He said after having failed on every front the ruling party is in search of ways and means to save itself from the imminent defeat in the forthcoming polls and the people have to be aware about the NC’s every move and not to allow the state to again go into the hands of those who have always traded it for the power. Pulwama, April 11: Next time you travel by Kakapora-Pulwama road, beware because you don’t know when unidentified gun touting persons would appear in front of you and force you to pay money. This is what happened to Bhartiya Janata Party District President Pulwama on Friday night. “I was on way to my home located in South Kashmir’s Pulwama district on Friday night. It was 8:30 when two persons in plain clothes stopped my car (JK02T-5020) near Gangoo hamlet and dragged me out of it. One was holding the gun while the other was carrying a rod in his hand,” BJP district president Pulwama Gulzar Ahmed Nengroo told CNS. He said that after searching my pockets and purse, they found only Rs 500 and snatched it from him. “They directed me drove towards nearby ATM and said that they need money to purchase

clothes for them. I was willing to pay them but fled from the spot after telling them to wait in the car, till he fetches cash from the ATM. I thought they would kill me as they seized some BJP letter pads from me which I was carrying,” Nengroo said. He told CNS that after fleeing from the spot he informed the police station Pulwama on phone. “The police recovered my abandoned vehicle on Saturdaymorning near Ratnipora,” he said adding that the incident was not first of its kind that occurred near Gangoo Pulwama but last year also some gunmen attacked the relative of a political leader at the same place. Station House Officer Pulwama Reyaz Ahmed confirmed the incident and said that investigation is going on to nab the culprits. “We handed over the vehicle that we recovered near Ratnipora to the BJP District president,” he said. Rahul manifesto of Congress said that it took the party six months to prepare the manifesto but BJP stole it. “We went to people, listened to their grievances and then prepared the manifesto but it took BJP a movement to steal everything.” Rahul was addressing an election rally organised jointly by National Conference and state Congress to campaign for its candidate, Ghulam Nabi Azad. The Congress vice president reached Doda, and addressed a huge gathering in the local ground. He was flanked by Chief Minister, Omar Abdullah and state congress president Saif-ul-din Soz, senior Congress leaders Abdul Majid Wani, Mohammad Sharief Niyaz and NC leader Sajad Ahmad Kitchloo. (KNS)

Azad I constituted Baloeria Commission to make a comprehensive report for further setting up of administrative units. Finally, during NC-Congress coalition, a cabinet subcommittee was constituted and headed by deputy chief minister, which held extensive tour of each and every part of the state and made a detailed report thereby creating hundreds of new administrative units including Sub Divisions, Tehsils, Blocks and Niabats,” highlighted Ghulam Nabi Azad and added that “these new administrative units would definitely bring a revolutionary changes in rural and hilly belts of the Jammu and Kashmir.” “Now, you will not have to go far off to get your work done. Congress and NC had tried to end up your problems to a great extent. Now several government offices will be set up near you locations. And it would be very easy to get the work done. It is positive and constructive approach of Congress and NC, which always work for the betterment of the people irrespective of any caste, colour or religion,” stated Azad further adding that “there are some political parties like BJP, which are always criticizing Congress with false allegations that Congress has done nothing for the people. When they come in your area, you must ask them who has started these developmental works? Who has built new Colleges? Who has built new Hospitals? Who has initiated the road projects? And I am sure that the BJP leadership will not be able to give a single answer of your questions. Highlighted the achievements of Congress UPA government in past 10 years, Ghulam Nabi Azad said that “Congress has always made special projects for the up-liftment of poor and rural population. At least one AASHA worker in each village of the country, 13 crore rural people have been provided employment under MNREGA, setting up of hospitals including Community Health Centres and Primary Health Centres in almost every village of the country besides free medical treatment for pregnant women and newly born babies are the examples which clearly shows how much work Congress party has done for the welfare of the people especially for the people living in rural and far flung areas of the country.” Furthermore, UPA Government has taken a number of step for the poor people. “The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is the largest welfare scheme of its kind in the world started in 2006. Wages given under the scheme per day have almost doubled from Rs.65 to Rs. 128 since the launch of the scheme. In 2012-13, the scheme provided employment to over 4.98 crore households, generating more than 213 crore person-days of employment”, he said. Ghulam Nabi Azad further reminded the people that it was during his tenure the long pending demand of granting district status to Reasi was fulfilled during his tenure as Chief Minister. “For decades together people of Reasi were agitating for district, we fulfilled that demand”, he said and mentioned that it was all due to the efforts of National Conference-Congress regime that new administrative units were created to provide governance to the people at their door steps. Lashing out at BJP for misleading the people of the country, Ghulam Nabi Azad said, “BJP’s wave is confined only in media and some urban centres but in majority of the India, there is no such wave, he said, adding “in ground there is strong wave in favour of Congress party”. Like in the past, the NDA is playing colourful music and distributing sweets in anticipation of winning the polls, but it will meet the same fate as in 2004 and 2009, he said. “The UPA government has performed remarkably well. You don’t get misguided by tall promises”, he said, adding, “Congress spoke about the poor and the common people. The party has always worked for unity and development of the country”. Among others who addressed the gathering including former Minister and sitting Congress MLC, Jugal Kishore Sharma, MLA, Krishan Chand Bhagat, senior Congress leader from Ramnagar Assembly segment, advocate R S Pathania and former Minister senior NC leader, Jagjivan Lal. (KNS)

Mehbooba Drabshala in the Chinab Valley region Mehbooba said though the NC had been playing tricks with the people of the state from many decades but Omar Abdullah’s leadership has proved a last nail in its coffin. She said the performance of the government during the last five years has been the worst for any dispensation. She said while on the day to day governance there was a complete failure even in natural disasters the government failed to respond. Mehbooba said the response to the earth quakes in the Chinab valley has not only resulted in huge loss to the people but left deep scars in the psyche of people because the government failed even to reach them. She said the chief minister who has time for everything else but he could not find time for visiting the area even once but is now asking the people to vote for the ruling alliance. “It is natural that his participation in the campaigning is proving a huge liability for the UPA,” said Mehbooba adding it is mis-governance and corruption not the PDP responsible for the downfall of

Zabarwan Times NC and Congress condidates. “NC has completely abandoned its regional character and it can’t survive independently anymore as a political party and that is the reason it is not bothered about the people’s issues,” she said adding this government has nothing to show anything substantial to the people and now the NC has started raising the dead Autonomy issue and safeguarding the Article 370 to befool the people. She said the aim of PDP to fight parliamentary elections is not to seek power for itself but the party will fight to build a national consensus on J&K issue by involving different shades of public and political opinion both in and outside the parliament so that we could find a way forward in the resolution process. Mehbooba said there is need of having strong and sincere voices from J&K in the parliament who can takeup the issues of people and the issue of the state in the parliament which till now has not been happening as NC would only seek power for the members of the Abdullah. She said the people living in these far-flung areas are facing huge problems and the government has brazenly ignored them completely. She said there is no ration, kerosene oil and other essential commodities available in the market. Mehbooba said besides having Baglihar hydroelectricity located very near to these areas but the people have been left to live in darkness and they are being provided with inflated power bills every month by the power department. (KNS)

TBF The statement said that as they have stated time and again all the Panchayat members of this area will resign if lease agreement is extended in favour of Army, Chairman Panchayat Association, Master Maqbool said. He appreciated the role of media and J&K RTI Movement in bringing the issue in public domain. “If the lease agreement is extended to the army for firing purposes the people from 52 villages of this area will have a sit in at the place of shelling. We demand complete shifting of this firing range from the government and we will continue our fight till Tosamaidan is vacated,” said general Secretary of Toasmaidan Bachao front, Molvi Maqbool said. “We will go for mass resignations, initiate election boycott campaign and organise mass demonstrations if the lease is extended,” said local Sarpanches and members of TBT Tanveer Farash and Manzoor Rather. (KNS)

Baig different forms which it is looking for to bank on but things are totally changed and it will have to face the wrath of people for the disaster it unleashed on them. Baig said both NC and Congress are responsible for putting the ordinary people on trouble, resorting to brazen loot of the state’s resources and exploiting the sensibilities of people and they have to answer for every fraud they have done here over the last more than five years. He said the ruling party has nothing substantial to show in the form of its performance that is why it is raking up emotive and dull slogans like ‘Autonomy’ to hide its failures and befool the people. “Things are shaping in a positive direction but people have to give decisive mandate to the PDP because it is the only way out to bring the state out of the clutches of NC, which has damaged every aspect of life here,” he added. He said the state is at the threshold of a change and the parliamentary polls will be a turning point to change the discourse about Kashmir issue at the national level, as the performance of the present MPs from the state have been disastrous to the extent as they have miserably failed to raise the issue in the parliament. The senior party leader, Naeem Akhtar, Chief Spokesperson; Abdul Aziz Dar, zonal president; local leaders, Mohammad Abbbas Wani, Prof Jabbar, Abdul Hamid Wani, Shabir Ahmad Mir, and others were also present on the occasion. (KNS)

Sagar with the party and when Congress rejected this party they returned empty handed,” Sagar alleged and added that frustration has entangled PDP leaders. Sagar questioned how can PDP blame NC workers when it claims that NC has been wiped out from Kashmir and it is nowhere on the ground. “This party knows that it will taste defeat on all Parliament seats and I tell you with authority that people will not vote for them even in Assembly elections as well,” Sagar said adding that Chief Minister Omar Abdullah is leading a development and peace mission with a vision and this is worrisome for the leaders of People’s Democratic Party. “The pre-poll alliance between NC and Congress has won earlier in 2009 and this time it will not give away a single seat in the state,” he said. (CNS)

ANC issued to KNS, voting is seen as the normal or typical form of political activity and it remains the primary means of political participation. The goal of any voting system is to establish the intent of each individual voter and translate those intents into a final tally or reality. Voting is the first duty of democracy. Government is based on citizen’s votes for representation. In a democracy, your vote is your voice and the act of standing up for what you believe. Voting helps to preserve our way of life. Moreover, it is always advisable to vote for credible people or candidates and not political parties as this determine the faith of the nation. The truth is that your vote count and it can make a difference every time you cast your vote. Without voting, definitely, there will be no democracy to talk about. Voting help to us to have new set of people, representing us, with fresh new ideas to help heal the damage that their predecessors have done. Your only vote can make a difference because many local elections can be decided by just a single, solitary vote or handful of votes. If you don’t vote, it encourages bad officials. Voting is the foremost way to exhibit good citizenship and civil responsibility. People should

get involved in elections and educated in all political measures. By this they become good and responsible participatory citizens. We should always remember that some people sacrifice their lives to preserve our freedom and let us have this voting opportunity as our sacred right. True democracy demands the involvement of the people otherwise in absence of that there is no democracy. (KNS)

The Largest Tribal Religious Congregation at Sammakka Sarakka Jathara

S

ammakka Sarakka Jathara or Medaram Jathara is the largest tribal religious congregation in the country. The biannual Jathara takes place at Medaram village of Tadvai Mandal in Warangal district, in Telangana region of Andhra Pradesh. Approximately one crore devotees are expected to take part this time at the Jathara to be held between February 12 to 15, 2014. A little festival of tribal’s in a small village has become a major pilgrimage in the last six years. This festival is held to get the blessings of goddesses Sammakka and Sarakka. It's believed that in those 3 to 4 days of the Jathara, goddesses’ real presence is felt. With the Jathara nearing, arrangements at Medaram village have also been picking up speed. It might be noted that about 80 lakh pilgrims had taken part in the Jathara last time. The Sammakka Jathara was declared as a state festival by Andhra Pradesh government in 1998. Devotees in large number from neighbouring districts and different states including Chhattisgarh, Madhya Pradesh, Odessa, Maharastra, Karnataka and Jharkand participate at the Jathara. People offer bangaram (gold) in the form of jaggery of a quantity equal to their weight to the goddesses and take holy bath in Jampanna Vagu (stream). It is a festival with no Vedic or Brahmanic influence. Jampanna Vagu is a tributary to River Godavari. According to the history, Jampanna is the tribal warrior and the son of Tribal Goddess Sammakka. The Jampanna vagu took his name as he died in a battle fighting against Kakatiyan Army in that stream. The Jampanna vagu is still red in colour believed to be with the blood of Jampanna (Scientifically the red colour of the water is attributed to the soil composition). Devotees believe that taking a holy dip in the red water of Jampanna Vagu reminds of the sacrifice of their gods who save them and also induces courage into their souls.

The actual festival begins in the month of Magha, on Sudha Pournami (full moon day) evening when Sarakka (in the form of vermilion) would be traditionally brought from Kanneboyinapalle, a neibhouring village in the forest, and placed on a gadde, an earthen platform raised under a tree. By next sunset, the main goddess Sammakka (in the form of vermilion) will be brought from Chilukalagutta. There are two gaddes (platforms) separately one for goddess "Sammakka" and other for goddess "Sarakka". They are represented by bamboo sticks smeared with turmeric and vermilion (Pasupu and Kunkuma). Since time immemorial, there is a huge tree standing on Sammakka gadde. Hundreds of people who are often believed to be possessed by the goddess come here dancing ecstatically throughout their journey. People believe that Goddesses Sammakka, Saralamma fulfill their desires with their divine and miraculous powers. Couples visit to pray to the goddess to bless them with children. Many pilgrim pay their promises made to goddess during the Jathara, by offering jaggery, calf's, coconuts and donations in cash etc. Pilgrims take bathe in Jampanna stream to get purified and absolve from sins. When the priests bring out the ochre box and other relics from a hidden forest location, there is great tumult with frenzied beating of drums, blowing of trumpets and full throated yells. It is said that during the festival a huge tiger prowls around peacefully. According to a tribal story, in the 13th century some tribal leaders who went for hunting found a new born girl (Sammakka) emitting enormous light and playing amidst tigers. She was taken to their habitation. The head of the tribe adopted her and later she became the saviour of the tribals of that region. She was married to Pagididda Raju, a feudatory tribal chief of Kakatiyas, who ruled Warangal area. She was blessed with 2 daughters and one son namely Sarak-

ka, Nagulamma and Jampanna respectively. After sometime, there was a severe drought that lasted for years and as a result the mighty Godavari River dried up. Pagididda Raju didn't pay tribute to King Pratapa Rudra. In turn king Pratapa rudra sent his army to subdue the tribals and collect the tribute. Then a War was fought between tribal chief Pagididda Raju and Kakatiya army on the banks of "Sampenga Vagu" (Jampanna Vagu). The Koya army fought valiantly but could not withstand the well equipped Kakatiya army. Though fought valiantly Pagididda Raju, his daughters Sarakka, Nagulamma, son in law Govinda Raju lost (husband of Sarakka) lives in the battle. Later Jampanna also dies in Sampenga Vagu (after renamed as Jampanna Vagu in the memory of his heroic fight against well trained Kakatiya army). Upon hearing this news Sammakka also enters war and fights and causes lot of damage to Kakatiya army. Surprised by her Bravery and Valour the Kakatiya Prime Minister visited war ravaged Koya kingdom with proposal of peace and offered Sammakka a place in the emperor’s harem as the chief queen. Sammakka turned down the offer and resolved to continue the fight to avenge the dead. The battle continued and Sammakka was seriously wounded. Sammakka told her people that as long as they remembered her, she would protect them. Then, she cursed the Kaktiya dynasty to perish and with that wounded body proceeded towards Chilakala gutta and disappeared in the forest. The grieving Koyas searched for their queen all they found were a red ochre box (a container of vermilion), her bangles and the pug marks of a huge full grown tigress, exactly the same place where she was found as an infant by the koyas. The Kakatiya dynasty came to an end very soon. Since then the Koyas, Waddaras and other Indian tribes and castes have been holding festivals in memory of Sammakka and Sarakka regularly.

In order to improve the quality of exploration for mineral resources of the country, following equipment / instruments were procured or in the process of procurement as per the plan: § Airborne surveys including airborne magnetic, electromagnetic and gamma-ray surveys have proved quite useful in identifying first order target areas

worldwide and may be used as direct tool in exploration. The airborne survey is strengthened by procurement of heliborne multi-sensor airborne survey system comprising on board sensors like magnetic, gravity, time domain electromagnetic (TDEM) and gamma ray spectrometry and hyper spectrometry. § Application of geochemistry to mineral exploration, adopting conventional as well as advanced geochemical techniques, in soil surveys, stream-sediment surveys, vapour surveys and bedrock surveys has proved useful in detection of dispersion haloes of hidden ore bodies. To strengthen the geochemical exploration GSI has upgraded its regional laboratories by procurement of sophisticated instruments like ICPMS, EPMA etc. for low detection analytical determinations particularly for elements like gold, PGE, rare earth etc. § Application of time-tested geophysical techniques in locating concealed deposits is considered as one of the most effective exploration tools. Ground geophysical survey is being strengthened by procuring new sophisticated instruments like Multi electrode resistivity-IP unit, multi frequency EM profiling unit etc. § GSI has procured magneto telluric (MT) instrument to strengthen its geophysical survey over Indian craton to image the sub continental lithospheric mantle (SCLM). The outcome of the survey will enhance the scientific knowledge of the deeper parts of the earth and will help to model the process of craton formation more accurately which in turn will help in targeting concealed ore bodies/kimberlite bodies (KCR) § GSI carries out offshore surveys and mineral resource evaluation in the EEZ and TW. To strengthen the marine survey GSI is procuring one deep Ocean Going Research Vessel from M/s Hyundai Heavy Industries, South Korea. This will help in assessing the mineral/natural resources present in EEZ of our country.

The details of technological upgradation with adequate instrumental back up is as follows: o In the field of Thematic Geological Mapping (TGM), the technology infusion that has been envisaged includes: Field Laptop, or Table PC, Mapping GPS unit, GSI Portal, mobile mapping vans with portable generator. o In view of completion of systematic geological mapping over the country, an Integrated Thematic Mapping (ITM) has been visualized with required technology infusion that includes: Ground Penetration Radars [GPR], shallow drills, deep drills, Electron Probe Micro Analyzer etc. o As a redressal measure for effective analytical output with lower detection limits of geochemical samples, augmentation of the state of the art instruments such as ICPMS, AAS, XRF and DMA, in the laboratories of GSI has been incorporated. o In the field of geophysical mapping, the technology infusion that is being proposed includes high precision gravimeter and total field magnetometer. · For hyperspectral mapping, Space borne and Airborne Hyperion data with specific spectral range (necessary for geological objects) are to be procured and utilized. In this context, it is contemplated to have a continuous acquisition of hyperspectral data in collaboration with ISRO/ NRSG/NNRMS. · To enhance the pace of drilling and quality/reliability of subsurface information, it is necessary to induct improved techniques and equipment such as reverse circulation drilling with inbuilt system for controlled deflection of borehole path and adopting a combination of coring and non-coring operations in a single borehole. Rotary Air Blast (RAB) drilling which is fastest and cheap method is also to be inducted. State of the art drilling machines such as reverse circulation, hydraulic rigs, etc., are in the process of procurement.
