Ambulance halt issue takes new twist Srinagar, December 11: The Mobile Magistrate North Kashmir on Wednesday said that there was no patient in the ambulance bearing number JK05A 3402 which was stopped by him at Seelu Sopore during a routine check. Pertinently, on Tuesday (Dec 10), the driver of the ambulance had alleged that the patient suffering from cardiac arrest was ferried by him to SKIMS after the unnecessary halt at Seelu deteriorated his health. Taking to KNS, Manzoor Ahmad Khan, the Mobile Magistrate Baramulla, Kupwara and Sopore said: “The ambulance which was halted for five minutes was ferrying no patient but few passengers including a woman.” Mr Khan added that the driver of the Sumo Type ambulance was stopped by his team after he created nuisance by using continuous siren despite the directions to stop the siren. “I was on my duty checking the vehicles at the spot. Petition on celebration of J&K Republic Day evokes mixed response Srinagar, Dec 11: The petition filed before the High Court seeking directions to constitutional authorities on use of State flag and celebrations of Republic Day of the State of Jammu and Kashmir has evoked mixed reactions from different political parties in the state. While the Congress and its coalition partner National Conference rejected the idea of celebrating Jammu and Kashmir’s Republic Day, the Opposition Peoples Democratic Party (PDP) said it will watch the proceedings with keen interest. “The petition is interesting and it has added a new dimension to the discussions on

The application filed by the family of Wamiq Farooq seeking transfer of criminal revision petition was on Wednesday allowed by the principal district and session’s court Srinagar. According to KNS correspondent the case will be now heard by 2nd additional district and session’s judge Srinagar. Wamiq, a teenager was killed allegedly by police when a tear smoke shell hit him on the head near Gani Memorial Stadium at Rajouri Kadal on January 31, 2010. Srinagar, December 11: Unknown militants on Wednesday attacked a CRPF patrol in Nowgam area of Srinagar killing a CRPF officer and injuring a trooper. Reports reaching Global News Service said that unidentified masked militants opened random fire upon a road opening party of CRPF 29 Battalion (B Company) near Pohru Chowk around 3:15 pm. The attack caught troopers by surprise. In the exchange of gunfire, two CRPF men, including an ASI sustained injuries. The duo was removed to the army’s 92 base hospital for treatment. However, the officer, sources said, succumbed to his injuries. The slain officer has been identified as ASI, Udit Narayan. The trooper identified as Constable Surinder Kumar Roy is undergoing treatment at army’s 92 base hospital here. He said women constitute 50% population in the state and their holistic development is necessary to achieve the all-round development of the state. Addressing the beneficiaries of UMEED here this afternoon, the Chief Minister said that empowerment of women is key to solve various issues confronting them and evolving a mechanism to ensure their holistic development in the society. Omar Abdullah said that his government is fully aware of addressing women issues in a befitting manner and various measures have been initi-
ated in this direction besides effecting reservation of women in Panchayat Raj Institutions. Influential bureaucrat allegedly grabbed migrant land in Rawalpora Victims complain in CM’s grievance cell; bureaucrat refutes allegation Srinagar, December 11: Misusing her position an influential bureaucrat has allegedly has grabbed land belonging to three migrant Pandit families at Peerbagh Rawalpora by fictitiously mutating the facts and records. However, the bureaucrat in question denies the allegations. As per the documents available with KNS, the land belonging to K N Bhat son of Late Ragaw Ram of house number 70, Jawahar Nager, Srinagar under Intikal number 3714, Sheela Bhat wife of D N Bhat of house number 70, Jawahar Nager, Srinagar under Intikal number 3713 and Miss Phoola Koul wife of Ashok Koul of Habba Kadal under Intikal number 3715 falling under Khasra number 169.But by tempering the land record the ownership of land plot was illegally made in favour of ADC.
The documents revealed that the Settlement Officer Kashmir under No. 236/4th/SOK-Adm/1/4077 dated 15/07/2011 has found that the grabbers have failed to file the name of owner from whom they has purchased the land. On the basis of reports submitted before Deputy Commissioner Srinagar, the fictitious mutation was cancelled by the authorities and land was re-mutated in favour of real owners of land and the then DC Budgam directed the possession of land with the concerned Tehsildar. Despite failing to produce any proof regarding the ownership of land, the family continues soil filling on the same plot. “When we approached the concerned officials for illegal soil filling on the plot, they replied that Aksi Latha was not available to demarcate the same plot of land,” said applicant, Surinder Nath Bhat.

Credit card fraud unearthed Srinagar, December 11: Police Wednesday claimed that it arrested a shopkeeper for cheating a French lady. The accused according to police had stolen the credit card of the tourist lady and subsequently withdrawn Rs one lakh from her account. 143 Blocks and 4098 Gram Panchayats would be covered under the UMEED programme during next five years. He said 8 districts are being covered in the first year and 14 districts in the second year. The Chief Minister said that UMEED would provide the most needed platform for universal social mobilization of the poor woman and put them on the path of economic recovery and redemption of the poverty. He said Lar in Ganderbal, Khan Sahib in Budgam, Chenani in Udhampur and Basholi in Kathua have already been brought under UMEED as Resource Blocks while 121 Blocks will be covered by Community Resource Persons from the Resource Blocks. The estimated outlay for UMEED is Rs. 755 crore to be shared by the Centre and the State Governments in the ratio of 90:10. An amount of Rs. 248 crores will be made available to Self-Help Group Members as Seed Capital in 5 years. The Chief Minister expressed satisfaction over the pace of progress of UMEED and hoped that the programme would get further fillip in the coming years. “I have witnessed the enthusiasm and bravery in the women of Jammu and Kashmir and the fast progress of UMEED and dedication of its Members and the government officials associated with it is indicative of the bright success of this programme in the State. I see in you the will to realize the goals and your pursuit in this direction is highly encouraging”, he told UMEED Members and wished them success and progress. Omar Abdullah assured his government’s full support for further strengthening the UMEED programme in the State. He asked the women to get associated with this scheme to get their economic conditions improved. He also advised the beneficiaries of UMEED to get fully acquainted with various schemes available for the socio-economic upliftment of people in rural areas and get benefits out of these in the best possible ways. The Chief Minister said that his interaction with the Members of UMEED in Ganderbal, Budgam and Chenani has provided him with a vast feedback about the status of various poverty alleviation measures and economic upliftment schemes being implemented by his government in the State. He said people want dynamism and prompt service delivery from the government. “We have galvanized the administration accordingly and made service delivery time bound besides giving authority to people to ask questions about various schemes, financial status and nature of implementation to the government officials”, he asked the women to utilize these institutions equally for seeking their welfare and taking best advantage of the schemes available for their growth and development. Daily Abdul Qayoom Khan former chief conservator of forests Kashmir filed a petition before the High Court seeking directions to constitutional authorities to use the state Flag in all their official cars, offices and office buildings besides seeking directions to constitutional authorities to celebrate Republic Day of the State of Jammu and Kashmir when it adopted the Constitution of the State with dignity and honor demonstrating the sanctity of the State flag. In his petition filed through noted lawyer Zaffar Shah, the former senior forest officer has said that having regard to the provisions of the Jammu and Kashmir Prevention of Insult to State Honours Act, 1979, nonuse of the State flag by the constitutional authorities amounts to contempt of the Flag of the State. “…Contrary to the Constitution under which Constitutional Authorities have been created and function these authorities only use Indian National Flag and no other Flag. This has the effect of showing contempt to the Constitution of the State,” reads the petition a copy of which is in possession of KNS. The petitioner has further submitted that such a situation has to be prevented. “So long as a constitutional authority is created by the constitution of the State is under an obligation to use the State flag, the constitutional authority has no choice, but to use the State flag in order to demonstrate sanctity of the Flag and Republic character of Nation (State of Jammu and Kashmir).” Referring to the Supreme Court observation with regard to National Flag used by the Union of India and similar views equally hold true for the flag of the State. “What Indian Flag means to the people of India, the State Flag means the same thing to the people of the State.” The petitioner has further submitted that the High Court need to intervene in the matter and ensure that the State flag is used by all constitutional authorities in their official dealings, official cars, official buildings. It his petition, Khan has further prayed that the way Union of India celebrates its Date of Republic when the National Flag is hoisted in the similar way the people of the State also need to celebrate Republic day as per the Constitution and on the said day all the constitutional authorities are required to hoist State flag with full dignity and honour.

The Banks have disbursed a total amount of Rs. 132.97 crores for establishment of 6937 units at the end of the 2nd quarter under District Credit Plan 2013-14, out of which, Rs. 76.06 crores were disbursed for establishment of 5010 units under priority sector registering achievement of 40 percent and Rs. 56.91 crores for establishing of 1927 units under non- priority sector registering an achievement of 38 percent. Out of priority sector, Agriculture and allied activities registered 59 percent MSE 40 percent, Education 48 percent, housing 21percent and others 77 percent.
NABARD conducts an Functioning of health department reviewed awareness programme First phase of Pulse Polio Campaign-2014 to start in January: Shabir at ITI Kupwara JAMMU, DECEMBER 11: The First phase of the Pulse Polio Campaign-2014 will be launched in the state in January for which the health department has started preparations in advance. This was disclosed at monthly review meeting convened under the Chairmanship of the Minister of State for Health Mr. Shabir Ahmad Khan to review district-wise and blockwise physical and financial performance of the health institutions of Jammu Division, While speaking at the meeting, the Minister said that provision for better medical facilities to the patients is receiving prime attention of the present government. He exhorted upon the health functionaries to take every possible measure to extend better medicare facilities, particularly in remote and far-off areas of the state. Referring to the monitoring mechanism put in place at district level by engaging District Monitors to monitor
the working of health institutions, the Minister said that the step has been taken to bring accountability and transparency in implementation of health schemes and delivery of services. Stressing the need for conducting special training for Medical Officers, the Minister directed the Director Health Services, Jammu to rationalize the available medical staff so that the services in the hospitals do not suffer. The Minister asked the CMOs and BMOs to deploy the X-Ray technicians on rotation to meet the shortage of staff in the health centres under their jurisdiction. He said this would help in avoiding inconvenience to the people to some extent. He called for immediate arrangements in this regard, adding that failure on the part of concerned authorities would be viewed seriously. He also directed the BMOs to conduct frequent visits to health institutions in their respective areas and take action against
non-performing employees. Taking serious note of observations made by District Monitor, the Minister ordered attachment of BMO, Mahore till further orders. He also constituted a committee to look into the negative observations and asked it to submit report in 15 days. A power point presentation was also presented on the implementation of schemes and action taken on the decisions taken in the previous meeting. The District Monitors deliberated in detail about the observations they have made during their visits to the health institutions and gave suggestions to improve the functioning of health institutions and making the department vibrant. The Minister asked the District Monitors to send the observations to the concerned CMO and BMO soon after conducting the inspections of health institutions of their respective district so that immediate measures are taken to meet the lapses, if any .

Stray dog menace- A grave problem

ashmir valley is confronted with many problems including the erratic power and water supply besides other day to day problems which make the life of common people a hell in this chilly winter. In addition to the big problems there are smaller problems which have made the life risky particularly that of children, women and old people. For example the menace of stray dogs in the city of Srinagar as well as in other towns and villages is assuming the shape of one of the most dangerous problems. The stray dogs have increased many fold, so have increased the number of the people mostly children and women who have been bitten by the stray dogs. Some of the children have even been killed in the dog attacks. It is really shocking that the hands of authorities have been tied by so called NGOs who are up in arms when any step is initiated by Municipal Corporations against huge number of stray dogs. These NGOs have no sympathy for humans whom these dogs make their prey every day but for the sake of money and name these NGOs do not allow any action of the concerned authorities which could help to get rid of these stray dogs. There is no doubt that every human or animal has right to live but when one’s life becomes endangered by the presence of other, some steps have to be taken to protect the life of the specie which is victim of the attacks. The Srinagar Municipal Corporation had made arrangements to catch stray dogs and put them at dog house arranged for them so that the citizens are protected from them. But the insufficient space and staff has created hindrances in this project also and the result is that every day we are hearing the news of one person or the other been attacked by the stray dogs. Recently a small child was dragged out of his house by dogs in absence of his parents and killed, thus ending a precious life. The government has to think about the increasing dog menace and chalk out a strategy which can neutralize the dogs without providing any opportunity to so called NGOs to make hue and cry. If this is not done it will become impossible for children, women and old people even to venture out of their houses as the strength of stray dogs has risen to thousands in the city itself, not the question of other towns and villages.

Development of Lignite Sector in India
L
ignite is popularly known as ‘Brown Coal’. It is formed due to bio-decay of vegetations, metamorphism and other geological processes over thousands of years. In these processes vegetation is converted to Peat – Lignite Bituminous Coal – Anthracite Coal. Lignite is tan brown in colour and brittle to handle. Lignite is characterized by its high moisture content, low ash content and low heating value. Unlike Coal, Lignite is not traded in any significant extent in world markets, because of its relatively low heat content (which raises transportation costs on unit Energy content basis) and other problems related to transport and storage. Lignite is extensively used in pit head thermal power plants and industries nearby. Importance of Lignite in Energy Security Lignite deposits in India is confined to states of Tamil Nadu, Gujarat, Rajasthan, Pondicherry, Jammu & Kashmir and Kerala where coal is almost absent. In view of rapidly increasing demand for energy, non availability of coal deposits for exploitation in the above states, problems faced in the transportation of coal from far off coal fields and high transportation cost involved in transporting coal over a long distance, it is considered necessary that the lignite deposits available in these states are exploited for power generation which would be the best economic and viable option. It can be the major alternative and important source of energy in the country not only for thermal power generation but also in meeting the demand from other industries such as cement, textiles, chemical etc. Lignite Resources State-wise distributions of Indian Lignite shows that major part of the resources are located in Tamilnadu followed by Rajasthan, Gujarat, Pondicherry, J&K, Kerala, and West Bengal . There has been an increase of about 4460 MT of reserves during the last five years due to active and intense exploration taken by several agencies. Similarly the reserve brought under proved category has increased from 4177.18 MT as on 1st April,
2007 to 6180 MT as on 1st April, 2013 thus making available more deposits for immediate exploitation. Depth-Wise and State-Wise Lignite Resources Out of the total Geological resource of 43215 MT, only about 8769 MT (20.29%) is available within the depth of 150 m. which can be mined with the presently available technology. About 13440 MT (31.10%) is available between the depth of 150 and 300 m which cannot be mined with the available technology. About 21007 MT (48.61%) is available at depth greater than 300 m. There is a need to exert more efforts to exploit this deep seated resources (79.71%) occurring at depths greater than 150m. through advanced/alternative/clean coal technologies such as UCG, CBM etc. About 60% of total reserves in Tamil Nadu lie at a depth of more than 300m. Though Tamil Nadu is having 34847 MT - 80% of the National Lignite resource, the mineable category is 3735 MT, - only 9% and the remaining 30612 MT - 91% is deep seated. Hence, the exploitation of lignite resources in Tamilnadu is not proportionate with the available reserve. Problems in Development of Lignite Mines There are some constraints in the development of lignite mines in the country, these include mainly: · Economically minable lignite reserves occur in the states of Tamilnadu, Puducherry and Rajasthan. Shallow lignite deposits are available in the states of Gujarat, Jammu & Kashmir, Kerala and West Bengal. Also transportation of lignite too far off places is not desirable as it is prone to spontaneous ignition. Hence development of lignite mines and lignite based thermal power stations has to be confined to these regions. · Owing to low heat value of the mineral and high moisture content, higher productivity has to be achieved in the opencast mines with a compulsory pit head linkage to make lignite mining economically viable. Meager “Proven” Category of Lignite · The total estimated lignite reserves in the country as on 01.01.2013 is 43215millon tones. This includes26283 million tonnes
of indicated category, 10752 million tones of inferred category. The proven lignite reserves is 6180 million tonnes which constitutes only 14.30% of the total reserves and available at a depth less than 150 meters. Such a small percentage of proven reserves of the total reserves offers, a narrow range of choice for starting new lignite mine projects. Deep Seated Lignite and Limitation of Technology · About 80% of total lignite reserves in the country occur below the depth of 150 meter and mining of this lignite is not economical with the present day technologies viz. continuous mining using Specialised Mining Equipment and Conventional mining using Shovel and Dumper. Though 20% of resources fall within 150m depths, part of the resource fall in high stripping ratio, thin and multiple seams, surface, constraints, environmental issues, etc. To exploit the deep seated lignite, technologies like underground coal gasification are to be developed and adopted. Economics of Lignite Mining · Most of the deposits are associated with hydro-geological problems. · At present open cast mining is being adopted for lignite mining throughout the world. Underground mining are not followed due to weak roof and floor condition, spontaneous combustion nature of lignite, existence of high pressure aquifer system below lignite. · Continuous mining technology directly results in the high capital cost. · The activities associated with lignite mining like blasting, spoil dump reclamation and afforestation, dewatering and depressurisations etc. add to the burden on lignite production cost. · All the above factors lead to very high specific investments to develop a lignite deposit. Land Acquisition · Acquiring the land for mining in the fertile cultivable lands and R&R are prime tasks. · Developing a new open cast mine and operating existing mine require acquisition of land on continuous basis. Acquisition of land continues to be a critical issue. Non availability or required quantum of land at specific locations affects the
advancement of mine. Land acquisition is becoming difficult and expensive as the land owners demand high compensation, high Resettlement & Rehabilitation package and employment. Most of the lignite blocks in Tamil Nadu and Gujarat are located in fertile agriculture land with thick population posing difficulty in acquisition of land for mining. Difficulties in Getting Clearances for the Projects There are some difficulties in getting faster clearance for the lignite projects; these can be classified as following: Tariff based competitive bidding route: for setting up lignite based power projects: · In this process, initiative of Power Projects has been shifted from the hands of generator to the hands of Distribution companies. The tariff based competitive bidding comes up without differentiation between coal based power projects and Lignite based power projects. The lignite based power projects require higher gestation period as well as higher capital because of its low heating value. Therefore the tariff of a lignite based power project cannot compete with coal based power project of equivalent capacity. · Ministry of Power has advised that lignite based power projects can be taken up under case II of the competitive bidding. · Under Case- II the Procurer of power specifies location specific project with specific fuel allocation such as captive mine. Lignite based power project can be set up through this mechanism only when the bids are invited by a party who specifies that power should be generated using lignite available at the location specified. Under this scenario, setting up a lignite based power project in future is remote and hence starting of the linked lignite mine is also remote. Recent Trends in Lignite Production in India The country has seen an expansion in total energy use during the last five decades, with a shift from non-commercial to c o m m e r c i a l s o u r c e s o f e n e rg y. Accordingly, the production of lignite, one among the commercial sources of energy has increased significantly.
Of Submarines and Allure of Oceanic Depths

ircraft carriers and other warships are all visible platforms on sea. However, navies worldwide operate vessels that are largely unseen, which lurks undetected beneath the sea but is capable of sinking even the mightiest of warships single-handedly. These are the submarines, also referred to as boats and never really by any other description. Submarines are considered one of the world’s most powerful military machines. Over 500 submarines patrol the world's oceans. Nuclear Missile capable submarines (SSBNs) carry half the nuclear arsenal of the world. The erstwhile USSR first offered India eight Type 641 ‘Foxtrot’ class submarines in 1964. INS Kalvari was the first Indian submarine to be commissioned in 1967. Three more submarines of this class were commissioned years before the 1971 War, while others joined later. Now, in addition to the conventional ones, the Indian Navy also operates nuclear-powered submarines. It may be recalled that the first Indian to have made a passage on a submarine was not a naval sailor, but a civilian. Netaji Subhas Chandra Bose made good an escape from Germany to Japan in 1942, on submarines of the two nations, which included a transfer mid-sea. It is the only recorded civilian passage on board any naval submarines till date. Incidentally, the naval base in Kolkata is named INS Netaji Subhas, as are the airport and few other iconic landmarks in the city and elsewhere. One cannot help but marvel at this intricate, can shaped, black giant metallic shell, which when dry-docked with several umbilical contraptions sticking out, looks an unseemly sight against the backdrop of other majestic looking ships. Yet the alluring aura of a submarine attracts intrepid seamen whose resolve are harder than any known steel alloy, whose grit far stronger than average mortals and whose ability to withstand pressures of all unimaginable proportions, unmatched. Anyone who possesses few of these attributes can hope to fit the bill to be a ‘submariner’, provided he earns the coveted ‘Dolphin’ badge after qualifying the
rigorous selection and training and live a cherished life ‘sub-marine’ (under water), quite literally the life of a dolphin. Vice Admiral Pradeep K Chatterjee, Deputy Chief of Naval Staff at the Integrated Headquarters of Ministry of Defence (Navy), currently the senior most serving ‘submariner’ in the Indian Navy was a young Sub-Lieutenant in 1977, when he chanced one fleeting glance of a submarine that had just passed by his ship. It was to be his moment of reckoning. Like many others of his ilk, a closer look at the submarine docked in the yard was all it took for him to decide and later spend a significant part of his naval career fathoms beneath the sea, a life unparalleled that only a few dare, and qualify. “To be a submariner one has to be highly motivated. It is purely a voluntary arm,” he says. “But that doesn’t guarantee that you will be a submariner,” he clarifies. There are several attributes that one has to be comfortable with to be a submariner. To begin with, if one feels claustrophobic in a confined space, there is literally no room for you, he adds. Bravery and courage are also facets that do not matter if one cannot cope with the tough routine here, says the Admiral. The process of training is therefore, extremely rigorous as the team is only as strong as its weakest link. There is heavy dependence on each other for safe and successful missions. For a submariner, the intricate knowledge of the technicalities of the submarine and its equipment is integral for survival. Despite its compactness, there is room for everything inside except a mistake, submariners say. Per cubic inch, there is more science packed into a submarine than into any other warship. What kind of man is then a submariner? "He is someone who is adventurous, confident, group-oriented and selfmotivated, usually someone who is quiet, patient and can handle anxiety well," sums up Surgeon Captain Kaushik Chatterjee, Senior Advisor (Psychiatry) at Command Hospital, Kolkata. An experienced submariner is typically comfortable in groups, open to experience, agreeable and conscientious. In short, someone who can continue patiently to do
his job with nerves of steel, while around him, all hell is breaking loose. Importance of Submarines Highly capable, multi-mission submarines are cost-effective to operate over their service life. The upfront investments pay dividends over the long term in operating savings, particularly since modern nuclear submarines have fuel for the life of the ship built into the nuclear reactor core. They require no replenishment-at-sea or protective escorts. A capable submarine will be able to operate in difficult circumstances and provide a ‘strategic impact’ that would make a potential aggressor avoid a military confrontation. They offer the ultimate in stealth and surprise while influencing events in the other domains of land, air and sea. Large submarines are able to operate at long range for weeks carrying a flexible payload of sensors, weapons and specialist personnel. In the surveillance role, submarines can simultaneously observe activities under water, on the surface, in the air and over the electromagnetic spectrum, often in areas beyond conventional eyes and ears. Dollar for dollar and man for man, the submarine is among a country's most economical weapon. Comprising only 1.6 percent of the Navy's World War-II personnel, the submarine service accounted for nearly 55 percent of all enemy ships destroyed. Modern submarines can travel faster submerged than they can on the surface. They can fully submerge in less than a minute. Both nuclear and modern dieselpowered submarines are equipped with a breathing device known as a snorkel, which permits the vessel to draw fresh air from the surface while running submerged. Submarines Names and Classification Navies worldwide usually name their submarines after sharks, killer whales, stingray and similar other blood-thirsty marine animals. The Indian submarines derive their Sanskrit names from the predatory denizens found in deep Indian waters or as avengers in the marine world. The names are usually in the languages of our coastal states. Submarines are essentially of three types
based on their propulsion and warhead carrying capability. These are the SSBN (ship, submersible, ballistic, nuclear), SSN (ship, submersible, nuclear) and the conventional SSK (sub surface killer). With the induction of INS Chakra (SSN), on April 4, 2012, and to be inducted INS Arihant (SSBN), the Indian submarine fleet is as potent as any, in the world. The SSBN or the ballistic missile carrying submarines carry an amazing power of annihilation. A ballistic missile can be fired with an accuracy of few feet over a distance of 12,000 km. SSBN submarine can carry 16-24 such missiles, enough to destroy several cities at once. Each missile has MIRVS or multiple independent re-entry vehicles, which can be directed at various locations. Each of these missiles usually carry a 100KT nuclear warhead, which is nearly six times more powerful than the atomic bomb that was dropped over Hiroshima. Dangers that Besiege Submarines Lurking beneath the ocean to sink enemy ships undetected has been the theme of many a Hollywood movie. While it may seem an all out adventure, the submarine is also an easy target to destroy, if detected. There is no escaping a deathly burial at sea even before having an opportunity to surface. Like all manmade vessels, redundancy and mechanical failures along with other hazards and emergency on board can put lives at peril in any class of submarine. It is under such circumstances that each crew looks up to their officers for strength, conviction and courage. Such encounters truly test the mettle of even the most experienced submariners. "Fear is a factor that should never be seen by others in your eyes. Your men know the danger when there is one but they take courage from your actions and conduct," says veteran submariner, Admiral Chatterjee. That is why the emphasis on rigorous training and knowing your submarine inside out. While lapses by erring individuals are given a resounding dressing down by seniors in full view of the submarine complement, there is also no room for any pretences. Perhaps that is why submariners bond extremely well.
