Kashmir. He rejected demand for an all-party meeting and making it clear that only the states concerned would be consulted before taking a final call on repealing AFSPA. Jammu and Kashmir Chief Minister Omar Abdullah, during his speech at the Internal Security conference last week that was chaired by Prime Minister Manmohan Singh, had said "We cannot wait for last gun to fall silent" to repeal of the AFSPA. Omar had also argued that if no AFSPA-like laws are required to be imposed in Naxal-affected areas where heinous crimes are being committed by Naxalites, then how could it be necessary to keep such laws in force in the areas in Jammu and Kashmir which have become by and large peaceful? Omar has been strongly pitching for partial and gradual revocation of AFSPA from the areas where peace has prevailed and militancy related incidents have diminished considerably. The Prime Minister had also complimented the state government for a peaceful 2012 which was by far the best in the past 25 years in terms of decline in all parameters and indices of violence.

The JK CM had on Monday said that it should not matter to BJP that its patriarch LK Advani had quit since his opinion had been ignored by the party. "If his opinion didn't matter to you yesterday, why is his resignation a crisis for you today?" Omar had said in a tweet on microblogging site Twitter. Meanwhile, Omar today expressed surprise over Advani's projection in certain sections as a symbol of secularism in the NDA coalition. "LK Advani as the NDA's mascot of secularism. Who would have imagined!!!!!!" Omar, whose National Conference was a constituent of the alliance from 1999-2003, said in another tweet. Reacting to the fresh comments, Singh said that although the J-K CM had received his training in politics under former prime minister Atal Behari Vajpayee, he still needed to learn a lot from the legacy of Vajpayee and Advani enshrined in the BJP.

Dr. Beg and other leaders hailed the remarkable decision taken by late Beg by which the order of “Land to the tiller” was implemented in the state through which the land was transferred to the tillers who were basically working in the field and our endeavour should be to w ork tow ards achieving the goal of “Naya Kashmir” in the missionary spirit where social justice and equal development of all regions and sub-regions would be focus without consideration of cast, colour, region and religion. While addressing the people on the occasion his grandson and NC leader Wasim Beg said that it was a sheer pleasure to be addressing the people who were once represented by Fakhr-e-Kashmir. Wasim while attacking the incumbent MLA, Mufti Mohammad Sayed, asked why is the Anantnag Assembly segment unrepresented at District Development Board meetings and in the Jammu and Kashmir Assembly? He said that the concept of District Development Board Meetings (started by Fakhr-eKashmir) was started to ensure that the Administration reaches the doorstep of the people and their grievances are heard through their representative. He further added that the voice of the people has therefore been strangled and the people must come out with a fitting reply and prove that the real power lies with the common man and that the common man won't take it lying down.

The BJP president was flanked by Sushma Swaraj, Nitin Gadkari and other senior leaders. More than the resignation, what hit the BJP badly was Advani’s stinging allegation in his resignation letter that the BJP was no more the “same idealistic party”. He also said that he was finding it difficult to reconcile with the BJP’s present functioning or the direction it was taking. Earlier Tuesday, BJP leaders went out of their way to deny that Advani was miffed because of the RSS backing to Modi, who Advani had once mentored. In the end, however, the RSS had to come to the BJP’s rescue.

Democratic Liberation Party chief, Hashim Quereshi said that dialogue should be always meaningful and it should not be kept limited to photo sessions only. “People have lost faith now in dialogues because they have bitter experience of the past. Senior Supreme Court lawyer, Shabnam Lone said that rigidities must be replaced with flexibilities and both leaderships and people of the two neighbouring countries should realise the urgency of the commitment to address the Kashmir issue. “Addressing the issue is in the interest of both countries and to bring peace and prosperity in South Asia,s he said adding“It is ironic that the money which both countries should have utilized for the welfare of the poor and the hungry, is being utilized to keep vigil on glaciers. Prolonged detentions

W

ith the onset of militancy in Kashmir started the phenomenon of the detention of the local youths by various security agencies. In order to curb the armed movement, security forces launched massive crackdowns throughout the length and breadth of the Kashmir valley. While picking up the trained militants, the security agencies willingly or unwillingly laid their hands on innocent people as well, who were picked on mere suspicion. These people too had to spend months and in many cases years in jails because security agencies suspected their involvement in subversive activities. Down the line, two decades later, the practice of crackdowns is almost over now. A new phenomenon of stone pelting started in Kashmir and it took its toll on Kashmiri youths. During the three most disturbed years of 2008, 2009 and 2010, hundreds of youth got killed in violent clashes with police and security agencies. A large number of youths were also detained for indulging in stone pelting and booked under various laws including Public Safety Act (PSA). Though the Chief Minister Omar Abdullah announced a general amnesty for youths booked for stone pelting but still a good number of them is behind the bars. State and the central governments had promised to review the cases of hundreds of separatist leaders and alleged stone-pelters who have been booked under various laws and put behind bars, many of them even without a trial. The arrests and detentions continue in various parts of the valley even when there is a respite in situation and the incidents of stone pelting have gone down drastically. Reports coming from various parts of the valley suggest that the state police are hounding the people allegedly involved in the recent unrest in one form or the other. Many of them are wanted in stone pelting incidents. To earn some good publicity, the government recently released some top separatist leaders but what about scores others who are still in detention and have been booked under various laws including Public Safety Act (PSA). These include some top leaders of both the factions of the Huriyat Conference. The number of unknown faces is higher. PSA is a black law, which empowers the authorities and men in uniform to detain any person without trial for up to two years. On the other hand, police have arrested many students on charges of stone pelting and some of them are being detained illegally without even being produced in the courts. The government had promised that it was contemplating to revoke Public Safety Act against some detainees. Even a meeting of top officials was held to discuss the issue of detention under PSA of several stone-pelters and political activists. The government claimed to have initiated the process of the revocation of PSA. However the initiative has become meaningless now because many detainees continue to be behind the bars. Soon after the former Home Minister P. Chidambaram announced the 8-point package for Kashmir, chief minister Omar Abdullah held Unified Command meeting to put the things on `right path’. But how many prisoners have been released since then is known to everyone. The issue of detention of young boys is more serious and no decision is being taken about their release. They are not only losing their education but the precious time of their life. Add to it the torture inflicted on them during detentions. Reports suggest that many of them are in a bad condition. Some of the boys released are being made to make rounds of the police stations to convince the police of their good behavior. Such harassment of the youth by the police is evoking resentment among the public. If the state government is really serious about winning hearts in Kashmir, it should adopt a more humanitarian approach. The cases of students and other young boys arrested on charges of stonepelting and booked under various laws should be reviewed before it’s too late.

NCC: Grooming Tomorrow’s Leaders

T

he foundation of the National Cadet Corps (NCC) on 16 July 1948 under an Act of Parliament was perhaps the finest event for the student community of India. The aftermath of the Kashmir war in 1948 taught a very important lesson that freedom needs to be protected by a strong Armed Force. It’s immediate manifestation was appointment of Kunzru Committee based on whose recommendations a draft bill was placed before the Constituent Assembly on 13 March 1948 which evoked great interest and enthusiasms amongst all members. After due deliberations and amendments the Bill was passed by the Assembly on April 8, 1948. The Central Government accepted the opinion of the provincial Government for the formation of a Cadet Corps which was to be later named as ‘National Cadet Corps’ as recommended by the Kunzru Committee. The bill received the assent of the Governor General on 16 April 1948 and thus, National Cadet Corps came into being. Evolution & Growth The NCC has evolved over the years. Initially NCC Rifles was raised on the lines of an Infantry Battalion but was later amalgamated into normal units. In the after math of Chinese aggression, NCC was made compulsory in 1963 for all students where in the Cadets strength reached 17.16 million. This large strength was later found to be unsustainable and hence voluntary enrolment was recommended in 1969 and is followed till date. The NCC is a Tri-Service Organisation, headed by a Director General of the rank of Lieutenant General of the Army. There are 17 Regional Directorates controlling the training and administration of NCC units under them with each headed by an Additional Director General or Deputy Director General of the rank of Major General or Brigadier or equivalent ranks of the Navy and Air Force. At present there are 96 NCC Group HQs and 800 units located throughout the country providing NCC coverage to 633 districts. Today NCC India is the largest volunteer uniformed youth organisation in the world and 13.4 lakh strong. The Government has ordered increase in enrolment to 15 lakhs by the year 2015. Many nations have emulated the Indian model successfully and have regular

cadet exchange under the Youth Exchange Programme (YEP). Indeed the sight of proud and smartly turned out NCC cadets marching past the President on Republic Day on the Rajpath brings joy and pride to every Indian and reassures them the bright future and greatness of our nation. NCC Motto-Unity and Discipline A persons character is made in the formative years of his life. The young can be compared to wet clay which can be moulded the desired way, provided right training and directions are given. In ancient India young boys stayed with great saints, sages & pundits and specialized in various branches of knowledge. They learnt a lot from each other. They also learnt the art of corporate living and to fend for themselves in inhospitable surroundings. On similar analogy to impart right direction to the youth of our country, enrolment in the NCC takes place at a time when entrants are in their most formative years. At this stage National Cadet Corps plays the role of a friend, philosopher and guide channelizing their immense talent in the right direction and grooming them to become tomorrow’s leaders. The NCC training not only directs their energy into constructive channels but also inculcates in them the traits and qualities of resourcefulness, positive thinking, moral courage and humaneness – so that they can live up to the motto of the NCC, “Unity and Discipline”. The current aims of the NCC emphasize on harnessing the youth into potential leaders, patriotic citizens who are well motivated to opt for a career in the Armed Forces. Keeping the current aims in view, the training activities of the NCC have been clearly formulated into four broad categories, namely, Institutional Training, Social Service, Community Development Programmes and Youth Exchange Programme. Facets of Training Institutional Training is conducted at the college and school levels. This is the mainstay of NCC training and is conducted by Associate NCC officers and Armed Forces personnel drawn from the three services that is Army, Navy and Air Force (under deputation in the NCC). Camp Training: The aim of this training is to expose the cadets to a regimented

way of life. In addition to Annual Training camps, cadets are also sent on national level camps like the Special National Integration camps, National Integration camps and Leaderships Camps etc. where they meet and interact with cadets from all states and Union Territories and have their team and leadership skills. Social Service & Community Development: Participating in campaigns, like Adult Literacy Promotion, Anti-Polio Drive, Rural Development Trial Project, AIDS Awareness, Tree plantation and Anti-Drug programme etc. aim to inculcate in cadets the moral and social obligations to fellow citizens and to ‘Nation Building’. Youth Exchange Programme: Selected cadets are given an opportunity to visit foreign countries as their State Guests and as the ‘Brand Ambassadors’ of our nation. Adventure Based Learning: The cadets are also exposed to a number of adventure activities that enable them to improve their life and leadership skills. Mountain Treks & Expeditions, Parasailing & Jumping, Sailing Expeditions and Micro lite flying are some of the events conducted regularly by the NCC. Sports: NCC teams regularly excel in National level events like Subroto Cup Football, Nehru Cup Hockey, and National Shooting Championships. Personality Development: The revised training philosophy of the NCC specifically aims to add value to the cadets’ life skills and enable them to excel in all walks of life. How NCC Helps In Defence Services- Vacancies reserved for commission in the three services for NCC ‘C’ certificate holders are as follows: · Army: At Indian Military Academy (IMA) Dehradun 32 vacancies per course through UPSC and SSB Interview. OTA Chennai & Gaya- 50 vacancies every year for short service commission in Non Technical categories. The candidate come through SSB interview only. · Navy: Six vacancies per course. Selection is through SSB interview. Two years age relaxation for NCC ‘C’ Certificate holders. · Air Force: 10% of vacancies in all courses including flying training course. Selection through SSB interview. For Other Ranks (OR), Sailors & Airmen-

5 to 10% bonus marks are awarded for recruitment. Others Para-Military Forces Recruitments- 2 to 10% bonus marks are awarded for recruitment. Deptt. of Telecommunications: Special Bonus marks are awarded for recruitment. In NCC: Preference is given to ‘C’ certificate Holders for appointment as Civilian Gliding Instructors/Girl Cadet Instructors / whole time lady officers in NCC. In State Government: Preference for State Services particularly in Police, Admn, Forest, Excise and Transport department. Scholarships: NCC cadets are eligible for scholarships ranging from Rs 6000/ to Rs 30,000/ through cadet welfare society and Sahara Scholarships. Sports: Attractive cash awards to teams and individuals for showing excellence in national and international competitions / championships. The NCC, the largest organised youth force in the world has, over a period of time earned a niche for itself as a unique organisation in ‘ Nation Building’ and grooming the youth of our country. The organisation through its multi-farious innovative training curriculum and conduct of a large number of national integration camps has made invaluable contributions towards achieving national integration. History shows that, over the years the NCC has groomed many a youth into leaders of repute and eminence whose, deeds are worth emulating. The pioneers being Netaji Subhas Chandra Bose, Air Marshal Subroto Mukherjee, former Chief of Air Staff, Gen T. N. Raina and General Deepak Kapoor both former Chiefs of Army Staff, Marshal of the Air Force Arjan Singh, Admiral Nirmal Verma, former Chief of Naval Staff, Dr. M.S Gill, former Chief Election Commissioner, Ms Jaya Bhaduri MP, noted film actress and best cadet of R. D Camp- 1966 and many more. Realising the crucial role of NCC, Ministry of Human Resources Development, in a pilot project has recently taken decision of introducing NCC as an elective subject in selected undergraduate institutions. This step will definitely give a boost to NCC‘s efforts.

MCA21 - Pioneering e-Governance

T

o facilitate business in India a pioneering e-Governance ini tiative ‘MCA21’ was launched by the Ministry in January 2007. This project has adopted a service oriented approach in the design and delivery of Government services, whereby stakeholders have easy and secure access to MCA services, through the infrastructure setup for the purpose, at any time and from any place and in a manner that best suits them. MCA 21 has been progressing at a steady rate in its pursuit to provide better services to the citizens and corporate alike. The current year has been exceptional in terms of rolling out newer initiatives, Selection of new Operator and Transitioning from incumbent to new operator. Online Payments Using NEFT MCA 21 has been allowing three modes of payment by the companies, Credit cards, Netbanking (5 designated banks) and Paper challans; all these modes had limitations for the companies with bank accounts in banks other than the 5 designated banks and physical visits to the branches of the designated banks for filing challans. By introduction of National Electronic Funds Transfer mode of payment, companies having bank account in any bank can make e-payments by using the NEFT method. Key benefits of NEFT · Reduces the Payee’s effort (branch visit is not required) · Reduces the time for funds transfer (2-5 hours) · Reduces the dependency on the limited number of banks Integration of LLP with MCA21 System The e-Governance Project for Limited Liability Partnership (LLP) has been brought under the same platform of MCA. Now, the filing and approval of LLP forms is being done through MCA-21 website (www.mca.gov.in) and stakeholders are able to avail all existing facilities of MCA-21. DIN-DPIN Integration

It was felt that DIN(Director Identification Number) and DPIN (Director/Partner Identification Number) is identification attached to an individual and thus must be independent of the type of firm one is associated with, (partnership or limited company). A smooth integration was done to eliminate the duplication of identities in the system. This has helped all the major regulators and also the companies to make an individual check through the MCA 21 system. Online Issuance of DIN DIN is needed by director of a company who is authorised to file and issue docu-

When it comes to getting healthy or burning fat, you are fed with misinformation all the time. Instead of being misled or discouraged or being confused on whether to believe it or not, here are a few facts on the most common fat-burning myths along with the right tips Myth 1: No time! If scheduling cardio and weight training seems like too much time and effort, try combining the two. The combination of cardio and weight training not only burns calories but saves time as well. This technique called circuit training focuses on resistance training intervals along with intervals of cardio. You can create workout "stations," each featuring a different weight training exercise for a muscle or muscle group. Do each station with a maximum rest period of 30 seconds in between each exercise to keep calorie-burning at its maximum. Myth 2: Long cardio sessions work best Even with the best intentions, it's not always possible or feasible to exercise for 60 minutes or longer at one time. And if you're looking to drop pounds, it's also not the most efficient way. Instead, try intervals, which involves alternating

bouts of intense exercise with less-intense recovery periods. Short, intense exercise bursts burn more calories than working out at the same intensity for the same length of time. The active recovery periods allow for greater intensity during the work intervals and, subsequently, more calories are burned overall. Try the pre-programmed interval training programmes on cardio equipment, or do it yourself by alternating 30 to 60 seconds of vigorous activity with the same amount of easy exertion. Myth 3: You should stay within the fat-burning zone when doing cardio Treadmills and other cardio equipment display colourful charts indicating various zones, one of which indicates a 'fat-burning' zone. These

zones refer to the percentage of fat burned, not the total calories. You burn the highest percentage of fat while you're sleeping. But you're also burning the least number of calories, which is what counts towards body fat loss. Instead, look for ways to burn a greater number of calories over all and the weight and fat will automatically drop off. Myth 4: Only cardio leads to faster weight loss The intensity of the workout determines how many additional calories you'll burn. Cardiovascular fitness helps lower body fat by burning more calories while you're exercising, but weight training helps burn more fat and calories even when you're relaxing. The harder the workout, the longer the after-burn effect.

Diabetes: A reason to worry!

With its origins in ancient religious and spiritual traditions, meditation is a widely used mind-body practice used even today, to complement medical procedures and treatments. Although, used mostly for relaxation and stress reduction, meditation-based therapy is increasingly offered in medical centers and clinics today to manage pain and reduce anxiety prior to surgeries. Surprised? Recent studies have shown that frequent practice of meditation can lead to significant control of pain. Read on to know how meditation alters your pain perception and quells pain even better than some of the most powerful drugs. Meditation and common forms The term meditation refers to a set of techniques wherein a person minimizes the activity of the mind without altering the level of alertness. Broadly, the

Scientists may have hit upon an effective way to block asthma attacks by identifying the two most significant biological triggers that bring them on. Researchers from the Universities of CaliforniaSan Francisco (UCSF), Johns Hopkins and Duke universities demonstrate that these two triggers for asthma are tied to a specific calcium-activated chloride channel, called TMEM16A. They regulate airway secretions and smooth muscle contraction, the two major factors linked with asthma attacks, according to the journal "Proceedings of the National Academy of Sciences". "Maybe if we could inhibit both of these processes by blocking this one channel, we could affect the two symptoms of asthma," said senior study author Jason Rock, assistant professor of anatomy at UCSF. Asthma, a respiratory disorder that causes short-

technique has been categorized under five basic categories: Mantra meditation This comprises the Transcendental Meditation techniques, Clinically Standardized Meditation and Relaxation Response. In this process, by repeatedly using a sound or phrase, a person focuses to achieve a state of perfect consciousness. Mindfulness meditation This form of meditation involves focusing on what you experience while performing the technique like the very flow of your breath. Yoga Here, a person attempts to achieve a state of calmness by combining bodily postures with controlled breathing. Tai-Chi - A form of Chinese martial arts, the technique is performed using selfpaced series of movements in a slow-graceful manner along with deep breathing. Qi gong - This involves a combination of medita-

tion, breathing exercise, relaxation and physical movements. Meditation and pain management: In the past, meditation has been explored extensively for its effects on stress reduction and other similar clinical functions. However, researchers have now identified another significant health benefit of the technique that suggests that it is actually possible to overcome debilitating pain with the help of meditation. What's more, some of these studies have also suggested that the painrelieving effects of meditation might be even more effective than morphine. Back in April, 2011, a study by the researchers at the Wake Forest Baptist Medical Center indicated that a person can attain at least 40 per ent decrease in pain intensity and 57 per cent in pain unpleasantness merely by practicing these techniques regularly. This decrease in pain was found to be much higher

than with morphine or other pain-relieving drugs. With the help of magnetic resonance imaging, the brain activity of study participants after meditation demonstrated how the technique increased the activity of certain areas which are responsible for pain perception. Despite such findings, scientists were unable to ascertain the actual mechanism of this phenomenon until now. According to a recent research published at the Brain Research Bulletin, investigators from Harvard, MIT and Massachusetts General Hospital have identified a possible answer. They suggested that the explanation probably lies in alpha waves manipulation in the brain. Furthermore, they explained that by practicing the techniques of mindfulness meditation for a period of eight-weeks or above, you will be able to control the activity of these brain waves.

ness of breath, coughing and chest discomfort, results from changes in the airways that lead to the lungs. It affects 18.7 million adults and 7.0 million children in the US alone, according to the Centres for Disease Control and Prevention. Normally, humans have few mucus-producing cells. Those suffering from asthma, however, have an elevated number of these cells lining the tubes that lead to the lungs. "The overabundance of mucus plugging the air-

ways combined with hypercontractility of the smooth muscle - when the tubes get really small - make it difficult to move air in or out," Rock said. "A lot of people equate that feeling with breathing through a straw." Rock and colleagues focused on a calcium-activated chloride channel called TMEM16A. This channel secretes chloride ions, besides regulating biological processes such as neuron firing, gastrointestinal activity and the secretion of sweat and tears.

Many of us want to shed those extra pounds so that we look and feel good for that special function or occasion and we want to fit into our old denims or that skimpy dress we saw in the mall. If any of these cases are true then we go on a spree to find that perfect diet plan that works wonders for us. It can be confusing in today's weight loss world to find that perfect product or that diet plan that works fast. One of the most common diet plans are the fad diets. These kinds of diets are all over the place with things such as detox diet, grapefruit diet and cabbage soup diet which promise instant weight loss. So if you need to lose

So, if you decide to go on a fad diet on a short term basis in order to shed a few pounds then be ready for some serious medical conditions. These diets have been known to cause some nasty side effects such as headaches, diarrhea and dizzy spells.

India to seek details from US about snooping reports

NEW DELHI: Voicing surprise and concern, India today said it will seek information and details from US over reports that it was the fifth most tracked country by the American intelligence which used a secret data-mining programme to monitor worldwide internet data. New Delhi also made it clear that it would be “unacceptable” if it was found that domestic laws relating to privacy of information of citizens were violated. “Yes, we are concerned and surprised about it,” External Affairs Ministry Spokesperson Syed Akbaruddin said. He said that US and India have a cyber security dialogue which is coordinated by National Security Councils on both sides. “We feel that this is the appropriate fora to discuss such issues. We intend to seek information and details during consultations between

interlocutors from both sides on this matter in that appropriate forum,” Akbaruddin told reporters here. Asked about possible violations of Indian privacy laws, he said, “Obvi-

ously, we will find it to be unacceptable if Indian laws relating to privacy of information of Indian ordinary citizens have been violated. Surely we will, frankly, find it unacceptable”.

NEW DELHI: Latching on to the Mahabharata analogy by used L K Advani, Congress general secretary Digvijay Singh today took potshots at BJP over the turmoil in the party after Narendra Modi’s elevation and the subsequent resignation of senior leader Advani from key posts. “If Advani is Bhishma Pitamah, who would be Dhritrashtra, Shakuni, Duryodhan and other characters of BJP Mahabharata,” Singh wrote on microblogging site Twitter. In another tweet, he said, “...BJP certainly has its own “chaal” it’s own “charitra” and it’s own “chehra”. Now guess who is what.” In his blog, Advani had on Sunday made a reference to a wounded Bhishma Pitamah lying on a bed of arrows in a scene in Mahabharata. Naveen Jindal’s cup of woes brimmeth over

NEW DELHI, JUNE 11: Mining was never easy, and today who would know it better than Naveen Jindal. The businessman turned Congress MP may find himself answering questions on the alleged coal block allocation scam, after the CBI’s fresh FIR on the issue named him. Not so long ago, Jindal was strongly refuting all allegations and also declared an open war with a media house. But, today morning following the CBI search operations, while Jindal reportedly preferred the confines of his home, it was paid holiday for Jindal Steel & Power employees. The employees in Delhi were asked not to come to office on Tuesday amid an expected CBI raid. Most of the employees at JSPL received an alert message from office asking not to report to work. But like CPM general secretary Prakash Karat, who moved from pillar to post to prop up the third front with Mayawati as its head during the 2009 Lok Sabha polls, only to bite the dust later, Mamata is yet to hear from her prospective allies of the front she has been trying to float soon after she pulled out of the UPA last year. in September 2012.On Monday, she once again floated the idea - expecting a rift within the NDA after Modi’s emergence as the face of BJP in the coming Lok Sabha polls. Strict action against those found guilty: Sriprakash Jaiswal, Coal Minister

NEW DELHI: Amid CBI booking Congress MP Naveen Jindal and former Minister of State for Coal Dasari Narayan Rao in a fresh FIR in coal scam, Coal Minister Sriprakash Jaiswal today said that strict action would be initiated against all those found guilty of wrongdoings. “We have forwarded to CBI all complaints between 1993 and 2009. CBI is taking action.... Strict action would be initiated against all those who have indulged in wrongdoings and have given wrong statements,” Jaiswal told a television channel. CBI has booked Rao and Jindal for alleged cheating, graft and criminal misconduct in its 12th FIR in the coal blocks allocation scam, causing embarrassment to the ruling Congress. During its eight-month long probe into the scam, it is for the first time that the then Minister of State for Coal has been named as accused in an FIR by CBI in which it has alleged that Rao re-

ceived Rs 2.25 crore camouflaged as investment from one of Jindal’s firm within a year of allocating him a coal block. CBI sources said Jindal SteelBSE -15.18 % and Power Limited (JSPL) and Gagan Sponge Iron Limited, also a firm of Jindal’s, had bagged Amarkonda Murgadangal coal block in Birbhum, Jharkhand in the year 2008 by alleged misrepresentation of facts when Rao was the MoS for Coal. It said the misrepresentation was allegedly done on three counts --land, water supply and previous allocations. They said JSPL allegedly claimed in application submitted in January 2007 that they had only three coal blocks with them where as actually they had at least six coal blocks. The sources said this was done to boost their eligibility for the coal block as the government was mulling to avoid monopoly of single company by not allocating large number of blocks to one firm.
