Infiltration a threat to security in Valley: Army
Srinagar, July 10:
Army on Wednesday said that infiltration was a threat to the security scenario in the valley but the security agencies were working in a coordinated manner to take on the challenge. General officer Commanding of Army's 15 Corps Lt General Gurmit Singh said, "Infiltration threat is there. There are training camps and launch pads which are active (in Pakistan-occupied Kashmir). We have effective intelligence in place.” Singh was talking to reporters on the sidelines of a function here. "We have got a synergised intelligence grid with all the agencies and we will take on the challenge," Singh said. Lt Gen Singh lauded the efforts of the troops along the Line of Control (LoC) saying their alertness ensured that the infiltration attempt by militants to sneak into Kashmir through Keran sector of Kupwara was foiled. "It was because the troops were alert that the attempt to infiltrate in Keran sector was foiled and five terrorists were eliminated," he said. The Corps Commander said there is excellent synergy between the various security forces operating in Kashmir to counter the challenges with regard to security scenario. "We also have the support of the people who assist us in intelli-

BOPEE attributes goof up to human error Sringaar, July 10: Board of Professional Entrance Examination (BOPEE) has ruled out leakage of any paper in the Combined Entrance Test (CET) even as it has attributed the goof up which led to cancellation of the examination to “human error.” “There is no leakage of any paper. The paper of Biology got opened because of human error only,” Secretary JKBOPEE has stated in a reply filed before the State Human Rights Commission. The SHRC had issued a notice to J&KBOPEE, seeking factual report on the question paper mix-up in the CET at some centers in Srinagar on June 22 and their subsequent cancellation and postponement. “The setting and printing of paper is being made at the machine level while the packing and sealing is done manually. The Chief Minister said that the status of performance by the Ministers and Bureaucrats at the end of the year based on the outcomes and results of the programmes targeted by each department for completion and delivery in a particular year impacts public perception and helps to learn from shortcomings. Omar Abdullah said that the Result Framework Document Scheme launched in the State this year in 33 Government Departments is an important initiative in this direction. He said the enlistment of the key objectives of each policy initiative of a department and specified ways and actions of achieving these objects in a fixed time frame is what is required today. He said the strategy will synchronize the means and ends enabling the measurement of performance in a much easier way. He said this initiative is a befitting and scientific scale to assess the functioning of departments and individuals. He said it will also help in a great way to bring in accountability and
transparency at all levels in the administrative functioning. The Chief Minister lauded Performance Management Division (PMD) of Cabinet Secretariat Government of India with whose support Jammu and Kashmir has been able to prepare the RFDs for 33 Government Departments for the year 2013. He expressed hope that it would prove to be the successful exercise. Omar Abdullah said that political executives are elected every five years while the tenure of a career bureaucrat is over 30 years. “In other words there is an established mechanism for reviewing the performance of political executives every five year while no such mechanism exists for bureaucracy. Therefore, I believe that the performance management has much more to do with the civil servants as well”, he said and added that the civil service as an entity is needed to be programmed to engage itself consciously for achieving outcomes rather than focusing only on the outputs. He said the outlook knowledge, skill and attitude of civil servants must also relate to inter-generational dimensions of the socio-economic milieu.

Minister for Medical Education, Youth Services & Sports, Mr. Taj Mohi ud Din today laid the foundation of an ultra modern indoor stadium here today.The indoor stadium would be first of its kind in the State, given the facilities and amenities proposed and it would be completed within a span of 18 months. It would be built at a cost of Rs. 18 crore in two phases, out of which Rs. Six crore have already been released.Minister for Higher Education, Muhammad Akbar Lone, former Deputy Chief Minister and MLA, Baramulla, Muzaffar Hussain Baig were present on the occasion.The stadium would have courts and rings for playing all the indoor games, spectators’ lounges, change rooms and other facilities. Addressing the gathering after laying the foundation stone, Mr. Taj said Government intends to upgrade and equip sports infrastructure in the State. He said Government has devised an action plan under which every block would be provided a sports complex and every panchayat would have a sports field. The Minister asked the public representatives to identify land in their respective areas so that the same would be developed as sports fields. He said Government intends to develop indoor stadia across the Valley because for most of the year it remains in the grip of cold climate. he holy month of Ramadan is beginning today. Ramadan is the month in which Quran was revealed. Fasting during the month of Ramadan is one of the Five Pillars of Islam. The gates of Heaven would be open all the month and the gates of Hell would be closed. This is the month of good deeds to earn more and more blessings from the Allah Almighty. During this period, the Muslims in Kashmir need to focus on the plight of thousands of orphans, who are spread along the length and breadth of the state. Thousands of orphans strive in their own way to survive. Majority of them struggle for fending themselves and their dependents. Those who are lucky manage to gain entry in orphanages and secure their survival. In absence of the State coming forward to create a safety net for them, the sense of assisting them inflates in civil society which has led to mushrooming of orphanages in Kashmir. In an independent unpublished study conducted by a Freelance Researcher, it was revealed that the institutional rehabilitation of orphans fails to bring the desired results. Most of the orphans in Kashmir are the direct victims of violence and the orphanages do not offer specialized service of care and protection so as to help them to come out of such tendency. Invariably the Kashmir orphanages employ local people to take care of the orphans. They are neither trained in child care nor in management of the residential houses which is a major reason for lack of standards of care in orphanages. Recently in an art competition most of them sketched the guns and the destruction Kashmir is witnessing over the past 23 years. Rehabilitation at the mental level is more important than offering them a room to live in, delicious food to relish and a colour television to watch. We need to regulate the orphanages at first place. Orphanages could do better if there are minimum standards of care applicable to all of them. It is the responsibility of Government to collaborate with the organizations which have experience in the field and come up with a regulatory mechanism which should bring minimum standards of care as guidelines for running orphanages. Every orphanage should comply with these standards failing which their license to run the orphanage might be reconsidered and even cancelled in some cases. There are four important guidelines given in United Nations Convention on Rights of the Child, endorsed by India in 1992 which need to be linked with orphanages for ensuring special care to them. Child participation, best interest of the child, non-discrimination and survival and development, most of them are absent in our slipshod orphanages. When it comes of dealing with the issue of orphans the state is largely silent whether in terms of policy or program. The condition of the state run houses is extremely bad. There are no significant packages for orphans. The government of Jammu and Kashmir has actually never listed it as a problem which is the worst part of it. Kashmir orphans continue to think about the dual loyalties. Only a radical welfare policy will bail the hapless orphan out from the deep misgivings they encounter whether they are in an orphanage or begging in their villages.

ith the launch of IRNSS-1A satellite, India has joined a select group of nations with indigenously developed navigation systems. India’s first dedicated navigational satellite the IRNSS-1A developed by the ISRO was successfully put into orbit on the night of 1st July 2013.This is the first of the seven satellites of the Indian Regional Navigation Satellite System (IRNSS). Overview of Indian Regional Navigation Satellite System (IRNSS) IRNSS is an Independent regional navigation satellite system being developed by India. It is designed to provide accurate position information service to users in India as well as the region extending up to 1500 Km from its boundary, which is its primary service area. The Extended Service Area lies between primary service area and area enclosed by the rectangle from Latitude 30 degree South to 50 degree North, Longitude 30 degree East to 130 degree East. IRNSS will provide two types of services, namely, Standard Positioning Service (SPS) which is provided to all the users and Restricted Service (RS), which is an encrypted service provided only to the authorized users. The IRNSS System is expected to provide a position accuracy of better than 20 metres in the primary service area. IRNSS consists of a space segment and a ground segment. The IRNSS space segment consists of seven satellites, with three satellites in geostationary orbit and four satellites in inclined geosynchronous orbit. Thus, IRNSS satellites revolve round the earth at the height of about 36,000 km from the earth's surface. IRNSS ground segment is responsible for navigation parameter generation and transmission, satellite control, ranging and integrity monitoring and time keeping. Applications of IRNSS include land, sea and air navigation, disaster management, vehicle tracking and fleet management, integration with mobile phones, provision of precise time, mapping, navigation aid for hikers and travelers, visual and voice navigation for drivers. It can track people or vehicles and can be of immense use in disaster situations like the recent one in Uttarakhand. Even the

The mission life of IRNSS-1A is about ten years. IRNSS-1A was built at ISRO Satellite Centre, Bangalore with important contributions from VSSC, LPSU, IISU and Laboratory for Electro-Optics Systems (LEOS). Payloads IRNSS-1A carries two types of payloads – a navigation payload and a ranging payload. The navigation payload of IRNSS-1A will transmit navigation service signals to the users. This payload will be operating in 1.5 band (1176.45 MHz) and S band (2492.028 MHz). A highly accurate Rubidium atomic clock is part of the navigation payload of the satellite. The ranging payload of IRNSS1A consists of a C-band transponder which facilities accurate determination of the distance to the satellite (ranging). IRNSS-1A also carries Corner Cube Retro Reflectors for laser ranging.The other mission, launch of IRNSS 1B navigational satellite will be decided based on the performance and in-orbit testing of IRNSS-1A.

NSFDC - Playing Important Role in Economic Development of Target Group

he Ministry of Social Justice and Empowerment is implementing a number of schemes for development of Scheduled Castes and National Scheduled Castes Finance and Development Corporation (NSFDC) is playing an important role in economic development of the target group. The Corporation is active at National level and provides financial assistance ranging from 30,000/- to 30 lacs to entrepreneurs belonging to scheduled castes for setting up their own business ventures. NSFDC also provides 100% grant for skill development training programmes and also provide education loans to students for pursuing higher studies. The Corporation has assisted more than 8.50 lakh beneficiaries by providing loan of more than 2500 crore in last twenty four years. In the rapidly changing scenario in the World, empowerment of masses does not end with providing financial assistance for starting any business activity, but also involves inclusion of weaker sections in all spheres of development. Good education is one of the foremost requirements for getting employment or starting a self-employment venture. The youth of today needs financial assistance to follow their dreams of getting quality education and livelihood earning skills. The Ministry of Social Justice and Empowerment assists the target-group by giving post-matric scholarships and national overseas scholarship for pursuing higher studies. As the present day education has become an expensive affair particularly if one is to study away from his/her home by staying in hostels, there is a need to fill the gaps in scholarship amount and the actual expenditure. NSFDC is playing a major role in meeting this requirement. Its Educational Loan Scheme has been drafted in such a manner so as to cover all items of expenditures and provide wide coverage of courses. Getting education from foreign universities by the students is also possible through NSFDC's Educational Loan Scheme. Further, it is very essential for young persons to be well trained in their chosen area of occupation. Self-employment or wage employment requires exhaustive skill development training. The Government has established number of institutions in the
country for imparting these trainings. In this endeavour, NSFDC has entered into partnership with many of such training institutions and are imparting short-term skill training programmes for the educated unemployed youth belonging to scheduled castes. All the expenses of such courses are being met by NSFDC. NSFDC also provides stipend of Rs.1,500/- per month to these trainees for meeting miscellaneous expenses. In the present business environment - schemes of providing finances for self-employment venture - care should be taken that forward and backward linkages to the business activity undertaken with financial assistance from NSFDC are

Ex-minister Raghavji arrested on sodomy charges Bhopal: Former Madhya Pradesh finance minister Raghavji, who had to quit after his servant levelled allegations of sodomy against him, was arrested here Tuesday, police said. The former minister was arrested from a house in Kohefiza area of the city and taken to Habibganj police station, a police official said. Police had Sunday registered a first information report (FIR) against the former Bharatiya Janata Party (BJP) minister following his domestic help Rajkumar Dangi’s complaint. Dangi has alleged that Raghavji sexually abused him for over three years on the promise of getting him a government job. Dangi claimed that a sex CD had also been made.

Puri Rath Yatra begins amid tight security BHUBANESWAR: The annual Ratha Yatra (chariot procession) of Lord Jagannath, his brother Bhalabhadra and sister Subhadra began at Odisha's beach town of Puri amid tight security on Wednesday, officials said. The ceremonial procession of the deities known as Pahandi - carrying the deities out of the temple to the chariots started at 9.45am, Laxmidhar Pujapanda, public relations officer of the temple administration, said. More than 800,000 devotees reached the town, some 55 km from the state capital Bhubaneswar, by 11.30am. Their numbers could swell to more than a million by evening, Pujapanda said. The festival marks the annual journey of the three deities from the 12th century Jagannath temple in three splendidly decorated wooden chariots, pulled by devotees, to the Gundicha temple, around three km away. The festival ends nine days later when the deities make their way back home to the Jagannath temple. The return journey, known as Bahuda Jatra, will be held July 19. Devotees from different parts of the country and abroad attend this annual procession to get a glimpse of the deities,
which is considered auspicious. The chariots are pulled with ropes by devotees amid chanting of hymns. The state government has made adequate security arrangements to maintain law and order during the festival. Over 7,000 policemen are deployed across Puri to prevent any untoward incident, superintendent of police Anup Kumar Sahoo said. Woman gang-raped, neighbour arrested A 26-year-old has claimed she was gang-raped by at least three persons in Sector 16, Dwarka, in southwest Delhi. A case has been registered on basis of the woman‘s statement. All the accused are her neighbours. One of the accused was arrested. Police are investigating if the brutal attack was in retaliation to a petty dispute. A senior police officer said the victim had an argument with her neighbours a few days ago. She and her husband had even lodged a complaint with local police. Meanwhile, one of the accused, identified as Mukram, threatened the victim and asked her to withdraw her complaint.“On Monday night, Mukram asked the victim to meet him for a settlement. After sometime, he went to her house with two associates identified as Kashmim and Nasim. The victim was alone at home. They molested her and, when she objected, allegedly gang-raped her and fled. Mukram was arrested,” said the officer.
Supreme Court suggests Tatas to return Nano land to government
The court asked Tatas' counsel Gopal Jain to respond to its suggestion by August 6. The Supreme Court Wednesday asked Tata Motors to consider restoring the land for small car Nano factory in West Bengal back to the state government so that it could be returned to the agriculturists from whom it was acquired. The apex court bench of Justice HL Dattu and Justice Dipak Misra told Tatas that they are lease holders. "You are not carrying out any business there. You cannot be expecting any profit from land. Why should you come in the way of the state handing it back to the agriculturists?" the court said.
The court asked Tatas' counsel Gopal Jain to respond to its suggestion by August 6. The West Bengal government and the central government represented respectively by senior counsel Rakesh Dwivedi and Solicitor General Mohan Prasaran told the court that the state is willing to return the compensation with interest to Tatas if they restore the land to the farmers. The court's suggestion to the Tatas to hand over the land back to the state came in the course of the hearing of a petition by the West Bengal government challenging the Calcutta High Court order quashing its law to take over the Singur land.
1984 anti-Sikh riots: HC issues notice to Sajjan Kumar,CBI on victim's plea NEW DELHI: The Delhi High Court today sought responses from the CBI and Congress leader Sajjan Kumar on a plea filed by the family of the victims challenging his acquittal in a 1984 anti-Sikh riots case. A bench of justices G S Sistani and G P Mittal issued notice to CBI and Kumar for August 27. The notice was issued on a plea filed by members of the victims' family who contended that the trial court had failed to appreciate the legally admissible evidence in its verdict. The appeal filed by Jagdish Kaur and Nirpreet Kaur, who had lost their close relatives in the carnage following the assassination of then Prime Minister Indira Gandhi, have sought setting aside of the trial court's April 30 judgement. They have in their plea filed through advocate Kamna Vohra contended that the verdict was "erroneous" as the trial court had failed to appreciate that there was ample legally admissible evidence against Kumar to show he had allegedly "engineered" the murders of five Sikh persons in Raj Nagar area of Delhi Cantonment. They also submitted that the trial court had ignored the statements of Jagdish Kaur, Jagsher Kaur and Nirpreet Kaur who were direct witness to Kumar's presence and "speech of hatred" given by him on November 2, 1984. Seven of a family die as house ceiling collapses due to heavy rains in Chamoli Heavy rains continued to wreak havoc in Uttarakhand where seven persons of a family were killed when the ceiling of their house collapsed in Chamoli district today, while four persons were killed when a machine engaged in repairing a road fell into a ditch in Garhwal. The house collapse incident occurred at about 3.30 AM in Dhikauna village when debris from the hillside including rocks and boulders where the house was located hit it under the impact of heavy overnight rains, Chamoli ADM Sanjay Kumar told PTI over phone. The dead included two women and three children. Five bodies have been recovered and efforts are on to extricate the remaining two which are still trapped in the debris, he said. Hemant Soren set to be Jharkhand’s ninth CM If all goes well, Jharkhand Mukti Morcha (JMM) leader Hemant Soren will be the ninth chief minister of Jharkhand. Backed by the Congress, RJD and legislators from smaller parties and independents, Soren staked claim to forming a new government when he met Governor Syed Ahmad on Tuesday.The JMM handed over names of 43 legislators who it said will back the JMM-led government. All eyes are now on the governor. According to Raj Bhawan sources, the governor has sent a report to the central home ministry. Supreme Court notice to Centre on age of consent for sexual relations NEW DELHI: The Supreme Court on Wednesday issued notice to the Centre on a PIL seeking a direction for fixing the age of consent of a wife at 18 years for having sexual relations with her husband. Agreeing to hear the PIL, a bench headed by Justice K S Radhakrishnan sought response from the Centre on the issue. The court passed the order on a petition filed by an NGO, iThought seeking its direction for amendment of section 375 (rape) of the Indian Penal Code which makes an exception on age of consent of
the wife for sexual relations with her husband. The exception in section 375, which was recently amended by the Criminal Law Amendment Act of 2013, states that "sexual intercourse or sexual acts by a man with his own wife, the wife not being under 15 years of age, is not rape." Advocate Vikram Srivastav, appearing for the NGO, submitted that if the age of adulthood has been fixed at 18 years, the same should apply in the case of age of consent of a women for sexual intercourse.
