WHO ARE WE? Here at the HealthLab Collective, we invite every type of member of our community to join us to think, re-think and brainstorm in ways we can make our neighborhoods and communities more proactive in taking steps towards their healthy future. We are a non-government organization that organizes community events and crowdfunded projects to speculate on bottom-up urban planning interventions.

Introduction The S-2: from Berlin Mitte to Bernau The area of focus is the Berlin - Bernau corridor along the S-Bahn line 2. This train line commutes 3 to 6 times an hour from Blankenfelde in the South and Bernau in the Northeast. Furthermore, the area of this tender encompasses only the north segment of the S-2 line, from Bahnhof FriederichstraĂ&#x;e to Bernau. The distance between both stations is of approximately 30 km and the travel time from Berlin FriederichstraĂ&#x;e to Bernau requires about 40 minutes.

Introduction Conjunction of three infrastructure lines Along the S-Bahn line 2, there are two other infrastructures running parallel, the Panke River, and the Berlin-Usedom bike lane. The area in its conjunction constitutes not only a major transport corridor but also a significant complex of public space and an important potential for future leisure possibilities. Thus, the conjunction of the three of them (river, the bike lane, and train) is the backbone of this tender.

a1. Macro analysis Age Why is the topic of age a concern to us? In the age between 65-74 years, more than 12% of german citizens are working atleast part time during their retirement. The average is 16 hours weekly or 2,8 days.

1.1 CURRENT: AGE PYRAMID We currently have the highest percentage of the german population (baby boomer generation: born between 1946-64) approaching their retirement age in the next 10 years.

1.1 FUTURE PROJECTION: AGE PYRAMID Not only is the baby boomergeneration entering their retirement, the general life expectancy is also increasing and a shrinking percentage of the working age population has to support them financially.

1.1 LIFE EXPECTANCY IS INCREASING But even though the percentage of pupulation going into retirement in decreasing, people are expected to live longer in their retirement years and also will be looking for jobs and activities to keep themselves busy.

a2. Macro analysis Commerce to leisure line Berlin and Stettin have a long trading history, due to the geographical position of Stettin as the nearest harbor of Berlin. Since the year 1815, as Stettin was named the capital of Pommerania (by then as Berlin, part of Prussia), the trading line was strengthened more and more. The opening of a 135 km long direct train connection between Berlin in 1842 was the central infrastructure for the exchange of the goods of both cities. This train line traversed Bernau, Eberswalde, and Anklam. All the cities along the line flourished. The harbor of Stettin was enlarged and the city became an important trade center for the region. Also, Stettin, Eberswalde and the other cities along the Finowkanal became a main industrial hub for paper and iron production. Bernau and Buch grew also significantly since the opening of the line and became the main trade points for the region. Further, in the 1920s the train was electrified and in the 1930s many adequations on the line were foreseen by the „Germania planning“. Nevertheless, after 1945, when new borders shaped Germany, Stettin became polish. This had bad consequences for Stettin and all the settlements on the line. There weren‘t any more goods transported and the passenger trains were reduced to a few connections during the day. Later on, in the 1980s, the GDR modernized the train tracks between Berlin and Passow to serve the oil refinery that was placed there. Nevertheless, the connection to Poland was not improved by that time. Today, the condition of the railway is bad, especially between Angermünde and Stettin, where there is still only a single track and only 3 Regional trains a day running. Nonetheless, the development of this train line was prioritized by the European Integration Plan in 2016 and since them plans to double the line and increase 14

a2. Macro analysis The speeds of regional commuting The S-Bahn line 2, embedded in the BerlinStettin corridor, offers many possibilities of commuting at different speeds. Due to the construction of the high-speed rail between the BER Airport and the harbor of Stettin in 2026, this infrastructure connection will be strengthened. As a consequence, the connection of Berlin with its former harbor will be present in the imaginary of the regional inhabitants and will offer many possibilities to travel between the two cities in a wide range of speeds and for leisure and work purposes.

b1. Scenario framing Process 1. Mapping the S2 The first approach towards a scenario framing in the Berlin - Bernau corridor was through the construction of a model. We identified the three infrastructure lines that built the backbone of the strategy for the scenario.

The sites: (1) the urban trail of Blankenburg, (2) the eigencentrality of Buch and (3) the activation of an urban void in the core of Bernau, respond to very specific conditions of the line that in our view could be enhanced in future visions.

b2. Scenario framing The borders of urban scars Along the line Berlin to Bernau, there are major infrastructure lines and crossings of train tracks, highways, and regional electrical wiring. This condition is present along the complete corridor and divides the territory into many different types of “infrastructure islands�. b2. Scenario framing Access to greenery Despite the heavy infrastructure lines present along this corridor, it offers many opportunities for citizens to access the greenery. The greenery appears in many ways, like forests, meadows, agriculture fields, lakes, and Kleingärten. A major potential observed in this analysis is that there is access to all these types of greenery from many points of the corridor. The condition of greenery connector, which is today present to some extent through the bike lane and the river, is a major potential for the future and should be enhanced. in the proposals of this tender. Scenario framing New developments along the Northeast corridor Along this infrastructure line, the city of Berlin and the city of Bernau are planning to build around 50.000 housing units in the coming decade. The major sites planned are located around the stations of Pankow, Blankenburg, Buch, and Bernau. The densification of this infrastructure corridor will bring around 130.000 newcomers in the next two decades.

The new densities and the new areas occupied by housing will reshape the realtion of the urban fabric with the greenery.

b2. Scenario framing Activity points versus density The current map is showing the relation between the density and the activity points. With activity, points are meant schools, shops, community centers and other spaces devoted to culture, such as theatres and cinemas. The two main trends observed along the Berlin - Bernau corridor were the following: 1. The densest areas in the city center concentrate a big part of the activity points. 2. The three infrastructure lines (bike, river, and S-Bahn) are not “activity point� drivers. As soon as one leaves the city center along any of the infrastructure lines, the activity points decrease. The increment of the activity points in the 3 sites is one of the main goals to tackle in this tender. As the population is expected to grow along this corridor due to the new developments, the new high-speed rail from Berlin to Stettin and the centrality of Buch, the development of new activity points along this corridor will play a main role in the future.

The aim is to strengthen the activity points along the conjunction area of the three infrastructure lines, so they are by 2040 a corridor of leisure and economic activity.

Scenario framing Trends of elderly concentration This research aims to observe how the population group of the elderly (+65 years old) inhabits the territory encompassed between Berlin and Bernau. Thus, the trends found along this corridors were the following: 1. The bigger the distance to the city center, the higher is the percentage of the elderly. ~A big part of the +65 lives in the city outskirts and the Berlin belt close to nature and forests. 2. The bigger the distance to the 3 infrastructure lines, the higher is the concentration of the elderly. ~The +65 population group is very bonded to the use of a car for everyday and leisure purposes.

The less density, the higher is the percentage of the elderly. ~A significant part of the +65 lives in singlefamily houses in less dense zones close to the forests around the city Blankenburg‘s trail aims to integrate the different age groups through new leisure infrastructure. One of the challenges of Buch‘s new eigencentrality is to attract young newcomers. The activation of the central void in Bernau will provide a “central” access to nature and forests.

c. Sites overview Three sites for the HealthLab Collective 01. Blankenburg One of the key factors of healthy living in any age is exercise. Doctors recommend walking at least 10.000 steps per day, which is an equivalent of 8km or 2.5h of active movement per day. When the usual tendency is to stay within a close proximity of your community, the site demands interaction by dispersing out into various neighborhoods through a redefined urban hiking trail along many key activities and attractions of Blankenburg and Pankow.

Buch

The Buch Eigencentrality it would be a node in the Central Station of Buch that will bring new facilities to the current community and to the over 100.000 new inhabitants that are coming. Buch already promotes itself as a hub of international biotechnological research and product development, but the transformations area is also a national centre for medical care. The open spaces in and around Buch are characterised by a marked structural diversity.

Bernau

Bernau is the city at the end of the S2 Sbahn line. It’s urban fabric is divided because of the different infrastructure systems that run through the site- power lines, autobahn, and rail lines.This void is currently neglected, but is a place of great potential. Rather than be ignored, the central green space could could be activated through the enhancement of connective social and ecological space that is already there: the Berlin-Usedom bike path and the Panke river. 45

However, it can be hard on well-worn joints and bones, as well as a hazard for seniors who may be less flexible and prone to falls. 46

c1. Blankenburg - Pankow 10.000 step urban trail We can‘t stop change from coming into our backyard, but we can have a say and place in it. OVERVIEW Within a small community of ca. 7.000 people, the senate is pushing for a new development for upto 15.000 new inhabitants. Not only does it completely restructure the existing urban fabric and environement of Blankenburg, but it also eliminates a majority of the existing leisure (yet illegally) built weekend homes of many in the community. In this proposal, we want to introduce an 8km urban trail that weaves together the fabric of the existing settlements with the new development. These privately owned gardens were advocated a source of physical and mental health of the people but also contribute to many ecosystem service providers for blankenburg. Our question is, in what way might this trail promote similar ecosystem services that could be beneficial for both people and nature? One of the key factors of healthy living in any age is exercise. New Development - Blankenburg SĂźd Blankenburg is a small district of ca. 7.000 people. But the Berlin Seneate for building and development is planning an for further residential and development expansion for as much as 15.000 additional residents. One of the conflict points between locals and the city officials and planners is the expanding infrastructure of the city tram line M2 and potencially a new main street that would pass through the local garden plots ‚kleingartenanlagen‘ or even in some scenarios the complete demise of them in this area. A 230% population increase, would completely change the feel of the area and is the the main cause of conflict between the current residents and the Berlin Senate.

S2 STOP - PANKOW HEINERSDORF The viewing platform, the new development of the pankower tor can be observed along the path and when you arrive at the station but also provides the oppertunity to house many activities for many needs of the communities from different areas so accessibility is easy and travel distances are kept at a minimum.

PARK AND LAKE TRAIL: The playground provides activity for the young kids that come out to visit their grandchildren in their retirement homes. The boathouse provides for activites of all ages, as well as a restroom and a place to rest. The kiosk provides for a place to get food and also income for communitites who want to sell their own products. The dog park provides a place of gathering and socializing as various owners can meet and socialize here. The chess tables provide a place of rest and to socialize and also an activity to train your brain.

Within the new development, areas for cafe and restaurants can provide a meeting point from adjacent new housing development but also all the other communities in the other parts of Blankenburg.

Greenbelt is a open place where the environment and feel of a peri-urban sourrounding can be felt and also inturrupts the continous urban sprawl of berlin.

Buch Eigencentrality „This huge rise in residents would definitely be over the capacity of the SBuch station.“ EIGENCENTRALITY The Buch Eigencentrality would be a node in the Central Station of Buch that will bring new facilities to the current community and to the over 100.000 new inhabitants that are coming. OVERVIEW Buch, Berlin’s northernmost transformations area, extends from Campus Berlin Buch, via the Charité and the Max Delbrück Centre to the former hospital site to the west of the Buch S-Bahn station. Buch already promotes itself as a hub of international biotechnological research and product development, but the transformations area is also a national center for medical care. The open spaces in and around Buch are characterized by marked structural diversity. They run from the Berliner Barnim recreational area via Panketal and the Panke Greenway to the Schlosspark and the historic Kulturlandschaft. By 2030, Buch will have become a perfect example of the successful development of a business, research and residential location of inter-regional importance. The transformations area will have turned the north of Berlin into a sought-after place to live and work, with the conversion of the former hospital site north of Wiltbergstraße offering space for living, culture, 62

c2. Micro analysis Facts & figures NEW DEVELOPMENTS Buch is changing. Attractive, unique residential parks are being developed in the historic hospital complexes designed by the architect Ludwig Hoffmann, and the renovation of the prefabricated buildings of HOWOGE is in full swing. Living in Buch means living amid verdant surroundings with extensive forests and beautiful lakes of the neighboring Barnim region. But the city is also close by – you are in the city center in only 20 minutes by commuter train. Allées des Châteaux: the residential park „Allées des Châteaux“ is located in the middle of the Buch Forest, not far from the S-Bahn station. Its residents appreciate the upscale living ambience of the historic hospital complex with its spacious park. Sports and leisure facilities, a wellness area and a kindergarten/day care center are among the common facilities. The ten existing buildings have already been renovated and nearly all have been rented out by UKB Denkmal AG, which purchased the premises in 2008. In addition some new townhouses shall be built. Ludwig-Hoffmann-Quartier: the large former hospital complex on Wiltbergstrasse is now undergoing extensive renovation. The developer is Ludwig-Hoffmann-Quartier Objektgesellschaft mbH & Co KG, which acquired the site from the state-owned Liegenschaftsfonds Berlin. The heritage-protected building and garden, unique in Berlin, shall be preserved as ensemble and retain its original beauty once again. At the same time it will be assigned an ingenious new use as new urban quarter. Different types of housing and premises for companies to locate – particularly companies in the biotechnology and

medical technology sector – as well as health and educational institutions shall give the site new impulses. Up to 1,000 jobs could be created in the “Ludwig-Hoffmann-Quartier”. With a total of 100,000 square meters of gross floor area, thirty buildings are available as investment objects. In addition, premises for new buildings are being created. The sale of apartments started in July 2012. LudwigPark: the former “Old People’s Home” was developed by the COMBAG AG as “LudwigPark – Multigenerational Living”. It has been extensively renovated, and the heritageprotected building and garden ensemble has regained the splendor for which it was famous one hundred years ago. Even today, it offers a pleasant living and working atmosphere. RENAFAN ServiceLeben provides a calm and relaxed environment for seniors. Renovation plans are being made for the remaining unrenovated buildings. Commercial units and more apartments and assisted living apartments shall be built. In conclusion, Buch is a town slated for intensive development to grow it into a key working hub outside of central Berlin. Planned development quartiers will generate 30.000 - 40.000 apartments for an expected influx of 100.000 residents and generate 30.000 jobs.2 The current population of Buch is 13.188, meaning it would grow by 750% upon the completion of these quartiers. This huge rise in residents would be over the capacity of the S- Buch station as well as nearby S- Karow and S-Blankenburg, which will also need to accommodate its additional residents and commuters from its development project.

c3. Bernau Infrastructure junction The empty spaces around infrastructures are dividers, now it‘s time to start thinking of them as connectors. OVERVIEW Bernau is the city at the end of the S2 Sbahn line. Its urban fabric is divided because of the different infrastructure systems that run through the sitepower lines, autobahn, and rail lines. The resulting pieces are the city districts of Altstadt Bernau, Friedenstal, Lindow and Eichwerder and a central green void space where the infrastructures cross. This void is currently neglected but is a place of great potential. Rather than be ignored, the central green space could be activated through the enhancement of connective social and ecological spaces that are already there: the Berlin-Usedom Bike Path and the Panke River and their relationship to the surrounding open areas. This vast area can completely change into a vibrant and beloved area with just a few strategic changes. By working in the different key zones of the site and addressing a few vital points, an area seen as a negative space can become an invaluable positive for the community, ecosystem, animals, and more.

LEISURE LINES

The site is broken into quadrants by the A11 autobahn, power lines, and railroad tracks. These infrastructures create vertical separation, and in the case of the power lines, also have certain safety legislation requiring a 400-meter wide unbuilt area under the lines. This results in a further divide in the urban fabric through the middle of the infrastructure junction point.

The Panke River and the Berlin - Usedom Bike Path are further infrastructure lines that run through the site. Unlike the large-scale built infrastructure systems, these two lines do not behave as barriers, rather acting as binding agents that can act as a common thread weaving between the different fabrics and bringing them together.

c3. Macro analysis Site conditions CONNECTIVITY + CROSSINGS The different infrastructure lines span great distances and are often hard to overcome, with specific constructed crossing points. Not all of these points have the same accessibility for the different users. Some points are underpasses for roads, meaning they are open for car traffic, but the majority are limited to slow traffic- bikers and pedestrians. These crossing points are few and far between, and the underpasses and tunnels are often not very large or welcoming and do not entice the masses to move freely through the space. They also do not take into consideration the other non-human residents in the area who also need to cross these infrastructure divides. These „connectors“ leave a lot to be desired in terms of comfort and larger-scale public access.

Marco analysis Desired improvements ACTIVATING THE VOID Due to the large scale infrastructures acting as barriers and the less than picturesque aspects of their functions- noise, pollution, and general lack of beauty- the area around them is largely open and has minimal engagement from the surrounding context. The area where these different systems cross is treated as a big void, with the surrounding urban fabric turning its back to this vast area with so much potential. The hope is that by addressing these problems of division, accessibility, and lack of comfort and programming (the human aspects), the junction point can be reimagined as an active green core that surrounding residents want to interact with, turning their focus inward rather than having them look away.

The three infrastructure lines

Fig. 2 The Panke flows along the S-Bahn line. Its source is 2 km away from the Bernau‘s main train station, very close to the train rails. Moreover, the river is an important part of the local ecosystem and links different water corpses and important open spaces of Bernau.

Bike path

The three infrastructure lines that run horizontally through Bernau act as the main backbone that connect the different divided pieces of the city, but also connects Bernau to its neighboring towns and the major city of Berlin. These lines have differing characters along their spans. The railroad can be open and flat, elevated and covered, or any combination in between. The Panke river can range from a steady stream to a faint trickle, from natural banks to harsh canalization. The Berlin - Usedom Bike Path traverses different areas, from open fields to thick forest. These varying characters and landscapes can be experienced all within the borders of the site, and to better capture the multiple qualities of the space, a catalog of images is provided on the following pages showing the three lines in greater detail.

c3. Micro analysis Zone 1 HORIZONTAL AXIS - leisure lines The first zone of the Bernau site is the main horizontal axis, the leisure lines of the Panke River and the Berlin-Usedom Bike Path. This horizontal access crosses both the open strip of the power lines and goes under the A11 autobahn, as well as passes through open green fields, forest, naturalized Pnake river area and kleingarten before terminating at the main street by the Bernau S-Bahn station. Currently, the bike path is a single lane with no rest areas or social spaces, making it less friendly for older users and families.

c3. Scenario framing Zone 1 goals IMPROVING USER EXPERIENCE The route of the bike path is one that is quite beautiful and serene, which really brings users into different nature typologies. It has the potential to be a much more appreciated and used infrastructure for more than just bikers. The path could be developed to include other leisure users at different speeds, such as joggers and pedestrians who would also benefit from a route through the natural areas. To also encourage more use of the elderly and families, more rest areas and common essentials such as bathrooms and water stations would be helpful to integrate to create a better user experience. c3. Micro analysis Zone 2 VERTICAL AXIS - power line strip The second zone of the Bernau site is the main vertical axis, the empty strip under and around the power lines. This area must be kept empty from and structural and vertical objects for safety. Currently, an informal walking path has been carved out by the surrounding neighborhood users in the northern section, but due to the rail station and lines crossing through the middle of the strip, the walking path is unable to continue to the southern portion of the strip. Access to the strip consists of an auto underpass, a bike/pedestrian underpass, and a tunnel for the bike path in the southern region.

Scenario framing Zone 2 goals PROTECTION + EDUCATION While it is currently seen as land with no development potential, this guaranteed state of preserved open space make this zone a perfect location to create a protected ecological area where people and animals alike can pass undisturbed. The thing impeding this crossing route is the rail line, so a solution to create a large crossing for people and animals is very much desired. Additionally, it is important that a more formal walking path is developed with more care for the comfort and safety of the users, with proper distances from the towers and small scale interventions to create rest and education spots for visitors.

c3. Micro analysis Zone 3 NEW DEVELOPMENT - neighbor inclusion The third Bernau zone is the forested area that falls between the railroad line and the two different housing developments. The Berlin Usedom bike path and Panke river flow through this forested area, creating a unique natural space with a lovely pond, but there is no access for the residents living on either side. Furthermore, the planned development of the abandoned Heeresbekleidungsamt to the south of the forested area is very close to the autobahn, with significant noise pollution that can be heard from the whole western side of the area. This is not nice for the people who would live there and is also obstructive for the many animals that live in this forest. Scenario framing Zone 3 goals COMFORT + CONNECTION This triangle of forest could be a wonderful place for the residents in the surrounding housing complexes to find some peace and quiet from their more dense living situations, if they had access. For this reason, it is important that this area has some sort of connective infrastructure developed to get residents into this area, while simultaneously taking care not to drastically alter the forest condition. Additionally, for further comfort of residents, users, and animals, it would be great to have a natural noise protection buffer along the autobahn to create a more comfortable environment for everyone. Micro analysis Zone 4 NEW CENTER - green social space The fourth and final zone of the Bernau site is the large green field between the Bernau S-Bahn station, city center square, shopping center, and kleingarten. Despite being located between the larger social and commercial spaces, the area is completely empty. The vast majority of users are either bikers passing quickly through or kleingarten owners even though there are two fairly close access points on either end of the area. The end result is different social centers that are all in close proximity with no interconnection or interaction between them.

Scenario framing Zone 4 goals OPEN SPACE FOR ALL This zone has all the perfect factors to be an outdoor social hub- proximity to the main S-Bahn station, city center, commercial center, urban agriculture, and easy access to the site from all sides, yet somehow has been ignored. This area would be a great place for outdoor event spaces and markets, which would better integrate and connect the different community functions around the plot. In addition to providing new social forums, it would be wise to redesign the existing kleingarten into a more open, friendly space with fewer borders and ideally a community garden approach of shared ownership and engagement with the public through education and workshops.
