Siddaramaiah announces probe into KPSC scam
BANGALORE: Karnataka Chief Minister Siddaramaiah today announced an inquiry into alleged irregularities in selection of candidates by the state public Service Commission for gazetted probationer posts. He also said government would withhold the candidates’ list selected by the Commission till the probe was completed. Replying to a debate on the issue in the Assembly, raised by opposition JDS Leader H D Kumaraswamy and Karnataka Janata Paksha’s B S Yeddyurappa, he said the probe would be held by a competent investigative agency, which would submit its report in two to three weeks. “Suitable action will be taken against officials found guilty”, Siddaramaiah said. “The government cannot
remain silent on the issue even though KPSC is an autonomous body. The image of KPSC and its members has been sullied following allegations that they demanded huge sums as bribes from candidates for selection,” the

Chennai: AIADMK supremo J Jayalalithaa on Monday announced five of her party nominees for the June 27 biennial election to the six Rajya Sabha seats from Tamil Nadu, giving V Maithreyan a successive term. Maithreyan, chief of AIADMK’s Medical wing, is one of the six MPs from the state whose term expires by July 27. Suburban trains on the Central and Harbour Line were running at least 30-40 minutes late since morning due to water-logging on tracks in some places. Also, some trains were shifted from fast to slow tracks, due to inundation. However, train services on the Western line were said to be on schedule.
Chennithala remains silent regarding his cabinet prospects

Monsoon arrives early in Odisha, covers whole state
The southwest monsoon, which arrived in Odisha two days ago, advanced rapidly and covered the entire state Monday, an official said. “The southwest monsoon has further advanced into the remaining parts of the state, and covered the whole of Odisha today (Monday)” S.S. Sahu, director of the Bhubaneswar Meteorological Centre, told IANS. The monsoon normally reaches the state by June 10. However, this year it arrived two days ahead of schedule. Odisha contributes about one-tenth of the country’s total rice production. A good monsoon is crucial for the state, which has about 75 percent of its workforce engaged in agriculture. Flooding was reported from Malad, Andheri, Versova, Dadar, Parel, Chembur, many parts of the key LBS Marg in the eastern suburbs, and Marol-Saki Naka belt. Two important subways at Malad and Andheri were flooded, with about three feet of water, rendering them inoperational for the east-west traffic movement.

Eating six to eight meals a day rather than three, is better because it boosts metabolism, controls blood sugar levels and helps in weight management. Consuming three meals increases the likelihood that one will start an exercise regime with a low blood sugar level. For instance, if we eat lunch around noon, generally our second meal of the day, we would not have much energy for an optimal, calorie-burning workout in the evening. On the other hand, if we follow a six-meala-day plan and have a small meal around noon and another meal around 3 pm, our blood sugar level would be more stable, providing us with more energy for our workout. Cortisol, a hormone, breaks down body fat. However, if we eat a large, high-calorie meal, cortisol is produced in large quantities, but transports the fat from under the skin to deep within the abdominal cavity. This increases the risk of chronic diseases including abdominal obesity, heart disease and diabetes. Incorporating a six-meal-a-day plan into one's routine decreases the magnitude of cortisol production. Eating within 30 minutes of every exercise session enables our muscles to maximally replenish the glucose we used during the workout. Consuming another meal two hours after the post-workout meal further enhances post-exercise recovery and replenishment. This means that the growing foetus is negatively affected by two different types of smoke. Once the baby is born, it would no longer be affected by the mainstream smoke that the mother inhales, however if the mother continues to smoke, the child will suffer the effects of secondhand smoke and become a passive smoker itself. What happens to the foetus when a pregnant woman smokes? On smoking several things happen. Firstly, there is a reduced supply of oxygen, due to the increase of nicotine and carbon monoxide in the mother's bloodstream. This means that there is less oxygen available to the baby, as the harmful substances replace it. The baby will begin to move slower after the mother has smoked a cigarette and the baby's heart will have to work faster, as it tries
to breathe in more oxygen. Consequently, its breathing and movement will be altered. In other words it will suffer unnecessary stress. Nicotine, not only reduces the amount of oxygen but also constricts the blood vessels in the mother's side of the placenta, thus preventing the blood supply, oxygen and the necessary amount of nutrients and food from reaching the baby, which will result in the slow growth of the foetus. To maintain normal blood vessels, smokers need three times the intake of folic acid and twice the intake of vitamin C as nonsmokers. Lower vitamin C levels are associated with weakened amniotic membranes containing less collagen leading to premature rupture of the membranes and early delivery. As a result the foetus will not develop or grow as well as it should and this can lead to the birth of a low-weight baby and all the risks and complications that would follow after its birth. A low-weight baby is more likely to be placed in intensive care once it has been born. Not only this, once the mother has given birth, she will cut off the supply of nicotine to her child and shortly the baby will begin to suffer the effects of nicotine withdrawal. What are the effects of smoking on the mother and the pregnancy?
Smoking throughout pregnancy does affect both mother and child and can lead to complications that could have been prevented had the mother stopped smoking. Given below is a list of possible pregnancy complications: Ectopic pregnancy - this can be life-threatening for the mother and can lead to difficulties in becoming pregnant again. In an ectopic pregnancy, the egg usually becomes implanted in one of the fallopian tubes and begins to grow there. In the majority of cases, this type of pregnancy will never result in the live birth of a child, as there is not enough room for the baby to grow fully, and the cells must be removed as soon as the ectopic pregnancy is diagnosed by either an injection of drugs or by surgery. Foetal death - this is when the baby is still a foetus (less than 28 weeks) and dies in the uterus. Maternal smoking has been linked to the death of 5 - 10% of all foetal and neonatal deaths. Stillbirth and death of the baby in the first week - A condition known by the name of SIDS is quite common among infants. This is sudden infants' death syndrome. This risk is increased by a third if the mother smokes. Miscarriage - the risk of suffering a miscarriage is increased by 25% for a smoker.
Placenta previa - the placenta lies extremely low in the uterus and block or covers the opening of the cervix. This can result in a difficult delivery and puts the mother's and baby's life at risk. Early detachment of the placenta from the wall of the uterus before delivery, which could result in heavy bleeding. Smoking in hospitals!
t is interesting to note that Police is going after people who are smoking publicly. Even when these lines are being written, Police station Kothibagh has reportedly recovered around ten thousand rupees from offenders. This action follows a sustained campaign launched by an NGO JKVHA against consumption of tobacco in public. IGP, Crime Branch has in fact issued circular instructions to all District SPs and SHOs directing them to incorporate the offences under tobacco Act, in the monthly crime reporting formats of Police Stations. IGP Kashmir too has extended his wholehearted support to the campaign in the interest of the health of general public. Earlier, Deputy Commissioner, Srinagar constituted a special squad for random checks of shops for confiscating Gutka, which has been banned by State Government. So far so good. With the help of the local police, the administration is enforcing the ban imposed by it on smoking in public places. But one thing needs to be noted here. Hospitals in Kashmir has so far failed to attract the attention of the enforcement agencies. It is not that smoking has not been banned in hospitals but it is not being enforced properly. It has been observed that attendants of patients indulge in smoking either in the canteens of the hospitals or in the close vicinity thus endangering the lives of the patients. Tobacco smoke was known scientifically to contain over 7,000 chemicals, 70 of which caused cancer and affected all parts of the body. Those who inhale the smoke are exposed to all these chemicals and are at risk of the adverse health consequences of these chemicals. The Public Health Act states: “A person shall not smoke tobacco or a tobacco product or hold a lighted tobacco product in an enclosed or indoor area of a workplace, or any other public place except in a designated area.” The act explains that the public place in reference includes but is not limited to the following places: factories, offices, restaurants, pubs, places where children are cared for, health and educational institutions, cinemas, shopping malls and markets. The rest are recreational areas (both open and closed), stadia, public transport, vehicle transport terminals and places of collective use. The public has to note that secondhand smokers were predisposed to all the harmful effects of tobacco use, which included heart diseases, lung cancer, sudden infant death syndrome, acute respiratory tract infections, severe asthma attack in children and many other diseases. At many places, canteen owners have been seen selling Gutkha and Cigarettes secretly. Though it is not possible without the help of the hospital administration, the latter needs to wake up from the slumber. Hospital administration should crackdown on canteens and cancel the contract of the violators. Administration should also ban sale of tobacco products around hospitals so that the patients are not made to suffer. Smoking inside hospitals is polluting the entire atmosphere which otherwise needs to be clean and pure. Another option, adopted in some western countries is smoking shelters, because policing an outright ban seems to be impossible in the current situation. However the areas would be for visitors only, with new disciplinary measures to deal with staff flouting the rule. It remains a stark reality that the administration has been unable stub out the problem of smoking on hospital grounds despite introducing a blanket ban. Years of slack enforcement has resulted in renewed pressure for enforcement of the law against smokers. The head of the institution should also a direction to all departments to display signboards like “no-smoking area” and “smoking here is an offence”, to create awareness among the public about health hazardous caused by the consumption of tobacco products. The signboard will have to also display the name of the manager or the one in charge with his designation and phone number to facilitate filing of a complaint if anyone is found smoking in the government premises. Though under the no-smoking acts, smoking in hospitals like other government departments is banned, this is the time the hospital authorities should issue a circular directing the department heads to put signages. The authorities should also have the enforcement squads conduct rigorous drives as part of its plan to make hospitals “smoke free”.

The Commission also noted that for a country aspiring to change from a traditional to modern society science should form the basic component of education and culture. Hence purposeful education should consist of four basic elements viz. literacy, numeracy ( a study of mathematics and natural sciences), work experience and social service. The

Education till 1976 had been essentially the responsibility of the States. This meant the availability of facilities and resources for education was dependent not on the commitment of the nation as a whole but upon the vicissitudes of the resources allotted by States for education. Though the States showed all round increment in enrolment, they presented a scenario that had wide disparities among the sexes, sections and states. The performance across different levels of education in the various States and Union Territories was also not uniform. What was more worrying was that growth rate in elementary education after an initial spurt, started a tendency to taper off. The drop out rate in schools became high and the drop outs lapsed into illiteracy adding to the mass of illiterates in the country. Accordingly in the school curricula in addition to laying down a common scheme of studies for boys and girls, science and math were incorporated as compulsory subjects and work experience was assigned a place of importance. It was to develop in the child well defined abilities and values such as the spirit of inquiry, creativity, objectivity, the courage to question and an aesthetic sensibility. In short scientific literacy was to inculcate scientific temper in the individual. However the general formulations in the 1968 policy did not get translated into a detailed strategy of implementation for various reasons. As a result the earlier mentioned problems of wastage, stagnation, access, quality, and finance accumulated over the years assumed such massive proportions that they had to be tackled with utmost urgency. Accordingly a new policy on education was enunciated in 1986 where in the emphasis shifted from enrolment per se to enrolment as well as retention. For those outside the school system The National Literacy Mission (NLM) was launched as a societal and technological mission on 5th May 1988, with the object of imparting functional literacy to 80 million illiterate adultsby 1995.The NLM defined functional literacy as acquiring the skills of three R’s and the ability to apply them to daily life. Functional literacy would include imbibing the values of national integration, conservation of environment, women’s equality and small family norms etc. Thus literacy as enunciated in the NLM is not an end in itself but has to be an active and potent instrument of change ensuring achievement of these social objectives and creation of a learning society. The NLM believes that functional literacy would result in empowerment and a definite improvement in quality of life of an individual. The efforts of the NLM are laudable indeed. By 2000, it had covered 152 million people spread over 559 districts of the country to impart to them the basic skills. The NLM also won the UNESCO-NOMA award in 1999 for its magnificent work. Towards the turn of the last century we had ushered in the era of liberalisation and globalisation. New technologies like information technology, bio technology and nano technology have entered India in a big way in government banking industry, trade and commerce.

"It claimed that the infants were suffering from various ailments. On the other hand, another senior doctor at the hospital has admitted that there was a snag in the oxygen concentrator system due to strong winds and one of the infants had died during that night," he said.

ADB team visits Valley to assesses the feasibility of Tranche-3 projects under JKUSDIP SRINAGAR, JUNE 10: To assess the feasibility of various projects proposed to be taken up by the J&K Economic Reconstruction Agency (J&K ERA) under the Jammu and Kashmir Urban Sector Development Investment Programme (JKUSDIP) conducted 4-day visit to the Valley. Among the visiting team of ADB Senior Manager, Mr Atsushi Kaneko, Resettlement Consultant ADB Ron Slangen visited various sites proposed for the projects for the construction of new water supply transmission means to augment the safe drinking water facility in Srinagar city besides the sites for the construction of drainage and sewerage project.

DC convenes meeting to sort-out public, land issues
UDHAMPUR, JUNE 10 - Deputy Commissioner, Udhampur, Yasha Mudgal Monday convened a joint meeting of Army and Civil Officers to sort out various public and land related issues. Middle School Shiv Nagar, repair of road maintained by MES and Army.Addressing the meeting, the Deputy Commissioner asked the Garrison Engineer (utility) Udhampur to formulate a comprehensive plan for laying and shifting of water pipes with the close coordination of officers of National Highway Authority within stipulated time so that the construction work of National Highway near village Sangoor could not be hampered. The DC asked the officers of HQ 71 Sub Area to erect sign board written in Hindi and urdu language to prevent further illegal construction in the notified area. She also asked to resolve the issue of land dispute pertaining to Govt. Middle School, Shiv Nagar, Udhampur so that the additional construction works of school building would be initiated soon. DDC discusses issues to finalize draft annual plan
UDHAMPUR, JUNE 10 - To discuss issues regarding finalization of draft annual plan 2013-14, District Development Commissioner, Udhampur, Yasha Mudgal, convened a meeting of district officers here Monday. The meeting held threadbare discussion on submission of latest photographs of developmental works, status of different schemes under execution, construction programmes of different departments and action taken reports of District Development Board (DDBs) meetings for the period of ending April, 2013, staff position of all departments, status of various DDB meeting’s decisions etc. The DDC instructed the officers of various departments to submit the pending information regarding various sectors at the earliest. Baramulla Dist. plan finalized at Rs. 113.54 cr, Ramzan stresses on judicious use of funds BARAMULLA, JUNE 10:-The District Development Board Baramulla Monday approved current year’s plan of Rs. 113.54 cr. for the district which includes Rs.40.69 cr revenue component and Rs.72.85 cr. capital component. The Board meeting was chaired by chairman of the District Development Board Baramulla and Minister For CA&PD and Transport, Choudhary Mohammad Ramzan. Under PMGSY, he said, 104 works were taken in hand on which Rs 29.03cr were spent during the period besides under MGNERGA 34.31 lakh men days were also generated. He said that Rs 1.26cr have been spent on Agriculture and its allied sectors besides Rs 12.73cr were also spend on irrigation schemes during last year.

He also laid foundation stone of 0.75 Km Birshalla – Upper Dudote link road which will be constructed by PWD (R&B) Division Doda at an estimated cost of Rs. 60 lakh besides inspecting various ongoing road projects in Bhallessa. Ghulam Mohiud-Din Shah on their death anniversaries falling on June 11. SRINAGAR, JUNE 10: The State Government is contemplating to construct a Cold Store at Kolkata for preservation of fruits being forwarded by the Horticulture Planning and Marketing Department to Kolkata fruit mandi, and a Kissan Bhawan at a cumulative cost of Rs 13.25 crore for which 6.5 kanals of land have been leased at the prime locations of the 4th largest terminal market of the country. This was stated by the Minister for Horticulture, Housing and Culture, Raman Bhalla while chairing a joint meeting of officers of Horticulture Planning and Marketing, Agriculture, Revenue and Forest Departments convened to review the functioning of the departments here Monday. The Minister said that the construction of Cold Store and Kissan Bhawan at Kolkota became imperative as the mandi receives and handles the fresh fruits from the Jammu & Kashmir to feed the sub markets of the entire North Eastern States. He
said that the Detailed Project Reports (DPRs) for both the projects have been completed and the work shall be started shortly. Bhalla said that the land measuring 4 kanal situated at CP-12 Sector-V, Salt Lake, Kolkata, has been identified for construction of Multi Commodity Cold Store with minimum 200 metric ton (MT) capacity of fresh fruits for which an amount of Rs 9.25 crore has been earmarked and would be spent this year. He said that, likewise, land measuring 2.5 kanal, situated at LA-5, Sector 3, Salt Lake Kolkata, is proposed for construction of Kissan Bhawan having 24 rooms, dining hall, office and a conference hall is proposed to be constructed at an estimated cost of Rs 4 crore. The Minister said that besides Kashmiri Apples, Cherries and Plums, a large quantity of Basmati Rice, Mushroom, Kala Zeera, Honey and Saffron will be preserved in the Cold Store which has great demand in the area. The Minister said that the proposed infrastructure at Kolkata will facilitate a centre for interaction between the traders of the state and traders of West Bengal, Bangladesh, Bhutan and Myanmar besides north eastern states of the country. He said
that setting up of the centre at the most prime place, Salt Lake, Kolkata, will provide a platform for development of forward linkage which also will strengthen the backward linkage, thereby encouraging horticulture trade of the state. He said this will ultimately develop an efficient Agriculture Marketing System so as to facilitate the smooth assembling and flow of the product from state to the nook and corner of the North Eastern states and Bangladesh. It was disclosed in the meeting that the annual business turnover of fruit trade of J&K at Kolkata is near about 150 to 160 crore out of which about 50 to 60 crores is the export turnover. The meeting was also informed that the Kolkata fruit mandi receives more than 10,000 boxes of Cherries and 25 to 30 lac boxes of apple annually directly from the Jammu and Kashmir, besides 10 to 25 lac boxes of apple of State indirectly from Azadpur Fruit mandi and Vegetable Market, Delhi. Commissioner Secretary, Agriculture Production Dr. Asgar Samoon, Secretary Revenue Vinod Kaul, Joint Director Horticulture Marketing S. L. Hangloo, senior officers of JDA, SDA, Revenue and Forest Departments attended the meeting.

Sagar for early completion of Mukhdoom Sahib ropeway SRINAGAR, JUNE 10:- Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar has asked the officers to ensure that the ropeway project at Mukhdoom Sahib be completed in all respects within the stipulated time. The Minister was speaking at a review meeting convened to discuss the status of completion of the prestigious Ropeway Project at Mukhdoom Sahib being constructed by the Jammu and Kashmir Cable Car Corporation. Sagar directed the officers to complete the trial runs as soon as possible and have RITES inspection done so that the safety of the passengers is ensured. He said that officers working on it should work in a coordinated manner to ensure that it is dedicated to the public as soon as possible. The Minister said that the project would go a long way in helping the devotees who come to pay their obeisance at the revered shrine of Sultan-ul-Arifeen (R. A.). He said that it would also contribute effectively in promoting tourism and other related activities in the area and old city Srinagar as a whole. It is pertinent to mention here that the ropeway project is being constructed with an estimated cost of Rs. 6 crore including the civil works. PM postpones Kashmir visit Srinagar: Prime Minister, Manmohan Sigh has postponed his upcoming Kashmir visit in view of some other preoccupations’, sources said. The Prime Minister was to arrive in valley on June 25 for a two days visit to the state. Singh was scheduled to inaugurate and dedicate to nation the Mughal Road, Pir Panchal Tunnel and also issue a stamp in the name of Shair-e-Kashmir during his visit to the state. He was also believed to be extending an invitation to the separatist leadership for talks with New Delhi. Meanwhile, Jammu and Kashmir Congress Committee President, Saifuddin Soz confirmed to KNS that the Prime Minister has deferred his state visit. “Due to some other urgent preoccupations, the PM won’t be able to visit the state on the date fixed earlier. However, the visit will take place a few days after the earlier schedule”, Soz said over phone.

Police officer goes missing SRINAGAR: A police officer went missing in South Kashmir, an official told Kashmir Dispatch on Monday. Assistant Sub Inspector of Police, Habib Ullah went missing after leaving to take a bath at Chandanwari, Pahalgam two days ago, he said. The officer went for a bath and did not return, he added.

Population growth declines; literacy rate improves
SRINAGAR June 10:
Jammu and Kashmir has contained its population growth by around six per cent in the decade from 2001 to 2011, according to figures released by state Directorate of Census Operations here today. From 29.43 per cent in 2001, the population growth has declined to 23.64 per cent in 2011 in the state. However, the overall child sex ratio in Jammu and Kashmir has decreased from 941 in 2001 to 862 in 2011. Literacy rate in the state has improved from 55.5 per cent in 2001 to 67.2 per cent in 2011, however, it is still below the national average of 72.99 per cent. The data, released by Joint Chief Principal Census Officer, C S Sapru, records the final total population of the state at 1,25,41,302. The provisional population total that had been released before was 1,25,48,926, Sapru told reporters here. He said as many as twelve districts in the state have higher population growth than the state average, with Anantnag district in south Kashmir recording the highest growth rate at 38.58 per cent. Anantnag's nearby district Kulgam has the lowest growth rate at 7.73 per cent, he said. Employees' march halted, EJAC meets CM Srinagar June 10: Jammu and Kashmir police on Monday foiled a protest march by government employees in support of their demands including enhancement of their retirement age from 58-60 years and regularisation of dailywage and casual workers. Hundreds of government employees under the aegis of Employees Joint Action Committee (EJAC), assembled at Exhibition Crossing here and tried to march towards the Civil Secretariat, but were stopped by police who asked them to disperse peacefully, official sources said. The protesters, however, refused to pay heed and continued to march, forcing the police to resort to lathicharge and use water cannons against them, they said.Dozens of employees were detained, the sources said, adding however, there were no reports of anyone getting injured.Work in all government offices was affected due to the strike

NHRC seeks report on infant deaths
Srinagar June 10:
National Human Rights Commission today sought a report from the Jammu and Kashmir government on the death of four infants in a Srinagar hospital within 24 hours last month. Taking suo motu cognisance of a media report, the NHRC asked the Jammu and Kashmir Chief Secretary to submit a report within four weeks regarding the deaths in GB Pant Hospital. The four infants died between May 2 and 3. "It has also been alleged that there have had been several hundreds of infant casualties in the first half of 2012 in the main childcare facility of the same hospital. "Nearly, 4,000 children were reported to have died during the last four years in the hospital.
