Srinagar, September 02: Mr. Omar Abdullah, Chief Minister, met Mr. N. N. Vohra, Governor, at Raj Bhavan, here today. The Governor and the Chief Minister discussed various issues relating to the continuing attempts at infiltration across the LoC in both the Kashmir and Jammu regions and the incidence of terrorist activities in the past two months. The Chief Minister also briefed the Governor about certain steps being taken for securing more effective internal security management and for enhancing the pace of implementation of development projects.
Sand extractor drowns in Awantipora Srinagar, September 02: A sand extractor was drowned in river Jehlum in Awantipora while extracting sand from the river. 25 years old, Ashiq Hussain Ganie S/o Mohammad Amin Ganie R/o Kharmod Awantipora was drowned in river Jhelum while extracting sand at Awantipora. The body of deceased was retrieved and handed over to his relatives for last rites.
2 injured in bear attack Srinagar, September 02: Two persons were injured when they were attacked by a Bear in Handwara. A bear attacked and injured 11 years old Ishfaq Ahmad Kumar son of Mohammad Sabir Kumar resident of Pazalpora, Magam and 80-yearold Mirbaz son of Qamar-u-Din Baz resident of Monibal at Pazalpora, Magam Handwara. Both the injured were shifted to Hospital for treatment.
10 injured in road mishaps Srinagar, September 02: Ten persons were injured in two separate road accidents across the valley. A Motorcycle Pulsar without registration number turned turtle at Kitchama resulting in injuries to motorcyclist Aman Chesti son of Syed Wahid Chesti resident of Bhagi Islam and pillion Faisal Ahmad son of Sajad Ahmad Khan resident of Azad Gunj Baramulla. Both the injured were shifted to Hospital for treatment. Meanwhile, eight persons were injured when a Tata 407 vehicle bearing registration number JK01C/2961, they were travelling in, turned turtle near Dobi Ghat Masjid Gulmarg. All the injured were shifted to Sub District Hospital Tangmarg for treatment. Polcie has registered a case in this regard.

During recent years translational research has emerged as an important area for healthcare in general and
the biotechnology and the pharmaceutical industries in particular. Over the years, biotechnology has become much more refined since we are now able to operate at the gene level. In case of healthcare applications, science has now moved from genetics in which selected genes were targeted and studied to genomics in which the structure and function of the genes of a particular spe-

Work on Baghliar-II to be started soon Srinagar, September 02: The foundation stone of stage-11 of the project is now being laid shortly. This would be a reiteration of the commitment of the Government to bring a turnaround in the state’s economy by tapping the huge hydro potential of the state, estimated at 20, 000 MW, in a systematic and time-bound manner. The Board of Directors of JKSPDC has already approved a capacity addition of 9000 MW in the State during the 12th and 13th Plan period. Commissioning of the 50 MW Baglihar HEP Stage11 would be an important milestone in this regard in the continued efforts of the Government led by Mr. Omar Abdullah to bridge the supply demand gap with respect to electric supply in the State. Baglihar HEP has been con ceived on River Chenab as Run-of-River Scheme with a generation capacity of 900 MW of power, to be developed in two stages of 450 MW each, with a common Dam near Ramban. The Stage-1 has already been completed at a cost of Rs. 5827 core and was commissioned in 2008-09 having a capacity of generating 2536 MUs of energy
annually. The Baglihar Hydro Electric project represents a very attractive proposition to address the issue of increase in demand of power. The project having 3 units with an installed capacity of 150 MWs each which will generate 1302 MUs of clean and green power and will earn an annual revenue of about Rs. 500 crore. With this project the generating capacity of the state owned projects will increase to about 1200 MW against 760 MW at present. The estimated completion cost of the project is Rs. 3113.19 crore and the project is expected to be commissioned in August 2015. The financial closure of the project has already been achieved with a loan component of (Rs. 2179.23 crore) sanctioned by PFC Rs. 1679.23 and JK Bank (Rs. 500 crore). The Main Civil/HydroMechanical works and Electro-Mechanical works stand already allotted. The hallmark of the project is that it has negligible resettlement and rehabilitation issues as the main Dam stand already constructed along with filling of reservoir and other pre construction works under stage-1.

Mian Altaf for enhancement of compensation to man-animal conflict victims SRINAGAR, SEPTEMBER 02: Minister for Forests, Ecology and Environment, Mian Altaf Ahmad has said that compensation to those killed in mananimal conflict would be enhanced to Rs.
3 lakh while Rs. 1.50 lakh would be paid to those injured in such incidents. He directed authorities of Wildlife Department to come up with a proposal to this effect for seeking approval from State Board for Wildlife, headed by the Chief Minister. The Centre has already enhanced

The meeting was told that the Department is proposing to introduce power fencing to contain the movement of wild animals.The meeting was informed that 20 trained hunters have been pressed into service for elimination of the wild wolves, who killed some people in Kreeri village of district Barmaulla.
Prasad commissions Model Police Station Harwan SRINAGAR, SEPT 02: Jammu and Kashmir Police is upgrading its building infrastructure to provide better working and living facilities to its personnel. Various office and residential accommodations have been constructed across the State to strengthen the building infrastructure under the modernization scheme. This was disclosed by the Director General of Police (DGP), Ashok Prasad, while commissioning the Model Police Station building at Harwan Monday. He said that in view of the increasing responsibilities, the Organization has been focusing to upgrade the working conditions for its personnel as per the latest requirements. Constructions are made keeping in mind the modern facilities and tech-
niques of construction, he added. Prasad appreciated the efforts of the officers and engineers of Police Hosing Corporation (PHC) and Police Construction Division (PCD) for ensuring quality material and time bound construction of the buildings. He asked them to keep in mind weather scenario of the particular area before finalizing the plans of construction in that area. He said that the constructions should be equipped with latest facilities of living and working including recreational facilities for the personnel, who are always found busy facing tough situations. Proper supervision by the senior officers would make performance more fruitful, said the DGP. Before commissioning the building, the DGP was briefed by ADGP Headquar-
ters, S.P. Vaid and Executive Engineer PCD, N. D. Khawaja about the construction of the Police Station Building. He was told that the two storied building was constructed by PCD within one year at a cost of Rs. 1 crore and is having hostel facilities and residential quarters. It would help to provide better policing to the people with quick response, overlooking the tourist resort. Earth quake resistant column structure has been utilized in the construction as per the prescribed norms. The multistorey building has been completed within stipulated time, the DGP was informed. They assured that all the constructions would be completed within the time frame. DGP also discussed the pace of progress achieved on other works presently under execution in Kashmir Division.

T
hough the recently held congress convention at Jammu was aimed to unite the party leadership and do away with the groupism, however it turned to be the beginnings of congress party’s search for new allies as it was visible the leadership has not happy over its alliance with National Conference. The criticism by Mrs. Ambika Soni, incharge, General Secretary J&K on the issue of one of its former candidates from Ganderbal, joining NC and subsequent statement at the end of the convention making it clear that any poll alliance with NC will be decided after consultations with party cadres, is quite clear a signal that the party will firstly try to gain as much ground as they can to emerge as single largest party and then dictate its terms in finding a partner for sharing of power in the state. The party’s senior most leaders impressed upon their partymen to strive for getting as much as fifty seats in the coming state assembly election 2014. Although it seems a mirage for congress in J&K, still it reflects the targets & intentions of congress to come into power in this border state which has been eluding the party since Syed Mir Qasim, surrendered his throne in favour of late Shiekh Mohammad Abdullah after IndiraAbdullah accord of 1975. The party has been in coalition with NC & PDP but has never been at the helm of affairs on its own. If one goes by the present indicators like poor performance of Omar Abdullah led coalition, the mercurial stance of PDP viz-a-viz political & other alike issues & the successful attempts of congress to pass on the buck of failures on NC, then, Congress seems to be somewhat better placed this time. If the party leaders rise above their personnel interests, bridge their differences and go ahead in a unified way, the congress party may gain a lot in Jammu region where BJP has lost ground, NC is on decline and PDP has only some pockets of influence. However the internal bickering of congress are so deep that it is perhaps impossible for its leaders to mend their difference and keep their flock together. This is because they have their personnel agenda and are always hell bent to let down each other. Never in the past has congress seen such a groupism and presently there are several groups which are on war-path with each other, whatever the fate of congress, the party seems to have made its mind to go alone in the coming parliamentary and assembly elections. They may or may not succeed in their ambition but it is crystal clear that there will be no prepoll alliance with any party in the state. What political alliances may emerge after elections is anybody’s guess but nothing is impossible in politics where nobody is anybody’s permanent friend or foe.

THANAMANDI THE TOWN WITH GLORIOUS PAST
T
hannamandi town is situated at 33-33 degree latitude and 74.25 longitude, on the foot hill of Rattan Peer (8600') along the right bank of Thana Nallah. This attractive hill spot is about 24 k.m on the North side of Rajouri Town. At present this town is a Tehsil Headquarter. Kashmiri Muslim population is dominating the town. This place is mostly known for Chikhri wood handicrafts. As per the Rajtringni of Juna Raja which was written during the reign of Sultan Zainul-Aabdeen (1400-1470 AD), this place was known as Mudgravyala in the ancient time when mis area was ruled by Hindu kings of Rajouri. But Abdul Qasim in Tarikh-e-Frishta and Emperor Jahangir in his Tuzak wrote the name of this place as "Thatta". It appears that with the passage of time, the name changed from Thatta to Thanna. Thanna remained the place of great importance for traders of Kashmir and rest of India. This place was considered as centre place for Kashmiris as well as Punjabi traders, because from here the high mountains of Panchal Range start and it was not possible for Punjabi traders to cross these high altitudes with their loaded horses and camels. On the other hand Kashmiri traders were also unable to sell their handicrafts in Punjab because they were not in a position to accommodate themselves in hot climatic conditions prevailing there. Therefore, the traders and businessmen of both the sides assembled at Thanna for the exchange of their goods and commodities like Kashmiri Shawls, loes,wood carving work carpets from one side and salt, tea and gur from the other side. In these circumstances, this small village on the foot hill of Rattan Pir (8600 foot) developed as a Mandi (Bazar) for traders and businessmen of Punjab and Kashmir. Later on the word "Mandi" was also attached with Thanna and the new name emerged as Thanamandi. Thanamandi came into the lime-light of history in 1420 AD when a severe conflict took place between Shahi khan (Zain-UlAabdeen) and his brother Sultan Ali Shah
of Kashmir. This battle for Kashmir which was fought at Thanamandi decided the fate of Sultan Ali Shah who was killed and Shahi Khan who after defeating his brother at Thanna ascended the throne of Kashmir in 1420 AD under the title of "Sultal Zainul-Aabdeen-Badshah". Mr.N.K.Zutshi writes in his book "Sultan Zain-ul-Aabdeen of Kashmir" the details of Thanna battle. He wrote that on the death of Sultan Sikander his elder son Mir Khan ascended the throne of Kashmir under the title of Ali Shah in 1413 AD. He was not a balanced man and could not control the situation prevailing in Kashmir. On the other hand, he declared his brother ShahiKhan as heir apparente (Yuvaraja). Later on in 1419 AD he handed over the kingdom to Shahi-Khan and left for pilgrimage towards Mecca. When he reached Jammu his Father,In-Law Raja Bala Raja of Jammu disapproved his action and scolded him for giving up the, throne of Kashmir to Shahi-Khan. Now Ali Shah repented and instead of going on pilgrimage to Mecca, he returned along with the forces of the Ruler of Jammu and regained his kingdom from his brother. At this occasion Shahi khan left Kashmir alongwith his supporters who were Muslims of Thakar and Maliks by caste which remain traditionally a fighting class and were inhabiting the hilly territories of Thana and its surrounding villages. Shahi khan along with Thakar and Maliks reached Thana and made this place as his headquarter for the final show with his brother. The other aspect of choosing Thana for his army activities was that the whole area was inhabited by the Muslim and Hindu Rajputs who were his allies. At Thana he received an offer of help from Jasrat Khokhar, the Chief of Sailkot. After negotiations held between the messengers of both sides, Jasrat Khokher also come along with his forces to Thana to help Shahi Khan. No doubt that ruler of Rajouri was the friend of Sultan of Kashmir but when he saw that Thakar and Rajput tribes of Thana and surrounding mountains have come under the banner of Shahi Khan at Thana, he also offered his allegiance to Shahi Khan. When Ali Shah come to know
that Shahi Khan is preparing for war at Thana, he also started preparation for fighting. Therefore the war machines were geared up on either side of Panchal range. At this juncture Shahi Khan adopted strategy to draw Ali Shah out of Kashmir for this battle. It was made possible by diplomatic skill of Shahi Khan and wrong advices of sultan Ali Shah's Ministerial staff. Sultan Ali Shah took the fateful decision of attacking his enemy before the later could strike. He alongwith his forces reached the passes of pir panchal in early 1420 AD. Then he assaulted Rajouri and captured the city. After capturing Rajouri and some other small principalities in this area he moved towards Thana where Shahi Khan was stationed alongwith his forces. When Ali Shah reached near Thana he saw that a big force of Thakars, Maliks Rajputs and Khokhars under the banner of Shahi Khan was ready for fighting. The battle fought between Sultan Ali Shah and his brother Shahi khan at Thana was a fierce one. Heavy fighting took place between the two forces and about ten thousand soldiers were killed and Ali Shah was defeated in this battle. The Prime Minister of Shahi Khan Malik Dalut Chand was killed and then the army fought under the command of Malik Autar Chand who was son of Malik Dalut Chand Shahi khan now left his Army Head Quarter at Thana and moved towards Kashmir alongwith his Army of Thakar, Rajputs Malik and Khokhar tribes and ascended the throne at Srinagar under the titleof Sultan Zain-ul-Aabdeen in 1420 AD. He ruled Kashmir upto 1470 AD. Since the Muslim Thakar and Rajputs of Thana and its surrounded villages remained the most important allies of Sultan Zain-ulAabdeen when he had wrested the kingdom of Kashmir from his brother in the battle of Thana, hence after becoming the Sultan of Kashmir he rewarded these tribes of Thana with jagirs in Kashmir and bestowed upon them the high offices of his kingdom. In the beginning of 17th century AD Thana Mandi assumed move importance when Mughal carvans while travelling towards Kashmir through Mughal road were
staying at this place for some time for relaxation. On the orders of Emperor Jahngir, a big Mughal Sarai of red bricks was also constructed at Thana Mandi Jahangir had visited this place for about 13 times when he was on the way to Kashmir. He describes Thana in his Tuzak as under. "On Thursday, the 7th, the village Thana became the camping place. The great difference of this place from Kashmir was apparent in the climate, the language, the clothing etc. The people are speaking both Persian and Hindi. Evidently Hindi is the real language and they have acquired Kashmiri on account of proximity to Kashmir. Briefly one enters India at this place. The Women do wear woolen clothing and like India women wear nose rings" Before partition Thana was a jagir of Bakshi Hindu family of Kashmir. This jagir was given by the Maharaja Ranbir Singh to Bakshi Daya Ram who was his Shahi Hakim and a Sanskrit scholar. This family never came to Thana. The jagir was looked after by their representatives of Raina family of Kashmir. The last representative was Prem Nath Raina who was killed in the happenings of 1947 at Thana. At present Thana Mandi is emerging as a commercial centre and a beautiful town. It is Tehsil Head Quarter. The old Sarai of Mughal's period is still existing. But now it has been occupied by the security forces to combat militancy in the area Three temples of Dogra's period are also existing in old Thana area in dilapidated condition. Some Idols of ancient time are also lying in Kali Temple which have been constructed recently. Apart from the chikhri wood craft the main importance of this place is due to the renowned shrine Shah Dara Sharif which is six kms from Thana. A big complex alongwith educational centres and musafar khana is under construction at this place. The people from all over country come to this scared place and offer prayers in the shine. Keeping in view the religious importance due to Shah Dara Sharif and attractive natural scenic beauty of Thannamandi, this part can be developed as tourist resort.
Rajiv Gandhi Panchayat Sashaktikaran Abhiyan will Bolster State Election Commissions
T
he State Election Commissions constituted under Part IX and Part IXA of the Constitution of India have functions, responsibilities and authority to conduct elections to Panchayats and Urban Local Bodies at par with the Election Commission of India. However, the institutions of State Election Commissions have not been strengthened to the extent of the Election Commission of India. This strengthening is central to conducting free, fair and regular elections to the Local Self Governments. An initiative in this direction was the setting up of a Task Force by the Ministry of Panchayati Raj to suggest measures for strengthening the institution of the State Election Commissions. The Task Force submitted its Report on 14th October, 2011. The Standing Committee of State Election Commissioners gave their views on 9th December, 2011. Some of the important recommendations given by the Standing Committee as accepted by Ministry of Panchayati Raj are: · The State Election Commission (SEC) should be authorized under Law to notify the dates to conduct elections, enforcement of codes of conduct, filing of nomination, withdrawal of nomination, scrutiny, final list of candidates etc. The SEC shall appoint polling personnel either by itself or by delegated authorities. · SECs should be given the status of a High Court Judge. They should also have the salary, allowances, perquisites and all serving/retirement benefits of a High Court Judge. · The tenure of SEC should be for five / six years or upto 65 years of age whichever is earlier and without any provision for extension. · Personnel from Public Sector Undertakings and Central Government offices located in the State should be
drafted for conducting Panchayat elections and in view of the law and order issues, sometimes encountered during the Panchayat elections, central paramilitary forces as in the case of Assembly and Parliamentary elections may be deployed. · SECs should have the flexibility to utilize funds as per their priorities without having to seek approval of the Finance Department of the State Government in every instance. In case of elections, the freeze on non-plan expenditure enforced in the months of February and March should not be applied to SECs and funds of SECs should not lapse at the end of the financial year, as in the case of government departments, as this causes serious difficulties for elections organized in April and May. · In 12th Five Year Plan, the State Election Commissions should be given a grant from the proposed scheme of Panchayat Shashaktikaran Abhiyan (PSA) if the following conditions are satisfied at least by the second year of the Plan: The State Election Commissioner must be full time; He should have a tenure of five / six years or up to 65 years of age whichever is earlier; There should be no provision for extensions; The protection given to the SEC under Article 243K must be available under the state law or rules governing the State Elections Commissions; the SEC must have the status of a High Court Judge. · Allocations for SEC including expenditure on conduct of local self body elections and on administrative expenses should be clearly provided in the States’ main budget, since the period when general election is due is known in advance and SECs should have the flexibility to divert funds between different heads of accounts while incurring election-related expenditure. They should have the flexibility for procurement etc. similar to ECI norms. · Release of funds from Central Finance
Commission can be recommended if the conditions like the structure of SEC recommended above and also the following conditions: Panchayats and Municipalities should not be superseded en masse; There must be at least one third reservation for women: Constitution of State Finance Commission; Both direct and indirect elections should be through SECs. · The SECs should call for Observers for elections to Panchayats and Municipalities from the Government of India through Ministries of Panchayati Raj, Urban Development and DoPT who shall work under the supervision and control of the SECs, as is the case with the Election Commission of India. · SECs should be vested with powers for delimitation of wards, reservation of seats and their rotation. The policy of delimitation should, however, rest with the State Government. Some of the states like West Bengal, Andhra Pradesh, Tamil Nadu, Madhya Pradesh, Karnataka, Arunachal Pradesh, Haryana, Jharkhand, Maharashtra, Odisha, Punjab, Sikkim, and Uttarakhand have already given the status of High Court Judge to the State Election Commissioners. It is heartening to see that a State like Mizoram which was not required to have State Election Commission to conduct elections to Village Councils and District Councils has now constituted a State Election Commission and has vested these powers with it. In order to strengthen the Pahchayati Raj system and also to address critical gaps that constrain it, Ministry of Panchayati Raj has formulated the Scheme, Rajiv Gandhi Panchayat Sashaktikran Abhiyan (RGPSA) which will be implemented during the Twelfth Five Year Plan period. RGPSA aims to enable States to strengthen their Panchayati Raj systems in their context by choosing from among a menu of activities. States would have access
to funds on the basis of perspective and annual plans prepared under the scheme. States would be required to fulfill the following essential conditions for accessing to funds: · Regular elections to panchayats or urban local bodies under the superintendence of SEC · 1/3 reservation for women in panchayats or other local bodies · Constitution of State Finance Commission(SFC) every five years and placement of Action Taken Report (ATR) on the recommendations of the SFC in the state Assembly · Constitution of District Planning Committees in all districts RGPSA will provide performance linked funds from 2014-15 onwards. Activities that would be supported under RGPSA include: Strengthening of State Election Commission; Administrative and Technical Support at the Gram Panchayat level; Construction /renovation of Gram Panchayat Buildings; Capacity Building and Training of Elected Representatives and Functionaries; Institutional Structure for Training at State, District & Block level; E-enablement of Panchayats, etc. The funding of RGPSA for State plans is envisaged on a 75:25 sharing basis by the Central and State Governments respectively. For NE States, the ratio will be 90:10. Gross Budgetary support of Rs. 6437 crore has been allocated by the Planning Commission for 12th Five Year Plan period, out of which Rs. 6200 crore is proposed to be spent as Central share for Rajiv Gandhi Panchayat Sashaktikaran Abhiyan. The schemes of Rashtriya Gram Swaraj Yojana(RGSY), ePanchayat, Panchayat Empowerment and Accountability Incentive Scheme(PEAIS) and Panchayat Mahila Evam Yuva Shakti Abhiyan (PMEYSA) will be subsumed in RGPSA from 2013-14.

Cell therapy may ease chronic pain A new study has described how a cell therapy might one day be used not only to quell some common types of persistent and difficult-totreat pain, but also to cure the conditions that give rise to them.
In their study, the scientists transplanted immature embryonic nerve cells that arise in the brain during development and used them to make up for a loss of function of specific neurons in the spinal cord that normally dampen pain signals. A small fraction of the transplanted cells survived and matured into functioning neurons. The cells inte-
grated into the nerve circuitry of the spinal cord, forming synapses and signaling pathways with neighbouring neurons. As a result, pain hypersensitivity associated with nerve injury was almost completely eliminated, the researchers found, without evidence of movement disturbances that are common side effects of the currently favoured drug treatment. “Now we are working toward the possibility of potential treatments that might eliminate the source of neuropathic pain, and that may be much more effective than drugs that aim
only to treat symptomatically the pain that results from chronic, painful conditions,” said the senior author of the study, Allan Basbaum, PhD, chair of the Department of Anatomy at UCSF. Those who suffer from chronic pain often get little relief, even from powerful narcotic painkillers, according to Basbaum. Gabapentin, an anticonvulsant first used
to treat epilepsy, now is regarded as the most effective treatment for neuropathic pain. However, it is effective for only roughly 30 percent of patients, and even in those people it only provides about 30 percent relief of the pain, he said. The explanation for neuropathic pain, research showed, is that following injury neurons may be lost, or central nervous system circuitry may change, in ways that are maladaptive, compromising signals that normally help dampen pain. These changes contribute to a state of hyper-excitability, enhancing the transmission of pain messages to the brain and causing normally innocuous stimuli to become painful. The inhibitory neurons that are damaged in the spinal cord to cause pain hypersensitivity release a molecule that normally transmits inhibitory signals - the neurotransmitter GABA. Gabapentin does not mimic GABA, but it helps to compensate for the loss of inhibition that GABA normally would provide. Basbaum’’s UCSF colleagues, including study co-authors Arturo AlvarezBuylla, PhD, and Arnold Kriegstein, MD, PhD, along with Scott Baraban, PhD, had already been experimenting with transplanting immature neurons that make GABA, using the transplanted neurons to bolster inhibitory signals in mouse models to prevent epileptic seizures and to combat a Parkinson’’s-like disease.

In a new study, scientists have revealed that they are a step closer to curing diabetes after discovering how a potent two-pronged attack on diabetes can wipe it out.
Researchers of the study found that a powerful “ combination therapy” can tackle the condition, even at a late stage. Around 370,000 Britons have Type 1 diabetes, which develops when immune cells in the body attack and destroy beta cells in the pancreas leaving it unable to produce insulin, the hormone which controls blood sugar levels. The researchers in California found they can reverse the process by quickly shutting down this “autoimmune” attack on beta cells before feeding the pancreas growth factor molecules. However, tests have been carried out only on mice. “The findings hint that people with late-stage diabetes could potentially be cured with a mix of two techniques that spur re-growth of pancreatic cells while stopping autoimmunity,” the Daily Express quoted the researchers as saying. Type 1 diabetes can develop at any age but usually appears before the patient is 40, especially in childhood. It is important that laboratorybased research like this is conducted, and that it is followed up, but the many years and many obstacles which lie between this point and any possible use in people mean that we should not get too excited at this stage The study by a team at the Beckman Research Institute of City of Hope in Duarte, California showed the com-
bination treatment lets new beta cells fully regenerate and produce insulin without a risk of being depleted by the immune system. The researchers said that more studies are needed to see if the technique can work on humans. “This paper provides insight into techniques which may be used in combination to regenerate and protect insulin producing beta cells,” Matthew Hobbs, head of research for Diabetes UK, said. “However, it is extremely important to realise that these two techniques have so far only been tested in mice, either individually or in combination. “It is important that laboratorybased research like this is conducted, and that it is followed up, but the many years and many obstacles which lie between this point and any possible use in people mean that we should not get too excited at this stage. Certainly, it is far too early to hail this as a cure for Type 1 diabetes,” he added.

They are the problem drinkers missed by government efforts to curb alcohol misuse - women, often middleclass and professional, who share a bottle of wine with a partner over dinner each night, putting their health at risk, the Independent reported. Unnoticed because they do not cause a social nuisance or public disorder, women who quietly drink three or more glasses of wine, or equivalent, a day increase their risk of breast cancer by up to half, research shows. According to Helmut Seiz and colleagues from the University of Heidelberg, Germany, alcohol is known to increase the risk of several cancers, in both sexes, including bowel cancer. But breast tissue is thought to

The condition is apparently triggered by over-active nerve cells within the hearing area of the brain. Although there is no cure, therapies which use a generator to mask the ringing by creating a competing sound on a similar frequency - such as the sea - can significantly relieve distress. Cognitive behavioural therapy, in which patients are encouraged to discuss their problems, can also help patients to think differently about the condition and live with it long-term. However, there is little evidence about which treatment works best. Now, for the first time, Dutch
scientists have combined both approaches for those suffering with mild or severe tinnitus. Their study of 492 patients found that those treated with both techniques saw significant improvements in their quality of life after a year, compared with sufferers who underwent standard sound therapy. Even after a year, the combination of CBT and sound techniques worked better than usual care. In particular, there were greater improvements in countering negative thinking and fear caused by the condi-
tion. Researchers Dr Riana Cima and Professor Johan Vlaeyen, of Maastricht University, said that the research provided ‘firm evidence’ of an effective new treatment for sufferers, many of whom have to deal with ‘psychological strain’. “The results are highly relevant for clinical practice because best practice for tinnitus has not been defined and current treatment strategies are fragmented and costly,” the Daily Mail quoted them as saying.

Weight-loss surgery cuts alcohol cravings Gastric bypass surgery not only rid people of their fat, but it also reduces their desire for alcohol, researchers have found.Some people opt going under the knife to decrease the size of their stomach. The Roux-en-Y procedure, or “gastric bypass” - is one such surgery that involves stapling the stomach to leave a small pouch at the top, which is then connected to the small intestine.Food then bypasses most of the original stomach and a chunk of the intestine too. This significantly reduces the amount of food a person is physically able to eat and the amount of nutrients they can absorb.In a new study, Jon Davis and colleagues at the University of Cincinnati in Ohio collected outcome data on 80,000 people in the US who had had weightloss surgery, including Roux-en-Y.They found that those who had the Rouxen-Y procedure reported drinking fewer alcoholic drinks after the surgery than before.But people who underwent other types of surgery, such as a gastric band, saw no change in alcohol use.To test it further, the team carried out Rouxen-Y surgery on rats bred to prefer alcohol, and found that they also stopped drinking it afterwards.The researchers thinks that the sudden drop in alcohol consumption may be down to a hormone called GLP-1. When partly digested food hits the middle section of the small intestine, called the jejunum, GLP-1 is produced. This triggers the production of insulin, which in turn acts to lower blood glucose levels. After Rouxen-Y surgery, this part of the intestine is much closer to the stomach, causing it to be exposed to a much higher level of nutrients than it normally would be. Davis thinks this may be ramping up the production of the hormone. It is this extra GLP-1 that may be influencing cravings, he said. The Lok Sabha was Monday repeatedly disrupted and finally adjourned till Tuesday after Speaker Meira Kumar suspended nine members from the house for five days for obstructing proceedings over the decision to create a separate Telangana state from Andhra Pradesh. The speaker named the nine MPs — four from the Telugu Desam Party (TDP) and five from the Congress — under rule 374(A) of parliamentary proceedings, which automatically suspends them for the next five sittings of the house. Kerala government has once again sought the services of a sitting High Court judge to probe the solar scam which has been used by the CPI-M led LDF opposition to attack the ruling UDF for the past three months.The government, in a letter to the Court Registrar, sought the service of a sitting judge holding that the case was very important, official sources said in Thiruvananthapuram on Monday. The renewed request came in the wake of the court informing the government last week it cannot spare a sitting judge.Congress led UDF government which is under pressure from LDF over the scam

Amidst a storm over proposal to shut petrol pumps during night to taper fuel demand, Oil Minister M. Veerappa Moily on Monday said the government had not made any such proposal and the idea had come from public.“It is not our idea. It is an idea which is coming from public and others. No decision has been taken to keep petrol pumps dry during any part of the day,” he told reporters.His Ministry plans to launch a massive fuel conservation drive from September 16 to cut fuel demand by 3 per cent and save an estimated Rs. 16,000 crore or $2.5 billion in Forex outgo.“We are toying with the ideas (on conserving fuel) that have come to us. That doesn’t mean we have accepted them or are enforcing shutdowns,” he said.Mr. Moily said before the planned launch of September 16 campaign, several proposals to save cut fuel consumptions have come to the government and as per usual practice are being mulled over by his ministry.

New Delhi: Top BJP leaders have been caught on camera discussing how to protect Amit Shah, former Gujarat Home Minister, in a case where is he accused of murder, alleges a Public Interest Litigation or PIL filed in the Supreme Court. Judges have yet to decide whether they will hear the petition. The PIL claims that a journalist named Pushp Kumar Sharma has secret video tapings of two BJP parliamentarians, Prakash Javadekar and Bhupendir Yadav, discussing how to get a blank document signed by the mother of Tulsiram Prajapati, who was shot dead in a fake encounter in December 2006. The “vakalatnama” or signed affidavit, BJP big guns are allegedly heard stating, could be used to appoint a lawyer of their choice to represent Tulsiram’s family, thereby allowing them to control the direction of the investigation. Mr Shah, a close aide of Chief Minister Narendra Modi, has been accused of
sanctioning the fake encounters that led to the deaths Tulsiram and the petty criminal he worked for, Sohrabuddin Sheikh. Mr Shah was arrested in July 2010 and released on bail three months later. NDTV cannot corroborate the authenticity of the sting referred to in the PIL. Before the state government admitted that the deaths were fake encounters, the police alleged that Sohrabuddin and Tulsiram were terrorists, who planned to assassinate important political leaders. But later investigations by the CBI suggested that Sohrabuddin had become an irritant for the powerful marble lobby in Rajasthan with constant attempts to blackmail some of its big players. Mr Shah, the CBI says, was roped in to help, and as Home Minister commissioned the police to assassinate Sohrabuddin.
Two men sentenced to 1-year-imprisonment for bribing BJP MLA
Two men have been sentenced to one year in jail by a Delhi court for offering bribe of Rs six lakh to BJP MLA Karan Singh Tanwar for getting allotment of three shops in a market here 18 years ago. Special CBI Judge Rajiv Mehra awarded the jail term to Delhi residents Jasbir Singh Chawla and Shoeb Ahmed for criminal conspiracy and abetting the offence of public servant taking illegal gratification for his official work in 1995. The court also imposed a fine of Rs one lakh each on the two convicts. It, however, allowed their plea for suspension of sentence for a month to file an appeal in superior court. It said in case they do not appeal till September 30, they will surrender before the court on October 1 to serve the sentence of one year

The case was registered in October 1995 by the CBI on a complaint of Tanwar, who was also an administrator of Fish and Poultry Market Committee in Jama Masjid here at that time. The complaint said Chawla had submitted four applications on behalf of different parties and he was offering a bribe of Rs six lakh for the allotment of at least three shops against three applications received by Kanwar. It alleged that despite refusal of the complainant to the offer of bribe, Chawla told him that he would visit his office in Naraina on October 16, 1995 and would give him Rs two lakh
for the allotment of the shop and rest of the amount would be paid after receiving the allotment orders. CBI formed a trap team and both the accused were caught when they were giving money to the complainant. According to a witness, Chawla was the then convener of Minority Cell Youth Congress for District Karol Bagh. Dismissing Chawla’s plea, the court said, “The only explanation offered by Chawla is that it was on account of party fund which is not believable for the reason that complainant and Chawla belong to two different political parties BJP and Congress and there was no reason for the accused to offer the amount of Rs two lakh as party donation to complainant”.
