Srinagar, Apr 12 : One person died while two others were injured in different road accidents across the valley. According to a police statement issued to KNS, a vehicle bearing registration number JIK01S/4007 driven by Sheikh Ubaid son of Sheikh Ghulam Nabi resident of Gulshan Nagar Srinagar hit and injured a lady Raja Begum wife of Gull Mohammad Bhat resident of Badrem Pahalgam, Ashmuqam near Jamkash vehicles Hyderpora, in the jurisdiction of Police Station Budgam. The injured was shifted to Hospital for treatment where she succumbed to her injuries. After completion of all medico-legal formalities, the body was handed over to her relatives for last rites. Fire broke out in the residential house of Mubarak Ahmed Shah son of Ghulam Mohi-ud-din resident of Cheyan Adigam, in the jurisdiction of Police Station Devsar, Kulgam. Minor falls into trench, dies Srinagar, April 12: A three-year-old boy Saturday died after he fell into a trench in north Kashmir’s Kupwara district. Reports reaching GNS said that Mohsin Fayaz had gone to meet his maternal uncle at Muqaam-e-Shah Wali in the district when he fell into a open trench. “Mohsin, who was playing with other boys suddenly, fell into the trench,” witnesses said, adding the
hue and cry of other boys caught the attention of nearby people who rushed to the spot. The locals rescued the boy from the trench in unconscious state and took him to the hospital where doctors declared him brought dead.Meanwhile, a pal of gloom descended at his home in Kupwara town and at his uncle’s residence after the tragic death of the minor boy. PDP part of a plan to dilute anti-BJP votes: NC Srinagar, Apr 12 : National Conference Spokesperson Junaid Azim Mattu in a statement issued from Srinagar has said that PDP was part of an elaborate plan to dilute the anti-BJP votes in Jammu region to help Narendera Modi. He said that people from all walks of life including school children from educational institutions of various districts of Jammu and Valley, sports associations, private in-
stitutions, chamber of commerce, Para-military personnel and retired police personnel would also be participating in different categories.Mr. Manhas further said that having different categories, the Run would start from Police Sports Stadium Gulshan Ground. Full Marathon open male category would start their Run with first flag off ceremony at 5.15 a.m. and would return after covering a distance of more than 42 kms via Sidhra Bridge Crossing. Half Marathon for males and females would have to run a distance of 21.5 km which would start at 5.20 a.m. from the venue up to Bajalta Crossing and back. Similarly, under 14 boys and girls category would start their run from the venue and cover a distance of 6 and 8 km respectively, the IGP added.Mr. Manhas said that

BJP defends Amit Shah’s ‘revenge’ remark, says even Obama used the word AHMEDABAD: The BJP on Saturday said it was “deeply saddened” by the Election Commission order on party leader Amit Shah and defended his “revenge” remarks, which had triggered a political storm and invited condemnation. Dairy Development
Be parliamentary to make it to parliament The campaigning for the Lok Sabha elections is going in full swing and every small or large political party is organizing rallies, road shows and meetings in the entire country. However, it is unfortunate that the leaders in the largest democracy of the world are stooping sometimes so low that it looks as if they are not fighting the elections but have personal scores to settle with each other. It is very cheap of them when they indulge in personal attacks, character assassinations and use unparliamentarily language against each other. We in this country are teaching the parliamentary way of behaving to the whole world but when such unfortunate things happen in our campaigning; it does not look dignified and civilized. The political leaders are no doubt contesting the elections against each other but they are not each other’s enemies who are bent upon to harm the prestige and pristine of their opponents. In fact when they are fighting the parliament elections, the way of fighting should also be parliamentarian so that the whole world makes our way of elections as their model and cites the examples of India Democracy. It is unfortunate that besides scathing attacks on each other’s personal life some leaders are even polarizing and communalizing the country and in this way doing the worst disservice to the nation. India is a country which houses hundreds of religious and ethnic groups with thousands of languages and dialects and living in different regions and areas, hence every caution has to be maintained to see that no action of these leaders harms the social fabric of the country and does not create problems for the unity and integrity of the nation. It is therefore, obligatory for every politician and the candidates that they do not indulge in any action which is not conducive to the interests of the country. India is a democratic country and its constitution is secular in character. There is no discrimination on the basis of caste, creed or religion, hence every citizen has his duty to protect the country from anything which will create hatred and ill will.

he Indian dairy sector has acquired substantial growth momentum from 9th Plan onwards as a result of which the country now ranks first among the world’s milk producing nations, achieving an annual output of about 130 million tonnes. This represents sustained growth in the availability of milk and milk products for our growing population. Dairying has become an important secondary source of income for millions of rural families and has assumed the most important role in providing employment and income generating opportunities particularly for marginal and women farmers. The per capita availability of the milk has reached a level of 290 grams per day by the year 2012, which is more than the world average of 284 grams per day. Most of the milk in the country is produced by small, marginal farmers and landless labourers. About 14.78 million farmers have been brought under the ambit of 1,48,965 village level dairy corporative societies up to March 2012. Farmers of marginal, small and semi-medium operational holdings (area less than 4 ha) own about 87.7% of the livestock. India is endowed with the largest livestock population in the world. It accounts for about 57.3 per cent of the world’s buffalo population and 14.7 per cent of the cattle population. Animal husbandry and dairying play an important role in national economy and in socio-economic development of the country. These activities play a significant role in generating gainful employment in the rural areas, particularly among the landless, small and marginal farmers and women, besides providing cheap and nutritious food. Livestock are the best insurance for farmers against vaga-
ries of nature like drought and other natural calamities. Several measures have been initiated by the Government to increase the productivity of milch animals, which has resulted in increasing the milk production significantly. National Dairy Plan In order to meet the rapidly growing demand for milk with a focus to improve milch animal productivity and increase milk production, the Government has also approved National Dairy Plan Phase-1(NDP-1) in February, 2012 with a total investment of about Rs. 2242 crore to be implemented upto 2016-17. NDP-1 will help to meet the projected national demand of 150 million tonnes of milk by 2016-17. This is envisaged through productivity enhancement, strengthening and expanding village level infrastructure for milk procurement and provide producers with greater access to markets. NDP-1 would focus on 14 major milk producing states – Uttar Pradesh, Punjab, Haryana, Gujarat, Rajasthan, Madhya Pradesh, Bihar, West Bengal, Maharashtra, Karnataka, Tamil Nadu, Andhra Pradesh, Orissa and Kerala which account for
over 90% of the country’s milk production. A total sum of Rs.79.00 crore has been released to NDDB upto 3112-2012, for implementation of the scheme. Dairy Entrepreneurship Development Scheme A modified scheme namely Dairy Entrepreneurship Development Scheme (DEDS) was launched on 1-9-2010, for promoting private investment in the dairy sector. The Scheme aims at increasing investment in dairy sector for increasing milk production in the country apart from helping in poverty reduction through self employment opportunities. It is being implemented through NABARD and provides financial assistance to the bankable projects through Commercial, Cooperative, Urban and Rural Banks with a back ended capital subsidy of 25% of the project cost for general category and 33.33% of the project cost for SC & ST beneficiaries as Central assistance subject to norms of the scheme. Farmers, individual entrepreneurs, group of unorganized and organized sector are eligible to benefit under this. Group of organized sector includes self-help groups, dairy co-
operative societies; district level Milk Unions, State Milk Federation, etc. Since inception, NABARD has disbursed an amount of Rs.251.20 crore to the beneficiaries for sanctioning 62,046 dairy units upto 31st December, 2012. Further, the Government has released an amount of Rs.140 crore to NABARD during 201213 for the implementation of the scheme, out of which NABARD has released back ended capital subsidy of Rs.127.13 crore for establishment of 32,749 dairy units upto 31-12-2012. Assistance to Cooperatives This Scheme was started during the year 1999-2000, with the objective to rehabilitate the sick dairy Cooperative Milk Union at the district level and Milk Federations at the State level. The Scheme is being implemented on 50:50 sharing basis between the Government and the State Government concerned through NDDB. The rehabilitation plan is prepared by National Dairy Development Board (NDDB) in consultation with the concerned State Milk Federation/ District Milk Union. Each rehabilitation plan is prepared in such a manner that the net worth of the sick Cooperative will become positive within a period of seven years from the date of its approval. Since inception, the Department has approved 42 rehabilitation projects for the sick Milk Unions at a total cost of Rs.310.91 crore with the Central share of Rs. 155.64 crore upto 31-122012 in the States of Madhya Pradesh, Chattisgarh, Haryana, Karnataka, Uttar Pradesh, Kerala, Maharashtra, Assam Nagaland, Punjab, West Bengal and Tamil Nadu. A total sum of Rs. 120.64 crore as central share has been released to the sick Cooperative Milk Unions upto 31st December, 2012.
Control Your Blood Pressure
T
he World Health Day 2013 theme is ‘High Blood Pressure’ or Hypertension. It increases the risk of heart attacks, strokes and kidney failure and if left uncontrolled, it can also cause blindness, irregular heart beat and heart failure, rupture of blood vessels and brain impairment. It affects one in three adults and leads to more than nine million deaths every year worldwide. The heart is a wonderful organ, working day and night, without rest, beating approximately 70 times/ minute, 100,000 times/day. It drives the blood through thousands of km blood vessels to nourish each and every cell in our body. The flow of blood to and from the heart is kept moving in the correct direction by the opening and closing of the appropriate valves. The ‘Lab-dub’ sound heard through the stethoscope is due to the movements of valves. Hypertension or high blood pressure (BP), accelerates arteriosclerosis which narrows the arteries and impedes the flow of blood to the heart or brain causing heart attack or strokes. In the early stages of the high BP there are no symptoms. Many, who are afflicted, feel no discomfort until a medical crisis – a heart attack or stroke occurs. As a consequence, high BP is often referred to as the ‘Silent Killer’. Sudden death was recognized as early as 5th century B.C. by the Greek physician, Hippocrates and was noted to be more common in obese. It was not until William Harvey discovered the true nature of circulation of blood in 1628 that the background for more understanding was established. Stephen Hales was the first to measure arterial blood pressure in 1733. Antemortem diagnosis made little progress until Rene Lacnnec invented the stethoscope in 1819. Richard Jr. Dikinson and Forssmann in 1956 invented a technique called catheterization, enabling the physician to look into the various blood vessels serving the heart, to assess the extent of blockage and also examine proper functioning of the valves. Feodor Lynen in 1964 discovered how cholesterol is formed from human cells, investigated lipid metabolism in the body and enabled medical science to find ways of arresting abnormal growth of fat in blood. Michael Brown and Joseph Goldstain discovered in 1985, how the low density Lipo-protein (LDL), receptor, a protein molecule which ferries particles rich in cholesterol from the blood to the cells, settle
inside blood vessels, supplying blood to the heart, signals the possibility of heart attack. Hypertension is diagnosed if readings on separate occasions consistently show systolic blood pressure to be 140 and diastolic blood pressure 90 mmHg or higher. The risk of developing complications is higher in the presence of other cardio-vascular risk factors such as diabetes. One in three adults worldwide has hypertension, the proportion increases with age – 1 in 2 persons in the 50s age group. Cardio-vascular diseases (CVD) are killing more and more people around the world, striking rich and poor alike. Those who survive a heart attack or stroke often need to take long-term medical treatment. These diseases can seriously affect the life of both the patient and his or her family. High BP is preventable, and can be countered by reducing salt intake, eating a balanced diet, avoiding the harmful use of alcohol, taking regular physical activity, maintaining a healthy body weight and avoiding tobacco use. Reducing salt intake is a crucial factor in lowering the risk of CVD. In many countries more than 2/3rd of all salt consumed is hidden in processed foods and snacks or food products such as bread and cheese. In addition some fast food chains and restaurants are key suppliers of food high in salt as well as fats and sugars. This means that only
approximately 20% of salt intake is under the control of consumer. WHO recommends an intake of less than 5 g/day (1 teaspoon of salt/day) to avoid CVD. A balanced diet is crucial to a healthy heart and circulation system. This should include plenty of fruits and vegetables, whole grains, lean meat, fish and pulses and restricted salt, sugar and fat intake. At least 30 minutes of regular physical activity everyday helps to maintain CV fitness. Tobacco in every form is harmful to health – cigarettes or chewable tobacco. Exposure to second-hand tobacco smoke is also dangerous. In every region of the world, obesity doubled between 1980 and 2008. Today half a billion people i.e., 12% of the world’s population are considered obese. In all parts of the world women are more likely to be obese than men, and thus at greater risk of diabetes and CVD. One in three adults worldwide have raised BP – a condition that causes around half of all deaths from stroke and heart disease. It is considered directly responsible for 7.5 million deaths in 2004 – almost 13% of all global deaths. In nearly all high income countries, widespread diagnosis and treatment with low-cost medication have led to a dramatic drop in mean BP across populations – and this has contributed to a reduction in deaths from heart
disease. For example in 1980 almost 30 and 40% of adults in the WHO Region of America and European Union have had high BP. By 2008, this dropped to below 23 and 30% respectively. In contrast, in the WHO African region, more than 40 to 50% of adults in many countries are estimated to have high BP and this proportion is increasing. WHO estimates that more than 7.3 million people died of CVD in 2008. Many people with high BP in developing countries remain undiagnosed, and so miss on treatment that could significantly reduce their risk of death and disability from heart disease and stroke. For many people life style changes are sufficient to control BP, for others medication is required. It is essential that detection and control of high BP, are coupled with other risk factors, such as diabetes and tobacco use. Current data suggest that the effect of ‘aspirin’ in reducing the risk of coronary disease is even greater than that of cholesterol lowering drugs. Aspirin is given to certain patients as a preventive measure whose LDL cholesterol level is continuously high. The role of antioxidants such as ‘Vitamin E’, ‘Vitamin C’ is gaining momentum in preventing the progress of arteriosclerosis. Many naturally occurring anti-oxidants, helpful to the body, are present in garlic and onion, consumption of the same in the regular diet is also helpful.
