She was shifted to Sub- District Hospital, Srinagar where she expired. A case has been registered in this regard. The body was handed over to her relatives after completing all legal formalities.

2 Die, 2 Injured in road mishaps Srinagar, September 05: Two persons died and two others were injured in different road accidents across the Kashmir Valley. Raja Begum wife of Mohammad Yousuf Dar resident of Yaripora, Kulgam in the jurisdiction of police station Yaripora met with an accident at Yaripora Chowk and got injured. Later she succumbed to her injuries on way to the hospital. The 20 nations are also expected to sign an agreement to fight tax avoidance by multinationals. The group of developing and developed nations formally backed plans to tackle international tax avoidance and evasion at its meeting in July. The G20 leaders represent around two-thirds of the world population and 90% of global economic output. Though not on agenda, the emerging situation in Syria is likely to overshadow the economic issues in the two-day summit. India will co-chair the Working Group on the "Framework for Strong, Sustainable and Balanced Growth".

Each award consists of Rs 25,000 cash, a certificate of merit and a silver medal. Addressing the gathering, the President said that ancient education system was quite enriched and we need to return to that system. He also stressed on promoting female education. HRD Minister MM Pallam Raju is also present on the occasion. The nation is celebrating Teachers Day on Thursday as a mark of tribute to the contribution made by teachers to the society. Mughal Road-Poonch tourist circuit to be developed: G.A Mir SRINAGAR, SEPTEMBER05: The State Government has prepared Rs. 8 crore Plan for Centre funding to create the Mughal Road-Poonch tourist circuit via Kashmir Valley to boost the economic activity in the area, revealed Tourism Minister, Ghulam Ahmad Mir while chairing a Poonch Development Authority meeting held here Thursday. The Minister said that another detailed project report would be formulated to create way side amenities along Mughal Road via Jammu and directed the concerned authorities to formulate the DPRs for early submission to the Centre for approval of funds. “The creation and the upgradation of the necessary tourist infrastructure facilities are underway. New scenic spots like Pushana, Doogron, Chadinarh, Sailan, Bhuriekhat, Buffliaz, Mandi Phegla, Mandi Laran and Bhimber Gali, would be brought under the jurisdiction of the PDA for their development,” he said. Mir said a lake circuit is also being de-

veloped in the area as a tourist attraction adding that in this regard the Centre has approved funding of Rs. 4.19 crore and already released Rs. 83.82 lakh as a first installment. Mir said that the promotion of heritage tourism in the area is also receiving focused attention of the government, adding that renovation of Poonch Fort was taken up at a cost of Rs. 3.79 crore and Government would submit another project to the Centre for funding so that complete renovation of heritage sites in the area is carried out.Mir said that historical tourist spots of Poonch district are also being fully explored by expending Rs 20.00 crore under Poonch Tourism Development Authority (PTDA), funded under Prime Ministers Reconstruction Plan (PMRP). He said tourist spots along the way side of Mughal Road like Noori Chamb, Peer-ki-Gali, Tatta Panni would be developed on priority. Rs. 80.56 crores credited for 5731 IGUs in Kupwara KUPWARA, SEPTEMBER 05: An amount of Rs. 80.56 crores were provided as financial assistance for the establishment of 5731 Income Generating Units in Kupwara district by the existing financial institutions upto September 30, 2013. This was stated by the Lead District Manager, Kupwara in a meeting of District Level Review Committee held under the Chairmanship of District Development Commissioner, Kupwara, Itrat Hussain Rafique to review the progressive achieved by the financial institutions and line departments’ upto June 2013 under Annual District Credit Action Plan 2013-14.The Lead District Manager, Kupwara, Chief Planning Officer, Kupwara, JKB Cluster Head, representatives of RBI, NABARD, besides bankers and sponsoring agencies were also present in the meeting.It was informed in the meeting that under Priority Sector Rs. 64.77 crores were credited for establishment of 4985 income generating units while under Non-Priority Sector Rs. 15.79 crores stands provided for establishing 746 income generating units in the district upto June 2013, under AAP 2013-14, for the development of the area and ameliorating poverty and unemployment.The Lead District Manager informed that deposits of district have increased by 13.13 pc and advances by 29.27 pc while the CD ratio at the end of June stands at 54.60 percent. Srinagar – Baramulla Highway upgradation and woes of people

P

MGSY has brought a revolution in the whole rural India as far as the construction of roads is concerned. However, the state of Jammu & Kashmir which is unique in every field has proved its uniqueness in this also as the construction of roads started under this programme from Phase I have never been completed and instead of solving the problems they have made people to suffer more and turned our roads more dilapidated. If one goes by its implementation, its 8th phase is now nearing but the state has not been able to get benefited to the maximum as has been done by other states of the country. For example, the bye pass road from Bemina onwards remains in the same condition as it was before the start of its widening. The daily commuters from Baramulla have to go through an ordeal everyday while coming and going through this road which is one of the busiest and everyday witnesses heavy traffic jams. Not even a single stretch has been completed and everywhere the road is either duged out or there is a lot of material spread here and there which makes the movement of traffic difficult and at times almost impossible. The people of this area have to face much of the problems because of the slow pace of work and not because of the availability of funds which normally is the case for maximum developmental projects in the state. Kashmir valley has a working season of only 4-5 months and when these months are also wasted by the implementing agency and the contractors who are allotted the work then how is it possible to complete this project on time. Earlier it was believed that due to litigations, red tapism, non coordination between beacon (BRO) and state agencies the project is getting delayed but after every deck is cleared one cannot understand why the road or any portion of the road is not being completed and why the government exchequer is being burdened with rising costs by those who are in one way or the other connected with the implementation work of this National Highway. It will be in the fitness of the things if the government of J&K takes up the matter with the Boarder Roads Organization and asks it to complete this road project on priority.

BUDHAL THE HILL STATION OF RAJOURI

udhal is a beautiful valley located in between the main P e e r- P a n c h a l R a n g e o f mountains. It is vale of snowcapped attractive peaks, thick forests, gushing streams, crystal clear lakes, meadows and pastures, keeping in view the natural scenic beauty, this area can easily be compared with the terrain of Valley and can be developed for tourism purposes by constructing huts/tourist sarais at Koteranka. By this way, the condition of the people can also be improved. Proper Budhal is a small town comprising of about 100 shops, Police Station and about 300 houses. It is situated on the mound near Gabbar Nallah in between 33 degree 23 mnts latitude and 74 degree 41 mnts longitude. The town falls on the Southern range of Peer Panchal which is connected with motorable road with Rajouri. Another road from Budhal to connect Gool Gulabgarh is also under construction. This beautiful spot is existing en-route to Budhal pass or Sedhu pass which leads towards the Valley while the Sedhu pass is about 24 kms from Shopian (Kashmir) and 25 kms from Budhal town. Most of the trekkers are using Budhal as a base-camp and track the Peer-Panchal range via Sedhu pass towards Kashmir. Budhal records its name on the history in 10th century in Rajtrangni of Kelhan as "Budhiwasa" (place of intellectuals). Budhal is the distroted name of Budhiwasa As per the legend, Budhal town was established by the Paul Shahi Raja "Budh Paul" in 10th Century AD. He named this town as Budhiwasa which later on changed to Budhal. In the beginning of 11th Century AD, the great Prime Minister Tung Rai of Queen Didda of Kashmir was belonging to this place. Tungas were five brothers namely Sugandhisha, Prakata, Naga, Atgalytia and Samukha. Tunga once went to Kashmir as messenger of local Raja and

presented the papers in Kashmir Darbar, later on he got employment in Kashmir Darbar. He was a handsome, stout and young tribesman (who was rearing cattle in Budhal area). Once Didda saw Tung Rai in her Darbar, she immediately fall in love with him and ultimately she appointed him the Prime Minister of Kashmir. Tunga in the capacity of Prime Minister of Kashmir came to Rajouri twice along with Kashmiri forces to subside the disturbance and revolt against Kashmir Government. Once on the order of Queen Didda, Tung Rai assaulted on Rajouri and defeated the rebel Raja

known as Budhiwasa. But Kelhen wrote in Rajtringni that Tunga belonged to Khasha race. It appears that lateron, with the passage of time, the name "Khasha" has been changed to "Kasana". Renowned Research Scholar Late Moti Lai Saki wrote in one of his article that the native place of Khasha Tribes was between Banshala (presently Banihal) and Rajpuri (presently Rajouri) i.e. Budhal area. Khashas were great worriers who ruled Rajouri and Kashmir in 9th and 10th century AD. Some historians go upto this extent that the name of Kashmir was derived from Khasha Tribe as Khashmar.

Later on, it changed from Khashmar to Kashmir. From 10th Century onward till 19th Century, there is no direct reference about the Rulers who ruled Budhal area. It appears that during this period, Budhal was the part of Rajouri principality which remained mostly ruled by Jaral Muslim Rajas. As per "Tarikh-e-Rajour" written by Mirza Zaffar Ullah Khan, in the beginning of 19th Century AD, Budhal was ruled' by Thakkar Rajas. The renowned Raja of that time was Thakkar Namdhar

Khan. When Maharaja Ranjit Singh made first attempt to capture Kashmir in 1814 AD, he compelled Raja Aghar Khan of Rajouri, Thakker Namdhar Khan of Budhal and Raja Roh Ullah Khan of Poonch for help. No doubt that initially all these three Rajas of the principalities located in Peer Panchal belt, helped Maharaja Ranjit Singh but when the forces of Maharaja reached at Behramgalla, Peer Gali pass and ToshMadan pass, Raja Aghar Khan of Rajouri and Raja Roh Ullah Khan of Poonch revolted against the forces of Maharaja from back side and started guerrilla war with the Maharaja's forces. On the other hand, Azim Khan the Governor of Kashmir made a frontal attack from Kashmir side on the enemy due to which the forces of Maharaja came under the siege. Thousands of army personnels of Maharaja were killed in this batte and ultimately, Maharaja Ranjit Singh ordered his forces to retreat Maharaja himself came to Boli (presently Nagali Sahib in Poonch area) where he was encircled by the forces of Roh Ullah Khan of Poonch and he was surrounded by the enemy from all the sides. It was not possible for him to escape from the siege which was laid by the enemy. At this crucial movement, Thakker Namdhar Khan of Budhal who was a powerful Sardar, came to rescue of Maharaja Ranjit Singh along with his forces. He supplied ration to Maharaja's soldiers and managed to take Maharaja Ranjit Singh from Boli to Lahore. Lateron, when Kashmir was captured by RajaRanjit Singh in 1819, Namdhar Khan was formally declared as Jagirdar of Budhal and he was given pattaby Maharaja Ranjit Singh keeping in view the services rendered by him during the first attack on Kashmir by the Maharaja. After the death of Thakker Namdhar Khan, his son Bandhu Khan became the owner of Budhal jagir. He was also having cordial relation with Punjab Darbar arid Raja Rahim Ullah Khan of Rajouri. SEZs: creating Infrastructure, Changing Landscape

round fifty-five kilometers from the capital of the Eastern state of West Bengal, Kolkata, and with river Hooghly flowing on its west, is located a Special Economic Zone in Falta. With the setting up of the SEZ in the district of South 24 Parganas, the place became well connected by a developed network of roads, two ports and an international airport. Along with 24hours water supply, uninterrupted power supply, FSEZ offers a truly supportive environment by providing simplified procedures for investors. This facelift to Falta happened after the Government conceived the Special Economic Zones (SEZs) Policy in 2000. Hindsight suggests that the Government started working towards the sole goal of rectifying the shortcomings of the EPZ model as it was not able to give a fillip to export promotion because of various roadblocks, namely, multiplicity of controls and clearances, absence of world-class infrastructure, and an unstable fiscal regime. It was then, when the ideation of SEZ came into being. The new Policy aimed at making SEZs the engines for economic growth complemented by quality infrastructure, attractive fiscal package – both at the Centre and State level. After working on various loose ends, a comprehensive Special Economic Zones Act, 2005, was passed by the Indian Parliament in 2005, which provided for simplification of procedures and for single window clearance on matters relating to central and state governments. The new Act envisaged generation of additional economic activity, promotion of exports of goods and services, promotion of investment from domestic and foreign sources, creation of employment opportunities and development of infrastructure facilities. Coming back to the Falta Special Economic Zone, it needs to be stated that this SEZ, which was approved by the

Government in 1984, has since then, left a remarkable mark in the local area of its setup in terms of direct as well as indirect employment, emergence of new activities, change in the consumption pattern and social life, and positive changes in human development facilities such as education, healthcare among others. The Falta SEZ is home to four unique units, namely, Vikram Solar Private Limited, J V Gokal & Company Private Limited, Carbide Cutting Tools Private Limited and Cheviot Company Limited. These units are unique, because apart from helping in employment generation and engaging the local population, they are engaged in producing eco-friendly and biodegradable products,

What causes phantom ringing syndrome It's a common phenomenon experienced by millions of people every day - the feeling of your phone ringing or buzzing away in your pocket, only to find no calls or texts. Working more than 8hrs a day ups heart risk

Working more than eight hours a day raises the risk of heart disease by up to 80 per cent, a new study has revealed. Researchers said that long working hours could be condemning thousands of employees to heart attacks and strokes. The warning follows analysis of 12 studies dating back as far as 1958, involving a total of 22,000 people from around the world.The analysis, by scientists at the Finnish Institute of Occupational Health, found that those whose working days that were longer than the traditional eight hours had a 40 to 80 per cent greater chance of heart disease. The size of the increase varied depending on how each study was carried out. The effects were more pronounced when participants were asked how long they worked for - but when researchers closely monitored working hours, the increased risk of heart disease was closer to 40 per cent.Lead researcher Dr Marianna Virtanen said the effects could be due to "prolonged exposure to

stress." Other triggers could be poor eating habits and lack of exercise due to restricted leisure time.Middle-aged workers putting in 55 hours or more a week had poorer brain function than those clocking up no more than 40 hours, with lower scores on tests to measure intelligence, short-term memory and word recall.Britons work some of the longest hours in Europe, with full-time employees averaging 42.7 a week.Those in Germany typically work for 42 hours, while Danes do 39.1.It estimated that more than five million people a year in Britain work unpaid extra hours to hang on to their jobs.

Uttarakhand tragedy: 64 bodies found in Kedar valley

DEHRADUN: With the weather clear at most places across Uttarakhand over the past few days, 64 more bodies were found lying over the ridges in Kedar valley and cremated with necessary rituals, a senior police officer said on Thursday. “These bodies seem to be of devotees who climbed up the ridges out of fear after the mid June calamity to save themselves and perished due to extreme cold conditions there,” IG R S Meena said. A total of 64 bodies have been consigned to flames over the past two days between Rambada and Kedarnath shrine, he said. “We have resumed our search for bodies trapped in the higher reaches and ridges of the valley which we could not access earlier due to bad weather.If the weather permits, the process will go on for the next few days in

Observing that anybody can sue anybody for anything in the US if they pay the filing fee of the court, an eminent Indian-American attorney has said that it is for the court to decide if there is personal and subject matter jurisdiction on the complaint filed against Congress President Sonia Gandhi by a Sikh rights group. “Anybody can sue anybody for anything if they pay the filing fee of the court. It remains for the court, if there is personal and subject matter jurisdiction, to then evaluate if the claims are credulous or not,” said Ravi Batra, an eminent New York-based attorney. Batra is also representing the Indian National Congress in another similar case filed against Union Minister Kamal Nath by Sikh For Justice (SFJ) in the South District of New York. NEW DELHI: For the first time, a central government employee, who exposes corruption in his department, will be able to get protection against any threat to his life. According to an amended resolution notified by the government, a nodal officer has been designated in each central ministry to look into complaints of corruption received from whistleblowers--a term given to people who expose corruption in government departments. “The Chief Vigilance Officers (CVOs) of the Ministries or Departments of the Government of India are also authorised as the designated authority to receive written complaint or disclosure on any allegation of corruption or misuse of office by any employee of that Ministry or Department,” said the Public Interest Disclosure and Protection of Informers (PIDPI) Resolution notified by the Ministry of Personnel here. New Delhi: The Samajwadi Party has sacked Kamal Farooqi as its party secretary after his remarks on Indian Mujahideen operative Yasin Bhatkal. Farooqi had said that Bhatkal may have been arrested because he was a Muslim. He had later apologised for his remark stating that his comments were misunderstood. “If my statement has been misunderstood I am sorry about the whole thing. But my point is the community should not be victimized for Yasin Bhatkal. Let us treat it as a case where investigation is going on,” Farooqi had said. Farooqi had kicked up a controversy over the arrest of Bhatkal, asking whether it is based on the grounds of crime or religion. Land Bill back in LS for fresh approval

The Land Acquisition Bill, which was passed by Rajya Sabha last night, was today returned to Lok Sabha to seek its approval for the fresh amendments passed by the Upper House. Lok Sabha Secretary General A Bal Shekar informed the House that the Rajya Sabha has returned the bill with amendments. The fresh amendments include one on dilution of retrospective clause with regard to acquisition of land for irrigation projects. The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Bill, 2012, which got the nod of Lok Sabha last week, was passed by Upper House by 131-10 votes with four new official amendments, proposed by opposition parties, including BJP.

Kanda gets interim bail till 4 October

New Delhi: After spending over an year in jail, former Haryana minister Gopal Goyal Kanda, an accused in air hostess Geetika Sharma suicide case, was on Thursday granted interim bail till 4 October by a Delhi court to allow him to attend the state assembly session. Additional sessions judge M.C. Gupta granted the relief to Kanda considering “special circumstances” that he has to attend the assembly session and has to look after the development of his constituency Sirsa. The court directed Kanda to furnish a personal bond of Rs.5 lakh and two sureties of the like amount. It also imposed several conditions on him including that he will not leave the country and will not flee from justice. The court had on Wednesday reserved its order on Kanda’s plea after hearing arguments from his counsel and the prosecution. Recently, the court had also granted interim bail till 15 November to Aruna Chadha, Kanda’s employee and co-accused in the case, for attending religious and family events. Earlier during the arguments, Kanda’s counsel had said that he is an MLA from Haryana and he wanted to

attend the assembly session for which he was seeking interim bail. “He is an MLA from Sirsa which is a big constituency. He has to perform many obligations and welfare activities for his people. Funds for his constituency are lying unutilized. Public is suffering, in the end,” the counsel had said. Need to streamline appointments to higher judiciary: Sibal

New Delhi: Law and Justice Minister Kapil Sibal on Thursday underlined the need to streamline the appointment of judges in the higher judiciary and restore the balance of independence of the high courts. Moving the Constitution (120th) Amendment Bill, 2013, that provides the executive a say in the appointment of judges to higher judiciary, Sibal said in Rajya Sabha that a “balance needs to be restored in the appointment of judges and the executive must have a say in appointment of judges”. Sibal said the “delicate balance of independence” of the high court judiciary has been disturbed with the Supreme Court Collegium – a group

Now high court judges look to Supreme Court judges for their appointment, which has disturbed the delicate balance of independence of the high court in the country.” Sibal said the government did not want to revert to the pre-1993

position when the executive alone had a say in judges’ appointment, but wanted a “collaborative exercise”. He said the judiciary says the government must be transparent and accountable “which is right and the judiciary has rightly faulted us on many occasions”. But, he said, the manner of appointment of judges was not known to the people. “How are judges chosen, there is no access or transparency to that decision as the Right to Information does not apply…What the judiciary says must apply to the executive, it must also apply to the judiciary,” he said. Sibal said the time has come to regulate the appointment of judges, and the criteria for appointment would be set out in great detail. He also said there was concern at the manner in which the relatives of judges were practicing in the high courts. “It is very sad the

way in which the ‘chachas’ and ‘bhatijas’ of some judges are practicing in the court.” Sibal introduced the main bill – Judicial Appointments Commission Bill, 2013 – aimed at creating a Judicial Appointments Commission for appointing judges to the Supreme Court and 24 high courts along with the Constitutional (120th) Amendment Bill last week in the upper house. The opposition Bharatiya Janata Party wants the Judicial Appointments Commission Bill, 2013, to be referred to a standing committee of parliament. Sibal said the Constitutional Amendment Bill be allowed to be passed in parliament and allow the main bill to be referred to a parliamentary panel for vetting as the opposition has demanded. The bill seeks to set up a panel headed by the chief justice of India to appoint and transfer senior judges.
