Body of missing youth recovered Srinagar, October 04: The body of a person identified as Shahzawaz Ahmad Dar son of Khazir Dar resident of Chewa, Budgam was fished out from river Jehlum last evening near Pump Shed Maloora, in the jurisdiction of Police station Parimpora. He was reportedly missing since from 29-09-2013. The body of deceased was handed over to his relatives for last rites. Police has started an inquest proceedings in this regard.

The Chief Minister said that SSS could prove highly beneficial for the students of the State to seek higher trainings and education in the reputed educational institutions in the Country. However, he underlined the importance of involving the State Government in the implementation of the scheme through Higher Education Department so that students do not get led astray by unscrupulous elements and are properly guided for seeking admission and obtaining scholarships provided under the scheme. He said matter has already been taken up with the Union Government. He expressed the hope that positive results will be coming soon in this direction. Moonga, the Chief Minister said that while the Government will take necessary measures to check the violation of traffic rules, the inculcation of awareness in people particularly the youth about the safety aspects while driving the vehicles and two wheelers, is of paramount importance. He said youth should be made well-versed about this importance so that they do not risk their lives while driving scooters and motorcycles. The Minister for Social Welfare, Ms Sakina Itoo Friday informed the House that against 7350 pendening cases in Srinagar district under ISSS, 2500 cases have been sanctioned reducing the figure to 4850 adding that the 50% funds for this purpose have already been released. Replying to a question by Peer Afaq Ahmad in Legislative Assembly, Social Welfare Minister informed that there are 9300 cases pending as on date under IGNOAPS, ISSS and NFBS in Srinagar district out of which 3200 cases are under IGNOAPS, 4850 cases under ISSS and 1250 cases under NFBS. O

n the direction of the Hon’ble High Court Srinagar Municipal Corporation has at last awakened and has seized some - buildings constructions illegally by people who are either influential or have used other illegal means to do so. The question arises as to who has permitted the construction of these buildings and why was Srinagar Municipal Corporation sitting silent and ignoring this unlawful activity. In fact it is not only the question of some buildings, residential houses or shops the whole Srinagar city has hundreds of such illegal constructions in place and dozens more are going on uninterrupted because Srinagar Municipal Corporation, Police and other agencies are keeping their eyes shut and are not taking cognizance of these illegal constructions. Even before this the Hon’ble court came to the rescue of the world famous Dal Lake and ordered that all illegal vegetation including the willows and other trees grown in it should at once be removed. It was willingly or unwillingly done by the authorities but after some time the illegal constructions and the plantation of different kinds started in Dal Lake and a large area of this water body is under the occupation of those people who are destroying it with their expansionist designs every day. Srinagar Municipal Corporation is not a different case. Whatever is happening in the city this corporation is responsible for all that because it is amongst its duties to protect the city from illegal constructions. Within a night a shop comes up at road side but nobody has the courage to demolish it. Those roads which were cleared from encroachments during Mufti Mohammad Syed regime have been occupied more than before and encroached from everywhere. This corporation has failed on every front. Keeping some flower pots from Residency Road to Secretariat can make some politicians happy but the actual job of the municipal corporation is the total upkeep of the city. However the Srinagar city has earned a distinction of being one of the dirtiest cities of the country and nobody is taking any interest to improve its condition. The dirty lanes and drains, the garbage accumulation at vital points particularly near those areas where inter district bus service operates and the condition of posh like Rajbagh shows the pathetic condition of the city and the failure of Srinagar Municipal Corporation in maintaining it. The Hon’ble court has passed vital Judgment but now there should be some monitoring system in place which can see that all illegal constructions are removed, new ones are not allowed and Srinagar Municipal Corporation is made answerable for action taken as was done in the case of Dal Lake.

LPG Cooking Fuel: A Quantum Leap in Service to the Customers

ndia’s tryst with Liquefied Petroleum Gas (LPG) began in 1955, when the then Burma Shell started marketing LPG in Mumbai. LPG has over the last 6 decades become the most popular kitchen fuel. The expansion story can be written in 2 parts with 1980 as the watershed year. Prior to 1978, marketing of LPG was restricted to the extent of product availability from indigenous sources. Large scale expansion of LPG marketing was undertaken from 1980 with the increase in product availability due to expansion of refineries and setting-up of extraction units. As the popularity of LPG increased, its demand rapidly outstripped the indigenous availability necessitating large scale imports. In the early years, LPG marketing was restricted to only urban areas. Subsequently, penetration of LPG was slowly expanded to semi-urban and rural areas as well. Today, LPG in India has reached over 15 crore (15.43 crore as on 17-2013) households, which roughly translates to more than 60% of the population. Few would have ever imagined that with its humble beginnings in 1955, and considerable reservations regarding its acceptability, LPG would go on to acquire this popularity one day. A Clean & Green Fuel A comparison between the smoke-riddled, hot and blackened kitchens of the past and ultra-modern sleek kitchens today using LPG would be sufficient proof of the clean, friendly and convenient nature of LPG compared to other fuels like coal, wood, or cow-dung cakes. In view of its obvious benefits, the Government decided to provide subsidized LPG for cooking, so that more and more kitchens would be persuaded to adopt this fuel and turn safe and hygienic. Today, India is the fifth largest consumer of LPG in the world after USA, China, Saudi Arabia and Japan. However, with almost 90% of its LPG consumption in the domestic Sector, India is the third largest consumer of domestic LPG after USA and China. Textiles Exports: Ways Ahead

During the XIth Plan period, exports during the first four years showed varying trends. The year 20082009 saw a decline in exports mainly on account of the global recessionary conditions and financial crisis. Exports during fiscal year 2009-2010 marked an increase of 6.92 per cent as the world recovered from the recessionary conditions. The recovery continued in the years 2010-11 and 2011-12 before plateauing out in 2012-13. The Ministry of Commerce suggests ways to accelerate the pace of export growth, if the country has to meet with the obligations arising out of a Balance of Trade (BoT) deficit and Current Account Deficit (CAD), a target of USD 45.50 for the textile and clothing sector by 2013-2014 should be met at a Compound Annual Growth Rate (CAGR) of 27.72 per cent during the three year period i.e. 2011-12 to 2013-14. The trends during the Eleventh Five Year Plan show that against an expected target of achieving USD 55 billion by the end of the 11th Plan, exports from the textile and clothing sector are likely to reach around USD 32.35 billion. The labour intensive garment sector needs to be encouraged to increase exports and also seek higher investments. While efforts are being made separately through the National Fiber Policy to enhance the production of man-made fiber yarns and fabrics, there is also a need to

encourage exports of man-made fiber textiles in all their value added forms. On the other hand, with India having the strength of home grown cotton and a vibrant spinning industry, export of cotton textiles in their value added form as yarns, fabrics and home textiles will find customers around the world. To achieve the target of USD 65 billion by the end of the Twelfth Five Year Plan, there is a need to put in place differentiated strategies for different products considering the vast diversity in product range and fiber content in the sector. Deliberations across various relevant sectors have put on the drawing table different strategies to meet the projected export targets. To achieve the projected export growth targets, the need of the hour is to provide adequate confidence to the exporters to substantially enhance their market presence in traditional markets and aggressively seek out new markets. At the same time, it is pertinent to continue with the existing incentive schemes such as duty drawback, tax benefits, and interest subvention scheme. Improvement in infrastructure related to exports, reducing transaction costs, and providing full refund of all indirect taxes and levies, form the three crucial pillars of the strategic reforms. A renewed thrust needs to be given to Technology Upgradation with special emphasis on eco-friendly products and green technology. Textile Research Associations should also be upgraded and encouraged to seek collaboration with overseas testing laboratories and other like minded institutions. The mulling process also came up with detailed sectoral strategies for achieving the desired targets in different product export sectors. It is to be noted that while Readymade Garments is the single largest contributor to exports in the textile sector, it is also this sector only which offers the scope

for maximum growth. While a substantial increase in production capacities is required on one hand, a huge potential also exists on the other hand for increasing exports by undertaking capacity building in the sector. Indian man-made fiber textile industry has a large production base which is complemented by self-sufficient raw material production base. To meet the objectives of high growth and increasing the competitiveness of Indian man-made fibers, it is necessary to negotiate with important regions of the world like Latin American MERCOSUR countries, Egypt and Morocco in WANA region, Russia and Uzbekistan in CIS countries, to reduce the tariff structure. India has an inherent advantage in the cotton sector owing to the abundant availability of raw material, long tradition of craftsmanship and design and presence across the entire value chain. The export competitiveness of this sector is very significantly affected by the cost and reliability of power supply, logistics and transaction costs. In order to boost the export performance, it is essential that the National Fiber Policy should target enhanced competitiveness of cotton fiber, as well as ensure most judicious and efficient utilisation of the country's strength for sustainable development of all the sub-sectors of the cotton economy through backward and forward integration. The efficiency of the jute industry can be given a boost by providing sufficient incentive to the industry for large scale adoption of available new technology machines. Streamlining the existing Jute Technology Mission Schemes to improve its delivery system can also encourage production and bring improvement in the quality of raw jute. In order to encourage farmers to adopt sericulture practices, there is a need to increase the thrust on developing silkworm races that are not only resistant to

drought or change in climatic conditions, but are also disease-resistant, and high-yielding. At the same time, it would be important to design time-bound, result-oriented incentivised schemes for better implementation of research and development activities. There is also a need for the introduction of advanced systems of quality-based pricing mechanism for cocoons for appropriate and better price realisation by the cocoon growers. In order to make the wool sector globally competitive, it is important to rationalise import duty on raw wool and on woollen yarn and fabrics. On the non-fiscal side, efforts should be focused on implementing programmes for producing highland wool in the hilly tracts of the country. The industry should undertake collaborative research projects with the major wool producing countries, with necessary support from the Government. The research should focus on breed improvement and overcoming the diseases in sheep breeds and producing diseaseresistant stud rams. The indigenous development of speciality fibers is highly dependent upon the demand for the fibers in the domestic market from the downstream industry, i.e. the technical textile manufacturers. Therefore, besides a push to the speciality fibers, it is also necessary to focus on technical textile products with a view to increase their consumption and production in India. The Government can mull over a plan to enable Indian or foreign companies to set up manufacturing facilities for speciality fibers, thereby strengthening the raw material base for Indian technical textile industry. Incubation centres could also be set up for transfer of technology and acceptance of innovative technologies by the industry. In order to boost the consumption of technical textile in India, the Government should increase awareness about the usage and benefits of these products.

Previously too, vegetarian diets have been linked to a lower likelihood of developing chronic diseases like heart disease or diabetes while red-meat consumption, because of its high levels of cholesterol and saturated fat, is likely to clog up arteries.

5 states go to polls in Nov-Dec; ‘None of the Above’ introduced for assembly elections Agencies The Election Commission (EC) of India on Friday announced the dates for assembly elections in Delhi, Rajasthan, Madhya Pradesh, Chhattisgarh and Mizoram, touted as semi-final between Congress and the BJP and a litmus test for the popularity of BJP’s prime ministerial candidate, Narendra Modi, before the 2014 Lok Sabha elections. Except Chhattisgarh, all states will have polling on a single day. The EC has decided to hold polls in Maoistaffected districts of Chhattisgarh in two phases after consulting the home ministry.

“There will be adequate security available to ensure fair and peaceful elections,” a commission official said. Over 100 companies of para-military force would be deployed in sensitive areas of these five poll bound states. The commission will also test its verifiable paper trail system --- in which voter can see to whom he or she had cast the vote --- in select constituencies in Mizoram and other

While November 12 is the last date of filing nominations, they can be withdrawn till November 16. In between, the scrutiny of the nominations will be carried out on November 13. In Delhi and Mizoram, the elections will be held on December 4. The notification for assembly polls in both the states will be issued on November 9. The nominations can be filed till November 16 and scrutiny will take place on November 18. The last date of withdrawing from the electoral race is November 20.

Another round of rail fare hike from Oct 7 Agencies New Delhi, October 04, 2013:Railways have decided to increase passenger fare and freight tariff by about 2% from next week to offset the financial burden arising out of increased input cost. Railways is expected to mop up about Rs. 1250 crores from the hike in the last six months of the current fiscal, sources in the ministry said. The suburban and non-surban fares would, however, remain untouched. The decision on the fresh round of hike has been taken under the system of fuel adjustment component (FAC) about which an announcement was made in the 2011-12 rail budget. Railways has taken into account the additional burden of 7.3% increase in diesel price and about 15% in electricity hike. While the fare of AC and sleeper class will be increased by about 2%, the freight rate will go up by 1.7%, as per the decision. Railways has imposed 15% levy as the busy season charge on all commodities from October 1 and the FAC-linked revision is likely to take effect from October 10. According to the budget proposal, the fuel component is segregated from tariff as FAC and the railways is expected to revise the passenger and freight tariff after every six months taking into account the input cost and the prevailing market condition.

State law minister Erasu Pratap Reddy resigned from the post and also from primary membership of Congress in protest against the Union Cabinet’s decision to bifurcate the state. Erasu was one of the dozen ministers who had submitted resignations to the chief minister in the first week of August following the July 30 decision of the Congress’ Central Working Committee to divide AP. The CM, however, did not accept the resignation and asked the ministers to wait for some more time and continue the fight for a united state till the end. ‘Standing down as selector one of best things I’ve done’ - Clarke Agencies Michael Clarke has admitted his relinquishment of selection duties before the Ashes allowed him to grow closer to other players in the Australian team. He also acknowledged the cultural concerns raised by Michael Hussey before his retirement were among “a lot of things” not up to standard in the team leading into this year’s dire results in India and England. Hussey stated that Clarke’s dual role as captain and selector had affected the Australian dressing room during his final two summers as part of the team, causing players to “keep their heads down” whenever their leader passed through. For his part, Clarke said the selection role had deprived him of time to spend with the rest of the team, as long meetings and phone hookups sapped his schedule and mental energy. “You’d have to talk to the other guys about how they felt, but personally I think standing down as a selector has been one of the best things I’ve done since taking over the captaincy,” Clarke said. “It is a full-time job and they deserve a lot of credit for the work that goes in to being a selector,

but giving that time back to me has allowed me to give it back to the team, spending time with the boys whether it be longer at training or off the field.“Instead of selection meetings and being on the phone for hours, I’m having coffee, lunch, breakfast with my team-mates now and trying to help all of us. They’re giving me their time as well to help me become a better player and a better captain. I have more time for them, definitely.” As early as the 2012 West Indies tour, Hussey had become uneasy about the direction the team was taking, despite a sequence of strong results including a 4-0 Test series win at home over India, and the subsequent 2-0 result in the Caribbean. Hussey revealed in his autobiography, Underneath the Southern Cross, that he had met with the former coach Mickey Arthur to express his concerns formally. Clarke said Hussey did not raise them directly with him, but did not deny there had been problems.“I was conscious of a lot of things that were going on round that group that weren’t of a standard that was acceptable, in my opinion, of representing your country and being part of a team that wants to get back to No. 1 in the world, hence what happened in India.
