PM urges Telecom sector to build manufacturing capabilities NEW DELHI, DEC. 5: Prime Minister Manmohan Singh on Thursday asked domestic telecom industry to help build manufacturing base in India by 2020. This will be required to restrict India’s future imports and balance of payment (BOP) situation. “We need to act now to avoid a situation where we face difficulties in financing these huge imports. India should have manufacturing facilities which result in a balanced trade in electronic products and are a part of global supply chains,” Singh in his inaugural address at ‘India Telecom 2013’ event said here. Net penetration:On the Internet penetration in India, he said that though the urban areas are well connected, connectivity in the rural areas is still a concern. “On a per capita basis, the usage of the Internet is quite low in India. This statement has come as a big surprise to all those who were expecting that the emergence of democratically elected government led by Mr. Nawaz sharif will prove a big boon for the furtherance and cementing the relations of the two countries. Soon after his election Mr. Nawaz Sharif has said that he was in favor of very cordial, friendly and close relations with India and the country will be his first choice for his first visit after becoming Prime Minister. Whatever the consequences the statement of Mr. Nawaz Sharif cannot be taken lightly and the leadership of both the countries instead of provoking eachother should try to defuse the situation so that the words of Mr. Nawaz Sharif will not come true and will not be dragged to a fourth war which can prove disastrous for the sub continent and the world as a whole. The world community should use its influence to create conducive situation so that both the countries are brought to negotiating table so that all outstanding issues including the Kashmir issue are addressed amicably and a solution is carved out which will be acceptable to all stakeholders. The world is already confronted with several problems and conflicts including Afghanistan, Palestine, Syria etc. It cannot afford more conflicts and more dents to the efforts of peace in the entire world.

Stating that Late Sheikh Mohammad Abdullah regarded the interests of the State and its people above all considerations, the Chief Minister said that Indira-Sheikh Accord was a step in this direction when the great leader Sheikh Mohammad Abdullah, the true friend of the people and the guardian of their interests, observed that a sea change has taken place on global spectrum, the map of the sub-continent has been redrafted and three wars fought between India and Pakistan on Kashmir resulted only blood-shed and destruction, Sheikh Mohammad Abdullah saw only options to seek protection, honour and political dignity of the people of the State by talking to India. “This resulted in the Indira-Sheikh Accord”, he said and added that Sheikh Mohammad Abdullah soon after this Accord went to people for getting their consent for his decision which he received in 1977 State Assembly Elections by a thumping majority and whole hearted support of the people. “This was not an easy decision to take for Sheikh Sahib but he took it for the interest of the State with the view that he will put it before the people to approve it or not and he went in the Elections in 1977 and received complete assent of the people”, the Chief Minister said and mentioned the similar historic decision taken by Sheikh Mohammad Abdullah in 1947 and putting it before the people for their agreement. “Sheikh Sahib considered the people basis of power and recognized them as the real decision makers. He believed in democracy and public referendum as such he put his all decisions before the people for approval”, Omar said and elaborated that the life and struggle of Sheikh Mohammad Abdullah explains well his sincerity towards the state and its people. “Sheikh Sahib never indulged in putting the people of the State to trouble. He never took any step that would have endangered the life, education, economy and public safety. He put himself and his companions to the trouble and faced atrocity instead of putting people to difficulties and marring the future of youth”, Omar maintained and highlighted the high principles of Sheikh Mohammad Abdullah and his stupendous agenda for the State in his visionary document of Naya Kashmir. The Chief Minister said that Sheikh Sahib was not like today leaders who create problems and difficulties for people in all fields of life even marring the educational carrier of students. He said that the propagandist elements and those nurturing enmity against Sheikh Mohammad Abdullah and National Conference attempt at belittling the life size achievements and sacrifices of Sher-i-Kashmir and his companions which the history bears testimony. Omar said anti Sheikh and anti National Conference forces try their best to veil and make people forget the role of Sheikh Mohammad Abdullah particularly the one he played before 1977 and the decisions he took to revolutionize the socio-political conditions of the people of Jammu and Kashmir. “These elements want youth not to read the chapter of struggle spearheaded by Sheikh Sahib and atrocities and difficulties he faced for the cause of the State and the dignity of the people”, he said and added that those who target Sheikh Sahib for participating in 1977 Elections themselves fought more Assembly Elections than Sher-iKashmir. The Chief Minister said his party National Conference upholds the highest principals of public service, unity, solidarity, amity and equitable development of all the regions and sections of the society irrespective of any considerations, preached and practiced by Sheikh Mohammad Abdullah throughout his life. “We are here to connect the people of Jammu, Kashmir and Ladakh, strengthen Hindu-Muslim-Sikh Ithaad (Unity) trait, ensure comprehensive and equitable development for all the residents of the State in all the regions and sub-regions and seek peace and political stability for

the peaceful and modern Jammu and Kashmir”, Omar said and underlined the need for making new generation aware of the glaring and stupendous role Sheikh Mohammad Abdullah played for the cause of the State and its people. He said that youth should also be given full account of the struggle spearheaded by Sher-i-Kashmir right from 1931 and the atrocities he faced for people’s cause. The Chief Minister also referred to the historical decisions his government took during the last about five years to empower public and bring transparency in the functioning of the government. He said he has brought the government functioning under full public scan making people fully empowered to ask questions to the government for its every action or omission. He also mentioned Public Services Guarantee Act and said that service delivery of over 70 services has been made legally time bound in order to make administration quick and responsive to public needs. He also mentioned the re-constitution of Accountability Commission, constitution of Vigilance Commission and implementation of Right to Information Act as also establishment of empowered Panchayat Raj System in the State after a long period of over 30 years. “We have given to each commoner the authority equal to the legislator for asking questions to the government about its all activities, performance and fund spending”, he said giving reference to the implementation of Right to Information Act. Omar Abdullah criticized those who deny to see the gigantic and comprehensive development taking place in the State during the last about five years of his government. “They do not want to see the reality on ground as it makes them sad for they did not do anything remarkable during their tenure in government, as such, are hell bent to astray people by false propaganda against the government”, he said and gave resume of some major achievements registered on the development front in the State during last about five years. The Chief Minister said that besides batting for political empowerment and internal autonomy of the State, he will continue to strive to seek financial autonomy for the state so that it need not to beseech for funds from the Centre for launch and completion of development projects. “I want to make the State financially as self-sufficient so that it would be capable of offering funds to the Centre for works rather than requesting to it for the same”, he said and mentioned the available avenue of local power generation in this regard. He said he had laid necessary edifice to generate 9000 MW of power in the State within next seven to eight years to provide 24X7 electricity to the people besides making the State financially self-reliant. Omar said that his government has launched power projects with a capacity of generating over 1750 MW of powers during the last five years and these will come to production within next four to five years. He said that the total power projects launched in the State since independence are of 750 MW capacities, as against his government launched 1750 MW capacity power projects in five years. Omar Abdullah said that more than 9825 kms of new roads have been constructed during the last about five years by his government besides connecting 1150 unconnected small villages with the main highways. “My government constructed 260 bridges costing over Rs.330 crores, opened 5500 new schools, upgraded 2500 schools, setup scores of ITIs, Polytechnics and Degree Colleges in addition of establishing two Universities”, he said adding that he wants to bring happiness on every face and seek prosperity for all areas. “I do not want to see guns or stone in hands of the youth. I want to see pen and skill in their hands. I want to seek plentiful and better future for them. I want to seek substantial job opportunities and livelihood earning avenues for all my youth”, he said aimed thunderous applause and slogan raising in his and in favour of his party and the government. Srinagar, Dec 5 : While paying glowing tributes to her father Late Sher-e-Kashmir on his 108th birth anniversary, Awami National Conference (ANC) President, Begum Khalida Shah said that it was the result of the struggle, vision and endeavours of her father (Sher-eKashmir), who along with his comrades gave Kashmir freedom from the centuries old tyrannical and barbarian autocratic rule.In a statement issued to KNS, Begum Shah has said that it was Sher-e-Kashmir who felt the pain of his people and sensitized the masses against the atrocities and exploitation of the tyrannical Dogra rule and gave them the vision of independence, free and dignified living. It was in this backdrop only that the revolt of 13th July 1931 occurred in which dozens of ‘Sons of the soil’ attained martyrdom.The birth anniversary of late Sher-e-Kashmir was also observed at the headquarters of ANC here, in which the entire leadership of the party participated actively. While paying glowing tributes to the tallest leader of Kashmir the speakers unanimously maintained that it was Sher-e-Kashmir who stepped on to the ground against the atrocities and injustices of the tyrannical autocratic rule when the entire valley was chained in slavery and despotism. The graet Leader broke the shackles and helped people breakaway and rise up against all the atrocities and live in an atmosphere of free existence, liberty and dignified living.Later on the party men under the leadership of their Senior Vice-President and grandson of Sher-e-Kashmir, Jenab Muzaffar Shah visited Sher-eKashmir’s mausoleum where they paid their obeisance and floral tributes to the tallest leader Kashmir has ever produced.

Kathua. During interactive session with farmers at one day awareness programme conducted under ATMA scheme by the Agriculture Department at Barnoti, the Minister apprised the farmers about benefits of the various initiatives like Soil Health Services, Mushroom Development scheme, Apiculture Development Scheme, Kissan Credit Card and organic farming. He said that the objective of the awareness camp was to sensitize the farmers about latest farming techniques and to provide them useful information through Subject Mater Specialists and Resource Persons to yield better farming results. The Minister while speaking on the occasion said government has initiated several steps to ensure
timely availability of quality seed and other farm inputs to the farmers. He disclosed that over 10,000 quintals of seed has been provided to the Kathua district this year which is an increase of 3000 quintals to the last year supply. Voluntary service Are we really serving the humanity
T
he service of humanity is one of the main principles in the teachings of every religion and society. The man living in a society has certain responsibilities and duties. Besides his own welfare he is supposed to take care about the welfare of others particularly in certain situations and in case of those who are in dire need of his helping hand. According to Iqbal, “Darde Dil Kay Wastay Paida Kiya Insan KoWarna Taet Kay Liyay Kuch Kam Na Thay Karobia” means the man has been born to take care of others and not for worship only for which there were enough angles. The voluntary service conception is as old as the human being and voluntary organizations have played a tremendous role particularly when the people were in distress and agony and wanted immediate help by others. The international Red Cross society itself a voluntary organization has been in the service of the humanity for several years now. This organization has stood with needy people anywhere, anytime in the whole of the world and done its duties in most trying conditions. There is no doubt that voluntary organizations in different forms are doing a good job and helping the people whether hit by conflicts or natural calamities. There are organizations which run schools, rehabilitate orphans and destitute, help old people who have nobody to care and doing a yeoman's job in different regions and countries. But there are organizations who in the name of voluntary service are only exploiting the situations and filling up there coffers with the donated and collected money in the name of helping the deserving ones. These organizations are funded internationally and nationally, but these funds are mostly drained out by their management who have no love for the humanity. It is a matter of surprise that there is no check on the activities of these NGO and voluntary organizations and they have no accountability. There is no mechanism in place at the governmental level which could see whether the donated and collected money from different sources is spent on purposeful initiatives. There have been cases when voluntary organizations have swindled the whole money and there whole organization got missing after they divided their booty. By celebrating international day of voluntary service, we should try to make people aware about how they should donate their money and also there has to be a mechanism somewhere at governmental level to put checks and balances in place for voluntary organizations.

Development of Coal Sector
oal is the mainstay of India’s energy and 55% of primary energy supply and 70% of power generation in the country are coal based. India ranks third in coal production globally after China and USA. The Ministry of Coal is responsible for exploration, production and distribution of coal and lignite to meet the requirements of different consumers and through the public sector under takings it is discharging its responsibilities. Coal India Ltd. and Neyveli Lignite Corporation Ltd. (NLC) are the two Central PSUs under the administrative control of the Ministry. Singareni Collieries Company Ltd. (SCCL) is the joint undertaking of Government of Andhra Pradesh and Government of India with equity sharing in the ratio of 51:49 respectively. The need for systematic and scientific development of coal industry was recognized from the inception of the process of national economic planning in the country. National Coal Development Corporation (NCDC) was set up in 1956 which was the first step towards planned development of the industry. Singareni Collieries co. Ltd. (SCCL) was already a government company in 1956 and Central Government started equity participation in SCCL from 1960 onwards. However, comprehensive development programme could be initiated only after nationalisation of the industry in the early 1970s and formation of Coal India Ltd. (CIL). Soon after nationalisation of coal sector in the early 1970s, Coal India Ltd. (CIL) was formed as a holding company in 1975 with four coal producing companies and one planning and design institute and the level of production was about 73 million tonnes at the time of its formation. Today CIL has seven coal producing companies and one planning and design institute with their operations spread over eight states and has achieved a level of 436 million tonnes in 2011-12. India’s assessed coal resources currently stand at about 293 billion tonnes of which about 118 billion tonnes or 40% are proved reserves and the remaining 60% are in inferred and indicated categories. True clinical depression is a mood disorder in which feelings of sadness, loss, anger, or frustration interfere with everyday life for weeks or longer. Causes The exact cause of depression is not known. Many researchers believe it is caused by chemical changes in the brain. This may be due to a problem with your genes, or triggered by certain stressful events. More likely, it's a combination of both. Some types of depression run in families. But depression can also occur if you have no family history of the illness. Anyone can develop depression, even kids. The following may play a role in depression: • Alcohol or drug abuse • Certain medical conditions, including underactive thyroid, cancer, or long-term pain • Certain medications such as steroids • Sleeping problems • Stressful life events, such as: o Breaking up with a boyfriend or girlfriend • Failing a class • Death or illness of someone close to you • Divorce • Childhood abuse or neglect • Job loss • Social isolation (common in the elderly) Symptoms Depression can change or distort the way you see yourself, your life, and those around you. People who have depression usually see everything with a more negative attitude. They cannot imagine that any problem or situation can be solved in a positive way. Symptoms of depression can include: • Agitation, restlessness, and irritability • Becoming withdrawn or isolated • Difficulty concentrating • Dramatic change in appetite, often with weight gain or loss • Fatigue and lack of energy

In addition, acquisition of coal properties abroad has also been adopted for securing coal supplies in meeting the demand. A number of policy initiatives taken by the Government over last three decades has strengthened the coal sector in enhancing production with due regard to safety and environment. Introduction of setting of economic reforms in the early 1990s led to tapering off the budgetary support. After a major capital restructuring of CIL in 1996, the budgetary support to CIL was completely stopped. Coal prices were partially decontrolled in 1996 and administrative
imports has also been removed from the current fiscal. A proposal for setting up independent regulatory authority for Coal is under consideration of Government. A Bill to permit private sector in the commercial mining of coal has been awaiting consideration of the Parliament. Coal production has risen from about 78 million tonnes in 1975 to 540 million tonnes in 2011-12, the Terminal year of the XI Plan. About 100 million tonnes of coal was imported in 2011-12 which forms about 15% of the coal consumption of about 650 million tonnes during 2011-12. The coal production target in the Terminal Year 2016-17 of the XII Plan is set at 795 MT implying a growth of 8% against the actual growth of about 4.6% in the XI Plan. However, when compared with the
pricing mechanism was discontinued on complete decontrol of coal prices with effect from 1, January, 2000 and coal companies were empowered to notify the prices. Subsequently the boards of the performing coal companies were delegated higher financial powers for decision making on their own. A new coal distribution policy was introduced in 2007 and fuel supply agreements have been made mandatory. The Government has also encouraged acquisition of coal equity abroad from energy security point of view. Import duty on coal imports has been tapered off and currently there is no import duty on imports. Similarly, import duty on project
projected demand of 980.50 MT in 201617, a gap of 185.5 MT exists between domestic production and the projected demand. This would need to be met through coal imports. There have been constraints in enhancing coal production in terms of environmental issues, land acquisition, R&R, coal evacuation and law & order in some places. However, Ministry of Coal has been taking up the issues with the concerned State and Central authorities on regular basis for amicable solutions. Over the period of time the rehabilitation package of CIL has evolved and made more liberal than the National R&R Policy. Coal companies can adopt either CIL’s policy or the concerned State Govt. • Feelings of hopelessness and helplessness • Feelings of worthlessness, self-hate, and guilt • Loss of interest or pleasure in activities that were once enjoyed • Thoughts of death or suicide • Trouble sleeping or too much sleeping Depression can appear as anger and discouragement, rather than feelings of sadness. If depression is very severe, there may also be psychotic symptoms, such as hallucinations and delusions. Signs and tests Your health care provider will ask questions about your medical history and symptoms. Your answers and certain questionnaires can help your doctor diagnose depression and determine how severe it may be. Blood and urine tests may be done to rule out other medical conditions with symptoms similar to depression. Treatment In general, treatments for depression include: • Medications called antidepressants • Talk therapy, called psychotherapy If you have mild depression, you may only need one of these treatments. People with more severe depression usually need a combination of both treatments. It takes time to feel better, but there are usually dayto-day improvements. If you are suicidal or extremely depressed and cannot function you may need to be treated in a psychiatric hospital. Medication for Depression Drugs used to treat depression are called antidepressants. Common types of antidepressants include: • Selective serotonin re-uptake inhibitors (SSRIs), including fluoxetine (Prozac), sertraline (Zoloft), paroxetine (Paxil), fluvoxamine (Luvox), citalopram (Celexa), and escitalopram (Lexapro). • Serotonin norepinephrine reuptake inhibitors (SNRIs), including desvenlafaxine (Pristiq), venlafaxine (Effexor), and duloxetine (Cymbalta). Other medicines used to treat depression
include: • Tricyclic antidepressants • Bupropion (Wellbutrin) • Monoamine oxidase inhibitors If you have delusions or hallucinations, your doctor may prescribe additional medications. Changes in Medication Sometimes, medications that you take for another health problem can cause or worsen depression. Talk to your doctor about all the medicines you take. Your doctor may recommend changing your dose or switching to another drug. Never stop taking your medications without first talking to your doctor. Women being treated for depression who are pregnant or thinking about becoming pregnant should not stop taking antidepressants without first talking to their doctor. Talk Therapy Talk therapy is counseling to talk about your feelings and thoughts, and help you learn how to deal with them. Types of talk therapy include: • Cognitive behavioral therapy teaches you how to fight off negative thoughts. You will learn how to become more aware of your symptoms and how to spot things that make your depression worse. You'll also be taught problem-solving skills. • Psychotherapy can help you understand the issues that may be behind your thoughts and feelings. • Joining a support group of people who are sharing problems like yours can also help. Ask your therapist or doctor for a recommendation. Other Treatment and Depression • Electroconvulsive therapy (ECT) is the single most effective treatment for severe depression and it is generally safe. ECT may improve mood in people with severe depression or suicidal thoughts who don't get better with other treatments. It may also help treat depression in those who have psychotic symptoms. • Transcranial magnetic stimulation (TMS) uses pulses of energy to stimulate nerve cells in the brain that are believe to affect mood. There is some research to suggest

While efforts to strengthen the existing infrastructure are being made on continuous basis, the most important rail connectivity projects in the potential coalfield areas have been taken up by the Ministry with the Ministry of Railways and the State Governments concerned. These projects will be funded through the internal resources of CIL. Action plan has been drawn in regard to implementation of these projects and railways, Ministry of Coal and coal companies are regularly monitoring the status of implementation. The pending issues regarding environment and forestry clearances are being regularly addressed in consultation with Ministry of Environment and Forests and the State Governments concerned. All the mitigation measures as approved by Ministry of Environment and Forests while according environmental clearance are being strictly followed by the coal companies while implementing the projects and rigorous monitoring by both coal companies and the State Pollution Control Boards is being done. Mine reclamation and rehabilitation through properly drawn mine closure plans are being addressed both during the mining and at the stage of final closure. The Ministry has issued comprehensive guidelines in regard to preparation of mine closure plans which are now integral part of mining plans. Mine owners are bound through financial commitment by charging specified rate per hectare of land involved and through opening an escrow account with coal controller. The Government has approved a Master Plan to address the issues of fires, land subsidence and rehabilitation of affected persons in the old mined out areas of Jharia and Raniganj coalfields for implementation in ten year ’s time. Jharia Rehabilitation and development Authority in the State of Jharkhand and Asansol Durgapur Development Authority in the state of West Bengal have been entrusted with the job of implementation of Rehabilitation works particularly for private people and BCCL and ECL will be responsible for rehabilitating their colonies and employees. The Government will provide financial resources for implementing the project.

Sometimes people will need to stay on medications for long periods of time. Complications People who are depressed are more likely to use alcohol or illegal substances. Complications of depression also include: • Increased risk of health problems • Suicide . Prevention Do not drink alcohol or use illegal drugs. These substances can make depression worse and might lead to thoughts of suicide. Take your medication exactly as your doctor instructed. Ask your doctor about the possible side effects and what you should do if you have any. Learn to recognize the early signs that your depression is getting worse.
