Police foils militant attack, seizes riffle

Panic gripped in Quoil hamlet of South Kashmir’s Pulwama town when a police party resorted to aerial firing to foil an alleged bid of militants to attack them. Police sources told CNS that four to five militants appeared in Quoil village where a police post is present to safeguard the prop-

Mr. Taj said it was during his tenure that Uri got the first college, three higher secondary schools and 16 high schools. He said the number of middle schools, which stood at 26 before his representing the area, rose to 95. Similarly 200 more primary schools were opened in the area taking the number to 270.The Minister said there were no filtration plants or lift irrigation schemes in Uri and 46 such filtration plants and seven lift irrigation schemes were set up during the last decade or so. He said the road length in Uri stood at 75 kilometres in 2002 which has been increased to a whopping 500 kilometres or more as more and more areas and habitations are being covered through road networks. Mir Mushtaq Nowshehri also spoke on the occasion and appealed people to strengthen the present coalition government. Amend frivolous recruitment rules– Stop playing with the future of qualified candidates

A

ccording to the recent statistics issued by the state government over 35000 posts have been referred to different recruiting agencies and recently SSRB conducted written test for teachers and accountant assistants throughout the state. Unfortunately the bureaucrats and experts associated with framing of the recruitment rules have always played a havoc with the future of the qualified candidates. Earlier the 10th standard was given weightage, then it was 12th and now a common test has jeopardized the future of qualified candidates to such an extent that they cannot hope of getting any job according to their qualifications and merit. For example, the minimum qualification for a teacher has been put at 10th standard and all those who have passed this examination sat in the test and most probably will get the job on the basis of the basis of the marks obtained in matriculation or at the most Graduation. It is strange that the basic requirement of a teacher acceptable in the whole of the country is B.Ed, M.Ed or M. Phil. For PhD holders, always preference is attached for the posts of Lecturers at College and University levels. There is also NET and SLET prevalent in all the states except the state of Jammu & Kashmir where the recruitment policy is totally confusing, discriminatory and tilted towards a particular group of candidates. If B.Ed or M.Ed candidates are not getting priority and they have to qualify the same examination wherein a matriculate or a simple graduate competes with them and where not a single question pertaining to B.Ed course is asked then what is fun of keeping these courses in the state and why should not these be closed so that general candidates are not mislead and their future is not spoiled. This is really unfortunate that the qualified candidates cannot be considered for class IV posts because the highest qualification for these posts is 12th standard and above that all qualified candidates get automatically disqualified. However, those with 10th and 12th class qualifications can apply and get any post including the post of teacher which otherwise should have totally been earmarked for M.Ed and B.Ed. candidates. The question arises who will make so called experts and bureaucrats attached with recruitment understand that they are playing with the future of qualified candidates who will definitely fall in the net of unscrupulous elements and will become a cancer like problem for this state in near future.

Water Conservation in Industries

T

he population of India is estimated to reach between 1.5 1.8 billion by year 2050. To avoid our country from becoming a water scarce country, availability of 3060 billion m3 fresh water is required. The average annual surface water flows in India has been estimated as 1869 billion m3 of which only 690 billion m3 can be utilized considering monsoon climate and topographical and geological reasons. The available gro undwater resource due to various recharges is 432 billion m3. The country will be water stressed even if the total available water i.e. 2301 billion m3 is taken into account. Ensuring uninterrupted supply of water of adequate quality and quantity at affordable cost will be the biggest challenge for the municipalities and industries due to the huge demand and pollution caused by discharge of untreated or partially treated used waters. In recent years, with the development of industries, increase in population and improved living standard, demand of water has remarkably increased. Municipalities are not able to provide uninterrupted water supply to the citizens. The communities in many Indian cities have to purchase drinking water at a high cost of Rs. 50 – 150 per m3. Since water has become a scarce commodity, availability of water of adequate quality and quantity at affordable cost is possibly the biggest challenge faced by the industries today. It is necessary for all the industries to positively implement all kind of programs and measures for effective utilization of water resources. Chennai Petroleum Corporation Ltd., Chennai for example have invested large sum of money in desalination of Sea water and in laying a pipeline to convey the desalinated water all the way to their refinery. Earlier, when faced with a severe water shortage, the refinery was the first to invest in a plant to recover water from treated municipal sewage and effluent from the refinery. Madras Fertilizers Limited followed their example. In Mumbai, Rashtriya Chemical Fertilizers have also set up a plant to recover water from municipal sewage and used the recovered water for cooling applications. Water can no longer be taken for granted. It needs to be managed judiciously through measures to conserve, recover, and reuse, especially in industries that consume large quantities of water. Water is used in the industry for a number of applications that include cooling, steam production to generate power and other process applications besides drinking and sanitation. Water Audit The first step in Water Conservation and Management Programme is comprehensive water Audit to arrive at a realistic water balance for the entire factory and colony.

Water audits at regular intervals help the management to take stock of the situation and act before the problem escalates and threatens closure due to non availability of water. The objectives of carrying out a water audit is not only to identify areas of excessive use (and its abuse) but also assess the quality of water being supplied for each application and compare it with the actual requirement and optimize the cost of treating water. This involves following exercise· Measurement of water consumption at user points by calibrated instruments. Flow through closed pipes can be measured by an Ultrasonic flow measuring instrument and flow through open channels through VNotch weirs. · The quality and quantity of effluents generated from each section should also be assessed. Conscious efforts shall be made to effect savings in cost of treating the effluent. · The next step is to establish bench marks for water consumption based on international practices for similar industries and identify areas of excess consumption. · An action plan should then be drawn for reducing the consumption of water in those areas. With good housekeeping discipline and perseverance it should be possible to achieve the results. Conservation of Water for Cooling A major portion of industrial water is utilized for cooling applications in majority of industries and hence provides an opportunity to conserve the water by optimizing the operations of cooling towers and following the best practices as given below· It is essential to check the cooling water treatment programme, which enables us to operate the tower at optimum cycles of concentration. The quantity of make-up water decreases significantly with increasing cycles of concentration. Water meters should be installed at cooling water make-up as well as blow down line. · Use of cooling water for other purposes like floor washing should be stopped. There should be no overflows from the basin. · One should also look for any leak through the bottom floor of the tower basin and if detected the leak should be plugged during the annual shut down. · Loss of water due to evaporation is around 2% of the water in circulation and hence in areas of water scarcity, the feasibility of using air cooled towers should be explored. · Side stream filtration should be adopted to keep cooling water free of suspended solids. Backwash water from side stream filter can be recovered by installing a plate type clarifier. The quantum of water recovered can be significant in large industries like fertilizer, steel etc. Water Conservation in Pretreatment Plant Almost all the plants utilizing surface water

will have a clarifier and filter beds. Blow down from the clarifier must be treated through the sludge thickener and sludge dewatering unit (centrifuge / filter press). The clear water from sludge thickener and the filtrate from sludge dewatering unit should be pumped back to the clarifier. This will not only help in water conservation but also reduces the cost incurred in sludge handling and disposal. The entire quantity of water used for backwashing the filters must be collected and returned to the clarifier. Water Conservation in Softening Plants Softening plants offer scope both for water conservation as well as for a reduction in salt consumption by opting for salt recycling. Salt recycle is effectively used in almost all the power stations in Maharashtra as the entire quantity of water used for cooling is softened and the salt consumption is high. For salt recycling, it will be necessary to install an additional brine measuring tank (BMT 2) identical to the existing one (BMT 1) and modify the frontal piping. Part of the water used for slow rinsing and practically the entire quantity used for final rinsing can be recovered and reused partly for preparation of salt solution and partly for slow rinse. Salt recovery can be made by collecting the latter half of the effluent during salt injection in a separate brine measuring tank and using it to partially regenerate the resin during the next cycle. Water Conservation in Demineralization Plant Demineralization by the ion exchange process generates strong effluents which require dilution with fresh water or other streams low in dissolved solids prior to discharge. However water can be recovered from the effluents generated in a DM plant by installing a water recovery plant for reuse in the plant. Some plants use the strongly acidic effluents in cooling water for pH control in place of acid. There is considerable scope to conserve water in DM plant which can be achieved by following measures· Almost all the final rinse water during Mixed Bed regeneration can be recycled back to the filtered water tank. Part of the water used for final rinsing can be recycled back to the raw water tank as soon as its conductively reaches the value equal to that of raw water. · Good housekeeping can significantly contribute to conservation of water in a DM plant. Leaky valves and taps must be fixed immediately. Water flowing through pH and conductivity sensors must be routed to the raw water tank. · Whenever rinse water volumes increase, the reasons for long rinse should be ascertained. If it is established that the problem is due to fouling agent in water, action must be taken to fix the problem

either by addition of some equipment or change over to non fouling resins or both. · Presence of non-reactive (colloidal) silica in boiler feed water high pressure boilers may result in increased blow-down. In case presence of excessive amount of colloidal silica is suspected it may be prudent to remove it from boiler feed water by installing an Ultra filtration unit after the Mixed Bed. In case the raw water is high on organics as well, the ultra filtration unit may be located ahead of MB unit to take care of both issues. Treatment of Condensate Conservation of condensate not only saves water but also the huge cost incurred in high purity water production and chemical conditioning. This can be achieved by arresting the leakages in the lines and installing suitable treatment units (condensate polishing units) for removal of undesirable components. Condensates with traces of hydrocarbons can be treated through the use of Oil Coalescers or specially designed Activated Carbon Filters Effluent Treatment Use of water in the industry produces an effluent which needs to be treated before it can be discharged into a public sewer or a receiving stream. Treatment of effluent is necessary to protect the receiving water bodies and ensure safe water availability to the downstream habitation. Moreover, the effluent after minimal treatment can be utilized for low end applications. Efforts should be made to treat, recycle, and reuse the effluent in the premises so that the industry could approach towards zero liquid discharge concepts and uninterrupted water supply for production can be ensured. Often it is possible to recover a valuable byproduct for reuse in the process and remaining effluent is now more amenable for recovery of water economically. In Tirupur, group of industries had installed a combined effluent treatment plant for treating their effluents with an option to recover the salt (Na2SO4) and water which is again recycled back to the process. This approach not only solved a potential problem of high TDS effluent disposal but also resulted in practically ‘Zero-Discharge’ with significant savings in the cost of treatment of effluent. Water Conservation in Offices and Residential Colony As far as possible, electronically operated proximity devices or at least press to open type of valves should be provided to reduce wastage. These types of installations result in water consumption of around 30%. Supply of potable water to residential colony and other user points should be under gravity by installing water tanks on roof tops. Supply under gravity (through overhead storage tanks) will minimize wastage through splashing.

We Mumbaikars fly through our lives fighting time. Among other compromises, this often translates into limited time for meals, and thereby little or no time for that most overlooked ritual: Chewing. Our fascination or obsession with what to eat has drowned out this equally important facet of nutrition. When Mahatma Gandhi said - Chew your drink and drink your food - he was stressing on the scientifically proven benefits of chewing. How it works A series of recent studies conducted on chewing have established a few facts beyond an intimate connection between chewing and weight control. Speed eating, gorging and binge eating were found to majorly contribute to unhealthy weight gain. The studies confirmed chewing every mouthful for longer helps you lose weight because it allows your brain more time to receive signals from the stomach that it's full. Therefore, the slower you chew, the lesser you eat. Besides, when you chew thoroughly, your digestive system is told of incoming food. This triggers it to produce digestive acids and help the body absorb nutrients. Inadequately digested food means inadequate absorption of nutrients, which is like paying for gourmet chocolates but getting a toffee. The leptin, ghrelin and cholestokinnen hormones, which are responsible for signaling satiation, don't reach their peak until 20 to 40 minutes after food is ingested.

Sloppily chewed food promotes intestinal bacteria, causing flatulence, bloating, constipation, stomach ache, cramps and even diarrhea. Nutritionist Naini Setalvad, who considers correct chewing as the first mantra of healthy eating, faults parents for inculcating the gulping-down habit. "Mothers keep telling their children to finish what's on their plates fast so to catch the school bus, classes or anything. The most common refrain is 'Jaldi karo... why are you taking so long to eat?' Our health entirely depends on what we eat and how well our body absorbs it. Incomplete chewing ruins the digestion process and leads to irritable bowel syndrome and flatulence, among other problems." Where it starts Digestion begins in your mouth. Efficient chewing increases the surface area of foods, affording a thorough breakdown by enzymes.

Saliva also contains lingual lipase, a fat metabolising enzyme, which breaks down fat before it reaches the stomach. If the fat reached the stomach inadequately chewed,

brace yourself for digestion problems. The longer your food stays in touch with your saliva, the better it gets lubricated and lesser the stress on your esophagus. Even digesting carbohydrates starts with chewing right as your saliva detaches chemical bonds that connect the starchcontaining simple sugars. When you don't chew well, these enzymes can't break down starches or digest fats, inducing sluggishness and loss of energy. Setalvad says, "Almost everyone who comes to me does not chew their food properly. The first thing I do to ensure they chew well is to add a salad or raw vegetables to their meals. I know if they aren't chewing properly when they return with constipation or irritable bowel syndrome." Pleasure principle Rushing through a meal bars you from enjoying it to its maximum, leading to a sense of dissatisfaction. Mindful eating is about

So good food assiduously chewed for a good time will ensure that you'll love your food the most it can be loved. Fletcherisma An American healthfood guru of the late 1800s, Horace Fletcher, was known as 'The Great Masticator'. He recommended chewing food at least once for every tooth or 32 times per mouthful before swallowing. Fletcher, who would chew a morsel 100 times a minute before swallowing, believed that his method held the secret to unlocking hidden strengths. Fletcher's war-cry was 'Nature will castigate those who don't masticate' and he acquired a legendary status with his set of experiments at the Yale Gymnasium. At 58, he competed with college students in exacting tests of strength and endurance such as deep-knee bending, holding out arms horizontally for a length of time, and calfraises on an intricate machine - and beat the Yale athletes in all events. Fletcher attributed his feat to studious grinding and gnawing. - Mash slowly and steadily. - Keep the ambience relaxed rather than loud or distracting. That means no sitting in front of the TV. - Eat smaller morsels; smaller the bites, the better you will chew. - Stop only when the mouthful is totally liquid and has lost its texture. - Take another bite only when you have finished chewing completely and swallowed. - Drink water or fluids only after your mouth is empty.

The heat wave is damaging enough for anybody, but if you’re diabetic then you need to be twice as cautious. Diabetologist Sonali Patange says, “The metabolic rate among diabetics is high because of which they sweat a lot and feel constantly hungry. This gets aggravated in the summer. But if they take a few precautionary measures, they can breeze through the excruciating heat.” Skincare People suffering from uncontrolled diabetes are easily susceptible to various skin infections such as carbuncles, boils, abscesses, furuncles, which range in severity. Patange says, “Also, because of excessive sweating, most diabetic men tend to develop candidiasis around their groin. Women, on the other hand, are prone to urinary tract infection.”But these skin issues can be nipped in the bud by taking simple precautionary

measures. Take a bath twice a day as it can prevent bacteria from growing on the skin. Avoid synthetic clothing and stick to only lose breathable cotton clothes. “But most importantly, maintain proper blood glucose level through diet, exercise and correct medication. People with uncontrolled diabetes can even catch respiratory infection very easily,” says Patange. Foot care Those with long-standing diabetes mellitus are predisposed to foot injury, ulceration and infection because they have poor glycaemic control, especially in adverse temperatures (extreme cold or heat). So diabetics must pay special attention to their feet and beware of developing interdigital foot infection or cellulite. Patange says, “Air your legs as much as you can and always ensure that you wash your feet, dry and regularly examine them.” Dehydration As diabetes leads to an increase in the body’s excretion of urine when blood sugar rises, most diabetics fail to maintain adequate level of hydration in hot weather. How to store: Keep the purple cabbage in a plastic bag and place it in the refrigerator. It will stay fresh for up to two weeks. Sweet and Sour Cabbage Ingredients: Purple cabbage, thinly sliced: About 8 cups Butter: 2 tbsp Sugar: 3 tbsp Balsamic vinegar: 1/4 cup Sultanas and pine nuts: A handful Method: Take a large saucepan and melt the butter in it. Now, add the cabbage and saute this for a few minutes. Sprinkle the sugar and add the vinegar. Reduce heat and simmer for a few minutes. Take off the heat, season, add the sultanas and nuts. Serve.

Exercise is an essential part of the management of type 2 diabetes. Most people continue to indulge in outdoor activities even when it’s hot outside, which may again lead to dehydration. In this weather, it’s a good idea to try swimming and yoga.

A new study has provided evidence to explain why some people are more prone to developing kidney stones than others. The discovery by scientists at Washington University School of Medicine in St. Louis opens the door to finding effective drug treatments and a test that could assess a person’s risk of kidney stones. “Now, we finally have a more complete picture detailing why some people develop kidney stones and others do not,” said senior author Jianghui Hou, PhD, assistant professor of medicine. “With this information, we can begin to think about better treatments and ways to determine a person’s risk of the condition, which typically increases with age,” Hou stated. The research was conducted in mice. Because kidneys function the same way in mice as in humans, the new findings can help scientists understand the root causes of kidney stones

in patients. The mouse model used in the study can also serve as a platform for the preclinical testing of novel treatments for the condition, the researchers noted. Most kidney stones form when the urine becomes too concentrated,

That the objective may stretch beyond debating the threat of “communalism” was evident from the remarks of Sitaram Yechury (CPM), Ramgopal Yadav and K C Tyagi (JD-U) as they expressed their desire for roping in two other antiCongress formations, Biju Janata Dal and AIADMK. The initiative is significant as the participants, existing as well as likely ones, have the potential of netting 100-odd seats: a crucial number in a hung scenario and for determining the make up of the next “secular” coalition at the Centre. However, given the fate of similar pre-poll maneuvers in the past, the parties concerned sought to tamp down the suggestion that the convention would be a prelude to the formation of a front. After their meeting, leaders of Left parties, SP and JD(U) ruled out forming a front for the 2014 polls. They said their focus was on holding the December 30 convention. “We have learnt from our 2009 experience. This time we look forward to post-poll alliances,” a senior Left leader said, referring to the collapse of a Left-anchored front immediately after elections.

But the desire to cast the net wide stood out. There is a talk of Bihar chief minister Nitish Kumar attending the convention, and Yechury said the response from BJD boss and Odisha chief minister Naveen Patnaik and AIADMK leader J Jayalalithaa was positive. Jaganmohan Reddy’s YSR Congress is also being roped in and may take the place of TDP in the “non-Congress, non-BJP” tent as the representative of AP. The organizers, however, conceded that they were not sure of a full house on October 30, but that has not deterred Left, the usual sheet anchor for such experiments, to pull out all stops for the rally. While the original idea was to keep the convention a modest affair, Left parties, eager to send a political message across, decided in favour of the larger Talkatora Stadium. “Left parties have spent a lot of money for the convention. The convention could become a stepping stone for a political alignment,” a Left leader said. Yechury, K C Tyagi (JD-U), Amarjeet Kaur (CPI) and Ramgopal Yadav (SP) have been entrusted the task of reaching out to more secular political and non-political outfits and individuals for the convention. Blaming certain political parties for raking up communal issue like Ram temple before every election, Tyagi said the country’s secular, democratic soul was under threat. “If there is no India, there would be no political parties,” he said.

Extending the judicial custody of 72-year-old Asaram and other four co-accused for 14 days in the Jodhpur case, District and Session Judge Manoj Kumar Vyas directed the Jodhpur Central Jail to ensure they appear in court on October 25. Meanwhile, Sai, against whom Gujarat police have issued a look-out notice, has filed an anticipatory bail plea in connection with the complaint of sexual assault against him by the two Suratbased sisters. “We have moved a Surat court for anticipatory bail for Narayan Sai in connection with the sexual assault case lodged against him in Jehangirpura police station,” his lawyer Kalpesh Desai told PTI. The application, which may be heard next week, questions the delay in filing of FIR and alleges that the complaint is bogus. Surat police had recently registered two complaints against them of rape, sexual assault, illegal confinement and other charges on the complaint by the two sisters. Seeking to end the deadlock over the much-anticipated India’s tour of South Africa, BCCI President N Srinivasan will meet his Cricket South Africa counterpart Chris Nenzani here tomorrow for discussions on the bilateral series. Nenzani would be giving CSA’s Annual General Meeting a miss to hold parleys with Srinivasan and work out a possible schedule for the series. The BCCI did not invite CSA’s newly-appointed CEO Haroon Lorgat for the discussion due to its differences with the former ICC CEO. The India-South Africa series has generated much controversy after CSA released its schedule without consulting the BCCI. Matters came to a head when CSA appointed Haroon Lorgat as its CEO despite the BCCI’s reported objections. According to the original schedule released by the CSA, India were supposed to begin their tour of South Africa with a warmup game on November 18 and end it with a Test on January 15. The series originally

comprised three Tests, seven ODIs and two T20 Internationals. India, on the other hand, wanted a shorter itinerary. Now, India’s home series against the West Indies ends on November 27 while their tour of New Zealand begins from January 19. Effectively this has compressed the tour
