Srinagar, Apr 5 : Dr. Ali Bakesh Former Director General Health Services, brother of Taj Mohiuddin minister for health and medical education passed away on Saturday after a brief period of illness. After complaining about chest pain, Dr Ali was taken to Government Medical College Jammu for medical checkup. But he expired during his brief stay in the hospital. Son of Late Brigadier Khuda Baksh, Dr Ali was known for his gentleness and polite nature. His body is being brought to his home in Baghat Barzulla where his last rites will be performed at his ancestral graveyard on April 6, the family sources said. Srinagar, Apr 5: Three persons died and two others were injured in different road accidents across Kashmir valley and Leh. According to a police statement issued to KNS, a Tipper bearing registration number JK03D/3064 hit and injured six years old Ajmat Farooq Najar son of Farooq Ahmad resident of Thajiwara at Thajiwara, in the jurisdiction of Police station Bijbehara, Anantnag. Had Congress not concerned about your problems, the Medical College would not have been sanction for you”.Giving a detail account of the contributions of Union Ministry for Health and Family Welfare especially for Rajouri and Poonch district, Ghulam Nabi Azad pointed out that “I still remember when there used to unprovoked firing from across the border besides armed terrorists unleashing reign of terror on innocent civilians. But we fought it with iron hands and now the people are living in peace. After the end of militancy, new era of development was started by Congress. My department provided number of Hospitals, First Referral Units, Community Health Centres, Primary Health Centres and NTPCs wherever there was requirement in this hilly belt”. “Besides 167 Village Health Sanitation and Nutrition Committees, at least 8 Mobile Medical Units and Ambulances have been kept at various identified areas exclusively for the services of people of Rajouri and Poonch,” stated Azad.“Crores have been spent for the construction of number of new roads under Prime Minister Gramin Sadak Yojana (PMGSY) as well as Central Road Fund (CRF) to ensure every hilly and remote village is connected with each other. Besides, number of such construction works are under way and would be completed soon, which would help to eradicate the problems of local populace to a large extent. The PDP president, who is also party candidate for Anantnag Lok Sabha constituency, said that the foundation stone of the party itself was laid on specific agenda of peace, development and prosperity and to end decades old hegemony of a single family which sold out the state resources for its own interest and compromised to stay in power. “Peoples’ Democratic Party was formulated with the aim of restoring the trust and confidence of people on the political and democratic system in Jammu and Kashmir”, she said adding that with its policies and programmes the party was able to restore that confidence on the democratic institutions, which were strengthened to bring transparency and accountability. “However, over the last more than five years the National Conference-Congress alliance has once again eroded the sanctity of such institutions leading to a chaos and political instability in state”. “Even when PDP entered into an alliance with Congress it formulated and ensured implementation of the road map in the form of Common Minimum Programme”, she said.

Much to the annoyance of the people present there and especially tourists, there were hardly any blooming tulips there. “I expected a colourful scenery here but was totally disappointed,” a female tourist from New Delhi Shobha Rani told CNS adding that they were misled about the presence of Tulips in the Garden.

It is pertinent to mention here that a total number of 181856 electors comprising 98243 male and 83613 female electors are going to vote for the ensuing Lok Sabha Elections 2014 from Ramban district. Among the prominent candidates in Assam are lottery baron Mani Kumar Subba, chief minister Tarun Gogoi’s son Gourav Gogoi, outgoing Congress MP Bijoy Krishna Handique, veteran communist Drupad Borgohain, BJP state president Sarbananda Sonowal, Union minister of state for tribal affairs Ranee Narah, Mamud Imdadul Haque Choudhury of AIUDF, Union minister Paban Singh Ghatowar, Rameswar Teli of the BJP and Anoop Phukan of the AGP. The West Tripura Lok Sabha constituency goes to the polls Monday. Election in the Tripura East constituency will be held April 12. According to officials, 1.2 million voters are eligible to vote Monday to pick one Lok Sabha member from among 13 candidates including a woman. In 2009, the CPM’s Khagen Das won defeating Congress’s Sudip Roy Barman by 248,549 votes. The Left has won
from West Tripura seat 11 times since the first Lok Sabha election of 1952 and the Congress four times. The Congress For Democracy, a breakaway faction of the Congress, secured the seat in 1977. This time the main battle in the constituency will be between CPM’s Sankar Prasad Datta and Congress’s Arunoday Saha, a former vice-chancellor of Tripura University. BJP state president Sudhindra Chandra Dasgupta, Trinamool Congress state chief Ratan Chakraborty, Tripura Pragatishil Gramin Congress president Subal Bhowmik and Aam Aadmi Party’s Salil Saha, a physician, are the other important contenders. The CPM is focussing on the development work it has carried out in Tripura while attacking the Congress for poor governance and corruption in the country. Tripura chief electoral officer Ashutosh Jindal said the Border Security Force (BSF) would seal the India-Bangladesh border during the polls.

EDITORIAL/ OPINION Education-Magic wand to progress and prosperity
T
he progress and prosperity of any nation can be measured only on one yard-stick, as to how many citizens have excess to quality educational facilities. The off rule, Might is Right, Aristocrats rule the Nations, are now obsolete. The developed countries paid heed to education in the initial stage and now they are harvesting the fruits of those initiatives by way of dictating their terms on developing and under developed countries. The citizens are leading comfortable life with all the basic necessities fulfilled. They don’t have to live under open sky or stand in que for hours together to fetch one bucket of water or ration at concessional rates. Their children don’t have to lose eye sight while studying in dim lights. Talk of any comfort; they are bestowed with in comparison to the people of the third world who have to live from hand to mouth, where poverty is their destiny. It is all because of least priority given to education sector that these countries could not harness their resources and compete with the developed nations. They miss the condition in India. We too woke late to the need of the hour in giving emphasis on education. The words of Former President of India Dr. A.P.J Abdul Kalam keep on echoing when he one said “coming generation will not remember you as to how many temples, mosques or churches you built, but will remember you as to how many school you built”. His golden words speak of his vast experience and practical approach. But despite various schemes and initiatives launched by Central Government, country still lags behind in the field of education. Due to poverty most of our children go to government run school to seek education. Except Kerala almost in tall the states the literacy rate is below expectations. There could be various reasons for this. The way politics has plagued this sector is beyond one’s imagination and almost killing the future of the country. The state of Jammu & Kashmir is no exception. Here the people are being duped with the slogans of freedom, justice, progress and what not for the last so many years. But it was education sector which was made sacrificial lamb at the first instance. Schools, colleges, libraries were set ablaze. Day today calls of strike, civil curfew, and curfew made the life out of gear. The future of the students was darkened. With the establishment of popular government some initiative with the financial assistance by central government were taken to build or repair school college buildings but the situation still is pitiable. Even now nearly 5000 government schools are without their own buildings. School buildings are in delipated condition. May schools are without roof top, without doors and with broken window panes. There is no proper sitting arrangement what to talk of other civic amenities like heating system during chilly days of harsh winter, drinking water or toilet facilities. Even teacher are not properly trained. There are certain schools were students are without teaching staff but some schools with more teachers but less students due to ineffective transfer policy and rampant corruption. The concept of Rehbar-e-Taleem may be ideal on paper but practically it has failed to deliver goods as it is a means for back door entries. What kind of quality education can be expected from a teacher with nominal honorarium? Moreover when such teachers are regularised they get themselves transferred to towns or cities with political pressure or money power leaving students to their fate.Now time has come when Government and the people have to take education sector seriously. Government should take bold steps by adopting public private partnership for spreading education to every nook and corner of the state to channelize the talent and intelligence of t he children of the state and also in calculate a sense of accountability in teaching community which is possible only when there is good governance.

ECO Sensitive Zones needs Special Care
ndia is endowed with diverse topographical zones and rich variety of flora and fauna. During the course of industrialisation, urbanisation and other developmental initiatives, lot of changes occur in the landscape which may sometimes become the cause of natural disasters like earthquakes, flash floods, landslides, cloud burst etc. In order to preserve certain regions/ areas bestowed with unique plants, animals, terrains Government has declared them as national parks, wildlife sanctuaries, etc,. Further, to minimise the impact of urbanisation and other developmental activities, areas adjacent to such protected areas have been declared as Eco-Sensitive Zones. The National Wildlife Action Plan (NWAP) 2002-2016 endeavours to protect areas outside the protected area network to prevent isolation/destruction of fragments of bio-diversity. However, eco-sensitive zones are delineated to regulate specific activities on site specific basis. The Environment (protection) Rules, 1986 states that the Central Government can prohibit and restrict the location of industries and carrying on certain operations or processes on the basis of considerations like biological diversity of an area,
maximum allowable limits of concentration of pollutants in an area, environmentally compatible land use and proximity to protected areas. The purpose of declaring eco-sensitive zones around protected areas is for creating some kind of ‘Shock Absorber’ to the protected area. They would also act as a transition zone from areas of high protection to areas involving lesser protection. The width of eco-sensitive zone and type of regulation vary from one area to another. However, as a general principle width of eco-sensitive zone could go up to 10 kms around a protected area. In case of places with sensitive corridors, connectivity and ecologically important patches, crucial for landscape linkage, even area beyond 10 kms width can also be included in the eco-sensitive zone.
The State Governments should emphasise the fact to the public that eco-sensitive zones are not meant to hamper their day-to-day activities, but instead, is meant to protect the precious forests/areas in their locality from any negative impact and also to refine the environment around such protected areas. While some of the activities could be allowed in all the eco-sensitive areas, others will be regulated or prohibited. However, which activity can be regulated or prohibited and to what extent will have to be area specific. For instance, activities which fall under the prohibited category include commercial mining, setting up of saw mills, setting up of industries causing pollution, establishment of major hydro electric projects, discharge of effluent and solid waste into natural water bodies or areas, use or production of any hazardous substances,etc.Similarly, activities like felling of tress, establishment of hotels and resorts, widening of roads, protection of river banks and hill slopes,etc comes under regulated category. A Zonal Master Plan for the eco-sensitive zone has to be prepared by the State Government within a period of one year from the date of approval by the Ministry of Environment and For-
ests, Government of India. The zonal master plan should provide for restoration of denuded areas, conservation of existing water bodies, management of catchment areas, soil and moisture conservation, needs of local community, etc,. which needs attention. It should also demarcate all the existing and proposed urban settlements, village settlements, types and kinds of forest, agricultural areas, green areas, horticultural areas, lakes, etc,. No change of land use from green uses shall be permitted in the zonal master plan except limited conversion of agricultural lands to meet the residential needs of the existing local residents, improvement of roads and bridges, community buildings, without the prior approval of the state government. Pending preparation of the master plan and approval thereof by the Ministry of Environment and Forests, all new constructions can be allowed only after it is approved by the Monitoring Committee constituted by the Central Government. Protection of eco-sensitive zones has assumed importance in view of the overzealous developmental initiatives in fragile eco systems. A balanced, rational developmental approach is the need of the hour.
Water Conservation in Industries
T
he population of India is estimated to reach between 1.5 - 1.8 billion by year 2050. To avoid our country from becoming a water scarce country, availability of 3060 billion m3 fresh water is required. The average annual surface water flows in India has been estimated as 1869 billion m3 of which only 690 billion m3 can be utilized considering monsoon climate and topographical and geological reasons. The available groundwater resource due to various recharges is 432 billion m3. The country will be water stressed even if the total available water i.e. 2301 billion m3 is taken into account. Ensuring uninterrupted supply of water of adequate quality and quantity at affordable cost will be the biggest challenge for the municipalities and industries due to the huge demand and pollution caused by discharge of untreated or partially treated used waters. In recent years, with the development of industries, increase in population and improved living standard, demand of water has remarkably increased. Municipalities are not able to provide uninterrupted water supply to the citizens. The communities in many Indian cities have to purchase drinking water at a high cost of Rs. 50 – 150 per m3. Since water has become a scarce commodity, availability of water of adequate quality and quantity at affordable cost is possibly the biggest challenge faced by the industries today. It is necessary for all the industries to positively implement all kind of programs and measures for effective utilization of water resources. Chennai Petroleum Corporation Ltd., Chennai for example have invested large sum of money in desalination of Sea water and in laying a pipeline to convey the desalinated water all the way to their refinery. Earlier, when faced with a severe water shortage, the refinery was the first to invest in a plant to recover water from treated municipal sewage and effluent from the refinery. Madras Fertilizers Limited followed their example. In Mumbai, Rashtriya Chemical Fertilizers have also set up a plant to recover water from municipal sewage and used the recovered water for cooling applications. Water can no longer be taken for granted. It needs to be managed judiciously through measures to conserve, recover, and reuse, especially in industries that consume large quantities of water. Water is used in the industry for a number of applications that include cooling, steam production to generate power and other process applications besides drinking and sanitation. Water Audit The first step in Water Conservation and Management Programme is comprehensive water Audit to arrive at a realistic water balance for the entire factory and colony. Water audits at regular intervals help the management to take stock of the situation and act before the problem escalates and threatens closure due to non availability of water. The objectives of carrying out a water audit is not only
to identify areas of excessive use (and its abuse) but also assess the quality of water being supplied for each application and compare it with the actual requirement and optimize the cost of treating water. This involves following exercise· Measurement of water consumption at user points by calibrated instruments. Flow through closed pipes can be measured by an Ultrasonic flow measuring instrument and flow through open channels through V-Notch weirs. · The quality and quantity of effluents generated from each section should also be assessed. Conscious efforts shall be made to effect savings in cost of treating the effluent. · The next step is to establish bench marks for water consumption based on international practices for similar industries and identify areas of excess consumption. · An action plan should then be drawn for reducing the consumption of water in those areas. With good housekeeping discipline and perseverance it should be possible to achieve the results. Conservation of Water for Cooling A major portion of industrial water is utilized for cooling applications in majority of industries and hence provides an opportunity to conserve the water by optimizing the operations of cooling towers and following the best practices as given below· It is essential to check the cooling water treatment programme, which enables us to operate the tower at optimum cycles of concentration. The quantity of make-up water decreases significantly with increasing cycles of concentration. Water meters should be installed at cooling water make-up as well as blow down line. · Use of cooling water for other purposes like floor washing should be stopped. There should be no overflows from the basin. · One should also look for any leak through the bottom floor of the tower basin and if detected the leak should be plugged during the annual shut down. · Loss of water due to evaporation is around 2% of the water in circulation and hence in areas of water scarcity, the feasibility of using air cooled towers should be explored. · Side stream filtration should be adopted to keep cooling water free of suspended solids. Backwash water from side stream filter can be recovered by installing a plate type clarifier. The quantum of water recovered can be significant in large industries like fertilizer, steel etc. Water Conservation in Pretreatment Plant Almost all the plants utilizing surface water will have a clarifier and filter beds. Blow down from the clarifier must be treated through the sludge thickener and sludge dewatering unit (centrifuge / filter press). The clear water from sludge thickener and the filtrate from sludge dewatering unit should be pumped back to the clarifier. This will not only help in
water conservation but also reduces the cost incurred in sludge handling and disposal. The entire quantity of water used for backwashing the filters must be collected and returned to the clarifier. Water Conservation in Softening Plants Softening plants offer scope both for water conservation as well as for a reduction in salt consumption by opting for salt recycling. Salt recycle is effectively used in almost all the power stations in Maharashtra as the entire quantity of water used for cooling is softened and the salt consumption is high. For salt recycling, it will be necessary to install an additional brine measuring tank (BMT 2) identical to the existing one (BMT 1) and modify the frontal piping. Part of the water used for slow rinsing and practically the entire quantity used for final rinsing can be recovered and reused partly for preparation of salt solution and partly for slow rinse. Salt recovery can be made by collecting the latter half of the effluent during salt injection in a separate brine measuring tank and using it to partially regenerate the resin during the next cycle. Water Conservation in Demineralization Plant Demineralization by the ion exchange process generates strong effluents which require dilution with fresh water or other streams low in dissolved solids prior to discharge. However water can be recovered from the effluents generated in a DM plant by installing a water recovery plant for reuse in the plant. Some plants use the strongly acidic effluents in cooling water for pH control in place of acid. There is considerable scope to conserve water in DM plant which can be achieved by following measures· Almost all the final rinse water during Mixed Bed regeneration can be recycled back to the filtered water tank. Part of the water used for final rinsing can be recycled back to the raw water tank as soon as its conductively reaches the value equal to that of raw water. · Good housekeeping can significantly contribute to conservation of water in a DM plant. Leaky valves and taps must be fixed immediately. Water flowing through pH and conductivity sensors must be routed to the raw water tank. · Whenever rinse water volumes increase, the reasons for long rinse should be ascertained. If it is established that the problem is due to fouling agent in water, action must be taken to fix the problem either by addition of some equipment or change over to non fouling resins or both. · Presence of non-reactive (colloidal) silica in boiler feed water high pressure boilers may result in increased blowdown. In case presence of excessive amount of colloidal silica is suspected it may be prudent to remove it from boiler feed water by installing an Ultra filtration unit after the Mixed Bed. In case the raw water is high on organics as well, the ultra filtration unit may be located ahead
of MB unit to take care of both issues. Treatment of Condensate Conservation of condensate not only saves water but also the huge cost incurred in high purity water production and chemical conditioning. This can be achieved by arresting the leakages in the lines and installing suitable treatment units (condensate polishing units) for removal of undesirable components. Condensates with traces of hydrocarbons can be treated through the use of Oil Coalescers or specially designed Activated Carbon Filters Effluent Treatment Use of water in the industry produces an effluent which needs to be treated before it can be discharged into a public sewer or a receiving stream. Treatment of effluent is necessary to protect the receiving water bodies and ensure safe water availability to the downstream habitation. Moreover, the effluent after minimal treatment can be utilized for low end applications. Efforts should be made to treat, recycle, and reuse the effluent in the premises so that the industry could approach towards zero liquid discharge concepts and uninterrupted water supply for production can be ensured. Often it is possible to recover a valuable byproduct for reuse in the process and remaining effluent is now more amenable for recovery of water economically. In Tirupur, group of industries had installed a combined effluent treatment plant for treating their effluents with an option to recover the salt (Na2SO4) and water which is again recycled back to the process. This approach not only solved a potential problem of high TDS effluent disposal but also resulted in practically ‘Zero-Discharge’ with significant savings in the cost of treatment of effluent. Water Conservation in Offices and Residential Colony As far as possible, electronically operated proximity devices or at least press to open type of valves should be provided to reduce wastage. These types of installations result in water consumption of around 30%. Supply of potable water to residential colony and other user points should be under gravity by installing water tanks on roof tops. Supply under gravity (through overhead storage tanks) will minimize wastage through splashing. Again restricting the supply to fix periods will also help in conserving water. Rain Water Harvesting Rain water harvesting is yet another opportunity for the industries to ensure that the ground water gets recharged and the borewells do not run dry. The system is relatively inexpensive and the benefits are many. Water falling on the roof top is collected through channels, filtered and infiltration wells.Water is a scarce resource and it needs to be treated with all the respect it deserves. Conservation, recovery and reuse must be practiced by all industries on a continuous basis to ensure availability of adequate quantity of fresh water for use.
