Situation grim in Pakistan as standoff between opposition and Imran, Tahirul Qadri continues Mob ransacks PTV Encircles Nawaz Residence ISLAMABAD: As the situation worsens in Pakistan the authorities lodged FIR against PTI chief Imran Khan and religious cleric Tahirul Qadri who are superheading a movement against PM Nawaz Sharif and are demanding his resignation .Earlier the supporters of the two stormed PTV building leading to a temporary disruption to the transmission and encircled the residence of PM Nawaz Sharif who has not budged to their demand of resigning from his post The army was called in to clear the building following which transmission resumed. Tension continues to grip Islamabad after violence broke out on Saturday night when supporters of Pakistan Tehreek-e-Insaf (PTI) chairman Imran Khan and Pakistan Awami Tehreek (PAT) chief Dr Tahirul Qadri marched towards the PM House using cranes to remove barricades. Protesters several of whom are armed with batons and slingshots have clashed with police even breaking down a fence outside Parliament late Saturday. Protests began with a march from Lahore on August 14 which reached Islamabad the next day. Despite calls by Khan and Qadri for millions to join, crowds never exceeding the tens of thousands. Both Khan and Qadri stayed overnight at the protests, spending most of their time in the containers. The decision to march to the PM House was taken after talks between the government, PTI and PAT failed to end the deadlock over the resignation of Prime Minister Nawaz Sharif. PTI chairman Imran Khan has said that an independent probe of rigging in the 2013 general elections cannot be held if Nawaz Sharif remains prime minister. Khan

Government and the majority of opposition parties have dismissed Khan’s demand for the prime minister’s removal. Meanwhile Inter Services Public Relations (ISPR) the media wing of the military has termed news reports of Army Chief General Raheel Sharif asking Prime Minister Nawaz Sharif to resign or going on leave as baseless. Reports broadcast by some news channels in Pakistan that Army chief General Raheel Sharif had advised Prime Minister Nawaz Sharif to resign was also dismissed by the government spokesman. He said that in the meeting between Prime Minister Nawaz Sharif met with Chief of Army Staff (COAS) General Raheel Sharif on Monday it was agreed that there needs to be a political and constitutional solution to end the current deadlock. On Sunday night the Corps Commanders meeting decided that further use of force would only aggravate the situation. The meeting once again reiterated that the situation should be resolved politically without wasting any time and without recourse to violent means. The ISPR statement on the meeting ended on the note that the army remains committed to playing its part in ensuring security of the state and will never fall short of meeting national aspirations.Meanwhile A case has been lodged in the Secretariat Police Station against PTI chairman Imran Khan, PAT chief Dr Tahirul Qadri and others. The case includes terrorism charges, violating the agreement with Islamabad administration and section 144.

apex court heard the case pertaining to extra-constitutional steps during which Chief Justice Nasir-ul-Mulk asked if the court could give any advice to resolve the crisis.

The disgruntled PTI president while talking to media representatives outside the Parliament House, maintained: “Imran Khan said we can’t move forward without the army.” “Imran Khan also said that all the matters had been decided and there will be elections in September,” Javed Hashmi claimed, adding, it appeared as if everything had been planned in advance.
Japan committed to invest 35 billion Dollars in India
Tokyo:Japan is committed to invest 35 billion dollars over the next five years in India to build smart cities and finance infrastructure projects. Japan will also supply financial, technical and operational support to introduce bullet trains in India. Prime Minister Narendra Modi and
his Japanese counterpart Shinzo Abe during their summit talks also reaffirmed the importance of bilateral defence relations in their strategic partnership and agreed on greater defence equipment and technology cooperation. The summit meeting took place on the third day of Modi's five-day visit to Japan when the two countries also decided to expedite talks on sale of US-2 amphibian aircraft to India for enhancing maritime security. At a joint press conference, Abe also announced that as an example of Indo-Japan cooperation, Tokyo will help India in providing financial, technical and operational support to introduce Bullet trains, a project that Modi has been actively pursuing. Japan will also help India in providing better connectivity with its neighbours, he said. On the civil nuclear deal, which was expected to be finalised during the visit, Abe said they have directed the officials to accelerate negotiations for early conclusion of an agreement to strengthen partnership. Japan.... While India is said to be pursuing the deal with Japan on the template of the landmark Indo-US nuclear accord, Tokyo is said to be not that enthusiastic about that being the basis. The 3.5 trillion yen( 34 billion USD) of investment from Japan to India including Official Development Assositance(ODA) during a 5-year period will be under the aegis of IndiaJapan Investment Promotion Partnership for development of projects including infrastructure and building of smart cities. The five-year period will also see the doubling of the presence of Japanese firms in India, Abe said. Thanking Abe for providing him an opportunity to make Japan his first bilateral visit outside South Asia, Modi said," we both have decided to raise the relationship to a special strategic and global partnership by giving it a special emphasis". Asserting that his visit ushered in a dawn of new era in Indo-Japan relations, Modi said there is no "limit" to partnership between the two countries. Underlining that a closer and stronger bilateral strategic partnership is indispensable for advancing peace in the world, India and Japan today decided to promote economic and social development and engage with other nations to address regional challenges and promote peaceful resolution of disputes. This was decided during Prime Minister Narendra Modi's meeting with his Japanese counterpart Shinzo Abe. The two Prime Ministers condemned terrorism in all its forms and manifestations, irrespective of their perpetrators, origin and motivations. Realizing the centrality of innovation in the growth and development process, 2010-20 has been declared as the Decade of Innovation. India’s Science, Technology and Innovation (STI) policy 2013 emphasizes boosting innovation through research and development (R&D), driven mainly by private sector participation, publishing more research papers, achieving gender parity in S&T and seeking global cooperation. It is here that University’s third axis, the first two being teaching and research, becomes critical. While it is well recognised the world over, enterprise incubation as a part of the academia - industry linkage is still at a nascent stage in India. Some IITs and IIMs have set up formal incubation centres over the years to foster innovation, research and entrepreneurial activities in technology based areas The State of Jammu and Kashmir is emerging as a knowledge hub in the country with nine universities and more than 300 affiliated colleges. All these institutions would benefit by collaborating in teaching and research and establishing common research facilities. The University of Jammu should move towards establishing research clusters to enablescholars and faculty members to explore emerging research areas, especially related to local and regional needs, and to collaboratewith industry and research organisations. Some of the major thrust areas would be Horticulture, Floriculture, Soil dynamics, Seismology, Organic farming, Tourism, Precious gems, Handicrafts etc. I am sure that over time the University shall boast of world class, state-of-the-art research and innovation facilities along with the necessary eco-system to sustain them.” “Most importantly, however, it will be the quality, spirit and ethosof the students and faculty which will determine the footprints you leave on the sands of time. Take snowbound areas into consideration: NC appeals ECI Srinagar, Sep 1 (KNS): Reacting over the reports that
the upcoming state elections in the state may be held in mid December or early January, the ruling National Conference Monday said that the election commission should consider the snow bound mountainous areas of the state. Talking to KNS, NC provincial president Nasir Aslam Wani said that the party has no objection with the decision of the Election Commission of India (ECI) that the polls in the state shall be held in December- January. He maintained that the snow bound regions and the mountainous areas of Kashmir must be looked into so that election process in those areas could be held amicably. He maintained that the new government in Jammu and Kashmir be formed around January 5. “We in 2008 had the same schedule of elections. The last phase of elections in 2008 were slated during the last week of December in Srinagar while as in the far flung areas of the state, the process was already concluded.” Pertinently, the reports earlier informed that Jammu and Kashmir and Jharkhand may witness elections in late December-early January. The Election Commission is working on the schedules and may announce the programme for Maharashtra and Haryana by the middle of September. (KNS)

counseling for the Prime Minister’s scholarship programme by AICTE, Monday said that they are being given limited choice of colleges that too in North India region only. The students while talking to KNS stated that counseling by AICTE team is being conducted in SP College of Srinagar from the last few days and that the choice being offered to the students if merely from the 20 north India colleges. They added that when they brought the issue before the notice of the AICTE officials, who are at present on valley tour, the officials shrugged their shouldersstating that only in these colleges, the students can enroll themselves. Reports informed KNS that there are around 8-10 AICTE officials including the Director Administration on the state tour and are holding counseling sessions in Srinagar’s S.P college. It was informed further that under the scholarship program, various courses are being offered to the students of valley including Engineering, BDS, BBA, MBA besides several others. The students said that despite there are AICTE approved institutions across India in hundreds, why the limited 20 colleges are being offered to them. The details maintained further that the CT scan facility is available in four district hospitals of Kashmir division and that the remaining district hospitals will be provided such facility in phased manner, subject to the availability of funds. The government however admitted that there is no MRI facility available at the district hospital. While proving the details about Jammu region, the government stated that there is no MRI facility in the health institutions of the Jammu division. However, the government maintained that CT scan facility is available is district hospitals Katua, Udampur, Dodo, Kishtiwar, Poonch, Rajoori, Ramban, Government hospital Gandhinagar and SDH Bhaderwah. Centre to SC: Don’t cancel all coal blocks The government on Monday appealed to the Supreme Court not to cancel all the coal blocks that have been declared illegal. Attorney general Mukul Rohtagi told the court that 40 of the 218 coal blocks in the country were ready for production and they should not be scrapped. The attorney general also told a Supreme Court hearing that the government was open to re-auctioning the coal blocks if their allocations are revoked. Last week the court had stopped short of de-allocating the blocks, and said the issue required further hearing. 155 of the blocks were allotted by the previous UPA regime and 63 by the NDA government under AB Vajpayee. The court found the allocations “arbitrary, unfair and illegal” and that guidelines were observed more in the breach. The court also slammed the government for the “lack of objective criteria, and criteria for evaluation of comparative merits.”

Case of sexual harassment at Visva-Bharati: No bail for accused SANTINIKETAN: A Bolpur court on Sunday turned down the bail plea of three students of Visva-Bharati’s Kala Bhavana and remanded them to three days in police custody for “sexually tormenting” a girl, also a first-year fine arts student from Sikkim. The fourth accused is still on the run. The three accused — Anirudhha Karmakar, Anirban Giri and Masum Asick Molla — were arrested on the basis of an FIR lodged by Visva-Bharati’s proctor Harish Chandra after a university sexual harassment committee found four people responsible for the crime. The move by Visva-Bharati authorities to lodge an FIR was partly prompted by Sikkim CM Pawan Chamling reacting to the incident strongly. IICT Srinagar: In Pursuit of Excellence in Carpet Industry in J&K
T
he Indian Institute of Carpet Technology Srinagar (IICT) is an ISO 9001:2008 certified autonomous institute, established by office of the Development Commissioner (Handicrafts), Ministry of textiles, Government of India and the Department of Industries & Commerce (Directorate of Handicrafts), Government of Jammu & Kashmir. The IICT, Srinagar has been set up to provide technical support and development support to the carpet industries specific to Jammu & Kashmir. The main activities of IICT Srinagar revolve around Human Resource & Development (HRD), Research & Development(R&D), Design Creation and Development(DCD)and other Technical services to the industry. The IICT, Srinagar is a satellite centre of Institute of Carpet technology, Bhadohi, UP. The institute commenced functioning in the year 200405. It is managed by an Executive Committee headed by Principal Secretary, Industries and Commerce, J&K Government. Carpet Designs & Talim Scripts IICT has introduced a modern technique which is a locally developed Carpet Design Software, in the field of carpet designing wherein carpet designs are automatically converted into Talim Scripts (a unique Coded Pattern). The designs herein created and developed are preserved for ever. This innovation has eased the design work enormously as it used to take months together for a group of persons comprising of Naqash (Designer), Talim Writer and a Talim Copyist to make the carpet design of standard size and to transfer the design drafted on graph paper (outline only) into the coded pattern known as talim in the local language. With the help of this technology, one can view the complete design on the monitor of a computer before actually going for manufacture. Modern Carpet Loom After an extensive research for more than four years (2005-2008), the Institute conceived the design of Modern Carpet Loom, first of its kind in the entire country, and developed its one prototype. This was
aimed at improving the working conditions of the carpet artisans. The necessary testing and trial runs of this prototype were conducted at the Institute for more than two years and its working was observed on regular basis. After additional trial runs in more than 100 carpet training centres of State and Central Government were conducted to make them user friendly, these looms were approved for introduction in the carpet industry of the State. Subsequently, Office of Development Commissioner (Handicrafts), Ministry of Textiles, Government of India has earmarked funds to the tune of 32.0 Crores for the introduction of 8000 such looms in the carpet Industry under Mega Carpet Cluster Project as per funding pattern of 80:20 as the share of Government of India and State Government respectively which implies that Modern Carpet Loom along with the sitting bench shall be made available to the artisans free of cost. The Institute has distributed first consignment of 500 Modern Carpet Looms in 10 districts of Kashmir division (50 looms/district) in July 2012. Skill Up-gradation To educate and upgrade their skill and broaden their information & Knowledge base, IICT has devised Skill Upgradation/Orientation Training/ Design Workshop programmes for over 1700 persons comprising of Artisans, Designers, Talim Writers, Washer-men etc. This will help in manufacturing best quality carpets as per the current market requirements which in turn will address the issue of low economic returns to the artisans. Infrastructural Facilities The Institute has set up Design Studio with latest digital equipments wherein 561 Carpet and 107 Kani Shawl Designs in the digital form were developed with the application of Carpet Design Software. IICT generated revenue of Rs 13.17 Lacs from the industry while providing these on nominal charges. Library has been set up with relevant books and magazines of international repute for the reference of Industry & trade. Design Bank has been set up for the carpet craft in the digital format wherein
287 old/traditional carpet designs presently available in the form of manually written Talim paper scripts (coded pattern) have been digitised so far. The digitised designs are preserved forever and can be recreated as per the current market requirements. Besides, Testing Laboratory for Physical and Chemical Testing of raw materials like Silk, Wool, Cotton etc., has been set up. A detailed research study has been completed by the Institute to look for ways and means to streamline the process of carpet washing which has remained unchanged since centuries together and to standardise the use of chemicals and auxiliaries to improve the finishing of carpets. Integrated Skill Development Scheme (ISDS) The Institute has introduced two unique Short and Long term courses under Integrated Skill Development Scheme (ISDS) of Ministry of Textiles, Government of India. Under the programme, over four thousand persons shall be trained, over a period of five years, with the objective to develop a trained human resource for the carpet Industry in Kashmir division. Besides, it is aimed to create additional self employment opportunities for the educated unemployed youth in the Handicrafts sector by providing them requisite technical and entrepreneurial skills so that they could set up their own income generating units for the growth and development of the Carpet Industry. Under the scheme, 4200 candidates from eight districts of Kashmir division viz Anantnag, Bandipora, Baramulla, Budgam, Ganderbal, Kulgam, Pulwama & Srinagar, shall be trained under four months Certificate Course in Carpet Manufacturing (CCCM) and 100 candidates shall be trained under One year Diploma in Carpet Technology & Entrepreneurship Development (DCTED). The scheme is in progress since January 2012. Mega Carpet Cluster Project A massive Skill up-gradation and Capacity Building programme under

Around 4000 carpet artisans of Srinagar District shall be trained over a period of three years. The objective of this programme is to educate the artisans about quality of Raw Materials, Yarn Dyeing, Carpet Designing (Traditional/Modern), Carpet Finishing, Quality Control & its importance, Marketing & Marketing Techniques, Formation of SHG’s/ Clusters/ Cooperative Societies & their benefits and to sensitize them about the Modern Carpet Loom designed by IICT, Srinagar. Awareness Camps In addition, awareness sessions about the developmental schemes of various departments and organizations are organized so that artisans can avail benefits from such schemes. Awareness camps were organized at Shangus (Anantnag), Devsar (Kulgam), Reyar Khan Sahib (Budgam), and Ajas (Bandipora) for setting up of Carpet Production Centers. Around 1000 artisans and carpet weavers participated in these awareness cum interactive camps. Study tours and field visits are also organized to broaden the horizon of their practical exposure so that artisans can assimilate changes that are taking place at the national and international level. Studies IICT has undertaken successful completion of study on feasibility and suitability of locally produced high quality reeled Mulberry Silk as raw material for Hand knotted Silk Carpets instead of spun silk yarn being imported from outside the State. In order to provide legal protection and safeguard against use of registered Geographical Indication by others, the Institute is presently working on the project of “Registration of Kashmiri Hand Knotted Silk Carpets under Geographical Indication Act”.
Bharat Nirman Volunteers - Agents of Rural Awakening

Bharat Nirman Volunteer (BNV) is an individual who comes voluntarily from a rural household to act as an organic link between a group of families and hosts of various line departments with a purpose to ensure the unreached households to access benefits under various government sponsored progarmmes. In other words, they are “the last mile human connectivity between programmes and the unreached”. Till date, 31,000 volunteers have enrolled as BNVs in different states of the country and the target is to enrol around one lakh sixty thousand by March this year. Why Bharat Nirman Volunteers? The Government and the State Governments concerned have been implementing various welfare and development programmes for over many decades, however many evaluation studies have shown the gaps in implementation of the programmes affecting the delivery of benefits to the intended BPL families. The delivery mechanisms placed at different levels are limited in size and the inadequate time to reach out to the targeted rural households also make the schemes reach not only untimely but also undeserving. Therefore, in order to provide the human face at the last mile connectivity with the rural households, it is envisaged to use the potential youth in the name of Bharat Nirman Volunteers (BNVs) to create awareness about all welfare and development programmes among rural households for better planning and quality implementation of programmes with transparency and accountability. Why should they work voluntarily? Over a period of time, the rural fabric has suffered due to factors like mushrooming of local power groups, lack of unity among various communities, lack of awareness
about issues concerning them, indifference of the service delivery sectors, lack of awareness about procedural aspects of programme implementation and therefore, the benefits of different government programmes are not reaching the poor deserving households. Moreover, participation of rural families in the process of planning and implementation of various welfare and development programmes is found to be inadequate. Therefore, voluntary involvement of villagers themselves, particularly youth was found necessary to provide opportunities to participate in socio-economic change, for village development whereby development of their own households was possible. BNVs found perceptible change in their personality/attitudes, they earned selfrespect, recognition and in the event of achieving any milestones, the feeling that “we did it” gave enormous self-esteem. The training imparted to them emphasized values and morality coupled with the objectives of all the development schemes of the government has attracted their attention to several of the social ills afflicting their communities from ages like alcoholism to migration to school drop outs to issues of the rural economy, governance and planning. The way in which they put to good use the institutions of the gram sabha, gram panchayat and the instruments of committees for resolving issues amicably and in a disciplined and planned manner was amazing, nay unimaginable. They went to the extent of confronting the entrenched power structures and brought them to fall in line with their development agenda. Village after village reported that they had cleaned up the streets, removed garbage, cleaned up tanks, laid out approach roads through shramdan and at times with their own hard earned money contributed. Some
of them identified destitute families with single women headed households with dependents for whom the PDS rice was insufficient. The volunteers contributed the deficit amount of rice to each of these families to ensure they had three meals every day. Several of the volunteers are planning to set up alternative sources of energy for lighting up their villages seeking funds from government schemes. Some are planning for solar street lighting and some even for solar cookers and lighting even for their homes. Long standing disputes between various sections in the village have been resolved and amity restored. The BNVs have managed to get all the departments at the mandal level to respond to the unfulfilled requests of the community. Several of them have got the administration to identify and notify place for burial grounds, play grounds and some have got buses to ply to their villages. Almost all the villages are reporting efforts to weed out belt shops (liquor vending shops) and many have succeeded in closing them down. Some have banned the sale of pan and ghutka in the village shops. Many reported a 100 % ISLs coverage. Many have approached the administration for construction of drainage lines. One of the villages has included individual soak pits for every household as it’s goal and they are confident of achieving it shortly. In some villages open air libraries are commissioned. The magazines and newspapers are kept in a small room until the evening and they are brought to the choupal built around a tree in the evening when a large group enjoys silent reading. After they finish for the day the material is put back in the room by a BNV incharge of the task. All the BNVs are instilled with “volunteerism” in the APARD’s training program facilitated by resource persons as varied as psychologists from Osmania
University , Brahma Kumaries, the Lead India Foundation started by Abdul Kalam ,the former President of India, veteran activist journalists and the progressive sarpanches and the APARD. The most important dimension of this experiment is that all these volunteers get no financial support or honoraria from any source whatsoever. They have amply proved that they can actualize the long unfulfilled dreams of their community that would surely lead to improvement in the quality of living in rural Andhra Pradesh. One incredible development APARD noticed is the healthy working relationships that emerged between the elected representatives and BNVs contrary to the earlier apprehensions of conflicts and confrontations.
