Since the Managing director of State-owned J&K Cements Limited completed his term of extension last month, the corporation has gone virtually headless as government has failed to appoint the new Managing Director for the corporation. Boy dies, 20 injured n road mishaps Srinagar, November 05: A boy died and twenty persons were injured in two separate road accidents across the valley. An Auto load carrier bearing registration number Jk22/1519 was hit by an unknown vehicle near Arhama, Shopian, resulting in on spot death of a 10 years old boy Ashiq Husain Malik son of Nazir Ahmad resident of Pinjoora who was travelling in the Auto load carrier. Shopian police has registered a case in this regard. Meanwhile, 20 passengers were injured when a LP passenger vehicle bearing registration number Jk01L/1691 they were travelling in skidded off the road near Repora village, in the jurisdiction of Police station Chadoora. All the injured were shifted to hospital for treatment. Chadoora Police has registered a case in this regard.

However the US made it clear that it reserves the right to protect its interests and ensure its security. Kashmir's generation next falling prey to drugs Srinagar, November 05: Born and brought up in turmoil and violence, Kashmir's generation next is now falling prey to drugs. A fresh data of the Srinagar police control room's (PCR) de-addiction centre paints a grim picture. Most drug abusers fall in the age group of 18-35 years and the patient flow at the de-addiction centre is alarming too. Last year, 633 were registered at the PCR, which has gone up to 1,978 in just first eight months this year. While 81% were male, alarming 19% were females.

Number of female drug abusers too is on the rise in the otherwise conservative society. Started in 2008, the PCR's de-addiction centre has treated an alarming number of 6,693 abusers till date. "We have lost one generation due to the conflict. We may lose next generation to drugs,"said Harris Abrar, a social worker at the de-addiction centre. "It is high time to take steps to check this alarming rate of addiction in the Valley," he added. He said that the youth of Kashmir were taking refuge in drugs as they confronts

problems in life. Abrar said the highest number of addicts fall in the age group of 18-35 years. "Conflict, high unemployment rate, relationship, peer pressures, family disputes, love breakups and death of loved ones and split families are main reasons behind addiction," he said. Omer interaction on the opening of Civil Secretariat and said that he had made it very clear in his reply to a question that there was no Modi wave in the country. “I had only said that Modi may have an effect over his party’s rank and file but there is no Modi wave in the country”, he said, adding that this statement of fact was unfortunately presented with a different slant. Making a difference between ‘wave’ and ‘effect’ , he cited the enthusiasm in public across the country when Rajiv Gandhi contested 1984 elections as also the similar wave witnessed in Jammu and Kashmir when Dr Farooq Abdullah swept 1996 Assembly elections with National Conference getting more than two-third majority. The Chief Minister said the National Conference alliance with NDA in 1999 was mere an arrangement with a liberal leader like Atal Behari Vajpayee. Omar said that National Conference inherits a glorious heritage of amity and brotherhood, bequeathed by Shere-Kashmir Sheikh Mohammed Abdullah, and there was no question of deviation from this path. Omar Abdullah wondered over the jugglery of PDP for taking out so called peace procession in Srinagar after the borders have turned silent. “Where were they for all these days when our people were getting bullets alongside the IB and LoC”, he questioned the PDP leadership and added that this party attempts to thrives on playing politics over the miseries of masses. Without naming Mufti Mohammed Sayeed, the working president of National Conference said that PDP Patron is fashioned to pretend that he is not power hungry. “It’s sheer hypocrisy and a blatant lie”, he said and added “I am in politics and wants power to serve the people to mitigate their difficulties; satiating their developmental needs, wiping out tears from their eyes and ensuring them to enjoy the fruit of prosperous life”. The Chief Minister said that PDP has developed a trait of escaping the responsibilities when in power and crying hoarse over the solution of Kashmir issue and repealing of the Armed Forces Special Powers Act when out of power. Taking a dig at Mufti Mohammed Sayeed’s claim over solving the Kashmir issue once getting 40 Assembly seats, Omar said that he had offered Mufti Mohammad Sayeed in the support of his 28 MLA’s to show it happned on ground. He advised PDP against indulging in double speak—saying something in Srinagar, something different in Jammu and totally a different language in Delhi. “The people are sagacious enough to read between the lines”, he said adding that the time has gone when innocent public used to get swayed by slogans. “They want performance and good governance”, he maintained. He said National Conference does not believe in populism as it prefers to remain out of power rather than showing dreams to the people. “Most of the time our party has remained out of power and we don’t scream, like others do, when out of power”, he asserted. The Chief Minister spelt out in detail the achievements of his government during the past almost five years and said that performance of his government has been extraordinary. He asked his party’s rank and file to disseminate the performance of their government at the ground level. He described the workers as real strength of power and urged them to realize their crucial role in making the people aware about the policies and programmes of the government and the good work done during the past five years. He said National Conference is the only party having its presence in every nook and corner of the State. Omar Abdullah said his government has completed almost five years and the next over a year is a big challenge to carry forward the mission of transforming the socio-economic scenario in all the three regions with added enthusiasm. He sought the cooperation of people in this gigantic effort. He also cautioned the people against the machinations of peace inimical elements and referred to the unfortunate situation erupting in Kishtwar. “There are people who want to disturb peace and harmony by creating wedge between different segments of the society and we have to maintain vigil against them”, he said while referring to the post Kishtwar reaction in Rajouri, Kathua, Samba and Jammu. He vowed that his government will alienate such forces and not allow them to vitiate the peaceful atmosphere. Welcoming the Chief Minister and the members of his Council of Ministers in the winter capital, Provincial President Devender Singh Rana hoped that the government will get engaged in carrying forward the mission of development and empowerment of people. He described the Panchayat elections as one of the remarkable achievements of the present dispensation, saying this has involved the people at grass roots level in decision making. Rana also dwelt on the revolutionary measures like Right to Information and Public Services Guarantee Acts, saying these are the measures aiming at empowering he people and making the administration responsive. The Provincial President exuded confidence that the people friendly government will continue to devote itself towards mitigating the problems of the people. Various Ministers, Legislators, ex-Member of Parliament and senior party leaders were present on the occasion. On reaching Sher-e-Kashmir Bhawan the enthusiastic crowd raised slogans in favour of Omar Abdullah and his government, showered flowers and garlanded the young leader.

Commenting over the participation of people in the ‘peace march’, Mehbooba said that the youth of the valley are feeling ‘insecure’ and ‘suffocated’ due to the rising ‘corruption’ and ‘mis governance’. “People are joining our hands due to party’s agenda and the situation during our regime bears witness of our contributions to the state.” Mehbooba further stated that the party activists spent money from pocket to make the rally a ‘success. She further claimed that the party workers spent from their pocket for the banners and placards. “We owe thanks to them, they are our real power and strength.”

Drugs PCR is grappling to address the increasing rush of patients. More than 55 patients are in the waiting list this month. "We don't have enough space to accommodate all the patients. We treat them during the OPD hours," he added. Dr Muzafar Ahmad, who works at the de-addiction centre, blames easy availability of drugs for the alarming rise in abusers. "Drug addiction is getting very common in Kashmir because of its easy availability in the markets,"said Dr Ahmad. He said the commonly abused drugs are benzodiazepine, sleeping pills, cough syruprs and Alprax. "Besides opium, fluid, brown sugar and alcohol addiction is also sommon among the youth,"said Dr Muzafar. Abrar claimed that more than 85% patients recovered through 'social intervention plan'. "It played a pivotal role in rehabilitation process,"said Abrar. The social intervention plan comprised individual sessions, family sessions, identification of stressor in the family, antagonist consent, work rehabilitation, relapse prevention education and pre-discharge counselling. Kashmir University directorate of lifelong learning is planning to initiate a one-month vocational course for rehabilitating drug addicts. "This way many will earn livelihood and recover as a fruitful citizen,"said Dr Ahmad. The doctor also called upon the society to come forward and help these drug addicts to recover. "There is need to accept them as normal citizens,"said Dr Ahmad.

PDP who holds the power portfolio, one of the few uninterrupted charges in the present dispensation, owes lot of answers for his failure to at least maintain the level of power supply that had been ensured till 2008. He said more than 600 mega watts of power have been added to the state’s own generation capacity. "The power tariff has been raised five times during the past five years and the government has been making claims of having charged hundreds of crores of rupees as water usage fee from NHPC and JKSPDC. In spite of this, the actual delivery of power to the consumer has hit the lowest level in the past one decade," Akhtar said. Referring to the chronic malfunctioning of government apparatus under all NC dispensations, Akhtar recalled as to how till 2002 the power supply would be virtually switched off with the first hint of winter on one pretext or the other, the most common being ‘breakdown of a transmission tower at the Pir Panjal’. The supply would be reduced to ridiculously low quantity when people were supplied power for one hour in every 24 hours which would keep households awake for entire nights in freezing cold in order to be able to pump water into overhead tanks or iron their cloths for the next morning. Akhtar said the arrival of the Mufti Mohammad Sayeed led government had witnessed an immediate reversal of this humiliating treatment of the people of Kashmir but it seems Omar Abdullah government has once again been able to reintroduce that dark era. The PDP spokesperson said on the one hand the successive NC governments committed loots against the people of the state by selling out water resources to NHPC and on the other hand it has been accusing the consumers of power theft. He said one of the promises made by Omar Abdullah government in the last election was to provide free electricity when it coined the infamous slogan ‘Meter Todo heater Lagao’ and made fun of the PDP-Congress government for introducing power reforms. However, five years down the line, the Chief Minister has presided over the complete collapse of the supply system, revenue generation and upgradation of distribution network. And in between he doled out another three major projects to the NHPC under the garb of so called joint venture which is heavily loaded against the interests of state, added Akhtar.

Such a demand is not in the interest of the state as in the presence of article 370 the concept of autonomy has no role,” Charak told KNS. Blaming National conference for being a big hurdle in incorporation of the 73rd amendment in Jammu and Kashmir Panchayati Raj act he said, “Congress is serious in empowering the Panchs and Sarpanchs and even passed the resolution in a recent congress delegate session for their empowerment. But it is the National conference which has halted the whole process. We have now taken this issue with the Congress High command and we expect Mr Rahul Gandi in his visit to state will intervene to take concrete steps over the issue,” he said. Admitting that the Congress party is divided into groups and has become a cause of concern he said, “It is a fact that nothing has caused so much of harm to the congress party as has been caused by the division within the party. But I hope good sense will prevail among the party members so

that congress will emerge as a winning party.” Claiming that congress will prove to be the largest winning party of the upcoming elections in Jammu and Kashmir he said, “ Congress is the only party which could protect the interests of the state at Centre. People also have a strong faith that congress can only come up to their expectations, “he said. Inaugurating the three day Bharat Nirman Public Information Campaign here being organised by Press Information Bureau, Srinagar in coordination with DFP, DAVP, S&DD, DD, AIR & district administration, at Qamariya Stadium here, Mr. Sagar said that such programmes help in taking the message of development to the masses and also helps them to know about the benefits of the various schemes run by the Central and State governments. He appreciated the efforts of PIB and the district authorities and expressed the desire to organise more such campaigns regularly in the future. The Minister said that information about government sponsored schemes can act as a potent tool which can help in bringing transparency and accountability into the process of governance. This will also help the masses in knowing their rights and making good use of the benefits that they are eligible for. Talking about the benefits of information, Mr. Sagar said that schemes like MGNREGA could not have been a success if the people did not know about them. He said that the scheme has progressed to a stage where 10.5 lakh families have been brought under its ambit and 6.5 lakh bank accounts have been created for transfer of funds to eligible beneficiaries. The Minister said that any ini-

tiative of the government requires full and whole-hearted public cooperation and PICs serve as a means towards that goal. Informing that over 750 PICs have been organised in the country so far, Mr. Rehman said that such Campaigns act as a bridge between the administration and the people and help in bringing peoples’ day to day problems in the notice of authorities. Song and Drama Division troupes and students from Government Middle School Repora, Zone Tullamulla presented theme based cultural programmes. Besides, cultural troupe from J&K Academy of Art, Culture & Languages, presented traditional Kashmiri folk songs. Around 50 departments of the state and central governments had put up their stalls wherein they showcased their achievements and targets. Awareness camp for Artisans held at Srinagar

The district office Srinagar of Handicrafts Department organized daylong awareness camp for the handicraft artisans of Hazratbal and Harwan Srinagar. Assistant Director Handicrafts Srinagar, concerned Handicrafts Department and other district Coordinators were present on the occasion. During an interactive session with the Artisans, Assistant Director called on the artisans to avail benefits from various state and centrally sponsored schemes especially health insurance schemes Rajiv Gandhi Bima and Yojana and Jan Shri Bima Scheme. The speakers on the occasion urged the artisans to get themselves registered with the Handicrafts Department which would enable them to take benefit from various centrally and state sponsored schemes. Government is also committed for improving and upgrading the existing infrastructure with regard to road connectivity, water supply and power projects. This was stated by Minister by Hajj, Auqaf, Floriculture and Public Enterprises, Peerzada Mohammad Syed at a Public rally at Kokernag today. Earlier, Peerzada inaugurated budgeted accommodation constructed by KDA at a cost of Rs. 385.73 lakhs and Tourist Reception Centre at Kokernag constructed at a cost of 109.60 lakhs. The budgeted accommodation is equipped with every mod-

ern facility having 26 rooms with attached necessities. TRC is also fully high tech having a reception lobby besides four multi facility rooms. The Minister further said that a huge network of educational and health institution have been set up in the state especially in far-flung areas so that the people of these areas can avail the benefits of development in a better way. Besides establishment of two Degree Colleges in Breng constituency various secondary and middle schools have been upgraded to higher levels so that education is taken to doorsteps of the needy. The Minister added that Sub District Hospital Kokernag has been equipped with latest techniques besides establishing a modern multi facility blood bank. The Minster also said that

various villages have been provided road connectivity through PMGSY and R&B besides macadamization and block topping of various roads, adding that 20 new road projects have been approved for the constituency. He said that the work on several water supply schemes is also going on in full swing besides upgrading LT/HT transmission lines so that power loss is minimized. With regard to tourist infrastructure, Peerzada said that inaugurated budgeted accommodation and TRC is aimed for attracting more and more tourists and providing better facilities for them. Marriage of conveniences

T

he statement of Dr. Mustafa Kamal regarding extending of support to Mr. Narindra Modi in case he becomes the Prime minister has once again exposed the politics that believes in the marriage of conveniences. There is no friend or foe permanently in politics and anybody can support or oppose anybody depending on his political interests. The National Conference was few years back an important component of NDA led by the then Prime minister Atal Bihari Vajpayee. Later the party shifted its loyalty to UPA led by Mrs. Sonia Gandhi. The party was represented both in BJP led cabinet and is also presently in the Congress led cabinet. One should not be surprised on the statement of Dr. Mustafa Kamal because in view of the coming parliamentary elections followed by assembly elections every political party is in search of a safe heaven so that it is not included in the defeated lot. National conference as per Dr. Kamal’s statement has a fundamental principle to be always with the ruling party at centre and he refers to Late Sheikh Mohammad Abdullah who according to him was of the opinion that National Conference has to sit on the right side of ruling clan at the centre. However one wonders on the changing statements of National Conference which has so far made it amply clear that it will go with Congress for the coming elections. If one takes the statement of the parties Additional General Secretary as an official one then suddenly there seems to be a change in the thinking of the NC and this change is visibly the result of Modi wave which is hitting every nook and corner of the country and Congress is seemingly loosing its ground to the modi onslaught. Though National Conference and congress have their pockets of influence in the state and jointly can manage a good number of seats but the modi wave is making them jittery and time may come when both of them will go to different sides and part their company. Till some months back BJP was totally written off in J&K but the candidature of modi for the Prime ministerial post has suddenly infused a new spirit in the party. The political pundits have also started predicting a good performance of BJP at least in Jammu province and if that happens the party will become a power reckon with in the state of J&K also.

A Window to the World – Project Arrow Project Arrow was conceived in April 2008 as an integrated and focused approach to enhance the quality of services and improve the ‘Look and Feel’ of identified Post Offices across the country. The underlying objective of the project was to provide all e-enabled services so that Post Offices become a “Window to the World” for the aamaadmi. Project Arrow follows a focussed approach with aamaadmi in the centre. Scope of the Project • To make Post Offices, especially those in the rural areas, a window to the common person for availing services, up till now confined to urban post office; • To enable Post Offices to play a larger role in the social and economic transformation of the country by taking up new roles and challenges; • To transform the large man power into a committed and professional human resource; • To provide IT enabled services, especially in areas where it matters the most ; • To change the “look and feel” of the post office to give it a distinct identity of its own, and; • To ensure a return on investment necessary for a self- sustained growth and development. Every Project Arrow Post offices should be a profit center. Strategy Adopted • Implementation of the Project in a phased manner. • Clearly define the objectives. • Focus on areas of operations where minimum efforts can give maximum results. • Identify key performance indicators. • Putting a monitoring system in place for regular assessment and evaluation; • Strict adherence to the timelines. • A Steering Committee and a Core Team have been constituted to conceptualize the theme of the project and to monitor the implementation through

all its stages. • Two Work Stream Leaders for Core Operations and Look & Feel were identified with 4 Change Agents, with each of them having the responsibility of planning and implementation of changes down the line in different fields of activities. • Each Change Agent supported by 3-4 members. Two Components of the Project

• ‘Get the Core Right’ with focus areas on Mail Delivery, Remittances, Savings Bank and Office Service Levels • Modernize ‘Look and Feel’ – with focus areas on Branding, IT, Human Resource and Infrastructure In the first phase, 50 post offices in 10 Circles were given a facelift in exteriors and interiors. Rebranding was done with a new look. The facilities were upgraded with a specific focus on customer service. In each of these post offices, more space was made available to the customers for business transaction. Facilities, like writing tables and chairs for customers and ramps for differently abled, wherever possible, were provided in the post offices. There was greater emphasis on upgrading the quality of service. Post office counters were converted to Multi-purpose counters in order to provide Registration, Speed Post, savings bank, life insurance, money transmission and other services at every counter of the Post office. Service delivery norms were devised for every service transaction and Citizen’s Charter duly displayed in the post offices. Adherence to these norms in areas of business, like mails and savings bank transactions, deposit of insurance premiums, sale of stamps etc. was made the responsibility of the stream leaders (APM Mails delivery, APM Counter etc) in the Post

Fast, Secure & Cost Effective

he Unique Identification Authority of India, UIDAI has developed the e-KYC (Electronic – Know Your Customer) service, which promises to substantially improve customer services in the near future. The new offering, e-KYC allows an Aadhar numberholder to authorize UIDAI to release his personal details to any service provider to allow instant activation of services like bank account, mobile connection etc. Towards paperless transaction Know Your Customer or KYC is a mandatory process that most financial institutions and mobile companies need to complete in regards to all their customers. Aadhar card is already a valid KYC instrument, still the KYC process takes much longer time and involves documentation. The e-KYC service being offered by UIDAI will enable to electronically verify identity and address proof of the residents, which will cut down time required on many things like getting a new mobile connection, opening a Bank account or a trading account etc. “Not only will this service streamline the process of on-boarding new customers but it will also simplify the process of linking existing customer accounts to their respective Aadhaar numbers in an easy, yet secure manner. The eKYC service will extend the power and convenience of Aadhaar KYC to paperless transactions. Using the eKYC service, residents can authorise the UIDAI to release their KYC data to a service provider,” says UIDAI Chairperson Nandan Nilekani. The authorization for release of personal data can either be done in person – through biometric authentication or it can be done online using OTP (One Time Password). Upon successful authentication and consent of the resident, the UIDAI will provide the resident’s name, address, date of birth, gender, photograph, mobile number (if available), and email address (if available) to the service provider electronically. As the service is paperless and fully electronic, document management can be eliminated. Also, the KYC data being consent based, it can only be provided upon authorisation by the resident through Aadhaar authentication, thus protecting resident’s privacy. This process will eliminate the requirement of lengthy paperwork and facilitate quicker transactions. It is expected that the e-KYC will enhance customer convenience and greatly increase business efficiency across sectors. That apart, e-KYC will also eliminate docu-

ment forgery and reduces the risk of identity misuse. Both end-points of the data transfer are secured through the use of encryption and digital signature as per the Information Technology Act, 2000 making e-KYC document legally equivalent to paper documents. In addition, the use of encryption and digital signature ensures that no unauthorized parties in the middle can tamper or steal the data. Everything is centralized and stored digitally helping them save on paper costs. Additionally, eKYC is instantaneous so service providers can start consumer service immediately, which will go a long way in enhancing customer satisfaction. e-KYC impact on Aadhar enrolment As per the latest figures put out by the UIDAI, 40.36 crore Aadhar cards have been generated and issued till the middle of August 2013. The progress has not been even across the country. While Andhra Pradesh (6.74 crores) and Maharashtra (6.43 crores) lead in absolute numbers, the states of Goa (88.7%) Delhi (87.5 %), Himachal Pradesh (86.4%) Sikkim (85.9%) and Kerala (81.94%) have achieved better coverage. Though, the process of issuing Aadhar cards began in September 2010, a large number of city dwellers are still fence sitters, not being able to see much of the perceived benefits accruing to them. The launch of eKYC which promises to remove KYC hassles is expected to work as a motivator for large number of people to enrol for Aadhar in the near future. UIDAI Chairperson Nandan Nilekani expects to issue 60 crore Aadhar cards by 2014. To facilitate issue of Aadhar cards, the UIDAI has announced setting up of permanent enrolment centres in various states.

The trio chased away the girl's boyfriend and assaulted her in bushes on the hillock. Incidentally, it is the second sexual assault in less than a month. A 22-year-old techie was abducted and raped by two cab drivers near Tellapur in the early hours of October 19. The Tukaramgate police arrested Lok Bahadur Chaty, 28, a Havildar from Assam, Tapas Maity, 29, and Sulan Narzary, 23, both Sepoys hailing from West Bengal, working at the 2nd Training Battalion of the Army Ordnance Corps (AOC) Centre in Secunderabad. At about 10.45pm, the trio, who were in civil dress, claiming to be on patrol duty around AOC Centre noticed a 17-yearold girl and her 18-year-old boyfriend at an isolated place near Sai Baba Temple in Mahendra Hills. The girl is from a colony in Tukaramgate, while her friend is a BCom student from Ambedkar Nagar in Tukaramgate. After visiting the temple on Diwali night, the young couple went to the adjoining isolated area on the hillock to watch the cracker-lit sky. According to police, the three Army personnel, who were consuming liquor in the isolated area, startled the couple by suddenly approaching them. Asking the young couple what they were doing on the isolated hillock area during the night time, they chased away the boy and forcibly took the girl into nearby bushes. "In the bushes, the trio sexually assaulted her," Tukaramgate inspector B Sudarshan Reddy said. Meanwhile, the girl's friend managed to gather some locals by telling them about the situation. "As the locals approached the spot, the three soldiers left the girl and fled from the spot," the inspector added. After the girl gave an account of the sequence of events, locals alerted police. The Tukaramgate police then combed the entire area and arrested Lok Bahadur and Tapas at around 1 am while they were moving in Mahendra Hills.

Asked about the drive in Saudi Arabia under which foreigners who have not corrected labour and residency status under its new labour policy - Nitaqat - are being deported, Ravi said that till now no incident of harassment of Indian nationals has been reported. "The issue in Saudi Arabia has already been taken up. So far they have not entered into any house for checking. Saudi Arabian government has given specific instructions not to harass people but to check properly and not enter any house," Ravi told reporters at the sidelines of an event. He said those Indians who are coming back as they are unable to stay there, are also given assistance by the ministry. "1.34 lakh Indians have already come back from Saudi Arabia," Ravi said.

Rohit Sharma stopped from inspecting Eden Gardens’ pitch by curator Eden Gardens’ veteran curator Prabir Mukherjee Monday prevented Indian batsman Rohit Sharma from inspecting the pitch to be used for the India-West Indies Test match beginning Wednesday. Mukherjee is well known for his steadfast adherence to the rules and traditional values of cricket. During India’s net practice session at the venue, Sharma started walking beside skipper MS Dhoni, who was heading to have a look at the pitch. Suddenly, Mukherjee turned around and stopped Sharma. Mukherjee cited ICC rules, which allows only the team captain and coach to have a look at the track. Both Sharma and Mukherjee were seen in animated discussion, as Cricket Association of Bengal joint secretary Subir Ganguly rushed to pacify them. The cricketer returned to the nets.“I can’t go beyond the rules. Whatever there is in the ICC rules will have to be strictly adhered to,” Mukherjee said after the incident. Ganguly, however, denied any argument or heated exchange of words on the issue between Mukherjee and Sharma.“This is a non-issue. Rohit is too nice a boy to raise his voice,” Ganguly said. Earlier in the day, Mukherjee had turned down India coach Duncan Fletcher’s request for using a strip adjacent to the centre pitch for use by the bowlers. Mukherjee again pointed to the rules and said such facilities could be given only a day before the Test match starts.

Talwinder Singh doubled India’s lead in the 30th minute with another field goal after he was nicely set up by Prabhdeep Singh. After the change of ends, the Indians found it difficult to breach the Omanese defence till the 62nd minute when Amit Rohidas converted a penalty corner to make the scoreline 3-0. India will now play Pakistan in their next league match on Thursday. India had earlier lost 2-0 to China and 2-1 to hosts Japan in their opening two matches in the tournament.

India in dilemma over Jadeja replacement India are left gaping at a Ravindra Jadeja-sized hole after a shoulder strain ruled the allrounder out of the two-Test series against West Indies. The race to that spot - possibly a No. 6 batsman or a fifth bowler - is a threeway tie between Rohit Sharma, Ajinkya Rahane and the extra bowler, which is likely to be Amit Mishra. MS Dhoni said on the eve of the match that the absence of Jadeja leaves them struggling to restore the balance of the Test XI, which won 4-0 against Australia earlier this year. Jadeja was a specialist bowler on Indian pitches, and his batting ability down the order gave Dhoni the confidence to move up to No. 6. Now the team management has a dilemma. “The thing is, whether we want to go with four bowlers, or if we want that fifth one,” Dhoni said. “Or do we want someone who can bowl a bit if needed? That is one major decision. The decision is one, but it is divided into three different aspects. “If we go with five bowlers, both of them [Rohit and Rahane] may not play. If we say we need someone who can bowl a bit of offspin, Rohit plays. If we say we go with four specialist bowlers, and if needed we will look for someone else, Ajinkya will play. You’ll have to wait and watch.”All this more or less reduces Rahane’s chances in the tiebreaker. If India do decide to go with just the four specialist bowlers, you suspect Rohit’s part-time offspin will earn him a Test debut. Not only that, his form in the recently concluded ODI series against Australia - where he scored a double-century, broke the record for most runs in a bilateral series and was the Man of the Series should give him a lead over Mumbai team-mate Rahane.

Rohit already holds the record for having played the most ODIs without making Test debut. He was primed for that debut in 2009-10, but injured himself in the warm-up, minutes before the toss in Nagpur. Because India didn’t have any back-up batsmen in that lopsided squad, wicketkeeper Wriddhiman Saha played that match as a specialist batsman. Mishra, who last played a Test more than two years ago, is an outside chance to play as the third spinner. Not quite Jadeja with the bat, Mishra did score an 84 at The Oval and a double-century on a flat pitch in the Ranji Trophy last year. How Dhoni wishes he had Jadeja, though. Not least because Jadeja’s accuracy gives him more control than Mishra will. Jadeja’s quicker pace also gives him an edge over Mishra. And then there is the balance Jadeja provides. “It has been a bit of a concern, and I’ve always said that,” Dhoni said. “I have always said that we need a seam bowler who can bat a bit, or a frontline spinner who can bat. At times, you don’t realise the importance of a particular player. People criticise individuals, but it’s important to see what kind of impact he has when he’s part of the team. “Now that we don’t have Jadeja, we’re all thinking whether we should have that fifth bowler, or another spinner who can bat a bit or is it that the batting will become too thin. We will have to find someone. Jadeja is someone who can do that job, but it’s good to have a Plan B or a Plan C. As of now we don’t have too many who can do the job.”

Pakistan help fill South Africa’s cricketing void Spurned by India, South Africa has turned to Pakistan to help fill some of the gaps in its international calendar and soften the financial blow of a reduced series against cricket’s most marketable team.Cricket South Africa said today that Pakistan will tour for three one-day internationals and two Twenty20s and arrive on November 18, straight after the teams’ current series in United Arab Emirates and partly making up for the Board of Control for Cricket in India’s decision to reject a proposed two-month tour to South Africa.India will now only be in South Africa for less than a month in December. ”With the Indian tour having unfortunately been curtailed, we needed to give our fans the opportunity to see the Proteas in action, and I’m delighted that Pakistan accepted our offer to tour here,” CSA chief executive Haroon Lorgat said in a statement.

The Tests were arranged because the BCCI reportedly wanted to punish CSA for appointing a CEO it didn’t like, and at the same time couldn’t have its players sit at

home during peak season. So onwards we went towards a series with no build-up or context or duration. Two training sessions before the two Tests each, and boom, in two weeks the series is over. Although, on the duration front it might be as good as it gets with the BCCI: India’s next three series are two Tests each. Down in Kolkata, though, ground

reality has changed. This, you see, happens to be Sachin Tendulkar’s last international series. One thousand people lined up to welcome him at the Kolkata airport, and hundreds waited outside Eden Gardens on a work day to catch a glimpse of Tendulkar after one of the two practice sessions. This series is one last burden for Tendulkar, one last thing for him to carry on his shoulders alone,

like the Indian team of the ‘90s. This series has sprung up so randomly that there cannot be any other storyline. Time is central to Test cricket. The fan needs time to build up anticipation for a Test series, to think of possible contests, to play them out in the mind, to follow the form of the visitors in the practice games, to start thinking of match XIs as the first Test comes around.
