Act against involved officials of BOSE

Night temperature to fall in J&K Srinagar, November 09: With minimum temperatures already several notches below normal across Jammu and Kashmir, the weather office on Saturday forecast a further drop. Abdul Rashid Zargar, deputy director of the weather office here, told a news agency: "The minimum temperature was 2.4 degrees Celsius in Srinagar on Saturday. It was minus 3.8 in Gulmarg, minus 3.6 in Pahalgam, minus 4.0 in Kargil and minus 5.2 in Leh towns of Ladakh region." "The minimum temperature was 11.0 in Jammu Saturday. In Gulmarg, the minimum temperature was four degrees below normal, it was three degrees below normal in Pahalgam and four degrees below normal in Jammu." See Temperature on Pg. 11

Employees stage protest against ESMA Srinagar November 09: Hundreds of government employees today staged a protest demonstration at press enclave here to press for fulfillment of their pending demands, besides revocation of cases registered against employees and their leaders under Essential Services Maintenance Act (ESMA). The employees had assembled at press enclave since early in the morning from different districts of the Valley, raising slogans against the government for leaving their pending demands unfulfilled. Abdul Qayoom Wani, president Employees Joint Action Committee (EJAC) on this occasion addressed the protesting See Protest on Pg. 11

Mere inquiries won’t do, Mr. Education Minister From our special correspondent Srinagar, November 09: The announcement of inquiry in the maths paper of 12th class by Deputy CM which claimed the life of a promising student has once again exposed the non-seriousness of the authorities about the whole educational system and its falling standards. This announcement came after over three weeks when the out of syllabus maths paper stunned the students and they protested vehemently against it. The paper took the life of Irshad Ahmad Shah of Sehpora in Ganderbal who was so upset that he told his parents that he wants to end his life which he did by taking the extreme step of committing suicide. Soon after this incident the Secretary Board of School Education announced the constitution of an expert committee to look into the matter and report to the Board of School Education, a scandalous institution nick named as

‘Butcher of students and Education’. But the report has not seen the light of the day and now, the non-serious Education Minister has announced another eye wash in the shape of another inquiry. This all is being done to save the involved Board officials who have the dubious distinction of appearing themselves in the examinations on behalf of the wards of the ministers. Even that time an inquiry was ordered but nothing happened and no erring official of the Board was punished or penalized. If a student would have committed suicide in some other state, heads would have rolled and all top officials of the Board would have been thrown out within no time. We in this state could not expect that the Education Minister should have resigned but he should have at least suspended some top officials of the Board pending inquiry who were associated with the conduct of examinations. Now the fresh inquiry announced by the Dep-

Math paper fiasco height of insensitivity, irresponsibility: PDP Srinagar, November 09: Accusing the Omar Abdullah government of deliberately putting brakes on the career of students, Peoples Democratic Party (PDP) Saturday said the Common Entrance Test (CET) goof up earlier and now tortuous mathematics paper for class 12th students is enough to indicate about the intentions of the rulers who are hell bent to destroy our future generation. In a PDP statement issued to Kashmir News Service, while demanding immediate re-examinations of students who were provided out-of- syllabus

question paper in mathematics paper, the party Chief Spokesperson, Naeem Akhtar has said happening of such things time and again is unhealthy trend with all dangerous consequences. It shows the height of insensitivity and callousness of the authorities, who instead of learning from the past mistakes are restoring to it again. “10+2 is an important stage in students’ academic career; after they (students) go on to choose different career options. But by providing out-ofsyllabus question and knotty question paper is akin to stopping their future See PDP on Pg. 11

Rahul made everybody understand NOTA option ‘workers are our lifeline’: Taj gets mixed Srinagar November 09: Terming Rahul Gandhi Congress Vice President’s two-days visit to Jammu and Kashmir ‘successful’, Taj Mohi-u-Din, minister for medical education today said that a message from the Congress high command has been conveyed down the line to party cadres in the state that workers are lifeline of the party and any effort

to undermine their importance will not be tolerated in future.

Talking to Kashmir News Service, Taj said: “Rahul Ji met Congress ministers gave them suggestions, met and encouraged workers whom we consider as our lifeline. His visit is successful as the workers too have realized that they have a direct access to the party leadership in the state and at the Centre and their leadership stands by them in all odds and are See Taj on Pg. 11

uty Chief Minister has neither a head nor a tail. Nobody has been named as its head and nobody as a member. If such is the case then who will inquire and what kind of inquiry will be held? Infact the Board of School Education has become a den of corruption and malpractices and every organ of the Board is either totally handicapped because it is headless or lame of one or the other organ. The BOSE or Bucher of students and Education is itself headless after the earlier chairman involved in various omissions and commissions, including the manipulation of answer papers for the son of the then Education Minister was removed by the present Govt. But except his removal no action was taken against him or any other officer in that scandal which brought thousands of students on the streets protesting against the Board. One fails to understand as to why is BOSE still a headless Body, which deals with the future of thousands

of students. Does J&K face a talent crunch particularly in the field of education or is it being done deliberately so that junior officers are used by politicians as buffoons to get the jobs of their interest done by them. Like BoPEE, BOSE has adopted antistudent stance without caring as to what will be its impact on those students who toil for the whole year to earn some distinction so that they can achieve their goal and fulfill their aspirations. The Education Minister should be sensitive enough to this important aspect and should announce a time bound inquiry in the maths paper. It is strange that the civil society is silent on this and there has been no effort to persuade the matter and get a FIR registered against Board officials for abetment to murder. Meanwhile the sale of centres reportedly in almost 100 private schools in Srinagar is going unabated as VIP centres are set to facilitate all kinds

of copying facility to the wards of VIPs as is being done in several jails of the country for politicians. These centres are being sold by the corrupt Board officials to private schools against hefty amounts to accommodate VIP students. For example from Humhama to Rawalpora there are 10 Govt. Schools and only one of them is selected for examination centre while as 15 private schools have the centres in this area. It is being done in violations of rules. There is a rumour also that some VIP centres are locked from outside and the sons of VIPs are provided all copying facilities for 10th and 12th Class examinations. If Board is indulging in such tactics how come the student community and people expect it to be fair with the students. This all needs to be investigated and if found correct, the guilty should be punished. But has the govt. or the Education Minister, the guts to do it is a big question?

Peace pre-requisite to prosperity: Omar ‘Hundreds of works on ground speak for our performance’ Jammu, November 09: Underlining peace and tranquility pre-requisite for development, Chief Minister Omar Abdullah Saturday said that the launch, construction and commissioning of hundreds of development projects during the tenure of present coalition dispensation, largely owe its existence to the peaceful situation and brotherhood prevailing in the State. He said common masses were main contributors in this regard as such deserve all credit. “Despite attempts on peace and amity, the people of the State in general helped the government in nipping the evil in the bud and restoring normality”, he said and mentioned the disturbances during the militancy in the State putting all spheres of development at halt and economy in shambles. “Whenever there is security and law and order challenge the government’s attention on

development gets shifted to providing security to the people and controlling the situations. This gives jolt the process of development”, he said and asked the people to be committed to peace and brotherhood so that prosperity ruled the roost in the State. Addressing a big public gathering at Kunjwani near here after laying foundation of Rs. 50 crore Maternity Hospital at Gandhi Nagar, inaugurating Rs. 26 crore Shastri Nagar 33/11KV, 10 MVA Receiving Station and opening Rs. 19 crore

Satwari-Kunjwani 4-Lane Road Project, the Chief Minister said that the hundreds of schemes in various sectors of development including health, R&B, Water Supply, Power, Education, Agriculture and allied sectors during the last about 5 years in the State speak loud and clear for the performance of his government and its response to the public demands. “Some people for political reasons do not want to count the glaring achievements of his government and attempt to divert the attention of the

people from the gigantic development process taking place across the State. They still indulge in raising old and worn out slogans like discrimination”, he said and mentioned some over a dozen projects including Jammu flyover, artificial lake, 4th bridge over River Tawi, super specialty hospital, various grid and receiving stations besides water supply schemes launched and completed in Jammu city during the tenure of his government adding that for these projects the slogan See Omar on Pg. 11

advancements,” Akhtar said, according to the statement received by KNS. He said the rulers, by their own acts, have destroyed the state’s vital institutions, which is bound to further the disillusionment among the young generation. According to the statement received by Kashmir News Service, Akhter has said though there is need to investigate the matter by some independent agency but the foremost importance should be given to uplift the confidence of the students in the system, which can only be done by meeting their demands, he said and added: by refusing to conduct the fresh examination in the paper, the authorities are resorting to arrogance. The grave mistake has disturbed the innocent students both mentally as well as academically; Akhtar said and regretted that because of this serious negligence one student has taken his life by committing suicide.

Omar..........

raisers of discrimination were craving for such projects for a long time. Omar Abdullah said that he does not believe in propaganda because the work done on the ground itself speaks for its author. However, he said that his government’s report card would be made available to every citizen to judge the performance of his government. On power development, Omar Abdullah said that selfreliance in power generation is imperative for economic welfare and holistic development in a State like Jammu and Kashmir. He said during the past this sector did not receive the focused attention. He said from the Chief Ministership of Late Sheikh Mohammad Abdullah till the tenure of Ghulam Nabi Azad, the production of power in the State touched only 1200 to 1300 MWs annually and his government during the last three months has allotted power projects with a capacity of 1900 MWs. He said his government has also laid edifice to generate 9000 MWs within some 7-8 years so that Jammu and Kashmir will attain the cherished goal of self sufficiency in power generation. “This would not only help to provide 24x7 uncut power supply for domestic purpose but also for trade and industrial purposes. The Chief Minister announced launch of neurosurgery unit in Jammu Super Specialty Hospital to provide critical neurosurgery treatment to the patients there and relieve them from the burden of traveling outside the State for such treatment. The Chief Minister also announced construction of subways on the SatwariKunjwani road project for the benefit of pedestrian. He said the work on the construction of subways would start soon. The Chief Minister also said that the State Government has almost got cleared the Gandola project for Jammu from the Union Ministry of Environment. He said he has also discussed the importance of expansion of runways of Jammu Airport at the Union Government level to make it safe and secure and capable of receiving bigger aircrafts. He said the Government of India has recognized this importance and the project has been cleared for expansion and upgradation of runways. He said these projects would not only help to rope in more tourists to Jammu city but also give fillip to the economic activity. Minister for Medical Education, Taj Mohi-ud-Din, Minister for Horticulture, Raman Bhalla, Minister for R&B, Abdul Majid Wani, Minister of State for Health, Shabir Ahmad Khan, Parliament Member, Madan Lal Sharma, Legislators Prof. Chaman Lal Gupta, Devender Singh Rana, Bimla Luthra and Rani Bloeria were accompanying the Chief Minister. Minister for Horticulture, Raman Bhalla who also represents Gandhi Nagar Assembnly Constituency and Minster for R&B, Abdul Majid Wani also spoke to the public gathering on the occasion. They highlighted the achievements of the government and said that holistic and inclusive development of Jammu and Kashmir is the benchmark of governance of the government led by young and dynamic leader Omar Abdullah.

NOTA..........

(PDP) terms the NOTA option a ‘non-issue’ for Jammu and Kashmir. Talking to Kashmir News Service (KNS), the chief spokesman PDP Naeem Akhtar said that the party is more concerned about the ‘democratic deficit’ that is present in the state. Akhtar further stated that the option could be a good step for the places where democracy has already flourished. “Our main concern is the public opinion, the option can be welcomed in other states where the people have enjoyed democracy, in Jammu and Kashmir the process has been subverted from 1947.” Akhtar further stated that the democracy in the state is itself in the ‘infant stage ‘and that the party is more concerned for the conduction of ‘free and fair’ elections in the state. He said that the introduction of NOTA is not a ‘big’ issue for PDP. National Conference says that the party has not decided yet to have discussions over the issue and that the deliberations about the matter are expected to be initiated soon. Chief Minster’s Political Secretary Tanvir Sadiq when contacted by KNS said that the party has yet not given the final thought to the issue. “My opinion is that the decision will be passed by the state assembly and the cabinet and then only it can be implemented in the state.” With the congress leader and Cabinet Minter Taj Mohi-uddin apprehensive that the option could be ‘misused’ by the separatist elements in the state, he has said that the concerns have already been highlighted in the letter that has been sent to UPA Chairperson Sonia Gandhi. Mirwaiz Umar Forooq, the chairman of Hurriyat (M) has termed the option ‘interesting opportunity ’ for the profreedom camp of valley. He has said: “I think the Right to Reject merits a serious consideration. We need to deliberate on it. If people have the choice to reject contesting candidates, it gives the people of Kashmir a chance to tell the world where we stand.” Syed Ali Geelani’s Huriyat Conference said that the NOTA option would be a ‘good step’ for other places and that Kashmir has no relevance vis-à-vis this issue. “Kashmir is an International dispute, people should totally boycott the polls, no other option is acceptable,” said Huriyat G spokesman Ayaz Akbar. Pertinently, the EC has decided to introduce NOTA option in the upcoming Assembly polls in Madhya Pradesh, Chhattisgarh, Rajasthan, Delhi and Mizoram. While the voters of the five state will exercise

Daily their right to reject, experts feel the NOTA option has no electoral value, as the candidate who gathers the maximum number of votes will be declared winner, irrespective of the votes polled under NOTA.

Taj..........

always available to listen their woes.” Asked why Mr Gandhi stressed on incorporation of 73rd amendment in Jammu and Kashmir Panchayat Raj Act when the coordination committee of the coalition government has agreed in principle on the same, Taj said: “See, there is some confusion on this. Our PCC president Mr Saif-u-Din Soz who is also the chairman of the coordination committee of the coalition government in the state has already conveyed the agreement reached between the two parties Congress and NC to the party High Command in Delhi , general secretary of the party and the chief minister Omar Abdullah. It is only that Rahul Ji reiterated our party’s commitment on empowerment of Panchayat members and that is why he was stressing on the incorporation of 73rd amendment.” He said Congress never wants to infringe upon special status of Jammu and Kashmir as a notion is ‘wrongfully’ being given on the ground. What we want is to incorporate certain important and best provisions of 73rd amendment to Indian constitution be incorporated into our state Panchayat Act.” Taj also ridiculed the reports about communication gap between Pradesh Congress Committee and the Congress high command in Delhi saying that the party high command is in constant touch with every state unit including the JKPCC.

Bank..........

of the Bank stands at 0.19 percent, which is one of the best in the industry. The NPA Coverage ratio is 92.06 percent, again among the best in the industry. The Bank's operating profit witnessed a Year on Year (YoY) growth of 17.46 percent and reached to Rs 496.48 Cr from Rs 422.68 Cr. The Net Interest Margin (NIM) has appreciated to 4.33 percent from 3.94 percent recorded for the corresponding period of the previous year. The Earnings per Share jumped to Rs 62.43 which is up (YoY) by12.28 percent from Rs 55.60 recorded during the corresponding period of the previous year. The Return on Assets (RoA) has increased to 1.86 percent from1.79 percent as recorded for the corresponding period of the previous year. The Bank's net interest income increased by 23.36 percent (YOY) to Rs 681.82 Cr during the quarter from Rs 552.67 Cr earned during the corresponding period of the previous year. Commenting on the performance for the quarter, Mushtaq Ahmad, Chairman and CEO of Jammu & Kashmir Bank said, "Despite stressed economy, we feel confident by our H1 results. Going by the current industry scenario we have performed really well." “Our focus for the last two quarters has primarily been driven by twin objectives of sustaining growth and maintaining a quality asset book. So far, we have pulled it through. Notably, we have improved our NIM on account of better liability management”, he added. The bank, he said, shall continue to increase its priority sector lending in J&K which is mainstay of our local economy, so as to give boost to the agriculture and allied activities, craft economy, trade and industry within the state. “Meanwhile, we shall pace-up our efforts to tap every grower across the state under Apple Project, which also forms a part of our broader plan on financial inclusion. Going forward, the bank envisions tapping of almost all the apple growers across the valley which in financial terms would mean credit off-take of at least Rs 50006000 crores”, he said. About the bank’s expansion plan outside the state, he said, “This year, we have already opened 5 business units in Bangalore, Delhi and Hyderabad. We are prospectively looking at opening 15 more such units this fiscal in Maharashtra, Kerala, Karnataka and Delhi. And our corporate loan-book outside the state shall grow though on a very selective basis”, he added.

Temperature..........

"We are expecting the weather to remain dry during the next four days. This means the night temperature will continue to drop further." "A western disturbance is expected to arrive here on November 14-15, under whose influence there would be light rain and snowfall in the Valley." "The cloud cover accompanying the disturbance would raise the minimum temperatures from November 14 onwards across the state." Western disturbance is the name given to an extra-tropical storm in the Mediterranean Sea, which causes precipitation that is rain or snow in India, Pakistan, Nepal and Bangladesh. The prospect of a good rabi crop in the region depends largely on these disturbances.

Protest...........

employees reaffirming his stand that there will be no compromise on fulfillment of their pending demands. “We will never bow before the brute force of the administration and we condemn the state government’s policy of muzzling our peaceful voice and delaying fulfillment of our genuine demands.” He also ridiculed police action of sealing the entry and exit points of CAPD office-the venue that according to him was identified to hold a seminar. “We had planned to hold a seminar on the employees’ demands inside the CAPD (Consumer Affairs & Public Distribution) office in the city today. But the police sealed all entry and exit points at the proposed venue, forcing us to gather at the Press Enclave to hold this protest.” According to Kashmir News Service Correspondent, Wani said: “This protest is against the use of force by the state government against its employees. We demand withdrawal of Essential Services Maintenance Act (ESMA) and the government should revoke its order of no-work-no-pay without any delay.” He further demanded that implementation of the agreement, according to him already signed between the government and the employee leadership. Meanwhile, a huge number of employees had come from Kupwara led by Mir Fayaz, EJAC leader to

participate in today’s protest programme, said the KNS correspondent. After this protest demonstration was over, the police swung into action detaining dozens of employee leaders including Abdul Qayoom Wani and Mohammad Ashraf Bhat. According to Mir Fayaz, the police has lodged Wani, Bhat and other eight employee’ leaders in central jail Srinagar. State government employees have been demanding enhancement of retirement age from 58 to 60 years, removal of pay anomalies and regularization of daily wage and adhoc employees in the state.

Bollywood: Boon or bane for Kashmiri people Shooting for ‘Haider’ underway in Kashmir Srinagar, November 09: Scores of shopkeepers and Dal dwellers Saturday alleged that their movement was restricted by security personnel who were guarding the Bollywood Film crew shooting for their latest movie ‘Haider’ in Kashmir. According to reports, Bollywood Film crew including film actor Shahid Kapoor appeared in the interiors of Dal Lake and the crew was seen camping near Meena Bazar Aabikarpora in Dal Lake. Hundreds of security personnel cordoned off the area and allegedly restricted the movement of the people while shopkeepers were not allowed to open their shops. “Security personnel directed us to wait for the departure of Film Crew. First we were told that the shooting would be over after an hour but whole day we were made to wait and our movement was restricted,” one of the owners of a showroom Muhammad Amin told CNS. Shopkeepers and locals resented the shooting and staged a protest alleging that people are always made to suffer whenever shooting of any Bollywood movie take place in any part of K a s h m i r Va l l e y . Shopkeepers alleged that

they did not earn a penny for the whole day and were made hostage. One of the shopkeepers said that after shooting in Kashmir and making people suffer here, these Bollywood Directors mislead people and often depict Kashmir as Manali or Shimla. “We are not against Bollywood but the way they take shelter of security personnel and even did not allow people to gather around is surprising and painful. We are not terrorists that our movement is being restricted anytime and anywhere whenever Bollywood returns to Valley,” an elderly person told CNS. Video journalists alleged that security personnel guarding film crew did not permit him to shoot and checked his video t a p e t h o r o u g h l y. Pertinently, Film maker Vishal Bharadwaj is teamed up with the actor Shahid Kapoor for his latest directorial venture ‘Haider’ in Kashmir. While talking to CNS, one of the members of film crew said that this movie is about Kashmiri people. “We will not repeat what ‘Yeh Jawani hai Diwani’ team did but we have promised Chief Minister Omar Abdullah that we will give credit to Kashmir in the movie,” he said.

People of Kashmir failed to describe the ‘Azadi term’ Rahul Gandhi has his own approach: Padgoankar New Delhi, November 09: “People of Kashmir don’t know the specific meaning of Azadi. They raise this slogan without knowing what they want. About 700 odd delegations we met did not talk about freedom but wanted solution of Kashmir issue within the ambit of Indian Constitution. Political stalwarts and people of Kashmir should ask Government of India to implement major recommendations made by us,” this was stated by former interlocutor on Kashmir Dilip Padgoankar during a telephonic conversation with Srinagar based news agency CNS on Saturday. When asked why your team of interlocutors during their very second visit without assessing the situation claimed that solution of Kashmir lies within the ambit of Indian constitution, Padgoankar claimed that not a single person whom they met sought freedom from India and instead the 700 odd delegations they met reposed their faith in Indian democracy and wished that Kashmir issue should be resolved within the ambit of Indian constitution. While replying to a question that people in thousands gathered around the team of interlocutors in North and South Kashmir raising Azadi slogans, Padgoankar said that it’s true that people raised Azadi slogans but nobody was knowing the meaning of Azadi. “We asked people to be specific and describe the meaning of Azadi, but to our surprise they failed to

describe the meaning of Azadi. They did not want Azadi from India but wanted that their social and economic issues should be addressed,” he claimed. He however said that those want Azadi from India did not bother to meet the team. “If Hurriyat people want solution to Kashmir issue then they should sit across the table and resolve the issue. Unfortunately, they (separatists) harp on the resolution of Kashmir issue but never bother to sit across the table,” he said. Former Interlocutor told CNS that it would be better for Hurriyat leaders to hold dialogue with New Delhi. “The perception of Mirwaiz Umar Farooq about Rahul Gandhi’s visit to Kashmir may be based on his logic but I think Rahul has a different approach when it comes to Kashmir issue. Rahul believes in step by step approach and that’s why his visit lacked political punch,” Padgoankar said. He welcomed the recent statements of Mirwaiz about poll boycott and said that elections have no bearing on Kashmir issue. “Separatist leaders should realize that people cast their vote even after boycott call. Boycott call is not going to help them at all and they need to review their decision,” he said. When asked why their major recommendations were not implemented, Padgoankar said that political leader and people of Kashmir should ask Government of India to implement major recommendations made by them.

Declining saffron production

S

affron is one of the main crops of Kashmir valley which earns a lot of foreign exchange and is considered second best in the world after Spanish saffron. It has a good market in almost half of the world because it is used as a medicinal ingredient. Within the country saffron is used by Hindu community while performing their pooja and is considered a sacred commodity. It is unfortunate that the production of saffron is declining and the cultivators say that the trend is continuing unabated. The saffron growers are worried this year more than the past year as the flowering is very slow in all the carivas in Pulwama, Budgam and other areas under its cultivation. The slow flowering has caused the panic among the growers and they apprehend that the production will be reduced to 20% only. Though the government under saffron mission has provided new seeds and other technological help besides imparting of knowledge about modern techniques; still the production is going down every year. This decline has posed a question mark on the overall cultivation process and if the trend continues the growers may stop to cultivate the lands for this crop once for all. It is imperative for the government to look into the causes of fall in the production and consult the scientists and agriculturists for effective measures so that the decline is stopped and once again the saffron carivas are bloomed with abundant flowers of saffron crop. The government should also keep in mind that this year there was no problem of rainfall and no other causes like any diseases was reported from any area. If an expert committee is formed, it can go deep into the causes and save the farmers from suffering heavy losses. The government should also put a blanket ban on any construction work in the saffron land and should not allow the saffron growers to use this land for other purposes. Saffron is not only one of our measure crops but is also a crop which helps the state of Jammu and Kashmir to remain as one of the tourist attractions during the autumn season. The matter should be prioritized and serious steps should be initiated in this direction.

Development of Irrigation in India T

he history of development of irrigation in India can be traced back to prehistoric times. In an agrarian economy like India, irrigation has played a major role. Vedas and ancient Indian scriptures made references to wells, canals, tanks and dams which were beneficial to the community and for their efficient operation and maintenance the responsibility was of the State. Civilization flourished on the banks of rivers and the water was harnessed for sustenance of life. According to the ancient Indian writers, the digging of a tank or well was amongst the greatest of the meritorious acts of a man. Vishnu Purana enjoins merit to a person who effected repairs to wells, gardens and dams. The irrigation technologies during the Indus Valley Civilization were in the form of small and minor works, which were operated by households to irrigate small patches of land and did not require a collective effort. Nearly all the irrigation technologies prevalent then still exist in India with little technological change and are continued to be used by households in rural areas. The spread of agricultural settlements to less fertile area led to emergence of large irrigation works in the form of reservoirs and small canals. While the construction of small schemes was well within the capability of village communities, large irrigation works emerged only with the growth of states and empires. In south, perennial irrigation began with construction of the Grand Anicut by the Cholas as early as second century to provide water for irrigation from the Cauvery river. Wherever the topography and terrain permitted, it was an old practice in the region to impound the surface drainage water in tanks or reservoirs by throwing across an earthen dam with a weir, where necessary, to take off excess water, and a sluice at a suitable level to irrigate the land below. Some of the tanks got supplemental supply from stream and river channels. The entire land-scape in the central and southern India is studded with numerous irrigation tanks which have been traced back to many centuries before the beginning of the Christian era. In northern India too there are a number of small canals in the upper valleys of rivers which are very old.

N

Irrigation during Medieval India In medieval India, rapid advances took place in the construction of inundation canals. Water was blocked by constructing bunds across steams. This raised the water level and canals were constructed to take the water to the fields. Ghiyasuddin Tughluq (1220-1250) is credited to be the first ruler who encouraged digging canals. However, it is Firuz Tughlug (1351-86) who, inspired from central Asian experience, is considered to be the greatest canal builder before the nineteenth century. As agricultural development was the pillar of the economy, irrigation systems were paid special attention. Irrigation under British Rule Irrigation development during British

and canals. The recurrence of drought and famines during the second half of the nineteenth century necessitated the development of irrigation to give protection against the failure of crops and to reduce large scale expenditure on famine relief. Significant protective works constructed during the period were the Betwa Canal, the Nira Left Bank Canal, the Gokak Canal, the Khaswad Tank and the Rushikulya Canal. Between the two types of works, namely productive and protective, the former received greater attention. The gross area irrigated in India under British rule by public works at the close of the nineteenth century was about 7.5 m.ha. Of this, 4.5 m.ha. came from minor works, like tanks, inundation canals etc. The area irrigated

rule began with the renovation, improvement and extension of existing works. The Government also ventured into new projects, like the Upper Ganga Canal, the Upper Bari Doab Canal and Krishna and Godavari Delta Systems, which were all river-diversion works of considerable size. The period from 1836 to 1866 marked the development and completion of these four major works. In 1867, the Government adopted the practice of taking up works, which promised a minimum net return. Thereafter, a number of projects were taken up. These included major canal works like the Sirhind, the Lower Ganga, the Agra and the Mutha Canals, and the Periyar Dam

by protective works was only a little more than 0.12 m.ha At The Time Of Independence The net irrigated area in the Indian sub continent, comprising the British Provinces and Princely States, at the time of Independence was about 28.2 m.ha. The partition of the country, resulted in the apportionment of the irrigated area between the two countries; net irrigated area in India and Pakistan being 19.4 m.ha and 8.8 m.ha respectively. Major canal systems, including the Sutlej and Indus systems went to Pak. East Bengal, now B’desh, which comprises the fertile Ganga Brahmaputra delta region also went to Pak. The irrigation works which

remained with India, barring some of the old works in UP and in the deltas of the South, were mostly of protective nature, meant more to ward off famine than to produce significant yields. Irrigation Development Now At the central level the Union Ministry of Water Resources is responsible for development, conservation and management of water as a national resource, i.e., for policy on water resources development and for technical assistance to the states on irrigation, multipurpose projects, ground water exploration and exploitation, command area development, drainage, flood control, water logging, sea erosion problems, dam safety and hydraulic structures for navigation and hydropower. It also oversees the regulation and development of inter-State rivers. These functions are carried out through various Central Organisations. Urban water supply and sewage disposal is handled by the Ministry of Urban Development whereas Rural Water Supply comes under the purview of Department of Drinking Water under the Ministry of Rural Development. Hydro-electric power and thermal power is the responsibility of the Ministry of Power and pollution and environment control is that of the Ministry of Environment and Forests. Water being a State subject, the State Governments have primary responsibility for use and control of this resource. The administrative control and responsibility for development of water, rests with the various State Departments and Corporations.Major and medium irrigation is handled by the irrigation/water resources departments. Minor irrigation is looked after partly by water resources departments, minor irrigation corporations, Zilla Parishads/ Panchayats and by other departments such as Agriculture. Urban water supply is generally the responsibility of public health departments and panchayats take care of rural water supply. Government tubewells are constructed and managed by the irrigation/water resources department or by tube well corporations set up for the purpose. Hydro-power is the responsibility of the State Electricity Boards.

Small Wind Energy & Hybrid Systems Programme The aim of the programme is to develop technology and promote applications of water pumping windmills and aerogenerators/wind-solar hybrid systems useful for meeting water pumping and small power requirements in rural/semi urban/urban windy areas of the country. It also undertakes research & development for improvement of designs and efficiency of these systems. The users mainly involve individuals, farmers, NGOs, Central/State Government agencies, local bodies and Panchayats, Small Business Establishments, Banks, etc . Under the scheme, financial support is provided to the beneficiaries installing the aero-generators, wind-solar hybrid systems and water pumping wind mills. India can exploit the potential of micro-generation technologies and meet the energy needs under the distributed generation mode. An aero-generator is a small wind electric generator having a capacity of upto 50 kW and is suitable for unelectrified areas having adequate wind speeds. It produces optimum power at the rated wind speed of 30 km per hour. The wind-solar hybrid system mainly consists of one or two aero generators along with SPV panels connected with battery bank to supply AC power. The power generated from both wind and solar components is stored in a battery bank for use whenever required. Water pumping wind mills pump water from wells, ponds etc. and can lift water when wind speed approaches 8-10 Km per hour. They are capable of pumping water in the range of 1000 to 8000 litres per hour. In view of the overall objective of creating a minimum power availability to feed the engine of qualitative growth of nation, wind energy will play a pivotal role in the future energy mix.

Exercises to boost your upper body

Forget botox, the new buzz word is "collagen", and this skin friendly protein that was being marketed in the form of supplements and as an important ingredient in creams and serums. The latest entrant in the anti aging arena, however, is the collagen drink that is apparently a huge hit already. This drink claims to bring about a dramatic reduction in lines and wrinkles in a matter of days, so much so that women are already queuing up for this magic potion.Collagen supplements have been around for a while and though these claim to erase fine lines, wrinkles, stretch marks and cellulite and improve hair and nails, it is the drink that is big news now. As you

drink it, the protein that gives the skin strength and elasticity, watch yourself grow younger, say those who swear by the power of collagen.According to reports many celebrities are opting for the collagen drink now, which also claims to be many times more effective than supplements when it comes to replacing the skin's protein stores, since it gets directly absorbed into the blood stream. So it is perhaps time to bid goodbye to collagen marshmallows, tablets and supplements, as the drink which promises to plump up wrinkles in three days and wipe out all the sallowness that comes with age, is in many stores internationally.

If your exercise regime is only running, cycling or playing sports, then you need to pay attention. Our fitness expert, Arnav Sarkar gives you important facts that you need to know about keeping fit through routines that only focus on your lower body. Arnav says, "Your sport may rely mostly on lower body power and endurance to help you win, but for overall health you need to work on your upper body too. Plus, it also helps with your performance to an extent." It is important that you get a full body workout, especially if you focus mostly on lower body fitness. Exercising your shoulders, back and arms can improve your posture, help you avoid injuries, strengthen abs and core muscles as well as tone and improve your body to engage in heavy exercises that requires you to use your legs. Hence, make sure to exercise different muscles of your body for fitness and strength. If you're an athlete your main focus is to tone and strengthen your legs, but working out the remaining muscles in your body can give you an edge to succeed. Common be-

lief is that added muscles can slow down the body, but lately this notion has changed. Muscle strength and endurance goes a long way in increasing athletic performance. When it comes to deciding which exercises to follow, Arnav Sarkar points out that you must 'focus on a few compound exercises that hit a lot of major muscle groups rather than do a lot of isolation moves that hit only one muscle.' He goes on to say that "This approach will save you time, as well as produce better results." Since your objective is balanced fitness that involves all body parts, your main objective is to work all body parts in equal doses. Arnav says, "Work equally on pulling as well as pushing muscles of the upper body. For eg, if you do push ups (pushing), then make sure that you also do some pulling exercise like barbell rows. Work for both endurance and strength development, instead of focusing only on one. For eg you can do some heavy overhead presses in the 5-10 reps range and along with that do some high repetition sets of bodyweight push ups, to get a

How to lose weight after pregnancy

If you step on the scale several days after you give birth, then you will likely have one of two reactions - disappointment or complete horror - as your weight loss is either not as much as you had hoped, or in some cases, your weight might not have changed much. Almost all women will want to lose the weight which they have gained over the course of their pregnancy as soon as possible. How long it takes you to return to your pre-pregnancy weight and shape

largely depends on how much weight you gained while pregnant; if you followed a regular exercise program, how healthy you ate and if you breastfeed or not. If you allow for a 3 month recovery period after giving birth, then you should easily be able to get back to your pre-pregnancy weight within 6-8 months. As a general rule, you should be aiming to lose no more than 2lb a week. It might not sound much, but that adds up to a weight loss of a stone in less than two months.

If you exercised during pregnancy and had an uncomplicated vaginal delivery, it’s generally safe to begin light exercise within days of delivery — or as soon as you feel ready. If you had a C-section or a complicated birth, talk to your health care provider about when to start an exercise program. Many new moms find exercise the key to losing the baby weight, and studies support their experience. A 2007 Harvard University study of new moms found that women who walked 30 minutes each

day had a 34 percent lower chance of retaining a significant amount of weight (defined as 11 pounds or more) at their baby’s first birthday. Research also shows that exercise helps new moms preserve muscle mass—and thus appear more toned—than moms who drop weight just by dieting. Here are some pointers to keep in mind when mapping your post-pregnancy weight loss: Always check with a medical physician before beginning any fitness program Be sure to keep the water flowing. Aim to consume half of your body weight in ounces a day Take your time and start off slowlyDrink at least 10-12 glasses of water every day. Keep healthy snacks handy such as raisins, popcorn, wheat crackers, and nuts. Eat lean meats such as boneless chicken and the leanest cuts of beef. Eat whole grains (breads, cereals, pastas) instead of the “white” versions Don’t be fooled by foods that are labelled as non-fat. Most are loaded with calories and can have hydrogenated vegetable oils and/ or high fructose corn syrup Resist the urge to indulge in a fast food meal.

more complete training effect." Follow any of these 6 upper body exercises that should be a staple for your upper body training: 1) Push ups: As Arnav puts it, push ups are "a great exercise that hits the pushing muscles as well as the core. You can do them with your bodyweight for high reps and also do some advanced versions like one hand push ups, etc for low rep strength development." Note: Here's how to do push ups: - Place yourself face down with the palms on the floor. Place the palms wider than the shoulderwidth, arms extended, legs straight and feet together or slightly apart.- Keep the neck, back & hips aligned and abdominals contracted. Do not arch the back downwards or upwards. Keep it flat like a table top. - Bend the elbows outwards and bring the chest close to the floor. This is the initial position. - Push back upwards till the arms extend completely and feel the contraction in the chest muscles. 2. Military press: Good for building pushing strength, military presses are where

you can focus on lifting heavy and building strength. Note: Barbell is the most preferred equipment for military press, or you can also use dumbbells. - Raise the barbell to your chest with your hand shoulder width apart. This can be done by lifting the barbell straight from the floor or by lifting it off of a power rack. - Lock your legs and hips underneath you. Feet should be together. - Without using your lower body, lift the weight overhead. - Bring the weight back down to your chest in a controlled manner. 3. Parallel bar dips: These are not for the weak minded. Parallel bar dips are tough, yet extremely effective in building important upper body muscle groups. As Arnav suggests, this is "A great upper body pushing exercise that can be done with bodyweight or/ also with added weights." Note: While Parallel bar dips essentially strengthen your triceps and chest muscles, if you can do them to full capacity, they end up shaping your entire upper body - including core.

Are you getting enough fruits?

Fruits are delicious, juicy, fun to eat and healthy ingredients for great desserts; but are you getting enough fruits in your daily diet? We use a lot of skin care products that boast of properties and vitamins from fruits, but why do we still select creams over natural fruits? Let's take a look at how many fruits you need to eat every day before you can say that you are getting enough fruits in your daily diet. Based on a study in 2010 reported by the Dietary Guidelines of America, you need 1.5 - 2 cups of fruits daily, but 'the amount depends on the number of calories per day recommended for your healthy weight.' (Via) Also, it is recommended that you

eat five servings of fruits and veggies a day, but it depends on your age and gender: Women between the ages of 19-50 should eat 7-8 servings, while men should eat 8-10 servings. And for those above 50, men and women should consume seven servings of fruits and vegetables a day. All this preaching is in good spirit. Fruits help fight cancer, obesity and heart disease. Fruits provide nutritional vitamins. Certain fruits contain a good amount of natural sugar and fluids, which also keep us hydrated. Fruits are rich in fiber, and are great for bowel movement and weight loss. It is also advised that you consume fruits whole, instead of skinned or juiced.

Just dance and shed extra pounds Proud of her newly acquired chiselled midriff, insurance professional Anubhi Jain is all gungho about her new passion: dancercise. Having got bored of her monotonous workout routine, Jain had almost decided to abandon exercising, until she was introduced to this interesting new concept of staying fit. Dancercise is a perfect recipe for those who love dance as well as exercise. Choreographer-dancer Nirali Someshwar says, "Exercise and dance, if looked at individually, tend to get monotonous after a point. That's why this form has become popular. It is also good value for money as you learn two things at one time." So, what does dancercise include? Someshwar explains, "Basically it is a fusion of choreographed dance steps and exercises. The theory is based on individual exercise for every muscle. For example, isolated belly dance includes 20 minutes of abs and hip exercise, followed by 45 minutes of belly-dancing. The session keeps on evolving from start till the end, with each next step leading to the next one."

Bhangra aerobics incorporates bhangra and hiphop. Dancer Hrishikesh Pawar says, "We make these packages depending on what part of the body needs to be strengthened. For example, if contemporary dance is being fused with exercise, the areas of concentration are the legs since the dance form involves classical ballet. I usually start my classes with pilates and yoga as they increase flexibility." Aero-dance workshops that include cardio and floor exercises mixed with western jazz, hip-hop or Bollywood is the current

favourite of marketing professional Shraddha Patil. She quips, "It's a lot of fun as it does not feel like exercise at all. And since we dance on the latest Bollywood and Hollywood hits, I feel like a performer." But are dance styles altered for the purpose? Dancer Purvi Mundada answers, "At times, we simplify the steps. We have to keep in mind that the people opting for these packages do not want to get involved in the intricacies of the dance styles. The idea is not to deprive people of the pleasure of dance and also give them a good workout." Zumba is

another fitness routine that combines aerobics with the Latin-American salsa and meringue. Dance trainer Soonruta Kothadiya says, "This form is also popular in many gyms. As it includes the entire body movements, it helps in losing weight faster. " Not just dance styles, martial arts too are being merged with exercise. Dance trainer Sanjay Sawant who teaches aero-fitness, a mixed form of martial art stretches and jumps with Bollywood, jazz and funk, says, "It's a complete freestyle fusion devoid of any disciplined moves."

Adequate sleep is important for person to lose weight, and it should be added to the recommended mix of diet and exercise, a new study suggests. Although calorie restriction and increased physical activity are recommended for weight loss, there is significant evidence that inadequate sleep is contributing to obesity. Lack of sleep increases the stimulus to consume more food and increases appetite-regulating hormones. "The solution [to weight loss] is not as simple as 'eat less, move more, sleep more'," Drs. Jean-Phillippe Chaput, Children's Hospital of Eastern Ontario Research Institute, Ottawa, Ontario and Angelo Tremblay, Laval University, Quebec, Quebec, wrote.

"However, an accumulating body of evidence suggests that sleeping habits should not be overlooked when prescribing a weight-reduction program to a patient with obesity. Sleep should be included as part of the lifestyle package that traditionally has focused on diet and physical activity," Chaput

said. The authors' recently published research found that total sleep time and quality of sleep predicted the loss of fat in people enrolled in a weight loss program. The Canadian Obesity Network has included adequate sleep in its new set of obesity management tools for physicians.

You can style your wet hair

Styling wet hair after a shower can be quite an arduous task. We suggest ways you can style your mane, no matter what the length is In case you are running late for work, give your heated styling tools a miss. Styling wet hair can be easily done at home and does not require much time. Says Sylvia Chen, a stylist, "The

key to achieving the desired wethair look is to ensure that you use the right styling products. Make sure you have shampooed and conditioned your hair, to get the ultimate wet-hair look. Use a leave-in serum to avoid the frizz."Style according to your hair type For naturally wavy to curly hair:

Those with waves or curls, tip your hair upside down. Then spritz beach texture spray on your hair from the roots to the ends evenly, and scrunch. This will give volume to your mane, lending a beachy look. For straight, long hair: If you have long straight hair, apply some leave-in serum on towel-dried hair. Use a wide-toothed comb to detangle your hair and let it dry. Once it's dried, use a paddle brush from the roots to the end to smooth out your hair. For curly medium to long hair: Apply some serum or a curl-enhancing mousse on damp hair and comb through using a widetoothed comb to detangle your hair. Divide your hair into four sections — two at the front and two at the back. Twist the random strands of hair from your roots to the end.For short hair: Apply a texturising spray onto towel-dried hair after shampoo and conditioner. Style or part your hair in the way you want and comb it.

Tips - For those with long hair, braiding can be another option. After shampoo and conditioner, apply some smoothing serum on your hair, detangle using a smalltoothed comb and then braid your hair. You can try doing a French braid or simply a normal one. If you have to attend a meeting at work, apply a leave-in cream onto wet hair to prevent flyaways. Detangle your hair using a wide-toothed comb and pull back your hair into a ponytail or a low chignon.- Apply a teaspoon of either an anti-frizz serum or conditioner to your hair and run it uniformly. Make sure it's not saturated or greasy or else your hair will end up looking oily and styling your mane will become difficult. If you are leaving your wet hair down, always twist it around your fingers to keep it from drying out flat or turning frizzy.

France sees big hurdles in search for Iran nuclear deal in Geneva

Modi in mind, Manmohan says BJP pretends to be secular Apparently having Narendra Modi’s unrelenting attacks on against Sonia Gandhi and Rahul Gandhi in mind, Prime Minister Manmohan Singh hit back at BJP, saying use of “bad” language against political rivals did not bring any dignity to the saffron party. “While criticising opposition parties, we have to distinguish ourselves, especially from the BJP some of whose leaders use bad language against other leaders,” Singh told a Congress workers’ function in Chhattisgarh on Saturday. BJP’s prime ministerial candidate has been referring to Rahul as “shahzada (prince) and Sonia as “madam”. He has drawn flak for employing seemingly pejorative references for political opponents in his speeches. “But to achieve the goal, no party should follow the route of cheap publicity. Some senior opposition leaders are saying things which are not based on facts,” Singh said. He also said that on many occasions, “over-excited BJP leaders change history and geography of the country”, possibly referring to Modi’s speech at Patna rally, where he said Biharis had

defeated Alexander among other historically wrong facts. “People are aware that parties that talk big are not capable of coming to power...we should alert the people about parties who have communal ide-

ology but are talking about secularism to mislead people,” he said. Like Sonia and Rahul, he too attacked the BJP-ruled government in the state for failing to contain Maoist violence and not making good use of the central government funds. Without naming Modi, Singh said the BJP leader praised Chhattisgarh

chief minister Raman Singh as a sensitive person but failed to point out security lapses that led to brutal killing of several Congress leaders in the ambush in Bastar. “People are unsafe and development remain stalled in Maoist-affected areas”, he lamented. He used an avalanche of “facts and figures” to explain how the UPA’s record of development was better than the NDA, referring to several popular schemes like MNREGA, Food Security Act, midday meal scheme and right to education. He compared the economic growth under the UPA and NDA regimes, a comparison that had triggered a bitter war of words between the Congress and the BJP, saying compared to the growth rate of 5.4% during the NDA rule, the country’s economy grew at an average of 8% during the nine years of UPA rule.He also said more people came out of poverty during the UPA rule than during the last decade. In addition, he said the country made big strides in increasing agriculture and power production.

Delhi: autopsy shows maid death due to ‘torture A team of three doctors on Friday conducted postmortem on 35-year-old domestic help Rakhi, who was allegedly beaten to death by Uttar Pradesh BSP MP Dhananjay Singh’s wife Jagriti Singh at the couple’s South Avenue residence in Delhi. Senior police officials remained tight-lipped about the outcome of the autopsy, saying the final report will come in a couple of days, but sources involved in the investigation said the initial report suggested Rakhi died of the injuries on her body apparently caused by physical torture. Her body had burn marks and injuries on the chest, stomach, arms and legs. The police are also making efforts to determine the exact age of the juvenile domestic help, who is a vic-

tim and a complainant in the case. A team has been sent to Varanasi to obtain the school and birth certificates of the boy to determine whether

he is a minor, police said. Another police team is camping in Kolkata to bust the human trafficking trail through which Rakhi and another maid Meena were brought to the MP’s house from West Bengal. Rakhi died allegedly of

VIPs nominated kin, acolytes for this year’s Padma awards NEW DELHI: The Padma awards have always invited controversy and here is more proof that they are seen as political favours by the government of the day. The list of people who recommended names for the 2013 Padma awards — accessed through RTI — shows that not only have some recommended as many as 25 nominees but they named relatives and colleagues, in sheer disregard to conflict of interest or merit towards the highest civilian honours in the country.Congress treasurer Motilal Vora, Congress MP T Subbarami Reddy and Hindustani classical vocalist Pandit Jasraj have recommended over a dozen names among the 1,300 received by the home ministry for the 2013 Padma awards, which were given away in April. More disturbingly, playback singer Lata Mangeshkar had nominated her sister Usha and Ustad Amjad Ali Khan his sons Amaan and Ayaan Ali Bangash, while SP rebel Amar Singh named his confidante and Rajya Sabha member, Jaya Prada, for this year’s Padma awards. The list of recommending authorities and nominee names —

for the awards announced on January 26, this year — were made public by the MHA in response to an RTI application filed by activist S C Agrawal.Motilal Vora recommended the names of 25 people, Pandit Jasraj 11 and minister of state for parliamentary affairs Rajeev Shukla seven.Other prominent ministers who have sent multiple recommendations include Salman Khurshid, Charan Das Mahant, V Narayansamy and Mullapally Ramachandran. There were several names that had nominated themselves, either openly or covertly. For instance Dr Shilin Nandubhai Shukla, managing trustee of the Navjivan high school trust in Ahmedabad, got the academic director and trustee of his own trust, Usha Shukla, to nominate him.Criticizing the government’s lack of transparency, Agrawal said the list should be made public immediately after the Padmas are awarded. “The fact that one person is naming so many people without any thought to the merit of his nomination or conflict of interest, shows there is heavy lobbying for the national honour.

the torture inflicted on her by Jagriti, while Meena had been severely injured and is at present undergoing treatment at RML Hospital in New Delhi, police said.Dhananjay and his wife Jagriti were arrested on Tuesday in connection with the murder of Rakhi and “merciless” torture of the minor domestic help with stick and rods. Rakhi’s body, with several injury marks on her legs, chest and arms, was recovered from Singh’s residence at South Avenue here on Monday evening. The juvenile help had told police that Jagriti had been regularly beating the three domestic helps. The domestic helps were allegedly tortured and beaten up with wooden sticks, iron rods, iron press and even metallic deer horns by the accused.

France warned of serious stumbling blocks to a long-sought deal over Iran’s nuclear programme as foreign ministers from the Islamic state and six world powers extended negotiations into a third day on Saturday to end a decade-old standoff. As the talks stretched on, French Foreign Minister Laurent Fabius said there was no certainty they would succeed in nailing down an interim deal that would begin to defuse fears of a covert Iranian advance towards nuclear arms capability. “As I speak to you, I cannot say there is any certainty that we can conclude,” Fabius said on France Inter radio, stressing that France could not accept a “sucker’s deal”. British Foreign Secretary William Hague said the talks have achieved “very good progress” but important issues remained unresolved and he did not know whether a deal could be clinched by the end of the day. “We are very conscious of the fact that real momentum has built up in these negotiations and there is now real concentration on these negotiations and so we have to do everything we can to seize the moment,” he told reporters. Among the sticking points, Fabius said, was a call for Iran to halt operations at its Arak research reactor - a potential producer of bomb-grade plutonium - while the negotiating process goes on, as well as questions about Iran’s stock of uranium enriched to 20 percent of fissile purity. Both issues are at the heart of

Western concerns that the Islamic Republic is stockpiling enriched uranium not for civilian nuclear power stations, as Tehran says, but rather potential fuel for atomic bombs. “We are for an agreement, that’s clear. But the agreement has got to be serious and credible. The initial text made progress but not enough,” Fabius said. France has traditionally taken a tougher line on Iran than most other world powers and Iranian Foreign Minister Mohammad Javad Zarif has accused Paris of being more intransigent in talks than Tehran’s longtime main adversary, the United States. The spokesman for European Union foreign policy chief Catherine Ashton, who is coordinating nego-

‘Tamils still being raped and tortured’ in Sri Lanka wealth leaders prepare to meet at a summit in the Sri Lankan capital, Colombo, allegations of rape and torture by the Sri Lankan security forces have emerged, some of them occurring four years after the civil war ended. “When the lady left and that man closed the door, I knew what was going to happen,” says Vasantha. “They raped me.” One evening earlier this year, Vasantha says, she was going back to her home in northern Sri Lanka when a white van drew up and two men asked for her identity card. She says she was thrown into the back of the vehicle and blindfolded. Continue reading the main story Vasantha says she realised the authorities had finally caught up with her, four years after the war and just as she was about to leave for Britain on a student visa. Her story is one of a number given to the BBC, horrific accounts of torture carried out long after hostilities ended. During the civil war, Vasantha had helped Tamil Tiger rebels pass

messages and set up safe houses in the capital, but she says she never took part in the fighting or held a gun. Like other women I have interviewed, Vasantha never saw the outside of the building where she was held or met another detainee, but she said she did hear female voices, screaming in Tamil. She describes being photo-

graphed and fingerprinted and then kicked, beaten with batons and pipes, burned with hot wires and cigarettes, submerged in a barrel of water until she thought she would drown, suffocated by having a petrol-soaked plastic bag put over her head, before being repeatedly raped by men in army uniform. She says she signed a confession

in a language she could not understand - Sinhala - but the torture and rape went on for 20 days before a relative could find her and pay a bribe for her release. For the last three days, she remembers her skin itching terribly in a filthy cell as she was kept completely naked. This Tamil man says he was branded during a torture session “On the last day, at about two in the morning, three people came and they blindfolded me again and handcuffed me. At that moment I thought they were going to kill me,” she recalls. Vasantha has a medical report from an independent expert who corroborates her story of rape and torture, as well as documents to show her family reported her disappearance to Sri Lanka’s Human Rights Commission at the time. She has recently been granted asylum in the UK on the basis of her story. Vasantha is one of 12 men and women who say they were raped by the Sri Lankan security forces in detention this year - one as recently as August.

tiations with Iran on behalf of the six nations, said she continued “intense” talks and contacts on Saturday morning with the parties involved. Ashton, U.S. Secretary of State John Kerry and Zarif were later expected to resume trilateral talks after a five-hour session on Friday evening. They were searching for an agreement that would cap Iran’s nuclear capacity and make it more transparent in exchange for phased, initially limited, relief from international sanctions that are choking its oilbased economy. The goal is to take a first step towards resolving a protracted dispute that could otherwise plunge the volatile and oil-rich region into a new conflict.

Syrian rebels recapture northern military base near international airport Agencies Activists say Syrian rebels have launched a counteroffensive in the northern city of Aleppo and recaptured a base near its international airport. The Britain-based Syrian Observatory for Human Rights and the Aleppo Media Center say the rebels were able to fully recapture the site, the base for a unit called “Brigade 80,” after government troops seized parts of it early Friday. The main job of “Brigade 80” was to protect the government-held Aleppo International Airport, which has been closed due to fighting for almost a year. Rebels captured the “Brigade 80” site in February and now government troops are trying to get it back. The Observatory said 40 rebels and more than 20 troops were killed in the latest fighting, that began Friday and continued early Saturday.

Maldivians finally vote to elect new president Maldives: After two months of political bickering and repeated failure to hold an election, Maldives voters headed to polling stations on Saturday to elect a new president for their vulnerable new democracy. Voters were lining up in schools being used as polling stations in capital Male, with some camping out overnight to get an early start. Two attempts at holding the presidential election since September failed with questions over the accuracy of the voters’ list prepared by the Elections Commission. The chaos left voters isolated and divided, and their country’s budding democracy under threat. Mohammed Sujuan said he is “definitely voting.” “Even if the voting is cancelled again ... it is my right,” said the 21-year-old painter. He said he would vote for former President Mohamed Nasheed, the country’s first democratically elected leader who controversially resigned last year. Nasheed is favored in the election, with his main rivals being Yaamin Abdul Gayoom, a brother of former autocratic ruler Maumoon Abdul Gayoom, and tourist resort owner Qasim Ibrahim, who challenged the September election in court. If no one gets at least 50% of the vote, a runoff is scheduled on Sunday. Some 240,000 people are eligible to vote. Nasheed resigned midway through his term after public protests and sliding support from the military and police over his order to arrest a senior judge he perceived as corrupt and biased. An inquiry put aside his claim of a coup, but the country has

since been in political turmoil. Siyana Mohamed, a 31-year-old government worker, said she will not vote because she is disgusted with politics and politicians. “There is no one who wants to serve for the betterment of the nation,” she said. “I hope that a new breed of young politicians will emerge to substitute the current politicians.” “The three candidates are out to seek power at any cost and we, the ordinary citizens are suffering,” she said. Observers had regarded the September 7 election as largely free and fair, but the Supreme Court annulled the results because it found the voters’ register included fake names and those of dead people. Police stopped a second attempt because all candidates had not endorsed the voters’ list as mandated by the Supreme Court. Prospects for the election still looked bleak before President Mohamed Waheed Hassan mediated and obtained assurances Wednesday from candidates that they will approve the voters’ register. He later negotiated with the Elections Commission to move up the runoff originally scheduled for Nov. 16 because the constitution requires an elected president to be in office by Nov. 11 and a constitutional crisis could result otherwise. Maldives, a popular tourist destination in the Indian Ocean known for its luxurious resorts, has faced much upheaval in the five years it has been a multiparty democracy after ending 30 years of autocratic rule in 2008. Society and even families have been divided sharply along party lines, and in-

stitutions like the judiciary, public service, armed forces and police have worked in different directions and been accused of political bias. Delays to the election brought international pressure, with the United States and Britain warning that Maldives’ reputation and the economy could suffer. The country is heavily reliant on tourism, which contributed 27% to the gross domestic product in 2012. Oscar Fernandez-Taranco, the UN assistant secretary-general for political affairs, and Don McKinnon, a special envoy for the Commonwealth grouping of more than 50 former British colonies, were among the

diplomats in the Maldives this week urging authorities to hold a credible election. Gayoom’s Progressive Party of the Maldives said in a statement that its candidate endorsed the voters list owing to “external interference” even though the party had many concerns. It did not name the countries or officials purported to have interfered. The next president must form a credible government, build up public confidence in government institutions and deal with pressing issues including high unemployment, increasing drug addiction among young people and improving transportation among the far-off islands.

US regrets loss of voting rights in Unesco, blames Congress WASHINGTON: The Obama administration has put the blame of losing Unesco voting rights over Congress, which last year had imposed restriction on payment to the UN body. “We regret that today the US lost its vote in the United Nations Educational, Scientific and Cultural Organization (Unesco) General Conference as a result of legislative restrictions that have precluded payment of US dues to Unesco,” the state department spokesperson Jen Psaki said. The United States and Israel lost their Unesco voting rights yesterday after suspending funding to the organization for its recognition of Palestine in 2011. US ambassador to the UN Samantha Power said the America losing its vote is a result of legislative restrictions that prohibit the US from paying its dues. “While these restrictions are motivated by concerns that we share, the loss of the United States’ vote in Unesco diminishes our influence within an organization that is looked to around the world for leadership on issues of importance to our country, including the rights of women and girls, Internet governance, freedom of the press, and the recognition and protection of cultural heritage,” she said.

R Ashwin becomes number-one ranked Test all-rounder

Indian Hockey Federation welcomes world body’s decision to award India 2018 WC

Agencies India’s Ravichandran Ashwin has jumped to the numero uno position in the Reliance ICC Player Rankings for Test all-rounders by virtue of his stellar show in the first cricket Test against the West Indies at Kolkata. Ashwin scored 124, his second Test century, and also recorded match figures of 40-11-98-5 to help India register an emphatic innings and 51-run victory over West Indies with more than two days to spare. The performance at Kolkata not only improved Ashwin’s batting and bowling rankings, but also helped him to leapfrog Shakib Al Hasan and Jacques Kallis into the number-one spot in the all-rounders’ list. Ashwin has earned 81 ratings points and now leads second-placed Shakib by 43 ratings points. In the Reliance ICC Player Rankings for Test batsmen, Ashwin has moved up 18 places to the 45th position, while in the Reliance ICC Player Rankings for Test bowlers, the 27-year-old off-spinner has gained two places and is now sitting in sixth position. Middle-order batsman Rohit Sharma and fast bowler Mohammed Shami, who made impressive debuts

Agencies

in the Kolkata Test, have also entered the Reliance ICC Player Rankings. Sharma, who became the 14th Indian batsman to score a century on debut when he struck 177, lies

in the 63rd spot in the Reliance ICC Player Rankings for Test batsmen, while Shami’s figures of nine for 118 ? the most by an Indian fast bowler on debut ? has helped him enter in

Mohammed Shami on cloud nine, the party ends early Agencies West Bengal’s chief minister, aka ‘Didi’, had other plans for the afternoon. The boisterous Park Street ‘merry pranksters’, who prefer roving in painted trucks, were initially told the party was scheduled for the weekend. Brian Lara arrived in the city but never made it the ground. “We could not paint our faces or the trucks the minute the 7th wicket fell. We had to rush to the ground,” says a fanatic. “We just had to reach the ground before the team bus left. We had to,” he says irately after missing the bus, before cursing the traffic. They can’t fathom that Sachin Tendulkar will never again be in proximity. For Kolkata, the party

ended all too quickly, and the pooper was one of their own – Mohammed Shami. The debutant fast bowler followed upon his four first-

innings wickets with another exemplary exhibition of reverse swing to trigger West Indies’ customary plummet from 101-1 to 168. Only veteran Shivnarine Chanderpaul hung on bravely, didn’t throw in the towel. Shami blew

away the rest. While officials, television crew and everyone else engineering the party were geared up for an early climax, the people clearly were not. After Chris Gayle threw it away with an ordinary attempt at a pull shot, Kieran Powell and Darren Bravo were in the middle of a blossoming 68-run stand with tea just a few overs away. At 1.30 in the afternoon, there was most definitely a day left in the Test. But Ashwin removed them on either side of tea and entering the final session, MS Dhoni smelt blood and Shami was unleashed with the old ball. He had Marlon Samuels and Denesh Ramdin in a fiveover burst before returning to clean up Darren Sammy and Shane Shillingford in the same over.

the 53rd place in Test bowlers chart. West Indies off-spinner Shane Shillingford and India fast bowler Bhuvneshwar Kumar are the other bowlers to improve their rankings.

Rishi Dhawan and Bipul Sharma picked up seven second-innings wickets between them, before an unbeaten 84 from Prashant Chopra helped Himachal Pradesh comprehensively defeat Tripura by eight wickets in Agartala. Tripura began the day on their overnight score of 101 for 1 and KB Pawan and Abhijit Dey looked set to extend their stand and set up a strong target for Himachal to chase. Instead, Dey’s wicket in the fifth over of the day set off a batting collapse that Tripura could not recover from. KB Pawan tried to hold the innings together, but once he fell for 86, with the score at 148 for 5, the rest of the side folded meekly. Bipul finished with 4 for 30, while Dhawan conceded 48 runs from his 21 overs, and took three wickets, to set Himachal 144 for victory. Chopra and Sangram Singh put

up an opening-stand of 89, that set Himachal up nicely. Sangram and Paras Dogra departed in quick succes-

sion, but Chopra carried on, slamming seven fours and three sixes, and added

Agencies Nov 09 After soaking in the pressure and being immersed in preparation for months, defending champion Viswanathan Anand today said he felt relieved that his World Championship match against Magnus Carlsen started today but his rival was not too pleased with first day’s proceedings. “After thinking about it for months and months, today it finally started, it’s almost a relief,” said the 43-year-old Anand in his opening statement after the first game which ended in a quick draw. Playing black, Anand showed better preparation as Carlsen could not really take him to uncharted territory and the result was a draw in just 16 moves. The 22-year-old Carlsen’s expressions summed up the game pretty quickly. “I am not too thrilled with the game but of course I am happy to play, normally in these lines play develops quickly but here there was

48 runs with Abhinav Bali to take Himachal to victory. Hyderabad 218 for 4 (Suman 126, Akshath 39) trail Assam 501 for 9 dec (Gokul 161*, Roy 134) by 283 runs Suman’s third first-class ton helped Hyderabad chip away at Assam’s mammoth first-innings score of 501 for 9 in Guwahati, in a match that is likely to finish in a draw. Suman’s 126 came off 170 deliveries, and included nine fours and nine sixes. He dominated the 135-run opening stand with Akshath Reddy, before the latter was bowled by Arlen Konwar in the 40th over for 39. Suman then added 66 runs for the second wicket with Hanuma Vihari. Hyderabad however suffered three late blows at the end of the day, as Suman and Vihari were out in successive overs, and Akash Bhandari followed five overs later, leaving them at 218 for 4, trailing Assam by 283 runs.

Mumbai gain upperhand as Punjab stutter in tough run-chase Agencies MOHALI: Defending champions Mumbai look firm favourites to record their second outright victory against Punjab in a group A league match of the Ranji Trophy on Saturday. Chasing a tough victory target of 399, Punjab were tottering at 108 for four at stumps on the third day with Test discard Yuvraj Singh batting on 19 in company of Uday Kaul (0 batting). Punjab require 291 runs on the final day with six wickets in hand. It will be an onerous task for Yuvraj to save and get atleast a point for Punjab on the final day. Veteran pacer Zaheer Khan (2-24) gave a good ac-

count of himself in a short eight-over burst in which he removed openers Jiwanjot Singh (31) and Ravi Inder Singh (19). While Jiwanjot nicked an away-going delivery to wicketkeeper Aditya Tare, Ravi Inder got one that held its line and went past his defence. The other two wickets were taken by leftarm spinner Vishal Dabholkar (2-41), who opened the bowling with pacer Javed Khan. Earlier, starting the day at 35 for no loss, Mumbai scored 271 in 64.4 overs largely due to 61-bal-62 from middle-order batsman Surya Kumar Yadav. Yadav struck nine boundaries and upped the ante when it required most. Pacer Javed smashed

a quickfire 30-ball-44 which helped Mumbai set a target close to 400. Javed and Vishal added 45 runs for the final wicket which propped up the team total. Javed struck three big sixes apart from three boundaries. For Punjab, leftarm spinner Rajiwnder Singh Golu took five for 102 while skipper Harbhajan Singh grabbed four for 67 as he returned with a match-haul of eight wickets after having taken nine in the first game. Harbhajan now has taken 17 wickets in four completed innings followed by Mumbai’s Dabholkar with 13 scalps. Dabholkar will get a chance to pick a few more when Mumbai bowl on the final day of the match on Sunday.

All-round Himachal thump Tripura Agencies

Indian Hockey Federation (IHF) on Saturday welcomed the world body’s (FIH) decision to award the 2018 men’s World Cup to the country, saying it will help in “restoring the old glory” of the sport here. India has been awarded the men’s hockey World Cup for the second time in a span of eight years having successfully organised the previous edition of the mega event three years ago. “This is a matter of great pride for India to host the World Cup in 2018. It will be a step ahead in restoring the old glory of the game in the country,” IHF president K D said in a statement. “It is my utmost desire

that we leave no stone unturned in preparing ourselves to host this mega event in 2018 and that such events will rekindle the interest of the young people

some crisis early and I had to pull the emergency breaks and take a draw,” the Norwegian said in the postmatch press conference. When asked about the hype the match has created across the globe, Anand was quite candid, “I am quite happy that it has been covered well but to be honest I am more focused on the match.” Carlsen, who looked far more relaxed than the first conference on Thursday, agreed with the Indian but was quick to add, “I hope in the next few days we will give you more than one and a half hour.” Speaking about today’s game, Anand said he was satisfied with the draw.“You can’t start reacting to every twist and turn, there will be many twist and turns, today went well for me, I was thinking of ‘b5’ but I didn’t see anything,” he said. “A comfortable draw with the black pieces is always very satisfactory but there are many more to come, game one is out of the way and now

we think about the second and we will take it from there,” Anand added. Carlsen, however, was a tad disappointed and admitted to not having too many options today. “After 10 moves I had no chances, so I decided to go for this variation which is a draw,” he said. The world number one, however, agreed with Anand’s views on the final position. “I did not mind that the game ended in a draw at that point and I don’t think I would have minded if he had played on,” said the Norwegian who is known as the Mozart of Chess. Reflecting upon his strength in the middle and endgames, Carlsen said this can happen against a strong opponent and “hopefully I will get some long games, it’s a long match, no damage done, we will see.” Carlsen was curt when asked if he was finally feeling at home in the city. “We are still in India, aren’t we? We are settled now and obviously I don’t feel any hostility,” he said.

No worries Wawrinka, it’s Rafa to the rescue Agencies If Stanislas Wawrinka’s life depended on the outcome of one tennis match he would surely want Rafael Nadal fighting in his corner, and while the stakes were not as high as life or death on Friday the Swiss player’s fate was in safe hands. Having beaten David Ferrer 6-7(3) 6-4 6-1 to claim his second Group A victory at the ATP World Tour Finals, Wawrinka knew a Nadal win later against Czech Tomas Berdych would send him through to the semi-finals along with the Spaniard. Nadal was already guaranteed his place in the last four but any thoughts of the Mallorcan going through the motions and conserving

energy were quickly dispatched as the world num-

ond set in 29 minutes but Nadal pulled out all the stops

ber one went about his work with his usual intensity. Berdych pushed the 27-year-old all the way and thundered through the sec-

to earn a 6-4 1-6 6-3 victory, sealing top spot in the group and avoiding a semi-final clash with Novak Djokovic. “At the end I play for my-

self, 200 (ranking points),” Nadal said when asked about the implications of his win for Wawrinka. “I went on court like as if I am playing for the qualification. I knew (after winning the first set) that I had won the group, but it was important to finish that match the way that I did. I’m very happy for that,” added Nadal, who is still in line to earn the $1.9 million for an undefeated champion.Wawrinka has the daunting task of trying to derail Djokovic’s bid to retain the title but the Swiss will not care. The 28-year-old was the only first-time qualifier at the tournament and with wins against Berdych and Ferrer he has proved he belongs in such exalted company.

‘We were beaten on the mental side’ - Sammy Agencies Darren Sammy, the West Indies captain, has said his team was beaten by India in the Kolkata Test because they lost the mental battle to their opponents. Sammy said there was plenty his team could learn from India, especially from the debutant pair of Rohit Sharma and Mohammed Shami, the match-winners for India. “We were beaten on the mental side of the game because man-for-man we could play much, much better than we did today,” Sammy said at the post-match press briefing. Sammy also said the defeat highlighted the brittleness of West Indies’ batting. “It is more mental. It is not technical,” he said. “It is about us being mentally strong enough that when things are not going our way, we have to graft. We had India 80-something for 6 (83 for 5), but Ashwin and Rohit, playing his first game, they grafted. They weathered the storm and they expressed themselves when they were in.”Sammy pointed to how Rohit constructed his innings as some-

thing his team could learn from. “I remember Rohit when he was on 78 when he went down the wicket for the first time and hit our champion spinner for a six. This shows a lot of application,

keeping the ball along the ground, not giving the opposition a sniff. That is why it is Test cricket being patient and batting it out for your team.”

Funnily enough, on the eve of the Test, Sammy had said that he was counting on the India batsmen, who had played a lot of ODI cricket in the last months, to have lesser patience. Instead it was the West Indies’ batsmen’s impatience that was exposed in both innings. Just three days ago Sammy had sounded motivated and confident about the same batting group which includes Shivnarine Chanderpaul, Chris Gayle and Marlon Samuels. Their experience, Sammy had pointed out, would help West Indies match India’s rich batting vault. In the end West Indies lasted a total of 132.1 overs in the match, and only one of their batsmen made a half-century. Their highest partnership was 91 between Samuels and Darren Bravo in the first innings. Both their openers Kieran Powell and Gayle got starts but got sucked into playing the wrong shot against the first bouncer they faced. Bravo once again flattered to deceive and his ability to last against strong teams remains in doubt. Chanderpaul, the biggest threat for India, never looked commanding.
