Magyarország kulturális nagyhatalom. A kultúrák európai találkozási pontján megtermékenyítőleg hatottak egymásra a különböző hagyományok, s ez gazdag, sokszínű kulturális miliőt eredményezett.
Hungary is a cultural superpower. At the European meeting point of cultures, different traditions had a proliferative effect on each other, resulting in a rich, diverse cultural milieu.
Ezt a tényt nemcsak számos, nemzetközi érdeklődésre számot tartó program támasztja alá, hanem a legfrissebb turisztikai felmérések is bizonyítják: 2015-ben Európa-szerte nálunk regisztrálták a legnagyobb növekedést a nemzetközi turistaforgalomban. Megmutatkozásra váró kulturális kincseink azonban nemcsak a fővárosban összpontosulnak. Az Európa Kulturális Fővárosa program, amelynek első magyar kiválasztottja 2010-ben Pécs volt, kiváló lehetőség arra, hogy fókuszba állítsuk Magyarország egy-egy csodálatos szeletét. Ehhez nyújt segítséget a Europe’s Capital is Culture – Európa Kulturális Fővárosai és Magyarország 2023 címmel tartandó nemzetközi konferencia, amit az Emberi Erőforrások Minisztériuma, mint a 2023-as magyarországi pályázási folyamat nemzeti hatósága, fontos induló eseménynek tekint.
This fact is supported by not only a number of programs raising international interest but also by the latest surveys: In 2015 the greatest increase in international tourist traffic across Europe was registered in Hungary. Our cultural treasures waiting to be presented, however, are not only concentrated in the capital. The European Capital of Culture program, the first Hungarian choice of which was Pécs in 2010, offers an excellent opportunity to set a wonderful slice of Hungary into focus. An assistance for this is provided by the international conference Europe’s Capitals of Culture and Hungary 2023 which is considered an important initial event by the Ministry of Human Capacities, as the National Authority for the 2023 Hungarian application process.

The conference program seeks to support all those who wish to make use of this great opportunity by sharing the experience of Pécs and other foreign capitals of culture through round-table discussions, and technical assistance. May there be well prepared and be more and more! In 2023, there will be a chance again to improve, to show ourselves and be collectively proud of the Hungarian cultural capital of Europe!

Pécs was European Capital of Europe in 2010 – and it is still today.
Bár az évad lezárulása után, 2011ben és 2012-ben egyfajta helykeresés jellemezte a várost, most, hat évvel az EKF-események után látható igazán, hogy mindazok az infrastrukturális, anyagi és szellemi fejlesztések, amik 2005-2010 között létrejöttek, miképp rajzolták át Pécs kulturális és ezzel együtt mindennapi arculatát.
Although, closing the ECoC season one could sense a kind of hollowness in the city in 2011-12, by today, six years after the actual ECoC period, one can really see that all infrastructural and substantive and human developments which were produced did have a deep impact on Pécs’ cultural and everyday life.

Pécs neve Európa-szerte összekapcsolódott a kultúrával, és nekem mint polgármesternek öröm megtapasztalni, hogy a közép-európai régióban, déli szomszédainknál tisztelettel és kíváncsisággal fordulnak felénk. Ugyanis Pécs 2010 lehetőségéből tovább tudott építkezni, ami mintául szolgálhat akár külföldön, de mindenképp azon magyar városok számára is, amelyek fontolgatják, hogy pályáznak az EKF-címre. Örömünkre szolgál, hogy Pécs adhat otthont ennek a konferenciának. Városunk az egész pályázati szakaszban szívesen áll rendelkezésre, bízva abban, hogy bármely magyar város is lesz Európa Kulturális Fővárosa, 2023-ban és utána is hosszú évekig élvezni fogja annak hozadékait.

Mayor of Pécs
Pécs was linked with culture in Europe, and for me, as the Mayor of the city it has always been a pleasure to experience that in the Middle- and South European region there is big respect and curiosity about Pécs. There is a quite simple reason for this: Pécs could exploit the opportunities ECoC 2010 offered, and she could be a role model for the neighbouring countries and especially for those Hungarian cities and towns who are considering a bid for the ECoC 2023 title. It is a real pleasure for us that Pécs will host this conference. During the application procedure Pécs is ready to share all the information and experience we have, in the hope that any Hungarian city that will win the ECoC 2023 title, will enjoy its proceeds for a long time.

3 pm: „Five years later“ – Current, future and candidate ECoC cities‘ visions A successful candidacy has to reflect some key issues of the bidding: the European dimension, a new but credible artistic concept, the participation of citizens and NGOs, and the sustainable cultural strategy. The question is, how the current, the selected and the candidate cities – among them partner cities of Pécs – would like to fulfil these expectations? Which priorities for sustainability did they set in their conceptions, and why? And – as a hypothetic question – where do they see themselves 5 years after the ECoC-year?

TAMÁS SZALAY
Tamás Szalay is currently the Director of the Hungarian Cultural Institute in Stuttgart, the member of Monitoring and Advisory Panel of the European Capitals of Culture Project and the Head of Pécs 2010 Association. Between 2004 and 2005 he was the member of the bid team of the European Capital of Culture Pécs 2010. From 2005 he became the Director of International Affairs and from 2008 the Cultural Director of the ECoC Pécs 2010 project. In the following two years he was the Director of International Affairs of the Zsolnay Heritage Management Non-Profit Ltd. and a Cultural and International Advisor of the Municipality of Pécs.
Péter Merza (1976) graduated from the Faculty of Geography at the University of Pécs, in 2006 he finished the PhD doctor school in the field of urban development. Between 2003 and 2006 he was the office leader at Baranya County Administration. In 2006 he became the managing director of the Pécs Develop ment Company, mainly focusing on the preparation of the investment projects for the European Capital of Culture – Pécs 2010 Programme. Between 2007 and 2010 he was directing the city development projects of the ECoC Pécs 2010 Program as Development Director of Pécs 2010 Management Agency. In 2010 he was elected to managing director and one year later to chief executive director of the Pécs Urban Development Nonprofit Company which is managing the complex rehabilitation program of the city.

DR
Dr. Ruszinkó Ádám - deputy state secretary for tourism, Ministry of National Economy Before his nomination, he was the tourism director of the EuroSpa Investment Kft, a member of the directorate and later president of the Büki Gyógyfürdő Zrt. He has been teaching for more than 13 years (currently as college lecturer) at the Budapest Communication and Business College, which recently changed its name to Budapest Metropolitan College. In the early 2000s he was the leader of the Healthcare Tourism development programme at the State Secretary for Tourism of the Ministry of Economy. From 2009 he became president of the Magyar Health-tourism Marketing Association. Due to his versatile training, he holds a tourist guiding and a doctor degree and also graduated as general manager and as healthcare manager (in Canada), furthermore he acquired MBA degree in the USA. He is currently attending the PhD School on the field of business economics at Szent István University.

Balázs Vincze was born in Budapest, in 1976. He is ballet dancer, choreographer, dance instructor, director of ballet festival and leader of the famous 55 year-old Pécs Ballet. Since 2015 he has been the managing director of the Zsolnay Heritage Management Nonprofit Ltd. After the training in the Hungarian Dance Art High school he got his BA and MA in 2009 and 2011 respectively. He began his professional career in Budapest in 1995. In 2001 he joined Pécs Ballet where he soon became the leading figure of the company, and he was elected to its director in 2005; a position he holds even today. Besides being solo dancer, he made popular and successful choreographies which earned him numerous prizes and awards, including the Harangozó Gyula Award (2010), the Imre Zoltán Award (2011) and the Hungarian Gold Cross (2014). Parallel to his artistic work, Balázs Vincze plays active part in cultural politics, making his field of art and the city of Pécs more and more present both on the national and international level.
Tarrósy, István, Habil. Ph.D. – Associate Professor of Political Science and Director of the Africa Research Centre, Department of Political Science and International Studies, University of Pécs. He is director of the Centre for International Relations of the University of Pécs, and research director of several European Integration Fund-supported projects including “Immigropoly – the migration game”. Fulbright Visiting Scholar and Hungarian Eötvös Postdoctoral Fellow at the Center for African Studies of the University of Florida, USA in 2013 and early 2014, Japan Foundation Intellectual Fellow at Ryukoku University, Kyoto, Japan at the end of 2010. Between 2000 and 2012 he conducted many field research projects in a number of African and Asian countries, including Tanzania, Kenya, Gambia, Egypt, the Democratic Republic of Congo, Japan and China. He was serving as the director of the Bid Office „European Capital of Culture - Pécs, 2010” and the first general director of the project.

Balázs Kovács is currently the vice president of Corps Touristique Austria and the director of the Hungarian National Tourist Office in Austria. He holds a degree in Economics, Contemporary European Studies and Law. In his early career he worked as an external contributor (Hungarian National Assembly, Committee for European Integration), as an assistant manager (Hilton Hotel Budapest) and as a management trainee (Commercial and Savings Bank, Germany). Between 2002 and 2008 he became a senior civil servant, chief advisor of the State Secretariat for Tourism, Ministry of Local Government and Regional Development and its predecessor organizations, furthermore from 2004 he was a lecturer at the Corvinus University of Budapest for 4 years.

Rolf Norås’ written works includes “Life in the Quarters of the City” and “What would you do differently if you knew what you now know? – An investigation into 12 former European Capitals of Culture”.

Walter Putschögl was born in 1957. He graduated as a Doctor of law at the Johannes Kepler University Linz. Between 1996 and 2005 he was the Managing and Commercial director of the National Tourism Board, responsible for the entire commercial division. From 2005 to 2010 he operated as the commercial and financial director of the Linz 2009 European Capital of Culture organisation. Since 2011 he is a management consultant for culture, tourism, organisation and finance and was elected commercial director of the Oberösterreichisches Landesmuseum in Linz, the most important museum of Upper Austria.
Prof. Hanns-Dietrich Schmidt was born on September 1st 1955 in Düsseldorf, Germany. He studied science of theatre, history of art and philosophy in Cologne. He began his career 1977 as dramaturge and dramatic adviser at theatres in Cologne, Stuttgart and Essen. In 1988 he was appointed professor of dramaturgy and practical theatre work at the Folkwang University in Essen. From 1990 until 2003, Hanns-Dietrich Schmidt was dramatic adviser to the Ruhrfestspiele Recklinghausen a major European Festival in the Ruhr area. He has worked as a guest dramatic adviser in Bochum, Frankfurt, Bremen, Berlin, Düsseldorf, Lausanne, Tashkent, Tel Aviv, Luxemburg, Zagreb, Sibiu, Ramallah, Stockholm, Shanghai, New York and Madrid. His special subjects include ancient theatre and the plays and work of Friedrich Schiller. He produced and managed international multi-lingual theatre productions with acting schools from all over the world. Since 2004 he has been responsible for International Relations for RUHR.2010, European Capital of Culture 2010. He works as a consultant for ECOCs and candidate cities. Since 2009 he has also been the vice-president of the Folkwang University responsible for International Relations and Events.

PETER GERMUŠKA
Peter is a specialist in the destination management and cultural tourism development with many years of international experience. He holds a master degree in Economics & Business management – Major in Tourism management from University of Prešov in Slovakia (2006). He also completed a research study on this topic at Leeds Beckett University in Great Britain (2009). After his arrival back to Košice, he worked as a tourism development manager for the Košice 2013 – European Capital of Culture project between 2010 and 2014. He initiated and coordinated the establishment of the first city level destination management organisation in Slovakia: „Košice – Tourism“. His involvement, experience and dedicated work on various projects helped to develop the city as a destination, by adding Košice to the touristic map of Europe. Also, his work initiated and supported the launch of low-cost airlines flights to Košice from the UK, and helped Košice to enter the world press like National Geographic Traveller, CNN, Lonely Planet and others. He is founder and director of the destination development company „DestinationLAB“, offering consultancy for destinations in Central & Eastern Europe, as well as future ECoCs. www.petergermuska.sk
Petr Šimon was born in Karlovy Vary, Czech Republic. He graduated from the Faculty of Education at the University of West Bohemia. In the years 2001-2006 he worked at the Pilsen office of Alliance Française, where he co-organised the festival of French and Francophone culture called Bonjour Plzeň! Within the scope of his activities connected with Alliance Française, he attended several workshops and stays abroad, e.g. with Alliance Française de Bruxelles-Europe. In 2008, he joined the candidature of the City of Pilsen for the ECoC title, and worked in the positions of Project Manager (2008-2009) and Deputy Director for Public Activation and Support of the Project (2009-2010). He is co-author of both the first and the second application for the ECoC 2015 title. In the time since Pilsen was awarded the title, he has been working as International Projects Manager (focusing mainly on cooperation among ECoC’s, including projects prepared in cooperation with Mons 2015, and on cross-border cooperation). Petr Šimon is also the Vice President of the civil society organisation Alliance Française de Plzeň and was a member of the civil society organisation Johan. In 2015, Petr Šimon was decorated with the Knight in the order of the Palmes Académiques.

Suvi Innilä (b.1974) is currently working as a programme manager at the Prime Minister’s Office of Finland, being responsible for the year-long programme celebrating Finland’s 100 years of independence in 2017. Prior to this, she was working for Turku European Capital of Culture 2011, first leading the successful bidding phase and a national competition between seven cities from 2004 until 2007, then as the programme director until 2012. Before her present position Innilä worked in a project enhancing the legacy of the European Capital of Culture year in Turku. Before Turku 2011 Innilä worked several years as the project manager of Arsnet, a provider of new working opportunities for cultural professionals. Alongside with this, she launched Tough Eye - Turku International Animated Film Festival as its first managing director in 2001. Suvi Innilä graduated as Master of Arts from the University of Turku in 1999, majoring in art history. She also has a background as a violin player.

„5 ÉVVEL KÉSŐBB: AKTUÁLIS, LEENDŐ ÉS PÁLYÁZÓ VÁROSOK A JÖVŐRŐL” „FIVE YEARS LATER“ – CURRENT, FUTURE AND CANDIDATE ECOC CITIES‘ VISIONS” Krzysztof Maj is the General Director of the European Capital of Culture 2016 organization, which is responsible for the preparation and the implementation of the Wrocław 2016 ECoC programme. Krzysztof Maj is an efficient manager with extensive experience in working in the culture and the local government units. He was responsible for the preparation of several major cultural events like the International Film Festival Ofensiva, the Street Art. Festival, Wroclaw Juvenalia (5 editions) and the International Festival of One Love. In addition, he served as vice district governor of Lubin and spokesperson of the Mayor of the City of Lubin.

KRZYSZTOF MAJ
Valeri Kyorlinski (born 1957) is a Bulgarian actor and theatre director as well as executive director of the Plovdiv 2019 Foundation. He was trained as an actor at the National Academy for Theatre and Film Arts in Sofia. Since 1985 he has worked for various theatres in Bulgaria (Yambol, Haskovo, Plovdiv, Sofia) as an actor, director and playwright. He has played in more than 50 theatre plays and in over 20 TV and cinema productions. He was one of the first members of Plovdiv 2019 Foundation’s Board of Directors. Since 2013 he has been executive director of the foundation.

Momčilo was born in 1959 in Novi Sad, where he completed all levels of education. His professional orientation include social science- sociology, philosophy, and ethics. Other fields of professional interest: creativity, creative industries, new media and social aspects of internet. He gained professional experience by teaching in higher education and university, as well as a private entrepreneur in the field of neon industry. Current employment: University UNION Nikola Tesla, Belgrade, Faculty for Management, Sremski Karlovci, Chairman of Media and Communication Department. In the last years he worked for the Novi Sad 2021 – European Capital of Culture programme as the President of Program Council, the Program Director and the President of the Team for writing the application.

Rariţa Zbranca is a cultural facilitator and manager based in Cluj, Romania. She is director and cofounder of AltArt Foundation (www.altart.org) and is currently involved in strategic planning and programming for the participation of the city of Cluj in the competition for the title of European Capital of Culture 2021 (www.clujnapoca2021. eu). She is a member of the Strategy Group of the “A Soul for Europe” initiative (www. asoulforeurope.eu) and a board member of the Balkan Express network. She is also cofounder and board member of Fabrica de Pensule (www.fabricadepensule.ro), an independent collective space for contemporary arts. Her main area of interest is the role of culture for social transformation and urban development. She has worked in the fields of arts and culture, media, and democracy for various organisations including AltArt Foundation, “A Soul for Europe”, Ethnocultural Diversity Resource Center, Soros Foundation for an Open Society Romania. She studied Photo-Video-Digital Image at the University of Arts and Design Cluj and Journalism at Babes-Bolyai University Cluj.

Eneko Garate Iturralde is currently the Internationalisation Manager of Donostia/San Sebastian 2016, European Capital of Culture. He received Business Administration and Management Degree in 1999 from the University of Deusto (San Sebastian) and later specialized in received a Masters Degree in International Marketing and Trade at Complutense University in Madrid. He started his career in the Spanish Embassy in The Hague (Netherlands) as a market analyst in 2001-2002 and worked later for Cojinetes de Fricción automotive company in Madrid for 3 years, as export manager in charge of African, South American and East European markets. Mid 2004, he wrote the Marketing and Business Plan to set up a professional cycling team for basque dairy company Kaiku. During 2005 and 2006, he was the general manager of the foundation running the professional team that employed 25 people and raced the European circuit. From 2007 to 2013 he worked for BEAZ-Behargintza Txorierri (Local Development Agency of Txorierri, industrial district near Bilbao, www.txorierri. eu), being the Head of Company of this public not-for-profit organisation created in 2001 to promote the economy, employment and local development in the six communities making up the Txorierri Association of Municipalities. He founded a publishing company and online bookstore called Libros de Ruta in 2012, and keeps on managing this company specialized in cycling books since then. He joined the Donostia/San Sebastian 2016 foundation in August 2013, and is in charge of international relations, European funding and international strategy of this year’s ECoC.
Ivan was born in 1973. He is the Head of the Department of Culture at the Rijeka City Hall since 2011. He graduated from the Faculty of Philosophy, University of Rijeka in Psychology in 2001. He studied at the master “Theory and politics of marketing” at the Faculty of Economics at Zagreb University. Having started his career at the independent scene, Ivan has 22 years of professional experience in the creative field and in culture, and 16 years of professional experience in leading management positions. Author of the music of dozens of performances, dance shows, installations. He used to be a long-term member of the rock band Let3 (1998 – 2009). Co-founder of the independent theatre Trafik (1997) and an association for ecology (Žmergo, 1996), and was the director of the independent contemporary music Festival Hartera. Ivan has long-term experience in managing cultural, media, and marketing projects for which he won a number of awards. Participated in numerous workshops, conferences, lectures in Croatia and abroad.

NEIL PETERSON
Neil is director and founder of Inside Track, an innovative, new consultancy which focuses on helping clients – normally major UK and European Cities – to deliver positive social and economic changes. A key strength of his work is the ability to find practical ways to connect cultural and sporting programming with the wider economic development of major cities. Previously Neil had held a range of senior positions in the UK with a particular emphasis training, employment and community development. This included a spell as England’s Northern Regional Director for the Charity Commission and leading one of the early and most successful private sector welfare organisations to develop various programmes. Neil joined the Liverpool Culture Company in 2004 in the build up to Liverpool’s European Capital of Culture year (2008). There he led Liverpool’s International work and also developed the Liverpool Welcome and 08 Volunteer programmes which were highly successful customer service and community engagement programmes and have been emulated by other European Cities. Neil has also played a significant role in the development of the European Capital of Culture project over recent years, being a founding member of the ECoC network through which the different ECoC cities support each other and share information. His special experience is the understanding of the role of culture and sport to encourage more active participation in city life – with a strong emphasis on volunteering – together with designing special programmes to create a special city welcome for tourists. In that way the city can be both a great place to live in and to being visited.
