Lok Sabha strict restrictions imposed by the authorities over the peoples’ movement, however clashes and protests were reported in various areas of north and South Kashmir respectively. The district correspondents of KNS informed that the valley remained tense at various areas with the youth taking to streets to protest against the killing of the Nawa kadal boy. Bashir Ahmad of Gratabal Nawakadal was killed during the firing incident that took place in the evening of April 30 in the old city when protesters reportedly hurled stones on the cavalcade ferrying the polling staff. Separatists including Mirwaiz Umar Farooq, Mohammad Yasin Malik and Syed Ali Geelani had urged people to observe strike against the killing. In Srinagar: The streets of Srinagar on Thursday wore the deserted look with little transport visible in the main town areas of the summer capital. In down town area, strict curfew was imposed by the authorities to thwart any protest demonstration. Reports informed KNS that barricades and huge concertina wires wee placed at the vital road links to halt the movement of vehicles and pedestrians. People hailing from the area of old city also preferred to stay indoors keeping in view the strict curfew. However, pedestrian and a little movement of private vehicles were witnessed in upper town areas of Srinagar. Also some medical shops were seen open selling medicines to the needy. In the inner areas of the Srinagar, children were seen playing the cricket with the people in groups busy discussing the overall scenario of the polls held on April 30. The official spokesman of the district administration when contacted told KNS over phone that curfew shall continue to remain in force in the downtown areas and that the situation in entire Srinagar remained peaceful on Thursday. The people in North Kashmir Thursday followed the strike call issued by Kashmir’s pro-freedom camp against the killing of a Nawa Kadal boy on April 30. Shops and business establishments remained closed with the offices, both private and government witnessed very thin attendance. People of the area preferred to stay indoors and transport services were also badly affected at large. In Bandipora’s Nowpora chowk, Pallan, youth took to streets and pelted stones at the nearby police deployment. Raising pro-freedom slogans, youth were protesting against the Nawa Kadal killing. Pitched battles between youth and CRPF were reported in the area with the forces firing tear gas shells to disperse the angry mob. Forces also chased away the protesters by lath charge and the bangs of tear gas shells were heard in the entire areas of the district. At Hajin, people on Wednesday night took to streets and protested against the arrest spree of the youth. Reports maintained that night protests were going on in the area till the mid night with the people carrying torches and holding protest demonstrations. Demanding the immediate release of the youth allegedly detained by the police ahead of the polls, people accused that the youth are being picked up sans reason. On Thursday, shutdown in Hajin, Sumbal, Naidkhai and various adjoining areas was observed. In Main Baramulla, the forces already had sealed the main bridges of the town and concertina wires were places to foil any attempts of protest demonstrations. However, at the bridge of Azad Gunj area of Barmulla, youth assembled in groups and pelted stones toward the deployment of forces. Youth in the area fought pitched battles for a long time till the police resorted with the tear gases and lathi charge. Reports maintained that the forces besides using tear gas shells to disperse the mob, also used pellet guns to halt the stone pelting incidents. Four persons have reportedly been injured by the pellets. Also the reports informed that the people at Baghi-Islam and old town baramulla carried out night protests against the detention of youth in the area. In Kupwara district of North Kashmir,at main chowk of Langate. Stone pelting between forces and protesters was reported in various areas of Kupwara during which two police personnel have been injured. One among them was shifted to Srinagar hospital for the treatment. Police also has taken into custody two persons one among which is a tractor driver. Strike was observed in the various areas of South Kashmir, also the stone pelting incidents, clashes were reported from the region. In the areas of Chawalgam, Kulgam, Khimo and adjoining places youth took to streets and raised pro-freedom slogans during the morning hours. They also reportedly threw stones at the shops that were seen open in the areas. Also the public transport vehicles were attacked and the shutdown was imposed by the protesting youth. In Pulwama clashes between security forces and protesters were witnessed amid complete strike observed by the people at large. Reports informed that at Muran Chowk, Kakapora, Samboora Pompore- clashes erupted between forces and people at large. Police had to fire tear gas shells to disperse the protesters. A senior police official while pleading anonymity told KNS over phone that the police department has already directed its force to maintain law and order across valley to avoid any untoward incident. However, a police spokesman stated that with some minor incidents of stone pelting occurred in various areas of valley, the overall situation on Thursday remained normal. According to a statement issued to KNS, CITU State President Mohammad Yousuf Tarigami said that the woes of labourers are on an upsurge and the labour laws across the state of J&K are being brazenly flouted. The destitute lot engaged in the government sector as ad-hoc, casual and contract employees are earning monthly wages which does not qualify under the Minimum Wage Act, he added. As far as the neglect of labour class and Minimum Wages Act is concerned, Jammu and Kashmir is the worst example. The dismal pay scale offers little for families dependent on the workers for their survival. ASHA and Anganwadi workers; daily-rated, casual, need based and contractual labourersall fall in the same unfortunate category, Tarigami remarked. He demanded that ASHA workers, Anganwadi workers & helpers be brought under Minimum Wages Act and covered under social security benefits including gratuity, pension, provident fund etc. He said that casual
labourers, daily wagers, need based and seasonal workers working in different departments should be regularized and paid their pending wages. Observing that the construction workers in Jammu and Kashmir are still not under the umbrella of laws safeguarding their rights and security, the CITU President stated that the (Regulation of Employment and Conditions of Service) Act, 1996 was introduced to protect the right of labourers working in construction jobs - the Building and Other Construction Workers which the state adopted in 2006. Woman techie killed, 14 injured in twin blasts in train
Chennai: Two blasts in quick succession in a passenger train today killed a 24-year old woman techie and injured 14 others in the busy Chennai Central Railway station in a suspected terror attack. The two low-intensity bombs that went off in S4 and S5 sleeper coaches of Bangalore-Guwahati Express about ten minutes after the train pulled into the platform in the morning, triggered chaotic scenes with panic stricken-passengers scurrying for safety. The woman killed in the mishap has been identified as Swathi, employed with Tata Consultancy Services (TCS) in Bangalore, and was travelling to her home town Guntur in
Andhra Pradesh along with a friend, police said.
Fourteen injured persons, including two critically wounded, were undergoing treatment at state-run Rajiv Gandhi General Hospital where doctors described their condition as "out of danger". Today's incident is among the rare terror attacks on trains in Tamil Nadu with explosions that had occured in three trains in 1993 to mark the observance of Babri masjid demolition day and a blast in RSS office here a few years later. However, major terror attacks in Tamil Nadu were a bomb blast in Chennai airport in 1984 killing 33 people and the Coim-
batore blast in 1998 in which 60 people were killed. However, Tamil Nadu government is not treating today's explosions as a terror attack as of now, according to sources in the Union Home Ministry. He also announced Rs 25,000 immediate relief to seriously injured and Rs 5,000 to those with minor injuries. Commissioner Railway Safety (southern circle) S K Mittal will also conduct an inquiry into the incident, Railway Spokesperson Anil Saxena said. Evolution of Electoral System of India
A
fter India attained Independence in August 1947, there was a need to hold General Elections to elect a truly representative Government on the basis of universal adult suffrage. Article 324, which provides for the setting up of Election Commission as an independent constitutional authority, was therefore brought into force from November 26th, 1949, whereas, most of the other provisions were made effective from January 26th, 1950 (when the Constitution of India became effective). Election Commission was formally constituted on January 25th, 1950, a day before India became as Sovereign Democratic Republic. The First Chief Election Commissioner, Shri Sukumar Sen, was appointed on March 21st, 1950. The Commission functioned as a single member body from 1950 to October 16th, 1989 but was converted into a three member body on October 16th, 1989 to January 1st, 1990. In the year 1990, January 1st, it was reverted to the system of single member body. However, since October 1st, 1993, the Commission is regularly functioning as a three member body. The Chief Election Commissioner and two Election Commissioners are given the same salary and allowances as of a Judge of the Supreme Court. All the three Commissioners have equal powers in decision making and in case of any difference of opinion on any issue, the decision is taken by the majority. The term of the office of CEC and ECs is six years or till the age of 65, whichever is earlier.
For the purpose of first General Elections to the Lok Sabha and Vidhan Sabhas, the first delimitation order was issued by President, in consultation with Election Commission and with the approval of Parliament on August 13th, 1951. To provide a legal framework for the conduct of elections, Parliament passed the first Act on May 12th, 1950 (Representation of the People Act, 1950) providing mainly for the preparation of electoral rolls and second Act on July 17th, 1951 (Representation of the People Act, 1951) laying down the procedure for the conduct of elections to both Houses of Parliament and Vidhan Sabhas for each State. Electoral Rolls for constituencies were published in all States by November 15th, 1951. The total number of voters (excluding J&K) was 17,32,13,635 as against the total population of India (excluding J&K), 35,66,91,760 according to 1951 census,. The first General Elections to the Lok Sabha and Vidhan Sabhas were held between October, 1951 and March, 1952. The first Lok Sabha consisting of 497 members was constituted on April 2nd, 1952. The first Rajya Sabha consisting of 216 members was constituted on April 3rd, 1952. After the constitution of the two Houses of Parliament and the State Legislative Assemblies, the first Presidential election was held in May, 1952 and the first duly elected President assumed the charge of office on May 13th, 1952. At the time of the first General Election in 1951-52, the Commission had recognized 14 political parties as multistate parties and 39 parties as the state par-
ties. Presently, there are seven recognized National Party and 40 State Party. For the first and second General Elections in 1951-52, and 1957, the Election Commission adopted the ‘Balloting System’ of voting. Under this system, every candidate was allotted a separate ballot box at each polling station in a screened compartment and the voter was required only to drop his ballot paper, the centrally pre-printed ballot papers into the ballot box of the candidate of his choice. From the 3rd General Elections in 1962 onwards, the Commission switched over to ‘marking system’ of voting. Under this system, a common ballot paper containing the names and election symbols of all contesting candidates is printed on which the voter has to put a mark with an arrow cross mark rubber stamp on or near the symbol of the candidate of his choice. All the marked ballot papers are put into a common ballot box. The Electronic Voting Machines (EVMs) were used for the first time in part of Parur Assembly Constituency in Kerala in 1982, on experimental basis. Later, the extensive use of EVMs started in 1998. The EVMs were used at all polling stations in the country in the 14th General Elections to the Lok Sabha in 2004 for the first time. Since then all elections to Lok Sabha and Legislative Assemblies have been held using EVMs. Since 1951-52, fifteen General Elections have been held to the Lok Sabha and 348 General Elections to the Vidhan Sabhas and the country is now fully geared for the 16th country wide general elections to Lok Sabha .
Recognizing Outstanding Contribution in the Prevention of Drug Addiction, Awareness Generation, Research and Rehabilitation
A
lcoholism and drug abuse is a pysco-social-medical problem requiring a holistic approach – from prevention and early detection to effective intervention, rehabilitation and social integration. The Ministry of Social Justice and Empowerment is the nodal Ministry for drug demand reduction. It coordinates and monitors all aspects of drug abuse prevention which include assessment of the extent of the problem, preventive action, treatment and rehabilitation of addicts, dissemination of information and public education. The Ministry provides community-based services for the identification, treatment and rehabilitation of addicts through voluntary organizations. In order to recognize the efforts, and, encourage excellence in the Prevention of Alcoholism and Substance (Drugs) Abuse and rehabilitation of its victims, awards will be presented, every year, for the most effective or outstanding services as individuals as well as institutions in the prevention of abuse of:(a) Alcohol; (b) Narcotic Drugs; (c) Psychotropic Substances; (d) Other Addictive Substances (Except tobacco and its products) e.g. cough syrups, correction fluid,
etc. The Ministry of Social Justice & Empowerment has been implementing the Scheme of Prevention of Alcoholism and Substance (Drug) Abuse since 1985-86. The Scheme, which was revised twice in 1994 and 1999, at present provides financial support to NGOs and employers mainly for creating Awareness and Preventive Education, Drug Awareness and CounsellingCentres (CCs), Treatment- Cum- Rehabilitation Centres (TC), Workplace Prevention Programme (WPP), De-addiction Camps (ACDC), NGO forum for Drug Abuse Prevention Innovative Interventions etc. Apart from this, the Ministry takes up awareness generation programme every year disseminating information, education and communication (IEC) materials, organizing programmes in schools and community, holding exhibitions and publishing newsletters and journals. At present there are about 41 CCs and 401 TCs are functioning with the support of the ministry in the country. Besides, a large number of NGO’s are involved in this endeavour,
Ministry of social Justice and Empowerment notified in December last year a scheme of National Awards for Outstanding Services in the field of Prevention of Alcoholism and Substance (Drug) Abuse, in order to recognize the efforts and encourage excellence in the field of prevention of substance abuse and rehabilitation of its victims. The Scheme is applicable to institutions and individuals working in this field. Under the scheme, awards will be presented every year to the most effective or outstanding services rendered as individuals as well as institutions in the prevention of abuse of alcohol; narcotic drugs; psychotropic substances and other addictive substances. The awards are presented every year, on the 26th June, which has been declared by the United Nations as the International Day against Drug Abuse and Illicit Trafficking and are given in ten different categories to institutions and individuals. I. Institutional Category (i) Best Integrated Rehabilitation Centre for Addicts (IRCA) for providing rehabilitation services to alcoholics and drug users (ii) Best Regional Resource and
Training Centre (RRTC) providing exemplary contribution in the field of prevention of addiction. (iii) Best Panchayati Raj or Municipal Body working for prevention of alcoholism and substance (drug) abuse. (iv) Best Educational Institution doing outstanding work in awareness generation and prevention of alcoholism and substance (drug) abuse. (v) Best Non-Profit Institution, other than Serial Number (i), (ii), (iii) and (iv) above, with outstanding contribution in the field of Prevention of Alcoholism and Substance (Drug) Abuse. (vi) Best Research or Innovation. (vii) Best Awareness Campaign. II. Individual Category (viii) Outstanding individual achievement by a professional. (ix) Outstanding individual achievement by a non- professional. (x) Former Addict, who has done outstanding work in the field of awareness generation or de-addiction or rehabilitation. The institution of these National Awards is indeed a manifestation of Government’s commitment to address the issues and take effective steps against alcohol and drug abuse.
