1 Dies in a scuffle in Anantnag Srinagar, November 10: Bijbehara police took the cognizance of the death of a person in the hospital who was injured in a scuffle over a dispute in Bijbehara, Anantnag. A scuffle took place between two parties at Hassanpora Tabila, Anantnag over a dispute in the jurisdictions of police station Bijbehara. During the scuffle Mohammad Maqbool Dar son of Ghulam Mohammad Dar was injured. He was subsequently shifted to SKIMS Soura, Srinagar for treatment where he succumbed to his injuries. Bijbehara police has taken cognizance, a case FIR No 257/13 has been registered in this regard.Investigation has been taken up.

Leopard injured a boy in Kupwara Srinagar, November 10: 7 years old boy was injured when he was attacked by a Leopard in Diver, Kupwara. Sameer Ahmad Chohan son of Shabir Ahmad resident of Dilbagh Diver, Kupwara was attacked and injured by a Leopard near his home in the jurisdiction of police station Kupwara. The injured was shifted to Sub District Hospital, Sogam for treatment.

A Tempo bearing registration number JK03C/ 8687 collided with a Maruti Car bearing registration number JK01E/4460 at Dobiwan, Baramulla in the jurisdiction of police station Kunzer, resulting in injuries to Mohammad Shafi son of Ali Mohammad resident of Ferozpore Tangmarg. The injured was shifted SKIMS Soura, Srinagar for treatment. A Tata Sumo bearing registration number JK02W/6761, turned turtle at Sangam, Anantnag, resulting in injuries to three passengers. All the injured were shifted to hospital for treatment. A case has been registered in this regard. An unidentified Motorcycle hit and injured a 3 years old girl daughter of Mohammad Ashraf Dar resident of Mugalpora at Mughalpora, Baramulla. The injured was shifted to hospital for treatment. Press Note Leaders

Who is who? What do they do? From our special correspondent Srinagar, November 10: With the onset of chilli-winter season, the people of the valley are confronted with enormous problems of power shortage, scarcity of drinking water, sky-rocketing prices of essential commodities, sudden fall in the supply of cooking gas and what not. It has become a routine for the people of the state to listen to big announcements, assurances, promises and tall-claims of overcoming the shortage of above mentioned services every now and then but all falls short of accomplishment when it comes to ground realities. One wonders and sometimes gets a laughing stock when President, General Secretary and other office bearers of National Conference and Congress demand ensuring of uninterrupted power supply, drinking water and cooking gas like things particularly on the eve of festivals and religious occasions. It is definitely shocking that they air these demands through radio, television and the local press.

Instead of asking their minister and their government to take concrete steps to mitigate the problems of the people in cabinet meetings and co-ordination meetings, these leaders who are the essential part of the coalition government, prefer to issue such statements to mislead the people. These press-note leaders, themselves know that their statements are of no use but to keep their names in the news they are always in search of the occasions to issue the press-notes. Even some times, they are away in some foreign countries, but back in the state the press notes asking for smooth supply of electricity for religious festivals are being issued by their buffoons without any wait. These statements become more laughing stocks when even the cabinet ministers issue a press release demanding certain things to be done on a particular occasion. The height of press note leaders is that even the erection of a mobile tower in Tangdar attracted dozens of press notes in which these leaders claimed that they made efforts to get

In addition to these they are indulging in all kinds of corrupt practices including extortions, grabbing big amounts from innocent people to provide jobs to their wards etc. They issue some statements, get them published in some papers and use these clippings for exploiting gullible people. They

also black-mail some honest officers and extort money and favours from them. This trend is not only prevalent in main stream parties but also in separatists who get lot of money from outside the country. There are some press note leaders who are sponsored by various agencies to get their viewpoint publicized through them. However this exercise is futile because the press statements issued have no bearing on the functioning of the government agencies as they do not take these statements seriously knowing their origin and background. It surprises everyone when even the leaders of the stature of Dr. Farooq Abdullah, Sheikh Nazir Ahmad, Prof Saif-ud-din Soz and their other leaders issue statements on the public problems instead their own government to deliver. Does this mean that these leaders have no authority and say in their own coalition and they have to take help of media to highlight the problems of the people? One comes to the conclusion to say as to who is who and what do they do?

In fact, if these press note leaders would have been serious about the problems of the people, they would instead use the official channels and bring the problems of the people to the notice of the concerned ministers and heads of the depts. This would have been the proper way so that the things could be sorted out without any hue and cry. As far as the official electronic media is concerned, the carriage of

rich traditions and ethos which has to be preserved and uphold at all costs. Srinagar, November 10: Jammu and Kashmir Private Schools United Front (JKPSUF) has condemned the Board Of School Education (BOSE) for failing to repeal the controversial class 12 Maths paper and announcing good-for-nothing cosmetic measures. The Front said that the authorities have failed to grasp the situation arising out of this paper. “It has already claimed one life and pushed thousands into depression,” said G N Var, General Secretary JKPSUF. “BOSE is acting like an arrogant, insensitive organization determined to punish students and defend itself,” reads a statement issued by Var to Kashmir News Service. The Front rejected the grace marks offered by BOSE. “Our students are

not beggars, they have toiled hard for the subject and they want justice not any compensation,” said Var. The Front said that this is not the question of passing the exam, rather building a career. “JEE (Joint Entrance Examinations) gives 40 percent weightage to board marks, so when the marks are low, the chances for Kashmiri students to qualify decrease proportionately,” said Var. Salman Khurshid to head Indian delegation at CHOGM New Delhi, November 10: External Affairs Minister Salman Khurshid will head the Indian delegation at the Commonwealth Heads of Governments Meeting (CHOGM) at Colombo from 15th of this month. Prime Minister Dr. Manmohan Singh today wrote a to Sri Lankan President Mahinda Rajapaksa and said he is unable to attend the summit personally.

Why does peace elude the world?

W

hether Afghanistan, Pakistan, Palestine, Iraq, Egypt, Syria, Indonesia, Somalia, Algeria or any other part of the world, the peace is eluding and haunting the world community. There are various factors which are responsible for world wide unrest, violence and terrorism. One of the main factors is inequitable distribution of the world resources which are dominated, encashed and harnessed by the powerful countries of the world. These economic resources have never been within the reach of poor countries and the ultimate poverty prevalent in those countries has given rise to armed struggles which have snatched the peace of mind of the whole world. The second most important factor leading to armed struggles in different countries is religious based and the organizations fundamental in nature want that the societies and the countries be ruled according to religious guidelines. Most of these armed movements are going on in the Islamic countries where these are funded and run by religious fanatics who preach and interpret the religion according to their own whims and conveniences. The religious fundamentalism has claimed the lives of lakhs of people from Algeria to Uganda and from Libya to Syria and Afghanistan besides Iraq and other countries. In fact Islam is one of the most progressive, accommodative and scientific religions which believes in co-existence, brotherhood, equality of every human being in the society and right to expression. This is the religion which was first to launch and organized movement against slavery and gave the conception of democratic institutions. This is the first religion which stressed the need of education without the discrimination of gender and gave equal rights to women. However if in the name of this religion some one does something wrong, it does not mean that Islam supports that as Islam never preaches violence. If it preaches anything that is humanity, equality, co-existence, brotherhood and service to humanity. There may be some problems in certain areas, there may be some grievances of particular groups, there may be some bias towards the community but that does not mean it will lead to violence which will create horrible conditions for the whole world and will make it unsafe and unsecured for every human being. Till these two important factors economic and religious are addressed properly the peace will continue to elude the world.

Transformative Impact of JNNURM

I

n 2005, Ministry of Urban Development launched the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The Mission was launched with an aim to encourage urban level reforms and fast track planned infrastructure development of identified “mission cities”. These cities were selected on the basis of population or them being State capitals, or having certain additional features. A cluster of 63 mission cities was identified each having a minimum of one million population including the seven metropolitan cities with more than four million population and twenty eight cities that were State capitals or had historic, religious or tourist importance. Later on, two more cities were added to the set of mission cities taking the total to 65 cities. The duration of JNNURM has been kept as 7 years beginning from 2005-06. Under JNNURM, financial assistance is being provided to each of the cities for specific project planning, development and implementation for projects of water supply, sewerage, drainage, solid waste, urban transport, urban renewal, heritage preservation and slum improvement. However, amongst all other infrastructure sectors, urban transport demanded special consideration, as indicated by the extraordinary growth in urban traffic conditions, depleting public transport services and the impact of road pollution to the urban environment. JNNURM has been instrumental in rejuvenating the urban space in the country. Post independence, JNNURM has been the country’s first national flagship programme of this nature and size for the urban sector. It is for the first time that the central government is providing assistance of this kind for what is classified as a State subject as per the Constitution. One of the Mission’s objective is to break the vicious circle of poor cost recovery - low investment - poor service delivery. JNNURM has managed to provide a strong impetus to investments in urban sector and incentivized cities to develop sustainable investment frameworks through service delivery reform and cost recovery of services provided. The Mission has definitely helped raise awareness and concern about problems of urban growth and management. Urban matters are talked about more widely and more frequently these days than before. Getting on to the

JNNURM bandwagon, has become both important and useful for the State and City officials as well as political leaders. For the first time the largesse from the Centre is claimed to be contingent upon various reforms. Mission seeks a different kind of identity, because it is contingent on reforms. The mandatory reforms also provide for a public disclosure law and a community participation law to institutionalize transparency and enable citizen’s participation. The Mission has actively advocated the role of Public Private Partnership (PPP).

JNNURM has led to improved environment and public health in the project areas while promoting sustainable urban development. Without the project, environmental quality and public health will remain the same or worsen with a rapidly increasing population and associated unmanaged domestic wastes. Development of water, sanitation, and solid waste management infrastructure under this project aimed to enhance the overall urban environmental quality and public health of Indian cities and upgrade the parameters of quality of life like housing, natural environment, health, recreation and leisure time, social belonging, community life, public services and transport which includes water and other basic services which provides mobility and connectivity, and leads to upgrading quality of life of the citizen of India. Many initiatives undertaken in different cities have showed that with political will and planning, our urban spaces can become liveable again. Notable of these initiatives include 24X7 water supply in Hubli-Dharwad, Ahemdabad Bus Rapid Transit System, water supply project in Nagpur and property tax collection mechanism in Bangalore. The JNNURM project has also partially contributes to achieving the Millennium Development Goals (MDGs) like providing sustainable access to safe drinking water and basic sanitation, ensuring environmental sustainability and the eradication of slums and to achieve significant improvement in the lives. JNNURM has made a quantum change in size of investments and breadth of coverage across cities and sectors. JNNURM has beyond doubt given a considerable fillip to urban infrastructure investments. Cities have come forward and benefitted immensely under this programme. The JNNURM definitely has transformative impact on the urban infrastructure of the country.

Addressing Holistically Various Aspects Relating to Earth Processes – ESSO

T

he Earth System Science Organization (ESSO) operates as an executive arm of the Ministry of Earth Sciences for it policies and programmes. It has four major branches of earth sciences - Ocean Science & Technology Services; Atmospheric and Climate Science Services; Geoscience and Technology; and Polar Science and Cryosphere. The sole purpose of the endeavor was to address holistically various aspects relating to earth processes for understanding the variability of earth system and for improving forecast of the weather, climate and hazards. The ESSO primarily aimed to develop and improve capability to a wide range of forecasts, on weather, climate and hazard related phenomena for societal, economic and environmental benefits including addressing aspects relating to climate change science, climate services and integrated Himalayan meteorology. Over 25 sectors of both public and private directly and indirectly, are the stakeholders of the various services being rendered by the ministry, in addition to general public. This ESSO is also responsible for development of technology towards the exploration and exploitation of marine resources in a sustainable way for the socioeconomic benefit of the society by taking into account the global developments in the field of marine environment. Weather and Climate Forecasts Weather and climate forecasts, including those of extreme events, are becoming increasingly important for the economic and societal benefits. Earth System Science Organization provides weather and climate forecasts on various spatial and time scales (nowcasting to climate) to different users in the country. This include nowcasting (up to six hours) for aviation and disaster management, short to medium range forecasts ( up to 7 days) for agricultural, water resources, insurance, public safety, tourism, water resources and power management, disaster management etc, seasonal forecasts for

economic planning, agricultural, water resources and power management, and climate change scenarios for long-term planning and mitigation and adaptation strategies. Operational short to medium range forecasts are now prepared using the state -of-the-art numerical weather prediction models at a resolution of 22 km from 100 km resolution. This is a major improvement. This improvement in capability was possible due to the upgradation of High Performance Computing (HPC) facility at the ESSO institutions. The quantitative forecasts of weather elements and forecast lead time by one day have improved over for short to medium range weather forecasdts. . This improvement is mainly attributed to use of high resolution numerical models with improved physics, and assimilation of nonconventional data from Doppler weather radars, satellite radiance and many satellite derived data products like winds, temperature and water vapour profiles. Verification of weather forecasts suggests that the skill in short range weather forecast in the country is at par with the skill of other developed countries like USA and UK. Skill of track prediction of tropical cyclones also has improved and is now comparable with the skill of other major prediction centres. The average forecasts errors in track of tropical cyclones in 2012 were 110, 185 and 240 km respectively for 24, 48 and 72 hour forecasts. In 2003, these errors were 150, 260 and 385 km respectively. Seasonal forecasts are traditionally prepared using statistical models, but with limited success of about 60%. In spite of better understanding of monsoon variability and consistent efforts to improve statistical models, the skill of monsoon seasonal forecast has not improved over the years. To meet the user demands of more accurate seasonal forecasts at much smaller spatial scale, the use of coupled atmosphere-ocean models, has been initiated. With the objective to implement a state-of-the-art dynamical

forecasting system for short range to seasonal forecasts, ESSO recently launched the Monsoon Mission with a budget provision of Rs 400.0 crores. Importantly, it is aimed at providing a seamless approach to predicting monsoon variations for lead times extending from short range to seasonal. The mission has initiated national and international collaboration in order to improve the models specifically for monsoon forecasting and especially targeting the key systematic errors which are limiting the predictive capability of dynamical models. A high priority has been accorded to the work on extended range forecasting, which has great potential for the agricultural sector. With the Monsoon Mission, a marked improvement in the accuracy of weather and climate forecasts is expected in next 5 years. Improvement of model physics like convection, clouds, land surface process, ocean coupling and development of advanced data assimilation methods are some of priority research areas under the Monsoon Mission. Prediction of extreme weather events like intense precipitation, strong winds, etc is also an important research priority. ESSO is making efforts to establish a framework for nowcasting (up to six hours in advance) based on numerical models and satellite and Doppler weather radar data. With the numerical models, an advance prediction (23 days in advance) of extreme weather events may be possible, at least in a probabilistic sense. For this, use of high resolution models with advanced data assimilation is required but with many ensembles to take care of the uncertainties in initial conditions. Such an ensemble forecasting system is already implemented and is now being evaluated. ESSO is at a threshold for a quantum jump in achieving significant improvement in weather and climate forecasts and thus helping the development of the nation. To meet these challenges, adequate investment will be made in human resource development, high

performance computing and improving the observational network. Ocean Mineral Resources Manganese nodules are potential ocean mineral resources found on the seabed at the depth of 4000 to 6000 m. These manganese nodules are small, dark-brown colored and lightly flattened, 5 to 10 cm in diameter, They host strategic minerals such as Copper, Nickel and Cobalt as well as Molybdenum, Vanadium, Titanium, Platinum, Rhodium, etc. in small quantities. India has been conducting extensive survey and research including development of technology for possible harnessing the resources. Recognizing India’s persistent endeavors, the pioneer investor status has been acceded primarily by allotment of a site in the Central Indian Ocean Basin by the Preparatory Commission of the United Nations for harnessing the polymetallic nodules. The Polymetallic Nodules programme consists of four components, viz. Survey and Exploration, Environmental Impact Assessment (EIA) Study, Technology Development for Mining and Technology Development for Extractive Metallurgy. As a part of survey activity, a detailed multibeam bathymetry survey has been completed for 75,000 sq. km. area to map the seabed topography. A comprehensive resource analysis has been carried out. The estimated potential is found to be about 380 Million Metric Tonnes (MMT). The important metal resources estimated as: Manganese – 92.59 MMT, Nickel – 4.70 MMT, Copper – 4.29 MMT and Cobalt – 0.55 MMT. Besides, an area of ~7860 km2 has been identified as First Generation Mine Site (FGM) which has the best abundance and grade. The important prerequisites for mining these resources in the identified area are development of technology and conducting environmental impact assessment. Under technology development for harnessing the resources, a set of deep sea mining equipments have been developed indigenously.

home. At the Eden Gardens, when all the focus was on Sachin Tendulkar’s 199th Test, Dhoni went about his job of leading the side in his trademark cool manner. This man is not craving publicity and is happy when the team performs. When India were in trouble in the first innings after Shane Shillingford had dealt repeated blows, Dhoni batted well according to the situation. He is also the man who decided that Rohit and Shami had to be drafted in the squad when the hype over Sachin had threatened to distract so many people. To the average fan in Kolkata, Dhoni handing over the ball to Sachin in the first innings may have looked like a way of pleasing the crowd. The paceman oozed confidence from the time he bowled his first delivery. When he races in to bowl after having marked out his runup, the acceleration is smooth.
