NC a movement rather than a party
Represents aspirations of all regions: Omar Srinagar, September 04: Chief Minister, Omar Abdullah Wednesday described Jammu and Kashmir National Conference (NC) a movement rather than a mere political party adding that NC’s well-defined political agenda for modern and model Jammu and Kashmir is its bulwark. “The workers of NC are epitome of sacrifice and selfless service who have withstood all challenges and proven their loyalty towards the people, the party and its leadership
time and again”, he said while addressing the NC office bearers and the party legislators of Srinagar District here this morning.

Divisional commissioner Kashmir Shalinder Kumar told KNS that administration would take every measure to ensure that the concert goes peacefully. “If the need arises curfew can be clamped. We will
assess situation and in case trouble erupts somewhere curfew will be clamped.. Every measure has been taken so that no untoward incident happen on the day adding that we are providing full proof security to the gusts. “Meanwhile senior government official told KNS that all arrangements for Saturday’s concert are in final touch 150 musicians of Zubin Mehta are expected to land in Srinagar on Thursday. Congress hints at possible alliance with NC Srinagar, September 04: Days after Chief Minister Omar Abdullah stated that there is no rift in the ruling coalition, State Congress on Wednesday hinted possible grand alliance between National Conference and Congress for 2014 elections. Senior Congress leader wished not to be named told KNS that NC-Cong pre-poll alliance for 2014 assembly elections has already hinted by Congress high command. High command feels that as the both parties have successfully taken part in Panchayat Raj elections, they believe that the alliance with national conference is a right option, “he said. Admitted that there is difference of opinion within the state unit of the Congress over the issue he said, “Some leaders say
we should go jointly while some support going alone.. But, the supreme decision lies with High command who has already shown its interest in pre poll alliance with National conference. Pertinently, All India Con-
gress Committee (AICC) vice-president Rahul Gandi, during his recent visit to Kashmir, had terming the NC-Congress coalition in J&K as “healthy and constructive”. Meanwhile senior National conference leader and
Member parliament Mehboob Beig told KNS that final decision on post or pre poll alliance with the congress would be taken by NC president Dr Farooq Abdullah. He is the final authority to choose whether we should enter into alliance with congress or not. Whatever decision he would take we will stand for by that, Beig said. With Congress keeping open the option of continuing the alliance with National conference Peoples Democratic Party and other parties are in a taut spot. If National conference and Congress enter into a pre-poll alliance ahead of 2014 elections there is every possibility of present government retaining power. However there are still two years to go for next Assembly elections in the state and lot can change during this period.
Strike call given by Geelani futile: Padgaonkar
Zubin Mehta concert not linked to Kashmir dispute Srinagar, September 04: Terming the Saturday’s Strike call given by Syed Ali shah Geelani as useless, Former Chief Interlocutor, Dileep Padgaonkar Wednesday said that Zubin Mehta concert has no link with Kashmir dispute as it is a political problem that needs to be addressed by dialogue process. “Associating a cultural program like Zubin Mehta concert with Kashmir issue is illogical. Cultural programs will not influence or harm
the solution of Kashmir problem. Separatist have linked the concert with human rights violation and Kashmir dispute which is unfair. They should bear in mind that linking everything with politics is unjustified. Padgaonkar told KNS over phone from New Delhi. Chairman of Hurriyat Conference (G) Syed Ali Shah Geelani on Monday had
termed the concert an attempt to divert attention from human rights violation and Kashmir dispute and had called for civil curfew. Blaming Hurriyat leaders for giving a strike call over every issue he said, “To give a strike call every now and then is unwanted as people of Kashmir or fed up with these strikes and they desperately want peace in the
region, “he said. “Neither strikes, nor violence can resolve Kashmir dispute. Dialogue is the only way which can solve these problems, “he added. Asking the separatist leaders to come forward to hold dialogue for permanent resolution of the Kashmir issue he said, “They should shun hardness and come forward to hold dialogue for permanent resolution of the Kashmir issue rather than turning down the dialogue offers again and again,” he said.

HOROSCOPE Aries
March 21-April 19
You may find it hard to relate to others verbally, Aries. You may have everything figured out in your head, but the words get in the way as soon as you share your ideas. Talking with someone else may add confusion instead of clarity to the situation. The other person’s energy seems to affect your perceptions. Stay grounded despite your frustration.
Taurus April 20-May 20
You may be coming to a point of reckoning in something you set into motion years ago, Taurus. This is a time of hard work when you may need to either salvage the mess you’ve created or start reaping the wonderful rewards of the success you’ve become. Your ego is wrapped up in this scenario. You may be frustrated by people wasting your time with problems that seem insignificant.
Gemini May 21-June 21
Your thoughts may be scattered and confused, Gemini, especially regarding responsibilities that are important to you. You need to be disciplined and focused, but frivolous chatter may fill your brain. This kind of mental muddle limits you in many situations, making it difficult to express what you feel. Ask someone who knows you well to help you make sense out of these thoughts.
Cancer June 22-July 22
There’s a chance that incredible luck will befall you, Cancer, but nothing will come without hard work on your part. Don’t expect someone else to hand you the treasure chest. You have the map in your hand, so follow it. Once you start, you may realize that you’re much closer than you think. It’s up to you to make the journey. There’s a great deal of help for you along the way.
Leo
July 23-August 22 You may feel like someone’s trying to pin you down before you start, Leo. Perhaps these obstacles are self-imposed. Maybe you’re restricting yourself from doing the things you want to do because you’re afraid they won’t work out. This fear of failure is the pain you feel. Overcoming it is the first step. If you try and fail, you’ll be no worse off than if you never try at all.
Virgo
August 23-September 22
Things should be running smoothly for you, Virgo, and you’ll accomplish a lot with surprisingly little effort. Although there may not be any Earth-shattering developments, you should find that things go well. Maybe you won’t win the lottery today, but the few dollars you invest now will turn into megabucks later. Be patient. Success may not come overnight, but it will come.
Libra
September 23-October 23 You may feel like you’re being tested in some way, Libra, like you’re on trial and must defend yourself, including what you believe and how you operate. This feeling is unsettling, but soon you’ll realize that it’s strengthening in many ways. Questioning your behavior patterns is healthy, so open up in a way that you may not have considered before.
Scorpio
October 24-November 21 Your vitality is low. It may be difficult to fight adversity, Scorpio. Try not to get discouraged. Instead, realize that this is part of the natural cycle. Awareness of your energy patterns is half the battle. Don’t force yourself into feeling something you don’t. It’s important that you not overexert yourself or take on more responsibilities than you can handle.
Sagittarius November 22-December 21
You may find it hard to admit that you can’t do everything, Sagittarius. There are some jobs that you aren’t cut out to do. Why pretend when a better option would be to delegate the task to someone else? If you don’t feel a strong connection with something or someone, don’t force it. Pretending that you’re capable of something will only cause frustration for you and everyone else.
Capricorn December 22-January 19
Your hard work is paying off in ways that may not be noticeable to you now, Capricorn. Things are flowing naturally, and you seem to have all your responsibilities under control. You may not be aware that this is so since it’s easier to see when something’s wrong than when something’s going well. Take time to appreciate the incredible things you’ve created for yourself thanks to all your effort.
Aquarius January 20-February 18
You may feel like it’s your responsibility to take care of everyone, Aquarius. If you love someone, your brain translates this into thinking that you need to be the caretaker. If you don’t take someone under your wing, maybe you see yourself as selfish or unkind. Dismiss this notion. Other people’s feelings aren’t your responsibility. Don’t let another’s well-being become your project.
Pisces
February 19-March 20 There are opportunities for achievement, so stay open to new energy coming your way, Pisces. If you don’t turn at these fortuitous junctions, you may never find this spot in the road again. What comes your way may not be a pot of gold, but it will certainly be the rainbow that leads you to it. If nothing else, you’ll find opportunities that strengthen your spirit, preparing you for adversity later.

‘A ray of hope’
D
ecks have been cleared for the meeting of IndoPak Prime Ministers in New York and the agenda for the meeting is being finalized. In the beginning, a meeting of Indian High Commissioner with Advisor to Nawaz Sharief in Pakistan aimed to break the stalemate ended on a positive note with two sides agreeing to continue negotiations for the agenda to be discussed by the two heads of the states. The news was a pleasant surprise for every peace loving person as India had earlier taken a tuff stand and almost the proposed meeting was cancelled. The recent unfortunate incidents on the borders have created an atmosphere of ill-will, mistrust and animosity taking the toll of all confidence building measures initiated so far by making them redundant as the state of affairs emerging out of continuous ceasefire violations and attempts of infiltrations disappointed everybody because things were moving towards best of the relations earlier, and the two countries were about to enter an era of cordiality and friendship. The Pakistan govt. in principle had agreed to confer ‘Most Favoured Nation’ status to India. Though both the countries understand the importance of their relations, but despite that the deterioration in their relations is unfortunate and uncalled for. There are elements within the system which are averse to good relations between the two neighbours, but there are effective and influential forces also who want to see cordial and friendly relations between the two countries. There are external forces also who are hell bent to provoke the two countries and take maximum benefits out of their confrontation and animosities. The meeting of the two Prime Ministers is not going to achieve anything miraculous but it is bound to leave fare reaching positive impact on the future relations of the two countries. It is quite but natural that this meeting is going to lay a road map for meaningful negotiations on all outstanding issues including J&K. The resumption of dialogue in itself is important in the backdrop of recent incidents on LoC including the repeated incursions by China. The positive stance of India on relations with Pakistan can be gauged from the fact that it took steps to walk an extra mile when Indian Prime Minister, Dr. Manmohan Singh, himself announced that strong and peaceful Pakistan is in the best interests of India. Now taking clue from this statement Pakistan should also take a leap forward so that a new era of relations begins between the two neighbouring countries.

Kashmir climate has seen several changes in the recent decades and common Kashmiri who was enjoying blissful blossoms, bountiful harvest of crops, easy access to fuel fodder drinking water and lived a contented life as per teachings of great saints and scholars is now confronted with unseasonal hailstorm, windstorm, loss of soil moisture, less harvests , outbreak of pests and diseases, unprecedented floods and droughts, loss of traditional art craft and eco friendly coexistence with surroundings is bearing the brunt of loss of native flora fauna and their population sustaining habitats, dwindling forest cover, large scale diversion of agricultural and forestlands for other purposes, pollution of all wetlands and side rivers near habitations and urban centres, Concerns of environmental degradation and climate change are real and hitting hard all the sections of the society.
Graziers find the grasslands and pastures depleted of palatable grasses like Beeran and colonized by weeds like thistles, oxeye daisy , Anthemis , Xanthium. Farmers see loss of pollinators like bees bumnlebees, loss of insect eating birds like Hoopoe Satut in Kashmiri , overuse of agrochemicals leading to loss of organic foods who used to relish 60 years back. Fishermen find loss of local fish fauna like Sattargad, Shurru, Kandgurun, Ramgurun after the introduction of mirror carp , grass carp , trout etc.

Unless we join hands cutting across all domains and spheres of activities /mandates to
tackle the problem of environmental degradation and climate change and dovetail climate concerns in our policies and actions to sustain ecological services in the interest of food , water, health security, Kashmir's economy and cultural practices may lose age old moorings and put local communities into chaos and confusion. Climate change concerns are directly or indirectly linked to conservation of biodiversity and glaciers and due to faulty lopsided developmental actions both biodiversity and glaciers are on the decline and are unable to take care of natural ecosyetems and linked water food and health security. So need is to have a clarion call for all sectoral managers to think, stratagise, implement and contribute collectively for mitigation and adaptation measures which ensure perpetual availability of bio-resources, water and food materials as visualized by Sheikhul Alam who said -Ann Poshi Teli Yeli Wan Poshi means food will last as long as forests last. Common actions at the level of communities like care of forests. Community conserved areas, care of wildlife, care of water bodies and wetlands, minimal use of manmade materials and judicious use of natural resources need to be strengthened at all levels as environmental issues concern all of us and need to be tackled collectively and effectively in the interest of our own future. Every now and then, the food and beauty industry discovers a new player that makes it tremble with excitement. Sometimes it's backed by research, sometimes it's just a new, undiscovered element that a marketing genius stumbled upon and launched, to the delight of an enamoured audience of consumers. This search for the new, the 'It' ingredient is constantly on. But how many of these are actually good for you? What do the ones that are supposed to be good actually do? Who should be careful about overdosing on them? We took four items — quinoa, argan oil, edamame beans and agave — and put them under the scanner. Here's everything you must know about them: Quinoa What is it? It's a seed widely used as a grain. What are its health benefits? According to nutritionist and counsellor Pooja Kothari, quinoa is a rich source of protein, fibre, calcium, phosphorous,
iron and other essential minerals. It helps regulate blood pressure and blood sugar levels, relax muscle spasms, clear the intestines and keep the body toxin-free. What else? Nutritionist Tripti Bhandari recommends quinoa to those looking to lose weight, as it performs the function of a carbohydrate without adding the calories. How should it be consumed? Bhandari suggests cooking it as a brown rice replacement — in upma, dalia, pudding or kheer. To derive maximum benefit, Kothari suggests soaking it in water for seven to eight hours before you consume it. Who should avoid it? If you have gout or high uric acid, avoid quinoa. Worth the hype? Yes Edamame What is it? Baby soy beans. What are its health benefits? It's a rich source of dietary
protein. "They contain a high amount of antioxidants and a low amount of oil with a little saturated fat, aiding hormonal balance and production of other essential enzymes," Kothari says. What else? It is also a rich source of Vitamins B, K and E, and contains minerals such as calcium, iron, magnesium, copper and folic acid. It strengthens the immune system and in pregnant women, it's good for the development of the foetus. It also reduces cholesterol, helps weight loss and has anti-inflammation properties. How should it be consumed? Kothari suggests you boil it till the pod becomes soft, and then add it to soup and salads, or simply eat it with some salt and spices. If you can coax an edamame sabzi out of it, go ahead! Who should avoid it? Same as quinoa, gout (high uric acid) and thyroid patients should avoid edamame, according to
Omega-3 and Turmeric to Repair Spinal Cord Injuries Two dietary supplements may be helpful in addressing age-related damage to the neck and spinal cord. Researchers at UCLA have shown that two natural compounds - curcumin in the Indian curry spice turmeric and docosahexaenoic acid (DHA), an omega-3 fatty acid found in fish oil - appeared to offset the effects of a spinal injury in rats. The animals were given a condition that simulates cervical myelopathy, a set of symptoms seen in patients with rheumatoid arthritis and osteoporosis. The investigators fed one group of rats foods similar to a typical Western diet; a second group received regular rat chow supplemented with DHA and curcumin; a third group were given standard rat chow as a control. After three weeks, the rats on the Western diet had progressive problems with walking. The curcumin/ DHA group walked better than this group, and examination of their spinal cords showed that the rats
If you end up with a rash on a new tattoo, don't brush it off as an allergic reaction or a normal part of the healing process, says a study. A recent study documents many cases in the Rochester, New York area, of tattoos infected with a type of bacteria often found in tap water. Evidence points to a pre-mixed grey ink, the type used in currently popular portrait or photography tattoos, as the culprit. Mary Gail Mercurio, dermatologist at the University of Rochester Medical Centre, examined the individuals infected. She says some people with tattoos have allergies or experience other dermatologic complications, but it's not common. "Patients and doctors need to have a certain level of suspicion when they see a rash developing in a tattoo. Many of the patients I saw thought their skin was just irritated and the issue would go away during the healing process," Mercurio was quoted as saying by
Bhandari. Worth the hype? Yes Argan oil What is it? An oil extracted from a bush called Argan that grows in Morocco and some other parts of the world. On account of its rareness and exclusivity, it's also very expensive. What are its health benefits? It has high concentrations of antioxidants, omega-6 and Vitamin E, which nourishes skin and hair. What else? It's light and thus absorbed easily. It helps reduce acne, scarring, wrinkles and psoriasis. It can also be used in cooking and it reduces the risk of cardiovascular disease. Worth the hype? No. Dr Apoorva Shah of Richfeel says Argan oil's health benefits are the same as those of any other hair oil. Shah's advice is to oil your hair thrice a week, drink a glass of water every hour, and maintain a balanced diet to get the hair you desire.
The New England Journal of Medicine. What the researchers found
"For people who have a tendency to form the most common type of kidney stones, iced tea is one of the worst things to drink," Dr. John Milner, an assistant professor in the department of urology at the Loyola University Chicago Stritch School of Medicine, said in a news release. Researchers went on to explain that the drink contains high levels of oxalate, a chemical that leads to the formation of small crystals made of minerals and salt found in urine. Although these crystals are usually harmless, the researchers cautioned they could grow large enough to become wedged in the small tubes that drain urine from the kidney to the bladder. "A lot of people choose to drink more iced tea, because it is low in calories and tastes better than water. However, in terms of kidney stones, they
might be doing themselves a disservice," added Milner.
Nutritionist says...
Ice tea may not be all that much low in calories, says nutritionist Dr Priya Karkera. "This is because one tends to add sugar to it. I also feel that ice tea can be a contributing factor to kidney stones and is avoidable to be had on a regular basis." She also recommends that those who are at risk for kidney stones should reduce certain foods that contain high concentrations of oxalates, including spinach, chocolate, and nuts. Salt and

You temporarily cleanse your body eating only a few foods or following a cleanse formula. But the truth here is that your liver and kidneys already do a great job detoxing your body. You can lose water weight during a detox, but you can also lose muscle mass due to a lack of nutrients. Your metabolism can take a beating and your fat storage can actually go up. Prefer eating foods that flush your system so you don't need to be cleansed.
A new report from Tufts University suggests that higher daily doses of vitamin D - between 800 and 2000 IUs - can significantly lower the risk of fractures for both men and women age 65 and older. The research team analyzed 11 separate clinical trials that studied the effect of vitamin D supplementation in more than 31,000 seniors. They found a 30 percent reduction in the risk of hip fractures and a 14 percent reduction in the risk of other fractures among those whose daily vitamin D intake ranged from 800-2000 IUs. The investigators reported that they saw no benefit to taking doses of “D” below 800 IUs daily for prevention of fractures. They also noted that unless older adults are exposed to bright sunlight year-round they need supplements to maintain adequate amounts of “D” and that typical consumption from foods, including tuna, salmon or fortified milk adds up to only 150 IUs per day. Most multivitamins provide only 400 IUs. The study was published on July 5, 2012 in The New England Journal of Medicine. My take? I recommend a daily dose of 2000 IU of vitamin D, although that amount may increase as research continues. Not only is this vitamin essential for bone
explored the issue and identified other individuals who developed similar rashes after getting tattoos at the same parlour, from the same artist. Tests conducted at the Rochester Medical Centre revealed that a specific type of bacteria, Mycobacterium chelonae, was in the patients' skin and led to the red, itchy bumps in their tattoos.
Scientists are to begin clinical trials to determine if eating more foods rich in vitamin E during pregnancy prevents childhood asthma.Women will eat soups naturally high in the vitamin, which it is believed may promote lung growth in the developing foetus.Children born with good lung function are less likely to develop asthma. Details of the trial were outlined at the British Science Festival being held in Aberdeen. Asthma is highly prevalent - in the UK, 10-15% of children and 5-10% of adults have been diagnosed with the disease. The majority of children with asthma will carry the illness into adulthood. The disease is managed by preventing and relieving the major symptoms - breathlessness, wheezing and coughing - using inhalers and, in extreme cases, with steroid tablets. There has been a recent increase in the prevalence of asthma in children. To try to understand why, a team of researchers from the University of Aberdeen
established a cohort of approximately 2,000 women and measured the impact of diet on the incidence of asthma in children up to the age of five.Prof Graham Deveraux, who led the study, said: "We were able to show, for the first time, that children born to mums with a lower vitamin E intake during pregnancy were more likely to develop asthma by the age of five and have poor lung function."These early findings were then confirmed in studies carried out in Japan and the US. The next challenge for the researchers was to show that altering nutrition during pregnancy could positively impact on a child's susceptibility to asthma. Avoiding potions and pills Prof Deveraux considered that a trial using vitamin supplements lacked credibility - trials of vitamins to treat various conditions had so-often failed. He said the key may be intake in food. "People have never actually eaten vitamin E tablets; normally most people get

strength - and as this new study suggests, for prevention of fractures - research has shown that it may lower risks of a number of serious diseases including cancer, cardiovascular disease, autoimmune disorders, and diabetes. Unfortunately, vitamin D deficiency is widespread. It is now estimated that hundreds of thousands of cancer cases worldwide might be prevented each year if we all had adequate daily intakes. Don't be concerned that 2,000 IU will give you too much. With exposure to sunlight in the summer, the body can generate between 10,000 IU and 20,000 IU of vitamin D per hour with no ill effects. In addition, no adverse effects have been seen with supplemental vitamin D intakes up to 10,000 IU daily. Always take your vitamin D with a fat-containing meal to ensure absorption.
their vitamin E from food. "I wondered whether it might be the other nutrients that go with vitamin E in food that may be responsible for the effect. There may be interactions between vitamin E and the other nutrients."So, I was very keen to do a dietary intervention rather than a pill or a potion."With the help of a team of dietitians, he performed a small study on pregnant women to see if he could manipulate their diet to increase their vitamin E intake up to the recommended levels and, he says, "it worked a treat".But vitamin E was not the only thing that altered, as Prof Deveraux observed: "Lots of other things changed, like the fatty acids changed, the zinc changed, the selenium, the vitamin D - and all these are nutrients which we know have been associated during pregnancy with childhood asthma." Whilst the results vindicated their overall approach, the dietary interventions were too complex and would not be readily accessible to a wide range of society. Also it was difficult
to standardise and control. Super soups To overcome these problems, the team approached a commercial soup manufacturer to develop a range of enhanced soups. Each one is naturally rich in vitamin E - and other potentially important minerals - and for each there is a similarly tasting "normal" soup that could be used for the control group of pregnant women.By judicious tweaking of ingredients for example, substituting normal tomatoes found in cream of tomato soup with their super-nutritious sun-dried counterparts they were able to develop three new varieties of "super-soups".The team now plan to test the soups in a small pilot study involving 50 women. They will be enrolled during early pregnancy and asked to eat either enriched or normal soup three times a week. The study will show whether the new dietary intervention is well tolerated by the women and - by carrying out blood measurements -

Sexual assault case: Jodhpur court rejects Asaram’s bail plea
odhpur: A Jodhpur court on Wednesday rejected the bail application of self-styled godman Asaram in the sexual assault case of a 16-yearold girl. During the arguments on the bail plea, the prosecution lawyer argued that Asaram is an influential man and if the court grants him bail, he can influence the case and witnesses. The lawyer argued that giving bail to Asaram will demoralise investigating agencies considering it has been difficult to arrest him. The prosecution also told the court that the Jodhpur DCP got a fax threatening him over the case. Asaram on Tuesday, refuted the rape charge against him by a 16-year-old girl, saying her medical report does not support her allegation as the court put off till Wednesday hearing on his bail plea. 72-year-old Asaram was sent to jail on Monday after he was remanded in 14-day judicial custody

Congress Vice President Rahul Gandhi was on Tuesday issued summons by a local court on a petition filed by a city-based lawyer objecting to certain reported “defamatory, derogatory” remarks made by him about the natives of Uttar Pradesh and Bihar at an election rally nearly two years back. Rahul as the then Indian Youth Congress chief, while kicking off party’s UP election campaign in Phulpur on November 14, 2011 had reportedly said, “How long will you go and work as labour in Punjab and Delhi, how long will you beg (for work) in Maharashtra?.” The petitioner said, “That the above said statement of the defendant (case Shiv Murti Yadav versus Rahul Gandhi) is clearly defamatory, derogatory statement intending to cause irreparable loss to the image, reputation and prestige of the plaintiff and similarly situated persons.” Judicial Magistrate Jaswinder Singh, issued ‘dasti’ summons for September 19, “to Rahul Gandhi, General Secretary, AICC c/o President, AICC, 10 Janpath, New Delhi.” The “dasti summons” have been “forwarded to the Court of CMM, New Delhi, Pa-

moral grounds, the state government had challenged the order in the Delhi High Court. A police investigation would have been a major embarrassment for Ms Dikshit and the ruling Congress ahead of the Delhi polls later this year. The complainant, BJP leader Vijender Gupta, had earlier gone to the Delhi police and the state Lokayukta or ombuds-

He had alleged that state funds were used for “a large number of hoardings showing pictures of UPA Chairperson Sonia Gandhi and Sheila Dikshit all over Delhi Metro, bus shelters and also in form of radio jingles, TV spots”. Ms Dikshit was also the minister in charge of information and publicity at the time. In May, the Delhi Lokayukta had indicted Ms Dikshit in the case and asked President Pranab Mukherjee to ‘advise’ her to reimburse at least half the money - Rs. 11 crore - either with her personal funds or through her Congress party.
US court issues summons to Congress President Sonia Gandhi
New York: A federal court in New York has issued summons to Congress president Sonia Gandhi for allegedly shielding and protecting” the leaders of her party who are accused of being involved in the anti-Sikh riots in India in 1984. The court had been petitioned by a rights group named Sikhs For Justice. Mrs Gandhi is currently in the US for a medical check-up. Under US laws, the summons has to be personally served to initiate legal proceedings. “Summons issued almost 30 years after the event when the Congress president is on a medical visit is, to put it mildly, astonishing. Undoubtedly, appropriate legal action will be taken,” said Congress spokesperson Abhishek Manu Singhvi. In the past, the same rights group, Sikhs

Nanda to take over as
director of IIM Ahmedabad
As a sign of change, Harvard professor Ashish Nanda will take over as director of IIM Ahmedabad. He is the first academician from an overseas institute to head any of the 13 IIMs. Nanda, an IIM-A alumnus himself, is the Robert Braucher Professor of Practice at Harvard Law School. Rakesh Basant and G Raghuram, both part of the IIM-A faculty, were shortlisted too. Nanda has been teaching at Harvard for 13 years. An electrical engineer from IIT Delhi, he earned a postgraduate diploma in management at IIM-A in 1983, followed by a Masters degree and a PhD in economics from Harvard. He started his academic career with Harvard in 2000 as an assistant professor. Another potential change is in the salary: An IIM director currently gets around Rs 20 lakh a year, while top jobs in Ivy League colleges pay between Rs 1.5 crore and Rs 3 crore.
UPA lacks the political will and imagination to solve the problem of inflation: Najma Heptullah
Speaking on Zee Media’s Bharat Bhagya Vidhata, Senior Bharatiya Janata Party leader Najma Heptullah says India’s inflation woes are directly related to its ever growing population. An inept policy response has further exacerbated the problem.India’s inflation woes cannot be tackled merely by pushing agricultural production and carrying out supply side reforms. They will prove futile unless and until we stabilise India’s population growth rate, said Najma Heptullah on Zee Media’s Bharat Bhagya Vidhata show Ek Naari Aisi Bhi.Speaking with guest anchor Divya Jaitly, the former deputy chairperson of Rajya Sabha said she sees the need for food security for the poor but questions the politics behind it. The UPA, says Heptullah, lacks political will and imagination to solve the problems of the common man beginning with inflation.“Inadequate implementation of policies and lack of political will power has forced every common man to (feel the need to) crib for his bare essential necessities.” Moreover, statistics never capture the
essence of the problem. “The true retail price inflation is never truly reflected in government data,” she added, while demanding a total revamp of inflation data reportage. The senior BJP leader held the incumbent government’s policies responsible for the spiralling prices, especially in food commodities.“Government is not making optimum utilisation of the resources already available in the country and is held bound to import many unnecessary commodities.”Heptullah agrees on the need for the food security for poor, but questions the UPA’s motive to bring the Bill in an election year.“Food security was a long awaited issue so, why did the UPA government feel the need to pass it suddenly before the elections (remains a question). If feeding the poor was the major mandate of the Food Security Bill,
the government would have passed it two years ago when our economy was in a good state,” she opined. She stressed on the need to improve execution of policies rather than piling up new laws and burdening the exchequer with budgetary allocations. On the role of the ruling party in curbing down the inflation, she lamented that the focus had completely shifted away from curbing the price rise to building the vote banks. Talking on the role of the opposition Heptullah said, “Our party is blamed for not letting the Parliament function but what can the opposition do if the ruling party fails to answer questions about (the) bleeding economy and corruption.” Adopting a different stand from Heptullah, senior journalist Neerja Chowdhury said, “Rather than opposing the ruling party by halting the Parliament’s function, opposition should participate in the policy making discussion and collectively move towards nation’s welfare.”
SC to review its order debarring people in jail from contesting polls New Delhi: The Supreme Court has admitted a government review petition against the disqualification of convicted MPs and MLAs from contesting polls. the Representation of People’s Act is a clumsily drafted law. It has observed that the legislature complains about judicial interference when it tries to clear confusion about the law. The apex court had on July 10 held that an MP or MLA convicted for any criminal offence attracting a
punishment of two years and above will be disqualified immediately and a person, who is in jail or in police custody, cannot contest election to legislative bodies. It had declared as unconstitutional a provision in the Section 8(4) of Representation of the People Act that says a convicted legislator can continue in office if he or she appeals in a higher court within three months of the conviction. The verdicts have been widely opposed by politicians cutting across party lines. The government justified the protective provision for elected member on the ground that the rate of acquittal in India judicial system is high and if the elected member is once dis-
qualified on being convicted, then his membership of the House cannot be restored after his acquittal. “This court ought to have appreciated that the impact of the decision in the reality of the Indian judicial system is that the rate of acquittal in the appellate court is high and keeping in view the time taken to dispose of the criminal appeals, Section 8(4) was enacted to protect the House and ensure that governance is not adversely impacted,” it said. “In the absence of Section 8(4) of the Act, a member would be remediless since the disqualification would not be wiped out from the date of conviction, even when the conviction is reversed and he would not be entitled to restoration of his membership and disqualification of the House,” the petition said.
