Only the state assembly can.” Chief Minister also stated that the presence of troops in valley will re-

More than 60 persons killed in a wave of car bombs across Iraq Tehran, Jun 8: In Iraq, more than 60 people were killed following a series of car bomb blasts targeting mostly Shi’ite districts across Baghdad. In all, a dozen blasts rocked the Iraqi capital last night. The deadliest attack took place in the Bayaa neighbourhood, where a car bomb killed 23 people. Most of those perished in the attack were youngsters playing billiards. No group has claimed responsibility for the attacks, but the security agencies have pointed out that the attacks bore the hallmark of Al Qaeda affiliate, the Islamic State of Iraq which has carried out similar attacks in the past. In another development, jihadist fighters stormed Anbar University in Ramadi and detained dozens of students in the dormitory there. According to police, the militants from Islamic State of Iraq and the Levant entered the university from the nearby Al-Tasha area, killing guards and blowing up the bridge leading to its main gate. Parts of Ramadi, the capital of restive Anbar province, have been in the hands of Islamic extremists and other anti-government militants for months. See Iraq on pg 07

Kamal, who is also the younger brother of NC president Dr Farooq Abdullah also reacted sharply to the statements made by the state Congress chief Saifud-din Soz and former Chief minister Ghulam Nabi Azad wherein the Soz had castigated NC- stating that Congress paid price for the mistakes committed by NC and Azad maintained that Congress had a healthy coalition with both PDP and NC in the past.

Hitting back at the state Congress, Kamal said that it was the alliance with the Congress due to which NC witnessed the worst ever debacle in LS polls. He maintained that the state Congress has become the ‘department’ instead of the party wherein vested interests have damaged the very vitals. Kamal also castigated Azad over his remark of the ‘healthy relation’ with PDP- accusing Azad of being the ‘opportunist’. “There are power hungry people in the state Congress. Encounter an encounter. Two militants were killed in the ensuing encounter. The slain militants were identified as L-e-T Divisional Commander Bilal Ahmad Bhat @ Bilal Lelhari of Lelhar Pulwama and Mudasir Ahmad Sheikh of Kirkipora Pulwama. Bilal Lelhari was involved in killing of Dr. Jalal and his two police guards in an attack at Pampore on 18th July last year, besides, in the killing of 2 Army jawans and snatching of AK rifle at Kadalbal. Bilal was also involved in the attack on Army convoy near Silver Star and was also involved in the conspiracy of Hyderpora attack on Army. Arms and ammunition has been recovered from the encounter site.

Ties the External Affairs Ministry Gautam Bambawale said possibility of investment by Chinese firms in diverse areas were discussed in the meeting. He said Swaraj talked about investment by Chinese firms through industrial parks. Asked whether India’s ballooning trade deficit with China was raised by Swaraj, Bambawale only said both the leaders agreed to expand economic ties. China is India’s biggest trading partner with two-way trade standing close to USD 65 billion, according to official figure but trade deficit in favour of China continued to mount at about USD 40 billion. The bilateral trade also declined by 1.5 per cent, registering a downward trend for the second consecutive year in 2013. India has consistently been raising the issue of increasing trade deficit and seeking greater market access in China to bridge the gap. India has been maintaining that one way to reduce the imbalance is to open up Chinese markets to IT-enabled services, cotton textiles and home furnishings and also in pharmaceuticals. The MEA Spokesperson said Wang told Swaraj that China welcomes India’s development and was ready to engage with the new government.

President Vice President Mukhtar Abbas Naqvi will initiate the discussion in Rajya Sabha, party General Secretary Rajiv Pratap Rudy will do so in the Lok Sabha.

Cabinet proposed a bigger reshuffle to over haul the state administration. We want every senior civil and police official should be touched in the proposed reshuffle”. Claiming that the defeat of the coalition candidates is rooted in the failure at the grass roots but not the working of civil and police administration the Congress minister said ‘a bigger reshuffle with an agenda on overhauling the state administration won’t go against the individual or collective interests of the coalition. This would surely have a impact on reviving the cadres of both National Conference and Congress at the grass roots”. Interestingly the agenda for transfers and postings of some senior civil and police officers was put on hold last week when some differences were reported to have surfaced between the Congress and National Conference. Sources privy to developments on administrative reshuffle say that National Conference is reluctant to touch some officers tending to be loyal to them but administratively work under the command and control of Congress ministers. It is in place to mention here that resentment against the appointment of a blue eyed backdoor entrant on the top position of Managing Director in SIDCO over and above his seniors has brewed up resentment against the political and bureaucratic top brass. Though Financial Commissioner Industries and Commerce Khursheed Ganaie has said that the appointment of the said officer as MD SIDCO is a temporary arrangement but the appointment has shaken the working of the prestigious Public Sector Undertaking SIDCO. Interestingly the portfolio of Industries and Commerce is held by National Conference in the Omar Abdullah headed coalition ministry. Meanwhile, National Conference (NC) senior leader and cabinet minister Ali Mohammad Sagar while commenting over the reports told KNS that no such proposal is in the agenda of the next cabinet meet scheduled to be held by the next week. Sagar maintained that the proposal for the transfers in the state administration is yet not on cards and that if any such decision is to be taken; the same shall be threadbare discussed within the cabinet meet only. Iraq Meanwhile, the death toll in the clashes between Iraqi security forces and militants in Mosul since Friday morning has gone up to 59. These include 21 policemen and 38 militants as the heavy fighting in the northern city entered its second day. The violence came a day after militants launched a major attack on the city of Samarra, north of Baghdad. Iraq has been facing a series of violent clashes amidst growing sectarian divide at a time when a new government is yet to be formed more than six weeks after the parliament elections. According to UN estimates, more than 900 people were killed last month.

Omar as long as the international situation remains the same.” While expressing his worry that the special assistance programmes of the Manmohan regime would be withdrawn during the tenure of the new government at New Delhi, Omar however maintained that Modi he has been elected by the people

Zabarwan Times and it is in the fitness of things that he does business with him. Terming Modi –Sharief meet during former’s oath ceremony on May 26 at New Delhi a ‘good sign’, Omar stated that it is the people of Jammu and Kashmir who suffer the most when there is hostility with Pakistan just as they have the most to gain if relations improve. When asked about the timing of the statement when the repealing of Article 370 was revealed and was that just an intemperate statement by an MP-minister or a considered salvo?, Omar stated that Dr Jitendra Singh has not retracted his statement and has only distanced the PM from it. “I don’t know. Perhaps the MP never imagined he’d be a minister in the PMO. He may have got carried away. But he has not retracted his statement, only distanced the PM from it. I think there is something more to it. They say they have opened talks with stakeholders. We are one of the stakeholders, but no one has spoken to us.” (KNS)

NC recent pre-poll alliance with the Congress, NC’s additional general secretary maintained that when he spoke against it, he suffered at the party level but the truth came to fore and Congress again betrayed NC as the party has done in the past. “They (Congress) were the leeches on our bodies. They are the group of betrayers and the history again repeated itself when the Congress became instrumental in registering defeat of NC in valley.” Kamal however maintained that he is hopeful that Indian National Congress (INC) will again manage a comeback at the national level. “Only one thing that INC needs to do is to rein the state Congress. It has really turned incorrigible and if the same continues, the party will continue to suffer.”

Portest team from Pampore headed by Station House Officer (SHO) Raja Tasleem reached the spot and contacted Tehsildar Pampore, DC Pulwama, Fire Service department and Municipal Committee and assured people of Saffron Town that the problems related to this stadium will be solved in just a couple of days. CAIRO – Egypt's former army chief Abdel-Fattah el-Sissi was sworn in Sunday as president for a fouryear term, assuming the highest office of a deeply polarized nation roiled by deadly unrest and an economic crisis since its Arab Spring uprising in 2011. El-Sissi's inauguration came less than a year after he ousted the country's first freely elected president, Islamist Mohammed Morsi, following days of mass protests demanding he step down. While praised by many in a wave of nationalist fervor following the July 3 overthrow, el-Sissi's rise to power coincided with the detention of thousands and the killing of hundreds of Morsi supporters. Now, the retired field marshal faces the daunting tasks of reviving Egypt's stagnant economy, fighting Islamic extremists and cementing his rule after years of turmoil in the Arab world's most populous country. "The presidency of Egypt is a great honor and a huge responsibility," el-Sissi told local and foreign dignitaries gathered at an opulent Cairo palace hours after his swearing-in ceremony. Under his rule, he said, Egypt will work for regional security and stability. He also called on Egyptians to build a more stable future after three turbulent years, asking them to work hard so that their rights and freedoms could grow. "It is time for us to build a future that is more stable and pen a new reality for the future of this nation," he said. Hard work, something that he has repeatedly called for in recent weeks, will allow Egyptians to "pay attention to rights and freedoms (to) deepen and develop them," he said. "Let us differ for the sake of our nation and not over it; let us do that as part of a unifying national march in which every party listens to the other objectively and

El-Sissi, 59, earlier took the oath of office before the Supreme Constitutional Court at the tribunal's Nileside headquarters in a suburb south of Cairo, the same venue where Morsi, now on trial for charges that carry the death penalty, was sworn in two years ago. The building, designed to look like an ancient Egyptian temple, is a short distance away from a military hospital where longtime ruler Hosni Mubarak, toppled by the 2011 uprising, is being held. Forced out of office after 29 years in power, Mubarak was convicted last month on graft charges and sentenced to three years in prison. He is also being retried over the killing of protesters during the 18-day revolt. Sunday was declared a national holiday for el-Sissi's inauguration and police and troops deployed throughout Cairo. The entire Cabinet, as well as el-Sissi's wife and children, attended the swearing-in ceremony. Outgoing interim president Adly Mansour, installed by el-Sissi after the overthrow, will return to his post as the chief justice of the Supreme Constitutional Court. El-Sissi is Egypt's eighth president since the overthrow of the monarchy in 1953, the year after a military coup. With the exception of Morsi and two civilians who served in an interim capacity, all of Egypt's presidents have come from the armed forces. A 21-gun salute greeted el-Sissi as he arrived at the Ittiahdiya presidential palace in Cairo's upscale district of Heliopolis after being sworn in. He welcomed dozens of local and foreign dignitaries, including the kings of Jordan and Bahrain, the emir of Kuwait and the crown princes of Saudi Arabia and Abu Dhabi, the largest and wealthiest of the seven sheikdoms that make up the United Arab Emirates.
