12-year-old girl mauled to death by leopard in Lolab
Srinagar, Aug 4: In a tragic incident, a leopard on Monday mauled a twelveyear-old girl to death in Lolab area of North Kashmir’s Kupwara district. “A leopard appeared in Syed Mohalla of village Dardpora in Lallpora area of Lolab today afternoon and dragged a 12-year-old Ulfat Jaan daughter of Altaf Hussain Shah from the compound of his house,” a witness told GNS. He said the cries of girl caught the attention of some people who chased the leopard to save the girl from his clutches. “However, they failed to rescue the minor.” The locals who after reaching on the spot found him in a pool of blood. Afterwards, the grievously wounded was shifted to a nearby hospital where doctors declared her brought dead. Following the tragic incident, a pall of gloom descended upon the village when Ulfat’s body reached home. 08 injured in road accidents Srinagar, Aug 4 : Eight persons were injured in two separate road accidents across the valley. An Innova vehicle bearing registration number JK01T/8016 hit and injured a pedestrian Mohammad Akbar Rather son-in-law of Abdul Ahad Bhat resident of Preng Kangan, in the jurisdiction of Police Station Kangan. He was shifted to SKIMS Soura, Srinagar for treatment. Police has registered a case in this regard. was shot dead by army in Handwara area of Kupwara district of north Kashmir after the wild animal attacked and injured several people during the past two weeks. Official sources told GNS that late last night army’s 21 RR spotted the wild bear near Tompura village, the bear had also attacked the army squad. “The army men immediately fired upon the bear and killed him instantly”. A senior wild Life official while confirming the killing of bear said that the animal had turned man- eater and had injured many humans in the recent past besides killing dozens of livestock. The residents said that bears were posing threat to them and their livestock. Srinagar, Aug 4 : The law department in the civil secretariat here has sent the proposal for commencement of 10 days summer session in the legislative assembly, likely being started from August 25 to September 5. This comes at a time after which several demonstrations have been organized in Arab and non-Arabs countries alike in solidarity with the Gaza Strip. Srinagar, Aug 4: Highlighting the importance of effective monitoring and supervision for better traffic management and road safety in the State, the Director General of Police (DGP), K. Rajendra Kumar Monday said that in view of the growing population and ever increasing flow of vehicular traffic, responsibilities of the traffic police have doubled and they have to mould themselves as per the demand of the time. Rajendra was addressing a meeting of traffic police officers at Traffic Headquarters here today. The meeting was convened to review the traffic management and improvement in traffic regulation in the State. He said that during the recent past, flow of surface traffic has been on alarming rise which has doubled the responsibilities of traffic police to regulate the traffic effectively. Sayeed expressed the hope that armed with a clear mandate, the Narendra Modi-led government at the Centre would revive the peace and resolution process not only within Kashmir but with Pakistan as well to ensure durable peace and stability in the South Asian region. “I am optimistic that the new government at the Centre will pick up and carry forward the resolution process both on internal and external fronts which was pioneered by Atal Bihari Vajpayee in 2003 and taken onward by Dr Manmohan Singh,” he said and added; “I hope the new government, under the leadership of Modi, will take tangible measures, by involving all the stakeholders, to address the causes of alienation and trust deficit in Kashmir and work towards finding a long-lasting solution to the problem plaguing the region for the past more than six decades. He said that regular awareness camps are being organized to bring awareness among the masses about road safety and inculcate a sense of traffic discipline among the road users. During his power point presentation, the IGP said that coordination among different agencies and departments could help in avoiding road accidents. He said that good road geometry, adherence to traffic rules and removal of road blockades could make the roads safer. He said that various measures have been taken by the traffic police to regulate the surface traffic efficiently. The working of the wing has been divided into different units including rural, urban and national highway. For effective domination of NHW day/night patrolling is being conducted and patrol vehicles utilized to minimise road accidents. National Highway has been divided into several sectors to ensure effective and quick response in the times of traffic jams and accidents, he added. Water borne disease breaks out in Central, South Kashmir Budgam/Tral, August 4: Water borne diseases have broken out in many villages in Central Kashmir’s Budgam South Kashmir’s Tral town, leaving dozens of people sick and scores suffering from jaundice and fever. The local residents of Chhoon village of Budgam district alleged that they are forced to drink highly contaminated water supplied to their homes by pipes. “The water that is being supplied to us is unhygienic and is not going through any kind of filtration process at the nearby filtration plant,” locals told CNS. The locals alleged that there has been so many incident in the past too in which whole village felt sick. “The water has foul smell and at times insects are visible in it.
Within just few days, more than 50 people have been severely infected,” they said. Reports said that at least 50 patients have been shifted to district hospital Budgam while in Chhoon village tents have been erected to treat the patients. Chief Medical Officer Budgam, Dr Mehmooda Kar told CNS that at least 46 patients have been shifted to Budgam hospital while a special team of doctors are treating the patients. She however said that there is nothing to panic as such incidents have occurred in the past as well. A delegation from Tarzoo area told CNS that they are suffering immensely due to the high handedness of Army personnel from 52 RR. “A few days back the Army used public address system directing people not to venture out from their houses from 8 in the evening till 4 in the morning,” one of the members of the delegation said adding that they are feeling scared and unsafe. Nepal "suggested measures to address this deficit through increased Indian FDI, relaxation of non-tariff measures including SPS standards for agro products, support in product development, relaxation of Rules of Origin requirement for duty free access of Nepalese products, and mutual recognition of standards, conformity assessment and accreditation," a joint statement said. the imports were only USD 526 million leading to trade deficit of about USD 3 billion. Multi-Pronged Strategy to Achieve Empowerment of Persons with Disabilities
T
he vision of the Ministry of Social Justice & Empowerment is to build a society wherein members of the target groups, Scheduled Castes, Other Backward Classes, Persons with Disabilities (PwDs), Senior Citizens, and Victims of Substance Abuse can lead productive, safe and dignified life, with all their basic needs being fulfilled, and adequate support and equal opportunities are ensured for their growth and development. In view of this strong commitment to the empowerment of Persons with Disabilities, the Department of Disability Affairs was created in May 2012 in the Ministry of Social Justice & Empowerment. The Article 41 of the Constitution of India states that "the State shall, within the limits of its economic capacity and development, make effective provision for securing the right to work, to education and to public assistance in cases of unemployment, old age, sickness and disablement, and in other cases of undeserved want.” Under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 (PwD Act), and the National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, "Person with Disability" is defined as a person suffering from not less than 40% of any disability, as certified by a medical authority - the disabilities being blindness, low vision, leprosy-cured, hearing impairment, locomotor disability, mental retardation, mental illness, autism, or, a combination of any two or more of them. Its enabling framework consists of four legislations, Rehabilitation Council of India Act, 1992, Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995; National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 and Mental Health Act, 1987. The National Policy for Persons with Disabilities recognises the fact that persons with disabilities are a valuable human resource for the country and seeks to create an environment that provides them equal opportunities, protection of their rights and full participation in society; which is in consonance with the basic principles enshrined in our Constitution, of equality, freedom, justice and dignity of all individuals. It implicitly mandates an inclusive society for all, including persons with disabilities. The
Policy also recognizes the fact that a majority of persons with disabilities can lead a better quality of life if they have equal opportunities and effective access to rehabilitation measures. The institutional framework of the Department consists of the office of Chief Commissioner for Persons with Disabilities, Rehabilitation Council of India, National Trust for the Welfare of Persons with Autism, Cerebral palsy, Mental Retardation and Multiple Disabilities, and eight National Institutes dedicated to different disabilities, Regional and District-level Centres for Persons with Disabilities and 8 Composite Regional Centres and about 200 District Disability Rehabilitation Centres. These organizations are involved in providing rehabilitation services, education, manpower development and research, regulation and developmental activities. The Department's two Central Public Sector Enterprises viz. Artificial Limbs Manufacturing Corporation of India (ALIMCO) and National Handicapped Finance Development Corporation (NHFDC) are involved in manufacture of aids and assistive devices and providing financial assistance for economic empowerment of the PwDs. About 2.11 per cent of the population as per 2001 census comprises of persons with disabilities having one or multiple disability. Though the number is small, the need of these members of our society deserves special attention. Disabilities present probabilistic outcomes which can affect anyone and it is appropriate that society does whatever it can to assist this segment to play a full part in society. There was a paradigm shift in policy towards Persons with Disabilities since the Ninth Five Year Plan, from the earlier welfare based approach to a rights-based approach. The Tenth Plan focused on effective implementation of various provisions of legislation and National Policy for Persons with Disabilities. It advocated a multi-sectoral and multicollaborative approach. The Eleventh Plan had aimed at inclusive growth. It was expected to achieve inclusiveness through significant improvements in literacy/education, health, greater employment opportunities and sharper focus on disadvantaged groups. The Eleventh Plan emphasized upon the rights-based approach to empower the PwDs inter alia through delineating clear cut responsibility between the concerned Ministries/ Departments; formulating detailed rules and guidelines by con-
cerned Ministries/Departments; and monitoring mechanism at various levels. Achievements During the XIth Plan, the Ministry has taken lead in a number of areas and worked towards empowerment of persons with disabilities. A National Centre namely, Indian Sign Language Research and Training Centre was set up in 2011 to propagate and develop Indian Sign Language. The National Handicapped Finance and Development Corporation promoted economic development activities and selfemployment ventures for the benefit of Persons with Disability. The Corporation extended credit facilities to beneficiaries through channelising agencies in States/UTs and provided loans at concessional rate for education, skill development and self-employment ventures to Persons with Disabilities. On the basis of budgetary provisions made on year to year basis, 34461 persons with disabilities benefited. The Artificial Limbs Manufacturing Corporation of India is manufacturing and supplying durable, sophisticated, scientifically manufactured modern and ISI standard quality assistive aids and appliances that can promote physical, psychological, social, economic and vocational rehabilitation by reducing the effect of disabilities and enhancing potential for self-dependence. The scheme of setting up of Composite Regional Centres is a part of overall strategy to reach out to the PwDs in the country and to facilitate the creation of the required infrastructure and capacity building at Central, State and District levels and below for awareness generation, training of rehabilitation professionals, service delivery. At present there are eight CRCs functioning at Sundernagar, Srinagar, Lucknow, Guwahati, Patna, Bhopal, Ahmedabad and Kozhikode. 199 District Disability Rehabilitation Centres have been sanctioned out of which 181 are functional and are providing rehabilitation services to persons with disabilities. 21 new DDRCs have been set up in 2010–11 In the financial year 2011–12, grant amounting to Rs.196.28 lakh was released for setting up of 12 new DDRCs at Warangal (Andhra Pradesh), Supaul (Bihar), Sitamarhi (Bihar), West Champaran (Bihar), Sabarkantha (Gujarat), Banaskantha (Gujarat), Bharatpur (Rajasthan), Bhilwara (Rajasthan) Aligarh (Uttar Pradesh), Bulandshahr (Uttar Pradesh), Bardhaman (West Bengal), Purulia (West Bengal). Scheme of Assistance to persons with
disabilities for Purchase/Fitting of Aids/Appliances provided grant-in aid to the various implementing agencies (NGOs/District Disability Rehabilitation Centres/ALIMCO/State Handicapped Development Corporation/other local bodies) to assist the needy disabled persons in procuring durable, sophisticated and scientifically manufactured, modern, standard aids and appliances that can promote their physical, social and psychological rehabilitation, by reducing the effects of disabilities and enhance their economic potential. The outlay under the Eleventh Five Year Plan for Deendayal Disabled Rehabiliation Scheme was Rs. 500.00 crore Under the Scheme, 530 NGOs were assisted during 2007–11 covering an average of 2.3 lakh beneficiaries every year. The Scheme of Incentives to Employers in the Private Sector for Providing Employment to Persons with Disabilities provided the employer’s contribution for Employees Provident Fund (EPF) and Employees State Insurance (ESI) for the first 3 years, for employees with disabilities employed in the private sector on or after 1 April 2008, with a monthly salary upto Rs.25000. Under the scheme, 392 (upto 31 March 2012) and 918 (upto 29 September 2012) persons have been registered by EPFO and ESIC respectively. ARUNIM which is the marketing wing of National Trust has been successful in facilitating enterprises that offer products and services to ensure sustenance and equality for people with developmental disabilities. Its sales is to the tune of Rs. 107.87 lacs from 2008 to date. Some of the important initiatives undertaken by the Department include fulfilling obligations due to ratification of United Nations Convention on the Rights of Persons with Disabilities by India by way of harmonising Indian Laws with the provisions of the Convention; replacing the existing PwD Act by a new legislation to bring it in tune with the demands of changing times; revision of ADIP scheme and introduction of national fellowship/scholarship for students with disabilities to pursue post-matric, professional, overseas and higher education etc. The XII Plan has envisaged a multipronged strategy to achieve empowerment of persons with disabilities by incorporating various programme and initiatives during the plan period. The outlay for the XII Plan period has been increased from Rs.1,426.80 crores during XI Plan to Rs. 3,284 crores.
NEMMP 2020: A Wise Investment for our Future Generations

n 9th January 2013 the Prime Minister launched the National Electric Mobility Mission Plan (NEMMP) 2020 which is a roadmap for progressive induction and expansion of efficient and environmentally friendly electric and hybrid vehicles in the country. The National Electric Mobility Mission Plan 2020 is a culmination of extensive and detailed exercise by the government and the industry covering a span of one and a half years; also involving an international knowledge, that carried out a primary data based survey among seven thousand respondents, to understand the needs and aspirations of the Indian consumer with respect to clean, energy-efficient and affordable transportation, and the state of preparedness of the Indian automobile industry in this regard. The study took into consideration the current international best practices, particularly in Europe, USA, Japan and China, and also recent developments within the country, particularly steps being taken by the government to encourage the use of electric and hybrid vehicles, for example the subsidy scheme for electric vehicles ran by the Ministry of New and Renewable Energy Resources. The National Electric Mobility Mission Plan 2020 emanates from the National Mission on Electric Mobility (NMEM) which was approved by the Cabinet as the core vision document that has National energy security, mitigation of the adverse

This will also contribute to our global commitment to reduce CO2 emission. From the larger perspective, this is amongst the most significant interventions of the Government for the people at large, that promises to transform the automotive paradigm of the future by lessening the dependence on fossil fuels, increasing energy efficiency of vehicles and by providing smoke free air to breathe and noise free commuting in the congested city roads and choking urban sky lines. As a well researched set of objectives, guidelines and action plan, this underlies the basic philosophy of governance, that is, to leave a sustainable environment for the coming generations. In other words, it is a wise investment for our future generations.
