no change in PM's scheduled visit to Kashmir Srinagar, June 11: Prime Minister Dr Manmohan Singh's proposed visit to Kashmir later this month to inaugurate Pir panjal railway tunnel is unlikely to be postponed. According to senior government officials, there is no change in the Prime Minister's two-day scheduled visit to Kashmir from June 25. The official was reacting to news in local media stating the visit stood postponed. A few local newspapers had quoted state Congress President Prof Saifuddin Soz saying that the visit had been postponed by "some days." Singh is scheduled to arrive in Kashmir on a two-day visit on June 25 to dedicate the 11-km tunnel in south Kashmir to people. The tunnel is part of the 345-km Udhampur-SrinagarBaramulla rail project of Northern Railways. Built at a cost of Rs. 1,300 crore, the tunnel would connect Banihal in the Jammu division with Qazigund in the Kashmir division and shorten the distance between the two places by 17 km. Speaking to the Hindustan Times, even Soz clarified that there might be a change in days. "A day here or there is what I meant,"' said Soz. However government sources said the trip would either be in June or would have to happen after Amarnath yatra.

Pak does it again on LoC Third ceasefire violation in the past four days
In a second ceasefire violation in less than 24 hours, Pakistani troops today fired at Indian posts along the Line of Control (LoC) in Poonch district of Jammu and Kashmir. Today's incident in which there was no loss of life or injury to anyone in the firing is the third ceasefire violation in the past four days and the fifth in 19 days. All but one of the five ceasefire violations occurred in the Poonch sector. The Pakistani troops opened small arms firing on Indian positions in the Nangi Tikri forward area along the LoC in Krishnagati sub-sector of Poonch district at around 1310 hours today, Defence PRO S N Acharya said. The firing continued intermittently for over an hour, he said. Srinagar: Upset with the fresh statements of the senior National Conference leaders in connection with the strikes of state Government employees in support of their demands, Joint Consultative Committee (JCC) on Wednesday asked them (NC ministers)to refrain from such statements and said, “Such statements could widen the gaps between govt. and employees.” JCC also called for a two day strike programme on June 21 and 22. “They (NC leasers) say, we do it for politics. But the fact is that we are being forced to take this path. Government backtracked from written agreements twice and still blames us of playing politics.” Senior JCC leader and head of one faction of EJAC Muntazir Mohi ud din said in a press conference at Srinagar. He added, “We went on strike for 43 days in 1991 and 42 days in 1992 when state was under Governor Rule. We again went for strikes under Governor Rule after 2008. Officials employed with famous Centaur Hotel on anonymity said, “Tourists feel uncomfortable due to occupation of forces here, Presence of CRPF was acting as a spoilsport for the state exchequer as tourists are not willing to book their accommodations in the hotel. They said despite the low rates packages offered by the hotel authorities, none of the tourists book their accommodations during their stay in valley. Jammu and Kashmir Chief Minister Omar Abdullah, during his speech at the Internal Security conference last week that was chaired by Prime Minister Manmohan Singh, had said "We cannot wait for last gun to fall silent" to repeal of the AFSPA. Omar had also argued that if no AFSPA-like laws are required to be imposed in Naxal-affected areas where heinous crimes are being committed by Naxalites, then how could it be necessary to keep such laws in force in the areas in Jammu and Kashmir which have become by and large peaceful? Omar has been strongly pitching for partial and gradual revocation of AFSPA from the areas where peace has prevailed and militancy related incidents have diminished considerably. The Prime Minister had also complimented the state government for a peaceful 2012 which was by far the best in the past 25 years in terms of decline in all parameters and indices of violence.

When contacted Minster for tourism Gulam Ahmad Mir said, “The hotel is looked after by centre government I think it may have been given to security forces for the protection of hotel. But as far as state government is concern it was the facility for us to provide quality accommodation for tourists. School on edge of Nallah Sindh threat to students Ganderbal, June 11: Students enrolled in Government Middle School Ramwari in Kangan area of Ganderbal district always remain in constant fear as the River Sindh is flowing in close proximity with their school building. The school located at the edge of Nallah Sindh poses threat to the lives of nearly 200 children as the school is without any protection wall or fencing. Locals are apprehensive of any tragedy anytime and fear that any student may slip to death in the Nallah.“The building is dangerously close to the river now and tragedy can happen any time,” said Abdul Majeed, a local panch. It also suggested that district administration should formulate action plans for conservation of wet lands, forests and springs. The Committee, which met under the Chairmanship of MLA, Mr. M. Y. Tarigami here today and discussed various issues related to the protection of environment. The Committee members included Mohammad Sharief Naiz, A. R. Prolonged detentions
W
ith the onset of militancy in Kashmir started the phenomenon of the detention of the local youths by various security agencies. In order to curb the armed movement, security forces launched massive crackdowns throughout the length and breadth of the Kashmir valley. While picking up the trained militants, the security agencies willingly or unwillingly laid their hands on innocent people as well, who were picked on mere suspicion. These people too had to spend months and in many cases years in jails because security agencies suspected their involvement in subversive activities. Down the line, two decades later, the practice of crackdowns is almost over now. A new phenomenon of stone pelting started in Kashmir and it took its toll on Kashmiri youths. During the three most disturbed years of 2008, 2009 and 2010, hundreds of youth got killed in violent clashes with police and security agencies. A large number of youths were also detained for indulging in stone pelting and booked under various laws including Public Safety Act (PSA). Though the Chief Minister Omar Abdullah announced a general amnesty for youths booked for stone pelting but still a good number of them is behind the bars. State and the central governments had promised to review the cases of hundreds of separatist leaders and alleged stone-pelters who have been booked under various laws and put behind bars, many of them even without a trial. The arrests and detentions continue in various parts of the valley even when there is a respite in situation and the incidents of stone pelting have gone down drastically. Reports coming from various parts of the valley suggest that the state police are hounding the people allegedly involved in the recent unrest in one form or the other. Many of them are wanted in stone pelting incidents. To earn some good publicity, the government recently released some top separatist leaders but what about scores others who are still in detention and have been booked under various laws including Public Safety Act (PSA). These include some top leaders of both the factions of the Huriyat Conference. The number of unknown faces is higher. PSA is a black law, which empowers the authorities and men in uniform to detain any person without trial for up to two years. On the other hand, police have arrested many students on charges of stone pelting and some of them are being detained illegally without even being produced in the courts. The government had promised that it was contemplating to revoke Public Safety Act against some detainees. Even a meeting of top officials was held to discuss the issue of detention under PSA of several stone-pelters and political activists. The government claimed to have initiated the process of the revocation of PSA. However the initiative has become meaningless now because many detainees continue to be behind the bars. Soon after the former Home Minister P. Chidambaram announced the 8-point package for Kashmir, chief minister Omar Abdullah held Unified Command meeting to put the things on `right path’. But how many prisoners have been released since then is known to everyone. The issue of detention of young boys is more serious and no decision is being taken about their release. They are not only losing their education but the precious time of their life. Add to it the torture inflicted on them during detentions. Reports suggest that many of them are in a bad condition. Some of the boys released are being made to make rounds of the police stations to convince the police of their good behavior. Such harassment of the youth by the police is evoking resentment among the public. If the state government is really serious about winning hearts in Kashmir, it should adopt a more humanitarian approach. The cases of students and other young boys arrested on charges of stonepelting and booked under various laws should be reviewed before it’s too late.

NCC: Grooming Tomorrow’s Leaders

he foundation of the National Cadet Corps (NCC) on 16 July 1948 under an Act of Parliament was perhaps the finest event for the student community of India. The aftermath of the Kashmir war in 1948 taught a very important lesson that freedom needs to be protected by a strong Armed Force. It’s immediate manifestation was appointment of Kunzru Committee based on whose recommendations a draft bill was placed before the Constituent Assembly on 13 March 1948 which evoked great interest and enthusiasms amongst all members. After due deliberations and amendments the Bill was passed by the Assembly on April 8, 1948. The Central Government accepted the opinion of the provincial Government for the formation of a Cadet Corps which was to be later named as ‘National Cadet Corps’ as recommended by the Kunzru Committee. The bill received the assent of the Governor General on 16 April 1948 and thus, National Cadet Corps came into being. Evolution & Growth The NCC has evolved over the years. Initially NCC Rifles was raised on the lines of an Infantry Battalion but was later amalgamated into normal units. In the after math of Chinese aggression, NCC was made compulsory in 1963 for all students where in the Cadets strength reached 17.16 million. This large strength was later found to be unsustainable and hence voluntary enrolment was recommended in 1969 and is followed till date. The NCC is a Tri-Service Organisation, headed by a Director General of the rank of Lieutenant General of the Army. There are 17 Regional Directorates controlling the training and administration of NCC units under them with each headed by an Additional Director General or Deputy Director General of the rank of Major General or Brigadier or equivalent ranks of the Navy and Air Force. At present there are 96 NCC Group HQs and 800 units located throughout the country providing NCC coverage to 633 districts. Today NCC India is the largest volunteer uniformed youth organisation in the world and 13.4 lakh strong. The Government has ordered increase in enrolment to 15 lakhs by the year 2015. Many nations have emulated the Indian model successfully and have regular
cadet exchange under the Youth Exchange Programme (YEP). Indeed the sight of proud and smartly turned out NCC cadets marching past the President on Republic Day on the Rajpath brings joy and pride to every Indian and reassures them the bright future and greatness of our nation. NCC Motto-Unity and Discipline A persons character is made in the formative years of his life. The young can be compared to wet clay which can be moulded the desired way, provided right training and directions are given. In ancient India young boys stayed with great saints, sages & pundits and specialized in various branches of knowledge. They learnt a lot from each other. They also learnt the art of corporate living and to fend for themselves in inhospitable surroundings. On similar analogy to impart right direction to the youth of our country, enrolment in the NCC takes place at a time when entrants are in their most formative years. At this stage National Cadet Corps plays the role of a friend, philosopher and guide channelizing their immense talent in the right direction and grooming them to become tomorrow’s leaders. The NCC training not only directs their energy into constructive channels but also inculcates in them the traits and qualities of resourcefulness, positive thinking, moral courage and humaneness – so that they can live up to the motto of the NCC, “Unity and Discipline”. The current aims of the NCC emphasize on harnessing the youth into potential leaders, patriotic citizens who are well motivated to opt for a career in the Armed Forces. Keeping the current aims in view, the training activities of the NCC have been clearly formulated into four broad categories, namely, Institutional Training, Social Service, Community Development Programmes and Youth Exchange Programme. Facets of Training Institutional Training is conducted at the college and school levels. This is the mainstay of NCC training and is conducted by Associate NCC officers and Armed Forces personnel drawn from the three services that is Army, Navy and Air Force (under deputation in the NCC). Camp Training: The aim of this training is to expose the cadets to a regimented
way of life. In addition to Annual Training camps, cadets are also sent on national level camps like the Special National Integration camps, National Integration camps and Leaderships Camps etc. where they meet and interact with cadets from all states and Union Territories and have their team and leadership skills. Social Service & Community Development: Participating in campaigns, like Adult Literacy Promotion, Anti-Polio Drive, Rural Development Trial Project, AIDS Awareness, Tree plantation and Anti-Drug programme etc. aim to inculcate in cadets the moral and social obligations to fellow citizens and to ‘Nation Building’. Youth Exchange Programme: Selected cadets are given an opportunity to visit foreign countries as their State Guests and as the ‘Brand Ambassadors’ of our nation. Adventure Based Learning: The cadets are also exposed to a number of adventure activities that enable them to improve their life and leadership skills. Mountain Treks & Expeditions, Parasailing & Jumping, Sailing Expeditions and Micro lite flying are some of the events conducted regularly by the NCC. Sports: NCC teams regularly excel in National level events like Subroto Cup Football, Nehru Cup Hockey, and National Shooting Championships. Personality Development: The revised training philosophy of the NCC specifically aims to add value to the cadets’ life skills and enable them to excel in all walks of life. What's more, some of these studies have also suggested that the painrelieving effects of meditation might be even more effective than morphine. Back in April, 2011, a study by the researchers at the Wake Forest Baptist Medical Center indicated that a person can attain at least 40 per ent decrease in pain intensity and 57 per cent in pain unpleasantness merely by practicing these techniques regularly. This decrease in pain was found to be much higher
than with morphine or other pain-relieving drugs. With the help of magnetic resonance imaging, the brain activity of study participants after meditation demonstrated how the technique increased the activity of certain areas which are responsible for pain perception. Despite such findings, scientists were unable to ascertain the actual mechanism of this phenomenon until now. According to a recent research published at the Brain Research Bulletin, investigators from Harvard, MIT and Massachusetts General Hospital have identified a possible answer. They suggested that the explanation probably lies in alpha waves manipulation in the brain. India to seek details from US about snooping reports
NEW DELHI: Voicing surprise and concern, India today said it will seek information and details from US over reports that it was the fifth most tracked country by the American intelligence which used a secret data-mining programme to monitor worldwide internet data. New Delhi also made it clear that it would be “unacceptable” if it was found that domestic laws relating to privacy of information of citizens were violated. “Yes, we are concerned and surprised about it,” External Affairs Ministry Spokesperson Syed Akbaruddin said. He said that US and India have a cyber security dialogue which is coordinated by National Security Councils on both sides. “We feel that this is the appropriate fora to discuss such issues. We intend to seek information and details during consultations between
interlocutors from both sides on this matter in that appropriate forum,” Akbaruddin told reporters here. Asked about possible violations of Indian privacy laws, he said, “Obvi-

Four NCP MLAs, Independent join Maharashtra cabinet
Five days after the Nationalist Congress Party ordered all its ministers to quit the Maharashtra cabinet, the party effected a reshuffle of its representatives here on Tuesday. Maharashtra NCP president Madhukar Pichad and three other party legislators were sworn-in as new ministers in the state government as part of the cabinet reshuffle. Dilip Sopal, an independent legislator and former NCP leader, also took oath of office and secrecy. He has earlier served as minister of state for law and judiciary. The three new faces inducted into the cabinet are Sanjay Savkhare, Uday Samant and Shashikant Shinde. Pichad, who was tribal minister in Vilasrao Deshmukh’s government, Shinde and Sopal will be cabinet ministers while Savkhare and Samant will be ministers of state. CBI has booked Rao and Jindal for alleged cheating, graft and criminal misconduct in its 12th FIR in the coal blocks allocation scam, causing embarrassment to the ruling Congress. During its eight-month long probe into the scam, it is for the first time that the then Minister of State for Coal has been named as accused in an FIR by CBI in which it has alleged that Rao re-
ceived Rs 2.25 crore camouflaged as investment from one of Jindal’s firm within a year of allocating him a coal block. CBI sources said Jindal SteelBSE -15.18 % and Power Limited (JSPL) and Gagan Sponge Iron Limited, also a firm of Jindal’s, had bagged Amarkonda Murgadangal coal block in Birbhum, Jharkhand in the year 2008 by alleged misrepresentation of facts when Rao was the MoS for Coal. It said the misrepresentation was allegedly done on three counts --land, water supply and previous allocations. They said JSPL allegedly claimed in application submitted in January 2007 that they had only three coal blocks with them where as actually they had at least six coal blocks. The sources said this was done to boost their eligibility for the coal block as the government was mulling to avoid monopoly of single company by not allocating large number of blocks to one firm.
