me.” “I’m going to have a prosthetic, implants makeup and paint,” he said. “There are great people working on the show taking costumes to the next level. I’ll have a piece around my chin for the broad ogre chin and a headpiece. It’s all really cool. “I’m super-excited to have to learn to walk around in a fat suit and sing with gobs of makeup and paraphernalia all over my face. I will know what it feels like to not be able to move that quickly. I see these as aids to help me connect to my character.” Paul has played Danny Zuko in “Grease” as well as other characters where his face was visible. This is different. “I will be interested in how everything on my face affects the audience view of emotions,” he said. “One of the biggest challenges is to have emotions show through all that makeup and ‘ogreness.’ That might be what it’s like to be someone of that size or stature. He plans to travel to several schools on his wish list, including NYU, Carnegie-Mellon University in Pittsburgh, the University of Michigan and Florida State. “I’ve begun to spend time preparing audition pieces,” he said. “I want to be immersed in the world of theater, music and acting. I couldn’t live without the ability to express myself. I will see how I stand up against everyone else. It’s a great way to have a realistic interpretation of where I stand.” Paul also loves writing and hopes to attend a school where he can have an academic as well as a theatrical experience. “My only plan is to not have a plan,” he said. “I will follow my passion, heart and love. I want to have as many possibilities as possible. My parents love what they do. If I can have a life where I love what I’m doing and can support what I’m doing, what more can I ask for?” “Shrek: The Musical,” will be presented by StarStruck Performing Arts Center’s Teen Stars July 5-7 at the StarStruck Theatre, 2101 S.
