Narender Modi again sings same BJP tune Asks for scraping of Article 370 Jammu, December 01: The BJP Prime ministerial candidate Narender Modi has called for the parliament to debate Article 370 with a view to scrap it as according to him there is no need of this article which is discriminatory While addressing a mammoth gathering in Jammu he reiterated the BJP’s old stand which has always been in favour of scrapping Article 370 of the constitution of India which gives a special status to the state of Jammu and Kashmir. He blamed Congress-led UPA Government for ignoring the development of the state, and said that the Government should have thought of making Jammu and Kashmir a super state instead of a separate state.

"They call Jammu Kashmir a beggar state but the state will prove it is a better state and not a beggar state. It would have been better if the Government thought of making Jammu and Kashmir a super state instead of a separate state,' he said while addressing a rally here today. He raised several questions regarding the state's welfare, and asked why the Government failed to provide proper impetus to certain sectors that could have benefited the people of Jammu and Kashmir. "The Government is least both-

Modi’s candidature ‘shame for Indian democratic, secular claims’: Geelani Srinagar, December 01: Taking strong exception to the nomination of Narendra Modi as the Prime Ministerial Candidate, Syed Ali Geelani, chairman Hurriyat Conference (G) on Sunday termed Modi as a ‘killer of humanity’ whose nomination is in total contrast with India’s claims of being a democratic and secular country. Addressing a public rally at Kulgam, Geelani said: “Modi is the person responsible for the massacre of Muslims in Gujarat in 2002. He is responsible for the gross human rights violations and barbaric victimization of Muslims in Gujarat.” Reiterating his election

boycott call, Geelani said that some people join political mainstream and advocate people to participate in polls act as ‘collaborators’ in inflicting oppression and suppression on Kashmiris. “The mainstream parties like Congress, NC, PDP and other parties are equally responsible for the victimization of Kashmiris as India is. Those who will vote are like brokers of sacrifices offered by martyrs,” the Hurriyat (G) chairman said, according to KNS correspondent. He said that it is the mainstream parties in Jammu and Kashmir that bartered state’s natural resources especially the water. “It See Geelani on Pg. 7

ered about development. Why not a road to Kailash Mansarovar be laid through Leh? Nepal is reaping the benefits now. Why can't Jammu and Kashmir take the benefits? Jammu and Kashmir had been a popular venue for film shooting. Why didn't the Indian government focus on Jammu and Kashmir on the 100th year of Indian cinema? There could be a film institute here," he said. "Why can't Jammu and Kashmir be made an improved state through boosting the tourism and herbal medicine industry? Why cannot we export herbal

medicines, and give employment to our people here. Can't an IIM or IIT be made in Jammu and Kashmir?" he questioned. Recalling the brutal killings of Sarabjit Singh and Chamel Singh in Pakistan jail, Modi said that the Congress Government is least bothered about its own people getting killed. He added that Sarabjit Singh would have been alive, had the Government raised their voice against such atrocities. "While fighting against terrorism, many people sacrificed their lives. The Government in Delhi is sleeping, and even people's anger cannot wake it, and it seems they will keep sleeping till 2014. I am saying this because two incidents happened See Modi on Pg. 7

Govt.’s resolve to develop remote, distant areas: Taj Uri, December 01: Minister for Medical Education, Youth Services & Sports, Mr. Taj Mohi ud Din today expressed the resolve and determination of the Government to develop all regions and areas in the State particularly far flung and remote areas. He appealed people to reject the divisive politics practiced by certain groups which is to the detriment of the State. Addressing a well attended public meeting here today after distributing regularization orders among the education volunteers of the area, the Minister said Government has fashioned its development initiative in such a manner that the far flung

and remote areas get their due share. He said political executives and senior Government functionaries regularly visit these areas to ascertain the development needs and factor them in the developmental paradigm of the State. Mr. Taj said the present Government is working hard to ameliorate the lot of people particularly those living below poverty line, in far flung areas and those belonging to weaker sections of society for whom many schemes and programmes are in vogue for the purpose. The Minister said many path breaking steps were taken during the last five years of present Government. He said See Taj on Pg. 7

Article 370 permanent, unscrappable: Mufti Jammu, December 01: Expressing concern at the serious gaps in the constitutional knowledge of BJP's Prime Ministerial candidate, Peoples Democratic Party today said even the Parliament of the country is not constitutionally mandated to review or scrap article 370 of the constitution of India. Reacting sharply to Narendra Modi's call for the Parliament to debate article 370 with a view to scrapping it, party patron Mufti Mohammad Sayeed said one had expected the prime ministerial hopeful to steer clear of the divisive issues and follow Atal Bihari Vajpayee in building bridges rather than spark off controversies that have no relevance except trying to reap votes at the cost of national interest. Mufti said even the or-

dinary students of constitutional history know that article 370 providing special status to J&K has gained a permanent status after the constitutional assembly of the state approved it. “Even the article 1 of the constitution of India determining the territory of the country applies to J&K by virtue of Article 370 only. Scrap this bridge with rest of the country and the entire gamut of accession and related issues stare in your face," Mufti reminded Modi. Mufti said if Modi aspires for the top job of a country as diverse as India he will have to rise above prejudices, perceptions, propaganda and work for uniting people rather than dividing them. "His raking up of article 370 is a very disturbing indicator of his approach to See Mufti on Pg. 7

Youth energy base of National Conference: Omar Srinagar, December 01: Describing youth as the ‘energy base’ of National Conference (NC), Chief Minister, Omar Abdullah who is also Working President of NC Sunday said that amalgamation of experience and energetic enthusiasm represented by elders and younger in NC has always been the strength of this party. Addressing Members of Students’ Wing and Youth National Conference here, the Chief Minister told them to take a leaf from the book of sacrifices and selfless services rendered by the elders, and emerge as the bulwark of the high principles nurtured and upheld by National Conference since its inception. “You are the legacy holder and torch bearers of a Par-

ty (NC) which even under challenging circumstances did not compromise their high principles,” he said adding that history bears testimony to the sacrifices rendered by National Conference, its leadership and workers to make stronger

the pluralistic ethos of the State, nurture amity and brotherhood, built a society based on justice, fortify solidarity between various regions of the society and empower people socially,

economically and politically. He said NC is firm on this policy, and whether in government or outside its benchmark and guiding principle of politics is ‘public service and good of the State’. The NC Working President advised the youth to be active in every field of public service and strengthen the Party folds at all levels by infusing new energy and making young generation aware of the Party programmes and political agenda for the welfare and upliftment of the people and equitable development of all the regions and subregions of the State. “You are the workers and followers of a great political Party (NC) which has made its mark in the political history of Jammu and See Omar on Pg. 7

Increase in physical violence against women during last forty years War or peace, women become the first victims of brutality From our special correspondent Despite our claims that women around world are being given equal status in every sphere of life, the crimes against women have increased by several percent and in India alone 900% steep increase in rape cases for the last forty years has been recorded as per the figures of India’s National Crime Record Bureau. It is not only in India that the crime against women has increased manifold but the trend has been recorded all over the world particularly in the conflict zones. In Rwanda an African country some five lakh girls and women fell to the physical violence of the men brutality. Every year many occasions or celebrated wherein the governments announce plans to empower women, protect their chastity and treat them at par with men but in fact all these claims are hollow, baseless and without any sincerity because the man chauvinism is eclipsing the whole

exercise. From the physical abuse, to domestic violence and from dowry to providing education women are ill treated and their rights are rolled down by the men dominated society as per its wishes and whims. There are shocking figures of the most advanced countries where the crimes against women are far more than under developed and poor countries. For instance in United States onethird of women murdered every year are killed by their own partners and in India, in 2007, twenty-two women were killed each day in dowry related disputes. Whether it is war or peace, whether it is home or office, whether it is city or village the hapless women become the first target of men to show their strength and dominance. The violence against women is a global health problem of epidemic proportions says an expert of world health organization. The highest level of violence against women is in Africa where the women are treated like

voiceless creatures and are exploited by the men to the maximum extent. If we take the example of our country there are stringent laws in force to prevent violence against women but due to the less awareness about their rights the women never get benefited from these laws mostly. The equal rights of the women particularly in education and employment could revolutionize the society but unfortunately still most of the girls are deprived from at least getting primary education and in employment they are discriminated. Not only this, the ill treatment of the women by in laws mostly their mothers-in-law who are themselves women is widely prevalent in our society which has resulted in the destruction of several lives and families. The ill treatment of our parents particularly our mothers when they get older has become a usual practice in our homes and several old women die either on roads or in hospitals unattended by their own kith and

kin. In Kashmir like place where the last twenty five years have seen a lot of violence and uncertainty, the women have faced the brunt. Some have been physically attacked, some killed, some have lost their only son, some their husband, some their father but in every case it is the women who has suffered and who has to carry the pain and grief for whole of her life. Take the example of those widows whose husbands were killed either by security forces or by militants. None of them has got any support from anywhere and have been left to struggle for their whole lives with their orphans and nobody to support around. This is not only happening in Jammu and Kashmir or particularly in the valley but this is happening all over unabated and unstopped. The crimes against women will continue untill the society reforms itself and takes a pledge to give the women an equal place in the society and treat them at par with the men. Why should there

be a gloom of sadness on the birth of a girl child? Don’t we know that the Prophet Mohammad (PBUH) loved his daughter Fatima the most and had utmost respect for the women even if they were from the enemies? There is no doubt that in India reservations for women have been initiated in some institutions and the Indian girls have excelled in every field of life whenever they got the opportunity. But it is also a fact that a totally different approach is needed to change the society and adopt a better approach for our women who do not want our sympathies but want their due place, due respect and opportunities to prove their worth in taking the society and the country forward. The women also should themselves put their efforts together and fight for their rights in every field of life. When they do so the crimes against them will automatically decrease and there will be no need of making the laws more stringent and severe.

in Pakistan. Two innocent Indians were locked up in Pakistan jails. One was Sarabjit Singh and the other was Chamel Singh," he said. "Had the Indian Government raised their voice after the death of Chamel Singh, then maybe Sarabjit would have been alive today. Centre is not bothered even when its own people are getting killed," he added.

sensitivities of the people of Jammu and Kashmir who acceded to India in pursuit of some dreams which still elude them and constitutional guarantees that can neither be withdrawn nor wished away,” said the PDP patron. He said Modi's utterances have the potential of creating fissures within the state besides increasing trust deficit between the state and rest of the country. PDP patron reminded BJP prime ministerial candidate that rights of women of Jammu and Kashmir are equal as compare to the other parts of the country. “Females of Jammu and Kashmir enjoy equal rights as compare to the males of the state”, he maintained and said that women of Jammu and Kashmir who married outside the have equal constitutional rights as compared to men of the state.” “It is factually incorrect to say that women of Jammu and Kashmir do not enjoy equal rights”, he observed, adding, “any woman of Jammu and Kashmir who married outside does not lose her inheritance rights” Mufti further reminded that Modi that Gujjars and Bakerwals of Jammu and Kashmir have been granted Scheduled Tribe (ST) rights way back in early 1990s so BJP leader should correct his this information also. Expressing hope that people of the state would take Modi’s remarks on article 370 and the state subject law as no more than electoral rhetoric, Mufti said if push ever came to shove the state would rise up against any attempt at diluting the special position of the state. He said instead of treading the familiar beaten track of BJP one would have expected Modi to unfold a future vision of resolving the issue of Jammu and Kashmir which in recent times had been indicated by none other than Prime Minister Vajpayee with resounding results. "The Vajpayee initiative had helped entire South Asia to dream about a better, peaceful and friendly region in which the conflict ridden J&K too could seek its share of joys and satisfactions that it has been deprived of" said Mufti PDP patron, however, said that unlike other parts of the country, democracy was not allowed to flourish in Jammu and Kashmir. He said that sanctity of the democratic institutions like Panchayats and Urban Local Bodies (ULBs) are undermined in Jammu and Kashmir. Failure of the present regime headed by National Conference to empower Panchayats and to conduct Urban Local Bodies elections is an example of eroding sanctity of democratic institutions.

Geelani........

raising of water usage charges, which constitutes one-third of State’s revenue, would give power generation in J&K a big boost. He said similarly in other sectors like education, health, social welfare etc. J&K has seen phenomenal growth and progress. The Minister asked the people to remain cautious of the designs of vested interest groups who create division among people in the name of catchy slogans and ideas. He said their aim is just to hoodwink the gullible and innocent people and not to make any positive contribution to people’s lives. “They have nothing to offer you except impede the growth of the state which has undergone a turnaround after the hard efforts of the present Government”, he said.

Kashmir and attained popularity in all areas and among all the sections of the society. NC’s popularity is because of its strong belief in public service particularly the service centric for the holistic and comprehensive growth and development of weaker sections of the society,” he said adding that NC has always been the voice of people particularly of poorer sections of the society. The Chief Minister asked the youth to make people aware of the ground breaking and historic initiatives taken by his government to empower public, bring transparency in government functioning, make the administration accountable and strengthen the Institutions to bring the government functioning under full public scan. “You could tell the people how your government ensured public service delivery of about 70 important services making these time bound and also making the erring officials liable of punishment for delay in the delivery of these services in a fixed time frame as also ensuring compensation for the affected consumer for not getting the service within the time line fixed for that particular service,” he told the youth National Conference workers and advised them that the thousands of works launched, implemented and completed by his government during the last about five years throughout the State also need to be made known to people. Omar Abdullah told the youth to also make people aware about his government’s historic decision of giving the people the right to ask questions to any government official from top to bottom and ascertain the answers regarding every penny spent on development or the status and the basis of allotting every tender to a contractor etc. “We have also strengthened Accountability Commission and constituted Vigilance Commission to curb corruption and make people empowered to bring any political personality right up to the Chief Minister before the Accountability Commission and any government official from lower level to top brass before Vigilance Commission probe,” he told them. “The historic initiative of providing strong edifice to the State’s hydro power sector to achieve the goal of indigenous power generation of about 9000 MWs within next 7 to 8 years is the innovative measure of the government,” he

Daily said and added that the government has laid foundation for economically self-reliant Jammu and Kashmir by implementing a policy of generating surplus electricity. He asked the youth to tell the people about these and many more innovative decisions taken by the government in the field of agriculture, horticulture, entrepreneurship development, addressing unemployment and upgrading the skill and employability of youth to make them empowered and capable of leading the open job market by their talent and ability. Provincial President NC, Kashmir and legislator, Nasir Aslam Wani and many Youth NC leaders were present on the occasion.

ZABARWAN TIMES

Remunerative wages to artisans must for survival of craft industry: Omar Srinagar, December 01: Sounding alarm of alert to the dealers and marketers of Kashmiri handicrafts relating the meager amount of wages trickling down to the workers out of the huge profits earned at the Apex Level, Chief Minister, Omar Abdullah asked them to ensure enough money goes down to the artisans whose skill and magical workmanship is responsible for high returns of the products like Carpet, Pashmina Shawls, Sozini, Wood-carving, Papier Machie etc. “Unless you give them deserving share out of the profits you earn by the sale of these products, I fear, they will lose their enthusiasm and interest in this trade. If an artisan will not earn substantial living from his skill and the product which fetches handsome amounts at the terminal market why should he stick to this activity?”, he said and added that while government is taking all efforts to strengthen the artisans economy by various initiatives the basic responsibility is on the shoulders of exporters and traders to ensure remunerative returns to the artisans.“We also observe that for meager wages and fewer earnings even after manufacturing craft marvels of highest quality, standard and market value, the offspring of master craftsmen do not want to venture in this field. They instead want to struggle for getting some government jobs than to take up the noble activity of handicrafts which has earned name and fame to Jammu and Kashmir since times immemorial”, Omar Abdullah said adding that economic welfare of artisans and converting their workmanship in a lucrative business is need of the hour. Addressing the Federation of Indian Export Organizations’ (FIEO) meet here this afternoon, the Chief Minister

in detail identified the areas where Jammu and Kashmir possesses high potential for being a successful exporter.“Instead of becoming jack of all trades we want to be the masters in few and our world famous handicrafts and handloom sectors, spices, fresh and dry fruit, leather products and electronics could be these fields and core sectors to focus on by the investors particularly FIEO making necessary dent and helping the State move ahead in this direction”, he said and listed the measures his government has taken to strengthen these sectors and encouraging entrepreneurship development in these fields. Omar Abdullah mentioned the steps government has taken for making raw material available to the artisans and handloom workers besides encouraging cultivation of cash crops and helping the establishment of a cold chain facility for preservation of vegetables and fruits. “We have encouraged entrepreneurs to construct Controlled Atmosphere Storages for fruit and with the completion of 4laning of National Highway and Railway link between Udhampur to Banihal, the transportation of fruit in refrigerated vans and trucks will be a reality”, he said and added that the manufacturing of electronic goods in the State was taking a big leap in 1981 but it received a severe setback due to the long period of disturbance during which other States who were behind Jammu and Kashmir achieved new highs and J&K remained far-behind. “Now, you are here you should explore the possibilities in this sector”, he told FIEO members informing them about the potential J&K possesses in this field. He said government alone cannot achieve the high targets in bringing electronic revolution in the State as such private

partners should play equal role in this stupendous task. He mentioned the initiative of his government of generating 9000 MWs of power within 7 to 8 years to make electricity 24x7 available to the people and the industry in the State. The Chief Minister also talked about the J&K Silk and Leather Industries and said that his government has initiated measures for re-generation of silk and leather industries. “We have abundant raw material for leather goods manufacturing as we are the highest mutton eaters in the country”, he said and asked the FIEO to explore possibilities of starting leather processing units in the State particularly in Kashmir Valley. Omar Abdullah also referred to the special certificating mechanism put in place by the government through Craft Development Institute for certifying Kashmir Pashmina and putting an electronic tag to this effect on every handmade Pashmina shawl manufactured here. He said J&K has already got Geographical Indicator for Pashmina and five more handicrafts. He said the onus of manufacturing spurious handicrafts items lies on manufacturers and they should desist from this practice. “I am fully aware that majority of manufacturers are honest and do not indulge in unscrupulous dealings, yet it is their responsibility to identify the ‘bad apple’ who becomes responsible for earning bad name to the industry and the people associated with it”, he maintained. The Chief Minister also dwelt in detail about the present export trends in the world and challenges before the Indian exporters. He said there is need of balancing exports and imports to strengthen economy and ensure benefits to the people associated with manufacturing of export items.
