Congress, CPM reject CIC’s order to bring them under RTI, BJP sees no wrong
NEW DELHI: The CIC order on bringing parties under RTI ambit on Tuesday divided the political class, with Congress and some others rejecting it while main opposition BJP saw nothing wrong in such a move. A day after the CIC gave its ruling, Congress termed it as an “adventurist� approach that would harm democratic institutions.Its view was echoed by CPM and BJP’s ally JD(U), which also rejected the order passed by the quasi-judicial body.“It is not acceptable. We totally disagree with it. Such an adventurist approach will create lot of harm and damage to democratic institutions,� AICC general secretary Janardan Dwivedi told reporters here. “Getting political parties entangled in such unnecessary things will damage the democratic process. We simply cannot accept it,� he said. The CPM, in a statement, said it “cannot accept� the CIC order that political parties are to be treated as “public authori-

AMROHA(UP): BJP president Rajnath Singh today said if his party came to power at the Centre, it would form a government which focuses on farmers’ welfare. “BJP is the only political party which has provided maximum facilities to farmers in the country,� Singh said while unveiling a statue of farmer’s leader late Mahendra Singh Tikait at Fatehpur Sikara village here. He said the security of farmers would ensure the security of the nation, and promised that his party would provide the maximum price of crops in accordance with the investment of farmers. He said if BJP cam to power, farmers would be allowed to avail interest-free loans. Criticising the degradation of morality and values in political parties, he said rural policies have become secondary for the Centre and UP government, while industrialists, lobbyists and cricketers have become powerful.
“We will form a government which focuses on farmers’ welfare,� he said. On adjournment of Parliament, he said the UPA was unduly criticising BJP, which was just playing the role of opposition in the House. “On the corruption issues, we can raise our voice in the House, not on roads,� Singh said. He criticised the state government for shortage of power supply and demanded that it should build more power plants in to meet power requirements.
CBI summons Bansal for questioning in bribery case
NEW DELHI, JUNE 4: The CBI today summoned former Railway Minister Pawan Kumar Bansal for questioning in connection with the railway bribery case. According to agency sources, Bansal has been called this afternoon for questioning in the case. The questioning of Bansal will revolve around his role in the appointment of suspended Railway Board Member (Staff) Mahesh Kumar, involving his nephew Vijay Singla, who was alleg-
edly caught for accepting a bribe of Rs 90 lakh, the sources said. Bansal, who had to resign from the Union Cabinet in the aftermath of the case involving his nephew, who is alleged to have been operatLQJ IURP KLV RIÂżcial residence, has been maintaining that he had done no wrong in the appointment of Kumar as a Member of the Railway Board, a post equivalent to the Secretary in Government. While CBI has managed to secure DOO ÂżOHV SHUWDLQLQJ WR WKH DSSRLQWPHQW and also recorded the statement of Kumar, his nephew and private secretary Rahul Bhandari, Bansal will be confronted with the evidence collected by the probe agency about his meeting with the suspended Railway Board member in Mumbai on April 16.
Bansal is alleged to have met Kumar in Mumbai on April 16 and the agency claimed that during this meeting the appointment of Kumar, who was General Manager (West), was FRQÂżUPHG The CBI sources said questioning of Singla and his associates had led the agency to understand “the role of authority which was supposed to change Kumar’s discipline from Member (staff) to Member (Electrical) a nd allow him to continue with additional charge of GM (West).â€? Lateral shifting of the board members is done in the same manner as the appointment of a new member, which is finalised after vigilance clearance and the nod of the Appointments Committee of the Cabinet. There are some telephonic intercepts which may come up during the questioning of Bansal, the sources said. Over 1,000 phone calls were intercepted during the two-month surveillance on Mahesh Kumar and Singla. CBI has so far arrested nine persons in the case.

ome summer, beggars swarm Kashmir valley. With the opening of Darbar in Srinagar, beggars from outside are seen at every corner, every traffic signal, every market and every Masjid, big or small. These uninvited visitors from outside are earning a bad name for the Valley as they irritate not only the locals but have made the life of tourists a simple hell. They literally stick to every passerby and won’t leave him or her unless paid. Interestingly, the beggars have gone high profile now as they have stopped taking coins as alms and demand notes ranging from 10100 rupee notes. Sadly, in relation to begging, there is often more than meets the eye. While the poverty is real, begging is quite often carried out in organized gangs. For the privilege of begging in a certain territory, each beggar must hand over their takings to the gang's ring leader, who keeps a significant share of it. The most common problem is that beggars are so used to begging that they actually prefer not to work. Many of them also make more money from begging that what they would if they did work. In a new trend, visitors are often approached by a child or woman wanting some powdered milk to feed a baby. They will assist you to a nearby stall or shop that conveniently happens to sell tins or boxes of such “milk�. However, the milk will be expensively priced (often around 200 rupees) and if you hand over the money for it, the shopkeeper and the beggar will simply split the proceeds between them. Outside beggars also rent babies from their mothers each day, to give their begging more credibility. Begging is most prevalent anywhere that there are tourists. This includes important monuments, traffic signals, religious and spiritual sites, and shopping malls. In Srinagar, beggars will often be found at traffic intersections as well, where they approach vehicles while the lights are red. Visitors to Kashmir should give some advance thought as to how to react to begging. The sight of people in such poverty, some often severely disabled, can be very confronting. The beggars are also often quite persistent and won’t take no for an answer. However, while it can seem heartless, it can be best to ignore these people. There are so many beggars, even if you want to give them, it’s not possible to give to them all. Another common problem is that if you give to one beggar, such a gesture will quickly attract others. Administrators must work with service organizations to tackle the problems leading up to the symptom. It has been noticed that beggars distract the drivers with their activities. People inside the vehicles block the traffic behind them while they offer alms and buy goods at traffic signals. By shooing them off the traffic signals, the Traffic Police can’t wish the beggars away. They remain; their problems remain; they still do not have any alternate means of subsistence. Second, the law puts beggars (many of whom are also thieves) and vendors on the same platform. Vendors do not beg, they do not steal, so why should they not be allowed to earn their living? According Social Welfare department of the Ministry of Social Justice and Empowerment, laws related to begging are a State subject and not a Central one. So the state will have to deal with the problem. Begging raises questions that peer into the heart of social security and human dignity. While common people, in order to earn virtues, may donate generously to one-armed people hiding the other arm in their shirts, the police kick and prick lepers and disabled beggars not even capable of moving an inch. Only when the establishment diversifies its laws to target various forms of begging-related activities differently and works together with NGOs to rehabilitate truly incapacitated persons, significant change will take place.

he National Institute of Open Schooling (NIOS), formerly known as the National Open School (NOS) was set up in 1979 as a pioneering project titled “Open School� under the Central Board of Secondary Education, New Delhi. The Open School was amalgamated into National Open School (NOS) which was set up in November, 1989. The National Open School (NOS) was rechristened as the National Institute of Open Schooling (NIOS) by the Government of India in July 2002 in order to extend its scope and functioning. Vision To provide ‘sustainable inclusive learning with universal and flexible access to quality school education and skill development. Mission Providing relevant, continuing and holistic education to pre-degree level through Open and Distance Learning System. Contributing to the Universalization of School Education. Catering to the educational needs of the prioritized target groups for equity and social justice. It is an institute with a difference-it is an open school which encourages flexibility and freedom to learn. About nineteen lakh learners are on roll of NIOS pursuing their secondary, senior secondary and vocational educational courses. NIOS is one of the three National Boards and the only board imparting school education through Open and Distance Education. It has been vested with the authority to enroll, examine and certify learners up to pre-degree level. The Open Schooling courses of study of NIOS have the same standard and equivalence as the courses of study of other National/State level boards of school education. Learners have joined colleges and professional institutions after completing
their studies from NIOS. NIOS offers its courses of study through Open and Distance Learning (ODL) mode of education popularly known as Open Schooling. NIOS develops its own curriculum, self learning material and media support programmes utilizing
registration. Under this scheme, learners have the options to (a) register themselves On-line directly; (b) visit their nearest AI (study centre)/Facilitation Centre and take their help for On-line registration or (c) may visit their NIOS Regional Centre for On-line registration.

It is the On Demand Examination System (ODES) which gives an opportunity to the learner to appear in examination in a subject as and when he/she feels ready for it.
Sugar Decontrol- Taking Care of Interests of Sugarcane Grower, Consumer and Sugar Sector
I
n a landmark decision the union Government has abolished the levy sugar mechanism and regulated release mechanism to de-control Indian sugar industry while at the same time ensured that poor segments of the society continue to get sugar at existing subsidised prices by taking upon itself the entire financial burden of distributing sugar through ration shops. A notification in this regard has been issued on May 7, 2013. By this landmark decision the Government has ensured that the interests of all segments of the sugar economy be it industries, farmers, consumers and poor section of society are safeguarded. For industries, the measure will give them freedom to sell their produce without any restriction and improve their liquidity position, a improved liquidity will ensure that millions of sugarcane farmers in India will now not have to wait for their due price from sugar millers, while for consumers it means sugar availability will increase in the market by as much as 10 per cent per year. The Government has decided to reimburse the state governments for purchasing and selling sugar through PDS below the market rate for which it will bear upon itself an additional burden of around Rs 3,100 crore. The issue of de-controlling of sugar industry was engaging the attention of the Government for a very long time. There were representations from sugarcane farmers’ associations as well as sugar mills, the major stakeholders of the sugar industry, that a price sharing formula for sugarcane was long overdue. The Government, too, thought about bringing a level playing field where the interests of the consumers on the one hand and the development of
sugar industry on the other hand can be ensured. The demand for decontrol of sugar has stemmed from cyclic nature of sugar production in the country, which puts the sugar industry at a disadvantage in that they are not able to find it a viable business option finally affecting sugarcane farmers. Starting from a normal year when there are no major cane price arrears, the farmers tend to plant larger area under sugarcane. This leads to increase in sugarcane production with the consequent increase in sugar production which in turn leads to excess stocks resulting in depressed sugar prices and building up of cane price arrears. As a result of lower returns, the farmers tend to take lesser care of the cane and area under sugarcane gets reduced in the subsequent years. The years of reduced production of sugarcane also witness higher diversion of cane for gur making, a significant part of which also finds its way into the liquor industr y in the unorganised sector as a substitute for molasses which itself would be in short supply. The lower production of sugarcane and higher diversion combine to produce still lower availability of cane for crushing in sugar mills which results in disproportionately low sugar production. As a result, the sugar prices rise, the mills get higher returns, the arrears position is taken care of and the farmers get a good price a nd are encouraged to plant more and the area under sugarcane starts rising again. In two to three years time, this leads to another year of peak production and the cycle starts all over again. The Central Government was confident of taking the burden arising out decontrol of sugar as the country could achieve sugar production of 263.50 lac metric tonnes during the 2011-12 (October-September) sugar season
which was 20 lac tonnes more than the sugar production of 243.50 lac tonnes during the 2010-11 sugar season. While the seasonal variation in sugar production had also started to smoothen in the last 3-4 years, the market price of sugar had remained within reasonable levels all throughout 2012-13 sugar season. The Rangarajan Committee appointed by the Government to look into the whole gamut of sugar decontrol had observed that levy amounts to a cross subsidy between open market and PDS sugar and, it is not in the interest of general consumer or development of sugar sector and recommended that levy sugar be dispensed with. So, two crucial issues emanating from the Rangarajan Committee’s report came up before the Government for a decision. These were, one, whether sugar is to be continued as an item under the PDS; and, two, if sugar is to be continued as an item under the PDS, does the current levy obligation on sugar mills need to be continued with or the PDS supplies are to be met through open market procurement. The options that were available before the Government were quite complex in that it had not only to take the State Governments along, but to look into other critical issues such as increase in procurement cost, problems relating to market distortions including delayed payments for cane price, the subsidy burden, etc. It was felt that removal of sugar in the PDS could not be acceptable. The major decision to take was that if sugar was to be continued as an item under the PDS, who would bear the extra burden for keeping the delivery at Rs. 13.50 per kg? The extra burden in terms of increase in subsidy owing to decontrol of sugar will be around Rs. 3100 crore excluding distribution cost involved. At present open market price
of sugar hovers around Rs. 32 per per kg., while in respect of retail price through PDS, it is Rs. 13.5 per kg, which has not been revised since 2002. The Government is able to provide sugar at Rs.13.5 per kg by absorbing the subsidy involved in each kg at Rs.6 per kg after buying it from sugar mills at levy price fixed by the Government at Rs. 19.05 per kg. At present, the total expenditure being incurred by the Government in terms of subsidy for supply of 27 lakh tonnes of sugar under PDS comes to Rs. 2556 crore. With decontrol of sugar, the additional burden would mean absorbing the increase in subsidy component to the tune of Rs. 13 per kg, currently being borne by the individual sugar m ills, i.e. the difference between the ex-mill price of Rs. 32 and the levy price fixed on them for the current year, which is Rs. 19.5. The total additional subsidy burden works out to Rs. 3100 crores excluding distribution cost. The Central Government had decided to take the responsibility of the additional burden in terms of subsidy increase upon itself. The decision of the Government to partially decontrol sugar has not affected the sugar price in open market also, as there is enough sugar in the country with this year’s production expected to be around 24.5 million tonnes as against a requirement of 22.2 million tonnes. Now the States will also be free to purchase sugar through a transparent system at the current exfactory price of Rs. 32 per kg which has been capped for two years. The Government had ensured that this important decision on partial decontrol of sugar takes care of the interests of sugarcane farmers while also ensuring that the interests of the common man and development of sugar sector.

Report on Palhallan Row Submitted Pattan, June 04: Deputy Commissioner Baramulla Khawaja Ghulam Ahmad Tuesday soon after calling a meeting of administrative, Army and police officials submitted his report on the alleged atrocities committed by government forces in North Kashmir’s Palhallan area of Pattan Town. Informed sources said that on the directions of Divisional Commissioner Kashmir, Shalinder Kumar, DC Baramullah called all the important administrative, police and Army officials at Tehsil Office Pattan. Sources said that besides some locals, Senior Superintendent of Police Barmaulla Zubair Ahmed Khan, Sub-Divisional Police Officer Pattan Syed Fayaz Ahmed, Station House Officer Pattan Bashir Ahmed, Executive Magistrate Pattan Moin Ahmed Kakroo and Army officials were also present during the meeting. Artist Rouble Nagi Visits KU’s DLL, MERC Srinagar, June 04: In her maiden visit to the picturesque Kashmir University campus, the enthralled prominent sculptor, mural designer and artist, Rouble Nagi today said that she would always portray Kashmir as a “big and dearest heart”. “Kashmir is my love. This is such a beautiful place that I honestly would portray it (Kashmir) as a big heart and dearest,” while interacting the officials at the Directorate of Lifelong Learning (DLL), University of Kashmir, Nagi, said. She also said that the youth in Kashmir need to take to the art as a medium of expression. “Youth here should just close their eyes and whatever comes into their mind and heart, they should portray the same on the canvas.” As a process of roping in some of the noted figures in art, literature, journalism, academics for the overall community bulling development programmes, the officials at the directorate said that it also aims to take up some initiatives to with such personalities and institutions to for the community upliftment. Sher Bagh Grenade Attack Solved: Police Srinagar, June 04: Police from South Kashmir’s Anantnag district claimed to solve the case of grenade attack on police post Sher Bagh and arrested 4 persons involved in the attack on Tuesday. According to district police authorities, on Monday, a grenade was lobbed on police post Sher Bagh Islamabad. A case FIR No. 160/2013 was registered at police station Islamabad and the investigation was started. Police said, during the investigation, a suspect, Irshad Ahamd Dar son of Ghulam Mohammad Dar resident of Sheerpora Islamabad was detained. “On questioning, he revealed that one Mukhtar Ahmad Dar son of Mushtaq Ahmad Dar resident of Dangerpora Anantnag lobbed the grenade on police post Sher Bagh on the directions of Hizbul Mujahidin militant Mubarak Ahmad Wani alias Major Saqib and Fayaz Talak who is presently in central jail,” the police spokesman informed. The spokesman said that the entire plan of the attack on police post Sherbagh was made at Talak Bakery in which two of their associates Muzaffer Ahmad Itoo son of Abdul Ahad Itoo resident of Muran Pulwama and Amir Syed Salathi son of Mohammad Syed resident of Iqbalabad K.P Road Anantnag were also present. “Anantnag police arrested Mukhtar Ahmad Dar, Muzaffer Ahmad Itoo and Amir Syed Salathi, thereby solving the case, however, two more members of this HM module are evading arrest. The efforts are on to apprehend them,” spokesman said.

Ruling National Conference (NC) today said the Opposition Peoples Democratic Party (PDP) had become a safe haven for corrupt people in Jammu and Kashmir. "Mufti Mohammad Sayeed talks about a corruption-free society and on the other hand takes all corrupt people into his party fold who have cases pending in various anti-graft courts," Chief Minister Omar Abdullah's political secretary Tanvir Sadiq said in a statement. Without naming anyone, Sadiq said, from Doda to Kashmir, all ex-bureaucrats who have recently joined PDP, have cases pending against them. Terming the PDP a "safe haven" for corrupt people, he said, "The PDP leadership continues to embarrass themselves shamelessly by getting corrupt people in their fold and still have the audacity to make ridiculous accusation against the government." Sadiq alleged that PDP now has the "distinction" of being the only party whose majority of leaders have corruption cases against them. "Amusingly, all these ex-bureaucrats, who have joined this par-
ty, are the same ones who were charged by the PDP regime on corruption charges when wholesale corruption, nepotism and kickbacks in purchases were order of the day," he alleged. The National Conference-Congress coalition has created substantial means to check corruption by setting up the Vigilance Commission, re-constituting the Accountability Commission and empowering people through Right to Information Act and Public Service Guarantee Act, he said. "This will help in identifying unscrupulous elements in the administration and then they can join the Inkpot (election symbol of PDP) party," he added sarcastically. No reaction on self-appointees: Salman Islamabad, June 04: Hafiz Saeed, the founder of the terror outfit Lashkar-e-Tayeba (LeT) has once again warned the political leadership of Pakistan not to renew friendly ties with India. Saeed's warning comes on the eve of the oath taking ceremony of new prime minister of the country. Saeed said that Pakistan cannot hold out its hand of friendship unless the Kashmir issue is resolved. Saeed, who now heads the banned charity, Jamaat-ud-Dawa (JuD), warned Prime Minister elect Nawaz Sharif that those who voted him to power would not want him to extend the hand of friendship to India. Saeed said that unless the Kashmir issue is resolved, there can be no trade, no friendship, no
agreements with India. Soon after his Pakistan Muslim League Nawaz emerged victorious in the historic May 11th ballot, Sharif had said he was even willing to go to New Delhi to improve ties. Saeed also cautioned the new government from granting any trade concessions to India. Saeed also said that India will not get the Most Favoured Nation (MFN) status unless the Kashmir issue is resolved. He also said that Indian PM Manmohan Singh should stop doing politics on Kashmir. Saeed is the founder of the JUD which is the parent organization of the LET which masterminded the Mumbai 2008 attacks that killed 166 people, including six Americans. The US had last year put
a 10 million dollar bounty on Saeed, yet he roams free in Pakistan. Reacting to the statement of Hafiz Saeed, External Affairs Minister Salman Khurshid has said India would like to engage with elected governments in Pakistan rather than respond to statements made by non-state actors. At least six civilians and a policeman were injured when suspected militants hurled a grenade towards an Army vehicle South Kashmir’s Anantnag town on Tuesday. Eyewitnesses said that the Army vehicle (029147972M) belonging to one Sector Rashtriya Rifles was smoothly plying on the road at around 12 in the afternoon, when near Mehandikadal, unidentified persons hurled a grenade on it which exploded with a bang leaving at least seven persons including a police Head Constable wounded. The tyres and fuel tank was completely damaged due to blast. Though the Army vehicle was damaged in the grenade blast, however no Army personnel was injured in the incident. Police Tuesday arrested ‘encounter specialist’ sub-inspector Shiv Kumar alias Robinhood for allegedly running a militant module in the Doda-Kishtwar belt. Shiv Kumar was instrumental in killing more than 70 militants. Confirming his arrest Minister of State for Home Sajad Ahmed Kitchloo said that police is investigating the matter. “Yes, the police has arrested him and the investigation is in progress,” Kitchloo said. According to reports, Shiv Kumar Sharma was allegedly involved in running the militant module in Kishtwar district that was involved in the grenade attack on Thathri police station last month.
The crime of Sharma came to fore after the five suspects allegedly involved in grenade attack revealed during interrogation that Sharma provided weapons and explosive materials to them. Police Sources said that accused officer used to allegedly provide arms and ammunition to local youth and later on, arresting them. Superintendent of Police (SP) Doda, Arif Rishu confirmed the arrest of SOG officer saying that they have taken him on ten days police remand from Chief Judicial Majistrate Doda. Pertinently, Sharma is the recipient of President’s gallantry award and he has been instrumental in gunning down more than 70 militants.
