Srinagar, October 07: Lt. Gen. Sanjiv Chachra, Northern Army Commander, called on Mr. N. N. Vohra, Governor, at Raj Bhavan here this evening.

During the meeting, the Governor and the Northern Army Commander discussed issues relating to internal and external security management.

7 Bridges under execution in Lolab: Wani Srinagar, October 07: Replying to a Calling Attention Notice

Uri got a turnaround in last decade

Discuss several matters including Keran situation Prime Minister Manmohan Singh on Monday took stock of the preparedness of the country's nuclear arsenal with the top security brass, including Chiefs of the three Services.

The command and control structures of the forces handling the arsenal are understood to have come up for discussion at the meeting of the Nuclear Command Authority headed by the Prime Minister.

The meeting was attended by National Security Adviser Shivshankar Menon, Army Chief Gen Bikram Singh, Air Chief N A K Browne and Naval Chief D K Joshi, sources said. The sources said it was the usual biannual meeting of the Command.

The critical Tri-Service Strategic Forces Command (SFC) was created in 2003 to manage and administer country's nuclear arsenal.

At present, it is headed by Lt Genrank officers of the three Services

on a rotational basis but it is learnt that the Army, which controls majority of the strategic assets, wants its officer to head the body on a permanent basis while retaining the tri-services nature of the body at the lower level.

"The majority of the assets such as the long-range Agni missiles are held by the Army and therefore, the control of the SFC should be with us," an Army official said on Monday.

The SFC has the nuclear-capable Prithvi (150 to 350-km range), Agni-I (700-km) and Agni-II (2,500km) ballistic missiles under its operational control at present.

Incidentally, the Agni-2 was successfully test-fired by the SFC on Monday off the coast of Odisha.

Although defence sources termed this meeting as routine, others including defence analysts are of the view that the meeting assumes significance due to ongoing counter-infiltration operation in Keran sector of J&K on the LOC for the

last two weeks.

Here it is pertinent to note that the defence forces are engaged in a fierce counter-infiltration operation on the LOC in Keran sector where a group of 35-40 heavilyarmed infiltrators were blocked by the alert forces and the operation is still on in Keran sector of the state’s Kupwara district.

Earlier on Friday, Army chief General Bikram Singh had dismissed the speculations that a Kargil-like situation had developed in Keran sector. The Army has been fighting around 40 terrorists backed by Pakistan Army.

General Singh had also made it clear that the terrorists have not occupied any Indian village along the Line of Control.

“It is nothing like that. It was an infiltration attempt by 30 to 40 terrorists,” he told reporters when asked whether a Kargil-like situation has developed in Keran sector.

Online system for building permissions introduced

Srinagar, October 07: The Minister for Urban Development Mr. Nawang Rigzin Jora said that Government has notified Municipal Solid Waste (Management& Handling), Rule 2000 under which detailed guidelines have been issued regarding collection, storage segregation, transportation, processing and disposal of Municipal Solid Waste which is being followed by Municipal Corporations and Urban

Local Bodies of the State.

The Minister further said that in Jammu, JMC is presently dumping the garbage at dumping site Bhagwati Nagar on land belonging to UEED. Similarly in Srinagar, SMC is dumping garbage at land fill site Syedapora, Achan, where 517 kanals of land has been acquired for the purpose. He said that in order to control the bad smell, 8.60 MT of sain-treat (Anti odour chemical) has been sprayed on the gar-

bage at the dumping site, besides ERA has already installed the leachate treatment plant at the site, which is functional and two more similar plants are being commissioned.

“Why police failed to nab the murderers after it was able to recover the watch and mobile phone from some suspects. The cell phone of Zahid Iqbal was recovered from one suspect namely Ruhail Ahmed resident of Padshahi Bagh and next day the wrist watch and the clothes of the deceased were also recovered by the police. Moreover, police continued their investigation and arrested a number of suspects and interrogated them to find more clues, but till date police is silent and did not come up with the facts,” one of the family members of Zahid told CNS. The protestors said that it is astonishing that how one can abduct and later on murder an innocent lad like Zahid. They alleged that some police officers are trying to sabotage the entire episode and probe and are playing with the sentiments of the family members and residents of the area. Amid raising slogans against police and the present government, the protestors warned that if murderers are not arrested they would start an agitation and would come on roads.

Kundal, the Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar said that the District Administration Jammu on receiving a complaint by a social activists regarding the alleged suspicious activities in the Rotatory Inner Wheel Home for Mentally Retarded Children, Channi Rama, Jammu constituted a Committee of officers and experts for conducting detailed investigation into the allegations leveled by the social activist in the complaint. The Committee

comprised ADC, Jammu, SDPO City East, Jammu, one lady Doctor, one Psychiatrist and Director, Child Line, Jammu. Uri, October 07: Minister for Medical Education, Youth Services & Sports, Mr. Taj Mohi ud Din today said the border town of Uri has seen a turnaround during last decade and the day is not far when cent per cent achievement would be recorded in critical sectors like power distribution, water supply, education and healthcare.

Addressing a well-attended public meeting here today, the Minister said these are not mere slogans or rhetorics but the factual details available on the ground.

Elaborating, Mr. Taj said it was during his tenure that Uri got the first college, three higher secondary schools and 16 high schools. He said the number of middle schools, which stood at 26 before his representing the area, rose to 95. Similarly 200 more primary schools were opened in the area taking the number to 270.

The Minister said there were 109 ICDS centres in Uri in 2002 which stand at 455 with the spread of nutritional programme in every nook and corner of the constituency. So was the case, he said, with health centres which rose from 03 to 12 during this period.

Mr. Taj said there were no filtration plants or lift irrigation schemes in Uri and 46 such filtration plants and seven lift irrigation schemes

were set up during the last decade or so. He said the road length in Uri stood at 75 kilometres in 2002 which has been increased to a whopping 500 kilometres or more as more and more areas and habitations are being covered through road networks.

The Minister said that water supply distribution in Uri, which was 26 % ten years ago, has risen to 97 %, among the highest in the State. So is the case with power distribution, he said, which has risen from 34 % in 2002 to 85%. He said soon cent per cent coverage in water and power distribution would achieved in the town.

Asking people to stand guard these achievements, the Minister said they should look through the designs of vested interest elements who have no sympathy with them and are in fact harming their interests.

Mr. Taj said with this pace, Uri and its inhabitants have a right to look for a better future for which he has many big plans. He asked people to remain united and extend a helping hand to him to completing these plans and projects.

The Chief Minister reiterated this demand and said that in order to restore the credibility of the politicians and democratic institutions including those of Panchayats, it is the need of the hour that Central Government would institute a probe into the matter in a time bound and transparent manner. Omar Abdullah said that by asking questions to Retired Army Chief about his role should not be dubbed as belittling the stupendous role of Army and the high credibility of Indian Armed Forces which have given huge sacrifices for safeguarding the borders and ensuring safety and security of the people. “Asking Retired General about his extra-curricular role does not in any way contribute to belittling the Indian Army”, he said and maintained that the findings were identified by the Army itself which got leaked and became the subject matter for political and media discussion. Singh for his statements made by him in public as a private person should not be painted as any attempt at criticizing the institution of Indian Army. “We have always saluted Army for the good work it has rendered, but whenever we thought some shortcomings we categorically brought those to the notice of the Army. This is the democracy and we live in democratic set up but not in a dictatorial system”, he said and added that the Retired General has played with the honour of the mainstream politicians and they are in their right to demand a probe in the allegations so that facts come to fore “Dood Ka Dood, Pani Ka Pani”.

Omar Abdullah said that he has not asked the Agriculture Minister, Ghulam Hassan Mir whether he has taken Rs. 1.19 crore for toppling his government. “I leave this to his conscience whether he has taken it or not but if I had believed that he has taken it to topple my government I would have asked him to resign”, he said maintaining that even a Municipal Corporation could not be toppled by Rs. 1.19 crore not to talk of the State Government. Omar Abdullah said that the disclosures made by Retired General have put the democratic institutions in the State to most dangerous threat which these have not come across so far.

“Retired General’s differences with me or his opposition to AFSPA is irrelevant in this regard. For that matter the serving Army Chief has also not agreed to the partial revocation of AFSPA. The matter is under discussion and would be resolved”, he said separating this issue from the main issue of disclosures made by the Retired General. Never ending electricity woes of Kashmiris

T

he winter is yet to set in but the electricity has started hide and seek play with Kashmiris who will be left high and dry after the Shahi Darbar moves to Garam Pathri (winter capital) of the state. This has been now the fate of Kashmiri people for years together. Every now and then the government swears to improve the power situation in the valley at the beginning of every year and by the end of the year the people do not find any betterment in the power scenario. Billions of dollars have been spent so far on power generation, many mega power plants set up across the state, millions spent on micro hydel projects and other sources of energy but the plight of a common man does not seem to end in near future. The Salal project, the Dull Husti, the Uri hydel, the Baglihar etc etc but the Kashmiri homes remained dark weather summer or winter. The condition becomes pathetic as soon as the Darbar along with all viceroys and lords moves from Srinagar and hardly anybody amongst them is seen anywhere in the valley and if at all anybody is seen, he is not even ashamed of declaring that he has directed the directionless administration to improve power situation even though he himself knows that when there is no electricity how can they improve it. These rhetoric have been narrated time and again and people are now fed up and do not believe even a single word of these political viceroys whose only aim is to show their faces on official electronic media as no private channel ever bothers to include these false announcements in their news bulletins. Gone are the days when a minister’s statement used to be the final word and law unto itself but nowadays these statements are treated with utter disdain by Babus who are only interested in their own comforts. The state has a potential of generating over 24,000 Mega Watts of electricity but who is bothered to tap and harness this natural wealth in this state. No past government has ever tried to do something in this regard and it is because of that inaction that the state is suffering at present. If the previous governments would have given prominence to this field the state would have gone miles ahead on the path of self sufficiency in the field of power generation which in turn would have made it possible for this state to progress and prosper in leaps and bounds.

Voting Right: Power of the Powerless

‘Power of the Powerless’ presupposes the division of the society into two classes – Powerful and Powerless.

The world ‘Power’ can be dissected into further classification such as political power, economic power and social power. The general belief or feeling is that the power – political, economic and social – is centered in the hands of a few who can be termed as powerful. But the moot question is whether the so-called powerless are really powerless.

I do not think so – in so far as the sharing or enjoyment of political power in India is concerned, which, in my opinion, is the mother of all other powers and a really potent means to achieve those powers. In this Article, I propose to dilate on this aspect, namely, political power of the Power of the Powerless.

The Constitution of India proclaims that India is a Sovereign, Socialist, Secular, Democratic Republic. Giving expression to the solemn resolve of the Constitution makers, the Preamble to the Constitution secures to all the citizens of India, among other things, Justice, Social, Economic and Political; and also Equality of status and of opportunity. The ‘Objective Resolution’ moved by Pandit Jawahar Lal Nehru on 13th December, 1946 in the Constituent Assembly, which set out the agenda and goal of the Constituent Assembly, that Assembly declared its firm and solemn resolve, to inter alia, guarantee and secure to ‘all the people of India justice, social, economic and political; equality of status, of opportunity, and before the law; freedom of thought, expression, belief, faith, worship, vocation, association and action, subject to law and public morality’ and to provide adequate safeguards ‘for minorities, backward and tribal areas, and depressed and other backward classes’. The foundation for such resolve of the Constituent Assembly was laid down, much earlier in 1928, by a committee under the Chairmanship of Shri Moti Lal Nehru, appointed at an all-party conference held in Bombay in May, 1928.

Pandit Nehru in his inaugural address as the President of India National Congress at Lucknow session in 1936 further elaborated the point as under:“I am convinced that the only key to the solution of world’s problems and of India’s problems lies in socialism. Socialism is, however, something even more than an economic doctrine; it is a philosophy of life.

I see no way of ending the poverty, the vast unemployment, the degradation and the subjection of the Indian people except through socialism.”

In the Indian scenario, it was Mahatma Gandhi who set the goal to wipe every tear from every eye. Gandhiji held that freedom is a mockery so long as men starved, were naked and pined away in voiceless anguish.

Gandhiji’s fight for emancipation of Harijans will always be reckoned as the most glorious aspect of his fight for human rights and dignity. Apart from socialism as envisioned by Mahatma Gandhi and Pandit Jawahar Lal Nehru, the founding fathers of the Constitution enshrined Democracy as one of the inalienable basic features of the

Constitution of India. Democracy has been best defined by Abraham Lincoln as ‘Government of the people, for the people and by the people’. Democracy is thus the real empowerment of the people – both powerful as well as powerless.

In order that even the so-called powerless, who have been suffering for ages due to economic backwardness or social exploitation, untouchability and other evils which have plagued the Indian society on the grounds of caste, creed, race, religion, etc., are ensured justice and equality as enshrined in the preamble to the Constitution, the Constitution makers took the most historic step by providing in the Constitution, in Article 326, for ‘universal adult suffrage’ for choosing their representatives to the House of the People and State Legislative Assemblies. It was truly an historic decision and real empowerment of the powerless. By this decision, the Constitution also gave equal rights to women in the matter of their democratic rights, whereas, even in the West, the women were still struggling for such equality in the matter of their right to franchise. The most notable feature in this truly historic decision was the fact that an overwhelming majority, nearly 84%, of the people in India at the time of the adoption of the Constitution in 1950 were still illiterate, and mostly living in villages, and had not yet tasted the fruits of scientific and technological advancement. Quite paradoxically, in the present day political scenario, the socially backward and economically weak are looked upon as powerless and seen as ‘vote banks’. But the mere fact that they are rewarded by the political parties as vote banks shows their real strength to turn the fortunes of many a stalwarts. All political parties try to woo them in their favour by various sorts of inducements in the form of new employment guarantee schemes, housing projects, financial subsidy and other grants and concessions. The too frequent elections in recent times at various levels – parliamentary, state, local – have in fact proved to be a boon for them, as that has brought the power seekers to their doorsteps.

Another significant step taken by the Constitution makers in ensuring equality of opportunity, was the provision in the Constitution, in Article 325, that there shall be one general electoral roll for all electors of a constituency and no person shall be ineligible for inclusion in any such roll or claim to be included in any special electoral roll for any constituency on grounds only of religion, race, caste, sex or any of them. But, at the same, the founding fathers of the Constitution were also not oblivious of the facts that some down trodden sections of the Indian society, that is to say, Scheduled Castes and Scheduled Tribes, needed special protection and impetus for the amelioration of their social status and dignity. This was the motivating force for reservation of seats for the Scheduled Castes and the Scheduled Tribes in proportion to their population, in the House of the People and State Legislative Assemblies. By the 73rd and 74th Amendments to the Constitution in 1992, even women have been given

exclusive seats to the extent of 1/3rd of the seats in Municipal Corporations, Municipalities and Panchayats. A similar reservation for women in Parliament and State Legislatures is also being considered, and being agitated for, but an amicable formula for such reservation has so far eluded a consensus among the political parties and parliamentarians.

In order to ensure that the potent weapon or power given to the powerless under the Constitution in the form of their voting right at elections to Parliament and State Legislatures does not remain a mere paper provision, the Constitution has entrusted the duty of ensuring free and fair elections to the Election Commission of India. It is a permanent constitutional authority, insulated from the executive interference, so that it discharges its sacred constitutional responsibility of conducting free and fair elections, which is so vital for the democracy to flourish and deepen its roots. And the Election Commission, on its part, can take due credit and pride in the fact that it has faithfully discharged its sacred constitutional responsibility and fulfilled the aspirations of the teeming millions of the country. The results of the fourteen general elections to the House of the People and more than 300 general elections held to the State Legislative Assemblies have evidently demonstrated, not only the successful accomplishment of the task assigned to the Commission by the Constitution, but also the judicious way the so-called powerless people of the country have exercised their power of vote, showing their political maturity. Even the sitting Prime Minister of the country, and many a sitting Chief Ministers of the States, have suffered defeats and seen the fall of the mighty at the hands of these ‘Powerless’ people of the country when they used their real power of ballot in the not too distant past. On the other hand, the rise of the poor – humble sons of the soil, local school teachers and others lowly placed in the social order – to the highest elective offices in the country bears ample testimony to the power of ballot in the hands of the so-called powerless. The Election Commission does everything within its powers and in its allotted domain to ensure that the power of vote to the powerless is exercised by them according to their own free will and judgement. · By a constant and close watch on the preparation and revision of electoral rolls, every precaution is taken by the Commission to ensure that all eligible adult Indian citizens are brought on the electoral rolls and no eligible elector, particularly those belonging to weaker sections of the society, are excluded from the electoral rolls by any manipulations by the so-called powerful or political bigwigs. · As a safeguard against any attempt to deprive the weaker sections of the society of their right to vote, the Election Commission has launched the scheme of Electoral Photo Identity Cards (EPICs), at the State cost, in all States and Union Territories and each elector is now allowed to vote only after his identity is properly checked and established

by means of these EPICs or any other alternative documents specified by the Commission. · The preparation of Photo Electoral Rolls containing the photos of the electors alongwith their other particulars is the next step in this direction. · Polling stations are provided as near as possible, normally within a walking distance of not more than 2 Kms, to the hamlets, locality or villages of the weaker sections, so that they may not have to traverse long distances to go to their polling stations on the day of poll. In one case in Kerala, the Commission has provided a polling station in a remote area for just one elector, and in a few other far-flung places in the North-East, polling stations have been provided for just one family of four or five electors. · In order that the electors of weaker sections are not prevented by use of muscle power by intimidation, coercion or physical violence from exercising their vote according to their free will and choice, the Commission deploys adequate police forces – particularly the Central Para Military Forces – in the areas inhabited by them – not only on static duty at polling stations but also for area domination and patrolling duties to instil a feeling of confidence and assurance in their minds. · Observers are appointed by the Commission in each constituency to keep a close watch on the use of money power in poll expenses, so that the candidates even with moderate means can contest elections on a reasonably level playing field. · The introduction of Electronic Voting Machines is another significant step taken by the Commission to make the voting right of the poor and illiterate more effective. These machines have made the recording of votes by them not only simpler but also error free, whereby each vote cast by them is duly recorded for the candidate of their choice and no vote goes waste, unlike in the past, by indistinct voting mark. · Facilities are being provided in the voting machines to enable the visually impaired electors to vote by use of Braille; ramps are being provided at polling stations and, as far as practicable, all polling stations are being brought down to the ground level of the buildings housing the polling stations, to enable the physically handicapped electors to enter their polling stations. · Awareness campaigns are being arranged and undertaken by the Commission to educate the electors, particularly those belonging to weaker sections of the society, about their rights, particularly the right to vote, under the Constitution. · As part of electors’ right to information, all candidates are now required to disclose their criminal antecedents, if any, assets and liabilities and their educational qualifications, so that the electors can make an informed choice in the matter of exercise of their potent power of vote in their hands. In nutshell, the Election Commission is not sparing any effort to see and ensure that the ‘Power of the Powerless’, that is to say, the right to vote, is made more powerful, effective and meaningful.

Vishal who has also cleared all the tests is waiting for an appointment letter from the BSF. He says the young men in border village are passionate about joining the forces. Another youth expressed similar sentiments. He says the youth from villages have the required physique and toughness to clear physical fitness tests. He said he has learnt discipline from the army and they are great source of inspiration for serving the nation . He too has cleared all other tests and would be appearing for a written test to join

the Border Roads Organisation, BRO. Rakesh Kumar took admission in BA this year. He has benefitted a lot, he says from magazines and books on general knowledge and the employments news provided at the YEGN centre. He also takes computer classes provided by YEGN in the evening after college hours. Rakesh Kumar like many youth in the area wants to join army.

Besides over sixty youth recruited in army, navy and other para military forces, many young men and women have acquired skills to enable them to start their own work. Many more have cleared the tests and are hopeful of being recruited soon.

Teachers and students too are benefitting from the YEGN initiative. Vishal Sharma from Government High school Khairi village is a teacher. Although an MSc, he had absolutely no knowledge of computers. He underwent training by YEGN in Basics. He says the army provided the school with computers and then trained the teachers in using computers for about a month. They were guided about how they can make use of the computers to educate students and about related software. This is not all. In order to instill confidence in the youth, matches in different games including football, basketball etc, are also organized besides competitions in debates, essay writing and other academics and holding youth festivals to tap their talent.

"Clinicians may be advised to provide information that reduces a patient's expectation about the strength of forthcoming pain prior to an injection," Hofle noted.

She further stated that, "because viewing a needle prick leads to enhanced pain perception as well as to enhanced autonomic nervous system activity, we've provided empirical evidence in favour of the common advice not to look at the needle prick when receiving an injection."

Their research has been published in the May issue of Pain.

Good cholesterol may not cut heart attack risk A new study has challenged a tenet of modern medicine that raising a person's HDL - the so-called 'good cholesterol' will necessarily lower the risk of a heart attack.

The new research underscores the value of using genetic approaches to test biological hypotheses about human disease prior to developing specific drugs.

A team led by researchers from the Broad Institute and Massachusetts General Hospital (MGH) explored naturally occurring genetic variations in humans to test the connection between HDL levels and heart attack.

By studying the genes of roughly 170,000 individuals, the team discovered that, when examined together, the 15 HDL-raising variants they tested do not reduce the risk of heart attack.

"It''s been assumed that if a patient, or group of patients, did something to cause their HDL levels to go up, then you can safely assume that their risk of heart attack will go down," said senior author Sekar Kathiresan, director of preventive cardiology at MGH, associate professor of medicine at Harvard Medical School, and an associate member of the Broad Institute.

"This work fundamentally questions that."

Each of the variants Kathiresan and his colleagues studied reflects potentially distinct ways the body might raise HDL. The findings raise significant questions about whether developing drugs against the genes explored in this study, which involves an international team of investigators to bring together patient samples, will prove effective in lowering heart attack risk across the population.

"Our study highlights the value of human genetic information in understanding disease biology prior to developing and testing drugs in the clinic," said co-author David Altshuler, director of the Program in Medical and Population Genetics at the Broad Institute and a Harvard Medical School professor at MGH. "This kind of research is not about personalized prediction rather, it''s about testing mechanisms and therapeutic hypotheses before drug discovery."

In the blood, cholesterol is carried by particles called lipoproteins, which come in different sizes and densities. These include HDL, or high-density lipoprotein, and LDL, or low-density lipoprotein.

There is a well-studied connection between elevated LDL, often called the "bad cholesterol," and heart attack. Decades of research, including studies of genetic disorders in humans and the discovery of the LDL receptor and its role in cholesterol regulation, paved the way for the development of life-saving drugs known as statins.

This work showed beyond any reasonable doubt that many different methods of reducing a person''s LDL levels lower the risk of heart disease.

To investigate, Kathiresan teamed up with colleagues from MGH, the Broad Institute, and beyond, including Voight and cofirst author Gina Peloso. Together, the researchers looked to the human genome for help.

Individuals typically carry two copies of each gene in the genome; which copy a child will inherit from each parent is essentially a random decision, like flipping a coin.

This phenomenon, sometimes called "Mendelian randomization," provides a powerful means of testing connections between genes, biomarkers, and disease - similar to the way that randomized controlled clinical trials can evaluate the effectiveness of new drugs.

In the most conclusive evidence till date, a study published in British medical journal Lancet on Wednesday says radiation exposure received from two to three CT scans of the head in childhood (aged under 15 years) — giving a cumulative dose of around 60 milli-Grays (mGy) can triple the risk of later developing brain cancer.

On the other hand, around 5 to 10 such scans (cumulative dose around 50 mGy) could triple the risk of developing leukemia.

The authors from the Newcastle University studied around 180,000 patients who underwent a CT scan between 1985 and 2002 from 70% of the UK's hospitals.

These data were then linked to cancer incidence and mortality reports in the UK National Health Service Registry between 1985 and 2008.

From this, they calculated excess incidence of leukemia and brain tumours. The dose of radiation received by the brain and bone marrow varied by age and body part scanned. A total of 74 from 178,604 patients were diagnosed with leukemia and 135 of 176,587 were diagnosed with brain cancer.

The authors say that, of every 10,000 people between the ages of 0-20 years receiving 10 mGy from a CT scan, there would be about one expected excess leukemia case, whereas there were would be one excess case of brain cancer for every 30,000 people. Applying the dose estimates for one head CT scan before the age of 10 years, this would translate into approximately one excess case of leukaemia and one excess brain tumour per 10,000 patients in the decade after the first exposure

Hope for arthritis treatment Doctors at Southampton General Hospital are extracting stem cells from the bone marrow of patients in need of hip repair due to osteonecrosis - a condition where poor blood supply causes significant bone damage leading to severe arthritis.

These cells are mixed with cleaned, crushed bone from another patient who has had their own hip replaced and used to fill the hole made by surgeons after dead and damaged tissue has been removed from the joint, according to the newspaper.

Protesters step up attacks on houses of Congress leaders in Seemandhra Agencies HYDERABAD: Angry Seemandhra protesters stepped up their attacks on the residences and other establishments of Congress ministers, MPs and MLAs on Monday. The ruling party leaders are already the target of the protesters for the last 65-odd days of the agitation launched to oppose the division of Andhra Pradesh. But despite the heavy police presence outside their premises, the attackers came in huge numbers on Monday and sent across a clear message: ‘Quit your posts or else face the brunt of the people’s fury.’

In Visakhapatnam, a group of protesters led by YSR Congress activists tried to storm into the camp office of union minister D Purandeswari. On not being allowed in, some activists tried to jump over the barricades upon which the cops resorted to lathicharge. The same protesters earlier tried to barge into the residence of state minister Ganta Srinivasa Rao but were chased away by lathicharging policemen. In the meantime, students staged separate protests outside the residences of minister Ganta and Congress MLAs M Vijayaprasad and Vijayakumar in the port city.

In Kakinada, YSR Congress activists staged a dharna outside Union minister Pallam Raju’s residence and demanded his resignation. Cops had to resort to lathicharge to scatter away the protesters. Outside Ran-

The surface-to-surface missile was test-fired from a mobile launcher in salvo mode from launch complex-3 of the Integrated Test Range at about 9.14am, defence sources said.

“The missile was randomly chosen from the production stock and the total launch activities were carried out by the specially formed SFC and monitored by the scientists of DRDO as part of practice drill,” the sources said.

“The missile trajectory will be tracked by the DRDO radars, electro-optical tracking systems and telemetry stations located along the coast of Odisha,” they said.

“The downrange teams onboard the ship deployed near the designated impact point in the Bay of Bengal will monitor the terminal events and splashdown,” they said.Inducted into India’s Strategic Forces Command in 2003, the Prithvi II missile, the first missile to be developed by DRDO under India’s prestigious IGMDP (Integrated Guided Missile Development Program) is now a proven technology, said a defence source.“The launch was part of a regular training exercise of SFC and was monitored by DRDO scientists,” the source said.

Police registered two complaints — one against Asaram and another against Narayan Sai — of rape, sexual assault, illegal confinement and other charges.

The complaint against Narayan Sai was registered at Jhangirpura Police Station in Surat, while the one against his father Asaram was transferred to Ahmedabad as the alleged incident happened there. The elder sister in her complaint accused Asaram of repeated sexual assault between 1997 and 2006, during the time she had been living in his ashram on the outskirts of Ahmedabad city. The younger sister filed a complaint against Asaram’s son, accusing him of repeated sexual assault between 2002 and 2005 when she was living in their Surat ashram.

Four Naxals arrested in Chhattisgarh Four Naxalites were arrested on Monday during a search operation in Maoist-hit Kanker district of Chhattisgarh, police said.

The employees of the state power generation, transmission and distribution companies began an indefinite strike on Sunday, which badly affected the power generation and supply situation in the two regions and also Hyderabad.

The strike has forced cancellation of several train services and also the ongoing ‘Brahmotsavams’ at Tirumala hills, the abode of Lord Venkateswara at Tirupati.

According to Power System Operation Corporation of PowerGrid figures, as many as three transmission lines of 400 kv and another two lines of 400/220 kv were tripped due to the agitations in Seemandhra region.

The figures suggested that only 2,990 MW thermal power was produced as against the installed capacity of 6,090 MW yesterday. Similarly, power from the hydel generation stood at 1,694 MW against the installed capacity of 3,937 MW. Several gas-based power plants are also not functioning due to gas shortage problems.

Senior electricity officials in Hyderabad would hold talks with the leaders of the striking employees today to resolve the issue.

Meanwhile, protests continued across the two regions by pro-united Andhra em-

NEW DELHI: Pavitra Bhardwaj (40), who tried to commit suicide by setting herself on fire in front of Delhi Secretariat, succumbed to her injuries on Monday morning.

Pavitra, who was dismissed from the position of laboratory attendant at BR Ambedkar College in 2012, had alleged repeated sexual harassment by college principal, GK Arora.

Prior to her dismissal Bhardwaj had repeatedly filed sexual harassment complaints against the college principal in 2009.

However, the apex committee of the university ruled in favour of Arora.

Her death prompted protests by teachers and students of the college who demanded that the college principal should step down until a probe is on in this case.

The demonstrators also accused Delhi Police of shoddy investigation in the case, claiming that no action has been taken against the principal and another employee of the college whom she had named in her suicide note.

The woman was sacked from the college two years ago. Police had filed a case of suicide in this case. “We are waiting the postmortem report in the case. Meanwhile, we are questioning the principal and other people in the case,” said deputy commissioner of police (Central) Alok Kumar.

The hearing to decide on the composition of the inquiry panel is scheduled for Tuesday, but it was reported the court had recommended that former High Court judge Mukul Mudgal head it.A bench of Justices AK Patnaik and JS Kehar also proposed the names of senior advocate and additional solicitor general N Nageshwar Rao and Assam Cricket Association member Nilay Dutta to be part of the panel.

The bench said that the panel would conduct an independent inquiry into the allegations and submit its report to the Supreme Court.

Cricket Association of Bihar (CAB) secretary Aditya Verma, who had filed the petition against the BCCI and Srinivasan, said he would request that the Supreme Court monitor the working of the inquiry panel. “We will be satisfied if this probe panel investigation is conducted directly

under the supervision of the honourable Supreme Court,” he said.

The court also heard on Monday a plea from the BCCI to allow Srinivasan to resume functioning as president because it said his absence was

affecting cricket administration. The court said it would consider the request if Srinivasan stayed away from all matters concerning the IPL.Srinivasan had been allowed to contest

Having begun his coaching term in February, Vaas, said the bowlers coming through had a long way to go before they can compete at an international standard.

“They don’t know how to plan their future,” Vaas said of Sri Lanka’s young bowlers. “Those days when we bowled at the nets we learned something from each net session. We asked the batsman if there was anything wrong with our bowling or if we had made any mistakes, in order to improve our skills.

“But nowadays fast bowlers don’t ask such questions. Either they are afraid to ask, or they are soft or their thinking pattern is different.

So we have to keep telling them all the time what to do. It will take a long time for them to learn, but the only way to do it is by pushing them because they are not pushing themselves

on their own.”Vaas had also worked with the
