Dear Member,
Can you believe it’s already December? We’ve received positive feedback from our last two editions with Members saying that they welcome the insights and images and also enjoy reading about estate operations, policies and media developments.
In November’s Snippets & Snapshots, we introduced our Design Review Committee members, and listed approved suppliers and service providers on the estate App along with over 50 accredited resale and rental agents. We hear that the Q&A section has been particularly helpful for both new and existing Members.

From the BUILDING CONTROL OFFICER
We’re back with some helpful tips to prepare for Site Handover. Site handover is the formal process where you and your professional team officially take over your site to start construction.
To qualify for site handover, you will need:
• Up-to-date levies
• A letter of intent to undertake site handover
• A completed and signed ZLR Builder’s Protocol
• KDM-approved building plans
• A Zimbali Lakes Resort-approved contractor experienced in high-end residential builds
• An Occupational Health & Safety Officer
• A Principal Agent
• A Professional Architect & Civil/Structural Engineer
• Pre-and-post storm water management plans
• A construction programme
The Builder’s Protocol is the key document that starts the site handover process.
The appointed Main Contractor must provide a checklist of essential documents including NHBRC certificates, a Letter of Good Standing, Contractor’s All Risk insurance, etc.
The schedule for non-compliance offences and their penalties is attached as an annexure to the Protocol. Construction Deposits and Builder’s Levy also apply.
The Builder’s Protocol also specifies the build-by periods: Single Residential (SR) sites have 18 months, and Planned Unit Development (PUD) sites have 24 months to complete. This period starts from the date of official site handover. The link to the Builder’s Protocol can be found below.
So, what happens on the day of site handover?
You will attend an in-person meeting with your main contractor, architect, engineer, OHS officer, and principal agent as soon as the BCO confirms the date.
Firstly, the meeting will start at the ZLRMA boardroom where everyone will be introduced. The architectural and storm water management plans will be discussed and housekeeping rules will be explained. Thereafter, the team will proceed to the site for further consultation. Shade cloth and site signage must be put up within a week of site handover.
Now you’re on your way to building your development or dream home!
The BCO will be your constant point of contact throughout the build, ensuring the process is enjoyable and compliant. This is one of the most exciting steps in the process, and we hope you enjoy every moment of it!
