Srinagar, Oct 10 : Police has arrested at least 6 persons after the death of a septuagenarian during group clashes in Barji area of Harwan Srinagar. Police sources told that group clashes erupted in Barji Harwan over a piece of land in which one person namely Ghulam Ahmed Bhat received severe injuries who later on succumbed to his injuries. “We have arrested two persons so far and an FIR vide 63/2013 under section 302 has been registered in police station Harwan,” a police official said.

Srinagar, October 10: Fire broke to in the Auqaf building situated at Chatabal, Srinagar. The building was housing some small-scale industrial units. A Spice factory, two woolen units, and three other shops were damaged in the fire. Fire was brought under control with the help of fire tenders and local Police.
Srinagar, October 10: Two persons died and four others were injured in road accidents across the valley. An Army recovery vehicle bearing registration number 01P013710K rammed into the shop of Ghulam Mohammad Sofi son-in-law of Khazir Mohammad Parry resident of New colony Khag near New colony Khag, Budgam. The shopkeeper was critically injured in this incident. The injured succumbed to his injuries on way to the Hospital. Budgam Police has registered a case FIR number 54/13 under section 279,357,427, 304 RPC in this regard. Meanwhile, a Vencher vehicle bearing registration number JK13B/7046 hit a Motorcycle Jk04A/1637 at Malikpora, Pulwama.The motorcyclist Suhail Ahmad Malik resident of Malikpora, Pulwama died on the spot. A case has been registered a case in this regard. In another accident, a WagonR bearing registration number Jk13C/1232 hit and injured a pedestrian Shahid Ahmad Dar son of Abdul Rashid Dar resident of Mantipora at Poshkreeri, in the jurisdiction of Police station Srigufwara, Anantnag. The injured was shifted of SKIMS Soura, Srinagar for treatment. Anantnag Police has registered a case in this regard. In another accident, a Load carrier hit and injured a nine years old boy Sameer Ahmad Bhat son of Mohammad Jamal resident of Doodkhato, in the jurisdiction of Police station Charar-e-Sharief, Budgam. The injured was shifted to SMHS, Srinagar for treatment. Budgam Police has registered a case in this regard. In another accident, a Tavera bearing registration number Jk01M/9305 turned turtle at Kulan, in the jurisdiction of Police station Gund, Ganderbal, resulting in injuries to the driver of the vehicle. The injured was shifted to SKIMS, Soura Srinagar for treatment. Gund Police has registered a case in this regard. In another accident, a Load carrier bearing registration number Jk13/9995 was hit by a tractor bearing registration at Aramullah, Lassipora, in the jurisdiction of Police Station Pulwama, resulting in injuries to the load carrier driver. The injured was shifted to Hospital for treatment. Pulwama Police has registered a case in this regard.

This episode is an eye opener for the people of J&K who should now rise to the occasion and ask the politicians to explain and make them accountable for all those Trillions of rupees which came from the central govt. for development of state, but went into the coffers of the politicians. It is not one minister, one politician or one party but all of them should be made answerable and they should tell the general public where the money has landed up? The central govt. is equally responsible for this money laundering as it has been sending the money without asking for any transparency and accountability. The appeasement policy viz-a-viz some politicians, leaders and political parties have made the things complicated. The funds were diverted, drawn without doing any work on ground and within a short span of time, several families became wealthiest and economically healthiest. NGOs are another source of laundering the govt. money and most of the large NGOs are run by politicians and their kith and kin. Did anybody ever bother to make them accountable or to monitor their activities. These NGOs are getting huge and hefty amounts from international and national sources, govt. agencies and departments besides the state govt. This is most unfortunate that there is no mechanism in place to supervise or monitor the utilization of funds by these NGOs. Their activities are limited to a yearly function here and there where they present a shawl and a memento to some of their favorites so that they get highlighted in media. The rest of the money is swallowed by them even without making a slightest sound. The revelation of General V.K.Singh must have made the nights of many politicians sleep less. However, the amount of pressure put on him by politicians and media may compel him to bury all information as there is no place for truth and honesty in this country. Addresses 62nd CABE Meeting NEW DELHI, OCTOBER 10: The State Government has decided to bring about amendment/augmentation in the J&K School Education Act 2002 so as to bring it at par with the Central RTE (The Right to Children to Free and Compulsory Education) Act-2009. This was stated by the Minister of Higher Education, Mohammad Akbar Lone in the 62nd meeting of Central Advisory Board of Education held here today. The meeting was chaired by the Union Minister of State for Human Resource Development Jitin Prasada along with Dr K. The Minister of State for Floriculture Mr. Nazir Ahmad Gurezi said that the Detailed Project Report (DPRs) for development of Park at Housing Colony, Bijbehara and Tarabal have been prepared at an estimated cost of Rs. 98.21 lakh and Rs. 268.10 lakh respectively. The Minister said that there is no J&K State Finance Commission Act 2008, and as such no State Finance Commission has been set up under such an Act. However, J&K State Finance Commission was constituted in September 2007 under Jammu and Kashmir State Finance Commission Act 2006 dated 31.10.2006. The State Finance Commission submitted its report on the last day of its extended term on 30.11.2010 to the Chief Minister, he added. As per the cabinet decision, the recommendations of the State Finance Commission have to be examined by the Committee to be constituted for the purpose in the concerned departments for the implementation of the recommendations. He further said, as per the same cabinet decision, after examining the recommendations, the departments would submit their proposals with the approval of concerned Minister to a group of Ministers headed by the Minister for Finance for making final recommendations to the cabinet for the implementations of the recommendations. The proposal has been
received from nine departments and is awaited from rest of the departments. The Group has to now consider these recommendations and make further recommendations to the cabinet when the proposal/recommendations are received from remaining departments. The Minister reiterated that the State Government is committed to ensure equitable and balanced development of all the areas of the State with special focus on those areas which are lagging behind in the developmental process. Further, as and when the recommendations of the Group of Ministers on the report of State Finance Commission are accepted by the Cabinet, the process for allocation of the resources will be made accordingly, he added. In reply to another question by Mr. Jugal Kishore, Mr. Sadhotra said that Rs 152.88 lakhs and Rs 82.95 lakhs have been distributed under IAY in District Reasi during 2011-12 and 2012-13 respectively against the allotted amount of 153.295 lakhs and Rs 83.47 lakhs respectively. Annual Darbar Move a futile exercise

ow the Annual Darbar Move is taking place on 25th Oct. and with that almost all activities in the valley come to an end. The ministers, the MLAs, the bureaucrats and all sundries start their journey towards the winter capital making the valley to give a deserted look all over. Whatever the divisional offices are left behind most of their heads remain on tour to Garam Pathri (Jammu). The life comes to a standstill when the winter sets in and the valley sans water supply, electricity, transport and it looks as if one is amid deadly silence in a ghost city. There is no doubt that some minister comes on tour to listen to the problems of people though he cannot solve most of them and spends restless days of tour in Srinagar by meeting delegations and putting the show on official electronic media. The annual darbar move costs crores of rupees to the state exchequer in the shape of transportation, move allowances to employees and accommodation besides some other expenditure on the movement of those files which eat dust at Srinagar and Jammu both but never get disposed off. One does not understand as what is the aim of this darbar move which has become a white elephant for the state exchequer. The former Chief Minster Shiekh Mohammad Abdullah had during his regime decided to dispense with the system but it was opposed tooth and nail by Jammuites and the decision remained confined to the files only. In fact the state government should find out an alternative to darbar move as most of the divisional level departments have offices in Srinagar as well as in Jammu. If it is not possible then it would be in the interest of the people and the state to put some top bureaucrats permanently at Jammu and some at Srinagar with a coordinating agency at the state level. If it is not feasible then the minimum staff should be allowed to move with darbar and the present system of hundreds of employees moving to Jammu during winter and similarly to Srinagar during summer should be stopped instantly as it is becoming unbearable for the common people in the whole state.

oal is the mainstay of India’s energy and 55% of primary energy supply and 70% of power generation in the country are coal based. India ranks third in coal production globally after China and USA. The Ministry of Coal is responsible for exploration, production and distribution of coal and lignite to meet the requirements of different consumers and through the public sector undertakings it is discharging its responsibilities. Coal India Ltd. and Neyveli Lignite Corporation Ltd. (NLC) are the two Central PSUs under the administrative control of the Ministry. Singareni Collieries Company Ltd. (SCCL) is the joint undertaking of Government of Andhra Pradesh and Government of India with equity sharing in the ratio of 51:49 respectively. The need for systematic and scientific development of coal industry was recognized from the inception of the process of national economic planning in the country. National Coal Development Corporation (NCDC) was set up in 1956 which was the first step towards planned development of the industry. Singareni Collieries co. Ltd. (SCCL) was already a government company in 1956 and Central Government started equity participation in SCCL from 1960 onwards. However, comprehensive development programme could be initiated only after nationalisation of the industry in the early 1970s and formation of Coal India Ltd. (CIL). Soon after nationalisation of coal sector in the early 1970s, Coal India Ltd. (CIL) was formed as a holding company in 1975 with four coal producing companies and one planning and design institute and the level of production was about 73 million tonnes at the time of its formation. Today CIL has seven coal producing companies and one planning and design institute with their operations spread over eight states and has achieved a level of 436 million tonnes in 2011-12. India’s assessed coal resources currently stand at about 293 billion tonnes of which about 118 billion tonnes or 40% are proved reserves and the remaining 60% are in inferred and indicated categories. Plans have been drawn to enhance the efforts for coal exploration with a view to enhance the reserve base. Coal production enhancement is basically through taking up of new projects under the public sector companies of the Ministry and development of blocks allotted to various companies in public and private sectors. In addition, acquisition of coal properties abroad has also been adopted for securing coal supplies in meeting the demand. A number of policy initiatives taken by the Government over last three decades
has strengthened the coal sector in enhancing production with due regard to safety and environment. Introduction of setting of economic reforms in the early 1990s led to tapering off the budgetary support. After a major capital restructuring of CIL in 1996, the budgetary support to CIL was completely stopped. These projects will be funded through the internal resources of CIL. Action plan has been drawn in regard to implementation of these projects and railways, Ministry of Coal and coal companies are regularly monitoring the status of implementation. heating of investors by unscrupulous companies takes many forms, such as: ‘vanishing’ after raising money through public offers; illegal collection of deposits in violation of Section 58A of the Companies Act, 1956; floating sham ‘Collective Investment Schemes (CIS)’ in violation of SEBI Act; collecting money from public by posing as ‘NonBanking Financial Companies (NBFCs) in violation of RBI Act; and resorting to ‘Ponzy’ or money circulation schemes under the Prize Chits and Money Circulation Schemes (Banning) Act, 1978. The Ministry of Corporate Affairs has taken action against ‘vanishing companies’ which have raised funds through initial public offer but thereafter are not traceable. The Ministry has also taken action against certain companies which have failed to repay deposits to public violating Section 58A of the Companies Act, 1956. Complaints of cheating by companies which promised high rates of interests to investors, have been received against 87 companies. In these cases Inspection under Section 209A/ Investigation under Section 234 of the Companies Act, 1956 has been ordered. Securities and Exchange Board of India (SEBI) also looked into the affairs of 669 companies whose operations were in violation of SEBI (Collective Investment Schemes) Regulations, 1999. The amount collected by these companies was about Rs 7,435 crore. Out of these companies, 75 have been wound up and the money refunded to the investors. A total of 552 companies were prosecuted; convictions have been secured in 124 cases. RBI also regulates deposits / investments of the public with Non- banking Finance Companies (NBFC) that are registered with RBI. Complaints received against companies posing as NBFC’s and Unincorporated bodies indulging in cheating / fraud are forwarded by RBI to the Economic Offenses Wing of the State Police for investigation and further action. Having access to banking information as well as expertise of FIU, the MoU will help SFIO in conducting its investigation in a more effective manner. These initiatives will facilitate development of a comprehensive EWS for detection of fraud and malfeasance at the earliest. The concerned regulatory agencies of the Central Government have adopted different measures aimed at sensitizing the public of the need to be cautious while making investments into schemes, etc. The Ministry of Corporate Affairs conducts Investor Awareness Programs (IAP’s) for making the public aware of the various instruments of investments available to them. Similarly, Reserve Bank of India issues notice in newspapers regularly to caution the public against the design of entities in collection of deposits illegally. Editors of Newspapers are also sensitized to exercise caution for accepting advertisements pertaining to acceptance of deposits by un-incorporated bodies. Presently, RBI is in the process of undertaking a comprehensive campaign aimed at alerting the public against falling prey to the Ponzy schemes and other monetary mal-practices. SEBI also conducts Investor Awareness Programs in cities / towns across the country and has recently launched publicity campaigns through electronic and print media.

Smoking can cause progressive vision loss
The hazards of smoking are well known. But what is not so well known is that smoking can also be a reason for vision loss in people at or above the age of 50 years due to what is called Age-related Macular Degeneration (AMD). AMD is an eye condition that leads to the deterioration of the centre of the retina, called the macula. It has emerged as the leading cause of vision loss in people. “People who smoke, those suffering from cardiac diseases, excessive exposure to ultraviolet light and the fair skinned people are at a higher risk of acquiring AMD,” Deependra V. Singh, director of eye-care centre Eye Q Retina, told IANS. “As there are no specific preventive measures, we advise people to quit smoking, protect the eyes from ultraviolet light and control their cholesterol,” Deependra Singh said.According to the World Health Organisation (WHO), AMD is the third largest cause of vision loss worldwide. It first leads to vision distortion and, if not treated well, can cause permanent vision loss. In this disease, the photo receptor cell of the retina is killed by waste products, and tiny spots called “Drusen” are developed, which then leads to blurring of vision. This is the dry AMD, one type of AMD.
“The most severe is the wet AMD in which a neo-vascular membrane behind or in the retina grows progressively and destroys the central retina. It is not a cancer but behaves like one and the wet AMD, if

One in 10 adults suffers from hypothyroidism, finds survey MUMBAI: One in 10 adults suffers from hypothyroidism, with the prevalence of the condition higher in inland cities than in coastal locations, says a countrywide study. The seafood diet of coastal people may help prevent the disease, said experts in reaction to the findings.The study, published in the Indian Journal of Endocrinology and Metabolism, shows that out of the 5,376 people who were surveyed, 10.95% were found to be suffering from hypothyroidism. Men who don’t exercise have ‘dysfunctional’ good cholesterol High levels of good cholesterol - also known as high-density lipoprotein (HDL) appears to carry cholesterol away from blood vessels to the liver, and from there the liver processes it for removal from the body. Because exercise has the potential to protect against heart disease in a variety of ways, Christian K. Roberts and his colleagues at UCLA tested whether HDL in men who weight trained regularly behaved in a healthier way than HDL in sedentary men.
They found that the men who didn’t exercise were more likely than those who weight trained to have dysfunctional HDL. Having faulty HDL was associated with numerous other risk factors for heart disease, including high triglycerides and a higher trunk fat mass. This finding held true regardless of the men’s weight, which suggests that maintaining a

Does Facebook really cause depression? New evidence thrown up by researchers debunks the finding that spending time on Facebook and other social sites causes depression. The University of Wisconsin School of Medicine and Public Health study suggests that it may be unnecessarily alarming to advise patients and parents on the risk of "Facebook Depression" based solely on the amount of internet use. Last year, the American Academy of Paediatrics released a report on the effects of social media on children and adolescents, which suggested that exposure to Facebook could lead to depression, The Journal of Adolescent Health reports. Researchers led by Lauren Jelenchick and Megan Moreno from Wisconsin surveyed the 190 students aged between 18 and 23 using a real-time assessment of internet activity and a validated, clinical screening method for depression, according to a Wisconsin statement. The students were surveyed with 43 text message questionnaires at random intervals over a seven day period between February and December of 2011. The students were asked if they were currently online, how many minutes they had been online and what they were doing on the internet. The study found that the participants were on Facebook for over half of the

Migraine much more than just bad headache Almost everyone suffers from headache pain occasionally, but for many, intense, debilitating headaches accompanied by other neurological symptoms — also known as migraine syndrome — are a source of physical misery that can have a devastating effect on their quality of life. According to Dr. Rebecca Poetschke, who treats patients at the new migraine clinic at the Women’s Health Center on the campus of ProMedica Herrick Hospital, migraines are actually a group of neurological symptoms that vary widely among sufferers. The American Migraine Foundation, an American nonprofit organization that supports migraine research, states on its website that migraine symptoms generally include severe, recurring intense pain on one side of the head (although both sides can be affected) accompanied by one or more of the following: visual disturbances, nausea, vomiting, dizziness, extreme sensitivity to sensorial stimulation and tingling or numbness in the extremities or face. The fact that migraine syndrome involves multiple symptoms that differ from person to person and often change with each migraine episode can make diagnosing the condition challenging. “Migraine syndrome affects different people in different ways and to different degrees,” noted Dr. Steven Sherman, a neurologist who also treats
patients in the migraine clinic at the Women’s Health Center. “For mild cases, some people are able to control their symptoms with lifestyle changes. Medications and other treatments may help more severe cases,” he stated.
Although migraine does affect men, almost three times as many women suffer from the syndrome. Migraine can be a genetic disorder, making it common for children whose parents experience migraines to do the same. The American Headache Society estimates that up to 10 percent of children in the United States suffer from migraine.
Despite the widespread occurrence of the condition, many migraine sufferers go undiagnosed. While there is no immediate health risk to delaying treatment other than discomfort and lack of productivity, over the long term, research has shown that migraine sufferers are more susceptible to other health problems including depression, anxiety, sleep disorders, other pain conditions and fatigue. “The key to treating migraine effectively is identifying the patterns of onset and any lifestyle factors that may trigger episodes,” Poetschke said. “Many people can learn to manage migraine effectively and reduce their frequency simply by being aware of things that may bring them on and making changes to avoid their triggers,” he noted. Poetschke suggested that patients keep a diary of their migraine patterns and lifestyle habits for several weeks as a tool for determining the frequency and severity of their attacks and what triggers them. For people who suffer from chronic migraine episodes, additional therapies may be necessary. “If you are experiencing migraines on a regular basis that are debilitating and impacting your quality of life, you should seek medical attention,” recommended Sherman.

India is trying to establish a new mechanism which will enable early release of fishermen, especially those from Tamil Nadu who inadvertently enter Sri Lankan waters and are detained or arrested. “We are trying to do… create a mechanism… for those Indian fishermen who stray inadvertently into Sri Lankan waters,” Union Home Secretary Anil Goswami said during the monthly press interaction of Home Minister Sushilkumar Shinde in New Delhi on Thursday. “The new mechanism shall be in line with what we have with Pakistan where we notify the counterparts and ensure early release of our people,” he said. Mukherjee mentioned his revised schedule to BJP MPs from Bihar Rajiv Pratap Rudy and Shahnawaz Hussain, who met him on Thursday. “The President told us that he will visit Bihar on October 26 to attend a convocation, but will return back to Delhi the same day,” Hussain said. Modi will address the BJP’s hunkar rally in Patna on October 27. The clash between the President’s visit and Modi’s rally had become an issue between BJP and its former ally JD (U). BJP had alleged that Bihar chief minister Nitish Kumar had deliberately invited the President on October 27 as well to scuttle the party rally. “BJP leaders will be there in Patna on October 26 to welcome President Pranab Mukherjee. FTP is legally binding document, says ex-ICC official Agencies Even as CSA president Chris Nenzani is set to meet with Indian officials on Friday in the hope of finalising an itinerary for India’s tour to South Africa, a former ICC official has suggested that the BCCI’s flouting of the FTP could have legal implications. David Becker, who was the ICC’s Head of Legal for five years until 2012, and who is one of several lawyers offering CSA advice, said it was “improper” to allow a member body to “blatantly disregard an ICC resolution”. The BCCI, though, says there is no legal impropriety and no threat of any legal action against it. Under the current FTP, the tour includes a schedule of three Tests, seven ODIs and two Twenty20s. This was the schedule announced by CSA on July 8; the following day, the BCCI objected to the tour, saying the dates had been released without its consultation. It has since announced dates for series against West Indies and New Zealand that, as things stand,
would severely shorten the original South Africa schedule. In a statement released to journalists last week, Becker revealed he resigned from his post because of what he considered “questionable governance” at the ICC and listed three examples, all relating to the “dominance of BCCI President N Srinivasan”. What he called the “most concerning one” related to the FTP. “Perhaps the most concerning example is the recent attempt by Srinivasan to manipulate the FTP schedule to his own benefit,” Becker said. “There is a formal, unequivocal and unanimous ICC board resolution approving the current FTP schedule [including 3 Test matches, 7 ODIs and 2 T20 internationals between India and South Africa]. “When the ICC allows one of its directors to blatantly disregard an ICC board resolution, it becomes more than questionable governance it becomes improper.” Becker explained to ESPNcricinfo why he
