PALM CITY — Bridges join more than roads. They also connect communities and their economies. The Veterans Memorial Bridge — which is also called the Indian Street Bridge — is nearing its projected completion in November. The Florida Department of Transportation predicts the bridge will have an average of 25,800 trips a day the first year it’s opened. Tom Baker, president of Realtors Association of Martin County, said he believes property values in Palm City will get a boost from the bridge and its affect on traffic patterns. The largely residential Palm City now has one direct access route to the more commercial Stuart, over the Palm City Bridge at the eastern end of Martin Downs Boulevard. With the second bridge improving traffic prospects, Baker said more home and business buyers will eye Palm City. “I’ve had any number of (home) buyers shy away from Palm City because of the bottleneck,” he said. Baker added, “You’ve got people who I sold in Sewall’s Point who would have just as soon (purchased in) Palm City.” George Denti, project manager, said he’s confident the bridge will open in November. There are plans for a dedication ceremony on Nov. 16. Among other festivities, folks will be able to walk on the bridge to take in a simultaneous antique car-and-boat parade. TREASURE COAST — A phone call can change everything. Few things unify the nation and generate goodwill like Sept. 11. But the Treasure Coast has a Sept. 11 feud that’s often played out in the press for about a year. At its heart are two men who both claim — and have shown

evidence that — they were among the hundreds of first responders who rushed to the Twin Towers as the buildings flamed and finally fell by terrorists’ hands. The men appeared together at Sept. 11 memorial events in 2010. They were associated with a charitable, but not incorporated as a not-for-profit, organization. That was 9/11 First

LUCIE COUNTY — The heroes from what is considered one of the darkest days of the St. Lucie County Sheriff’s Office emerged from the cloak of ambiguity to receive recognition for their display of immense solidarity and bravery in the moments surrounding the shooting death of Sgt. Gary Morales. “Gary exemplified everything you’d want to see in a phenomenal deputy, phenomenal police officer. We carry that tradition every day,” Deputy Nate Stubley said minutes after receiving the Combat Cross from Sheriff Ken Mascara during a ceremony at the Sheriff’s Office on Sept. 17. “Every day we come into work we give it 100 percent. We do that not only to honor him, but to honor the legacy of this sheriff’s office,” Stubley said. Stubley, a St. Lucie West resident who has been a law enforcement officer for various Treasure Coast agencies since 2008, said the morning of Feb. 28 started out routinely. As a recent hire,

MORALES from page 3 Stubley was still participating in a field training program, which requires another deputy ride along to ensure Stubley was operating at Sheriff’s Office standards. While patrolling southern Fort Pierce, the scanner crackled with noise. “We did hear that there was a traffic stop and the subject took off. There was a brief chase,” Stubley said. “There was a description given of the vehicle and the guy that was sought after and I immediately drove to that area. I saw him (the suspect) and there was a car chase. A classic car chase.” “He ended up crashing,” Stubley said. “He immediately surrendered and I took him into custody.” Morales’s assailant, Eriese Tisdale, 26, was indicted in March on a first-degree murder charge. If convicted, he faces the death penalty. Morales, 35, was shot at point-blank range during the traffic pursuit at 9:28 a.m. near Oleander Avenue in Fort Pierce. Morales, who was seated in his marked patrol cruiser, gun still holstered, was shot in the side of the head, neck and arm. He died instantly. Stubley credited his extensive training for helping him remain

focused and quickly apprehend Tisdale. His teammates were also an integral part in the operation, Stubley said. “I’m extremely proud. I couldn’t imagine being part of a better team. I’m really blessed to be here,” Stubley said. Major David Thompson was emotional while recounting the events from that day for the packed room of attendees. “We are extremely proud of the actions of all personnel on that terrible day,” Thompson said. “The people of St. Lucie County have good reason to be proud of their Sheriff’s Office, which functioned with such tremendous teamwork and skill.” Twenty-five-year law enforcement veteran Detective Scott DeMichael received the lifesaving award for his efforts to revive the mortally wounded Morales. “We were the first plain clothes on site and I just jumped in the ambulance with him,” DeMichael recalled. DeMichael performed chest compressions on Morales during the ride to Lawnwood Regional Medical Center & Heart Institute. “I was saying, ‘Gary, stay with us, Gary stay with us,’” DeMichael said. Asked if he could speak to Morales for a brief moment, DeMichael said, “I miss you brother.”

Mascara also took to the podium to recount his memories from that tragic day. Off duty and close by, Mascara said he immediately sped to the scene after hearing the news. “I went up to Sgt. Morales’s car, not thinking the worst. His legs were out of the car,” Mascara said. “I assumed he was waiting for rescue. And (then) I saw the condition he was in and I immediately fell to my knees. I couldn’t believe it.” Mascara said the sobs and screams of one of his responding deputies still rings clearly in his ears. The way his deputies banded together is also etched in his heart, Mascara said. “What I remember most about that scene, that darkest day, through tears and heavy hearts, each and every one of you performed your jobs flawlessly,” Mascara said. Despite the searing loss deputies experienced, devastated members of Morales’s Squad C canvassed the area to conduct witness interviews, collect evidence and secure the crime scene. Sgt. Gary Morales’s brother, Brian, attended the event with his mother, Candy Morales of Lake Charles, and the sergeant’s widow, Holly Morales. Brian Morales was touched by the tales of courageousness.

He said relocating and new manufacturing businesses will find them more attractive after the Veterans Memorial opens. “When they want to ship their products out and have customers come in, they’ll have a more direct route to (Interstate 95 and the Ronald Reagan Turnpike),” he said. “The Indian Street Bridge will give them a direct connect to the interstate.” Additionally, he said Stuart could see a bounce in residential development after the bridge opens. “You’ve got some, on Kanner (Highway), you’ve got a lot of the undeveloped residential,” Dougher said. “With the bridge there, the residential might come back.” Dougher said that there were developments planned for the southern side of Stuart before the housing crash, 2007 to 2008. Property values are already starting to climb in the county, and Dougher said the bridge will likely have a profound influence on revitalizing the old development plans. He said that’s likely to become a business opportunity for Palm City. “This bridge could bring those developments back,” he said. “If you’re bringing houses, there’s more business as well.” What happens with residential development in Palm City after the bridge opens is restricted by the county’s Comprehensive Growth Management Plan, because of its prohibitions on lopsided development, Haddox said. “I see no possibility of urban sprawl (after bridge construction)” he said. 5946

open to traffic within a few weeks after the dedication ceremony, and the bridge lottery will begin. Tim Dougher, executive director of the Business Development Board of Martin County, said the bridge will help residential and commercial prospects in Palm City and Stuart. “The simple answer is yes, the bridge will impact (economic opportunity) on both sides of the street,” he said. Dougher said there are a few parcels likely to be developed for small retail shops along Martin Highway in Palm City. However, large retailers are unlikely to ever move in, he said, even after the road is expanded. “I don’t think Martin Highway will become U.S. 1,” he said. Plans to add two lanes to Martin are slated to start within two years, Betsy Jeffers, design manager for the FDOT, said. “We will be starting in June of 2014,” she said. There are efforts to get the proposed expansion started sooner. Jeffers said traffic studies predict Martin Highway between Mapp Road and Martin Downs Boulevard will get an additional 2,500 trips a day the first year after the bridge opens. John Haddox, Martin County commissioner representing Palm City, said Mapp Road’s Community Redevelopment Area, CRA, likely stands to gain the most in the bridge lottery. Palm City’s redevelopment area, adopted in 2002, includes 610 acres and has about $1.3 million available for projects. It’s nestled between Martin Downs Boulevard and Martin Highway. In other words, between the old and new bridges. “We only have about one mile of possibility there,” Haddox said. “Within one year, I’d expect to see some economic development occur between Martin Highway and Martin Downs Boulevard. I’d have to go down there to see how many vacant lots there are.”

TREASURE COAST — Veterans unemployment is a national problem, but that means it exists in and must be solved by local communities. Martin Veterans aims to help reduce veterans unemployment in Martin County. “We formed a committee and exploring things that could be done,” said Ed Maxwell, first vice president of the Vietnam Veterans of America Chapter 1041, Stuart. The VVA is a Martin Veterans member organization. Martin Veterans will co-host a veterans job fair — called Veteran Connection — from 9 a.m. to 2 p.m. on Thursday, Oct. 17, at Indian River State College’s Wolf-High Technology Center, Chastain Campus, 2400 S.E. Salerno Road, Stuart. An expected 40 or more employers will be on hand to meet with veterans seeking jobs.

But, there’s more to the Veteran Connection. Before the job fair there’ll be three workshops to help veterans compose resumes and hone their interview skills. VETERANS from page 8 the Iraq and Afghanistan Veterans of America, and some other veterans organizations, hold that it’s closer to 15 percent. So, why the high unemployment? Numerous reasons are cited for veterans unemployment. What’s generally at the center of those explanations are the all-important resume and interview. “A lot of veterans can’t translate their skills into the civilian world,” said Jose Tabar, veterans employment representative, Workforce Solutions of the Treasure Coast. “They don’t realize in the outside world, you get paid for those skills.” In short, many veterans are inept at speaking civilian job skills. Conversely, a number of hiring managers don’t speak military. In other words, they don’t understand how military experiences translate to job skills. “There’s an example of, ‘Have you ever done structured presentations?,’” Tabar said. “In the military, the junior doesn’t even think about it. It’s just, ‘They asked me to show some new recruits something and I did.’ It gets lost in translation. The manager is thinking one thing, and the veteran says, ‘Oh, that’s not what he’s looking for.’’” Lytle said the Men’s Bible Study members have helped veterans learn to speak civilian workplace. “Our group had worked with Workforce Solutions on one or two occasions,” he said. “We went over there and did mock interviews, looked at resumes and talked about their career goals. We’d look at what they did in the military.” In addition to learning to speak civilian workplace, Lytle said many young veterans need help with self-evaluation and –expression. “We’ll sit with them and ask what their objectives are,” he said. “Find out a little about them. What they do well. What they like to do. Then we’ll look

at their resumes and see if they reflect what they’re telling us.” Frank Tidikis, treasurer of the local VVA, said Martin Veterans is also finding out which local businesses speak military. “No one has a listing of veteran-owned businesses in the community,” he said. Tidikis said volunteers are calling the about 2,500 businesses in Martin County to find out if they’re veteran-owned or –managed. Martin Veteran will publish a directory to veteran owned businesses when that’s done. Maxwell, who owns Computer Station in Stuart, said he’s always been happy with veterans he’s employed. “They’re a good hire,” he said. “Usually they’re far more disciplined than the guy off the street. They know that there’s a mission and a mission needs to be done.” Tabar said veterans throughout the Treasure Coast have resources at Workforce Solutions many don’t know about. “In Port St. Lucie, we actually have a resource room,” Tabar said. “It’s got 14 computers and it’s just for veterans.” That office is at 584 N.W. University Blvd. Tabar said Workforce Solutions has five veterans representatives. “We go to the employers and try to get them to open jobs to veterans,” he said. Martin Veterans is a collaborative project started with a $21,000 federal grant by the United Way’s Martin Volunteers. PALM CITY — For South Fork High School senior Lauren Gawel, of Palm City, science is not a guy thing. She has just founded a chapter of the Science National Honor Society, and serves as its president. As with any honor society, students must meet certain requirements. “It’s open to anyone who’s eligible,” she said. “We’re discussing papers, like Watson and Crick’s paper on DNA. We’re also entering a Science Olympiad.” Gawel hopes to become a veterinarian, and has set her sights on Tufts University in Boston or the University of Florida. While she loves all animals, she would like to work in a zoo. “I’ve loved animals and always knew I wanted to be a vet,” she said. “I find wildlife more interesting than dogs and cats.” Gawel volunteers at the Martin Downs Animal Hospital on Sat-

The latter can be dirty work. “It’s a lot of cleaning cages,” she said. “Sometimes I get to feed baby squirrels and rabbits, which is lots of fun. Everything I do, I enjoy doing.” At South Fork, Gawel is taking a course that prepares her to be a vet assistant. “It’s one step below a vet tech,” she said. “I’ve met a lot of girls in my vet assisting class. A lot are interested in the sciences and want to be engineers.” Gawel knows that some zoos have been criticized for exploiting animals. “There are still some zoos that are horrible places,” she said. “Now, a lot are accredited. These are extremely helpful to orphaned animals or endangered species. The zoos are all about educating the public on conservation and the animals themselves. They give the animals enrichment every day.” Gawel finds time for her artistic

Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs. Victorio said there’s much evidence that the area’s unemployment rate is greatly affected by discouraged workers reentering job hunts. “I think people have become encouraged since last year, and we’ve been able to absorb it,” she said. As is usually the case, Martin County did much better than its neighbor on the jobs front. Its not-seasonally adjusted unemployment rate was 7.5 percent in August. In July, it was 7.8 percent. Victorio said local housing activity has been increasing, which is a large contributor to better job numbers. Additionally, she said, there’s been an increase in area retail jobs. The monthly jobs report for July to August was released on Friday, Sept. 20.

PALM CITY — Cindy Groover wanted to be a better manager. “I’m in charge,” she said. “I have to motivate and inspire people. I want to be confident, and not dictatorial.” Groover joined and is now president of the Palm City Orators, a chapter of Toastmasters International. The club recently moved its twice-monthly meetings from AECOM’s office in Palm City to the Palm City Presbyterian Church, 2700 S.W. Martin Highway. The meetings are on the first and third Tuesdays of months, from noon to 1 p.m. A company started the local club 10 years ago to help employees gain practice in public speaking. In 2005 the local club joined Toastmasters International. The next year, it opened to the public. Toastmasters International is a not-for-profit educational organization to help members improve

communication and leadership skills. It formed in 1924. Members get opportunities to give critiqued speeches. Thomas Plant joined about five years ago. “For me, it’s been getting over the fear of writing,” he said. “In college I was flunking all my writing classes.” Plant said that after joining Toastmasters, he went back to college and earned the credits he was missing to finish a degree. He was president of the Palm City Orators in 2009 to 2010. Member Shannon Borrego said she joined for a couple reasons. “The desire to get over my nervousness of public speaking,” she said. “The thought of being in front of all these people was intimidating.” Berrego said she’s past that fear now and enjoys public speaking. She’s using the skills learned to help the Hobe Sound Animal Rescue League, which is based in Palm City.

Environmental Studies Center announces 2013 Open House MARTIN COUNTY — The Environmental Studies Council will be hosting their Annual Open House on Saturday, Oct. 5 from 10 a.m.-2 p.m. The Center, located at 2900 N.E. Indian River Drive in Jensen Beach, features saltwater aquariums, hands-on learning, and is home to a releasable juvenile loggerhead sea turtle. Students in the Martin County School District enjoy the environmental learning opportunities provided each year at the center, and at the Annual Open House, families can take part in the fun as well. On Oct.5, guests will enjoy crafts, interactive activities, refreshments, entertainment, and sign-ups for the year’s many special events including a Night Hike at Jonathan Dickinson State Park. They will also have an opportunity to tour the wet labs, butterfly gardens, and native plant

hammock. Mary Dawson, author of “The River Way Home: The Adventures of the Cowboy, the Indian, & the Amazon Queen,” will speak at 10:30 a.m. and again at 1 p.m., sharing the photographs and pieces of history that inspired her novel. “The River Way Home” is a historical adventure for readers of all ages set on the St. Lucie and Indian Rivers in 1914. Books will be available on sale with a portion of the proceeds to benefit the Environmental Studies Council, and Dawson will be signing her books during the Open House. Guests will also be among the first to visit new resident sea turtle, and the loggerhead’s name, picked by Martin County kindergarten classes, will be revealed that day. IRSC expands bachelor’s degree programs ST. LUCIE COUNTY — Indian River State College received unanimous approval from the State Board of Education on Tuesday, Sept. 17 to launch new bachelor’s degree programs in accounting, elementary education and health care management, expanding IRSC’s Baccalaureate programs to 23. Classes will begin Jan. 8 and applications for the new programs will be accepted beginning Sept. 30.

“With our economy beginning to strengthen and diversify, it’s very important that Treasure Coast residents have local access to higher education opportunities that open new doors. Martin County author’s book wins Gold Medal awards FOR YOUR VOICE NEWS & VIEWS

The Florida Authors and Publishers Association awarded “The River Way Home: The Adventures of the Cowboy, the Indian, & the Amazon Queen,” by Martin County Author, Mary E. Dawson, two top prizes: the 2013 Gold Medal for Florida

Fiction and the 2013 gold medal for a Florida Young Adult Book, Fiction or Non-Fiction. Set in Martin County in 1914, “The River Way Home” tells the tale of three teens from different cultures, Cracker and Seminole boys and an African-American girl, who lose their boat in a storm on Lake Okeechobee. When the Ashley Gang blocks

the way back, they follow the St. Lucie River to the newly incorporated city of Stuart and the Atlantic Ocean and have life-changing adventures along the way. It paints a vivid picture of the place and time with a solid mix of history, the clash of different cultures, the still prevalent issues of inequality across race, gender, and mindset;

Officials declare October Domestic Violence Awareness Month MARTIN COUNTY — It all started with one day in 1981 known as the “Day of Unity.” That day became a nationally designated awareness month by Congress in 1989, and this year, officials from the city of Stuart and Martin County are proudly recognizing Domestic Violence Awareness Month this October right here on the Treasure Coast. SafeSpace is a local nonprofit and the only certified domestic violence outreach center on the Treasure Coast. SafeSpace’s CEO Jill Borowicz reported that there were 541 incidents of domestic violence, seven forcible domestic violence rapes and two domestic violence murders over the last year in Martin County. She added that when it comes to domestic violence, it’s estimated that only 50 percent of incidents are ever reported, so these numbers may actually be much higher in our

communities. Nationally, champions of the effort to end domestic violence join together every October with health care providers, business leaders, policy makers, faithbased groups, college students and others at events and activities designed to educate the public about domestic and sexual violence. Locally, there are many opportunities for the community to take a stand against domestic violence by partnering with SafeSpace. The saying that you can’t understand another person’s experience until you’ve walked a mile in their shoes comes to life each year when SafeSpace hosts its “Walk a Mile in Her Shoes” events across the Treasure Coast. The events ask men to walk one mile in 4-inch high-heeled shoes, and while most men quickly realize it’s not easy walking in these

Responders of the Treasure Coast. One campaigned for the other’s Port St. Lucie mayoral campaign. Now the two make dueling swirls of dizzying claims and counter-claims against one another. Both cast doubt on the significance of the other’s role on Sept. 11, 2001. Both tell stories about the same events, but their details are usually miles apart. They both claim to have information discrediting the other. In Stuart there’s former Department of Homeland Security officer Dennis McKenna. In Port St. Lucie, former New York City Police Department detective and Counterterrorism Bureau member Al Hickey. So, what started the feud between Sept. 11 first responders that’s played out very publicly at times? McKenna said it’s all about jealousy over four pieces of metal from the World Trade Center he helped obtain and the city of Port St. Lucie and Martin County now have. The metal pieces arrived on the Treasure Coast in 2011. “I swear on the Blessed Mother, and I’m Catholic, (it’s) because (Al and his wife Christine Hickey) didn’t get steel,” McKenna said in a Your Voice News & Views interview. Hickey agreed the men’s falling out started shortly after those pieces of the World Trade Center arrived. However, he disputes whether McKenna obtained them. “Dennis (McKenna) did not get the steel,” he said. “It was Councilman Jack Kelly who called the Port Authority and got them.” Kelly, a former Port St. Lucie councilman, didn’t return calls for comment by press time. Additionally, Hickey said that around the time the Trade Center metal arrived, he had growing questions about the veracity of McKenna’s employment and other claims. He requested that Your Voice not quote him about those questions. However, he referred the newspaper to fellow former New York detective and Sept. 11 first responder Steve Cafino, Port

The department operates under the New York City Health and Hospitals Corporation, and enforces state and city laws at facilities it operates. McKenna said he went to work for Immigration and Customs Enforcement, ICE, in 1991. The agency is now under the Department of Homeland Security, which formed in 2002. He was terminated from the job in 1995. He claims the termination was “politically motivated.” McKenna appealed the termination, and was restored in 2001, according to records he pro-

city manager, Greg Oravec, didn’t want Hickey involved in the memorial committee. “That’s where the bad blood came in,” he said. Hickey agreed that city officials shut him out of the memorial committee. “This is politically driven,” he said. “I ran for mayor in 2010. My wife had filed campaign complaints against (Mayor JoAnn Faiella).” In 2010, Hickey was running against the current Port St. Lucie mayor. McKenna assisted his campaign. In 2011, the Florida Elections Commission found probable cause that the campaign

Faiella said she wasn’t responsible for Hickey’s exclusion from the memorial committee. “I’m pretty sick of being accused by Al Hickey now,” she said. “Again, it is not true.” Both men said they spoke on the phone after Hickey’s exclusion from the committee, and McKenna said he would serve on the Port St. Lucie memorial committee,

although he lived in Stuart. Both said they went into the conversation as friends. Both said the friendship was past by the time the phone call was done. “After everything was done, I said, ‘This guy is not a friend; he’s a phony,’” McKenna said. “‘It’s all about him.’” Your Voice asked Hickey if he believed McKenna acted in disloyalty that ended their friendship. “That’s exactly right,” he said. Martin County is storing its pieces of the World Trade Center. There are hopes to build an appropriate monument at the new Veterans Memorial Bridge after it opens later this year.

PALM CITY – In the mid-1960s, a group of guys from Syosset, Long Island, formed a band. They were still in high school and only one of them had a driver’s license. Richard McKenna, of Palm City, was the guitar player. “At the time, there were a lot of bars in Hempstead, near Hofstra University,” he said. “We got paid $15 a night on Wednesday, Friday and Saturday. Fifteen dollars a night was a lot of money in those days.” After graduation, the drummer, Jon Small, and McKenna formed a group called The Hassles with singer John Dizek. “The car or equipment was always breaking down,” McKenna said. “The expression then was ‘What a hassle it is.’ That’s how we came up with The Hassles.”

The group played night clubs, and one owner took an interest in them and connected them with United Artists. A representative from the label came to hear them and decided to sign the group to a contract. The group was making demos as producers tried them out. The keyboard player dropped out and they had to replace him. They began auditioning musicians. “There was a 17-year-old singing Four Seasons-type songs,” McKenna said. “His name was Billy Martin Joel. We took his bass player, Howie Blauvelt, too, and had a five-piece band. United Artists wanted us to start recording. Billy wasn’t 18, so his mother had to sign the contract.” The band’s first album was “You Got Me Hummin’.” “Sam and Dave wrote the song,” McKenna said. “It went to the Top 10 in Billboard and sold between 300,000-400,000 copies.” The band toured a lot of the country but never cracked the California market. “We never made it to California,” McKenna said. “We were not psychedelic, we were ‘blue-eyed soul.’ We started touring with black acts and opened for Stevie Wonder in Central Park. “By the end of ’67-’68, we were headlining on the road and doing local TV shows. We performed in Cleveland and ‘Hullabaloo’ was shot there. Whenever we did shows, we were booked into the area TV shows.” The group appeared at a fundraiser for Robert Kennedy’s presidential bid in 1968. Ella Fitzgerald performed, as well.’ “She came up with a piano player, bass and no microphone,” McKenna said. “You could hear a pin drop. We got our picture taken with Kennedy and it appeared in The New York Times.” The group was recording its second album when singer John Dizek had to have his tonsils out and was unable to sing for six weeks.
