The Polish Scouting and Guiding Association The Polish Scouting and Guiding Association (ZwiÄ…zek Harcerstwa Polskiego - ZHP), with over 109 thousand members, is the largest social and educational organization for children and youth in the country. For nearly 100 years, the main goal of ZHP has been to support the education of guides and scouts by fostering an environment for their all-round development.
The Mission of ZHP is to educate young people, that is to support them in their full development and character formation through giving them challenges to overcome. Yet, ZHP is not just an organization; first and foremost, it is a social movement that builds positive attitudes and strong character. We support the education of
children and youth in line with scouting values, such as patriotism, brotherhood, friendship, service, faith, work, justice, freedom and peace. These values, inscribed in the Brownie and Cub Scout Promise and Law and in the Guide and Scout Promise and Law, live on in our organizational culture, fostered throughout many decades. Together, they make up the code of conduct and lifestyle of the guiding and scouting movement, allowing each member to set their own path in overcoming individual challenges to obtain higher ranks in guiding and scouting or as scout leaders. Traditional and universal values are accounted for in the current and modern programmes of packs, troops and units, in challenges that stem from needs, interests and desires of children and youth.

In their educational work, guiding and scouting leaders apply a tried and tested method, consisting in achievement of goals in small peer groups, learning by doing, use of a stimulating programme and invoking ideas expressed in our Promise and Law. This method entails a positive attitude, it is voluntary, based on awareness of goals, individuality, natural methods, indirect influence and mutuality of interactions between adults and young people.
Experience The scouting movement in our territories goes back to 1910, when Poland was under annexation. The written order appointing the first troops on behalf of the Main Scouting Executive Committee in Lviv was given on 22 May 1911 by Andrzej Małkowski, who had been inspired by the scout method and organization established by General Robert Baden-Powell in Great Britain. Formally, the Polish Scouting and Guiding Association (ZHP) was established a few years later, at the Unification Assembly held in Lublin in November 1918. At the Assembly, the scouting organizations from all three partitions came together. In the ’20s of the previous century, ZHP was a co-founder of the World Organization of the Scout Movement (WOSM) and of the World Association of Girl Guides and Girl Scouts (WAGGGS).

The guiding and scouting movement educates through challenges; we encourage children and youth to constantly better themselves, to acquire new skills and knowledge. We inspire them to overcome obstacles and motivate them to think constructively, out-of-the-box. The scouting method is based on learning through action, on kindling interests and passions of young people. We support intellectual, physical and emotional development.
Professional competences We can proudly say that former members of the guiding and scouting association are the authors of many innovative solutions and world-renowned research projects. The human capital is an important factor in the development of any country, the driver of science and economy. We build it with a view of the entire society. Shaping the habit of working together and the achievement of team tasks from early stages of life bear fruit at school, in family life and professional career.
Social capital Thanks to working in small groups, we learn to find our place in various social roles. In troops and patrols, we shape responsibility and consideration for fellow human beings. We actively participate in the life of local communities. Through social charity actions we show the youth under our care how they are able to change the world for the better. The basic tenets of the scouting world-view are tolerance, brotherhood, mutual acceptance and trust - values that are the cornerstone of social capital.
Modern organization We know that the priorities and directions of our activities must respond to the needs of modern-day youth and harmonize with the development goals of our country. This is why in setting the ZHP development strategy, we followed the guidelines indicated in two important reports: “Poland 2030. Development Challenges” and “Europe 2020. A European Strategy for Smart, Sustainable and Inclusive Growth”. We are constantly updating our educational programmes to further the achievement of our statutory goals, seeking inspiration in, among others, the activities of scout and guide organizations from other countries.
Network Scouting packs, troops and units are social groups that allow young people to live through adventures together, to organize hikes and carry out educational projects. These groups, as well as the functioning of committees, are an incubator or basic skills useful in adult business environment. We teach the leaders of projects carried out at our organization how to coordinate the work of many teams and how to optimally take advantage of the competences of their members.
Responsible organization We are partners of school and educational institutions in the upbringing of children and youth. We safeguard the cultural and political heritage of Poland, we spread modern patriotism, undertake measures to make local communities more active, supporting state and selfgovernment institutions in this scope.
Scouts are the most active social group. Our educational method encourages young people to take on new challenges, to look for new fields of development and for forms of volunteer work.
Mobility Scout upbringing prepares the young generation to become a part of the dynamically changing surrounding world. The willingness to act, the ability to make decisions quickly, the ability to show initiative, openness and spontaneity help those under our care to adapt at a new school or at a new job. It is easy to notice that guides and scouts tend to be more resistant to stress and are more willing to face new challenges than their peers.

Our mission “Our mission is to educate young people, that is to support them...� In order to remain effective in our supporting mission, we are constantly growing and learning. Effective support may only be provided by an organization with solid preparation, that is one that is always outgrowing its imperfections and limitations. An organization with a clear-cut world-view, with competent and ideologically sound leaders. Leaders that can and are able to be an authority, a guide and a friend to a young person. We support others, meaning that we help them, point them in the right direction, we enable them to seek

their own path and lifestyle, as the final choice is always their own. This is how we teach self-reliance, how we encourage young people to take responsibility for their own decisions, actions and development. We do not compete with parents and family. We see parents as the first, most important educators, which is why we raise children in constant collaboration with them. ZHP exists not to improve structure and information flow, nor to offer increasingly interesting and attractive methodology. All this only has sense when it serves the overarching purpose of supporting young people. Whenever in doubt whether ZHP should take on certain tasks, we ask ourselves to what extent they contribute to supporting the young people in their growth.
“...in their full development...” We are building our organization, planning work, programmes and task division to enable young people’s comprehensive development: spiritual, emotional, intellectual, social and physical. We see the human being as a whole - and we strive to promote the advancement of each of these aspects. Only such holistic approach to education allows us to shape attitudes, to teach and to enhance skills. Yet, what sets us apart from among other non-governmental organizations is not that we focus on spiritual, emotional, intellectual, social or physical development. What does set us apart, and what is particularly valuable to us, is that we give equal, constant and balanced attention to all these areas of growth.
“...and character formation through giving them challenges to overcome.” Character formation requires an active attitude toward oneself and the surrounding reality. We are all elements of a greater whole - we function among others, in certain circumstances, and we meet with all kinds of world-views. We want to prepare young people for setting their own bar ever higher. To expect the best from themselves and not to ever settle for mediocrity. What counts for us are skills, knowledge, experience. However, they are meant to be the tools for shaping the character and not to replace the shaping itself.

ZHP in international organizations ZHP is a founding member of the World Association of Girl Guides and Girl Scouts (WAGGGS) and of the World Organization of the Scout Movement (WOSM). ZHP is also a member of: • International Catholic Conference of Guiding, • International Catholic Conference of Scouting, • International Scout and Guide Fellowship, • International Link of Orthodox Christian Scouts DESMOS.

WOSM The Polish Scouting and Guiding Association is one of the scout organizations that decided to start the World Organization of the Scout Movement in 1922. WOSM groups over 160 National Scout Organizations. This gives a total of 36 million young people, whose life motto, regardless of which geographic area they inhabit, is to create a better world. WOSM membership is not only a privilege and a distinction, but above all it is a world of unending opportunities for development of young people with respect for the global needs. „Messengers of Peace” is a programme which aims to sensitize young people to global problems such as hunger, poverty, destitution. It furthers the scouting mission, that is supporting young people through a value system based on the
Scout Promise and Scout Law. WOSM is a partner of the United Nations, whose agendas participate in the World Scout Jamborees, thus making an important contribution to the World Development Village programme. WOSM is divided into six regions, within which National Scout Organizations operate. Only one scout organization or federation may be recognized in a single country. In Poland, it is the Polish Scouting and Guiding Association (ZHP). Our association is a founder member of WOSM and as such it had been active in its structures from 1922 to 1949, and then again from 1996 to date. The strength of our movement is its global scale. The supreme governing body of WOSM is the World Scout Conference. It is held every three years. It is attended by delegations representing all NSOs, whose task is not only to elect new members of the World Scout Committee, but above all, to set the directions for organization’s further actions.
WAGGGS The World Association of Girl Guides and Girl Scouts (WAGGGS) is an association whose objective is to enable girls and young women to develop their fullest potential as responsible citizens of the world. WAGGGS offers a non-formal educational programme that provides training in life skills, leadership and decision making. It also offers projects and programmes at an international level. The girl guide and girl scout movement is based on a value system reflected in the Scout Promise and Scout Law. The work of this association is based on volunteer work. The organization has over 100 thousand volunteers. This allows for the implementation of interesting proposals and international programmes. The World Board of the organization is composed of volunteers from all over the world.

ZHP age groups Children and youth who are members of ZHP are divided into four sections - Brownies and Cub Scouts, Guides and Scouts, Venture Guides and Venture Scouts and Rangers and Rovers. Section membership depends on child’s age. This division has been created so as to best adjust the programme and work forms of the Brownie/Cub packs and Guide/Scout troops to the current, age-driven needs of children. Methods applied in each section are unique and are based on a varied programme that covers issues important to children at a given age, on forms of work that account for their psychophysical development and methodological tools which aid the development of knowledge and skills of young people.

Brownies and Cub Scouts are the youngest members of the Polish Scouting and Guiding Association. They are 6 to 10 years old, and they are grouped in packs. The Brownies’ and Cubs’ code of conduct is the Brownie/Cub Scout Law, which they learn during the first meetings, and which they undertake to follow. The meetings are planned so as to allow children to develop their imagination, enter into the stage of responsibility and self-reliance. Each week, Brownies and Cubs Scouts live through a unique adventure as they play. By role-playing doctors, knights or wizards, children get to know the world and its rules while having a great time. Through varied, carefully selected games, they acquire good habits which slowly solidify into the moral backbone of a young person.
Guides and Scouts are children aged 10 to 13 years, grouped in troops. The found-ation of the value system and the code of conduct of a Guide/Scout are the Scout and Guide Promise and Law. AÂ Guide/ Scout learns primarily by doing. By participating in quests, Guides and Scouts explore the limits of their abilities, they acquire new skills, fortify their character and learn to cooperate with others. Through activities in many different areas and domains, they stimulate their imagination. The troop programme is established and carried out by the troop leader in cooperation with the troop council. The basis for the methodology applied at this level is patrol life, team work and achievement of ranks and badges.
Venture Guides and Venture Scouts – young people aged 13-16, who seek their own path alongside a group of their friends. They are characterized by independent thinking and selfreliance. They tirelessly search for explanations of the reality that surrounds them. Venture Guides and Venture Scouts discover new fields of activity, new passions and interests. They verify their skills and knowledge in real-life, hands-on situations. The programme is geared toward greater self-reliance of the patrol members. This age group allows members to obtain venture ranks and to carry out independent patrol projects.

Rangers and Rovers – youth aged 16 to 21 years. The pillars of the ranger and rover methodology are service, wandering and constant, individual development. Rangers and Rovers’ motto goes: “Go out into the world, see, think, help - that is, act” and the “Rovers’ and Rangers’ Code”. Rangers and Rovers are not afraid of challenges and look into the future with courage. They turn their dreams and plans into reality. They consciously make responsible decisions. They are in constant service to their environment. They develop their passions and strive for excellence. Rangers and Rovers are sensitive to the world around them and want to act for others.

Academics is a programme and methodological movement that groups student scouts in academic circles. Academics include both Rangers/Rovers and Leaders aged over 19. Academic circles in all of Poland operate based on four spheres which entail issues such as awareness of one’s own professional competences, development of current and new interests and responsibility for the world around us. Activities in the academic movement help fortify the capacity of working with other people with respect for their different views, beliefs and attitudes. It also supports the further development at ZHP, as the academics obtain new ranks and take over new functions.

The “Unblazed Trail” Guiding and scouting movement also caters to the needs of children and youth that are excluded from regular life in the society and isolated owing NIEPRZETARTY SZLAK to their handicaps or difficulties with adjusting to social norms. Children with disabilities form part of the packs and troops of the “Unblazed Trail”. The scout method applied in rehabilitation of youth and children brings effects beyond expectations, giving them hope and creating a real opportunity for improving their physical and intellectual capacities, enhancing skills indispensable in real life, developing their talents and interests, overcoming weaknesses and achieving successes.
The “Unblazed Trail” programme involves, among others, various hikes, rallies and camps. Thanks to these forms of work, ZHP members with disabilities are awarded the opportunity to spend their free time actively, they discover areas of activity completely unknown to them and gain new skills. Through carrying out tasks alongside their peers, they learn tolerance, mutual respect, they take up actions with the aim of environmental integration, and the habits forged in scouting become an element of multi-profile revalidation.

Honorary Patronage of the President of the Republic of Poland ZHP is under the honorary patronage of the President of the Republic of Poland. The patronage is an expression of the highest appreciation for the activity taken up by ZHP and for its educational mission. The first honorary patron of ZHP was Marshall Józef Piłsudski. It was his token of gratitude for the participation of scouts and guides in the independence movement. His successors, Stanisław Wojciechowski and Ignacy Mościcki, followed in his footsteps.

This pre-war tradition was restored in the ’90 of the previous century, after democratic transition of our country. All successive presidents of Poland have gladly given their patronage to ZHP: Lech Wałęsa,
Aleksander Kwaśniewski, Lech Kaczyński, Bronisław Komorowski and the current President of the Republic of Poland – Andrzej Duda. Each year, the President meets with guide and scout leaders at the Presidential Palace to celebrate the World Thinking Day. It is an occasion on which the President thanks scout and guide volunteers for their service in the past year. The meeting is attended by the guide and scout leaders newly awarded with the highest leader rank “scoutmaster” from scouting organizations under the honorary patronage of the President of the Republic of Poland, including those from the Polish Scouting and Guiding Association (ZHP). New guide and scout masters receive decorations from the President to commemorate this occasion.

Educational programme The constantly improved programme ensures the achievement of our core goal, which is to raise young people to become conscious citizens. The evaluation of our activities allows us to prepare programmes that best fit the current interests and needs of guides and scouts, which motivates them in a challenging way and which encourages their self-improvement. Thanks to the stimulating programme tailored to the needs of individual age groups, our youth is able to develop on many different planes, to be active and responsible for themselves and for others, and is not afraid to make their own decisions.

By applying the scout method, we are able to pass our knowledge and skills onto youth in a natural way, through practical activities. This allows them to gain the experience indispensable in adult life.
Teamwork, planning and implementation of projects, setting goals and achieving them – these are just some of the skills that guides and scouts learn at meetings, hikes or camps.
The objective is education Accomplishment of educational successes does not require a programme revolution in our times. The timelessness of scouting tenets means that they do not need to be updated.
It is necessary to constantly identify the dreams, interests and problems of youth in order to ensure that the programme responds to their needs, that it is attractive and effective. The Poland’s scout and guide movement has been all about educating young people right from its inception. It is inscribed in the mission of the Polish Scouting and Guiding Association, and it constitutes the main advantage of our organization over others that cater to youth. What makes
scouting and guiding extraordinary is the method of accomplishing goals. The clearly communicated mission is carried out through simple work forms which we draw from the world scouting and guiding movements and our own experience. Nature and getting to know the world plays a tremendous role in our work. Through the scout method, we reach out to all age groups, ensuring an attractive programme to advance comprehensive development of the organizations’ members in the spirit of values expressed in the Scout and Guide Law. The unique method of small groups is nowadays imitated by numerous organizations, and learning by doing, applied by us for over 100 years, has become a discovery of modern teaching. The system of small groups is a great value of scouting and guiding. Thanks to it, children and youth have the opportunity to build small, self-governed communities.

It is where lifelong friendships are formed, where girls and boys build their self-esteem and improve interpersonal skills. Small groups give everyone the chance to try their hand at being a leader. Nowhere else are children taught leadership and entrusted with tasks, functions and responsibility as quickly as in the scouting movement. There is no scouting or guiding without small groups.
Scouting and guiding is all about selfless service - acting for others. Thanks to this, members of the organization learn social behaviour and sensitivity, so much needed today. ZHP programme, that is what the packs and troops do, is the essence of the scouting movement, right next to the scout method. The programme’s advantage

is the diversity of the activities that it entails. In order for a programme to be called scouting & guiding, it must strive toward the accomplishment of the ZHP mission, and, in consequence, toward raising young people in the way indicated by the ZHP Educational Fundamentals. In order to achieve this, a scouting programme should be: • current – it does not reconstruct history; it makes history, • attractive to young people – that is adjusted to their needs, and not subject to passing fashions, • socially useful – involved in the life of its small and large community, not focused only on the matters of the pack/troop, • well thought-out and carefully planned – bringing positive changes, not just a set of accidental actions; the goals are educational.

Central Bank of Ideas The Central Bank of Ideas (CBP) is an Internet space where materials that may inspire others are gathered. It holds all the programme prospectuses (meetings, hikes, quests), educational elements (courses and workshops), programme proposals drafted by national or regional programme teams, as well as numerous and varied guidebooks and articles. Materials held at the Bank are created at all levels of the organization – by leaders from Districts, Regions and the National Board. The addressees of materials collected at the CBP are all ZHP members, although for the obvious reasons, they are most useful to the adults and especially to the most important of our adult volunters - the troop leaders. The materials are available at www.cbp.zhp.pl.

Programme proposals The Polish Scouting and Guiding Association puts great emphasis on the quality and attractiveness of the programme, so that no guide or scout will be bored in our organization. Also the appropriate preparation of leaders, and supporting them in their functions, is a very important element to us. In 2015 and 2016 many programme proposals were issued, as well as tools supporting the leaders in the effective implementation of the scout method. All the materials are available at the Central Bank of Ideas. In 2015, the following programme proposals were created: “Asia-Bound”, “Don’t Be Passive. Release The Energy”, “Economy is Female”, “Spirit on Holidays 2015”, “Healthy Body, Healthy Scout”, “All Different, All Equal”, “Forest Tribes”, “Scout in The Woods”. In 2016, the proposals were: “Programme Proposal for the Brownies’ and Cubs’ Name Day”, “966 - A Long, Long Time Ago, When Everything Started”, “Scout Examination of Conscience”, “Logged In Through Baptism”, “World Changemakers. Goal: To Do Good”.
Scout in The Woods “Scout in The Woods” is a comprehensive forest guide. Part one contains articles regarding the structure of the forest and its problems. Part two is a guide to scouting forms which may be practised in the woods, for example at camps. The guide offers ideas and tips on how these may be organized with respect for the nature and how to get close to the nature. Part three was written with the purpose of raising ecological awareness of scouts and guides - it concerns all-year activities, increasing the knowledge about forest among brownies and cubs, guides and scouts, venture guides and scouts and rangers and rovers. The guide has been elaborated and put together thanks to the financial support of Ministry of Foreign Affairs under the Polish Development Cooperation Programme in 2015.
Forest Tribes This proposals sheds new light on the magic of getting to know and watching the more and less wild nature individually. The proposal encourages scouts and guides to achieve new badges and skills, useful not only in the woods. “Forest Tribes” are proficiency badges that refer to various animals, depending on their characteristic traits and the associations they evoke. Each set of badges offers carefully selected challenges, for brownies and cubs and rangers and rovers alike. The sets entail badges from the area of nature, tourism and athletics, as well as badges encouraging youth to get to know the surrounding world better, the so-called forest badges, concerning skills useful in the woods. Anyone can find something for themselves.

Don’t Be Passive. Release The Energy “Don’t Be Passive. Release The Energy” promotes being active and reaching out to others. It is to remind guides and scouts that it is always worthwhile to work on yourself while simultaneously changing the world by undertaking ambitious and creative tasks - tailored to the capabilities of brownies and cubs, guides and scouts, ventures, rangers and rovers, and leaders. These tasks, reflecting the real needs of the natural environment, are carried out with passion, responsibility and reliability. This is the true essence of the scout service, and the foundation of the “don’t be passive” idea, which is a reminder to all of the traditionally understood meaning of service, and which helps imbue it with new meanings, connected with the challenges of the 21st century. World Changemakers - Goal: To Do Good. Change. What kinds of changes does the world need? Thousands of them. Better access to education. Fighting poverty. Sustainable development. Gender equality. Peace. We could go on and on. How can we achieve all this?

The only change we truly need is the change in ourselves. And all of us, at that. The actions of regular people, citizens, guides and scouts, have the power to change a lot. The basic condition for any positive change in the world is for each one of us to become a world changemaker, that is a person who sees and understands the problems around them and, more importantly, is able to react to them. A person who can sacrifice an hour each week or each month to volunteer, to visit an orphanage, to help immigrants learn Polish, who can clean the nearby forest or do grocery shopping for an elderly neighbour. How can this be done? 966 - A Long, Long Time Ago, When Everything Started The proposal entitled “966 - A Long, Long Time Ago, When Everything Started” refers not only to the momentous event that was the baptism of Mieszko I, but also to everything that may be passed on to young people in connection with this celebration: in spiritual and religious education and in terms of shaping patriotic and civic attitudes.
Explorers’ Movement Acting within ZHP, the Explorers’ Movement (PRO) helps troops turn discovering, protection and popularization of cultural heritage into an adventure matching those of Indiana Jones. The PRO movement each year releases a programme proposal, thanks to which troops may enrich their work with tools such as questing, geocaching or storytelling, use the effects of laser scanning of the surface of Earth (LiDAR) or join a national social action of monitoring the condition of historical sites.

The PRO movement (Explorers’ Movement) also organizes the Explorers’ Hike - a five-day summertime tourist event, which is to work as a „field lab” in which innovative forms of non-formal education are tested and perfected.
Each spring, the PRO movement organizes country-wide workshops entitled „Pro Team”, under which experts help troop leaders gain above-standard skills in the field of leadership, building troop programmes, communication and team development, securing resources, managing one’s own

Scout and Guide summer (#harcerskielato) Summer holidays are one of the most important moments in our work. Camps and summer hikes sum up the entire year of scout and guide unit activity. ZHP is the biggest organizer of summer holiday leisure for kids and youth in the country – every year over 80 thousand people take part in the camps organized by scouting & guiding. A scouting adventure cannot be compared to anything else, which is why sharing it is so worthwhile. We are able to do this via social media channels. We have been tagging our pictures and statuses on Facebook and Instagram with the hashtag #harcerskielato. We have started a special tagboard, now filled with hundreds of

pictures taken by guides and scouts during their summer adventures. No matter in what corner of the country or the world our guides and scouts are, every day they showed how much fun they were having on the scouting trail. Thanks to the new brand #harcerskielato, young people have become creators of information, stood out among their peers and formed a stronger bond with the scouting community.
ZHP is the biggest organizer of summer holiday leisure for kids and youth in the country. Each year, over 80 thousand young people participate!

The Peace Light of Bethlehem The Peace Light of Bethlehem is a programme inaugurated in Austria in 1986 as part of a charitable relief mission for handicapped children and people in need. The idea of spreading the Light from Church of Nativity during Christmas Time has evolved into worldwide relay. In 2016, the Light was carried under the banner of “Let’s Make Peace With Courage”. Polish guides and scouts have been participating in the Peace Light of Bethlehem since 1991. Every year, over two thousand scouts and guides meet on a Peace Light Gathering in Zakopane (Tatry Mountains) changing the town into the capital city of brotherhood. Over two days, they take part in city games, mountain trips, workshops, conferences and concerts. It is an amazing and uniting event for everyone, regardless of age or religion. The final part of the meeting is an ecumenical service, celebrated together with Slovak

scouts and guides, during which representatives from all Polish regions receive the Bethlehem Flame and begin their individual journey to spread the Light. In Poland guides and scouts deliver the Light, together with Christmas wishes, to all who need hope and solace: hospitals, working places, schools and offices. Nevertheless, it is not the end of their mission. The most important value of this activity is to initiate self-reflection, discussion and positive local actions.
ZHP passes on the Light to other scout and guide organizations in Ukraine, Belarus, as well as Denmark and Sweden.
Patrol Tournament, Pack Tournament
in applying methodological instruments. Of all the patrols and packs that enter the tournament, the best in each region, and then the best in all of ZHP are chosen.
Scout & Guide Patrol Tournament and Brownie & Cub Scout Pack Tournament are ZHP’s programme proposals for the years 2014-2018. The objective of the Patrol Tournament is to strengthen the system of small groups within troops. The Pack Tournament, on the other hand, is about supporting the team skills
Tasks completed within the tournament are based on the six programme directions as adopted by the ZHP Assembly. Competition under the Patrol Tournament and Pack Tournament takes place over one scouting year and has three stages.

World Youth Days 195 foot patrols, 14 medical facilities, the service of over one thousand volunteers - guides and scouts - and the organization of accommodation for 156 pilgrims from USA, Slovakia, Italy, France, Spain, Portugal, Argentina, Mexico, Ivory Coast and Sweden - this is the scale of commitment made by the Polish Scouting and Guiding Association during the World Youth Days. Prior to the official opening of the World Youth Days, local units coordinated Days in Dioceses, during which they welcomed in their communities youth from all over the world who had arrived early in Poland to prepare for the meeting in Krakow. Over seven days - from Monday 25 July to Sunday 31 July, 1147 guides and scouts from ZHP served in the medical and orderly services and supported the organization of the most important events of the WYD in Krakow, among others during the

Holy Mass and the Way of the Cross in Kraków Błonia Commons and the Sending Mass celebrated at Campus Misericordiae in Brzegi. Scout and guide medical patrols could also be spotted at train stations, in parks, main city squares, religious locations, and in the evenings also at various events held within the Youth Festival - at 20 locations in total. The longest scout medical service during the Holy Mass in Brzegi secured all the sectors and last 30 hours. ZHP guides and scouts had been preparing for White Service for a number of months. It was a time of intensive training and gaining the necessary skills, but also of spiritual formation. The centre of scouting life was located in the commune of Michałowice, in three localities: Więcławice Stare,
Michałowice and Raciborowice. For the World Youth Days, scouts built small towns: an accommodation zone, a programme zone and a medical zone with a field hospital. This was not the first time that ZHP took it upon itself to carry out White Service - it has been doing so for 33 years. Despite the passage of time, its idea remains up to date. The medical service worked non-stop from 25 July. Every guide and scout was ready to bring help to others for over 8 hours per day.
Safe From Harm The safety of those under their care is the number one priority of each leader at ZHP. Great attention is given to this aspect of scouting activity, which is why e.g. WOSM is implementing the “Safe From Harm” programme. It is a training which aims to sensitize young people to the problem of violence - verbal and physical, and to eliminate it from our surroundings. Example: adult members of the 22nd World Scout Jamboree in Sweden were obliged by WOSM to go through an on-line training which taught them techniques of dealing with unusual situations. We want each member of our organization to have the opportunity to grow within a safe environment filled with understanding and acceptance. The scouting world, based on diversity, is the best place to learn the first lesson on intercultural upbringing.

Messengers of Peace Messengers of Peace is an initiative started in 2011 by the World Scout Committee. Its objective is to encourage scouts living all over the world to take up local activities for their communities. The scope of activities ranges from small ones, such as cleaning housing estates, to large ones, such as preventing violence at schools. Each scout project brings positive changes in the community - raises safety, protects the natural environment or improves social conditions.

“Messengers of Peace� makes it possible to share projects with other scouts through the Internet website. All the hours devoted to the projects are pooled together as time worked by the scouts for the world.
Explorers’ Hike The PRO movement (Explorers’ Movement) organizes the Explorers’ Hike - a five-day summertime tourist event, which is to work as a „field lab” in which innovative forms of non-formal education are tested and perfected.
The 2017 edition is taking the shape of an exploration expedition, where participants will try to find lost works of art, historical souvenirs and as yet unidentified places of important events, with the support of cultural institutions, archaeologists, explorers and history enthusiasts.
The 2016 edition was conducted in the form of a LiveAction Role Playing game, based on the mechanics of Jacek Komuda’s Wild Fields RPG game. The hike had over 1000 participants who impersonated characters from the era of Sarmatism. They completed all kinds of missions, interacting with characters played by the organizers, collaborating with other patrols, exchanging information and collecting valuable objects hidden all over the hike’s area of 2500 km2.

WOSM and WAGGGS European Scout and Guide Conference The Polish Scouting and Guiding Association, as member of world organizations WOSM and WAGGGS, participates in making important decisions regarding the scout and guide movement in the European region and worldwide. In 2016, one such opportunity to exercise our rights and duties was the regional conventions – European Scout Conference, European Conference WAGGGS, and joint European Scout and Guide Conference, held on 17-22 June 2016 in Norway. The gathering was attended by over 600 people representing scout and guide organizations of Europe. Reports were accepted and work planned for the next three-year term. Delegates
of ZHP participated in numerous workshops and discussions, they promoted the Polish candidacy for the organization of World Scout Jamboree in 2023 and attended tens of bilateral talks and meetings in various interest groups that are sure to come to fruition in the form of development of the scout and guide movement. Among the many conference successes, one that we are particularly proud of is the election of ZHP’s International Commissioner Inga Rusin-Siwiak to the governing body of the Europe Region WAGGGS.

International Commissioners’ Forum In January 2016 ZHP hosted 150 European scout and guide leaders at the International Commissioners’ Forum “Collaboration Through Solidarity” held in Gdańsk. The cradle of the Solidarity movement was visited by representatives of scouting and guiding organizations’ governing bodies, responsible for international contacts, from all over Europe. The Forum was attended by João Armando Gonçalves - Chairperson of the World Scout Committee, who also used this opportunity to meet with the President of the Republic of Poland Andrzej Duda. The Forum, held at the European Solidarity Centre was inaugurated by the laureate of the Peace Nobel Prize

Lech Wałęsa together with the President of the City of Gdańsk Paweł Adamowicz. The objective of the meeting was to enable scouting organizations of Europe to get to know each other better, to make bilateral and multilateral contacts, to exchange experiences and ideas, to discuss the most important issues of scouting and guiding, including preparation for the upcoming European Scout and Guide Conferences, as well as to learn about the host country culture and to present the cultures of other participants’ countries.
Intercamp Intercamp is an international scout camp, held each year over the Whitsun weekend for scouts and guides between 13 and 17 years of age. Intercamps are immensely popular. The quality of task completion is the decisive factor in the final qualification of a patrol to Poland’s representation.
The participants were offered a city game which allowed them to get to know Nysa and the history of Medieval Poland and numerous workshops to choose from. Intercamp was the highlight of international events held in Poland in 2015.
2015 was the year when Intercamp was first held in Poland, on the premises of the Nysa Stronghold. The event was organized by ZHP National Board and hosted by the Opole Scout and Guide Region. Nearly 2500 guides and scouts, participants and members of the International Service Team from over 20 countries, made their way to Nysa on 22-25 May. Under the motto of “Such and Honour”, they abandoned the reality of the modern times to find themselves lost in the world of Medieval knights and princesses, tournaments and treasure hunts.

Central European Jamboree On 4-14 August 2016 the Central European Jamboree was held in Wrocław. It is the largest scouting event that ZHP was involved in throughout the year 2016. 1800 scouts from 29 countries visited Poland during CEJ 2016. The overarching motto of this event was “The Art of Scouting”. Participants worked together to discover the various meanings of these words, they tried to become artists who leave the world better than they found it. Each day, participants enjoyed a different part of the programme - art workshops, a city game, service for the local community, trips around the Lower Silesia region. Concerts, events and shows held on the main stage were an extra attraction to make their stay even more enjoyable. This biannual jamboree of guides and scouts from Central Europe is attended mainly

by youth from the Visegrad Group countries, that is Czechia, Hungary, Poland and Slovakia. This year’s CEJ was exceptional in terms of the tremendous turnout of representations from Arabic countries, such as Egipt, Algeria and Lebanon.

European Gathering of Rovers and Rangers Roverway On 3-14 August, the largest European meeting of rovers and rangers, Roverway, was held in France under the motto of “On The Road”. A 40-member ZHP representation took part in this amazing adventure. Patrols from Andrychów, Kielce City, Pabianice, Zgierz and Łódź-Widzew Districts began their journey in various French cities (Paris and Rennes, among others), to serve the local communities along their individual routes. Some were busy helping with the renovation of the historical town of Becours, others were laying a stone road and wall in Rennes, while others yet learnt the ropes of living in an inter-religious village or discussed the rule of fair trade market with senators of Ile-de-France. After the service, which lasted a few days, all the participants came together at the Scouts et Guide de France centre at Jambville.
Eurosea 13 Eurosea 13 was held in the town of Puck on 21-25 September. It was organized by the Centre of Maritime Education on behalf of ZHP. Eurosea is a seminar of the European sea scout network, allowing the participants to exchange experiences and sailing offers for scouts and guides, to learn new things and to tighten their bonds. It is held every two years. Eurosea 13 was attended by 46 people from 16 countries: Belgium, Denmark, Greece, Italy, Portugal, Scotland, Czech Republic, Ireland, Slovakia, Spain, Finland, Lithuania, the Netherlands, Austria, Poland and Australia. The meeting was filled with workshops, presentations, discussions and, of course, sailing. The Polish Day entailed a cruise on s/y Zawisza Czarny, which took the guests to Hel. A representative of Poland, Wiktor Wróblewski, was elected into the 6-member Odysseus group, which coordinates the actions of European sea scouting.

Leader+ Scouting is based on leadership, on the attitudes and skills of those who are scout leaders. We expect them to set a personal example and to exhibit strong ethics. We expect them to be role models for their colleagues. This is why LEADER+ programme has been set in motion. Its first edition trained nearly 600 people. It is a training programme designed for ZHP leaders who take up the role and manage the work of the various leader teams in their environments. The purpose of the programme is to enhance the leadership qualities in guiders and scouters by working on such skills as effective communication, people management, motivation and application of leadership techniques in real-life situations requiring team management.
The Leader+ training takes place in three modules: • People management in practice, • Motivation in action, • Adult support system management. Each module allows the participants to work on a different set of leadership skills. Thanks to the training, guide and scout leaders acquire the knowledge and skills necessary to manage people. They know how to influence behaviour, implement a task cycle, adjust it to the individual needs of everyone and delegate duties and responsibilities.
It is expected that in the years 2014-2018, all adult ZHP leaders will have participated in the Leader+ programme.

“Cogito” Master Course for Guide and Scout Leaders This course inspires scouters and guiders to reach for excellence in life and growth as trainers. „Cogito” is an intellectual challenge. Participation in this course is an excellent opportunity to meet interesting people, specialists and inspiring figures, as well as a chance to interact with other leaders. “Cogito” courses encourage leaders to take greater responsibility for guiding and scouting and for ZHP, and build the ethos of the highest leader rank. They also serve as an impulse for leaders to continue working on their competences, skills and character. “Cogito” covers those items of the ZHP Development Strategy that are addressed to

the most advanced leaders, aiming at strengthening this group of members and giving support to troop leaders. The courses have been conducted by the Central Leaders’ School since 2008. Since 2012, there have been 6 editions of the COGITO Master Course for Guide and Scout Leaders, with 161 participants in total.
Leader Camp Leader Camp is the largest cyclical training event of the Polish Scouting and Guiding Association. For five days, participants take advantage of the opportunities awarded by the greatest, hands-on platform for exchange of experiences offered by ZHP. The Leader Camp programme is set depending on the current needs of the organization. Participation in training sessions, workshops and conferences held during the camp allows leaders to enrich their knowledge and skills, live an adventure and start new, valuable, lifelong friendships. After an entire day of training sessions, workshops and other activities, participants
can relax at campfires where people discuss specific topics of interest or game get-togethers. Participants will also have a spiritual centre at their disposal, and will be able to enjoy such accompanying events as concerts or artistic shows. The Leader Camp is not only a training event; it is also an opportunity for ZHP adult members to take a break from everyday duties.

Summer Training Action Every two years, the Central Leaders’ School organizes a Summer Training Action. In 2016, a total of 75 people participated. They were engaged in training forms that enhanced their knowledge and skills. The Summer Training Action 2016 entailed: • The Village Effect Workshops, which served as an introduction to a new tool of working with staff, the Map of Competences. • The leadership course 35+ dubbed “Cryptogram”, which is a modified leadership course, whose objective is to prepare adults to obtain their first leader rank, make Leaders’ Engagement and perform an educational function within our organization.

• The gathering of district commissioners and district committees, whose objective was to exchange experiences concerning the functioning of a scout and guide district and the problems faced by the committees in their everyday work. • The meeting, called “Colours”, which was addressed to troop leaders and assistant troop leaders who apply the scout method in their work. The training focused primarily on the functioning of the patrol system, on developing skills useful in the everyday work of leaders and on developing work plans for units.
The “Colours” gathering attracted the most participants - a total of 24.
“Extraordinary” poll for leaders Every day in their gratuitous and often heroic work, scout and guide leaders do extraordinary things, considering every smile of a child the biggest prize. Thanks to their work, engagement and selflessness, we have been able to carry on with our mission for more than a hundred years – we raise children and youth in the spirit of scout values, we teach them active, patriotic attitude and responsibility. By sharing our knowledge and practical skills, we stimulate their interests and encourage constant development.
barriers. This is how the “Extraordinary” ZHP Leaders work. The poll dubbed “Niezwyczajni“ (“The Extraordinary”) is one of a few possibilities to show our leaders our appreciation and gratitude. Being awarded the title of “Extraordinary” is a sign of respect in the eyes of thousands of ZHP members, as it is them who nominate the candidates and choose the winners in on-line voting. The title and the award are presented in front of an audience by well-known people. We organize this annual poll to say “Thank You” to our leaders. The award gala is a celebration of the World Thinking Day. It is an remarkable event and a great feast of the Polish Scouting and Guiding Association.
Among 30 000 of adults in ZHP there are many people who, with their eagerness, charisma and creativity, can initiate extraordinary activities. With the things they do, they make the world better. They set a new quality of local initiatives, they break stereotypes, they cross the

ZHP manages three scout centres located in the most picturesque parts of Poland. On top of this, ZHP regions manage facilities which are frequently visited by guides and scouts.
Głodówka In the heart of the Tatra Mountains, not far from Zakopane, sits the Mountain Hostel on Głodówka glade. This charming place offers one of the most breathtaking views in the entire Tatra region – from the terrace there is a view on the 77-km-long panorama of the mountains. Głodówka is the departure point for mountain hikes. Over 100 accommodation places, excellent Polish food and remarkable atmosphere. A stay at Głodówka is always unforgettable.
Perkoz Perkoz is located on the peninsula in the middle of the forest, by a very clean lake called Pluszne. This Mazury-based scouting centre is situated far from noise and busy city life. It offers a wonderful marina which allows for practicing water sports.
The Centre of Maritime Education The Centre of Maritime Education (CWM) is located in the heart of Gdynia. The main areas of operations of CWM are sea tourist and training cruises, sea specialist trainings, diving and kayak sea events, supporting scout and guide leaders in their actions connected with maritime education. CWM takes care of the famous sailing yacht Zawisza Czarny!

ZHP Governance The superior authority of ZHP is the General Assembly, which convenes every four years. The General Assembly elects the Chief Scout/Guide and the National Board – the association’s management, as well as ZHP’s President, National Council, National Audit Committee and National Scout and Guide Court.

Modern communication ZHP is present on Facebook, where we post latest information, report on events, post pictures, interesting bits and pieces. You can also find us on YouTube, Twitter and Instagram. Information is also disseminated through e-mail newsletters.
ZHP360 ZHP360 is a unique educational project run by our organization since 2011. It is the essence of learning by doing. With use of new technologies, ZHP360 is a

channel of internal communication that gives guides and scouts all over Poland the opportunity not only to actively participate in scouting and guiding on national level, but also gets them to be part of something special. ZHP360’s team is composed of young volunteers who believe that scouting can truly change the world.

PR LAB 2.0
Young Spokespersons Academy
As we wanted to create a positive image of Polish scouting and guiding, we needed the aid of PR and promotion specialists, who take care for the good name of our organization in their local environment. This was made possible by PR LAB workshops conducted in the years 2014-2016. Their continuation were the weekend PR LAB 2.0 workshops, distilled down to sessions regarding only one topic area. So far, there have been three editions devoted to photography, computer graphics and video. The total number of participants reached almost 150. Their objective was to prepare guides and scouts to create the image of ZHP in their local environments and to skilfully promote scouting endeavours. Modern approach to PR aims to break through the negative stereotypes around the scouting movement and to show its true values.
The Young Spokespersons Academy was established in order to create the media image of ZHP better and more effectively. The first edition of this project was held in December 2015. By the end of 2016, a total of three editions took place, resulting in over 40 trained individuals. Every region had its representative. Considering the specificity and need for education in this area, each edition focused on a different medium.

Reasons for Pride “Reasons for Pride” is a campaign addressed internally, to show the members of our organization the importance of the troop leader’s role. Its purpose is to build the prestige of troop leaders within ZHP, as they form the most important group of adults, on whom depends the accomplishment of the ZHP mission. The volunteer, systematic work, the great responsibility for adolescents are the tasks faced by troop leaders every day. It is a great challenge for them to balance all their duties and desires: accomplishment of own plans, self-development, continuous learning, expanding horizons, finding time for family, friends and their community. All the more we need to stress their role and the heroic nature of the work that they offer to the young generation of Poles.

The campaign included a new website: powodydodumy. zhp.pl., 4 video clips about the work of troop leaders, graphic elements, quizzes, articles about troop leaders and tips for them. Underway are also professional materials supporting the work of troop leaders. They will include posters, recruitment fliers and brochures for parents about ZHP. The campaign also entailed the creation of hashtag #powodydodumy, which troop leaders may use to post photos regarding their everyday educational work.
Good Evening, ZHP At an organization as large as ours, with over 109 000 members, including 12 000 adults, there is a great need for many tools to facilitate communication. Ongoing mailing, social media channels, conferences and gatherings - are all good communication tools, yet they do not give space for real-time discussion about current matters. “Good Evening, ZHP!” is an innovative project that allows for live discussion with all interested ZHP leaders, which takes place once a month. A regularly aired programme that anyone can access hassle-free is the best way of communicating with leaders and of creating a space for discussion or directing questions to experts who are not readily available otherwise. “Good Evening, ZHP” covers current topics of importance to our organization.
Leaders are able to communicate via Facebook about their problems and challenges ahead of ZHP. Viewers may ask experts questions live. In order to get the answer to one’s question, all they have to do is send a message through our Facebook fanpage. Experts answer within minutes. Viewers also have the unique opportunity to discuss with each other! In order to join the discussion, all you have to do is log on and add a comment under the transmission window on YouTube. This project is yet another step allowing us to modernize and develop our organization in the direction matching the expectations of its members.
