rs 1 cr for uttrakhand, Himachal Pradesh Srinagar, June 21: Expressing solidarity with the victims of the natural calamity that has hit Uttrakhand and Himachal Pradesh, the Cabinet which met here under the Chairmanship of Chief Minister Omar Abdullah pledged an amount of Rs. 1 crore to the Prime Minister’s Relief Fund for providing relief and rehabilitation to the affected people. The Cabinet also accorded approval for the Return and Rehabilitation Package in favour of Jammu migrants amounting to Rs. 91.56 crore and its submission to the Government of India for sanctioning of the package and allotment of funds.

Police arrests three smugglers Srinagar, June 21: In a bid to curb the smuggling of medicinal herbs in Frontier district Kupwara, police in its drive arrested three smugglers and recovered nearly 103 kilograms of a rare medicinal plant, Pitrees (Aconitum roots). The consignment is estimated to fetch more than one crore in the international market. Giving details Sub Divisional Police Officer Kupwara Sajad Ahmed said that police in two different raids at Khumriyal and Kalaroos arrested three persons and recovered nearly 103 kilograms of rare medicinal herbs. “We have also seized the vehicle (JK09-6677) in which these medicinal plants were being smuggled,” he said. The police official identified the three smugglers as Nazir Ahmed Lone, Nazir Ahmed Shiekh and Sajad Ahmed Ganaie. “The accused have been booked under section 379, 6 Forest Act and they are being questioned,” he said. Ahead of Kashmir trip, PM reviews JK projects Zabarwan News Desk Srinagar/New Delhi, June 21: Ahead of his visit to Jammu and Kashmir early next week, Prime Minister Manmohan Singh today reviewed the status of the Rs 37,000-crore reconstruction package for the state which is currently being implemented. The Prime Minister's Reconstruction Plan involves 67 projects and schemes covering 11 sectors of the economy including expansion of infrastructure and basic services and employment generation. The review was undertaken by the Prime Minister with officials involved in the implementation of these projects, sources said. The Prime Minister is undertaking two-day visit to the state from June 25. At the meeting, it was noted that 34 projects and schemes have been completed and work in 28 is in progress, the sources said.
Among the projects completed are setting up of 1,000 micro hydro-electric projects, electrification of all villages, expansion of total literacy campaign to remaining three districts of Kargil, Poonch, and Doda and training to enhance skills of youth for IT/BPO sector at Jammu and Srinagar. Uri-II would have helped NHPC to increase its hydropower generation capacity to 1,920 MW in J and K from five projects in the state. about the reported snag refused to comment. However, some NHPC officials claimed that since the local population in the border town of Uri, located in North Kashmir, wanted job opportunities they would have attempted to disrupt the VVIP visit. The Prime Minister, who is scheduled to arrive in Udhampur on June 25, would be visiting Kishtwar where he will lay the foundation stone of the 850 MW Ratle Hydel power project on river Chenab at Drabshala. "A security conference was organised today by Counter Insurgency Force (Delta) to co-ordinate security issues with various agencies involved in providing security and other administrative arrangements for smooth conduct of the Amarnath Yatra," a defence spokesman said here. with every passing day making the people of subcontinent to suffer mentally, economically and above all socially. The general masses who always wanted cordial relations between India and Pakistan got only thorns of enmity in their laps and lost thousands of people in the course of time. The super power like USA followed its policy of divide and rule, sold enough of its weaponry to both the countries, continued inflaming and inciting them against each other
and made good of their resources. The political leadership of the two neighbours which should have understood the policy much before always got misled and plundered their rightful resources, spending them on purchasing the lethal arms and ammunition from USA and its European allies. The two countries fought many wars and a sustained proxy war let loose in Jammu & Kashmir cost heavily on the total economy which ultimately deprived the
poor population of the two countries of their basic necessities in this modern world. The recent statement of USA that there is no change in its Kashmir policy is indicative of the fact that this country wants to continue its unsteady misleading and confusing policies viz a viz Kashmir issue so that it can rob the subcontinent of its resources and keep the problem boiling as it has been since for over six decades. The USA had never adopted any clear policy for address-
ing the basic Kashmir issue, nor does it want so because that goes against its very basic interests. Now the time has come when the people of the subcontinent have started realizing the motives and game plan. India and Pakistan are both nuclear powers, they cannot afford to take cudgels with each other and both realize that their progress and welfare depends on their cordial and friendly relations. WHY SMS BAN?
H
ome Ministry has not till date revoked the ban on SMS service on pre-paid mobile phones in Jammu and Kashmir. The ban was imposed after proper deliberations by the Home ministry with various security agencies when Kashmir was on boil in 2010. While the ban on prepaid SMS services in Jammu and Kashmir evoked agitated reactions from the prepaid distribution network, mobile operators and the people in general, the union home ministry remained firm on its stand on the ban directive. Prepaid services have traditionally been very popular in the Indian market with almost 90% of the subscribers choosing to go prepaid. J&K is no exception to this trend and is estimated to have more than 2 million prepaid cellular subscribers. The government’s apparent raison d’être for this ban was to prevent misuse of prepaid mobile service for carrying out anti-national activities in the J&K region. The general reaction to this seeming tyrannical directive questions the effectiveness of such a ban. Though prepaid is a convenient means to obtain access to communication networks and does have its lacunae in the subscriber verification process, there are numerous other communications means available which can be used as an alternative to prepaid. Take for instance Satellite phones; the 2008 Mumbai attacks were orchestrated and elaborately directed through such satellite phones on which the government does not yet have any ‘lawful interception’ mechanism leave alone a system for jamming/blocking such phones. Now satellite phones can still prove to be an expensive mode of communications, so here is another alternative solution; all one needs to do is buy the prepaid service in another circle say for example in Gujarat or West Bengal and use the service from J&K on national roaming. What if the ban was enforced in JK, the rest of the country can easily source a prepaid connection and roam into JK. And how about this alternative – Just rob a phone from an authenticated consumer of postpaid services and use it for communications. It takes at least 3 to 6 hours before the SIM can be blocked by the service provider owing to the sheer time lag of discovering that your phone is stolen, Hunting for the customer service number, Placing the request for blocking with the customer service and the mobile operator actually blocking the SIM card. Having established that the ban is completely ineffective in serving the purpose of limiting antinational activities, such attempts are alienating the people of J&K and hurting the so called national interest. Nationalism cannot be forced upon the people of a democratic republic; only effective governance and economic alleviation supported by quality infrastructure can create a sense belongingness and national pride. Home Ministry in the garb of security check has only added to the misery of the people of Kashmir. Long queues of people can be seen waiting outside the mobile phone outlets. In the process their time is being wasted for no rhyme or reason. This is a torture inflicted on the innocent people of Jammu and Kashmir.

Most users of water pipes and many physicians believe that smoking through a water pipe filters out the toxic components of tobacco and is considerably less harmful than smoking cigarettes. Led by Mohammad Hossein Boskabady, MD, PhD, of Mashhad University of Medical Sciences, researchers set out to compare lung function and respiratory symptoms among water pipe smokers, deep or normal inhalation cigarette smokers, and non-smokers. Three groups of smokers, including 57 water pipe smokers, 30 deep inhalation cigarette smokers (S-DI), and 51 normal inhalation cigarette smokers (S-NI) were identified and studied. In addition, 44 non-smokers were studied as a control group. A questionnaire was administered to as-
sess the prevalence and severity of respiratory symptoms and lung function tests performed on smokers and control subjects using a spirometer. Results showed an increased prevalence and severity of respiratory symptoms among water pipe smokers and cigarette smokers. Similar effects of water pipe smoking and deep inhalation cigarette smoking on respiratory status were found. "Our study is the first report regarding the importance of the method of cigarette smoke inhalation with respect to effects on the respiratory system," Boskabady said. "Our findings reveal that there were profound effects of water pipe smoking on lung function values, which were similar to the effects observed in deep inhalation cigarette smokers," he concluded.
Excessive water in your system can dilute your body fluids so much that the sodium levels become life-threateningly low. Water may be the elixir of life, but it sure can send your health into a tailspin, even endanger your life, if you drink too much of it. While packaged water, juice and cola companies hardsell their thirst-quenchers to you through TV and print advertisements, the truth is that drinking too much water can do you more harm than good. Due to excessive water consumption, people have died of over-hydration, which goes by the name of ExerciseAssociated Hyponatraemia (EAH). In simple terms, it means that you have drank too much water and the excess has diluted your body fluids so much that the sodium levels have become life-threateningly low, causing cells to swell. That includes brain cells leading to loss of consciousness, seizures and even coma and death. For long-distance runners, this can be a particular hazard. With half-marathons and marathons being all the rage, runners while practicing must resist the temptation to tank themselves up with too much water.Water intoxication is always on the cards if you believe you have to 'stay ahead of thirst' by drinking excessive quantities of fluids.
Alcohol addiction:
Are you an alcohol addict? Countless families, no matter their social status, suffer immensely when their husbands, sons, daughters or wives binge on alcohol. These families suffer silently as booze rules the lives of their loved ones, but let's not confuse alcohol with occasional drinking. Essentially, if you break the official description down, alcohol addiction can be read as the feeling that your life revolves around alcohol, you consume it in large amounts - often in settings that aren't alcohol related, like breakfast, work or your child's play date - and you are not worried about it affecting your life adversely. Often alcohol addicts experience extreme weight gain or weight loss, and several other health issues.
What are the signs of alcohol addiction?
The major reason why we start drinking is to de-stress. When we are tired and worked up, we have a drink to calm our nerves and relax. But this could turn into an addic-
tion before you know it, especially if you don't find any other outlet for your stress or emotional mood swings. The feeling of being drunk is momentarily priceless but the effects on health and your system are dire. Some more signs include, getting into trouble due to alcohol like getting arrested for drunk driving, your performance at work suffers and your relationship with loved ones is drastically altered. If you wake up and crave for a drink, you're abusing alcohol. When you have alcohol to get over a hangover, you're abusing alcohol. If you are trying to quit, but can't, you're abusing alcohol. If moderate drinking isn't working for you, and if two drinks always lead to 20, then it's time to seek professional help, or an intervention.
So how does one quit alcohol?
Weigh the pros and cons of drinking; are you happy to be an alcoholic? Do you receive enough love? Are people around you happy? Do you have any savings in the bank? Next step, if moderation isn't working, then make a commitment to completely give up alcohol. Prepare realistic aims to follow and be ready for the withdrawal symptoms. If all efforts fail, India has several rehab centers for substance abuse victims. Anonymity is the essence at these centers, there are regular checks and the plan seems foolproof, but the onus is on you. A lot of effort has to come from the alcoholic's part. Green coffee beans can make you thin Scientists today reported striking new evidence that green, or unroasted, coffee beans can produce a substantial decrease in body weight in a relatively short period of time. In the study Joe Vinson's team described how a group of overweight or obese people who consumed a few milligrams of ground green coffee beans each day lost about 10 per cent of their weight. "Based on our results, taking multiple capsules of green coffee extract a day - while eating a low-fat, healthful diet and exercising regularly - appears to be a safe, effective, inexpensive way to lose weight," said Vinson, who is with the University of Scranton. The study involved 16 overweight or obese people aged 22-26 years who took capsules of the extract or capsules containing a placebo, an inactive powder, for a total of 22 weeks. The subjects alternated between a low dose and a higher dose of the extract. The low dose consisted of 700mg of the coffee extract, and the high dose was 1,050mg. It was a
so-called "crossover" study in which people cycled through the two doses and the placebo, each for six weeks. Such studies have advantages because each person serves as his or her own "control," improving the chances of getting an accurate result. All of the participants were monitored for their overall diet (calories, food eaten, etc.) and exercise over the study period. "Their calories, carbohydrates, fats and protein intake did not change during the study, nor did their exercise regimen change," Vinson said. Flood fury: Sushilkumar Shinde to visit Uttarakhand tomorrow
Dehradun: As massive rescue operations are underway in Uttarakhand, Home Minister Sushilkumar Shinde will visit the flood-hit state on Saturday. Speaking to reporters today, Shinde confirmed that 207 people have died and the toll could rise further. “We have evacuated more than 34,000 people, some 49,000-50,000 people are still stranded there,” Shinde told reporters here after a meeting with members of National Disaster Management Authority (NDMA). The Home Minister also assured that all efforts are being made to rescue stranded people in Uttarakhand. A total of 33,192 people, stranded due to floods in Uttarakhand, were rescued in the ongoing mammoth multi-agency rescue and relief operation even as thousands are still trapped or missing in the hills. Almost everyone from the worst hit Kedarnath town has been rescued. Today, the focus of the rescue efforts will be on Gaurikund and Rambara - more than 5,000 people are believed to be trapped in this narrow valley. The NDRF team reached Rambada today morning.
According to the Home Ministry statement, a total of 50,422 pilgrims were still stranded at various places. Also, over 13,000 people are said to be missing. The search, rescue and relief operations are being carried out with the help of helicopters and personnel from Army, Air Force, NDRF, the Sashastra Sena Bal and Uttarakhand government. Hyderabad: YSR Congress chief Y S Jaganmohan Reddy’s judicial custody ends on Friday and he will be produced before a Hyderabad court. Jagan was lodged in Chanchalguda jail since his arrest by Central Bureau of Investigation (CBI) on corruption charges in May last year. All the other accused in that case will also be produced before the court. The ED had on May 31 frozen fixed deposits worth more than Rs 34 crore of a media firm owned by Reddy in connection with the money laundering probe against him and others. With this fourth attachment order, the agency has attached more than Rs 300 crore worth of assets and properties belonging to Jagan and others in the disproportionate assets case being probed jointly by the ED and CBI.The fixed deposits with a total value of Rs 34.66 crore, which had been termed in the order as “proceeds of crime”, are in the Jubilee Hill branch of Oriental Bank of Commerce in Hyderabad in the name of Jagati Publications Limited, a firm owned by the Member of Parliament (MP) from Kadapa in Andhra Pradesh.

The cutoff for the four-year undergraduate economics (with commerce background) programme in Delhi University’s St. Stephen’s College this year is a staggering 98 per cent, according to the figures college released here on Friday. On an average, there is a minimum one per cent rise in the cutoff percentage to 95 per cent for almost all the courses offered by the college. “The cutoff is determined on the basis of the marks of the applicants. This time, the board results have been good. Thus, the cutoff is also high,” St. Stephen’s spokesperson Karen Gabriel told IANS. At 94 per cent, the cutoff for the four-year undergraduate mathematics course for general category students is almost three per cent higher than last year. For undergraduate programmes in English and History, the rise in the cutoff is 0.5-1 per cent higher than last year at 95.25 per cent and 94.5 per cent. Similarly, the cutoff for subjects like physics and chemistry is at 96 per cent for general category students. The only subject for which there has been no change in the cutoff is Sanskrit, which remains at 65 per cent. The college gives 85 per cent weightage to the marks scored by aspirants in their Class 12 exams. Those who make it to the cutoff list are then called for an interview, which carries 15 per cent weightage in the admission process.

10 crushed to death after three-storey building collapses in Thane
At least 10 people, including two children, were killed after a threestorey building collapsed in Mumbra in Thane district early on Friday-- the second such accident in the town in two months.The incident occurred around 2 a.m. when the 35-year-old Shakuntala building came crashing down, catching the sleeping occupants unawares, an official of Police Control Room in Thane said. A three-month-old infant and a seven-year-old boy were among the seven people crushed to death, while 22 people were rescued till daybreak, the official added. At least seven people, including members of a family, are still believed to be trapped under the rubble. The rescue operations are underway in full swing. According to some reports, the
residents of the building had been served an eviction notice some time ago by the civic authorities but they did not pay any heed to it. The injured have been rushed to hospitals in Kalwa town and Thane city for treatment. Mumbra is about 40 km from Mumbai. Mumbra Mayor Harishchandra Patil said the civic body would soon make arrangements to shift people living in dilapidated and dangerous buildings to new rental houses which have been made available. “We are finalising the rent, which may be around Rs.1,500, to be charged from the occupants so that they can be shifted there from dangerous structures,” Patil told media persons from the scene of the tragedy.
