Night temperature in valley dips below freezing point Srinagar, December 04: Cold wave conditions continued without respite across the Kashmir Valley Wednesday, and night temperatures dropped several notches below freezing point. "The minimum temperature was minus 2.7 degrees Celsius in Srinagar today (Wednesday). It was minus 5.2 in Pahalgam and minus 1.8 in Gulmarg. Minimum temperature today dropped to minus 12.8 in Leh and minus 9.7 in Kargil town of Ladakh region," an official of the local weather office said. The official said night temperature was 8.7 degrees in Jammu city Wednesday, a degree less than normal for this time of year. Shallow water bodies at many places on the outskirts of Srinagar had a thin crust of ice in the morning as the night temperature had dipped to below freezing point. Kashmir should be resolved through dialogue: Dr Farooq Abdullah
Reacting to Pakistan Prime Minister Nawaz Sharif’s 4th war remarks, Dr Farooq Abdullah, National Conference patron and union minister on Thursday said there is no indication that Kashmir can trigger another war between India and Pakistan. He however, acknowledged that Kashmir is an issue which should be resolved expeditiously through a dialogue. Talking to reporters on the sidelines of a function here at SP College, Dr Abdullah said: “I don’t think there is any indication of a war. But yes Kashmir is an issue which should be resolved through dialogue. The dialogue must start at the earliest so that the two neighboring countries develop a cordial relationship and focus on development and prosperity.” According to KNS correspondent, the NC patron said the statements of Pakistan leadership should not bother anyone as the same are given keeping the domestic political compulsions in view. “They will

On the other hand, when he goes to areas represented by his own party, he (CM) uses the Kashmir problem as a shield against his inability to deliver. Mehbooba said compared to this, the PDP had led a coalition that set new standards of development and political progress. She said it was no mere coincidence that a major political progress on Kashmir, in the shape of the cross-LoC Confidence Building Measures (CBMs) was taken, when PDP was leading the coalition for a brief three years. Not only this, but exchange of delegations of traders, political leaders, journalist, diplomats and opinion leaders took place between the two sides of the state, for first time since independence. “Solid progress was visible on making Kashmir a bridge between India and Pakistan, instead of staying as a bone of contention. But that whole process was reversed with the arrival of present government, which again is no coincidence but a result of Omar Abdullah’s failure, as a leader and representative of people of J&K,” she said. The PDP chief said the cease-fire in 2003 was not just a cessation of hostilities between the two neighbours which had brought immense miseries to the people, living in the border area, but it was a proactive start to a new process of building peace, amity and understanding, which had culminated in historic decisions of opening of Srinagar-Muzzaffarbad and PoonchRawlakoot roads for travel ad trade. Important principles have already been conceded by the governments of India and Pakistan, in dispensing with the requirement of visas and passport for travel, custom duty and import export taxes for trade cross the LoC, which lays the foundation for a free economic zone in the state, Mehbooba said. “It is now time that the process is taken to its next level, by implementing the decisions to extend the travel facility to groups beyond the divided families. Increase the frequency of bus services, throw open the routes like Kargil-Skhardo and also provide communication and banking backup to the LoC traders,” she said and added once that is done and the procedures are relaxed, places like Uri would become hubs of trade and tourism activity. The PDP president said the NC has traded off resources of the area for their political power and areas like Uri, which have been blessed with water resources, are the worst victim of NC power games. She said power projects in Uri would provide electricity to everybody outside the state, but the people of the area remains in darkness. Neither are they provided their share in employment, even demand for more electricity is responded with force, as was done last year in Boniyar, where a boy was killed for demanding power. Though the Chief Minister had himself called it a cold blooded murder, but he failed to take any action against the perpetrators as in all other cases of the state repression. Mehbooba said the state is now poised for a change and it is for the people to give a decisive mandate to PDP, under the leadership of Mufti Mohammad Sayeed. That alone would relieve the state of its corrupt and inefficient system that has victimised every section of the society especially the youth.

Aganwari workers, helpers protest in support of their demands Srinagar, December 04: Jammu and Kashmir Aganwari Workers and Helpers Union (AWHU), today held a protest demonstration at press enclave Srinagar in support of their demands. The protesting workers and helpers were demanding gratuity, the formulation of a pension scheme, immediate enhancement of their remuneration, payment of minimum wages and withdrawal of attempts to privatize ICDS. The protestors were carrying banners, placards and shouting slogans demanding regularization of their services as Class III and Class IV employees with immediate increase in their honorarium to Rs. 5000 and Rs 4000 per month respectively. They were also demanding release of training
grants in favour of the workers and helpers without any delay and providing of T.A, D.A for attending different meetings like pulse polio, Aids Awareness Programmes etc. Speaking on the occasion, Jameela Sabiri General Secretary and Naseema Kuchay President AWHU said the grass root workers of the ICDS scheme should be entitled to decent living. They said that a standing mechanism must be put in place in Ministry of women and Child Development for revision in the rates of Honorarium of Aganwari workers and helpers. “Aganwari workers and helpers should be covered by the EPF and ESI Act for regularization of their services as Govt, employee, besides Anaganwadi Centres must be made as noodle centers
to impart pre-school education,” they stressed. Meanwhile General Secretary Centre of Indian Trade Union (CITU) Om Prakash Sharma has expressed serious concern over the plight of Aganwari workers and helpers of and urged the Government to concede to their genuine demands. He also said that allocation of inadequate financial resources has spoiled the cause of Integrated Child Development Scheme (ICDS). While demanding immediate release of their arrears under Central and State share, the CITU General Secretary urged the government to ensure time bound promotions of Anganwadi Workers and Helpers in various cadres of the Social Welfare Department.
Congress is a divided house: Kamal Srinagar, December 04: Reacting to the recent news reports that the Congress high command is likely to project Union Health Minister Ghulam Nabi Azad as the Chief Ministerial Candidate for Jammu and Kashmir after the forthcoming assembly polls, additional general secretary National Conference Dr. Sheikh Mustafa Kamal accused that the state congress is a divided house with the divided opinion.The news reports recently came into the press that the congress high command has agreed to project Azad as the chief ministerial candidate for the Jammu and Kashmir after the forth coming polls and that AICC vice-president Rahul Gandhi is believed to have supported the idea of projecting Azad as the CM candidate despite opposition from the latter's critics in the party. As all the congress leaders in the state kept mum on commenting over the report and unanimously stated that the decision taken by the high command in future bout the issue would be acceptable to the state leadership.

DGP inspects police constructions in North Kashmir, commissions Model Police Station Bomai JAMMU, DECEMBER 04 Underscoring the importance of Thanas in reaching out to the common masses, Jammu and Kashmir Police is upgrading the infrastructure and functioning of police stations across the State. A police station is the first responder to the complaints of the people, who have much faith and expectations with the basic unit of the Organization.This was disclosed by the Director General of Police (DGP), Mr. Ashok Prasad, while commissioning the new Model Police Station building at Bomai Sopore and alternate accommodation at Tragpora in North Kashmir today. He said that in view of the increasing responsibilities, the Organization has been focussing to upgrade the working conditions for its personnel as per the latest requirements. ing in mind the modern facilities and techniques of construction, he added.Under the modernization programme of the Organization, Mr. Prasad commissioned new building of Model Police Station Bomai in Sopore today. The building having latest facilities was constructed by the Police Housing Corporation at a cost of Rs. 1.6 crores in a record period time of one year. Before commissioning the building, the DGP was briefed by Managing Director, J&K Police Housing Corporation (JKPHC), Mr. Dilbagh Singh about the construction of Model Police Station. He was told that the building, in the midst of its jurisdiction is having hostel facilities and residential quarters. He said that with the completion of various constructions, alternate accommodation has been provided to the security forces, thus restoring the position of educational institutions and other government buildings under their use.The DGP appreciated the efforts of the officers and engineers of Police Housing Corporation for ensuring quality material and time bound construction of the buildings. No hollow assurances please Do something concrete for Kashmir language
I
t was in 1999 when the then Chief Minister Dr. Farooq Abdullah while addressing all India Kashmiri writers confere nce organized by Lal Ded Foundation announced that the Kashmiri language will be introduced in schools at primary level and if anybody tries to create hurdles, heads will roll. Amid chairs he said that Kashmiri has to be an important part of curriculum and should be taught from primary to masters level. Later on the language was introduced but shortage of teachers and disinterest shown by bureaucrats made the announcement and the subsequent decision almost ineffective, though some government schools started the work on their own. However after continuous pressure some teachers were trained in batches but this too did not help the cause of the language. The main problem with Kashmiri language is that it can only get its due when there are enough teachers available in the schools. The bureaucracy has not so far done anything in this direction and the Kashmiri language continues to suffer. When the posts of teachers, junior lecturers and other faculty are advertised, one finds hardly any vacancy earmarked for Kashmiri language. There is no dearth of Kashmiri knowing qualified persons but who will convince the bureaucracy and the political government on this account. There have been many individuals and organizations thriving and taking undue benefits in the name of Kashmiri languages but these exploiters have in fact contributed nothing for the development of Kashmiri language. These exploiters have used the mantra of being sympathizers and well wishers of Kashmiri language for getting plumb postings, promotions undue appointments and employment for their wards. In fact they have done the maximum damage to this language as they have done everything to harm it within and outside the state. The government of Jammu and Kashmir has to initiate concrete steps if it really is serious to develop the Kashmiri language and first and foremost step is to recruit sufficient number of teachers at primary and high school level. The second step should be to make it compulsory for all government and private schools to teach Kashmir as a subject which all of them are not doing at this time. These steps will definitely help in the promotions of our mother tongue which deserves its right place in our educational institutions and in our life.

T
he HIV/AIDS epidemic constitutes one of the most formidable challenges to development and social progress. The epidemic impacts poverty and inequality and increases the burden on the most vulnerable sections in society, i.e. the elderly, the women, children and the poor. Countries that do not respond in time have to bear huge costs as a result of declining productivity, loss of skilled and experienced labour and increased expenditures on treatment and associated costs as the demand for public services increases. Impact will be on virtually every sector of the national economies. World Scenario Even as the war against this dreaded infection continues, new infections among adults and children were estimated at 2.3 million in 2012, a 33% reduction since 2001. New HIV infections among children have come down by 52% since 2001. AIDS-related deaths have also dropped by 30% since the peak in 2005 as access to antiretroviral treatment expands. Significant results have also been achieved towards meeting the needs of tuberculosis (TB) patients living with HIV, as TB-related deaths among people living with HIV have declined by 36% since 2004. By the end of 2012, some 9.7 million people in low- and middle-income countries were accessing antiretroviral therapy, an increase of nearly 20% in just one year. In 2011, UN Member States agreed to a 2015 target of reaching 15 million people with HIV treatment. However, as countries scaled up their treatment coverage and as new evidence emerged showing the HIV prevention benefits of antiretroviral therapy, the World Health Organization set new HIV treatment guidelines, expanding the total number of people estimated to be in need of treatment by more than 10 million. Despite a flattening in donor funding for HIV, which has remained around the same as 2008 levels, domestic spending on HIV has increased, accounting for 53% of global HIV resources in 2012. The total global resources available for HIV in 2012 was estimated at US$ 18.9 billion, US$ 3-5 billion short of the US$ 22-24 billion estimated to be needed annually by 2015. The Technical Support Units (TSUs), that were established during NACP III to oversee the quality, mentoring, handholding and supporting the TIs in the states along with SACS, will continue to play a key technical role to ensure the quality of TIs. Although the overall HIV prevalence rates among high risk groups are declining, they remain high (2010-11): 7.14% among injecting drug users, 4.43% among men-who-have-sex-with-men and 2.67% among female sex workers, and there are significant variations in states which necessitates scaling up of efforts to reach the hard to reach populations in these areas. The national programme will continue to innovate and generate lessons from its performance management system and disseminate the best practices across the world.
NCC - Nurturing the youth to be responsible citizens

he National Cadet Corps (NCC), a premier uniformed youth organization, is gradually getting popular among the youth in Jammu and Kashmir like as in other parts of the country. There are over 24000 cadets, of which nearly 8000 are girl cadets. It is significant that the number of cadets in Jammu, Kashmir and Ladakh regions have increased, NCC activities have evoked positive response from young boys as well as girls. The NCC, operating in different educational institutions including schools and colleges imparts regularly elementary trainings in tri-Services comprising the Army, Navy and Air Force and for grooming them into disciplined and patriotic citizens. Its main objective is to develop character, comradeship, discipline, leadership, national outlook, spirit of adventure, and ideals of selfless service. The purpose is to create a human resource of organized, trained and motivated boys and girls to provide leadership in all walks of life and also to prepare them for careers in the Armed Forces. In an exclusive interview, Maj. Gen. Neeraj Verma, Additional Director General, NCC, Jammu and Kashmir, stated: “Sustained efforts are being made to revamp and revitalize NCC as an organization in the State. Gradually activities are being accelerated”. The J&K NCC chief is

NCC undoubtedly is making progress but it needs to be given a massive thrust to canalize the energy and enthusiasm of our advancement of NCC activities in the young boys and girls for purposeful and sensitive and border Jammu and Kashmir productive national activities. The youth State so that the young boys and girls are must be more actively involved in NCC to properly inspired and motivated for enable them to meet the challenges on maintaining permanent peace and various fronts. It is heartening that the accelerating pace of socio-economic young boys and girls in Jammu and development.
