Leh, August 12: Narendra Modi accused Pakistan of waging a proxy war in Kashmir on Tuesday saying it has lost the strength to fight a conventional war. The Prime Minister during his visit to Leh said the Indian armed forces were suffering more casualties from terrorism than from war. Noting that this is a global problem, the Prime Minister said all humanitarian forces of the world should unite to fight it. “India is committed to strengthening and uniting these humanitarian forces,” he said. “The neighbouring country has lost the strength to fight a conventional war, but continues to engage in the proxy war of terrorism,” he said while addressing troops of Army and the Indian Air Force on his maiden trip to Leh and Ladakh. Modi said India was committed to strong armed forces, well-equipped with modern arms and technology. The jawans should be assured that the entire country supports them, he stressed. Srinagar, August 12: With no break-through yet in the investigations that were launched by police and education department in the mysterious fire that erupted in the cabin desk of the Directorate of School Education Srinagar, it has been revealed by sources that there is a nexus between some officials of the Directorate office and private schools which is behind the incident. Unknown persons steal rifle from SOG man’s residential quarter in Tral SOG man suspended, 8 persons arrested
Srinagar, August 12: Some unknown persons have stolen a service rifle of a Special Operation Group (SOG) man from his family quarter at Tral area in south Kashmir’s Pulwama district last evening. Official sources told GNS that policeman Latif Ahmad Gojri who is working with SOG Tral reported his senior officers that his rifle AK47 along with a pouch and few magazines had gone missing from his residence. “The family quarter of the policeman is just 100 meters far away from SOG camp in the area”. They said that the SOG man who was appointed as SPO in 2000 and was recently converted into follower in the department was immediately placed under suspension. A senior police official while confirmed the incident to GNS on Tuesday said that the policeman was detained for questioning, besides it, police team arrested at least eight suspected persons from different localities in the area. “A case has been registered in this regard and the departmental inquiry has also been initiated. The facts of the incident would be revealed during the course of investigations,” the official said. He said till the time this tunnel is completed there is urgent need that Kargil is provided the facility of commercial airlines. He also mentioned the immediate need of land for the expansion of Kargil Town and sought Prime Minister’s support for providing the part of Khurbathong Plateau for this purpose which is under the use of Army at present. “Army can utilize whatever portion of the plateau it requires and rest can be provided for the expansion of Kargil town which is need of the hour”, he elaborated and mentioned the patriotism of the people of Kargil who have faced many hardships of war and cross-border shelling but exhibited their highest degree of bravery and patriotism. Omar Abdullah said that by the construction of 220 KV Transmission System from Alastaing-Srinagar to Leh via Drass-Kargil and Khalsti, the surplus power from Leh and Kargil Districts can be evacuated for utilization in other parts of the State. Pampore.... Srinagar- Jammu National Highway near Pampore area in south Kashmir’s Pulwama district late Monday evening. A senior BSF official told GNS that the BSF convey was returned back from Chandanwari in Phalgam towards Srinagar Pantha Chowk camp after completing their duty at Amarnath base camp. “On reaching near road junction in Pampore, militants opened heavy fire on a bus, part of convoy from both sides of road taking advantage of high ground at around 09:41 pm”. In the attack, seven BSF men including Assistant Commandant received injuries, the official said.The injured has been identified as Bishan Lal Assistant Commandant of 59 Bn, Constable Sunny Kumar of 59 Bn, Constable Vijay Kumar 59 Bn, Head Constable Manoj 59 Bn , Constable Saurabh Mukhopdhayay of 59 Bn, constable PN Brade of 59 Bn, Head constable Amarpal Singh (Driver) 151 Bn Bsf. All the injured were immediately shifted to army’s 92 base hospital for treatment, the official said.He said that multiple surgeries were conducted on the Assistant Commandant as he had received two bullet wounds in his arm and shoulder. “The condition of the commandant is improving from today afternoon”. A police official told GNS that a case FIR no. 114/2014 under section 307 RPC and 7 /27 IA Act has been registered in this regard and the special team of police launched the investigations. During the initial investigations, it was revealed that the militants who carried the strike were five in number and all the men were masked and were wearing the army uniform, the official said. He said that the militants while taking advantage of darkness have probably crossed the river Jehlum near Pampore and might have reached Rakshuna Tengen area that connects the parts of Budgam and Pulwama including Wathora, Chadoora. The Supreme Court of India has ordered compensation as high as Rs. 10 lacs in other cases, and in the instant case, the number of victims of rape as confirmed by the investigations and the SHRC were much higher than 23. In addition to carrying out no meaningful investigations, the Government continues its attempts to protect the perpetrators – the Indian army – including by seeking to limit the compensation through the most perverse and legally untenable ways. On the next date, 8 September 2014, the survivors will make further submissions on the responsibility of Government of Jammu and Kashmir and the Union of India – both in terms of investigation and compensation. US biggest arms supplier to India in last three years: Arun Jaitley
In the last three years, the US has taken over Russia as the largest supplier of weapon systems to India, Lok Sabha was informed on Tuesday. Answering a written query in the Lower House, defence minister Arun Jaitley said in the last three years, India spent Rs. 83,458 crore for procuring equipment from foreign vendors which included Rs. 32,615 crore worth of supplies from the US whereas Russia exported hardware worth Rs. 25,363.96 crore in this period. In the last three years, India has bought several equipment from the US including the C130J Super Hercules aircraft, Harpoon anti-submarine missiles and the C-17 Heavylift transport aircraft. Russia has traditionally been the largest supplier of weapons to India and the armed forces still have almost 70% of their vintage equipment from that country.France, which has been bagging a number of deals from India for submarines and fighter aircraft, has emerged as the third-largest supplier by selling equipment worth Rs. 12,046 crore, Jaitley said. Israel is at the fourth position with sales of Rs. 3,389 crore while other sources account for Rs. 10,043 crore worth of sales.Meanwhile, answering another query, Jaitley said the government was working out the details and conditions of the FDI policy to raise FDI cap from 26% to 49%.

Fodder scam case: CBI court rejects Lalu Prasad’s petition challenging trial

Lalu’s counsel Prabhat Kumar had pleaded that there is no provision for double sentence in the same case or case with similar charges and accusations. “The court has rejected the petition. I do not know the exact grounds on which the petition was rejected because I have not received the copy of the verdict yet,” Prabhat Kumar told TOI. Kumar said he would move the high court. “We will definitely move to high
court,” he said. “In a similar case (RC20A/96) my client (Lalu Prasad) has already been convicted. Even similar evidences were produced during the hearing of the case. The law says that no one can be tried and convicted for the same offence twice,” said Kumar. Lalu Prasad had demanded quashing of a similar case RC64A/96 on the same grounds which was rejected by the CBI special court in July (2014). Lalu Prasad and 45 others were convicted by a special CBI court in Ranchi in September 2013 in a fodder scam case (RC 20 A/96) in which he was accused of fraudulently withdrawing crores of rupees from Chaibasa treasury in Jharkhand. The court had sentenced him to jail for five years following which the RJD chief was disqualified from Lok Sabha and also barred from contesting elections.
Bangalore teacher abused at least 7 girls for 45 days BANGALORE: Protests against sexual crimes, guidelines from police to ensure safety of children and other stringent measures seemed to have failed to stop sexual predators on the prowl in schools. While the city was out on streets expressing outrage over the alleged rape of a six-year-old girl in a school in east Bangalore, on another end of the city, young girls like her were being sexually abused by their teacher. A 64-year-old part-time teacher allegedly abused at least seven girls of classes III and IV in a private school on Kanakapura Road for more than 45 days. Chandramouli, a retired postman who showed interest in teaching and joined a school run by his friend, was arrested on August 5 after parents of an eight-year-old girl student filed a complaint against him. As the news broke, the school was closed temporarily. On Monday, when the school reopened, scores of girls refused to return to classes afraid of him. Meanwhile, parents of three other girls lodged a complaint with Talghattapura police. The principal, Lakshmikanth,
was arrested for failing to report the case. But he was released on bail. Some parents and guardians besieged the school and demanded Transfer Certificates of their wards. Members of the Stree Jagriti Samathi, an NGO, accompanied a delegation of parents to principal S Lakshmikantha. “All was well till this new male teacher joined. I don’t have the courage to send my granddaughter to this school anymore. We want TC from here and admission in other school. The principal of this school has to facilitate that,” said Muniyamma who approached the school seeking TC of her granddaughter. “We are ready to pay more and send our kids to any other school nearby,” said Varalakshmi who went to several schools seeking admission for her granddaughter. 20 Indian soldiers missing from border areas: RTI NEW DELHI: Twenty Indian soldiers posted in border areas of the country, most of them in J&K, have gone missing from 1996 to 2010, according to an RTI reply. As per the reply given by the ministry of external affairs, 18 soldiers went missing from J&K while two disappeared from Gujarat. Havaldar Bhupendra Bahadur Thapa, Netra Bahadur Thapa, Naik Hark Bahadur Rana and Lance Naik Raju Gurang of Gorkha Rifles went missing from Krishna Ghati of Poonch district in J&K on August 12, 1996, the reply stated. Court to pronounce quantum of sentence on Aug 14 A Delhi court on Tuesday fixed August 14 for pronouncing the quantum of sentence against Sher Singh Rana for the murder of bandit-turned-politician Phoolan Devi in New Delhi in 2001 with the prosecution seeking death penalty for him. Additional Sessions Judge Bharat Parashar reserved the judgement after hearing the arguments on quantum of sentence during which the prosecution contended that Rana had committed Phoolan’s murder in a pre-planned and meticulous manner. The prosecution said that Rana should be given death penalty for the heinous crime as a person like him is a threat to the society. “It is an offence of murder which was committed in a pre-planned manner and was meticulously executed by him (Rana). Keeping in view the impact on the society...I request the court to award death penalty,” the prosecution said. The counsel appearing for Rana, however, opposed the contentions of the prosecution saying that the police has miserably failed to prove the motive behind the murder. Countering the claims of the police regarding Rana’s criminal antecedents, the defence counsel said that he has been acquitted in other cases and even the eyewitnesses in the case have been disbelieved by this court.“More than one person was involved in this case but the court has acquitted them,” he said.

Evolution of Electoral System of India
A
fter India attained Independence in August 1947, there was a need to hold General Elections to elect a truly representative Government on the basis of universal adult suffrage. Article 324, which provides for the setting up of Election Commission as an independent constitutional authority, was therefore brought into force from November 26th, 1949, whereas, most of the other provisions were made effective from January 26th, 1950 (when the Constitution of India became effective). Election Commission was formally constituted on January 25th, 1950, a day before India became as Sovereign Democratic Republic. The First Chief Election Commissioner, Shri Sukumar Sen, was appointed on March 21st, 1950. The Commission functioned as a single member body from 1950 to October 16th, 1989 but was converted into a three member body on October 16th, 1989 to January 1st, 1990. In the year 1990, January 1st, it was reverted to the system of single member body. However, since October 1st, 1993, the Commission is regularly functioning as a three member body. The Chief Election Commissioner and two Election Commissioners are given the same salary and allowances as of a Judge of the Supreme Court. All the three Commissioners have equal powers in decision making and in case of any difference of opinion on any issue, the decision is taken by the majority. The term of the office of CEC and ECs is six years or till the age of 65, whichever is earlier.
For the purpose of first General Elections to the Lok Sabha and Vidhan Sabhas, the first delimitation order was issued by President, in consultation with Election Commission and with the approval of Parliament on August 13th, 1951. To provide a legal framework for the conduct of elections, Parliament passed the first Act on May 12th, 1950 (Representation of the People Act, 1950) providing mainly for the preparation of electoral rolls and second Act on July 17th, 1951 (Representation of the People Act, 1951) laying down the procedure for the conduct of elections to both Houses of Parliament and Vidhan Sabhas for each State. Electoral Rolls for constituencies were published in all States by November 15th, 1951. The total number of voters (excluding J&K) was 17,32,13,635 as against the total population of India (excluding J&K), 35,66,91,760 according to 1951 census,. The first General Elections to the Lok Sabha and Vidhan Sabhas were held between October, 1951 and March, 1952. The first Lok Sabha consisting of 497 members was constituted on April 2nd, 1952. The first Rajya Sabha consisting of 216 members was constituted on April 3rd, 1952. After the constitution of the two Houses of Parliament and the State Legislative Assemblies, the first Presidential election was held in May, 1952 and the first duly elected President assumed the charge of office on May 13th, 1952. At the time of the first General Election in 1951-52, the Commission had recognized 14 political parties as multistate parties and 39 parties as the state par-
ties. Presently, there are seven recognized National Party and 40 State Party. For the first and second General Elections in 1951-52, and 1957, the Election Commission adopted the ‘Balloting System’ of voting. Under this system, every candidate was allotted a separate ballot box at each polling station in a screened compartment and the voter was required only to drop his ballot paper, the centrally pre-printed ballot papers into the ballot box of the candidate of his choice. From the 3rd General Elections in 1962 onwards, the Commission switched over to ‘marking system’ of voting. Under this system, a common ballot paper containing the names and election symbols of all contesting candidates is printed on which the voter has to put a mark with an arrow cross mark rubber stamp on or near the symbol of the candidate of his choice. All the marked ballot papers are put into a common ballot box. The Electronic Voting Machines (EVMs) were used for the first time in part of Parur Assembly Constituency in Kerala in 1982, on experimental basis. Later, the extensive use of EVMs started in 1998. The EVMs were used at all polling stations in the country in the 14th General Elections to the Lok Sabha in 2004 for the first time. Since then all elections to Lok Sabha and Legislative Assemblies have been held using EVMs. Since 1951-52, fifteen General Elections have been held to the Lok Sabha and 348 General Elections to the Vidhan Sabhas and the country is now fully geared for the 16th country wide general elections to Lok Sabha .
Recognizing Outstanding Contribution in the Prevention of Drug Addiction, Awareness Generation, Research and Rehabilitation

lcoholism and drug abuse is a pysco-social-medical problem requiring a holistic approach – from prevention and early detection to effective intervention, rehabilitation and social integration. The Ministry of Social Justice and Empowerment is the nodal Ministry for drug demand reduction. It coordinates and monitors all aspects of drug abuse prevention which include assessment of the extent of the problem, preventive action, treatment and rehabilitation of addicts, dissemination of information and public education. The Ministry provides community-based services for the identification, treatment and rehabilitation of addicts through voluntary organizations. In order to recognize the efforts, and, encourage excellence in the Prevention of Alcoholism and Substance (Drugs) Abuse and rehabilitation of its victims, awards will be presented, every year, for the most effective or outstanding services as individuals as well as institutions in the prevention of abuse of:(a) Alcohol; (b) Narcotic Drugs; (c) Psychotropic Substances; (d) Other Addictive Substances (Except tobacco and its products) e.g. cough syrups, correction fluid,
etc. The Ministry of Social Justice & Empowerment has been implementing the Scheme of Prevention of Alcoholism and Substance (Drug) Abuse since 1985-86. The Scheme, which was revised twice in 1994 and 1999, at present provides financial support to NGOs and employers mainly for creating Awareness and Preventive Education, Drug Awareness and CounsellingCentres (CCs), Treatment- Cum- Rehabilitation Centres (TC), Workplace Prevention Programme (WPP), De-addiction Camps (ACDC), NGO forum for Drug Abuse Prevention Innovative Interventions etc. Apart from this, the Ministry takes up awareness generation programme every year disseminating information, education and communication (IEC) materials, organizing programmes in schools and community, holding exhibitions and publishing newsletters and journals. At present there are about 41 CCs and 401 TCs are functioning with the support of the ministry in the country. Besides, a large number of NGO’s are involved in this endeavour,
Ministry of social Justice and Empowerment notified in December last year a scheme of National Awards for Outstanding Services in the field of Prevention of Alcoholism and Substance (Drug) Abuse, in order to recognize the efforts and encourage excellence in the field of prevention of substance abuse and rehabilitation of its victims. The Scheme is applicable to institutions and individuals working in this field. Under the scheme, awards will be presented every year to the most effective or outstanding services rendered as individuals as well as institutions in the prevention of abuse of alcohol; narcotic drugs; psychotropic substances and other addictive substances. The awards are presented every year, on the 26th June, which has been declared by the United Nations as the International Day against Drug Abuse and Illicit Trafficking and are given in ten different categories to institutions and individuals. I. Institutional Category (i) Best Integrated Rehabilitation Centre for Addicts (IRCA) for providing rehabilitation services to alcoholics and drug users (ii) Best Regional Resource and
Training Centre (RRTC) providing exemplary contribution in the field of prevention of addiction. (iii) Best Panchayati Raj or Municipal Body working for prevention of alcoholism and substance (drug) abuse. (iv) Best Educational Institution doing outstanding work in awareness generation and prevention of alcoholism and substance (drug) abuse. (v) Best Non-Profit Institution, other than Serial Number (i), (ii), (iii) and (iv) above, with outstanding contribution in the field of Prevention of Alcoholism and Substance (Drug) Abuse. (vi) Best Research or Innovation. (vii) Best Awareness Campaign. II. Individual Category (viii) Outstanding individual achievement by a professional.
