SP College Hostel hub of drug addiction Srinagar, November 08: One of the oldest colleges of Kashmir Valley has become the hub of drug addiction. Reliable sources told CNS that College authorities seized banned drugs from the Boys hostel in Sri Pratap (SP) college that was used by the students staying in the hostel. Reports said that the boy’s hostel in S.P.College is without warden from past many months due to which students residing in hostel find it easy to leave and enter the hostel anytime. Principal S.P.College, Dr Muhammad Yasin Shah told CNS that only one student was found using drugs and he was sent to his home. “One of the students from Abhama Shopian had left the hostel after 4 in the evening and it was found he had either taken drugs or was drunk. We called his parents and sent him to his home,” Shah said. The Principal further said that they have appointed a Warden on temporary basis, however, most of the students told CNS that the Warden in-charge never stays in the hostel during night.

Operation on to track down 40 militants in Lolab forests An operation by army to track down at least 40 militants has been going on in many forests of this Lolab area in North Kashmir’s Kupwara district for more than one month, official sources said Friday. They said that troops of 18 RR, 28 RR, 31 RR and 9 PARA intensified their combing operations in most of the forest areas of Lolab sector which include Donwari, Dorosawani, Dardpora, Gagle, Varnow, Gundmancher and Surigam. “Since last 15 days army is continuously conducting late evening searches in the upper belt of our village and its adjoining areas”, Ghulam Qadir Bhat, a local resident of Gundmancher told Global . DC Kulgam reviews progress under district plan, flagship schemes Kulgam, November 08: Deputy Commissioner, Kulgam, Jahangir Mir today convened a meeting of sectoral officers to review the progress of physical and financial achievements registered under different plan schemes. It was given out in the meeting that out of Rs. 42 crore released under the district plan Rs. 25 crore have been spent in different sectors by October end which accounts for 59 percent of the total budget released during the current financial year so far. Project “Access to Justice- NE and J&K” launched in State Jammu, November 08: Joint Secretary, Department of Justice Government of India Mr. Parveen Garg today launched the project “Access to JusticeNE and J&K” in the J&K State. The project has been approved by the Standing Finance Committee Government of India, a plan under the 12th Five Year Plan for the period of five years (2012-17). The project is being implemented in the eight states of North East region and Jammu & Kashmir State in consultation with respective State Legal Services Authorities with the project cost of Rs. 30 crore. The objectives of the project are to sensitize the marginalized and underprivileged sections of society particularly women, children, Scheduled Castes and Tribal Communities about their legal rights by organizing awareness camps, adding that it would improve the knowledge of people about their right and their access to legal services. It also focuses on supporting justice delivery systems in improving their capacities to serve the people and in empowering the ordinary
people to demand improved services and to access their rights and entitlements. Moreover, the project would also support innovative activities to enhance legal awareness of the underprivileged populations and their ability to seek justice. As many as six Focused Group Discussions (FGD) would be conducted in each State covering 6 blocks in the 3 selected districts. The number of participants would be 30-35 persons with proportionate representation from both the genders. The Legal Aid employees would impart training to the individuals of NGOs who would be engaged for assessment study to identify gaps in the legal empowerment of people. he visit of Rahul Gandhi to J&K state has on one side made it clear that National Conference and Congress continue to be on logger heads and don’t want to spare any chance to expose each other’s weaknesses, criticize and even abuse each other and on the other hand the two are compelled to go and fight next assembly elections together. Though the differences on the implementation of 73rd amendment still persist and National Conference has its reservations but compulsions are compulsions and they have to go with what they call “ Gandhi nali kay kieday”(insects of dirty drains). It has been the history of both these parties that they can go for any coalition and partnerships with their worst enemies if their political motives and interests are well served and protected. The differences on the Jammu incident where a panch raised his voice against what he said the non implementation of the panchayat raj in reality reached to their climax in Pulwama where Omar Abdullah tried to pass on the blame to panthers party for creating unruly scene but Rahul Gandhi expressed his displeasure on the implementation of panchayat raj and said that his party will see to it that it is really implemented in letter and spirit and block and district level councils are formed. This is not the first time that the two parties differ with each other, there have been worst occasions and unparliamentary language has been used against each other as both have stooped so low that even a common man got ashamed of their behaviour. As both of them are now on a very weak turf due to the ground gained by PDP and the Modi factor which has infused a new spirit in BJP, hence they have no alternative but to tolerate each other and fight the political battle together. It remains to be seen how long this marriage of convenience will lost but one thing is clear that if BJP comes to power in the centre the marriage will break down unceremoniously. Perhaps that will be a big jolt for both of them as the people in general are going away from these two parties due to their non performance at the state level and also at the centre level.

Enhancing Milk Production Through National Dairy Plan
airy sector in India has acquired substantial growth momentum from 9th Plan onwards, producing 121.8 million tonne milk. Per capita availability of milk reached 269 grams per day. This has not only placed the country on top of milk producing countries in the world, but also demonstrated sustained growth in the availability of milk and milk products for the burgeoning population. Demand for milk is increasing rapidly in the country. This is primarily due to increasing population and growing incomes accruing from the multitude of central schemes launched for livelihood and employment generation. If we go by the emerging trend, the demand for milk is likely to be about 155 million tonnes by the end of 12th Five year Plan (2016-17) and in the range of 200-210 million tonnes in 2021-22. Annual average increase in the production of milk over the last 10 years has been around 3.5 million tonnes per annum whereas there is a need to reach an average of 6 million tonnes per year over the next 12 years to meet the ever increasing demand. Dairying has become an important secondary source of income for millions of rural families and has assumed a very important role in providing employment and income generating opportunities. Milk production and marketing system in India is unique. Most of the milk is produced by small, marginal farmers and landless labourers. About 7 crore rural households are engaged in milk production, the majority being small and marginal farmers and landless. About 1.45 crore farmers have been brought under the ambit of 1.45 lakh village level dairy corporative societies. As dairy cooperatives ensure inclusiveness for small holders, especially women, it is desirable that they retain the present 50% share of the marketable surplus handled by the organised sector. National Dairy Plan-I The Government has launched an ambitious programme for increasing the productivity of milch animals and thereby increasing the availability of milk in the country. The National Dairy Plan is a Central Sector Scheme. The outlay of the first phase of the project, for 2012-17,
is estimated to be about Rs 2,242 crore. Out of total project outlay, Rs. 1584 crore will come from International Development Agency (IDA) as credit, Rs. 176 crore as Central Government’s share, Rs. 282 crore as share of implementing agencies and Rs. 200 crore from NDDB and its subsidiaries for providing technical and implementation support to the project. Rs. 715 crore of the National Dairy Plan funds will be spent on breed improvement and Rs. 425 crore

Objectives This scheme is aimed at meeting the projected demand of 150 million tonne in next five years by productivity enhancement, strengthening and expanding village level infrastructure for milk procurement and provide producers with greater access to markets. The objective of the NDP is to help increase productivity of milch animals and thereby milk production to meet the rapidly growing
credit from IDA which along with share of Government will flow from the Department of Animal Husbandry, Dairying and Fisheries to NDDB and in turn to eligible EIAs. EIAs comprise State Government, State Livestock Boards, State Cooperative Dairy Federations, District Cooperative Milk Producers Unions, subsidiaries of statutory bodies, ICAR institutes, and veterinary/dairy institutes and universities and any other entity decided by the National Steering Committee to be set up under the National Dairy Plan. The EIAs will be eligible for funding under various
components based on eligibility criteria which will comprise geographical, technical, and financial and governance parameters. Pattern of funding under the scheme will be 100% grant-in-aid for nutrition and breeding activities. Focus States The NDP-I is to be implemented in States where the respective Governments commit to undertake the necessary regulatory, policy support to prepare an environment for successful implementation of the scheme. The focus of the scheme will be on the areas with higher potential in 14 major milk producing states, namely Andhra Pradesh, Bihar, Gujarat, Haryana, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal. These states contribute to 90% of milk production in the country. However, in terms of benefits the coverage of the scheme will be countrywide. Strengthening Village-Based Milk Procurement Systems Village-based procurement system will be expanded by strengthening existing co-operatives and facilitating the setting up of producer companies or newgeneration co-operatives. About 13 lakh milk producers in 23,800 additional villages are expected to be covered. Alongside, capacity building, training and education programmes will get due prominence to promote technologies and improved practices at the village level. Benefits In terms of overall benefits, the NDP will put in place a scientific and systematic process which is expected to take the country on the path to improving the breed of milk producing animals in a consistent and continuous manner. It will make prudent use of country’s resources, lead to reduction in methane emissions, improve the quality of milk being marketed, help strengthen regulatory and policy measures to provide an enabling environment for future growth of dairy sector and contribute to improving the livelihoods of small milk producers who form the backbone of India’s milk production system.

The successful IT enablement of a state power utility will make it an integral part of the energy audit and accounting systems. This will enable utilities to clearly account for all energy flows, enabling them to learn where losses are taking place. Also, it will help in quantifying the type of losses that are taking place. Currently, it has become a practice to put losses due to theft or otherwise into the un-metered segment, which is almost like a residual account and for which nobody is accountable. With information technology, every feeder and every transformer can be metered, enabling one to compile exact figures for every unit transmitted and distributed through a particular point.

New Delhi, November 8: The Government said Friday it will appeal the Guwahati High Court judgment holding the setting up of Central Bureau of Investigation (CBI) as unconstitutional. ”...The DoPT intends to file an appeal. So an appeal will be filed against the order (in the Supreme Court),” law minister Kapil Sibal told reporters here. The Department of Personnel & Training (DoPT) is the administrative ministry for the CBI. Sibal said the DoPT has discussed the issue with him and it was decided to file an appeal. Earlier in the day, Minister of State for Personnel V Narayanasamy met Prime Minister Manmohan Singh apparently to discuss the fallout of the verdict.”The judgment is patently wrong. It is bound to be set aside. We are certainly going to challenge it and the appeal is likely to be filed in the Supreme Court latest by Monday,” Additional Solicitor General P P Malhotra had told PTI. He had appeared before the high court in the case. On Wednesday, the Gauhati High Court had struck down the 1963 resolution signed by a secretary to the Government of India through which the CBI was set up, and held all its actions as “unconstitutional”. The judgment, by a division bench of justices I A Ansari and Indira Shah, came on a writ petition filed by one Navendra Kumar challenging an order by a single judge of the High Court in 2007 on the resolution through which CBI was set up. SHANGHAI: Top Indian shuttler Saina Nehwal has been seeded sixth at the $350,000 China Open Super Series Premier to be held at the Yuan Shen Gymnasium here from Nov 12-17. Saina is the only Indian who is seeded at the Tier-II tournament. Other Indian shuttlers who will participate in the event are Arundhati Pantawane in women's singles and Parupalli Kashyap and Ajay Jayaram in men's singles. Others will try to qualify for the main draw.
