2 die, 8 injured in road mishaps Srinagar, November 04: One more injured person succumbed to his injuries in the Awantipora accident while 2 others died in separate road traffic accidents in the valley. Among the seven persons that were injured on 02-10-13 when a Tipper bearing registration number JK03D/6948 and Tavera bearing registration number JK03D/1321 collided near petrol pump Barsoo, Awantipora, Faisal Rashid succumbed to his injuries at SKIMS, Soura Srinagar. Three persons had died on spot. A case has already been registered in this regard. Meanwhile, a Maruti car bearing registration number Jk03/6551 meet with an accident at Dadoo- Murhama, in the jurisdiction of Police station Bijbehara, Anantnag, resulting in on spot death of the driver of the car Mukhtar Ahmad resident of Dadoo, Marhama. Bijbehara Police has registered a case in this regard. In another accident, an unknown Tipper hit a girl Dilshada Akhter at Haji-bagh road, in the jurisdiction of Police station Parimpora, resulting in her on spot death. The body of the deceased girl was handed over to her relatives for last rites. Parimpora Police has registered a case in this regard. Unidentified body found in Budgam Srinagar, November 04: Budgam police has recovered an unidentified male body along a road-side near Panzan Chil, Chadoora. The deceased is about 40 years of age and is wearing a brown jacket. Chadoora police station has initiated an inquest proceedings under section 174 CrPC to ascertain the cause of the death.
Unhygienic vegetables destroyed Shopian, November 04: On the instructions of Deputy Commissioner, Shopian, the market checking squad comprising of Officers and Officials of various departments inspected the market in the town to ensure the shopkeepers and vendors adhere to the rate lists and quality goods are provided to the consumers. The squad checked the rate lists of various shopkeepers, besides checked the quality of the goods viz vegetables, fruits, mutton etc. being sold in the market. On the occasion 30 kgs of unhygienic vegetables were destroyed. The market checking squad shall continue to have the regular check of the market henceforth.

Jammu, November 04: Chief Minister Omar Abdullah Monday said that Kashmir’s accession with India is final and he never used words like "conditional" and "incomplete" in this regard. Talking to media, on the occasion of opening of Civil Secretariat offices in Jammu, the Chief Minister said the Kashmir is an integral part of India and he never uttered that accession was conditional. “Go and check Assembly records you will never find anything in this regard. Jammu and Kashmir acceded to India. If we acceded to India, are we not an integral part of India. Of course we are," he said. Omar Abdullah told reporters not to put their words in his mouth. “I never used the word 'conditional' nor the word 'incomplete'. I have not used such words. You pull out the Assembly record and say what I had said," he replied to the query of reporters. Responding to a question
about his "failure" to motivate the Centre to hold talks with separatists, he said, "I had been
successful in motivating the Centre rather than separatists. If separatists' intentions are true then they should be ready

to talk to the Centre. But unfortunately separatists have been taking one step forward and
two steps backward." He said that it is easy to motivate Centre but very difficult to persuade separatist leaders.
“We cannot forcefully drag them to dialogue table, we can forcefully bat for it," he said. Omar said that that the Coalition Government is going to complete its five year period within next few months and we are here to carry forward the development agenda as promised to the people and also complete various ongoing projects with added thrust. Omar said we are also moving ahead with the road map of creating new administrative units and the Cabinet Sub Committee constituted in this regard has almost completed the exercise. He said the endeavor of his Government to take development process to the door steps of the people will receive a new impetus with the creation of these units. Omar said Government endeavors to present a people friendly budget during the coming Assembly Session at Jammu. Srinagar, November 04: Blaming load shedding for the unscheduled power cuts in valley, Chief Engineer Power development department (PDD) on Monday said the department is expected to announce the new power curtailment schedule for the coming winter in near future and that the schedule would be same as of last year. Talking to Kashmir News Service, the chief engineer PDD said that the department has observed the extra load of power consumption during the recent past and that the power curtailment will be similar to that of the previous year this winter. “It is expected that the power supply in non-metered areas would remain suspended twice in a week and in metered
areas it would be once in a week.” Khan further stated that the main reason for the power curtailment this winter is due to over load in the system. “we have capacity of 1000MWs and the consumption is 1100, last year we have 1025 MWs consumption in valley,” Khan said, adding that due to the early arrival of the cold wave in valley, the consumption has reached far more than what was expected. PDD chief further stated that the usage of heaters and extra gadgets has hiked the consumption graph and that the usage of ‘illegal’ power connections worsen the situation. Terming the poll boycott call given by Chairman of Hurriyat Conference (G) Syed Ali Shah Geelani as useless he said, “It is a routine with Hurriyat leaders to give the poll boycott call, but the fact of the matter is people never listened to their boycott call and instead participated in the elections in large numbers.” Stating that third party mediation has no role to resolve Kashmir issue he said, “It was clearly written and signed in Shimla Agreement of 1972 that the two countries India and Pakistan will solve all the issues bilaterally and there is no need for third party mediation.”

He said from 1948 to 2003 the two countries were not able to enforce ceasefire on the borders but when Mufti Shaib took over as the chief minister of the state, ceasefire was implemented and there was no violation in it till 2010. But when National Conference took over there have been constant ceasefire violation. Bandipora Police has registered a case in this regard. In another accident, five persons were injured when a Tavera bearing registration number Jk03D/2739 and a Sumo bearing registration number Jk03C/8767 collided at Dailgam, Anantnag. T h e Secretariat had closed on 25th October 2013 evening at Srinagar. M r . N . N . Vo h r a , Governor, went around the various wings of the Raj Bhavan Secretariat and issued instructions to all the officers and staff to ensure cleanliness, proper record keeping, prompt disposal of all references, and satisfactory maintenance of the entire Raj Bhavan estate. inspection of the Raj Bhavan lawns and gardens, he stressed their improved maintenance. The Governor inspected the Solar Power Plant installed at the Raj Bhavan and took stock of its functioning. JKHCBA to facilitate review petition against pepper, pellet gun usage judgment Srinagar, November 04: The Jammu and Kashmir High Court Bar Association has decided to facilitate the filing of review petition in Pepper Gas/Pellet Gun case, as according to the Association the judgment passed in the said case is bound to effect the Human Rights of the multitude of the people living in the State of J&K and is also going to render the petition filed by two members of the Bar Association before the State Human Rights Commission infractuous and the order of restraint passed in the said case by the commission as a nulty. In a statement issued to KNS, the general secretary of Bar Association Mohammad Ashraf Bhat has said the Bar Association has taken the aforesaid decision after examining the judgment passed in the case and also after hearing the learned counsel appearing for the petitioners who had requested the court to grant them some more time to argue the case and render better assistance in deciding the controversy raised in the petitions effectively and completely. The Bar Association feels that Public Interest Litigation is not adversary litigation and as it is filed for protecting the Human Rights of the people, therefore, in the interests of justice, the court should have given further time to the parties to argue the case. The Bar Association also feels that in a Public Interest Litigation petition, the rule of pleadings is not required to be followed strictly and
as has been stated by the court itself in the judgment, even a letter can be treated as a Public Interest Litigation petition and the prayer made therein can be granted to the affected person rule of pleadings notwithstanding. The Bar Association also feels that the judgment passed in the case would be taken as a license by the police and other forces to use Pepper Gas/Pellet Gun as a result of which, the people who have already suffered on account of the use of the Pepper Gas/Pellet Gun, will suffer further loss a n d i n j u r y. T h e B a r Association feels that there are sufficient grounds for seeking the review of the judgment, more so, when the Union of India which was a party to the case had not filed its reply to the case, though they had been directed by the court to do so, earlier. The Executive Committee of the Bar Association has also in principle decided to file Letters Patent Appeal against the judgment dated 09.10.2013passed in OWP No. 610/07 titled Sanjay Tikoo and others versus State of J&K. The Executive Committee of the Bar Association has also constituted a team of its members to discuss the matter with prominent Islamic scholars, religious leaders and preachers and w i t h o t h e r o r g a n i z ations/institutions, so as to enable them to examine and evaluate the judgment and give their opinion in the matter, the statement received by Kashmir News Service has said.

Make fast track recruitment system really fast
T
he recent announcement of the state government to fill up the vacant posts in different government departments on fast track basis seems to have been forgotten as the advertisements after that have not been positive for the aspirants. The examination for recruitment of teachers by SSB and also the junior assistants is undergoing different stages of reaching to the final short listing of the candidates to be called for viva. Prior to that some other posts were advertised and examinations were conducted for recruitment but so far none of these have been finalized and the candidates remain where they were. It had generated a new hope amongst seven lakh educated unemployed youths when the coalition government had done away with the old system of recruitment which was discriminatory in nature. There are about eighty thousand posts vacant in different government organizations which can be filled on fast track basis and eighty thousand deserving candidates can be saved from further frustration and disappointment of their lives. It is really unfortunate that about fifty thousand unemployed educated youth are going to be over aged within a next couple of years and their hopes of getting an opportunity to earn their bread and butter will be dashed to earth forever. The government should immediately remove all bottle necks in the recruitment policy and should fill up all these vacant posts immediately so that these fifty thousand unfortunate young men also get a chance to compete with others. It is a matter of fact that the state has no other avenues where it can recruit a large number of youths who have the capabilities to prove their metal. There are no big industries and no big corporate houses which can accommodate skilled and semi skilled professional. The dependence of the educated youth on governmental sector in itself is a big problem as the state lacks the resources to provide employment to every youth. Now it will be in the best interest of unemployed youths if the vacant posts are filled up on real fast track basis and red tapism in the process of recruitment is done away with.

Taking Care of Senior Citizens
W
e are living in an ageing world. Over the past few years, the world’s population has witnessed a growth in the number and proportion of older persons. According to a UN paper, such a rapid, large and ubiquitous growth has never been seen in the history of civilization. The World Health Orgnization (WHO) has projected that world-wide, there are around 600 million persons aged 60 years and over; this total will double by 2025 and will reach virtually two billion by 2050 - the vast majority of them in the developing world. According to the Population Division, Department of Economic and Social Affairs, United Nations Secretariat, the current demographic revolution is predicted to continue well into the coming centuries. Its major features are: one out of every ten persons is now 60 years or above; by 2050, one out of five will be 60 years or older; and by 2150, one out of three persons will be 60 years or older. Similarly, the older population itself is ageing. The oldest old (80 years or older) is the fastest growing segment of the older population. They currently make up 13 percent of the 60+ age group and will grow to 20 percent by 2050. The number of centenarians (aged 100 years or older) is projected to increase 14-fold from approximately 265,000 in 2005 to 3.7 million by 2050. This kind of demographic situation calls for fresh thinking at policy level to enable the societies to equip themselves for this changing scenario where not only taking care of senior citizens will be important but in addition emphasis should be on devising the ways in which the potential of senior citizens will be fully utilized. Perhaps the time has come when it has become utmost necessary to change our mindset about the older persons and also change our notions about their perceived ‘limitations’. The societies must learn to take advantage of the experience and dormant abilities of older persons and also make necessary infrastructural and other changes required to meet this new challenge. As the ‘Policy Considerations’ segment of the UN document ‘Implications of An Ageing Society’ notes, “Recognition of the uniqueness that unfolds throughout
one’s life is core to igniting society’s embrace of the contributions of its older citizens. The package of knowledge, wisdom and experience that so often comes with age is part of an inner awareness that cannot be traded, sold or stolen. It should, however, be activated, amplified and utilized in all the crossroads, fields and storefronts of society, and in the windows of our creative imaginations.” Population of Senior Citizens in India The elderly population of our country is steadily on the rise and is projected to grow at a faster pace than the population in general. The Act, amongst other things, provides for maintenance of parents/ senior citizens by children/ relatives made obligatory and justiciable through Tribunals, revocation of transfer of property by senior citizens in case of negligence by relatives, penal provision for abandonment of senior citizens and protection of Life and Property of senior citizens etc. The Act comes into force in a State upon notification by the individual State/ UT Government. At present, the Act had been notified by 22 States and all UTs. The States which had notified the Act are also required to take further measures for effective implementation of the various provisions of the Act. These measures include framing of rules, appointing Maintenance Officer and constituting Maintenance and Appellate Tribunals etc. So far, nine States namely, Chhattisgarh, Gujarat, Kerala, Madhya Pradesh, Orissa, Tamil Nadu, Tripura and West Bengal have taken all the necessary steps as mentioned above. Remaining States/ UTs are constantly being reminded by the Centre to take necessary action in this regard at the earliest. Integrated Programme for Older Persons (IPOP) The Ministry has been implementing a Central Sector Scheme “Integrated Programme for Older Persons (IPOP)” since 1992. The Scheme aims at improving the quality of life of senior citizens by catering to their basic needs, particularly shelter, food and health care to the destitute elderly. Under the Scheme, financial assistance up to 90% of the project cost is provided to non-governmental organizations for running and maintenance of old age homes, day care centres, mobile medicare units, etc. During the year 200910, 360 NGOs were supported under the Scheme to run 345 Old Age Homes, 184 Day Care Centres and 27 Mobile Medical Units. On an average, about 35,000 beneficiaries are being covered every year under the Scheme.

CBI sources said a detailed questionnaire on various aspects of financial transactions, meetings of alleged middlemen and their interests in Indian and Tunisian companies, among others, would be part of the judicial request. They said the agency wanted to first get the statements through the judicial request — also known as Letters Rogatory — after which it might seek extradition of the suspects, if needed. The top executives of Italian firm Finmeccanica and its United Kingdom-based subsidiary AgustaWestland are facing trial in Italy for alleged corruption in supply of 12 VVIP helicopters to India. The Rs 3600-crore contract is under probe of Italian and Indian agencies for alleged kickbacks paid to Indian officials, including former IAF chief S P Tyagi, to clinch it. Tyagi has denied allegations of any kickbacks. Giuseppe Orsi and Bruno Spagnolini, former and current chief executives of AgustaWestland respectively, are facing trial in Italy for alleged corruption. Orsi was heading AgustaWestland when the deal was signed in 2010 and is now the chief executive officer of parent company Finmeccanica. Musharraf, who has been plagued by legal troubles since he returned to Pakistan in March after years of selfimposed exile, already has been granted bail in three other cases against him. However, he is still prevented from leaving the country, his lawyer Ilyas Saddiqi said. Saddiqi said Musharraf was granted bail because there was no evidence to prove his involvement in the death of the radical cleric, who was killed during a raid on a hard-line mosque in Islamabad in 2007. Kerry hails Saudi Arabia as important U.S ally Agencies Riyadh, November 04: U.S. Secretary of State John Kerry praised Saudi Arabia as a "very, very important" ally on Monday as he visited the Gulf Kingdom on a mission to soothe strains in the relationship over U.S. policy on Iran, Syria and the Palestinian issue. Kerry, who is touring the region, met the Saudi foreign minister on Monday morning and was due to have talks with King Abdullah later. "We have very important things to talk about to make sure the Saudi-U.S. relationship is on track, rolling forward and doing things that we need to accomplish," Kerry said in remarks to U.S. Embassy staff. Washington's relationship with the Saudis was crucial as the region faced changes and challenges from the transition in Egypt to civil war in Syria. "The Saudis are very, very important to all of us. The Saudis are really the senior player in the Arab world together with Egypt," he said. KOLKATA: Preparing for his last outing at the iconic Eden Gardens, legendary batsman Sachin Tendulkar was a picture of focus and concentration as the Indian team hit the nets on Monday ahead of the all important Test match against the West Indies beginning November 6. Tendulkar started off with some warm-up exercises and subsequently rolled his arm over at the nets. Bowling in tandem with spinners Ravichandran Ashwin and Pragyan Ojha, Tendulkar dished out leg breaks and Murli Vijay had some difficulty negotiating the spin at the nets. He was beaten on a couple of occasions by Tendulkar’s sharp turning deliveries. After bowling for a few minutes, the little master padded up and chatted with coach Duncan Fletcher as he waited for his turn at the nets. He first faced the pacers, displaying his watertight defence. While other batsmen at the adjacent nets missed or edged a few, Tendulkar looked at ease hitting his trademark drives. He tackled the pacers for around 15 minutes before moving to the adjacent net where the spinners were on the job. He also asked Ojha, who
was bowling more at the stumps, to alter his line which the left arm obliged. Tendulkar, who seems to have lost none of the zeal for batting despite spending a marathon 24 years in top flight cricket, was in his element against the spinners as he executed elegant drives and cuts much to the delight of a motley crowd of aspiring cricketers. the nets for another 20 minutes and then made way for the others, as he watched the youngsters practice at the nets. India allrounder Ravindra Jadeja has been fined 10% of his match fee for using offensive language against Shane Watson, after the Australia batsman was dismissed during the final ODI in Bangalore. Watson, who had scored a quickfire 49 off 22 balls during the chase of 384, was caught at short third man off Jadeja, before the bowler gave him a send-off. The match referee Andy Pycroft ruled that Jadeja had breached Article 2.1.4 of the ICC code of conduct.
