Night temperature to fall in J&K Srinagar, November 09: With minimum temperatures already several notches below normal across Jammu and Kashmir, the weather office on Saturday forecast a further drop. Abdul Rashid Zargar, deputy director of the weather office here, told a news agency: "The minimum temperature was 2.4 degrees Celsius in Srinagar on Saturday. It was minus 3.8 in Gulmarg, minus 3.6 in Pahalgam, minus 4.0 in Kargil and minus 5.2 in Leh towns of Ladakh region." "The minimum temperature was 11.0 in Jammu Saturday. Employees stage protest against ESMA Srinagar November 09: Hundreds of government employees today staged a protest demonstration at press enclave here to press for fulfillment of their pending demands, besides revocation of cases registered against employees and their leaders under Essential Services Maintenance Act (ESMA). Mere inquiries won’t do, Mr. Education Minister From our special correspondent Srinagar, November 09: The announcement of inquiry in the maths paper of 12th class by Deputy CM which claimed the life of a promising student has once again exposed the non-seriousness of the authorities about the whole educational system and its falling standards. This announcement came after over three weeks when the out of syllabus maths paper stunned the students and they protested vehemently against it. The paper took the life of Irshad Ahmad Shah of Sehpora in Ganderbal who was so upset that he told his parents that he wants to end his life which he did by taking the extreme step of committing suicide. Soon after this incident the Secretary Board of School Education announced the constitution of an expert committee to look into the matter and report to the Board of School Education, a scandalous institution nick named as
‘Butcher of students and Education’. But the report has not seen the light of the day and now, the non-serious Education Minister has announced another eye wash in the shape of another inquiry. This all is being done to save the involved Board officials who have the dubious distinction of appearing themselves in the examinations on behalf of the wards of the ministers. Even that time an inquiry was ordered but nothing happened and no erring official of the Board was punished or penalized. If a student would have committed suicide in some other state, heads would have rolled and all top officials of the Board would have been thrown out within no time. We in this state could not expect that the Education Minister should have resigned but he should have at least suspended some top officials of the Board pending inquiry who were associated with the conduct of examinations. uty Chief Minister has neither a head nor a tail. Nobody has been named as its head and nobody as a member. If such is the case then who will inquire and what kind of inquiry will be held? Infact the Board of School Education has become a den of corruption and malpractices and every organ of the Board is either totally handicapped because it is headless or lame of one or the other organ. The BOSE or Bucher of students and Education is itself headless after the earlier chairman involved in various omissions and commissions, including the manipulation of answer papers for the son of the then Education Minister was removed by the present Govt. But except his removal no action was taken against him or any other officer in that scandal which brought thousands of students on the streets protesting against the Board. One fails to understand as to why is BOSE still a headless Body, which deals with the future of thousands
of students. Does J&K face a talent crunch particularly in the field of education or is it being done deliberately so that junior officers are used by politicians as buffoons to get the jobs of their interest done by them. Like BoPEE, BOSE has adopted antistudent stance without caring as to what will be its impact on those students who toil for the whole year to earn some distinction so that they can achieve their goal and fulfill their aspirations. The Education Minister should be sensitive enough to this important aspect and should announce a time bound inquiry in the maths paper. It is strange that the civil society is silent on this and there has been no effort to persuade the matter and get a FIR registered against Board officials for abetment to murder. Meanwhile the sale of centres reportedly in almost 100 private schools in Srinagar is going unabated as VIP centres are set to facilitate all kinds
of copying facility to the wards of VIPs as is being done in several jails of the country for politicians. These centres are being sold by the corrupt Board officials to private schools against hefty amounts to accommodate VIP students. For example from Humhama to Rawalpora there are 10 Govt. Schools and only one of them is selected for examination centre while as 15 private schools have the centres in this area. It is being done in violations of rules. There is a rumour also that some VIP centres are locked from outside and the sons of VIPs are provided all copying facilities for 10th and 12th Class examinations. If Board is indulging in such tactics how come the student community and people expect it to be fair with the students. This all needs to be investigated and if found correct, the guilty should be punished. But has the govt. or the Education Minister, the guts to do it is a big question?

J&K Bank H1 net profit up at Rs 610.58 Cr Amid stressed economy, we performed really well: Mushtaq Ahmad Srinagar, November 09: J&K Bank today posted net profit of Rs 610.58 Cr for Half-year (H1) ended September 2013, up by 18.42 percent from Rs 515.62 Cr earned during the corresponding H1 of the previous financial year. The bank recorded an increase of 12.29 percent for the second quarter, registering Rs 302.66 Cr as net profit against Rs 269.53 Cr for the corresponding quarter last year. The Bank announced its reviewed Q2/H1 financial results following approval of its Board of Directors at a meeting held here today. The total business of the
Bank is up (YoY) by 14.67 percent in comparison to the corresponding quarter of the previous year and has reached to Rs 102292 Cr. The advances of the bank have grown considerably by 19.98percent to Rs 41120.81 Cr from Rs 34272.09 Cr, while as the deposits grew by 11.37 percent to reach Rs 61171.15 Cr as against Rs 54926.49 Cr recorded during the corresponding period of the previous year. The Chief Minister also announced construction of subways on the SatwariKunjwani road project for the benefit of pedestrian. He said the work on the construction of subways would start soon. The Chief Minister also said that the State Government has almost got cleared the Gandola project for Jammu from the Union Ministry of Environment. He said he has also discussed the importance of expansion of runways of Jammu Airport at the Union Government level to make it safe and secure and capable of receiving bigger aircrafts. He said the Government of India has recognized this importance and the project has been cleared for expansion and upgradation of runways. (PDP) terms the NOTA option a ‘non-issue’ for Jammu and Kashmir. Talking to Kashmir News Service (KNS), the chief spokesman PDP Naeem Akhtar said that the party is more concerned about the ‘democratic deficit’ that is present in the state. Akhtar further stated that the option could be a good step for the places where democracy has already flourished. “Our main concern is the public opinion, the option can be welcomed in other states where the people have enjoyed democracy, in Jammu and Kashmir the process has been subverted from 1947.” Akhtar further stated that the democracy in the state is itself in the ‘infant stage ‘and that the party is more concerned for the conduction of ‘free and fair’ elections in the state. He said that the introduction of NOTA is not a ‘big’ issue for PDP. National Conference says that the party has not decided yet to have discussions over the issue and that the deliberations about the matter are expected to be initiated soon. Chief Minster’s Political Secretary Tanvir Sadiq when contacted by KNS said that the party has yet not given the final thought to the issue. “My opinion is that the decision will be passed by the state assembly and the cabinet and then only it can be implemented in the state.” With the congress leader and Cabinet Minter Taj Mohi-uddin apprehensive that the option could be ‘misused’ by the separatist elements in the state, he has said that the concerns have already been highlighted in the letter that has been sent to UPA Chairperson Sonia Gandhi. Mirwaiz Umar Forooq, the chairman of Hurriyat (M) has termed the option ‘interesting opportunity ’ for the profreedom camp of valley. He has said: “I think the Right to Reject merits a serious consideration. We need to deliberate on it. If people have the choice to reject contesting candidates, it gives the people of Kashmir a chance to tell the world where we stand.” Syed Ali Geelani’s Huriyat Conference said that the NOTA option would be a ‘good step’ for other places and that Kashmir has no relevance vis-à-vis this issue. “Kashmir is an International dispute, people should totally boycott the polls, no other option is acceptable,” said Huriyat G spokesman Ayaz Akbar. About the bank’s expansion plan outside the state, he said, “This year, we have already opened 5 business units in Bangalore, Delhi and Hyderabad. We are prospectively looking at opening 15 more such units this fiscal in Maharashtra, Kerala, Karnataka and Delhi. And our corporate loan-book outside the state shall grow though on a very selective basis”, he added.

Meanwhile, a huge number of employees had come from Kupwara led by Mir Fayaz, EJAC leader to
participate in today’s protest programme, said the KNS correspondent. After this protest demonstration was over, the police swung into action detaining dozens of employee leaders including Abdul Qayoom Wani and Mohammad Ashraf Bhat. According to Mir Fayaz, the police has lodged Wani, Bhat and other eight employee’ leaders in central jail Srinagar. State government employees have been demanding enhancement of retirement age from 58 to 60 years, removal of pay anomalies and regularization of daily wage and adhoc employees in the state.
Bollywood: Boon or bane for Kashmiri people Shooting for ‘Haider’ underway in Kashmir Srinagar, November 09: Scores of shopkeepers and Dal dwellers Saturday alleged that their movement was restricted by security personnel who were guarding the Bollywood Film crew shooting for their latest movie ‘Haider’ in Kashmir. According to reports, Bollywood Film crew including film actor Shahid Kapoor appeared in the interiors of Dal Lake and the crew was seen camping near Meena Bazar Aabikarpora in Dal Lake. Hundreds of security personnel cordoned off the area and allegedly restricted the movement of the people while shopkeepers were not allowed to open their shops. “Security personnel directed us to wait for the departure of Film Crew. First we were told that the shooting would be over after an hour but whole day we were made to wait and our movement was restricted,” one of the owners of a showroom Muhammad Amin told CNS. Shopkeepers and locals resented the shooting and staged a protest alleging that people are always made to suffer whenever shooting of any Bollywood movie take place in any part of K a s h m i r Va l l e y . Shopkeepers alleged that
they did not earn a penny for the whole day and were made hostage. One of the shopkeepers said that after shooting in Kashmir and making people suffer here, these Bollywood Directors mislead people and often depict Kashmir as Manali or Shimla. “We are not against Bollywood but the way they take shelter of security personnel and even did not allow people to gather around is surprising and painful. We are not terrorists that our movement is being restricted anytime and anywhere whenever Bollywood returns to Valley,” an elderly person told CNS. People of Kashmir failed to describe the ‘Azadi term’ Rahul Gandhi has his own approach: Padgoankar New Delhi, November 09: “People of Kashmir don’t know the specific meaning of Azadi. They raise this slogan without knowing what they want. About 700 odd delegations we met did not talk about freedom but wanted solution of Kashmir issue within the ambit of Indian Constitution. Political stalwarts and people of Kashmir should ask Government of India to implement major recommendations made by us,” this was stated by former interlocutor on Kashmir Dilip Padgoankar during a telephonic conversation with Srinagar based news agency CNS on Saturday. When asked why your team of interlocutors during their very second visit without assessing the situation claimed that solution of Kashmir lies within the ambit of Indian constitution, Padgoankar claimed that not a single person whom they met sought freedom from India and instead the 700 odd delegations they met reposed their faith in Indian democracy and wished that Kashmir issue should be resolved within the ambit of Indian constitution. While replying to a question that people in thousands gathered around the team of interlocutors in North and South Kashmir raising Azadi slogans, Padgoankar said that it’s true that people raised Azadi slogans but nobody was knowing the meaning of Azadi. “We asked people to be specific and describe the meaning of Azadi, but to our surprise they failed to
describe the meaning of Azadi. They did not want Azadi from India but wanted that their social and economic issues should be addressed,” he claimed. He however said that those want Azadi from India did not bother to meet the team. “If Hurriyat people want solution to Kashmir issue then they should sit across the table and resolve the issue. Unfortunately, they (separatists) harp on the resolution of Kashmir issue but never bother to sit across the table,” he said. Former Interlocutor told CNS that it would be better for Hurriyat leaders to hold dialogue with New Delhi. “The perception of Mirwaiz Umar Farooq about Rahul Gandhi’s visit to Kashmir may be based on his logic but I think Rahul has a different approach when it comes to Kashmir issue. Rahul believes in step by step approach and that’s why his visit lacked political punch,” Padgoankar said. He welcomed the recent statements of Mirwaiz about poll boycott and said that elections have no bearing on Kashmir issue. “Separatist leaders should realize that people cast their vote even after boycott call. Boycott call is not going to help them at all and they need to review their decision,” he said. When asked why their major recommendations were not implemented, Padgoankar said that political leader and people of Kashmir should ask Government of India to implement major recommendations made by them.

Declining saffron production
S
affron is one of the main crops of Kashmir valley which earns a lot of foreign exchange and is considered second best in the world after Spanish saffron. It has a good market in almost half of the world because it is used as a medicinal ingredient. Within the country saffron is used by Hindu community while performing their pooja and is considered a sacred commodity. It is unfortunate that the production of saffron is declining and the cultivators say that the trend is continuing unabated. The saffron growers are worried this year more than the past year as the flowering is very slow in all the carivas in Pulwama, Budgam and other areas under its cultivation. The slow flowering has caused the panic among the growers and they apprehend that the production will be reduced to 20% only. Though the government under saffron mission has provided new seeds and other technological help besides imparting of knowledge about modern techniques; still the production is going down every year. This decline has posed a question mark on the overall cultivation process and if the trend continues the growers may stop to cultivate the lands for this crop once for all. It is imperative for the government to look into the causes of fall in the production and consult the scientists and agriculturists for effective measures so that the decline is stopped and once again the saffron carivas are bloomed with abundant flowers of saffron crop. The government should also keep in mind that this year there was no problem of rainfall and no other causes like any diseases was reported from any area. If an expert committee is formed, it can go deep into the causes and save the farmers from suffering heavy losses. The government should also put a blanket ban on any construction work in the saffron land and should not allow the saffron growers to use this land for other purposes. Saffron is not only one of our measure crops but is also a crop which helps the state of Jammu and Kashmir to remain as one of the tourist attractions during the autumn season. The matter should be prioritized and serious steps should be initiated in this direction.

Vedas and ancient Indian scriptures made references to wells, canals, tanks and dams which were beneficial to the community and for their efficient operation and maintenance the responsibility was of the State. Civilization flourished on the banks of rivers and the water was harnessed for sustenance of life. In south, perennial irrigation began with construction of the Grand Anicut by the Cholas as early as second century to provide water for irrigation from the Cauvery river. Wherever the topography and terrain permitted, it was an old practice in the region to impound the surface drainage water in tanks or reservoirs by throwing across an earthen dam with a weir, where necessary, to take off excess water, and a sluice at a suitable level to irrigate the land below. Some of the tanks got supplemental supply from stream and river channels. The entire land-scape in the central and southern India is studded with numerous irrigation tanks which have been traced back to many centuries before the beginning of the Christian era. In northern India too there are a number of small canals in the upper valleys of rivers which are very old.

This raised the water level and canals were constructed to take the water to the fields. Ghiyasuddin Tughluq (1220-1250) is credited to be the first ruler who encouraged digging canals. However, it is Firuz Tughlug (1351-86) who, inspired from central Asian experience, is considered to be the greatest canal builder before the nineteenth century. As Arnav suggests, this is "A great upper body pushing exercise that can be done with bodyweight or/ also with added weights." Note: While Parallel bar dips essentially strengthen your triceps and chest muscles, if you can do them to full capacity, they end up shaping your entire upper body - including core.

Choreographer-dancer Nirali Someshwar says, "Exercise and dance, if looked at individually, tend to get monotonous after a point. That's why this form has become popular. It is also good value for money as you learn two things at one time." So, what does dancercise include? Someshwar explains, "Basically it is a fusion of choreographed dance steps and exercises. The theory is based on individual exercise for every muscle. For example, isolated belly dance includes 20 minutes of abs and hip exercise, followed by 45 minutes of belly-dancing. The session keeps on evolving from start till the end, with each next step leading to the next one."

Although calorie restriction and increased physical activity are recommended for weight loss, there is significant evidence that inadequate sleep is contributing to obesity. Lack of sleep increases the stimulus to consume more food and increases appetite-regulating hormones. "The solution [to weight loss] is not as simple as 'eat less, move more, sleep more'," Drs. Jean-Phillippe Chaput, Children's Hospital of Eastern Ontario Research Institute, Ottawa, Ontario and Angelo Tremblay, Laval University, Quebec, Quebec, wrote.
"However, an accumulating body of evidence suggests that sleeping habits should not be overlooked when prescribing a weight-reduction program to a patient with obesity. Sleep should be included as part of the lifestyle package that traditionally has focused on diet and physical activity," Chaput
said. The authors' recently published research found that total sleep time and quality of sleep predicted the loss of fat in people enrolled in a weight loss program. The Canadian Obesity Network has included adequate sleep in its new set of obesity management tools for physicians.

Divide your hair into four sections — two at the front and two at the back. France warned of serious stumbling blocks to a long-sought deal over Iran’s nuclear programme as foreign ministers from the Islamic state and six world powers extended negotiations into a third day on Saturday to end a decade-old standoff. As the talks stretched on, French Foreign Minister Laurent Fabius said there was no certainty they would succeed in nailing down an interim deal that would begin to defuse fears of a covert Iranian advance towards nuclear arms capability. “As I speak to you, I cannot say there is any certainty that we can conclude,” Fabius said on France Inter radio, stressing that France could not accept a “sucker’s deal”. Syrian rebels recapture northern military base near international airport Agencies Activists say Syrian rebels have launched a counteroffensive in the northern city of Aleppo and recaptured a base near its international airport. The Britain-based Syrian Observatory for Human Rights and the Aleppo Media Center say the rebels were able to fully recapture the site, the base for a unit called “Brigade 80,” after government troops seized parts of it early Friday. The main job of “Brigade 80” was to protect the government-held Aleppo International Airport, which has been closed due to fighting for almost a year. Rebels captured the “Brigade 80” site in February and now government troops are trying to get it back. The Observatory said 40 rebels and more than 20 troops were killed in the latest fighting, that began Friday and continued early Saturday.
Maldivians finally vote to elect new president Maldives: After two months of political bickering and repeated failure to hold an election, Maldives voters headed to polling stations on Saturday to elect a new president for their vulnerable new democracy. Voters were lining up in schools being used as polling stations in capital Male, with some camping out overnight to get an early start. Two attempts at holding the presidential election since September failed with questions over the accuracy of the voters’ list prepared by the Elections Commission. The chaos left voters isolated and divided, and their country’s budding democracy under threat. Mohammed Sujuan said he is “definitely voting.” “Even if the voting is cancelled again ... it is my right,” said the 21-year-old painter. He said he would vote for former President Mohamed Nasheed, the country’s first democratically elected leader who controversially resigned last year. Nasheed is favored in the election, with his main rivals being Yaamin Abdul Gayoom, a brother of former autocratic ruler Maumoon Abdul Gayoom, and tourist resort owner Qasim Ibrahim, who challenged the September election in court. If no one gets at least 50% of the vote, a runoff is scheduled on Sunday. Some 240,000 people are eligible to vote. US regrets loss of voting rights in Unesco, blames Congress WASHINGTON: The Obama administration has put the blame of losing Unesco voting rights over Congress, which last year had imposed restriction on payment to the UN body. “We regret that today the US lost its vote in the United Nations Educational, Scientific and Cultural Organization (Unesco) General Conference as a result of legislative restrictions that have precluded payment of US dues to Unesco,” the state department spokesperson Jen Psaki said. The United States and Israel lost their Unesco voting rights yesterday after suspending funding to the organization for its recognition of Palestine in 2011. US ambassador to the UN Samantha Power said the America losing its vote is a result of legislative restrictions that prohibit the US from paying its dues. “While these restrictions are motivated by concerns that we share, the loss of the United States’ vote in Unesco diminishes our influence within an organization that is looked to around the world for leadership on issues of importance to our country, including the rights of women and girls, Internet governance, freedom of the press, and the recognition and protection of cultural heritage,” she said.
