Srinagar, October 06: One person died and nine others were injured in different road accidents across the valley. A Tipper bearing registration number JK13/3183 hit and injured a cyclist, Imran Ahmad Rather son of Reyaz Ahmad resident of Lelhar, Kakpora at Kakpora, Pulwama. The injured succumbed to his injuries on way to the hospital. Meanwhile, a Tata Sumo bearing registration number JK18/0902 hit a motorcycle bearing registration number Jk18/4618 near Pahloo, resulting in injuries to Motorcyclist and a pillion. Both the injured were shifted to hospital for treatment. In another accident, a truck bearing registration number Jk08A/7155 skidded off the road and fell in a deep gorge at Yatri niwas on NHW, Qazigund, Kulgam. Four persons were injured in this accident. All the injured were shifted to the Hospital for treatment. In another accident, a Truck bearing registration number PB06N/2235 and Maruti Car bearing registration number Jk03/5057 collided near Nowgam Chowk. Two persons travelling in the Maruti car were injured in this incident. Both the injured were shifted to hospital for treatment. Youth attempts suicide in Srinagar Srinagar, October 06: In an attempt to end his life, Javaid Rasool Mugal son of Ghulam Rasool resident of JawahirNagar, Srinagar consumed some poisonous substance at his home. Javaid was shifted to SMHS, Srinagar for treatment. Police has registered a case in this regard.

Shahana Srinagar, October 06: J&K is a state unique in all aspects. It has a special status under article 370. It is politically a volcano which has erupted so many times in the shape of Indo-Pak conflicts, proxy wars and internal uprisings. It is unique in abundance of natural beauty and now unique in achieving the dubious title of a top corrupt state .This title has been earned due to the misdeeds of some characterless politicians, corrupt ministers and bureaucrats and also the people who became a willing party to pay hefty amount for getting a job done. The disease of corruption, malpractices, misman-
agement and unfair means of deliverance is mainly the result of certain favorites, buffoons and incapable persons on vital posts, and then the favoritism and protection provided to them by corrupt and shameless persons at the helm of affairs. The worrying factor is that the disease of corruption, fraudulent dealings have now engulfed those professional, educational and recruitment institutions which are supposedly meant to prepare, train and select the cream of the talent for running the administration at various levels. It is very unfortunate that the process of fair, unbiased, unpartisan system has been taken over by unfair and corrupt means
in , in such a way that hardly a talented person gets his due in return of hard work and dedication. How can a society boost to be fair enough and morally high when even the papers of different examinations are deliberately leaked, available in the market like any other commodity and sold to affluent class by the same custodians who are there to protect the interests of the talented and capable candidates. This has been reported several times in the Board of School Education, University examinations, but BoPEE has excelled in this field leaving all other institutions behind. The leakage of common entrance test papers on 22nd and 23rd June of this year

Girls Higher Secondary School Kothi Bagh, can never be a human error, but surely deliberate conspiracy and handiwork of those officials who have access to the question papers during their setting, Printing and packaging. However after public cry and intervention of the major political party PDP, the papers were cancelled and examinations re-conducted on 27th and 28th July after more than one month which made the future of several candidates bleak and dark. It is not this year only, even before this also, BoPEE has earned distinction of many
such dubious activities. The govt. of J&K sensing the trouble and finding itself on slippery turf announced an enquiry to be conducted by a secretary level officer and everybody in Kashmir knows the fate of such enquiries which are just an eye-wash. One fails to understand as to why the chairman and other senior officers were not immediately removed, attached and new officers posted in their places as the leakage of papers is a grave criminal act. Their removal would have facilitated a fair enquiry so that its conduction could restore confidence of the people on the intentions of the govt. and credibility of BoPEE also saved a bit. However, this
was not done because such appointments are done by politicians according to their conveniences and keeping in view as to how much they can use their appointees for their own interests. The present chairman could be an academician who has proved that during his tenure such a blunder has taken place which put the future of several students at stake and jeoparadised the interests of the state to get best of the talent. The matter is presently pending with the Hon’ble J&K High Court, so all eyes are on the outcome of the judicial proceedings. Underlining the importance of bridges in the communication network particularly in a State like Jammu and Kashmir, presenting geographical diversity and difficult terrains, Chief Minister, Omar Abdullah Sunday said that during the last over four and a half years his government has focused on upgradation and construction of road communication with special attention on building important bridges to open up cut-off areas and interlink various districts in the State.

Report was shelved without any follow-up action
Srinagar, October 06: There are 2500 structures in Srinagar which have come up in violation of master plan guidelines; reveals a report prepared by a high level committee that was constituted by the government four years ago. Out of these 2500 illegal structures, the report says that 1100 have come up without any permission and in gross violation of related law, sources quoting the report told KNS.
The report prepared by the high level committee comprising of additional commissioner Kashmir, vice chairman Srinagar Development Authority (SDA), commissioner Srinagar Municipal Corporation (SMC), DC Srinagar, Chief Engineer Roads and Buildings and Special Secretary Housing and Urban Development was submitted to the government in time but the reason why this report was shelved and no follow-up action
taken on the recommendations is best known to the authorities. “This committee was framed under the order number 159-HUD of 2009 dated November 24, 2009. The committee identified 2500 structures which had come up in violation of master plan norms. Everybody including the candidates whose future was put at stake are now keenly waiting for the outcome of the case of which suomotto cognizance was taken by Hon’ble High court. Our judiciary has proved once and again that in true spirit, it is the protector and savior of peoples’ rights and come to their rescue whenever, injustice is done to them by various organs of the govt. Everybody expects that the culprits if any in BoPEE case will be dealt under law of the land and justice delivered. There is no hope from the govt. because if it had any sympathy with the candidates and the parents, it would have taken appropriate action instantly but it failed in its duties towards the people. It is not in case of BoPEE only, even the officers, charged sheeted, named in FIRs or arrested enjoy the prize postings where they go on plundering the govt. exchequer. The present chairman of BoPEE should have own the moral responsibility for the leakage mess and should have since resigned but alas, he could do so. For a common citizen or a candidate, BoPEE should be a credible professional organization headed by a person of eminence. He should have an exemplary personality and should be an idol for others. He should not be controversial and whenever any finger of suspicion is pointed towards him, he should have guts to take moral responsibility and resign from the post so that the organization does not suffer the loss of credibility and prominence. The govt. should also have some respect for the people and candidates and take appropriate and affective steps to overhead the BoPEE so that this so called professional body regains its lost prestige, pristine and credibility. It can only be possible when the whole setup of BoPEE is changed, suspicious officials removed along with junior staff and the complete organizational changes affected. In addition to this, the modern scientific system of examinations prevalent in the prestigious institutions of the country should be adopted and old system dispensed with. An expert committee should be set up by the govt. to look into the matters of BoPEE and suggest ways to make its working transparent, credible besides making it answerable to the people. It can also recommend and help in removing the present mess of the blunder bus called BoPEE.

O
n the direction of the Hon’ble High Court Srinagar Municipal Corporation has at last awakened and has seized some - buildings constructions illegally by people who are either influential or have used other illegal means to do so. The question arises as to who has permitted the construction of these buildings and why was Srinagar Municipal Corporation sitting silent and ignoring this unlawful activity. In fact it is not only the question of some buildings, residential houses or shops the whole Srinagar city has hundreds of such illegal constructions in place and dozens more are going on uninterrupted because Srinagar Municipal Corporation, Police and other agencies are keeping their eyes shut and are not taking cognizance of these illegal constructions. Even before this the Hon’ble court came to the rescue of the world famous Dal Lake and ordered that all illegal vegetation including the willows and other trees grown in it should at once be removed. It was willingly or unwillingly done by the authorities but after some time the illegal constructions and the plantation of different kinds started in Dal Lake and a large area of this water body is under the occupation of those people who are destroying it with their expansionist designs every day. Srinagar Municipal Corporation is not a different case. Whatever is happening in the city this corporation is responsible for all that because it is amongst its duties to protect the city from illegal constructions. Within a night a shop comes up at road side but nobody has the courage to demolish it. Those roads which were cleared from encroachments during Mufti Mohammad Syed regime have been occupied more than before and encroached from everywhere. This corporation has failed on every front. Keeping some flower pots from Residency Road to Secretariat can make some politicians happy but the actual job of the municipal corporation is the total upkeep of the city. However the Srinagar city has earned a distinction of being one of the dirtiest cities of the country and nobody is taking any interest to improve its condition. The dirty lanes and drains, the garbage accumulation at vital points particularly near those areas where inter district bus service operates and the condition of posh like Rajbagh shows the pathetic condition of the city and the failure of Srinagar Municipal Corporation in maintaining it. The Hon’ble court has passed vital Judgment but now there should be some monitoring system in place which can see that all illegal constructions are removed, new ones are not allowed and Srinagar Municipal Corporation is made answerable for action taken as was done in the case of Dal Lake.

Exercise, diet extend life in elderly women Women in their seventies who exercise and eat healthy amounts of fruits and vegetables have a longer life expectancy, a new study has found.
Researchers at the University of Michigan and Johns Hopkins University studied 713 women aged 70 to 79 years who took part in the Women’s Health and Aging Studies. This study was designed to evaluate the causes and course of physical disability in older women living in the community. “A number of studies have measured the positive impact of exercise and healthy eating on life expectancy, but what makes this study unique is that we looked at these two factors together,” explained lead author, Dr. Emily J Nicklett, from the University of Michigan School of Social Work. Researchers found that the women who were most physically active and had the highest fruit and vegetable consumption were eight times more likely to survive the five-year followup period than the women with the
lowest rates. To estimate the amount of fruits and vegetables the women ate, the researchers measured blood levels of carotenoids—beneficial plant pigments that the body turns into antioxidants, such as beta-carotene. The
more fruits and vegetables consumed, the higher the levels of carotenoids in the bloodstream. Study participants’ physical activity was measured through a questionnaire that asked the amount of time the spent doing various levels of physical activity, which was then converted to the number of calories
expended. The women were then followed up to establish the links between healthy eating, exercise and survival rates. The study found that women in the most active group at baseline had a 71 per cent lower five-year death rate than the women in the least active group. Women in the highest carotenoid group at baseline had a 46 per cent lower five-year death rate than the women in the lowest carotenoid group. When taken together, physical activity levels and total serum carotenoids predicted better survival. “Given the success in smoking cessation, it is likely that maintenance of a healthy diet and high levels of physical activity will become the strongest predictors of health and longevity. Programs and policies to promote longevity should include interventions to improve nutrition and physical activity in older adults,” said Dr. Nicklett.

Chocolates loaded with health benefits
Experts from across the world recently reported about the emerging health benefits and other aspects of chocolate - the food that has delighted people for almost 2,000 years. “Chocolate is one of the foods with the greatest appeal to the general population,” said Sunil Kochhar, Ph.D., one of the symposium participants at at the 243rd National Meeting & Exposition of the American Chemical Society (ACS). “The luscious aroma, taste and textures of chocolate have delighted the senses of people in many parts of the world for centuries and make it a well-known comfort food.” Kochhar, who is with the Nestle Research Center in Lausanne, Switzerland, is noted for landmark research that is helping to establish chocolate’s potential health benefits. He described one study, for instance, detailing the biochemical basis for choc-
olate’s reputation as a comfort food. The study, which included 30 healthy adults, found that eating about an ounce and a half of dark chocolate per day reduced levels of stress hormones and other indicators of emotional anxiety in people who felt stressed-out. “The flavonoids and other ingredients in chocolate with beneficial health effects originate in cocoa,” Kochhar explained. “In making chocolate, cocoa seeds undergo natural fermentation before being processed into key ingredi-
ents for making chocolate — namely cocoa fat and cocoa powder.” Among other presentations at the symposium, scientists reported about how the introduction of new varieties of the cacao tree that resist “witch’s broom,” a fungal disease that has decimated some crops, may affect the taste of cocoa and chocolate. That chocolate may be useful in treating of diseases involving disorders of the trigeminal nerve, including migraine and temporomandibular joint (TMJ) disorder.

Using computer chips of a type more commonly found in games consoles, researchers have revealed how the swine flu virus resists anti-flu drugs like Relenza and Tamiflu.
Professor Adrian Mulholland and Dr Christopher Woods from Bristol’s School of Chemistry, together with colleagues in Thailand, used graphics processing units (GPUs) to simulate the molecular processes that take place when these drugs are used to treat the H1N1-2009 strain of influenza commonly known as ‘swine flu’. Their results provide new insight that could lead to the development of the next generation of antiviral treatments for flu.
H1N1-2009 is a new, highly adaptive virus derived from different gene segments of swine, avian, and human influenza. Within a few months of its appearance in early 2009, the H1N1-2009 strain caused the first flu pandemic of the 21st-century. The antiviral drugs Relenza and Tamiflu, which target the neuraminidase (NA) enzyme, successfully treated the infection but widespread use of these drugs has led to a series of mutations in NA that reduce the drugs’ effectiveness.
Clinical studies indicate that the double mutant of swine flu NA known
as IRHY2 reduced the effectiveness of Relenza by 21 times and Tamiflu by 12,374 times - that is, to the point where it has become an ineffective treatment. To understand why the effectiveness of Relenza and Tamiflu is so seriously reduced by the occurrence of this mutation, the researchers performed long-timescale molecular dynamics (MD) simulations using GPUs. “Our simulations showed that IRHY became resistant to Tamiflu due to the loss of key hydrogen bonds between the drug and residues in a part of the NA’s structure known as the ‘150-loop’,” Professor Mulholland said. “This allowed NA to change from a closed to an open conformation. Tamiflu binds weakly with the open conformation due to poor electrostatic interactions between the drug and the active site, thus rendering the drug ineffective,” Professor Mulholland added. These findings suggest that drug resistance could be overcome by increasing hydrogen bond interactions between NA inhibitors and residues in the 150loop, with the aim of maintaining the closed conformation.

An individual’s mere presence in a room stirs up 37 million bugs every hour - actually material left behind on the floor by previous occupants, says a new study. “We live in this microbial soup, and a big ingredient is our own micro-organisms,” said Jordan Peccia, associate professor of environmental engineering at Yale University and the principal study investigator. “Mostly people are resuspending what’s been deposited before. The floor dust turns out to be the major source of the bacteria that we breathe,” said Peccia, the journal Indoor Air reports. This is the first study that quantifies how much a lone human presence affects the level of indoor biological aerosols, according to a Yale statement. Peccia and his team measured and analysed biological particles in a single, groundfloor university classroom over a period of eight days - four days occupied, and four days vacant. At all times the windows and doors were kept closed. The heating, ventilation and air conditioning (HVAC) system was operated upon at normal levels. Researchers sorted the particles by size. Overall, they found that “human occupancy was associated with substantially increased airborne concentrations” of bacteria and fungi of various sizes. Researchers found that about 18 per cent of all bacterial emissions in the room - including both fresh and previously deposited bacteria - came from humans, as opposed to plants and other sources. Of the 15 most abundant varieties of bacteria identified in the room studied, four are directly linked with humans, including the most abundant, Propionibacterineae, common on human skin.
