It is my great pleasure to welcome you to the annual conference of members of the global Workplace Network for real estate companies and the Public Real Estate Network for European companies. More than 50 delegates from 20 countries are gathering in the Estonian capital, Tallinn, for this four-day event from 7-10 September, during which they will share valuable experience and knowledge. The focus of this year’s meeting is twofold: the management and maintenance of real estate portfolios; and energy strategy and its implementation. After graduating as Master of Political Science from Aarhus University in 1974, he worked four years as assistant professor at the university in Aarhus before beginning his career in the Danish central administration, first in the Ministry of Education. In 1982, Carsten was appointed head of unit in the Ministry of Finance, leading a large reform programme of the Danish public administration. In 1986 he was assigned Director of the Directorate of Labour and three years later, he became Director General of The National Labour Market Authority. After 5 years as Director of the Danish Tax and Customs authority, he became Director General of The Palaces and Property Agency in 1995. In 2011 he led the merger with the former University and Building's Agency to form the Danish Building and Property Agency. Carsten is President of PuRE-net, elected in 2012 after serving in the Steering Committee since the founding of the network. Moreover, he is member of the board of the Danish newspaper Kristeligt Dagblad. Agris is the Deputy Secretary General for Public Governance Policy at the Ministry of Finance. He is responsible for the development of the public service, aid granted by the state to business (state aid) and public procurement regulatsion, also for collection of national statistics, organising and coordinating the state accountancy; allocating the state’s financial assets and liabilities, foreign aid and loans granted to the state and also planning and coordinating the state’s real estate and participation policy. Within the ministry he previously served as the head of the Public Procurement and State Aid Department, overseeing advising suppliers and tenderers on carrying out public procurements and supervising public procurements. He has a doctorate in law from the University of Tartu and has worked as a lawyer on a project designed to centralise support services in the Ministry of Finance, and in the Legal Department of the Tax and Customs Board.
Timo is the director of the Development Division of RKAS and the overall Director of Development for the company. He is charged with the task of coordinating the work of three departments in streamlining the state’s real estate portfolio. He has been actively involved in the management of real estate investments for the past 15 years in such organisations as ELL Kinnisvara (the Merko group), Trigon Capital and Pro Kapital, carrying out property development projects in Estonia, elsewhere in the Baltic States and in the Balkans. He also held a position in the Heightened Business Risk Management Division of Swedbank, where he focussed on the restructuring of problematic credit, dealing mainly with construction and real estate companies.
Presently he is the head of Analytic Section of the Office for Government Representation in Property Affairs, Czech Republic (OGRPA).
JINDŘICH NOVÁK
After graduating the Moscow State Institute of International Relations in 1976, he joined the ranks of diplomatic service of the then Czechoslovakia. Being specialized on Asia and Pacific Ocean region he served as secretary at the Czechoslovak embassy in Kabul (Afghanistan) at the end of 70th and as counsellor and charge d´affaires a.i. at the embassy in New Delhi (India) at the end of 80th and beginning of 90th. In 1992 he left the Foreign Service and joined private business, acting as director of leasing and development companies. In 1999 he came back to the government service as special adviser to the CEO of the National Property Fund of the Czech Republic. At the OGRPA, which he joined in 2003 he is engaged with analyses of the institution´s business activities and he is the member of project teams of the information systems - Central Register of State Property and of the Central Register of the Administrative Buildings. Jindřich is engaged in PuREnet since the initiation conference in 2007 in Rome.
Margit is the director of the Administration Department of RKAS. She is responsible for ensuring the sustainable management of the buildings in the RKAS portfolio and for the ongoing development of its management services. She studied both property and business management and has headed up the management information system, rental agreement and management centralisation areas in RKAS since 2007.

Allan oversees the area of energy efficiency in RKAS and also stands in for the director of the Maintenance Department whenever required. With a doctorate in technical science, he has carried out extensive research into the energy efficiency of buildings and their technical systems. He heads up two areas of key importance to the company: coordination of the everyday work of the Maintenance Department; and the development of RKAS as a competence centre in the field of energy efficiency.
ALLAN HANI
David advises European CEO’s on business model design and transformation. After graduating from business and economics in Berne (Switzerland) in 1983, he joined the ranks of large corporations (Roche, General Motors, Swissair Group), where he was entrusted with management duties up to VP responsibility. In 2000, he switched to strategy consulting where he became partner of a Switzerland-based international consultancy. In order to focus on the business model transformation theme, he started his own consultancy firm. His clients span various industry sectors in Europe, with special emphasis on the public real estate, pharma, transportation and process industries. The recurring theme in his assignments is to take clients from an incumbent business model to a new business model. David engages in executive education (lecturing at MBA courses) and in the mentoring of high-tech startups from Eastern Europe.
Gerard van der Meij is head of the Process- & Information Management Department and is responsible for restructuring the business process- and ICT-landscape of the Dutch Central Government Real Estate Agency. Gerard has led a large restructuring project of this kind in the past and is going to share his ideas and recommendations on this topic. This has been also one of the main topics during the last PuRE-net Working Table on Information Systems.

GERARD VAN DER MEIJ
Professor Roode Liias has worked in Tallinn University of Technology (TUT) since 1981. The current status Professor of Facilities management he was awarded in 2000. Since now he has been supervising the academic studies in TUT in Facilities management. He is lecturing the main courses related to FM (strategic FM; Corporate real estate management; Maintenance of properties; Housing management), but also the bundle of courses related to construction management and organization. In parallel to academic lecturing he has been the project leader of several international and national research projects in the field. Since 2002 he is the Board member of the Estonian Association of Facilities Managers and Maintenance Professionals. In Estonian Standardization Board he is the Chairman of the National Mirror Committee for real estate, property and facilities management. Under his guidance the relevant national standards and translation of EU standards has been carried out. Since 2005 he is the Dean of the Faculty of Civil Engineering in TUT. Also training for professional and business communities in construction and property sector is part of his activities. For several times he has been involved as an expert in UNECE projects.

SPEAKERS
Robert Erfen is Director at the Headquarters of the German Bundesanstalt für Immobilienaufgaben (BImA). He received the degree in law at the University of Cologne, Germany, and had been for foreign assignment to the United Nations in Geneva, Switzerland. He had been working for more than 13 years for Germany`s Ministry of Finance. His tasks included in particular the development of the new Parliament and Government Quarter in Berlin.
ROBERT ERFEN
Since founding of the BImA in 2005, he is responsible for the major building projects of ministries and other state agencies in Berlin and for the United Nations in Bonn. Robert is Germany`s representative for PuRE-net and Steering Committee Member.
JAREK KURNITSKI
Jarek Kurnitski is professor at two universities, full professor at Tallinn University of Technology, Estonia and adjunct professor with 40% load at Aalto University, Finland. He is a vice-president of REHVA, Federation of European Heating and Air-Conditioning Associations, and the leader of Nearly Zero Energy Buildings nZEB research group which today operates at both universities. Before the professorship Jarek worked for SITRA, the Finnish Innovation Fund, where he conducted the Energy Programme 2009–2012. Jarek is editorial board member of Energy and Buildings journal and The REHVA European HVAC Journal which are leading international scientific and professional journals in the domain. Jarek has been deeply involved in the work to improve the energy efficiency of the built environment in two countries, he has developed energy calculation frames for present Estonian and Finnish energy performance regulations. Jarek has been working in expert groups of CEN, WHO, CIB, ISIAQ and REHVA, preparing international evidence based guidelines, standards and textbooks for healthy, comfortable and energy efficient buildings. Some examples are the preparation of EPBD 1st and 2nd generation standards (TC 156, TC 89, TC371, TC228), WHO guidelines for indoor air quality, and chairing the REHVA Task Force on Nearly Zero Energy Buildings nZEB preparing technical bases for uniformed EPBD implementation. As one of leading European experts in energy performance of buildings, he has recognized with scientific awards from professional associations REHVA and SCANVAC and his list of publications includes more than 300 items.
Marek Helm is Director General of Estonian Tax and Customs Board since 2011. Previously he has worked as Deputy Secretary General on public governance in the Ministry of Finance and on the same position on internal security in the Ministry of the Interior. Marek has substantial experience in public sector cooperation, having led the founding of the joint internal security office under the Ministry of the Interior and State Shared Service Center under the Ministry of Finance. In 1999-2006 Marek worked on different managerial positions in the Tax and Customs Board.
MAREK HELM
In 1996 Marek graduated Estonian Academy of Security Sciences, his speciality was customs. Marek has a master’s degree in public administration from Talllinn University of Technology since 2008.
Peter Torp Madsen is working for the Danish Building and Property Agency, Bygningsstyrelsen, as strategy and policy advisor responsible for portfolio and localisation strategy. Peter has considerable experience in international relations, having served in different boards of European nonprofit and advocacy organisations for several years. After graduating as Master of Political Science from the University of Copenhagen in 2007, he started working for the Palaces and Property Agency where he has had a number of different responsibilities including facilitation of the merger and creation of Bygningsstyrelsen in 2011.

Peter is Secretary of PuRE-net since 2012. In this role, Peter supports the Steering Committee, coordinates network activities, manages the webiste and other network communication along with various administrative tasks. Moreover, Peter is main responsible for the Working Table on strategy and business models.
