PALM CITY — In a 3-2 vote the County Commission OK’d turning about six acres on Southwest Martin Highway from rural to commercial. “I think the land-use and zoning is appropriate for the corridor by all means,” Commissioner John Haddox said in a telephone interview after the meeting. But, a river runs through it. More accurately, Danforth Creek runs along the back of the two properties, which stuck in another commissioner’s craw. Commissioner Ed Fielding said adding commercial development along Danforth is venomous to the county’s state-mandated efforts to reduce pollutants heading into the St. Lucie River. “My concern is the creek,” Ed Fielding said at the meeting. “(Pollutants are) something we’re trying to deal with on the other end.” The acres are on the north side of Martin Highway, just west of Southwest Berry Avenue. The two properties were designated rural density, but with the vote became commercial office residential.

PALM CITY — By all accounts, Taylor Ponsoldt of Palm City is a model student. At 16, the Jensen Beach High School Junior is enrolled in college classes at Indian River State College. She maintains a 3.7 GPA and was just signed by a top ten modeling agency. She’s not the type of student likely to be found ticking away hours in detention. That being said, Ponsoldt has racked up three detentions for violating The Martin County School District’s dress code for Jensen Beach High School. It’s a dress code that she and other female high school students in Martin County, say is sexist and demeaning. Recently on Facebook, Ponsoldt posted photos of the clothing she wore that got her in trouble. It’s an outfit she says she’s worn many times before without being noticed. “I’ve had this shirt since fresh-

DRESS CODE from page 2 man year and no one’s ever said anything to me.” When asked about Taylor’s detention and JBHS dress code guidelines, Martin County School District spokeswoman, Jamie Adcock, said the Family Educational Rights and Privacy Act prevented the district from discussing student affairs. “Each school has the authority to add to the school dress code in addition to our school board rules,” she said in a written statement. According to district policy; “shirts must have a collar or crew neck and should not be lower than the collar bone or expose the collar bone.” Taylor maintains that the shirt she wore did neither, yet she was removed from class and asked to pull her hair up so an administrator could check the shirt’s compliance. She says that’s when the problems began. “I lifted my hair up and she (the administrator) said, ‘That’s clearly not in the dress code.’” Donna Ponsoldt, Taylor’s mother, says dress code violations tend to be the number one offense within the district. She says the dress code violations are temporary fixes for a larger underlying problem. “One of their concerns is that

boys might get distracted. I think that’s a little sexist.” Furthermore, Donna says if the dress code rule has been instituted in an attempt to curtail behavioral problems that effort is ineffective. “If a kid’s going to be bad, he’s going to be bad in a uniform.” Elisabeth Mochan, a Martin County High School Senior, claims the dress code contradicts the entire idea of her school’s mantra, “dressing for success”. As a CNA for a local medical center, her work uniform is a set of medical scrubs. When she wears the scrubs to school she has to wear a T-shirt underneath it to stay in compliance. “Martin County (High School) requires us to wear a crew-neck T-shirt underneath our scrubs but their policy is that we “dress for success”. I disagree with that statement because my “dress for success” is wearing a scrub top every day. They don’t tell me to wear a T-shirt underneath at work because it’s inappropriate.” Elisabeth’s younger sister Emily, a sophomore at MCHS says parts of the dress code apply only to the girls. PALM CITY — The sculls are on the St. Lucie’s South Fork racing toward a national championship. “Our goal for next summer is to go win national championships,” the Treasure Coast Rowing Club’s men’s coach, Tolly Allen, said. He said that in July the club took sixth place in the four-man row. That was at the U.S. Rowing Club National Championship in Cincinnati. “In the final, there were 25 boats in that four race,” Allen said. He added, “A lot of the summer crews are all-star teams.” So, Allen is feeling good about bringing the gold home to Palm City next summer. The club is at 711 S.W. 28th Street, by Charlie Leighton Park. It started in 1999. In rowing, fall is the head race season, and races are 5000 meters. The club is slated to do the Leader of the Lake and Head of the Indian Creek regattas. They’re in Clermont and Miami Beach, respectively. Both are in October. Next up is the Head of the Charles Regatta, Boston.

Budget battle befitting Washington D.C. August marked 21 years that I’ve been a journalist, and I’ve never seen anything like this. Welcome to Martin County, where, I’ve learned, all bets are off for anything that holds true for the rest of the state or country. At its first budget hearing on Wednesday, Sept. 9, the County Commission in separate 3-2 votes adopted its countywide property tax rate — about $9.18 for every $1,000 in accessed, non-exempt value — but not the bigger budget that goes with that slight tax increase. That left a lot of folks scratching their heads. “We’ve never had this issue before,” County Administrator Taryn Kryzda said at the meeting. It’s a conundrum the commission hopes to resolve at a special meeting that’ll happen after press time, but before readers see this. The county’s fiscal year starts on Oct. 1, and the final budget hearing is supposed to be on Tuesday, Sept. 22. Before the commission can have a final hearing adopting a proposed budget, it has to adopt a proposed budget to adopt at the final hearing. Welcome to county government. The commission doesn’t have a luxury that the State Legislature does. It can’t just call special meetings until the dichotomy of having funds for a budget but no budget to spend them is resolved. There are state laws requiring public notification of budget hearings. So, what if the commissioners remain at loggerheads at the special meeting, Wednesday, Sept. 16? “We become like Washington D.C. and we shut the government
Patrick McCallister down,” Commissioner John Haddox said in a telephone interview after the first, failed budget-adoption hearing. Only, it wouldn’t look like a Washington government shutdown. When that happens, we still see some functions moving along like the apocalypse isn’t happening. No, near as anyone can tell me, a county government shutdown would be just that. A shutdown with the entire staff furloughed, because of federal wage requirements. County Attorney Michael Durham — who’s worked for several cities and counties — said he’s never seen a county or city commission or council adopt property-tax rates, but not the budget to go with them, and he’s not certain of all the consequences, or Plan Bs. “It hasn’t happened in Martin County before,” Durham said. “At least in Taryn Kryzda’s tenure, and that’s 30 years.” Durham attributes part of the
irreconcilable tax and budget votes to the fact two of the commissioners weren’t at the meeting. They attended by telephone. They were Sarah Heard and Anne Scott. Heard was caring for an ill relative, which is an accepted reason for attending meetings telephonically. Scott, however, didn’t have any of the accepted reasons, and it took a vote by the three present members to allow her to attend by phone. Durham said at the meeting after press time — Sept. 16 — the commissioners will be in the same room seeing each other. They’ll also know midnight will be the effective deadline for reconciling their budget differences before the apocalypse visits Martin County. “It’ll either be a short meeting, or a very long meeting,” Durham said. Haddox doesn’t want to become like Washington D.C. or Tallahassee with their epic budget battles. But he isn’t in much of a compromising mood either. “Nope, I’m presently not inclined to change my vote,” he said. “I’m against the tax increase and the budget right now.” Palm City’s commissioner feels the budget has three holes, two of which he can’t live with. Firstly, Haddox believes that even after seven years to belt tightening the county budget’s body fat count has room to shrink without compro-

the other cheek. “The policy says, for girls, 4 inches above the knee, no shorter, for shorts. But boys come into school with shorts that are way above 4 inches and administrators look away as if they’re normal,” said Elisabeth. She says, in her opinion, it’s nothing short of body shaming. When two of her female friends, for instance, went to school “twinning”—purposely wearing identical outfits —one of the girls got a violation because she was bustier than the other,” asserted Elisabeth. “They’re telling you not to have any curves at all, she says, and they’re shaming you for it.” Taylor stands by her friends’ views about the dress code and says she’s refusing to attend the detentions to protest the subjective nature of the district rule. “It’s just really unfair to girls
mising its health. For example, Haddox wants a 15-percent reduction in the office-supply budget. That, he said, can happen simply by doing fewer things on paper. You know, the paperless office we were promised by computer gurus back in the 1990s. “It might be a $6,000 or $7,000 cut, but it sends a message I’m serious,” Haddox said. “Don’t keep giving us the same thing every year.” His other big issue is with the infamous infrastructure-maintenance backlog, which is at about $260 million. He’s complained at commission meeting that the proposed 2015-2016 budget kicks that can down the road one more year. One of Haddox’s smaller, but relevant, concerns is funding for the county’s seven Community Redevelopment areas, including Old Palm City. He strongly feels investments in them pay back property-tax dividends. At the Sept 9 meeting, Scott voted for the tax increase, but lamented that the budget seems to be the product of an esoteric sect with closely-guarded secrets they’re sworn to uphold. Scott is an educated woman and very intelligent. Still— “I don’t know how we budget,” she said at the meeting. “I don’t know how we decide what we need.” By the time readers see this, the whole affair might be dinner-party talk about an averted disaster likely few even noticed. It better be. If it’s not, the county shuts down on Oct. 1 unless someone finds a Plan B.

Girls simply don’t come in one size and shouldn’t be punished or shamed for their bodies” Donna Ponsoldt says the issue of female students distracting male students is a manufactured one. “There was never a problem until administration started pointing it out.” As of press time Taylor and her family were arranging meetings with the school administrators to further review her refusal to attend detention. Taylor says that though one of the detentions was removed from her record, a lead administrator told her that disciplinary action up to and including her removal from Jensen Beach High School was a possibility since she lives outside Jensen Beach High School’s district and is attending a special business curriculum there.

DANFORTH from page 1 The county and state are constructing a hybrid wetland water treatment facility on Danforth Creek west of the Ronald Reagan Turnpike to reduce nitrogen and phosphorous. The Danforth treatment facility will treat about 897 million gallons of water a year. It should remove about 1,300 pounds of phosphorous and 5,300 pounds of nitrogen a year. Fielding said it made little sense to go through the bother of such treatment, but add commercial properties with impervious surfaces by Danforth. The creek is counted as one of the worst pollution sources heading into the St. Lucie in Martin County. Dianne Hughes, Martin’s senior ecosystem specialist, said in previous interviews that the St. Lucie Basin Management Action Plan target is to have not more than 0.081 milligrams of phosphorous per liter of water collected at the Roosevelt Bridge — U.S. Highway 1, Stuart — by 2028. The BMAP calls for nitrogen to be not more than 0.72 milligrams per liter of water passing under that bridge. The plan was adopted in 2013. In emailed response to queries,
Deborah Drum, the county’s manager of ecosystem restoration, said an acre of light commercial development generally adds about .71 pounds of nitrogen and .117 pounds of phosphorus to the environment annually. Light residential adds a bit more. “There are other considerations,” Drum said in a telephone interview. “Such as how much impervious surface does a development add?” She said impervious surfaces can funnel untreated water with various nutrients and pollutants into streams going to the St. Lucie. Haddox said water quality will be addressed when the landowner proceeds with development. “That will come when the site plan comes,” Haddox said. “That’ll be looked at by several county departments.” Danforth originates by Southwest Moore St. east of Interstate 95 and drains into the St. Lucie just south of Southwest Martin Downs Boulevard. The vote was at the commission’s regular meeting on Sept. 1. Sarah Heard joined Fielding in dissenting. Commissioners Doug Smith, Anne Scott and Haddox voted for the future land-use and zoning change.

“The girls won the lottery and are going up there,” Allen said. “They’ll be rowing in a field of 85 boats.” The boys are aiming for the Head of the Schuylkill Regatta, Philadelphia, at the end of October. “(Philadelphia is) definitely the club rowing capitol of America,” Allen said. Eric Pfeiffer, president, said the club has two divisions: juniors and masters. That is, those eighth to 12th grade, and adults. He said there are about 60 juniors and 70 masters. “What’s really impressed me is how many kids are getting into this sport,” he said. Many of the adults are rowers for competing. Others, for a great, unique workout for the body and mind. “It’s almost spiritual,” Allen said. “There’s speed and power there,” he added. “When the boat is moving, it’s an amazing animal that comes to life.” He said while everyone must work as a synchronized team, all do so as individuals. He said
unlike sports — such as basketball — in which an individual performance is visible and get an athlete commendation by team mates, rowing is about blending in and being proud of yourself. “It’s a team sport, but you really have to do it alone, and have faith your team mates are doing it alone,” Allen said. “The boat takes you along. People just learn to suck it up. You can’t stop, because these other seven guys are going along.” The experience is life changing for youths, Allen said. “It’s hard work, rowing on a team literally pulling together,” he said. Allen said practices are weekdays from 4 to 6:15 p.m., and Saturdays 8 to 10 a.m. Allen said people are welcomed to join any time during the year. The club is planning fundraising efforts to help it travel to regattas. “To say we’re going to go try to win a national championship is not idle talk,” Allen said. It is a great organization. They have a program called Road to Recovery that helps with PTSD and other struggles. I wrote a song for them called “Salute”. They use it in their commercials. I will be in the Hollywood Christmas parade in California on their float Sunday, Nov. 29 televised on the Hallmark channel. I am really excited for that. Q: How did you get connected with the organization? A: I connected with them because my dad served 27 years in the Army and he went through the Road to Recovery program. Q: You’ve performed in front of some large audiences. Will the parade be your largest? A: The Hollywood Christmas Parade will have about 22,000 people. I will perform “Salute” on the Coalition to Salute America’s Heroes float.
A: I am part of a touring show called “Metal” premiering Nov. 21 in Daytona. The show is packed with talent. We have Lita Ford, Kip Winger, people from the movie “Rock of Ages”, Quiet Riot, L.A. Guns. It’s going to be an enormous show, and I am thrilled to be a part of it.

Q: What other artist’s song, even at your young age of 16, are you just tired of playing already? A: I used to do a mashup of “Someone Like You” by Adele and “Super Bass” by Nicki Minaj. has more people attending mega-churches than any other. “They are the (Walmart Supercenter) of Christianity in their community,” he said. Christ Fellowship is making its next move into Tradition. In July Port St. Lucie City Manager Jeff Bremer ceremonially handed the keys of Tradition Studios over to Christ Fellowship pastors. Buying the 115,000-square-foot building came about the same time the Palm Beach Gardens church was preparing to open the Stuart campus. That facility, which opened in August, was its eighth. The church had been holding services at South Fork High School before then. Those services attracted about 1,500. Christ Fellowship paid $13 million for Tradition Studios — far less than the Port St. Lucie hoped to get for the defunct Digital Domain facility. In press releases, the church claims about 21,000 weekly attendees among its facilities. Bill Whitt pastors a church that’ll be close to Christ Fellowship’s Tradition campus, Sunlight Community Church in St. Lucie West. “I’m looking forward to Tradition getting its first permanent church,” Whitt said. Whitt said a few churches have tried to establish themselves in Tradition, but lacked the resources needed.
“Tradition is an example of a population is growing, but church growth is not,” he said. Whitt added, “Tradition is difficult to plant a church in, because of the expense of property.” In addition to pastoring Faith Family, on Southwest Mapp Road, Jones is the district presbyter for the World Assemblies of God Fellowship. He helps about 25 Assemblies of God churches in and near Martin, St. Lucie, Indian River, Okeechobee and Palm Beach counties. Jones said the churches in his area, Section 15, range from about 40 to 4,000 regular attendees. Faith Family has been around about 65 years and has about 120 members, but Jones said it’s facing extinction even as Christ Fellowship is growing just a few miles over the Veterans Memorial Bridge, 10205 S.W. Pratt Whitney Road. “(Faith Family Church needs) to grow, or we know that in the next five to 10 years we’ll cease to exist,” Jones said. Christ Fellowship’s growth into the Treasure Coast is striking for a couple reasons. Americans just aren’t going to church like before, and the Barna Group, a Christian demographic research firm, recently named the Fort Pierce to West Palm Beach area as having the largest number of people who’ve never attended church. STUART — The best way to introduce young audiences to the delights of live theater is to take them to see live theater. Unfortunately, there are not a lot of opportunities in the area for family-friendly, high-quality entertainment. Riverside Theatre in Vero Beach has created Riverside Theatricals, a division of the theater that will focus on the creation of new musicals. The first, “Poodleful, A K9 Mystery Musical,” will be presented at the Lyric Theatre in Stuart Sept. 25. The show, written by Ken Clifton and DJ Salisbury, is based on the book “Pansy at the Palace” by Cynthia Bardes. STUART — “The Odd Couple” is one of Neil Simon’s most beloved comedies. The story of the sloppy Oscar and the obsessively neat Felix was a hit on Broadway and as a television series. In 1985, 20 years after “The Odd Couple” hit Broadway, Simon adapted the play for women. Felix became Florence and Oscar was Olive. It had a run on Broadway with Sally Struthers and Rita Moreno in the lead roles. The Barn Theatre will present the female version of the play Sept. 25-Oct. 11. Robert Pollock, who recently moved to St. Lucie West, is the director and he spoke recently about making his Barn directorial debut. “I have not directed the male version, but the female version is probably funnier,” he said. “Olive is a slob and Florence a housewife who’s neurotic. Her husband is leaving her. Six women get together every Friday night to play Trivial Pursuit. Instead of the Pigeon sisters, there are the Costazuela brothers, Manolo and Jesus, who live in Olive’s building. Olive has a beautiful apartment, but is a slob. Florence is constantly cleaning.” Florence will be played by Colette Schweizer and Olive by Joyce Blackburn. “They interact great together,” Pollock said. “Their chemistry is the best I’ve seen in a long time. They have me laughing during the rehearsals. They are naturals. Co-
lette has been in several shows at the Barn, but this is Joyce’s first show there.” The cast also includes Sarah Grosz as Sylvie, Jeanette Mazzella as Mickey the Cop, Debbie Arthur as Renee, LuAnn Bolnick as Vera, Jerre’ Bolnick as Manolo and Mitch Price as Jesus. Pollock recently moved to the Treasure Coast from Ohio and has been in the theater business for 45 years, as an actor and director. “I had worked at the Barn and had not been in a show since last season,” he said. “They’re always looking for directors and I sent in my resume. They offered me this show. I am so fortune with the cast. It’s the perfect cast. It’s coming together very well. They are committed to their craft, making my job easy.” Pollock hopes that the audience won’t dismiss the show as less than the original Simon play. “Don’t underestimate the show,” he said. “I find it to be funnier because the common person wouldn’t expect this behavior out of this group of women. Olive is so rough and tough. You don’t expect to see a tender side, but at the end, she’s tender, softened. Florence has grown up to be an independent woman. It could be a sellout. We wanted to help beef up the amount of entertainment for younger families.” The show begins with Pansy as a “poodle in waiting,” looking for a person to adopt her. When Avery comes long, the two are very happy. Then a mysterious theft happens that threatens to close the hotel. Pansy helps solve the mystery. For Moses and the creative team, choosing this particular production was a matter of timing. “We just so happened to have the book in front of us,” Moses said. The author, Cynthia Bardes, had dropped off a copy of the book to Allen. She’s local and accessible. When you’re looking for new works, there are things in the public domain and those where you have to negotiate permission with the author. She’s fond of the theater and
