Iron fists needed to deal with communal forces
T
he communal riots in Muzaffarabad Uttar Pardesh which claimed over three dozens of lives is not a good omen keeping in view the coming parliamentary elections. The way UP Govt. handled the situation has put a question mark on the sincerity and capability of the politicians in the country particularly in UP as far as approach and mechanism of dealing the situation is concerned. Home Minister Shushil Kumar Shinde while taking to media has hinted that communal riots may break invariably as there are some forces active in the country who want to polarize and communalize the situation. The statement of the Home Minister is an indication of what the communal tendencies are trying to do in the country which has seen Gujrat like situation and before that Maharashtra, Muradabad and Aligrah on fire because of communal tension some years back. Despite the fact that the majority of the people in the country understand the designs of communal forces still the communal riots claim many lives and property worth crores of rupees every time they break. It is unfortunate that in this age of science and technology some people get influenced by the communal forces and indulge in a lot of destruction in the country. One cannot understand as to why the governments fail to take effective steps to control the mob frenzy before it takes place when they have advanced information that the forces alien to communal amity are going to crate trouble in a particular area. It is either being done deliberately or the various governments in the states who are responsible for maintaining law and order are incapable to deal with the riots. Indian constitution is secular in nature, hence there is no place for communal forces to thrive in this country, but it is perhaps because of the dubious role played by some politicians and political parties who help or shield the communal forces and encourage them to cause whatever damages they want and then help them to escape the jaws of law. It was astonishing to know that an MLA incited and provoked the communal riots in Muzaffarabad by loading a fake video on You Tube. If politicians like her behave this way then only the god can save this country from being destroyed by these communal forces who infact have no religion and no respect for humanity. They know the language of violence only as it serves their vested interests. Now, here comes the role of the strong leaders and secular parties who should rise above party politics and help in containing these forces which otherwise will destroy the basic fundamentals of our constitution.

TEMPLE VEER BADRESHWAR AND IMPACT OF BUDHISM IN RAJOURI DISTRICT
K
K.D Maini
ashmendra a great Kashmiri scholar wrote that he saw a Vihara at the top of Peer Panchal pass known as Panchal Vihara. Mr. Stien who translated Raj Trangni in English identified that Panchal Vihara was constructed near Peer Panchal pass in the ancient time. Huen Tsang who visited Rajouri in 631 -AD wrotes that there were five sanghramas in Poonch area and in the North of the city (Poonch) there was a big Vihara with monks which was famous in this region for its miracles. Number of statues, inscriptions, coins in Sharda, ruins of 1st to 6th century AD are still available in Poonch-Rajouri track indicates the presence of Budhism in this area. On the other hand Pahari language is full of Prakrit (Sharda) words. Moreover the nature of the habitants of this region is full of tolerance which was the most important teachings of Budh-ism. The above facts reveal that inspite of disappearance of Budhism from Rajouri belt there is still impact of Budhism in this region. As per the inscription written on the temple, Veer Badreshawar and Peer Badeshar are acronyms of same deity. The legend of this temple goes back to the days of Lord Shiva and Sati. The temple was built by Kanishka in Samvat 141 to commemorate the victory of Veer Badreshawar, the son of Lord Shiva over King Daksha. He is always worshiped before the worshipping of Lord Shiva by chanting the prayers. As the legend goes during the ancient times, King Daksha father of Sati organised a Yagya at Kankhal Teerath near Haridawar (UP) but he did not invited Lord Shiva and his wife Sati. Sati had participated in the Yagya uninvited. During the Yagya, Sati felt insulted and was humiliated. She could not bear it and immolated herself. Lord Shiva on hearing this news, threw his Jattas (lock of hair) on the ground, from the 1st half of his Jatta Veer Badreshawar emerged and from the 2nd half, Mahakali emerged. Veer Badreshawar vowed to take revenge of the death of his mother Sati. So Veer
Badreshawar after destroying King Daksha left for Kailash Parbat and on the way, rested for some time at this mound where the temple of Veer Badreshawar has been constructed. As per Smt. Ramesh Kour, there is very interested legend regarding the change of die name of Veer Badhreshawar temple to Peer Padeshar. She narrates in one of her article that once upon a time there used to live a kind hearted Muslim Namberdar in a nearby village. He had only one son whose legs were too weak to move and remained mostly confined to bed. For the well being of his son, he used to come in the temple to seek the blessings of Veer Badreshwar. One day, when all the members of his family were but, his lonely son was lying on the cot in the open varandah. Suddenly, a strange animal appeared in front of his house and started jumping Feeling nervous, the boys jumped inside the room and began to realise that his legs were as strong as arms. He picked up sharp edged weapon lying behind the door and charged on the animal. In the evening, when Namberdar and other family members returned, they were astonished and glad to hear about the bravery of the boy. The Namberdar narrated the whole story to the people of surrounding areas. He took huge quantity of paddy, maize, cash etc. and went to temple to offer all these things temple with folded hands. There he prayed and said "To some you may be Devta, Guru or Saint but to me you are a great Peer". Therefore, people started calling this religious place as Peer Padeshar instead of Veer Badreshwar. For centuries together, this place of worship remained the centre of devotion to habitants. But during 1947, when Pakistan captured Rajouri area upto Nowshera, Veer Badreshawar temple had also gone under the illegal occupation of enemy. In the summer of 1948, Indian Army moved from Jammu and reached Rajouri on 13th April, 1948 after defeating the enemy. Then the Indian army concentrated in linking up the Rajouri with Poonch area. The operation was chalked out in six phases. In first phase, Thannamandi was captured on
20th Sept. 1948. The next target was the capture of Veer Badreshawar mountain to deceive the enemy that Indian Army will move towards Kotli. A beautiful account is given in a book "Defending Kashmir and Operation Rescue" regarding the capture of this stategic point which changed the history of this area. Veer Badreshawar mountain is 4532 feet high from the sea level and was the strong hold of the enemy who was overÂŹlooking the entire Nowshera and Seri Valley from this very point By the middle of October, 1948, Indian army was having the report of an enemy Brigade which was brought up towards Veer Badreshawar with an intention of cutting of our line of communication at Chingus. Therefore, our operation towards Veer Badreshawar was to contain the enemy from offensive. The operation was launched under the command of Brigadier Harbhajan Singh who was commanding 268 Brigade at Jhangar (Nowshera). The operation was monitored by Brigadier Dubey from Jhangar. The operation started on the moon night of 14th and 15th October, 1948 for capture of Veer Badreshawar. A column of troops mostly Gurkhas marched through difficult mountainous terrain and our troops had advanced 14 miles in 24 hours. When the dawn broke out, they were on the foot of Veer Badreshawar near village Garan where there was a enemy post. A half asleep santry of enemy was challenged by our jawans who asked for a password. A brust of bullets was the answer he received from our jawans. A movement later, there was a fierce exchange of firing and then the last of enemy fled leaving behind dead bodies and wounded soldiers. In the meantime, another column consisting of Punjabies and Kumoins had by-passed the seen of this battle and taken up the position near Parran. As dawn broke, a tempest twin of RIAF zoomed and rocketed the hostile position on Veer Badreshawar. Soon columns of smoke billowed high from the feature. Three quarters of hour later, a 2nd tempest twin appeared dropped the bombs at Veer Badreshawar and disappeared. The air strike lasted the whole day synchronising
with a barrage from our fields and mountain guns. By midday, one column of Punjabies had captured Parran and other smaller features in the vicinity of Veer Badreshawar. In the meantime, Kumooiris were making for the main object then Veer Badreshawar was ready for the final assault. After a series of Skirmishes which added to the demorlisation of the enemy advancing column of Kamuonis assaulted on Veer Badreshawar and before sunset on 15th of October, 1948, the Kamuons jawans were on the top. After hand-tohand fighting with the enemy, our gallant jawans snatched Veer Badreshawar top from the enemy and liberated the old temple. The enemy's losses in this operation were 102 killed and 9 prisoners while 27 riffles were also captured from the enemy. Veer Badreshawar operation of the Indian Army was a deception as intended the move to put the enemy on the wrong scent giving the impression that our objective was Kotli instead of Poonch. After taking Veer Badreshawar, ridge the Indian Army was on the top of Kotli town and there was every apprehension that Indian forces will now move towards Kotli from this stategtic point. Therefore, enemy started concentration of his forces around Kotli for its defence. The Pakistani commanders had withdrawn number of contingents from Mendhar and BG side and posted for the defence of Kotli. In these circumstances, the Indian forces instead of advancing towards Kotli marched towards BG and Mendhar and after capturing Bhimber Gali on 8th November, Indian army marched towards Mendhar and connected Poonch via Mendhar near Dhani-na-Peer on 21st of November, 1948 Thus the, capture of VeerBadreshawar played a vital role in linking of Poonch with rest of the country. During 1947, the temple was completely destroyed by the enemy who remained there for about six months. But after capturing of the area by the India army, our jawans re-constructed and renovated the old temple and its glory was restored. Now again, the temple has became the centre of devotion. Intensive Development in Animal Husbandry Sector Aids National Food Security
A
nimal protein in the form of milk, butter, cheese, egg, meat, fish to name a few, form an important part of the food basket of each family depending on their economic status and regional preferences. For instance we find fish in every meal in Bengal and percentage of chicken consumers has risen sharply in recent years with improved purchasing power of people. This is due to v ari ous devel opmen tal, wel fare initiatives of government and also increased growth in animal husbandry, dairying and fisheries sector. Animal husbandry, dairying and fisheries activities play an important role in national economy and in socioeconomic development of the country. These activities contribute to the food basket, nutrition security and household income of the farmers and play a significant role in generating gainful employment in the rural areas, particularly among the landless, small and marginal farmers and women, besides providing cheap and nutritious food. Livestock are the best insurance for farmers against vagaries of nature like drought and other natural calamities. Farmers of marginal, small and semi-medium operational holdings (area less than 4 ha) own about 87.7% of the livestock making development of livestock sector more inclusive in nature. India is endowed with the largest livestock population in the world. Livestock production and agriculture are intrinsically linked, each being dependent on the other, and both crucial for overall food security. According to estimates of the Central Statistics Office (CSO), the value of
output from livestock sector at current prices was about Rs.4, 59,051 crore during 2011-12 which is about 24.8% of the value of output from total agricultural and allied sector at current price and 25.6% at constant prices (2004-05). The value of output of milk was Rs.3, 05,484 crore in 2011-12, which is higher than the value of output of paddy and wheat. The value of output from meat group at current prices in 2011-12 was Rs.83, 641 crore and Rs.17,803 crore from eggs. As Agriculture, including Animal Husbandry, Dairying and Fisheries is a State subject, the emphasis of the central govt has been on supplementing efforts of the State Governments in the development of these sectors. Assistance to the State Governments is provided for the control of animal diseases, scientific management and up gradation of genetic resources, increasing availability of nutritious feed and fodder, sustainable development of processing and marketing facilities and enhancement of production and profitability of livestock and fisheries enterprises under various centrally sponsored and central sector schemes. Realizing the potential of this sector, central budgetary outlay for this sector has increased manifold in the last decade. An amount of about Rs.11,313 crore including Rs.5,403.88 crore under Rashtriya Krishi Vikas Yojana and National Mission for Protein Supplements was allocated for animal husbandry, dairying and fisheries sector during 11th Plan, in addition to budgetary support under state plans. During the Eleventh Plan, Government initiated several new
programmes /schemes improve Veterinary Hospitals and Dispensaries, and for strengthening the efforts for animal disease control. To meet the shortage of fodder, several new components were incorporated in the Feed and Fodder scheme. Further, Dairy Entrepreneurship Development Scheme was initiated, with the objective of increasing investment in dairy sector for increasing milk production in the country while creating self-employment opportunities. An allocation of Rs.14, 179.00 crore during 12th Plan which includes an amount of Rs.7,628 crore for Animal Husbandry, Rs 4,976.00 crore for Dairy Development and Rs.2,483.00 crore for the Fisheries sector has been provided. India ranks first among the world’s milk producing nations, achieving an annual output of about 127.9 million tonnes of milk during 2011-12. Most of the milk in the Country is produced by small, marginal farmers and landless labourers and is used for both self consumption and to generate income. In order to meet the rapidly growing demand for milk with a focus to improve milch animal productivity and increase milk production, the Government approved National Dairy Plan Phase-I(NDP-I) in February, 2012 with a total investment of about Rs.2242 crore to be implemented from 2011-12 to 2016. NDP-I will help to meet the projected national demand of 150 million tonnes of milk by 2016-17 from domestic production. The strategy involves increasing the genetic potential of bovines, producing required number of quality bulls, producing superior quality frozen semen and adopting adequate bio-
security measures. In order to improve productivity of animals by genetic improvement, the existing scheme relating to development of bovines and dairy development are being merged to a new scheme, National Programme for Bovine Breeding and Dairy(NPBBD) which will be implemented along with the National Dairy Plan (Phase-I). In fisheries sector, a major initiative has been taken by Government of India by launching National Fisheries Development Board (NFDB) as a special purpose vehicle to achieve sustainable development of fisheries sector through integration of wide array of activities. NFDB would be strengthened by integrating all schemes relating to fisheries development under it and enhancing investment for the sector. The Livestock sector also contributes to export in spite of the fact that limited number of livestock enterprises function in the country on commercial basis. Total export earnings from livestock, poultry and related products were Rs.33,417 crore during 2011-12 as compared to Rs.25,409 crore during previous year i.e. 2010-11 with a growth of about 31.5%. Total export earnings from fisheries products have also shown steady increase and reached to Rs.16,597.23 crore during 2011-12 compared to Rs.12,901.47 crore during 2010-11 with a growth of about 28.65%. All these focused initiatives of the Government is expected to speed up national GDP growth, generate additional employment opportunities, improve the food basket and nutritional level of people in the country. Ultimately Food Security of the country will be bolstered.

Common myths about contraception
Whether it's generally prepping yourself on the different kinds of contraceptives available in the market or zeroing down on the right birth-control method for yourself, thanks to common myths — misconceptions and hearsay about the various contraceptives and birthcontrol methods, you could be exposed to a lot of incorrect information. If you don't want that to become detrimental in your decision-making process, why not debunk all those silly notions you've nurtured about contraception and learn the facts! Myth: Birth-control pills make you gain weight Fact: You've probably read this on the internet or heard it from a friend who swears they're the reason why she has piled up those extra kilos! But it's false. Though the pill has been around for almost 50 years in the market, even today, most women believe that these pills are the culprit for any excessive weight gain. Birth-control pills contain two synthetic female hormones — estrogen
and progesterone. Though they are known to cause fluid retention, in today's modern birth-control pills, these hormones are in very small doses. So they do not make you gain weight. Myth:You don't need to use a contraceptive, if he pulls out before ejaculation Fact: No matter how quick and efficient he is in bed, 'withdrawal' is definitely not a reliable method, if you want to prevent pregnancy. The fluid secreted by a man for lubrication before ejaculation, also contain sperms. So even if he ejaculates near the vagina, there's a chance it can lead to pregnancy. If you are planning on using this method over an extended period of time, you should know that it isn't 100 per cent safe. Myth:You won't get pregnant, if you have unprotected sex during your periods Fact:While the chances of getting pregnant when you are menstruating are reduced significantly, it doesn't mean that you are in a completely safe zone. If you are a fertile woman,
who has reached sexual maturity, there's always a chance you can get pregnant, if you indulge in unprotected intercourse. Myth: Two condoms are better than one Fact: If you think two condoms will give you 'double' protection, think again. Wearing two condoms at one go, increases the chances of friction and can lead to tearing, and is hence more unsafe than wearing just one! Also, if they don't fit right together, they might slip of. Always use one, the right way. Myth: Contraception isn't necessary for women over 35 Fact: As women enter their late 30s, they may believe that their fertility has declined and might be tempted to stop using any form of contraceptive. But that's a misconception. While after a certain age, fertility does start waning, it doesn't decline to the extent that you don't need to use any kind of birthcontrol method. As long as you have your periods, you could still conceive.
Soon, cream that may help fight skin cancer
Scientists have taken the first step towards creating a simple cream that they hope could one day treat skin cancer. Researchers at Melbourne's RMIT University have designed a new chemical that acts like a known virus by killing off melanoma cells. While the chemical is effective at destroying the cancer cells, normal skin cells remain unharmed. According to Dr Taghrid Istivan, the preliminary research will hopefully lead to developing a cream to treat early stage melanoma. "We found it is active against cancer cells, against melanoma, but it doesn't harm the normal cells,"
the Telegraph quoted her as saying. "It could be made into a cream and can be used to treat cancer," she said. Current early stage melanoma treatments require minor surgery to cut out the cancer cells and healthy skin around a mole but the new research has created a peptide, or a chain of amino acids, that mimics how the proteins of the myxoma virus interact with melanoma cells. Dr Istivan said there were many benefits to using a synthetic cream over the virus itself, including the cost and concerns the virus could one day mutate and start killing other kinds of cells.
Top 5 facts about water Billions of people, worldwide, live in chronic hunger with abysmal water resources. However, while it is lack of water that affects overall health in povertystricken areas, it is general unawareness about water's importance to health that affects health among metro dwellers. Today we have with us Bangalore-based, registered dietitian and Wellness Consultant, Sheela Krishnaswamy, who will unearth the top 5 mustknow facts about how water affects our health. Understanding the ideal amount of water one should be drinking on a daily basis. There is no 'ideal' amount or fixed quantity of water which would suit everyone for daily consumption. But as a guideline, 30 ml of water per kg body weight should suffice for a normal healthy adult. Other influencing factors for amount of water intake are climate, illness, age, thirst, physical activity, etc. Sportspersons require a lot more hydration than non-sportspersons. Overall maintenance: Water helps us in multiple ways and is a part of the
cells in the body. Apart from quenching thirst, it regulates body temperature, helps to flush out waste products from the kidneys, keeps mucous membranes moist, helps in digestion, lubricates joints, maintains the viscosity of blood, and moisturises the skin. Water helps in prevention of diseases. Water helps to prevent constipation by softening the stools and making it easy to evacuate the bowels. It helps to prevent urinary tract infection. It prevents premature wrinkling of skin by keeping the skin moist. It helps to prevent frequent infections and allergies by keeping the mucous mem-
branes of the nose, throat, eyes, etc moist. Adequate water intake prevents dehydration and its effects. Importance of getting daily requirement of water content through your food. Water can be taken plain in the required quantity or can be combined with fluids to maintain the hydration levels in the body. Nourishing fluids would include beverages like buttermilk, fresh lime juice, fresh fruit juice, tender coconut water, plain milk, clear soup. Some of the vegetables and fruits are high in water content and their intake helps in boosting the hydration in the body, especially in the hot summer months.
Echinacea can help prevent colds Hair loss The problem of hair loss seems to be very common these days. Some of the most common causes of hair loss are stress, nutritional deficiencies, dandruff, excessive oiliness of the scalp, illness, thyroid imbalance, as well as hair damage caused by procedures like hair colouring/ dyeing, bleaching, straightening, perming, etc. Hormonal imbalances during menopause, or post pregnancy can also cause hair loss. In men, hair loss can be due to hormonal factors. It is called "male pattern baldness." Doctors believe that the male sex hormone, testosterone, is an important factor in male pattern baldness. If you are facing hair loss, try to find out which causes apply to you. For instance, your age may be an impor-
tant factor. Older women face the problem of thinning hair during the menopausal years. Men should find out if hair loss is hereditary in the family. Both men and women should also consider if they have had any illness recently, or if there is a problem of thyroid imbalance. Regular use of permanent dyes can also lead to hair loss. Beautician Shahnaz Husain says, "I am often asked, how often the hair should be washed and if washing hair regularly can lead to hair loss. It is not washing of the hair, but the products one uses, that can have a detrimental effect. The hair should be washed according to hair type and season. In hot and humid weather, the hair should be washed more often, in order to remove sweat and oil deposits, along with
dirt. If the hair is oily, it should be washed three or four times a week. For dry hair, wash twice a week. This is important in order
stimulate the scalp further, leading to a build-up of dead cells on the scalp, aggravating problems like dandruff. If your work
to remove dirt and chemical air pollutants." It is also important to choose the right products. Harsh hair products disturb the normal acidalkaline balance and also
entails travelling long distances, hair should be washed frequently, using very little shampoo. If there is excessive oiliness, a hair rinse should also be used.
Sleep more than 8 hours to stay slim
Adding a few hours sleep to your night may prevent you from gaining weight. A new study has found that sleeping more than nine hours a night appears to suppress genetic factors that lead to weight gain. In contrast, getting too little sleep seems to have the opposite effect. Previous research has shown an association between poor sleep and obesity, but the new findings reveal a complex interaction between sleep and genetic factors linked to body weight. Scientists made the discovery after studying 1088 pairs of identical and nonidentical twins. Twin studies help researchers unravel genetic and environmental influences. Only identical twins share the same genes, and are therefore subject to the same genetic effects, so differences between them are likely to be due to environmental factors. The study found heritability of body mass index (BMI) - a measurement relating weight and height was twice as high for short than for long sleepers. For twins sleeping less than seven hours a night, genetic factors accounted for 70 per cent of differenc-
es in BMI. In twins averaging more than nine hours' sleep, only 32 per cent of weight variations could be attributed to genes. ''The results suggest that shorter sleep provides a more permissive environment for the expression of obesity related genes," WAtoday quoted Nathaniel Watson, from the University of Washington, who led the US study, as saying. ''Or it may be that extended sleep is protective by suppressing expression of obesity genes," he stated. The scientists suggested hectic modern western lifestyles might contribute
to obesity. ''Modern society with its ubiquitous technology often can cause misalignment between sleep need and sleep actualisation. This frequently has adverse consequences for cognitive (mental) function and metabolic, cardiovascular, and immunologic health," they wrote. ''Indeed, over the past century habitual sleep duration has dropped 1.5 hours per night and since 2001 the percentage of US adults getting at least eight hours of sleep per night on weeknights has fallen from 38 per cent to 27 per cent. ''Evidence is mounting that
chronically reduced sleep times are associated with obesity," they added. Sleep may influence weight by affecting hormones, glucose metabolism and inflammation, they said. Some studies have associated long sleep duration with heart disease, insulin resistence (a precursor to diabetes) and early death. ''We did not observe this in our sample, but our sample is much younger than those used in studies that established these adverse associations,'' the researchers noted. The findings were published on Monday in the journal, Sleep.
What are the products which help hair care? First of all, one needs a shampoo or hair cleanser, along with conditioner or hair rinse. If the hair is oily, a hair rinse is better. For dry hair, a creamy conditioner may be used. Leave-on conditioners are also available. Apart from these, you would need hair oil, herbal hair tonic and hair pack. One should select products containing herbs like amla, reetha, brahmi, bhringaraj, arnica, trifala, hibiscus (gurhal or javakusuma), bael, neem, sandalwood, etc. Such ingredients not only have powerful healing properties, but offer an element of safety. Husain adds, "We have found that Shatone, a non-oily herbal hair tonic, containing Ayurvedic ingredients like trifala, amla, brahmi, etc, has helped in
controlling hair loss. In fact, brahmi helps stressrelated hair loss." As nutritional deficiency is one of the most common causes of hair loss, the diet is very important. A nutritious diet helps healthy hair growth, since the hair is actually fed by the nutrients in the blood stream. You should include a small bowl of sprouts daily in your diet. Sprouts contain amino acids, which are very beneficial to the hair. Also include fresh fruits, raw salads, leafy green vegetables, whole grains and curd in the daily diet. If the scalp is oily, or if there is dandruff, drink plenty of water. Add the juice of a lemon to a glass of water and have it first thing in the morning. Ask your doctor to prescribe vitamin and mineral supplements.
The largest ever-clinical study of Echinacea has found that the herbal medicine can prevent colds, particularly in people who are especially prone to them. Echinacea is extracted from the Eastern Purple Coneflower, which is found in North America, and has long been used as a herbal remedy for the common cold. Tests on 750 patients found that taking three daily doses of the common remedy for four months reduced the number of colds and duration of the illness by an average of 26 per cent, the Telegraph reported. The treatment also cut the number of recurrent colds suffered by people with weak immune systems or a history of catching several bouts each year by 60 per cent, experts from the Cardiff University Common Cold Centre found.
Their study suggested that taking Echinaforce, a common form of the herb extract, could not only reduce the risk of colds but also reduce the amount of paracetamol patients took while ill. It was primarily designed to test the safety of the treatment, and found that it caused no adverse side effects in the participants, who were all over the age of 18. The MHRA, the British drugs regulator, warned parents earlier this year that Echinacea should not be given to children under 12 because of the risk of "severe" allergic reactions including rashes and swelling of the mouth and tongue. The medicine is believed to work by fighting viruses, which cause up to 95 per cent of all colds and flu, and studies suggest it can also boost weak immune systems if swallowed.
Celebrity involvement in public health campaigns can deliver a short-term benefit, says a professor at the University of Sydney. Simon Chapman, Professor of Public Health at the University, acknowledges that celebrities are not experts but says, unlike many experts, they "often speak personally and bring compelling authenticity to public discourse." He said those concerned about celebrities in health campaigns "invariably point to examples which have gone badly wrong or which fail to change the world forever" but argues "they are silent about the many examples of celebrity engagement that have massively amplified becalmed news coverage about important neglected problems or celebrity involvement in advocacy campaigns to promote evidence based health policy reform."Why do we expect perfect outcomes after celebrity engagement yet are realistic about the need to sustain public campaigns beyond their first burst, he asks? He points to the case of cricketer Shane Warne who, in 1999, accepted a six figure sum to use nicotine replacement therapy
to quit smoking. When photographs appeared of him smoking again, many experts "failed to exploit" the important message about the risks of relapsing, said Chapman, "instead climbing on a cynical populist bandwagon about his alleged motives." He also points to Kylie Minogue's breast cancer, which "led to an increase in unscreened women in the target age range having mammography, but also to an increase in young women at very low risk seeking mammograms and thus being exposed to unnec-
essary radiation and false positive investigations." The ambivalence about "the Kylie effect" reflects enduring debate about the wisdom of breast screening, he said, "but it should not blind us to the potential value of celebrity engagement in important causes."In contrast, Geof Rayner, Former Chair of the UK Public Health Association, and Honorary Research Fellow at City University London is worried about the insidious influences of celebrity. While celebrities might impart a short-term boost to cam-
paigns, he believes they "must tread a cautious path of support because of the risk that the celebrity becomes the story, not the campaign." Though he aggress that celebrities help shift products, he argues that celebrity "has become mainstream marketing strategy" across society, even in politics. He said new measures are needed to promote public health and points to campaign groups that "bring together the lobbying power of thousands of ordinary people through the internet."

All sections would benefit under Rahul Gandhi's leadership: Jyotiraditya Scindia
Bhopal: Union Minister Jyotiraditya Scindia today said if Congress Vice President Rahul Gandhi leads the country there would be development of all sections of the society. "I believe and have full faith and hope, that if Rahul Gandhi leads the country then it will benefit all sections of the country as he (Rahul), unlike others, always thinks about the nation and for the poor and development," Scindia said at a press conference here. Scindia said this while replying to a question on whether Gandhi should be projected as the prime ministerial candidate for the Congress in 2014 Lok Sabha polls. Refuting BJP's allegation that by appointing him as Madhya Pradesh's election campaign committee chief, Congress has done injustice to the state party unit president Kantilal Bhuria, who is a
tribal, Scindia retorted by asking why the BJP has not appointed former Union Minister Faggan Singh Kulaste as the party president in the state.
To prove his point, he listed the names of several tribal leaders who were given important posts in government and positions in the party. Scindia said the BJP wanted to engineer differences between him and Bhuria as it always believed in "divisive politics, unlike Congress which always unites people". He described himself and Bhuria as "the two sides of the same coin." Assembly elections in MP are slated around year end. He also rubbished allegations that Congress is a divided house and that his appointment just two months before the Assembly polls will divide the party. Terming Congress General Secretary Digvijay Singh as an "undisputed senior
Would you have touched me, had I joined Congress: Yogendra Yadav Claiming that he had “done no wrong, concealed nothing, not violated any of the norms and values he upholds,” psephologist Yogendra Yadav has said it is curious that the government acted to remove him as UGC member because of his affiliation to a party, while ignoring the case of 100 MPs who own or run higher educational institutions in a “brazen conflict of interest.”“The media often connects their vested interests with the non-passage of any [piece of] effective and meaningful legislation that regulates these private institutions. I do not know if your government is contemplating any action to curb this blatant conflict of interest,” he has said in response to the show-cause served on him by the Ministry of Human Resource Development, which said his “antecedents and credentials” altered after he had joined the Aam Aadmi Party. “Many courageous whistle-blowers have brought out other instances of conflict of interest in many institutions of higher education, including the Indian Institutes of Technology. Closer home, your Ministry had nominated a number of persons who own or run private universities and other private institutions as members of the UGC itself. One of them continues to be a member,” Prof. Yadav has argued, adding he does not wish to recount tales of the deemed university scandal that rocked the UGC as a result of these nominations. It may look rather odd that a government that did nothing to prevent, and actually perpetuated, this brazen conflict of interest has found it out in a decidedly less obvious case. “Someone might wonder if your government would have acted with similar zeal if I had joined the Congress or has done so
with similarly placed functionaries who have joined the ruling party,” he said in his reply to Minister M.M. Pallam Raju. Prof. Yadav said he could have ignored the notice but decided to reply because “I cherish the autonomy of institutions like the UGC…, even if it is notional.” Prof. Yadav pointed out that Acharya Narendra Deva, a renowned scholar of Buddhism and national president of the Socialist Party, which was the leading Opposition of the day, was appointed as Vice-Chancellor of two universities consecutively. “From what I know, Jawaharlal Nehru was instrumental in persuading Acharyaji to take up this position. Party politics may have travelled a long way since then, but I would like to believe that the inheritors of that legacy would not wish to undo everything that Nehru did.” Warning that the action against him would send a message that an independent member who dared to disagree with the Ministry would be thrown out of an autonomous body, Prof. Yadav said he was “amused, surprised and deeply saddened” by the idea that his “antecedents and credentials now stand substantially altered.” “I can understand why my credentials may have altered in the eyes of your government in the past few months, but it is not clear how that could affect my academic credentials that must have been the basis of my nomination to the UGC. Besides, I cannot possibly understand how even the powerful gaze of an almighty state could alter my antecedents, my history. I was also amused that a democratically elected government should regard [my] participation in politics with this sense of suspicion and fright.”
Indo-Bangla border talks this week; BSF team to visit Dhaka
Top commanders of the border guarding forces of India and Bangladesh will meet later this week to thrash out a number of issues including illegal crossing overs and migration to Indian side and smuggling of narcotics along the eastern frontier. A delegation led by Border Security Force (BSF) chief Subhash Joshi will travel to Dhaka for the five-day Director General-level talks begining September 14. The Indian delegation will include officials from the border management division of the Home Ministry and from the Ministry of External Affairs. The talks are a bi-annual affair between BSF and Border Guard Bangladesh (BGB) which take place once in India and Bangladesh, The BGB delegation will be led by its DG Maj Gen Aziz Ahmed. Indo-Bangla border talks this week; BSF team to visit Dhaka Apart from the persistent issues plauging the 4,096 km Indo-Bangla border, the two forces will discuss issues related to smuggling of fake Indian currency notes (FICN), security of border guarding personnel and identification of sensitive posts along the Indo-Bangla border. The Indian border guards will also take up issues of wrong and misinterpreted accusations levelled against them for the killing of Bangladeshi civilians during the meet. "In the last six months close to five-six instances of wrongdoing have been levelled against BSF. They have proved to be untrue and totally false. These instances will be raised during the meeting," a senior official said. The issue of illegal migration is also expected to be brought on the table, the official said. The BSF DG is also expected to invite senior BGB officials and others to the first retreat ceremony to be held on the Petrapole-Benapole border on October 2.

party leader", Scindia said he was taking guidance from him for campaigning related issues. Trashing claims of development being made by state Chief Minister Shivraj Singh Chouhan, the Congress leader alleged that the only thing that has flourished in the state is corruption. "The Congress has decentralised the power in the state, but the only thing that the BJP has done was to decentralise corruption," he said. In Madhya Pradesh, different regions have immense potential but it needed to be developed further, like Malwa region which is rich in agriculture but has no processing units to give farmers their due, he said. On the occasion, Scindia, the Union Minister of State for Power (Independent Charge), also highlighted various projects sanctioned by his ministry, including the Rajiv Gandhi Rural Electrification Scheme for Madhya Pradesh.
New Delhi: Delhi Chief Minister Sheila Dikshit on Wednesday said Delhi Police is being sensitized to deal with cases of abuse and violence against children and women but voiced concern over rise in such incidents taking place within the four walls of one’s house. “Police are trying better now, but it’s a long haul. Police forces are being sensitized quickly and prepared to use electronic gadgets to be able to pursue these cases. But how do we stop abuse that happens inside homes,” Dikshit said. Dikshit stressed on better educa-
Impose President rule if UP govt can't check violence:Rajnath Singh
BJP Chief Rajnath Singh on Thursday sought the Centre's intervention on Muzaffarnagar violence issue and said if Uttar Pradesh government fails to control such incidents, President's rule should be imposed in Muzaffarnagar. He termed the communal violence as "unfortunate" and said timely action by the UP government could have averted it. Attacking the SP government, Singh said
this was not the first incident of communal violence in the state in the Samajwadi Party regime and 50 such incidents having taken place. Impose President rule if UP govt can't check violence, says Rajnath Singh "I have said earlier also that Centre should intervene and even then if the state government fails to fall in line, President's Rule should be imposed in Uttar Pradesh," he told reporters. "There should be a probe into the matter and those found responsible for the violence should be punished," he said, adding the af-
fected people should be compensated adequately. Singh also attacked the Congress-led UPA at the Centre and the Sheila Dikshit government in Delhi for not keeping their promises and said due to their wrong policies people are forced to bear the brunt of inflation. Targeting Congress, he said, politicians have made several promises during elections but have failed to fulfil them after coming into power. "If they would have fulfilled even one per cent (of the promises), then the country would have been self sufficient and there would have been no income disparity, inflation...," he said while addressing a gathering . Singh also took a dig at Home Minister Sushil Kumar Shinde over his statement on Modi that "Koi bhi Ramu, Shamu aur Damu ka nam le sakte hain (Anyone can name any Tom, Dick or Harry for the PM's post). But we (Congress) have already declared that Rahul Gandhi is our leader". "I am not aware of his intentions but it (Congress) is the only party in which a minister says he acknowledges somebody else as Prime Minister, instead of the person who had made him the Minister," the BJP chief said. Singh was speaking after inaugurating two community halls at Dwarka Sector 12 and Sector 23, constructed by South Delhi Municipal Corporation at a cost of approximately Rs 4.75 crore each.
Muzaffarnagar riots: Jamiat demands dismissal of Akhilesh Yadav govt
NEW DELHI: Jamiat Ulamai-Hind has shot off a letter to Prime Minister Manmohan Singh demanding dismissal of Akhilesh Yadav government for its "failure and deliberate carelessness" in quelling the violence in western Uttar Pradesh. General secretary of the Islamic outfit Maulana Mahmood Madani expressed disappointment over the deteriorating law and order situation in the affected region after visiting the riot-hit areas of Muzaffarnagar and Shamli yesterday. Madani said he along with the JUH central delegation visited several riot-hit areas and was
"shocked to learn that despite tall assurances from the ruling government, forces were found nowhere present in many villages". "People are still fleeing their home, leaving behind their animals and properties on the mercy of the miscreants," he said. "We have written a letter to the Prime Minister reiterating our demand and seeking his appointment to apprise him of the actual situation in the disturbed region that
we have seen from our naked eyes," he said, while blaming the UP government for its "failure and deliberate carelessness in quelling the violence".
stones at them. Hundreds of students had left hours ago as a heavy contingent of police came in to control the crisis. Oindrila Das, a Class 6 student in the school, died on Wednesday, eight days after her seniors allegedly locked her in the bathroom for not coughing up Rs. 100. They were allegedly helped by the school caretaker. Oindrilla was let out only when school got over. She fell ill and refused to go to school after which she was admitted to a nursing home. There, she recounted to the doctors the bullying she had suffered in school. Oindrila's family says the doctors found nothing physically wrong and released her on Monday.
NEW DELHI: BJP leadership today appeared to be in a clear mood to announce Narendra Modi as the Prime Ministerial candidate, with its President Rajnath Singh seeking to downplay
party veteran L K Advani's reservations, saying "nobody is unhappy". There were indications that the announcement could be made at the earliest notwithstanding Advani's opposition as attempts to convince him failed. Hectic activity was underway in the party to evolve as much consensus as possible. In this context, senior party leader Ananth Kumar met Leader of Opposition Sushma Swaraj, who is also said to be having reservations to Modi's projection.
MUZAFFARNAGAR, SEPT 12: With normalcy returning to violencehit areas of the district, curfew was relaxed for seven hours today. “The administration has decided to relax curfew in three police station areas between 10 AM to 5 PM,” District Magistrate Kaushal Raj Sharma said. Though the shops opened, all schools and colleges would remained closed till September 15. Strict vigil was being maintained during the relaxation period and police and paramilitary forces are on high alert.
