Srinagar, Oct 8 : Despite the tall claims of the government that various steps have been taken to streamline traffic in Srinagar, the city witness massive traffic jams every day leaving thousands of people stuck for hours. However Traffic policemen, blame the narrow roads and increasing strength of vehicles for frequent jams. “It has become a routine affair with traffic police department which is least bothered to solve the problem. Traffic cops should take corrective measures to tackle the rush but they could be spotted watching on a roadside corner instead of streamlining it,” said Kursheed Ahmad a resident of Rajbagh to KNS. During morning hours people who come from various area towards civil lines face immense problems .Traffic official who was on duty in Batmallo said that corrective measures are underway to streamline traffic on busy roads. However he blames the narrow roads and increasing strength of vehicles for frequent jams. Meanwhile on Tuesday the areas which remained badly affected by traffic congestion include Lal chock, Batmallo Qamerwari, Bemina and other parts of the city. “Encroachment venders have multiplied the problems of pedestrians including those who are doing their business on the main roads without any interference from police officials. Traffic jams on the main roads force buses and mini buses to take other routes which further aggravate the situation,” Ali Mohmad of Sonwar told KNS. Javid Ahmad of Hyderpora Srinagar told KNS that the city of Srinagar has become a deathtrap. Though installation of traffic lights at some important junctions helped in regulating the traffic but traffic department has failed to control this mess.
VoK arrests Pathwari Srinagar, Oct 8: Vigilance Organsiation Kashmir today claimed to have caught, Patwari Halqa Karewa Damander Tehsil Chadoora while demanding and accepting bribe from the complainant. The statement issued to KNS mentions that Fayaz Ahmad Ganie lodged a written complaint with Vigilance Organsiation Kashmir alleging therein that Patwari Halqa Karewa Damander Tehsil Chadoora is demanding an amount of Rs 2500/- as illegal gratification for the making the entries in the revenue records. On the basis of said complaint, case FIR No.19/2013 U/S 5(2) P.C.Act 2006, r/w 161 RPC P/S VOK was registered and investigation taken up. Senior Congress leader and minister for medical education Taj Mohi-u-Din today asked protesting employees to shun path of agitation and resume their duties immediately. He said the cases registered against employees and their leaders can be withdrawn only by Cabinet and the cabinet Sub Committee cannot help them out. Talking to KNS, Taj said: “The decision to invoke Essential Services Maintenance Act (ESMA) against protesting employees has been taken by the Cabinet after considering all the facts, High and Supreme Court rulings. Now the Cabinet sub-committee or for that matter
the honourable Chief Minister cannot withdraw these cases. Only Cabinet can undo its decision,” Taj informed. He said the Coalition government has always been in favour of negotiations with employees to address their demands which have almost been fulfilled by the present dispensation. “I completely endorse finance minister Abdul Rahim Rather’s detailed statement which he gave on the floor of Assembly. We have agreed to almost all demands of the employees but they have no adopted a rigid stand. They want the government to take a decision on enhancement of retirement age in hurry which cannot be done unless all the stake holders are taken on board,” Taj who is in the Cabinet sub-committee dealing with employees told KNS.
The Minister medical education opined that the employees should call of their strike and join their duties without any delay. When asked how can the employees and their leaders join their duties when they have been put behind bars, the minister said: “Let rest of the employees join their duties. To my knowledge there are many places where the attendance of employees is thin and they are still on protest. How can we tolerate sufferings of people who have elected us to address their problems,” he added. The spurious drug issue continues to haunt the people of Jammu and Kashmir as doctors in many areas of the State prescribe the sub-standard drugs despite mass resentment by the civil society and Doctors Association over the issue. Highly placed sources told KNS that many doctors particularly the consultants, registrars, postgraduates and house surgeon in different government hospitals across
the valley are prescribing drugs from the substandard companies. “The names of these pharmaceutical companies don’t even exist in the list of reputed companies that produce quality medicines,” sources revealed. Government hospitals had become a source of huge revenue generation for these lesser known companies and doctors who had amassed crores of rupees. Referring to a written reply to one of his stared questions on the subject, Tarigami said that in last two years a total of 30562 out of 71605 vacancies in
various departments have been referred to recruiting agencies. “What is more ironical is that out of these 30562 posts vacancies referred to recruitment agencies, the government has made 663 selections for Gazetted posts, 7998 selections have been made for non-Gazetted posts and 1404 selections have been made for class-IV posts. The Secretary J&K State Academy of Art, Culture and Languages, Khalid Bashir Ahmad presented detailed account of the activities undertaken by the Academy since June 2012 to promote various disciplines and upgrade the functional status of various units of the Academy. He said that foundation of Rs. 72 crore Tehzeeb Mehal has already been laid; digitalization of manuscripts, paintings, miniatures, calligraphy specimen, photographs to electronically preserve these for posterity has been completed under the directions of the Chief Minister. He thanked Omar Abdullah for approving digitalization of reference books and directing for release of funds for the same. He also mentioned the issuance of 12 page multi-colour News-letter by the Academy exclusively dedicated to art, culture and literary activities. He said six issues of the said News-letter ‘Saqafat’ have so far been issued. He also mentioned the Chief Minister’s approval for creation of Corps Fund for welfare of the artists and writers and thanked the Chief Minister for same. Khalid Bashir also briefed the meeting about the activities undertaken by the Academy for promotion of languages, art, culture, publications and gave details of the activities undertaken in these and other fields during the last year. The Bar Association also denounces the shifting of detenues and undertrial prisoners in jails outside the state when a number of jails in Kashmir valley itself have been made functional. The Bar Association has decided to bring these matters to the notice of the High Court in the pending Public Interest Litigation and seek redressal of the grievances of the detenues and under trial prisoners accordingly,” the statement reads.

In its reply, the government said ‘the process of filling up of over 70,000 vacancies has been set into motion on fast track basis and the recruitment process is under way for selection of the vacancies in various cadres, viz Gazetted, non-Gazetted and class-IV. The referral, advertisement, short-listing interviews for these vacancies is presently going on and the process is being followed vigorously.” Replying to the other part of the question which had sought reasons for delay in filling up of 43,000 identified vacancies of casual labourers, daily rated workers in various departments in the state despite repeated assurances in the respect during the last three years, the government said: “The government has approved the engagement of 43000 causal, seasonal labourers in seven departments vide government order number 105-PD of 2010 dated 25-10-2010. However, no engagements in this regard have been made so far as the required operational modalities for these engagements are yet to be finalized by the concerned departments.’ Taking strong exception to this inordinate delay, the CPI (M) MLA has said on one side the rate of unemployed youth is increasing day-by-day and on the other hand the government’s lax attitude is brewing a perception among people that recruitment drive has been deferred to meet partisan political interests in view of the coming assembly elections. “The government must expedite the whole process of recruitment so that the unemployed youth get benefited. Authorities must also clear the doubts in the minds of people that this delaying tactics adopted in recruitment is to benefit blue-eyed people in lieu of electoral favours. This is a dangerous tendency which should be addressed in the larger interest of an army of unemployed youth of the state,” the CPI (M) leader added.

The protestors were carrying banners, placards and shouting slogans demanding regularization of
their services as Class III and Class IV employees with immediate increase in their honorarium to Rs. 5000 and Rs 4000 per month respectively. 130 projects costing 804.16 cr approved for the State under IWMP: Sagar SRINAGAR OCTOBER 08: 130 projects covering 364 Micro water sheds catering to 5.36 lac hectors have been approved by government of India with a total cost of Rs. 804.16 crore for three batches starting from 2011-12 for the State of Jammu and Kashmir under Integrated Water Management Programme. (IWMP). The information was given in a review meeting of the IWMP convened under the Chairmanship of Minister for Rural Development and Panchayati Raj, Mr. Ali Mohammad Sagar here today. Commissioner, Secretary, Rural Development Departrment, Mr. Farooq Peer, CEO, IWMP, Dr.Ghulam Hassan Shah, State level Technical Experts, Project Managers and other senior officers were present. The Minister directed the officers to speed up the implementation of the programme which has a huge potential of ensuring the conservation of Water, besides undertaking other related activities. He said that the officers should
maintain a close liaison with each other so that the pace of implementation of the scheme is speeded up. Mr. Sagar also asked the officers to identify certain thrust areas wherein the pace of the scheme can be monitored effectively. He said that regular review meetings should also be conducted which would go a long way in getting the required feedback from the ground level regarding the status of implementation as well as the impact of the scheme. The Minister also directed for the preparation of regular DPRs so that the effective implementation of the programme can be ensured. He said that we have to ensure that the funds earmarked for the different projects catering to wide areas of activities are effectively utilized The meeting was informed that the State level nodal agency of IWMP has taken up 488 entry points out of which 116 have been completed. Sagar makes statement on Rajouri incident in LA Srinagar, October 08: Minister for Rural Development, Mr. Ali Mohammad Sagar today informed the House that on 4th October 2013, at around 2130 hours, District President BJYM, Rajouri, along with his 12-15 associates, went to Shakha Ground located in Nabana Mohalla, Rajouri to make preparations for celebration of their festival in the said ground. Reportedly, there are two parking slots in the Nabana Mohalla and way to these parking slots passes through Shakha Ground. He said two youth of one community were on way to the parking slots which had got blocked due to the dumping of material by the youth of other community. On this, some verbal duel took place between the youths of two communities, which was followed by a scuffle which resulted in injury to the two youth of one community. The exact cause of the incident is being investigated. The Minister said that immediately after getting the news of scuffle, the District Police rushed to the spot, separated the two rival groups thereby not allowing the violence to escalate further. Police registered case FIR No. 521/2013 u/s 307,452,323, 34 RPC at Police Station, Rajouri into the incident. He said that District Administration took immediate measures and deployed adequate police personnel in the town and also blocked the lanes. The members of one community have demanded action against members of the other community otherwise they would resort to bandh in the town. Elaborate security arrangements have been made to thwart any designs to disturb the peace. All out efforts are being made to maintain calm and peace in the district. Work on 37.5 MW Parnai HEP to be expedited: Vikar Srinagar, October 08: Minister of State for Power, Mr. Vikar Rasool in reply to a question jointly raised by Mr. Yash Paul Sharma and Dr. Shehnaz Ganai in the Legislative Council informed that the execution of 37.5 Parnai HEP in EPC mode is being expedited. The Minister informed that the EPC cost of the project is Rs 474.32 crore and the completion cost is Rs 640.41 crore, adding that an amount of Rs. 35 crore has been expended up to March 2013 on account of land acquisition, pre-construction works and salaries and the project is targeted for completion in 4 years after accord of award. Mr. Vikar informed that there is no project by the name of Kalana on river Mandi in District Poonch. He said that work on 12.5 MW Mandi SHP project is in progress and is expected to be commissioned by 2016. Another Forgotten Lake

ike all other lakes in the valley, there is one more lake called Anchar which is breathing its last, due to negligence of government and the people living around this vital lake. Once upon a time, this lake had abundance of crystal clear water flowing from Dal Lake. Tourists would visit this water body in large numbers and enjoy its Shikara and boat rides. Even the houseboats were used and the tourist would spend nights whether in summer, autumn or winter. But unfortunately, the pristine glory of this lake has been lost due to greed and ignorance of the people who do not realize the importance of water bodies and pollute it for their own conveniences without realizing that they are axing their future with their own hands. Encroachment by the surrounding natives is continuing without any check by government agencies. Presently this lake is under the authority of Srinagar Municipal Corporation which is too overburdened to look after this important water body. The whole lake is covered with weeds and shores with willows whose shades are so dense that the sunlight cannot pass through it which will eventually end up in the extinction of flora and fauna in the lake. The most painful part of this dying lake is the flow of waste of SKIMSwhether solid or liquid, into this water body. Though SKIMS has its own waste disposal mechanism but still the liquid waste directly goes into this lake as a result of which the inhabitants cannot properly breathe due to foul smell. Moreover part of Sindh river water enters this lake with tons of silt. The shores have been converted into land and are being used by locals for cultivating vegetables and other crash crops. The sewage of the new human settlement colonies is directly pouring into this lake and making the water of the lake highly polluted. In order to save this lake from dying its cleanliness and dredging is the first and foremost need. The land grabbers should be dealt with iron fist. The inflow of the waste should be immediately stopped by constructing planned sewerage network otherwise slowly and gradually all the water bodies in Kashmir valley will die its own death including this lake.

Corruption- A well organised crime

ndia is the largest democracy where Government is run by the people through the elected representatives for the welfare of the common people. These elected representatives drive power from the people when they choose them during elections and after the elections Government is formed to rule rather serve the masses. In a way these representatives are supposed to be public servants who are meant to serve the people but in reality scenario changes the moment these representatives occupy their berth in the cabinet or in other statutory bodies. There after menace of corruption takes birth. The literal meaning of corruption can be defined as misuse of entrusted power for private gains instead of public interest thereby hurting the trust and sentiments of the people who entrust power to them through elections. With the criminalization in politics, the corruption is now deep rooted in our system which is called democratic system, a socialistic system where the welfare of the common people is the top priority of the government but on the contrary it is observed that private gains get priority over the social welfare schemes. The public representatives all over the nation become busy in minting money through fraudulent means by cheating and underhand dealings. Unfortunately Jammu & Kashmir is also in the same race. The recent survey has labelled it the second most corrupt state in the country. Here corruption is deep rooted in our system to the extent that nothing can
proceed further unless and until some weight in kind or cash is put on the files. The word “Chai Paani” is so common and so prevalent that one does not hesitate for it whether you go to any office for a small job or even for shopping the sales man will ask you for Chai Paani not like other places where shopkeepers will offer the customers with tea or cold drink whether you make some purchases or not. Here we too find it an easy solace in corruption. Pay some money and get the job done

Heart weeps on the media reports on corruption where politicians bureaucrats, professionals and business tycoons are deeply involved in malpractices to grab public money. Even the educational institutions have found many ways to extract money from parents in the shape of capitation fee, building fee and
what not. The parents have no other option except to bow down before the unending demands of these institutions. This ongoing practice of corruption has resulted in moral degradation in the society. The recent remark of the Ex. Army General V. K Singh that army has been sending money to Jammu & Kashmir for buying peace has sparked off controversy in the political and social circles. But it is a fact that whatever money is being sent by central government remains unmonitored. The funds are diverted and there is no check on this practice. The turmoil during last 20 years has given rise to many immoral practices. Violence has made people less sensitive to public issues. The rule of gun ruined our long cherished values and left us at a cross road from where all roads lead to bleak future for the coming generation. The job opportunities have shrunk. Youths are not able to get jobs of their satisfaction which incites them to adopt immoral activities. They are caught in the net of drug peddling or drug addiction. The affluent class or those who can meet the demands of the people at the helm of affairs get government jobs and rest of the meritorious poor youths keep on suffering. Our private sector is also in shambles. It cannot accommodate the unemployed youth. Our pursuit for glamorous life, show-off mentality, the realistic approach and envious nature is adding fuel to the fire of corruption. Corrupt practices have to be put at halt by making stringent laws and executing them in letter and spirit otherwise the social structure of our society will crumble down abruptly.
NEEPCO: The Dominant Power Producer in the North East T
he North Eastern Electric Power Corporation (NEEPCO) was incorporated on 2nd April 1976 as a wholly owned Government enterprise under the Ministry of Power to plan, promote, investigate, survey, design, construct, generate, operate and maintain both hydro and thermal power stations for the development of power potential in the North Eastern Region (NER). The authoris ed share capital of the Corporation is Rs. 5000 crore. The Corporation currently meets 56% of the energy generated by the NER. NEEPCO, a schedule-A, Mini Ratna Category-I Government Enterprise, today operates five hydro and two thermal power stations spread over the North Eastern Region of India with a total installed capacity of 1130 MW, comprising of 755 MW in hydro sector and 375 MW in thermal sector (gas based). Besides, NEEPCO is in the process of adding another 922 MW of installed capacity within the 12th plan period, thereby increasing its’ total installed capacity to 2052 MW. NEEPCO has also drawn up plans to add several hydro power projects in the coming years, including the ambitious 3750 MW Siang Upper Stage-II HEP in the State of Arunachal Pradesh. Two more projects viz, Siang Upper HEP Stage-I (6000 MW) and Kurung HEP (330 MW) are in the pipeline. In addition to seven power stations under operation (1130 MW), NEEPCO is presently engaged in the construction of five projects (922 MW). Another ten projects of 6110 MW are in the pre-construction stage. NEEPCO is currently generating about 755 MW of power from its hydro power projects which includes Kopili Hydro Electric Project in Assam (150 MW), Kopili Power Station, Stage I Extension, Assam (100 MW), Kopili Power Station, Stage II Extension, Assam (25 MW), Doyand Hydro Electric plant in Nagaland (75 MW) and Ranganadi Hydro Electric Plant in Arunachal Pradesh (405 MW). In the thermal sector, NEEPCO is generating around 375 MW of power from Assam Gas Based Power plant, Assam (201 MW) and Agartala Gas Turbine Plant, Tripura (84 MW). The average Plant Availability Factor (PAF) of the hydro power stations has been 77% and for thermal power stations average PAF was 76% during the year 2012-13. NEEPCO has also undertaken some projects which are under construction. These include
Kameng HE Project, Arunachal Pradesh (600 MW), Pare HE Project, Arunachal Pradesh (110 MW) and Tuirial HE Project, Mizoram (60 MW). Thermal based Tripura Gas Based Power Project, Tripura (101 MW) and Agartala Gas Turbine Combined Cycle extension Project, Tripura (51 MW) may be able to meet the target of generating power commercially by May 2014 and December 2014 respectively. NEEPCO has taken several steps for the speedy execution of the projects. Modern Project Management software “Primavera” is used for project planning, scheduling and monitoring by NEEPCO. NEEPCO also appoints Retainer Consultants & Panel of Experts (POE) from time to time to advise and suggest measures for addressing various technical issues to ensure timely completion of the Projects. NEEPCO also issues notice to non-performing contractors in terms of the contract agreements. In the recent years, NEEPCO has diversified its activities and has taken several initiatives for the development of Renewable Energy Projects. In this regard, an Expression of Interest (EOI) inviting request for Proposal (RFP) for short listing of agencies for implementation of Renewable Energy Projects (solar & wind) of at least 10 MW capacity and above in joint venture with NEEPCO was floated on 15.05 2013. Seven parties participated in the bidding process and bids were opened on 28th June’13 and evaluation is in progress. NEEPCO has also initiated preparation of DPR for assessment of wind potential in the vicinity of the Kopili Hydro Electric Project in Assam. The expected installed capacity of this wind farm is 2 MW. Work order to carry out detailed investigation has been placed with Centre for Wind Energy Technology (CWET), Chennai. While the site for the proposed project has been identified, the process of carrying out detailed investigation works are in progress. With regard to solar power projects, NEEPCO has finalised DPR for the Grid Interactive Solar Power Plant at TGBP Site, Tripura. The project is scheduled for completion within 12 months from the date of reward. NEEPCO has acquired the expertise for planning and executing both hydro and thermal power projects. With the support of its highly qualified an d experienced professionals in design and engineering, NEEPCO is well poised to provide consultancy
services to the public as well as private sectors in both hydro and thermal power projects from conceptualization to commissioning and maintenance. NEEPCO has already prepared 18 PFRs of hydro projects in the states of Arunachal Pradesh and Nagaland under the Prime Minister’s 50,000 MW hydro initiatives. Further, NEEPCO has expressed its interest to take up consultancy work to prepare PFRs of hydro power projects to the State Government of Meghalaya. In fulfilling its CSR commitments, NEEPCO has adopted the structured schemes in line with DPE guidelines on CSR activities and the focus is on rural India and backward districts of the hill states of North Eastern Region. It has also adopted three ITIs; two in Arunachal Pradesh and one in Assam. NEEPCO also provides medical equipments to medical colleges in the North Eastern region, holds free medical camps, funds scholarships to economically backward students in and around project areas. NEEPCO is in the process of adding 922 MW during the 12th Plan period, which sha ll enhance the installed capacity from 1130 MW to 2052 MW. So far as AT&C losses are concerned, NEEPCO is strengthening the intra-state transmission network in the entire North East to reduce AT&C losses. The total AT&C losses for the year 2010-11 for North-Eastern Region and Eastern region were 37.33% and 38.24% respectively as against that in respect of Northern Region, Southern Region and Western Region which were 28.91%, 19.26% and 24.44% respectively. Seeking to generate more power in the North-East and concentrating more on projects based on coal and gas, NEEPCO is harnessing coal and gas which is found in abundance in the region. Moreover, the recent permission by the Government to pay upfront premium to states has made it easier for procuring projects by NEEPCO. With the increasing power demand across the region, NEEPCO is enhancing generation capacity in all its existing thermal power plants by switching over to combine cycle from open cycle, which will also reduce pollution as well as wastage of energy. Resettlement and Rehabilitation (R&R) Plan forms a part of the Environmental Impact Assessment and Management Plan Reports (EIA and EMP) and is assessed and approved by the Expert
Appraisal Committee (EAC) of Ministry of Environment & Forests (MoEF) for according Environmental Clearance to the project. This R&R Plan for project affected families is implemented in association with the concerned State Government, representatives from project affected families and other stakeholders in the area. In the process, NEEPCO explores various viable alternatives and select the one causing least displacement or adverse impacts. Therefore, a detailed socio-economic survey is conducted before formulation of R&R Plan for the project affected families (PAFs) so as to assess the socioeconomic and socio-cultural set-up of the affected families and local people. Presently the net profit of the company is Rs 250 crore and in another three years it will be around Rs 800 crore. NEEPCO is harnessing coal and gas which is available in abundance in the North East for generating power and at the same time it will take up power projects in the state of Sikkim. With the strategic location of the North East, NEEPCO is playing a significant role in providing electricity to the region. The Government has constituted an Empowered Group of Ministers of DONER Ministry to review and expedite implementation of the infrastructure projects and other issues in the North Eastern states. It will also prepare a basin wise master plan for evacuating power of various projects in the region which is NEEPCO’s main concern. NEEPCO is also laying emphasis on afforestation while undertaking any project in the North East. In the process of expanding its sphere of operation, NEEPCO is also including the state of Sikkim in its scheme of work. Owing to stay order from courts and protests by local people, the Subansiri hydro power project on the Assam-Arunachal Pradesh border, has been stalled. NEEPCO has great potential since the North East lock combined with Nepal, Bhutan and Bangladesh has capacity to move 24 gigs of power from this region. NEEPCO is striving continuously to harness coal and gas to generate thermal power generation as it is available in abundance in the region. In spite of the inhospitable climatic conditions, remote location and inaccessibility of geographical locations, NEEPCO stands to play a significant role in the North East by utilising the available resources in the region for power generation.

"It is a very valid concern. These kinds of things have happened in our neighbourhood (Pakistan) and in last two years, there have been three such incidents there. We are very conscious of those things and all necessary steps have taken to protect our assets. "We are extremely vigilant," Browne told reporters at the air base here after the 81st IAF Day parade. Addressing the parade, he said the assets provided to the force were "expensive and scarce". "The safety and security of these is our prime responsibility. While ensuring their physical security, there is also an increasing need to ensure security of our communication and information networks," he said. Sharma was given as lesser sentence by the apex court as he did not have any criminal antecedents before the crime and the murder was committed because of strained personal relationship. While granting relief to Sharma, the bench noted mitigating factors like no family members of the victim deposed against him and he was very remorseful on the death of his wife and that he cannot be considered a threat to society. Sharma had murdered his wife Naina Sahni, cut her
body into pieces and burnt them in a clay oven of the then government-owned hotel Ashok Yatri Niwas. A bench headed by Chief Justice P Sathasivam allowed Sharma’s appeal challenging the order of trial court which had awarded him death sentence that was subsequently upheld by the Delhi High Court. The gruesome murder, which took place on the intervening night of July 2-3, 1995, shook the conscience of the nation. The bench said the imprisonment would be for the entire life, subject to remission which must be done by following proper procedure. In his plea, Sharma had contended that his conviction was entirely based on circumstantial evidence and thus death penalty cannot be awarded to him. Senior advocate Vikas Singh, appearing for controversial spiritual guru, submitted before the bench that media should be restrained from doing a trial otherwise he will not get a fair trial. "Media is convicting me prior to the trial and I will not get a fair trial," the counsel argued. He also urged the court to restrain media from carrying speculative reports about Asaram, his family and his ashrams in the wake of rape allegations against him. The counsel said that Asaram has no objection if media correctly reports the court proceedings, but it should be restrained from carrying speculative reports portraying his ashrams as some kind of brothels. He further said there were 10,000 boys and girls studying in his clients' ashrams and the media reports were adversely affecting them. Asaram, 72, was arrested in August on charges of sexually assaulting a minor girl and has been in prison at Jodhpur in Rajasthan since then.

The statement of a prosecution witness, Jay Narayan Prasad Verma, was recorded in the case pertaining to the alleged withdrawal of Rs. 39 crore from the Chaibasa Treasury in the 1990s by producing false bills. The special CBI court, headed by Sitaram Prasad, fixed November 18 as the next date for examination of the witness by the defence, Prasad’s counsel Prabhat Kumar said. Prasad, Sharma and Rana had appeared through video conferencing from jail before the special CBI court in a separate fodder scam case on Monday. The three accused would again appear in the case pertaining to fraudulent withdrawal of Rs. 97

"There is no plan under consideration to impose President's rule in Andhra Pradesh. There was no such discussion in today's Cabinet (meeting)," he told reporters. He was replying to a question whether the central government was considering the option of imposing central rule in the southern state which has been witnessing protests after the Union Cabinet's decision to bifurcate Andhra Pradesh. The home minister said the widespread agitation in Seemandhra was a matter of grave concern to the Central government. He said the government fully respects the sentiments of the people of the region on this sensitive issue.

Supreme Court allows N Srinivasan to take charge as BCCI chief Agencies New Delhi, October 08: The Supreme Court on Tuesday allowed N Srinivasan to take charge as the Board of Control for Cricket in India (BCCI) president and formed a fresh probe panel to investigate IPL 6 spot-fixing scandal. "Srinivasan can take over as BCCI president, but we have also formed a new probe panel to investigate the case," ruled AK Patnaik, one of the two judges who heard the case. The three-member probe panel will be headed by Mukul Mudgal, former chief justice of Punjab and Haryana high court. The court has asked the panel to submit the inquiry report within four months and directed the board not to influence or interfere in the enquiry. It is learnt that apex court has asked the BCCI chief to cooperate in the probe and should keep himself away from the probe. Apart from Mudgal, the other members of the three-member panel are senior advocate Niloy Dutta and additional solicitor general L Nageswara Rao. Srinivasan, 68, widely regarded
as the most powerful man in world cricket, had been barred by the court from taking charge since his election as the BCCI chief for a third year on

Not just with the leather and the willow that he is accustomed to, but more so in mentoring a squad that lacks experience at the highest level. If Australia's final training session at the Cricket Club of India's Brabourne Stadium before flying to Rajkot for Thursday's solitary Twenty20 international was an indication, Watson was ready for the challenge. The allrounder, who joined the squad on Monday evening following Rajasthan Royals' fruitful Champions League T20 campaign, appeared to be the sought-after senior during Australia's extensive practice session. Almost everyone returning from his stint in the nets was seen seeking tips from Watson. And it was perfectly understandable since Watson's wealth of experience of playing in India dates back to Australia's triumphant Champions Trophy campaign in 2006. Adam Voges,
who was among those who sought Watson's advice, admitted the latter would indeed wear the mentor's hat along with wicketkeeper Brad Haddin during the series. "Shane is a senior player along with Brad Haddin and these guys bring a wealth of experience, particularly here in India," Voges said.
