Body recovered in Budgam Srinagar, June 06: The Jammu and Kashmir police on Monday evening recovered a body of a man in Charar-e-Shareef area of central Kashmir’s Budgam district. Police said the body of 30 year old Bilal Ahmad Kumar son of Mohammad Sultan resident of Kumar Mohalla , Chariere-Sharief, who is a tailor by profession, was recovered from Nafulteng Nallah in the district. Police have initiated inquest proceedings under section 174 CrPC to ascertain the cause of death. On Tuesday, the body of a new engaged woman was recovered from Reshnad Nallah in the district. Members take oath in LS amid bonhomie
New Delhi, Jun 5: It was bonhomie all around as a sizeable chunk of members of the newly-elected 16th Lok Sabha including Prime Minister Narendra Modi took oath on Thursday. The country’s unity in diversity was in full glare as the House boasting of over 300 first timers - including Modi - saw a festive atmosphere with members donning traditional dress and head gears and many taking oath in their mother tongue. Attired in spotless white kurta-pyjama, the Prime Minister was the first to take oath amid thumping of desks. He took oath in Hindi in the name of God and was followed by BJP veteran L K Advani. This was followed by several of his Cabinet colleagues and Congress President Sonia Gandhi taking oath. With the churning brought out by the elections throwing in contrasts, it was a changed scenario in the House with BJP for the first time coming in with a majority on its own ending the 25-year-long coali-

Geelani’s defamation suit against Delhi Based newspaper Court directs personal appearance of MD, Editor, Srinagar correspondent
Srinagar, June 5: In a defamation suit filed by chairman Hurriyat Conference (G), Syed Ali Geelani, a lower Court here has summoned the three officials of “Times of India” including its managing director with a direction for their personal appearance before the court here on June 16. Geelani had filed a defamation suit against the Delhi based newspaper after a news report appeared in it on 14 March 2014 in wherein it was mentioned that “Geelani has nominated his son as his successor and when Geelani was leaving to New Delhi for treatment on 13 March 2014, he was driven to the tarmac and taken towards the aircraft on a wheel chair but the 84 year old leader surprisingly climbed up the stairs of the plane without any support”. According to a statement issued to KNS by Hurriyat (G) spokesman said that on behalf of Geelani his counsels Advocate M. Shafi Reshi and Advocate Sadiq Parray had filed a defamation suit before the Judicial Magistrate first class sub registrar Srinagar against the said news paper. When the court asked for Geelani to record his statement, it was told that he is under house arrest and the police are not allowing him to move out of his
home due to which he can’t attend the court hearing. After hearing this, the concerned Judge ordered DC Srinagar to record the statement of Geelani at his residence. DC Srinagar appointed Tehsildar South for this and the government officer came to Hyderpora and recorded a detailed statement of Geelani. According to the spokesman when the statement of Geelani was presented in the court by the administration, the Judge after having its detailed examination, issued summons to the managing Director of the newspaper Veniet Jain, Editor Jay Deep Bose and its Srinagar correspondent Saleem Pandit and the three officials have been ordered to present themselves before the court on June 16, 2014. Srinagar, June 5 : Hundreds of students enrolled for journalism courses in various colleges are at the receiving end of official apathy as lack of permanent faculty and ill-equipped departments have left them in lurch. Ironically, journalism is taught at just two colleges in the valley-GDC Baramulla and Government College for Women, MA Road, Srinagar and not even a single faculty member is permanent. While the departments face severe dearth of teaching faculty, the Higher Education Department in its recently advertised posts have called applications for only six posts among which three posts are reserved under various categories. “There are nearly 25 eligible aspirants to teach journalism at higher education level but none of them belong to the category of any sort so the problem will persist as most of the posts will remain vacant,” said a contractual faculty member at one of these colleges. Srinagar, Jun 5 : Reacting sharply to the reports that the Government of India is planning to make major announcements for West Pak, PAK, Chhamb refugees presently staying in Jammu, the Huriyat Conference (G) led by Syed Ali Geelani Thursday stated that the amalgam will come up with its stand on the issue and ‘will oppose any settlement programmes vehemently’. The Huriyat (G) stated that the “attempt to change the demography” will be strongly opposed and that the conglomerate will come up with its detailed stand vis-à-vis this issue in the near future. “We are keenly monitoring the situation and also the reports that are coming up over providing permanent settlement to the Pak refugees in Jammu region,” said Huriyat (G) chief spokesman Ayaz Akbar. He further told KNS that the amalgam is preparing a ground report and the same shall be presented before the people of Kashmir in a near future. “This is for sure that we will not allow anyone to fiddle with the demography of Jammu and
Kashmir,” remarked Akbar. He added that this time, the amalgam will not be limited to the issuance of the statement over the issue but people will be completely informed about the state that Syed Ali Geelani shall take to confront the crises. Pertinently, the reports in the recent past came to fore that Government of India (GOI) has asked its Intelligence agencies to conduct detailed survey of all the refugees including their numbers, families, localities inhabited by them and their demands for which they had been ‘struggling for years together but never got any justice from the successive Governments except for the assurances. Huriyat (G) in the January last year had stated that New Delhi through its “stooges” in Jammu and Kashmir was finding ways and means to “damage the State Constitution.” “Such efforts are on since 1947 and now issuing permanent resident certificates to West Pakistan refugees is another such move,” the spokesman had said in a statement issued on January 10, 2013. He had further maintained that New Delhi was deliberately taking “these steps to justify its control in J&K.” “The West Pakistan refugees were never residents of J&K and there is no legal or constitutional obligation to provide them with PRCs.” (KNS)
SMC HO Govt. considering inspects revocation of ban on cable canteens in news channels Srinagar, Jun 5 : The state government is likely to lift the ban it imposed earlier on the news aired on cable channels in valley with the talks expected between the government and channel owners in the near future. According to the reports received by KNS, the government here imposed the ban on news shows that used to be aired via local cable networks during the alleged Shopian rape case in 2009. After a year, a complete ban on news telecast was imposed by the state authorities with the reason that the content telecasted is threat to law and order and could disrupt the situation. The opposition Peoples’ Democratic Party (PDP) while slamming the state authorities over imposing curbs on the channels questioned the reason behind allowing the channels to telecast the news in Jammu region. Several legislators of the party in the past while raising the issue of ban on local news in valley asked the government to lift the same at an earliest.
The government later swung into action and decided to review the ban. The then divisional commissioner Kashmir Asgar Samoon had in the year 2012 asked the district authorities to prepare a detailed report over the curbs on local news in Kashmir. Sources privy to this development stated that the decision was kept in abeyance due to some other priorities of the state authorities and also the reluctance of some council of ministers in lifting the ban. After the recent debacle in the LS polls in the state, the coalition headed by chief minister Omar Abdullah has taken serious note of the reasons behind his party’s rout. Besides the Prime Minister, other BJP leaders who have given motions proposing her name include Rajnath Singh and Sushma Swaraj. The motion given by the Prime Minister is seconded by BJP veteran L K Advani while that of Rajnath is by Minister of State for Parliamentary Affairs Santosh Gangwar. Swaraj's motion has been seconded by BJP leader Giriraj Singh. The other proposers in the ruling NDA include Ram Vilas Paswan (LJP), Anant Geete (Shiv Sena), Thota Narsimham (TDP) and Harsimrat Kaur Badal (SAD). Mahajan, lovingly called 'Tai', is known for her amicable nature and has her friends and admirers in all parties. The name of AIADMK member M Thambidurai is doing the rounds for the post of Deputy Speaker since the party supremo and Tamil Nadu Chief Minister J Jayalalitha had a lengthy meeeting with the Prime Minister two days back. The AIADMK recently made Thambidurai its Parliamentary party leader, a post he had held in the last Lok Sabha as well. Thambidurai represents Karur Lok Sabha constituency and has been a Deputy Speaker of the Lok Sabha some time back. Thambidurai was Deputy Speaker between 1985 and 1989. With the BJP-led NDA not having majority in the Rajya Sabha, it wants support from other parties and for this purpose, AIADMK, which has ten members in the Upper House, is apparently being wooed. However, there has been no formal word either from the BJP or AIADMK on the issue. In the 245-member Rajya Sabha, the BJP has just 42 members and its ally Shiv Sena-3, Shirmomani Akali Dal-3 and TDP-6. RPI-A is having one member.

Meanwhile members at Kashmir Media Scholars Society (KMSS) in a statement issued here have urged chief minister Omar Abdullah to form a high level administrative committee to actually see the lacunas which hinder in the absorption of mass communication graduates in colleges and other state run departments. “We appeal CM and his cabinet colleagues to actually take a note of the lacunas which have become a roadblock in opening up of various avenues for the mass communication graduates across Jammu Kashmir,” a senior member at KMSS said. “Our young lot is qualified enough to handle State Information department and other departments, their publicity wings. Unfortunately nothing is being done in this regard,” he said, adding “We have a record of people who have didn’t even poses a basic qualification and they have been appointed as communication heads, same is the case with our Colleges. There is a lot that government can do in this regard. So it needs a complete revamp and we expect CM will do it on priority.” Minister for Higher Education, Muhammad Akbar Lone said government has taken various initiatives in this regard and they will be reviewing it again. “I have taken various initiatives which I think benefits journalism studies across J&K,” he said. “The aspirants and candidates should meet me and present me their demands in detail; we will examine it on priority,” he said. Poonch, June 05: A Leopard was found dead in forest area, near the Line of Control in Poonch district of Jammu and Kashmir on Thursday. Sources said some villagers saw body of full grown Leopard lying in the bushes in Pattri forest area of Mendhar in the district and informed forest and police officials. The officials rushed to the spot and shifted the body of the leopard to Mendhar where postmortem of Leopard was conducted by the Veterinary doctors in presence of Tehsildar. The preamble to our constitution ensures socialist pattern of the society and dignity of the individual. Decent standard of living and pollution free environment is inherent in this. The Environment (Protection) Act, 1986 defines environment as “environment includes water, air and land and the interrelationship which exists among and between air, water and land and human beings, other living creatures, plants, micro-organism and property”. The chapter on fundamental duties of the Indian Constitution clearly imposes duty on every citizen to protect environment. Article 51-A (g), says that “It shall be duty of every citizen of India to protect and improve the natural environment including forests, lakes, rivers and wild life and to have compassion for living creatures.” The Directive principles under the Indian constitution directed towards ideals of building welfare state. Healthy environment is also one of the elements of welfare state. Article 47 provides that the State shall regard the raising of the level of nutrition and the standard of living of its people and the improvement of public health as among its primary duties. The improvement of public health also includes the protection and improvement of environment without which public health cannot be assured. Article 48 deals with organization of agriculture and animal husbandry. It directs the State to take steps to organize agriculture and animal husbandry on modern and scientific lines. In particular, it should take steps for preserving and improving the breeds and prohibiting the slaughter of cows and calves and other milch and draught cattle. Article 48 -A of the constitution says that “the state shall endeavor to protect and improve the environment and to safeguard the forests and wild life of the country”. The Constitution of India under part III guarantees fundamental rights which are essential for the development of every individual and
to which a person is inherently entitled by virtue of being human alone. Right to environment is also a right without which development of individual and realisation of his or her full potential shall not be possible. Articles 21, 14 and 19 of this part have been used for environmental protection. According to Article 21 of the constitution, “no person shall be deprived of his life or personal liberty except according to procedure established by law”. Article 21 has received liberal interpretation from time to time after the decision of the Supreme Court in Maneka Gandhi vs. Union of India, (AIR 1978 SC 597). Article 21 guarantees fundamental right to life. Right to environment, free of danger of disease and infection is inherent in it. Right to healthy environment is important attribute of right to live with human dignity. The right to live in a healthy environment as part of Article 21 of the Constitution was first recognized in the case of Rural Litigation and Entitlement Kendra vs. State, AIR 1988 SC 2187 (Popularly known as Dehradun Quarrying Case). It is the first case of this kind in India, involving issues relating to environment and ecological balance in which Supreme Court directed to stop the excavation (illegal mining) under the Environment (Protection) Act, 1986. In M.C. Mehta vs. Union of India, AIR 1987 SC 1086 the Supreme Court treated the right to live in pollution free environment as a part of fundamental right to life under Article 21 of the Constitution. Excessive noise creates pollution in the society. The constitution of India under Article 19 (1) (a) read with Article 21 of the constitution guarantees right to decent environment and right to live peacefully. In PA Jacob vs. The Superintendent of Police Kottayam, AIR 1993 Ker 1, the Kerala High Court held that freedom of speech under article 19 (1)(a) does not include freedom to use loud speakers or sound amplifiers. Thus, noise pollution caused by the loud speakers can be controlled under article 19 (1) (a) of the constitution. Article 19 (1) (g) of the Indian constitution confers fundamental right on every citizen to practice any profession or to carry on any oc-
cupation, trade or business. This is subject to reasonable restrictions. A citizen cannot carry on business activity, if it is health hazards to the society or general public. Thus safeguards for environment protection are inherent in this. The Supreme Court, while deciding the matter relating to carrying on trade of liquor in Cooverjee B. Bharucha Vs Excise commissioner, Ajmer (1954, SC 220) observed that, if there is clash between environmental protection and right to freedom of trade and occupation, the courts have to balance environmental interests with the fundamental rights to carry on any occupations. Public Interest Litigation under Article 32 and 226 of the constitution of India resulted in a wave of environmental litigation. The leading environmental cases decided by the Supreme Court includes case of closure of limestone quarries in the Dehradun region (Dehradun Quarrying case, AIR 1985 SC 652), the installation of safeguard at a chlorine plant in Delhi (M.C. Mehta V. Union of India, AIR 1988 SC 1037) etc. In Vellore Citizens Welfare Forum vs. Union of India (1996) 5 SCC 647, the Court observed that “the Precautionary Principle” and “the Polluter Pays Principle” are essential features of “Sustainable Development.” At local and village level also, Panchayats have been empowered under the constitution to take measures such as soil conservation, water management, forestry and protection of the environment and promotion of ecological aspect. Environment protection is part of our cultural values and traditions. In Atharvaveda, it has been said that “Man’s paradise is on earth; this living world is the beloved place of all; It has the blessings of nature’s bounties; live in a lovely spirit”. Earth is our paradise and it is our duty to protect our paradise. The constitution of India embodies the framework of protection and preservation of nature without which life cannot be enjoyed. The knowledge of constitutional provisions regarding environment protection is need of the day to bring greater public participation, environmental awareness, environmental education and sensitize the people to preserve ecology and environment.
Water not a Want but a Need Save Water Save Energy

ater water everywhere, not a drop to drink, was the starting line of the chapter "Water" in the science book, during my schooling. Our life has changed a lot, and we find technological advancements in every sphere of life. We have electronic gadgets everywhere around, which need electricity. When electricity is not available, they become useless but still we are able to live without them. But no one can even think of living without water for a day. At present the biggest need for the survival of life on the planet is to conserve water. Around the globe World Water Day is being observed on 22nd March since 1993. This day is primarily devoted to implement United Nations recommendations on clean drinking water, sustain safe drinking water facilities, conservation of water, sustaining fresh water bodies and to promote concrete activities within the countries regarding the world's fresh water resources. International World Water Day tries to remind people about the significance of fresh water and to promote sustainability for fresh water resources. Organizations all around the world use World Water day to promote awareness about clean water and sustainable aquatic habitats. Also as a day to focus public attention on the critical water issues of the present era. Moving towards Indian scenario, the country receives abundant amount of rain, but factors like increase in population, is among the main reasons of water scarcity to the country. Due to population increase, natural resources are consumed more. A large number of water bodies local ponds, lakes, rivers and reservoirs get polluted and depleted. At
present a considerable amount of water of the country's population lack access to safe drinking water. Also, Indian agriculture is rain fed. The goals and success of agriculture in India are based on availability of water, mostly rain water. Good amount of rain means a good crop harvest. Preserving rain water is must and ensuring that almost no toxic material present should get mixed with rain water, which can eventually pollute it as well as the water body in which it eventually flows. In the light of the above, it is a general understanding that, there is a need of water conservation in the country and the major issues with regard to water usage in India can be summed up as under:1. To ensure safe drinking water to rural and urban house holds 2. To sustain safe drinking water facilities. 3. The restoration/ clean water bodies both in villages and cities. 4. Water conservation. Every year, The World Water Day emphasizes on a different aspect of freshwater. This year the theme of the World Water Day is Water and Energy. As water and energy are related to each other and both are necessary for the survival of our planet. To generate energy particularly hydro electric and thermal power we need water resources. In order to keep the water and energy relationship alive, an emphasis needs to be placed on increasing the water conservation and to preserve the natural water bodies for energy production today as well as in future. There is also a need to increase the efficiency of water with regard to energy production.
To produce energy water is required and to provide water you need energy. Due to this inter-connection between water and energy, deficiency of any of the two creates problem for the other. If water resources, meant for the production of electricity get depleted, it will certainly cause a decrease in electricity generation. At present there is a tremendous need for appliances which are energy efficient, if appliances are able to save electric energy, it in turn means they are saving water. Many of us may think as to what an individual can do to conserve water, and this thinking of many of us leads to wastage of water daily. In today's world we are in a rat race to construct big house with lavish bathrooms, but we forget to think that without water they are useless. We go on using water more than what is required to us. We as individuals can at least use water in a proper manner in our homes and places of work. Many a times, water taps on road sides, are seen running and water is wasted, we pass without bothering to close it. We should think on these issues and try to conserve water in whatever way it is possible for us in our daily life. Use of electricity should also be limited to our need and not want; electric appliances should be used only when needed. One bulb will give us enough light, so what is the need to switch on multiple lights. We should make sure to minimize switching on lights and other electric appliances unnecessarily any time. With this we shall not only be able to conserve electricity but in turn we will also conserve water.
