Trooper dies of cardiac arrest in Sopore Sopore, Nov 7, CNS: A Para-military trooper died of cardiac arrest in North Kashmir’s Sopore town. Police sources told CNS that Central Reserve Police Force jawan, Constable Krishan Kumar (031310749) of 176 Battalion posted at Fruit Mandi Sopore Camp was shifted to Sub-District hospital after he suffered massive heart attack. Govt can incorporate self-made provisions to empower PRI’s: Radha Kumar New Delhi, Nov 7 Former interlocutor Radha Kumar Thursday said that Jammu and Kashmir Government should not implement provisions of 73rd amendment of Indian Panchayati Raj Act, as it would lead to the erosion of Special Status of the State. She however said that State Government could incorporate some of the best self-made provisions in their Panchayati Raj Act without touching 73rd amendment. PDP demands release of pensioners’ arrears Srinagar, Nov 7 Peoples Democratic Party has demanded immediate release of the current year’s instalment of the sixth pay commission arrears of those pensioners who have not received it so far. Mirwaiz’s statement a good omen for peace Asking GoI to follow Vajpayee’s insaniyat policy, is it change of mind or result of US snub? Srinagar Nov 07: The statement of Mirwaiz Molvi Umer Farooq saying that separatists are ready to corporate with the government of India if it follows the policy of insaniyat of Former Prime Minister of India Atal Bihari Vajpayee is multi-dimensional and in a way historic as far as Kashmir issue is concerned. He said that, “let the government of India follow Vajpayee initiative on Kashmir, Hurriyat is ready to corporate with it.” Briefing reporters Mirwaiz uttered these words on the sidelines of a seminar organized in memory of Jammu martyrs at Hurriyat headquarters in Rajbagh. He made it clear that election is a non issue for separatists adding, “Our focus is on the resolution of Kashmir issue and we do not believe that elections are a substitute to it. Even the parties who contest polls believe that elections won’t be a substitute to Kashmir issue.

We have been saying that Kashmir is not an administrative issue.” This statement has generated a new debate and the political observers describe it as fallout of the recent denial of US government refusing to mediate between India and Pakistan to resolve the Kashmir issue. They also think that this is indicative of a gradual change in the thinking of separatists who have seen that the last about twenty five years of uncertainty as violence has not helped in the resolution of this core issue which is always a threat to the peace in the sub continent. If one goes back to the Lahore yatra undertaken by Atal Bihari Vajpayee, it was perhaps the biggest confidence building measure taken by him to establish cordial relations between India and Pakistan leaving behind the bitterness of the wars and conspiracies hatched since 1947 between the two countries. But this initiative got a big jolt in the shape

of Kargil incursion which again brought the relations of the two countries to ground zero and the dream of Vajpayee was shattered into pieces. However after Kargil incursion good will prevailed on the two countries who took several initiatives to normalize the relations and signed many confidence building measures which included people to people contact and cross LOC trade. The ceasefire agreement of 2002 silenced the guns and peace returned to the areas situated all along Line of Control and international borders. There is no doubt that the two countries are going through a critical phase of their relations and in this atmosphere of hostility if Mirwaiz issues a possessive statement , it should be welcome by both the countries and a fresh initiative should be taken to carve out a solution to the core issues which will be acceptable to all stakeholders. But the question arises whether

the positivity shown by Umer Farooq will be supported by other fractions of Hurriyat Conference particularly Syed Ali Shah Geelani who has so far shown adamance and reluctance to enter into any negotiations with government of India as he believes that the talks will not yield any results. It is to be seen whether Mirwaiz Umer Farooq keeps consistency in his stand and whether the government of India also walks a mile to initiate a sustained dialogue to solve the core issue which is haunting the world peace. While Mirwaiz termed 2014 as a crucial year and desired that Kashmir issue should be solved according to aspirations of the people, the Chief Minister Umer Abdullah has also advocated a political solution of Kashmir issue but making it clear that Kashmir is an integral part of India. It may be recalled that even earlier moderate Hurriyat group were invited by government of

India for talks some years back and some rounds of negotiations were held at Delhi. Though these talks did not yield any results but a cordial atmosphere was created to proceed further in the direction of a political solution which was later left midway and neither on the sides pursued further. Before that Hizbulmujahidin led by the then commander in chief Abdul Majeed Dar also had one round of talks with the officials of government of India but due to the overall opposition by the armed groups these talks failed and Dar was eliminated by his own group on the allegations of defying its policy. It is pertinent to mention that the whole world community is abrest of the political situation in this part of the world and they know that Kashmir problem if not addressed politically by the two countries can become a measure threat to the peace and stability of the sub continent. It is a reality

that the relations between India and Pakistan can never progress unless they start a sustained dialogue to address all outstanding issues including the Kashmir issue. The change in the thinking of separatists can be tapped and exploited in a positive direction so that a permanent and stable peace is established in the sub continent which can really help both India and Pakistan to utilize their resources on the development progress and prosperity of their people. Instead of wasting their resources on unproductive things, the two countries can become powerful economies of the world if they don’t drain out their resources on purchase of arms. Let us hope that Movi Umer Farooq is serious and sincere and let us also hope that the change of thinking in the separatists be taken positively by government of India and a dialogue initiated with them for the solution of the political issues.

He said most of the services of various departments have already been transferred to the Panches and Sarpanches. Omar Abdullah said that a well established and empowered Panchayat Raj in the State was the dream of Late Sheikh Mohammad Abdullah, Late Mrs. Indira Gandhi and Rajiv Gandhi had also envisioned powerful Panchayat Raj in the Country. He said coalition government wants to take out governance from the Secretariat to the ground level and is endeavouring to achieve the target and make the grass roots level public representatives empowered enough to be part and parcel in the plan formulation and implementation of development programmes. Kashmir News Service, that the senior PCC leadership in a formal meeting today raised the issue with Rahul Gandhi the Congress vice president who is in Srinagar. “Rahul Ji assured us that the issue will be thoroughly examined by the Congress high command and a decision in this regard will be take accordingly,” a senior Congress minister who met Gandhi told KNS. In this backdrop, the PCC leadership is said to have shot a number of communiqués to the Congress high command in Delhi emphasizing the need to go for review of the Supreme Court judgment in context of the ‘peculiar situation’ in Jammu and Kashmir. In its judgment, the Apex Court had directed the Election Commission of India (ECI) to introduce NOTA button on EVMs so that the voters have an option available to reject their votes. There is almost a consensus among political mainstream in the state that there should be no NOTA button in EVMs in Jammu and Kashmir keeping in view the separatists’ election boycott calls, sources in the Pradesh Congress Committee told KNS. When asked to elaborate on ‘negative implications’ of NOTA option in Kashmir, a senior Congress leader said: “For example tomorrow if separatists urge people to participate in elections and press NOTA button then it will be deemed as a referendum. This is how this option can be misconstrued and misused.” Various Congress leaders here when contacted opined that government of India have options available to it to get the Supreme Court judgment modified in respect of Jammu and Kashmir. “The Government of India has many options available to it like issuance of an ordinance or enacting a bill in the Parliament. It can approach the Supreme Court as well to get its judgment modified in context with its implementation in Jammu and Kashmir,” informed a senior Congress leader. The NOTA option assumes significance in Jammu and Kashmir as the separatists have been asking people to boycott the electoral process at every level for the last two decades. In order to ensure minimum participation in elections, they have been running election boycott campaigns also. On the forefront of the election boycott strategy, is Syed Ali Geelani, the Hurriyat Conference (G) chairman who was freed from house confinement few days ago. Geelani commenced his election boycott campaign from Sopore where he addressed a gathering urging them to boycott the forthcoming polls completely. He believes that participation in elections is to ‘betray the freedom movement and a move to legitimize’ what he calls “Indian occupation in Jammu and Kashmir”. On the contrary the political mainstream believes that the elections in Jammu and Kashmir have never undermined the importance of the Kashmir issue and formation of the state government is purely to address the issues of basic amenities including water, electricity, roads, ration and development. Pertinently, on September 27, this year the Supreme Court directed the ECI to introduce NOTA button option in EVMs and on the ballot papers in order to allow the voters to exercise their right to reject option for undeserving candidates in the elections. REASI November 7-District Administration Reasi placed three officials under suspension for remaining unauthorizedly absent from duty. “Additional Deputy Commissioner, Reasi, Rajinder Singh Tara conducted surprise inspection of various offices and placed three officials under suspension for unauthorized absence from duty,” an official spokesman said. Tara reiterated that punctuality shall be maintained in the offices for which special drive has already been launched in the district. Show cause notices have been issued to Rani Devi (Teacher), Sushma Khousal(Teacher) including Soom Dutt Khajuria (Junior Engineer) of the irrigation and Flood control departments who were placed under suspension, he said. “The inspection was carried out in response to growing public complaints against public servants, prompting the administration to tighten the noose around those showing laxity in official duties, he added.

Fish farmers achieved Rs. 3 lakh annual income this year

Bazaz on this occasion said that RFFDA of the Fisheries Department is the nodal agency to transfer the latest technology from lab to land so far the research techniques regarding prestocking, stocking and post stocking management in Fish and Fisheries is concerned and implemented worldwide. Keeping in view the local climatic conditions with shorter growing periods, the private fish farming was introduced utilizing the exotic carps. The trouts are voracious sight hunters for food and the growth rate of trout depends on the various factors viz.; season, age, photoperiod, genetic factors, nutrition, flow rate, grading efficiency and other physico-chemical parameters of water such as temperature, oxygen content, relative alkalinity etc with preferred range of pH 6.4 to 8.4. It also depends on the quality and quantity of feed consumed and the feeding rate depends on fish size, growth

and intake of feed. During winter at cold temperatures the food intake and growth rate are low. The rainbow trout accepts artificial feed easily, withstands higher temperature, low dissolved oxygen, incubation period shorter, more resistant to diseases, and above all faster growth rate. Sh. Mohi-ud-din Wani and Sh. Mohammad Rafiq Sofi, Assistant Director Fisheries Pulwama and Shopian respectively also spoke on the occasion and conducted technical sessions of the carps and trout. Besides Sh. Gurmeet Singh and Sh. Mohammad Qasim Rangreze, Inspectors Extension acquainted the farmers about fish farming management techniques. Several fish farmers shared their success stories where they have achieved an annual income from Rs. 0.45 lakh to Rs. 3 lakh. The farmers were happy to know that the trout seed shall be provided to them @ Rs.5 (5 gm to 10 gm) and Rs.10/= (11 gm to 15 gm ) for advance fry and fingerling respectively.

Sericulture Development Department Budgam organizes Kissan Mela at Khag BUDGAM, NOVEMBER 07: An awareness camp about various centrally and state sponsored schemes was held under centrally sponsored scheme ATMA at Tehsil Khag District Budgam which was attended by a large number of cocoon producers associated with silkworm rearing in the District. Additional Director, Sericulture Development Department Kashmir inaugurated the camp. Giving details on the occasion, Deputy Director, Sericulture Development Department District Budgam i said that during the current year, 18000 kg of cocoons were produced in the District which generated an income of Rs 36 lakh covering 500 families across 66 villages in the District like Kanihama, Churmujroo, Isgandarpora, Nasserpora, Labran, Khag, Taalpora and Chrawni. In addition to it, the Department has provided 28 silkworm rearing houses and 19 silkworm rearing kits to the farmers costing Rs 0.75 lakh and Rs 0.20 lakh each during the current year. Under new and innovative scheme of insuring female cocoon producers, 53 families have been insured as the silkworm rearing is generally done in the residential houses and practiced by the whole family. It is pertinent to mention here that due to sustained and continuous efforts of the Department in introducing scientific technological inter-

He also informed that due to peculiar topography and climatic conditions of the Tehsil, the Department is covering the Tehsil under new bivoltione cluster for the 12th Five Year Plan in which 250-300 cocoon producers of the Tehsil will be provided all the modern scientific facilities for conducting successful silkworm rearing. Besides awareness of various developmental schemes, cocoon producers were given technology awareness to enhance their cocoon production and cocoon quality. Representatives from NABARD and Silk Development Cluster Organisation also participated in the camp. They stressed on the need to establish Community Based Organisation and Self Help Groups among the silkworm rearers of the District so that maximum benefits can be taken from the centrally and state sponsored schemes.

The District Development Commissioner directed the district officers of PDD and PHE to ensure uninterrupted power and water supply during the holy days especially in Shia dominated areas of the district. Day to day problems confronting people of the valley

W

ith the onset of winter season, the people of the valley are confronted with numerous problems in day to day life. The power supply is playing hide and seek, the gas shortage is becoming worse, the drinking water scarcity is a normal phenomenon and the people particularly the lower middle class and the poor are being crushed by the rising prices black marketing and hoarding by vested interests. It is because of this that people are loosing patience and are coming on the streets to protest against government apathy in mitigating their problems. After the annual durbar move from Srinagar to Jammu, the power supply has become very erratic and urban as well as rural areas are facing acute shortage of electricity. Same is the case with the supply of domestic gas which has already been limited to nine cylinders a year though the same is available on higher rates in black market. The road connectivity of the valley with other parts of the country is limited to national highway only which has become a life line for Kashmir. When this national highway gets blocked in the winter season suddenly it becomes a famine like situation in Kashmir where hoarders and black marketers start looting the people and suck their blood by sky rocketing prices. Though a minister is available in the winter secretariat during winter but his stay is more a formality than the deliverance of any service to the people. He is handicapped in every sphere as he cannot get the power supply improved; he cannot be of any use to get rid of soaring prices and cannot help in any way to stabilize the drinking water supply. If the government wants to overcome these problems then they should devise a long term mechanism which can effectively help in mitigating these giant problems faced by the people. Though there are refilling stations for domestic gas in the valley but their capacity is not sufficient enough to suffice the needs of general public. Similarly the electricity supply too is not according to the requirements hence the darkness engulfs urban as well as rural areas every day and there is no end to it.

Rural Development through Post Offices P

ost Offices in India constitute the largest network in the country offering financial, communication and other retail services. Rural Development supported by reach and infrastructure of Postal Network can write golden chapters of human endeavour and social development. Rural development refers to the process of improving the quality of life and economic wellbeing of people living in relatively isolated and sparsely populated areas. It aims at finding the ways to improve the lives of the people by increasing the level of participation of people living in isolated areas so as to meet their required needs. However Development of rural areas, like any other development activity, can only take place when there is an adequate support of appropriate infrastructure. Department of Posts has been involved in rural development for the last 150 years. With its more than 139,000 Post Offices in rural areas, it provides support in various critical functions through communication, financial services, life insurance products and other retail services. Till March 2011, 4271 Panchayat Sanchar Seva Kendras have been functioning in the country. Panchayat Sanchar Seva Kendras are opened at Gram Panchayat Headquarters where Post Offices do not exist. This scheme is implemented by Gram Panchayats through an agent appointed by them. Rural Information Communication & Technology (RICT) Electronically empowered Post Offices can mitigate complaints of discrimination and negligence that rural India always feels. In order to further widen and deepen an already unmatched reach of this network, particularly in rural areas, India Post has embarked upon an ambitious programme of ICT induction in all its post offices. The programme involves computerizing and digitally connecting all the post offices including those in rural areas. Rural ICT segment of this programme will bring in efficiencies in the way business is transacted. Under RICT Programme, all rural Post Offices will be provided Main Computing Devices which may be either handheld or computer net books. Majority of devices will be handheld ones which are compact, rugged and are slightly bigger than ordinary remote control devices for televisions, Printers, Digital camera, Fingerprint scanner, Bar Code scanners, Smart card reader and writers, Magnetic card reader, GPS and Solar Panels. By connecting Branch Post Offices to a central server customers in rural areas can transfer money instantly, can operate their accounts, both deposit as well as loan accounts, from their village or in case of migrant labourers from their village as well as from their places of work. Rural ICT program will improve the quality of services and will facilitate faster payments and faster integration of information. As Post Office is geared to serve the ‘aam aadmi’, the benefit of quality service will pass on to the target group. Digitally networked rural post offices may also become an important medium of dissemination of information. In addition to improving efficiency of mail, financial and retail services, the comput-

erization of rural post offices will enable India Post to deliver much-needed social security schemes even more efficiently. It will also allow the Department to engage in delivery of many more social security schemes. Financial Services It is widely acknowledged fact that improving the access to financial services is a very effective strategy for development of rural areas. Financial inclusion of the excluded households of rural areas is being accorded high priority by the government. Among all the organizations in the country which deliver financial services, the Department of Posts has the largest outreach in rural India, and more so, in backward and remote areas. Moreover, the Personnel who run the rural Post Office mostly belong to the local communities, and are thus trusted by their clientele enhancing acceptability of financial services by local people.

Rural Enterpreneurship Programme India Post has taken up this ambitious program in association with Tata Institute of Social Sciences and National School of Open Studies. The program aims to convert 3.5 lakh Gramin Dak Sewaks (including Branch Post masters), in to rural entrepreneur through a continuous and vigorous skill development program. It is proposed to cover all the 1,30,000 Branch Postmasters in a phased manner. This vocational program will cover areas such as financial management, micro finance, IT, communication and leadership skills. The Branch Post Masters will develop the knowhow for postal business such as post office savings bank, insurance and money transfer services. The program will thus give the Branch Postmasters an opportunity to grow as individuals and improve their own finances. Post Office Savings Bank is the oldest and the largest banking institution in the country. The money collected through Post Office Saving is also utilized as investment towards nation-building by the Government and various State Governments. Small Savings Schemes operated at Post Offices in the rural areas contributing to the cause of rural development include Post Office Saving Account, Post Office Recurring Deposit Account, Post Office One, Two, Three, and Five Years Time Deposit, Monthly Income Scheme, Public Provident Fund, Senior Citizen Savings Scheme and National Savings Certificate. Department of Posts introduced Rural Postal Life Insurance (RPLI) in 1995 for the benefit of rural population with special focus on

services (micro credit, insurance etc) to existing 237 million postal savings bank customers and will also provide one stop financial services (savings, credit, insurance, remittance and pension) to small and medium sized customers. Delivery of Monetary Components of Social Security and Other Welfare Schemes In addition to the overall development of rural areas, the Government and State Governments have been striving to economically and socially develop the households in need of such development by providing them with direct benefits under social security and other welfare schemes. A large part of such schemes is being delivered through the Post Offices due to their unparalleled outreach in rural areas. The Government enacted

the MGNREGA in September 2005 and the scheme came into force in all districts in the country with effect from 1st April 2008. Department of Posts has taken the responsibility to disburse the wages through Post Offices by opening savings bank accounts in the names of MGNREGA beneficiaries. Starting with Andhra Pradesh Postal Circle in 2005, the Scheme of disbursement of MGNREGA wages through Post Offices accounts is currently operational in the entire country excepting Delhi, Jammu & Kashmir and Tamil Nadu Postal Circles (Tamil Nadu and Puducherry). The Scheme is operational through 98168 post offices. The Department is also contributing to the efforts in financial inclusion by payment of benefits under various social security pension schemes viz. IGNOAPS (Indira Gandhi National Old Age Pension Scheme), IGNWPS (Indira Gandhi National Disability Pension Scheme) and Indira Gandhi Matritva Sahyog Yojana (IGMSY Scheme), a Conditional Cash Transfer (CCT) Maternity Benefit Scheme. Such payment are being effected either through money orders or Post Office Saving Bank accounts. Further under Retail Post, the Post Office sells application forms of AFMC, Universities etc. Apart from this Gold Coins, Railway tickets etc are being sold through Post Offices. MoU has also been signed between India Post and National Stock Exchange for installation of LCD TVs in select Post Offices for creating “Financial Awareness” among the public. The Post Offices provide a large number of services in the rural areas through their vast network, trained manpower and time tested operating and account-

educing the maternal and infant mortality rate is the key goal feature of the Reproductive and Child Health Programme under the National Rural Health Mission. Several initiatives have been launched by the Ministry of Health & Family Welfare under the Mission including Janani Suraksha Yojana, a key intervention that has resulted in phenomenal growth in institutional deliveries with more than one crore women beneficiaries annually. JSY was launched to promote institutional deliveries so that skilled attendance at birth is made available and mothers and new born babies can be saved from pregnancy related complications and deaths. However, even though institutional delivery has increased significantly, out of pocket expenses being incurred by pregnant women and their families remained high. This has acted as a major barrier for the pregnant women to opt for institutional attendance. They still prefer to deliver at home. Due to this, a large number of sick neonates die on account of poor access to health facilities. To mitigate the problem, the Ministry of Health & Family Welfare launched Janani Shishu Suraksha Karyakram (JSSK) on 1st June, 2011 to provide better health facilities for pregnant women and sick neonates. The scheme emphasises utmost importance on “Free Entitlements”. The idea is to eliminate out-of-pocket expenses for both pregnant women and sick neonates. Under this scheme, pregnant women are entitled for free drugs and consumables, free diagnostics, free blood whenever required, and free diet up to 3 days for normal delivery and 7 days for C-section. This initiative also provides for free transport from home to institution, between facilities in case of a referral and drop back home. Similar entitlements have been put in place for all sick newborns accessing public health institutions for treatment till 30 days after birth. The JSSK initiative is estimated to benefit more than one crore pregnant women & newborns both in

urban & rural areas annually. India has made considerable progress in reduction of Maternal Mortality Ratio (MMR) and Infant Mortality Rate (IMR), but the pace at which these health indicators are declining needs acceleration. Not only this, there is a provision of free blood transfusion if the need arises. A significant number of maternal and neonatal deaths can be saved by providing timely referral transport facility to the pregnant women. Pregnant women are entitled to free transport from home to health centre, referral to higher facility in case of need and drop back from the facility to home. Besides, under JSSK there is exemption from all kinds of user charges including OPD fees and admission charges. Free treatment is also provided to the sick new born upto thirty days after birth and all drugs and consumables required are provided free of cost. As in the case of the mother, the new born too is provided with free diagnostic services and there is a provision of free blood transfusion if the need arises. Pune: missing ad firm officials found dead Police on Thursday pulled out the bodies of three advertising professionals from Nira river on the Pune-Banglore highway, a day after divers had recovered the body of their fourth colleague at the same spot. The bodies were recovered from the immersed Hyundai i20 car, in which all four had started their journey last Friday and were reported missing after a few hours into their trip The three bodies were retrieved after NDRF personnel pulled the vehicle out from the river. Pranav Lele, Chintan Buch, Sahil Quereshi and Shrutika Chandawani, all in their late 20s, were on a road trip for Gokarna Mahabaleshwar in Karnataka over the Diwali weekend. However, within a few hours after they embarked on their journey, familymembers lost contacts with the youngsters following which they were reported to be mysteriously missing. It was previously suspected that the group had been abducted. After recovery of the car and all the four bodies, police confirmed it was a mishap resulting after the driver lost control of the car, which fell in the river from the unbarricaded gap between the two bridges built over Nira on the highway. The police had initially launched a massive search operation concentrating their efforts in and around national highway close to Shirwal taluka. On Wednesday, police had recovered body of Buch from the river.
