Srinagar, September 01: A mysterious explosion occurred in the residential house of Manzoor Ahmad Khan at Ali Masjid, Eidgah near the CRPF camp, in the jurisdiction of Police Station Safakadal, Srinagar. Two persons Ashia and her daughter Arfa received injuries in the explosion. Both the injured were shifted to SKIMS Soura Srinagar for treatment. Safakadal police has registered a case in this regard.

Conductor drowns in Kulgam Srinagar, September 01: A conductor of a trailer was drowned while washing clothes on a canal in Kulgam. 40 years old Baja son of Basant Singh Jatt resident of Kot Kapoor, Faridekot Punjab conductor of bearing registration number PB04N/9813 was drowned in a Canal at Harnag railway crossing, in the jurisdiction of Police station Kulgam while washing his cloths. However, he was rescued and shifted to the hospital where he expired.

House damaged in fire Anantnag, September 01: A residential house was damaged in fire in Achabal area of Anantnag district last evening. Fire broke out in the residential house of Mohammad Maqbool Sheikh at Trehpoo Anantnag, resulting in partial damage to the house. Fire was brought under control with the help of fire tenders and local police.

Guwahati, September 01: Ghulam Nabi Azad, Union Health Minister launched various schemes worth 500 crores under NRHM for the strengthening of healthcare services in Assam. The new initiatives that have been launched are: Free Generic Drug Service, Rashtriya Bal Swasthya karyakaram(RBSK), National iron Plus Initiative, Fleet of 359 New Ambulances for National Ambulance Service. In addition, Azad also inaugurated Mother & Child Tracking System Call Centre and TeleRadiology Project that

have been set up under NRHM. Earlier, Azad laid foundation stone of 14 MCH Wings of various District Hospitals which are being constructed at the cost of more than Rs. 320 crores to cater to the

increased demand of institutional deliveries, as also improve the maternal & child health. These MCHs wings upon becoming functional, will provide 1400 additional beds to the health system of Assam.

KHARA asks J&K Bank to lay bare its policies towards local investors Srinagar, September 01: While appreciating the works of the J&K Bank for the upliftment of economic sectors in the state, the Valley hoteliers have asked the Bank to come clean on the recent reports of high rate of interest being charged by the bank from local investors. Kashmir Hotels and Restaurant Association (KHARA) said when other banks including nationalized banks have minimal contribution towards developing economy of the state and helping the local industries, the J&K Bank has come forward in a big way.

“We appreciate the works of the J&K Bank in the state and towards helping local industries. But at the same time it should not overcharge local borrowers,” said KHARA President Showkat Chowdhary. Notably, Kashmir Economic Alliance had recently accused the J&K Bank of charging high interest rates of around 15 to 16 per cent from the locals while charging low rate of interest from outside customers. KHARA said that if J&K Bank was not charging high rate of interest from locals it should not have maintained silence so far. “We can’t rule out the con-

tribution of the J&K Bank for boosting the J&K’s economic sectors. But it also owes responsibility to lay bare its policies towards its own investors and barrowers. The locals have reposed faith in the J&K Bank and their faith has to be respected,” said Chowdhary. However this test was cancelled later on and re-conducted on 27 and 28 July 2013. On June 2013 while students had to appear in chemistry, the biology pa-

pers were leaked out that led to the miseries of thousands of students, because next day, biology and chemistry papers were cancelled by BOPEE authorities, and later whole test was cancelled even students had appeared in Mathematic paper also, thereby delaying the admission process in various medical and engineering colleges. This whole process gave rise to many questions, all against BOPEE and other officials involved in the conduc-

tion of CET. On the examination day i.e 22nd June 2013, biology papers were found in chemistry packets in three examination centres of Government Girls Higher secondary school Kothi bagh, Srinagar. Who is responsible for packing the wrong question papers in these packets. Naturally there was deficit of papers at these centres. How BOPEE managed the situation there that is another story. The papers are printed with

colour coding .The packing of question papers used to be done by illiterate persons in order to preserve the confident status of the papers. But this year colour coding was avoided. Why this was done, it is beyond the scope of a common man. appreciated the creativity and initiative of State Govt for taking full advantage of the funding that the Health Ministry, GOI has made available to the States under NRHM. He said that State Govt has so far utilized more than Rs. 5700 Crores under NRHM and another 1150 crores have been approved for the year 2013-14 to the State. Explaining the role played by JSY and JSSK, Sh Azad said that these two important interventions have attracted pregnant women towards health facilities like a magnet. In Assam alone, about 24 lakh women have been covered under JSY by incurring an expenditure of Rs 466 crores. Under JSSK, Rs 66 crores have been approved for the State for the year 2013-14. “To improve new-born care in the State, 16 SNCUs, 136 NBSUs and 692 NBCCs have been set up under NRHM and these facilities will help to reduce neo-nate & infant deaths substantially, as also spruce up the new born care”, said Azad. Azad said that comprehensive infrastructure strengthening has been taken up under NRHM in the State, with thousands of health facilities being constructed or renovated. Health Ministry has so far sanctioned 3212 new constructions and 2048 renovations/upgradations in the State of Assam. In addition, “Augmentation of human resources is one of cornerstones of our policy under NRHM and we are liberally supporting the States to enhance the availability of human resources in the health institutions at all levels”, said Azad. In the State of Assam alone more than 25000 healthcare functionaries which includes specialists, doctors, nurses, paramedics and AYUSH professionals have been added to the health systems. Explaining the importance of Rashtriya Bal Swasthya Karyakaram(RBSK), Azad said that this unique initiative can lay the foundation of a healthy nation as it signals a leap towards universal health coverage. He said that though a school health program existed but that was too weak and under-funded to help us realize the goal of securing the health of our children. This is what prompted the Health ministry to come up with a comprehensive and broad-based programme, namely RBSK that aims to screen 27 crore children upto the age of 18 years across the country for 4 Ds- viz. Diseases & disabilities, defects & disorders. RBSK was launched by Mrs Sonia Gandhi on 6th February, 2013 from Thane District of Maharashtra. Azad said that all expenses on the treatment and management of specified medical conditions of screened children, upto the tertiary level, will be borne by Union Health Ministry under NRHM. He exuded confidence that this will lead to improvement in the quality of life enabling all persons to realize their full potential. While launching a fleet of 359 new 108 Ambulances under National Ambulance Service of NRHM, Azad expressed the hope that this will lend strength to referral and emergency transport facility in the State, adding that 50 Mobile Medical Units(MMUs) have also been funded Under NRHM in the State. Sh Azad said that NRHM has injected about 18000 ambulances into the health system of the country with the aim of expanding the referral and emergency transport services. The Chief Minister said that the glut created in the terminal markets by the bulk supply of fruit from the Valley in the fruit season reduces the prices causing economic losses to the fruit growers. He said setting up of infrastructure like Controlled Atmosphere Storages in the Valley and regulating the market by dispatching fruit as per the demand in the terminal markets would benefit growers in a larger extent. “This will also check the sudden fall in prices of fruit in the markets due to the glut”, he said. Omar Abdullah also laid stress on increasing per hectare production and productivity and said that as per present analysis report per hectare production of apple in the Valley is 9.5 tones as compared to 70 tons per hectare in Austria. He said the growers and Horticulture Department have to work together to work out a strategy of enhancing productivity. He said, if the per hectare production of fruit is raised up to 25 tons per hectare in the State, Jammu and Kashmir would be able to produce 35 lakh tons of apple annually. He said this would not only generate economic activities and jobs but help to strengthen the economy.

Junk Food and Health Hazards

M

ost of the young parents are heard of saying-our children eat everything except proper food that is rice, Dal, Chapatti, Vegetables. Instead they would love to have junk foods like chowmen, Burger, French Fries, Pizzas etc. Today their lunch boxes for school are not stuffed with rice, bread or homemade delicacies, but with maggi, pasta, potato chips and what not, at least never heard of in our childhood. Children and teenagers are craving for cold drinks and even so called energy boosters which are available in abundance without any check or accountability. Some reports say outdated cold drinks are on tremendous sale. All these habits do lead to serious health problems which right now parents may not understand. Credit also goes to media hype which helps to popularize as well as glamorize these packed junk foods in such a manner that these look to be only magic wands which can make children healthy and strong. For the sake of few bucks, national and international companies are playing with the lives of young generation. Even the mothers or women in homes are swayed by such media campaign to prepare such items at the very first demand of their kids. Moreover the role of house wife changing to working women has also added the new dimension to our lifestyle and food habits. Easy to cook, easy to eat, easy to clean-is the modern “Funda� which we are learning from other cultures without hesitation. Not only this there is one more health hazard which is surfacing, speedily spreading and poisoning the health sector. In order to get good money by selling fruits out of season, fruit ripening chemicals are used to make them look ripe, attractive and lucrative for consumer to buy at the first instance. The chemicals used to ripen fruits and injections into water melons and melons can lead to mental illness, mouth ulcers, gastric irritation and even food poisoning. Even the apples grown in Kashmir are sprayed with chemicals at least ten times before they reach market for consumption. Some of the orchardists, traders and vendors use wax to shine apple. One can well imagine what nutrient values such fruits or vegetable will have as vegetables too are coloured to make them look fresh. Sometimes things are beyond repair. Same applies to the consumption of junk food. Now it is very difficult to change the taste buds of younger generation. But supplies of course can be cut if the state authorities take some concerted steps. There are provisions under food safety act. Regular checking and monitoring is the need of the hour to save our younger generation which already is under the strong grip of drug abuse. Timely steps may perhaps help to minimize the health hazards posed by the modern life style and food habits.

Drinking Water Facility for Villages

ive crore people living in over one lakh habitations in villages in our country do not have access to safe drinking water even today. According to official figures twenty two per cent rural families have to walk for at least half a kilometer or more to fetch water (mostly it is the women who have to bear the burden). The percentage of such families is the maximum in Manipur, Tripura, Odisha, Meghalaya, Jharkhand and Madhya Pradesh. Fifteen per cent of households in villages depend on uncovered wells and other unimproved sources like rivers, springs, ponds for drinking water. Also eighty five per cent of all drinking water resources in villages are based on underground sources of water and in many of these areas water is contaminated. Only 30.80 percent of the rural population has access to tap water. In fact there are only four states which have been able to bring fifty per cent or more of the rural areas under piped water supply. Many of the states are yet to fully comply with the Supreme Court order on supply of potable water in government schools. The latest available data shows that less than the 44 per cent government schools in villages have drinking water facility. During the national consultation in Delhi held recently on the progress of national rural drinking water programmers and related issues , it was revealed that in spite of this unsatisfactory scenario with regard potable water availability in villages many of the states have failed to fully utilize the funds allocated by the centre under the various heads of NRDWP. To achieve the objective of providing drinking water facilities to all the villages, the Government is bringing about a major paradigm shift in the National Rural Drinking Water Programme in the XIIth

Five Year plan period. In the backdrop of over extraction of ground water in most parts of the country, the emphasis is to shift away from ground water to surface water. The focus would be on piped water supply and minimizing the use of hand pumps. The target is to ensure individual household connections to at least 35 per cent of the population in villages by 2017 against only 13 per cent today. In order to encourage the villagers to take water connections, the Government is roping in Accredited Social Health Activists (ASHA). A recent order said the ASHAs will get an incentive of 75 rupees for motivating each of the families in villages to take individual household tap connection. The states can use the money from the support funds allocated to states under the NRDWP. The norm of 40 litres of water per capita per day( LPCD) in villages was set way back in 1972 but now under the 12th five year plan , it is being increased from 40 to 55 litres .In the 12th plan the target is to cover at least half of the population to get 55 LPCD water within in their house hold premises or within 100 meter radius. Once the states are able to increase the per capita availability of drinking water, it will help in bridging the gap to some extent between urban areas and rural areas. Under NRDWP, States have the flexibility to fix their own supply norms. The Drinking Water and Sanitation Minister Bharatsinh Solanki has urged the states to aim at 55 LPCD , this he says will enable higher level of household connections and reduce the burden on women and girls in fetching water from hand pumps and public taps as well as reducing risk of contamination. Quality of drinking water availability is a major concern in villages many parts of the country are affected by contamination of arsenic and fluoride, which are

considered the most hazardous in terms of their effect on health. In the budget proposals for 2013-14 Rs 1,400 crore will be provided for the setting-up water purification plants as there are still 2,000 arsenic and 12,000 fluoride affected rural habitations in the country. Then there are contaminants like iron, salinity uranium and pesticides. The centre is assisting States affected with Chemical contamination of drinking water, and those States which have cases of Japanese and Acute Encephalitis Syndrome through a provision under the NRDWP by allocating 5% of the NRDWP funds for Improving the quality of drinking water Given the growing importance of water quality issues, under the 12th plan dedicated funding will be provided to States with quality affected habitations, over and above the normal NRDWP allocation to the State. Highest priority will be given to arsenic and fluoride affected habitations. Part of the funding would also be made available to tackle bacteriological contamination in the priority districts with high incidence of J apanese and Acute Encephalitis Syndrome as identified by the Ministry of Health and Family Welfare Unfortunately many of the states like Chhattisgarh, Gujarat, Haryana, Jammu & Kashmir, Jharkhand, Kerala, and Uttarakhand & Tripura are yet to submit proposals to get the benefit from 5% Water Quality earmarked fund. World over lack of drinking water and sanitation facilities account for over nine per cent of the diseases and more than six per cent of deaths. In our country where more than half the population resorts to open defecation, the situation is worse. It is in this scenario that major emphasis in the 12th plan is strengthening convergence between rural drinking water supply and rural sanitation by taking up villages covered with piped water supply

to get Open Defecation Free status priority and vice versa. The 12th plan draft document says that all government schools and anganwadis in government or community buildings will be provided with water supply for drinking and for toilets as per relevant quality norms by convergence of NRDWP for existing schools and Sarva Shiksha Abhiyan and for new schools set up under SSA. For private schools this will be enforced the right to education provisions. All community toilets built with public funds and maintained for public use will be provided with running water supply under NRDWP. Care will be taken to ensure that minimum distance is maintained between the toilet systems and water sources, to alleviate the problem of nitrate contamination. A part of NRDWP outlay will be set aside for integrated Habitat Improvement Projects to provide housing, water and sanitation facilities in rural areas at par with urban areas. Participation of the beneficiaries especially women in drink water supply schemes is also proposed. In another initiative Solar powered pumps will be provided for implementation in remote, small habitations and those with irregular power supply by converging subsidy available under Ministry of New and Renewable Energy. Waste water treatment and recycling will also be an integral part of every water supply plan or project. India is fast becoming a water stressed country and over and above everything else there is need to generate awareness about protecting drinking water sources from contamination, regular testing of drinking water sources, conserving rainwater in tanks and ponds, water recharge and water saving devices so that everyone in the country is able to get the basic facility of drinking water.

Urgent appointments, tight work timetables and hectic social schedules make-up modern life and they quite often clash with our intrinsic biological rhythms.

The discrepancy results in so-called social jetlag, which can damage one's health. Among other effects, it can contribute to the development of obesity, as a new LMU study has shown. Three temporal cycles shape our lives. Our biological clock ensures that fundamental physiological processes oscillate with a period of approximately 24 hours. This internal timekeeper used the daily succession of light and dark to synchronize to the 24-hour day on our planet. Our social clock, on the other hand, often takes little or no heed of our natural needs and biological rhythms. The beat of the social clock is determined by the demands of our

work schedules and other extraneous timetables, and its timekeeper is the trill of the alarm clock. "Our surveys suggest that in Western societies two thirds of the population are burdened with a significant discrepancy between their internal time and the demands imposed by school and work schedules and leisure stress," said LMU chronobiologist Professor Till Roenneberg, who coined the term "social jetlag" to describe the phenomenon. If the rhythms dictated by our lifestyles are persistently out of phase with our biological clock, the risk of illness, such as high blood pressure and even cancer, rises.A team of researchers led by Roenneberg has now shown that social jetlag also contributes to another growing health problem, particularly in countries with a Western lifestyle - obesity.Individuals who are overweight are at increased risk

for serious metabolic diseases, such as diabetes. Many factors, in addition to excessive consumption of energy-rich foods, play a role in the development of obesity, and one of them is a lack of sleep. In persons who get too little

sleep, the perception of hunger is perturbed, often leading to overeating.And it is not just sleep duration that is important here. The LMU team has also found that social jetlag shows a significant association with increased body-mass index (BMI). The BMI, which is based on a

quantitative relationship between weight and height, is used as a measure of body fat, and varies depending on age and sex. Individuals with BMIs above the normal range are regarded as being overweight or obese. The results of the new study strongly indicate that a lifestyle that conflicts with our internal physiological rhythms can promote the development of obesity. Moreover, it appears that the incidence of social jetlag is itself increasing, perhaps as a consequence of a general reduction in sleep duration."The ongoing debate on the usefulness of daylight-saving time (DST) should take note of our findings," remarks Roenneberg."Just like conventional school and work schedules, DST disrupts our biological clock and subjects us to more social jetlag with all its consequences," Roenneberg added.The data used in the new epidemiological study are based on responses to a standardized set of questions, known as the Munich ChronoType Questionnaire.

How to avoid pain during injection Before administering an injection, health professionals commonly tell us, "Don't look and it won't hurt," and a new study has proved that this common advice really does reduce pain.

A group of German investigators has found that, in fact, your past experience with needle pricks, along with information you receive before an injection, shape your pain experience. "Throughout our lives, we repeatedly experience that needles cause pain when pricking our skin, but

situational expectations, like information given by the clinician prior to an injection, may also influence how viewing needle pricks affects pain," said lead author Marion Hofle, a doctoral student in the research Multisensory Integration group led by Dr. Daniel Senkowski, at the Charite - Universitatsmedizin Berlin and the University Medical Center Hamburg-Eppendorf. While watching video clips showing a needle pricking a hand, a Q-tip touching the hand, or a hand alone, study participants concurrently received painful or non-painful electrical stimuli applied to their own hand. The clips were presented on a screen located above the participants' hand, giving the impression that the hand on the screen belonged to them. Participants reported that their pain was more intense and more unpleasant when they viewed a needle pricking a hand than when they saw a hand alone. In addition, observing needle

pricks increased the unpleasantness of pain compared to viewing Q-tip touches. These findings were paralleled by enhanced activity of the autonomic nervous system, as measured by pupil dilation responses. This demonstrates that previous painful experiences with needles enhance unpleasantness of pain when viewing needle pricks. Situational expectations also influenced perceived pain intensity. Prior to the stimulation, participants were told that either the needle or the Q-tip clip was more likely to be associated with painful than with nonpainful electrical stimulation. The researchers found that presentation of clips that were more likely to be associated with pain lead to higher pain intensity experiences than the presentation of clips that were less likely to be associated with pain. This shows that expectations regarding the painfulness of medical treatments influence the intensity of

exercising ‘may cut asthma attacks risk’ Not only is it safe for asthmatics to exercise, but doing so could reduce their risk of asthma symptoms or attacks, a new study has revealed. Many people with asthma report avoiding exercise because they're afraid it could trigger symptoms including shortness of breath, wheezing or a full-blown asthma attack, said review author Kristin V. Carson. These fears might be encouraged from misreading their symptoms, their family's beliefs about exercise and asthma, or even from their physicians Over time, Carson explained, patients can become out of shape, losing muscle mass and cardiovascular fitness. That makes any future attempts at physical activity significantly harder, increasing the chances that patients will become fatigued and breathless and further discouraging physical activity. "This results in a spiraling cycle," she said. To find out whether exercise was a danger to asthmatics, Carson and her colleagues reviewed previous studies that looked

at the effects of physical training on people with asthma , comparing patients who received no or minimal physical activity to those who exercised for at least 20 minutes, twice a week, over the course of four weeks. The researchers discovered that the patients who had exercised using physical training as varied as running outdoors or on a treadmill, cycling, swimming or circuit training were no more likely to have a serious asthmarelated problem than those who weren't exercising or who did light exercising such as yoga. Carson further claimed that their findings

showed that patients in exercise programs improved their cardiovascular fitness, which in turn could reduce asthma symptoms over time. Besides this, some limited evidence from the included studies also suggested that exercise improved patients' quality of life, she added, which could contribute to other health benefits and improved .
