implement the ECI guidelines regarding expenditure. He asked them to get the contesting candidates maintain expenditure registers and get them periodically evaluated by the District Election Officer and other officers. Later, Mr. Mahipal Singh left for Kupwara and Bandipora where he is expected to hold similar review meetings with district administrations.
Azad has gone to eight as five more have been sanctioned by Congress led UPA government. “It is not mere an announcement but the amount for its set up has also been released and soon after the Model Code of Conduct, you will see its visibility around you,” further asserted Mr Azad and added “Super Specialty Hospital on the pattern of AIIMS, has also been made functional in Jammu, which would help the people of state to get advance medical care in home state”. Addressing series of public meetings in hilly belts of Billawar and Basohli Assembly segments of Kathua district, Mr Ghulam Nabi Azad who is contesting Lok Sabha election from Doda-Udhampur Parliamentary Constituency, mentioned towards decision of his ministry to open Medical College at Kathua, and highlighted that “Five Medical Colleges have been sanctioned for Jammu and Kashmir and the amount for its set up has also been sanctioned. Soon it would come up in working condition. He said that this decision has been taken due to problems being faced by the residents of Kathua and particularly the people living all along border and hilly belts of the district”. “Now, your children would not have to go far off either at Jammu or in other states of the country for Medical Education. Your children would become doctors in Kathua only. Who has done this? Has the decision taken to please any particular community? Has any other political party than Congress party, ever concentrated on such issues which would help the people to prosper? Instead of exploiting the sentiments of people on caste and religious lines, what positive and progressive role have you seen of such political parties? It is Congress party’s vision, which has delivered five Medical Colleges to J&K and especially to Kathua district. This decision would provide advance medical facilities to one and all irrespective of any caste or religion,” pointed out Mr Azad further cautioning the people to give befitting reply to those who are exploiting religious sentiments in elections. “Revolutions never take place in a day, but we are trying utmost best to give sigh of relief to the people of Jammu and Kashmir and other states” said the thoughtful leader further adding, “Creation of new administrative units, opening of hospitals, health centers, presence of AASHA workers, NRHM reveals our commitment and dedication towards the rural populace”. Seeking mandate of the people to accelerate developmental activities in remotest and far-flung areas, Union Minister for Health and Family Welfare Mr Ghulam Nabi Azad today said that Congress was committed to counter and defeat divisive forces tooth and nail and would always work for development of the country and countrymen irrespective of any caste, colour or religion. Mr Azad further reminded the people about various developmental projects which were started during his tenure as Chief Minister for the development of this region. “Many projects are still incomplete”, he said and sought support of the people to finish that incomplete projects to improve their socio-economic conditions. Observing that Congress is contesting Lok Sabha elections on development plank, Mr Azad said that during its regime Congress had proved how to deliver good governance to the people.
Zabarwan Times Mr Ghulam Nabi Azad called upon the people to beware of the policies being formulated by the divisive forces and urged them to strengthen the hands of secular Congress party, which ensures development and integrity of nation. Mr Azad said, “It is not just me but all of you are Ghulam Nabi Azad. So, if you want developmental works to continue, all of you must caste vote in your own favour by switching on Congress button on April 17th to meet the left out dreams”. Accompanied by Minister of State for Cooperatives, Dr Manohar Lal Sharma, MLC and Congress spokesperson, Ravinder Sharma and senior NC leader of Basohli, Devinder Singh Bindu, Mr Azad reminded the people that “when I took over the reign of the state in 2005, I finalized number of new road construction projects to connect the far flung and hilly belts with town areas. And almost 40 to 45 per cent work has already been completed under the leadership of chief minister of Omar Abdullah heading Congress-NC coalition government in the state. He assured them the road projects initiated by him during his tenure as chief minister of the state are on anvil to bring them at par with town populace. Later in the afternoon, Mr Ghulam Nabi Azad landed in Kathua town and held series of mass contact programmes in town and adjoining villages including Dhani Bhagta, Padyari-Muthi and Chandwan. During the meeting with number of ex-Corporators of Municipal Council, Kathua, organized by its ex-president and Congress Block president, Sohan Lal Sharma, Mr Ghulam Nabi Azad highlighted the historic decisions of Congress led UPA and state coalition government, facilitating people with health care and education in the absence of road connectivity. While lashing out at Bharatiya Janata Party (BJP), Mr Azad said, “Their policies to cheat people on the basis of religion will never bring them to Parliament as voter always stays with the surface”. The BJP cannot veil the remarkable achievements of Congress party, especially the golden era of past ten years, which reach out to grass roots level be it education, health, infrastructures, national highways, railway tracks and other progressive steps. Mr Azad said, “When any one takes a flight, he can witnesses the machineries which have been put in service to connect the people of the rural areas with the urban areas through the road network, the dream was envisioned by Congress and it is Congress gratifying it”. In the past ten years of UPA-I and UPA-II, the people of hilly areas are sighing relief and in the UPA-III they will be in age of comfort. (KNS)
Farooq New Delhi for the Mughal Road and saw the completion of the first, crucial 40 kilometers of stretch on the Mughal Road. During PDP’s tenure little was done for the Mughal Road project and it was the Omar Abdullah led government that saw the project through. Similarly, Dr. Farooq Abdullah said Mufti’s noises on corruption were hypocritical and ironic given the fact that Mufti Mohamamd Sayeed as the Chief Minister of J&K attained the dubious distinction of J&K being the most corrupt State in the country. It was the Omar Abdullah led NC-Congress government that reconstituted the State Accountability Commission (SAC) that was made defunct and dysfunctional by the PDP government so that its Ministers who were implicated in scams could be saved. It was the Omar Abdullah government that constituted the State Vigilance Commission (SVC) and brought in a water-proof, historic Right to Information (RTI) Act. Today the Omar Abdullah led government has provided the people of J&K with the tools to eradicate the last signs of corruption from this State. Dr. Farooq Abdullah said that there was no doubt left about PDP’s tactical understanding with Narendra Modi, given how PDP had tried to work openly in helping the BJP candidates in Jammu by diluting the anti-BJP vote. Dr. Farooq said that there were apprehensions that BJP wanted to use PDP to fulfill its long-standing dream of abrogating Article 370. What is most unfortunate is that Mufti Sayeed had readily become an accomplice in this plan without considering the sentiments and aspirations of the people of J&K. Dr. Farooq Abdullah said that National Conference would continue to safeguard the identity, culture and special status of the State of J&K - a cause for which the party had rendered innumerable sacrifices. detection and effective management of the diseases from which the people of J&K suffer. He urged the Vice Chancellor to explore sustainable research project linkages with the private sector so that joint public-private sector initiatives, involving the University, could contribute to improved health care facilities in J&K. Taj and UPA stand for inclusive growth, prosperity and development where as the opposition to it reflects divisive elements, vested interest groups who are hell bent on creating division among people in the name of catchy slogans and ideas. Without naming BJP, Taj said their aim is just to hoodwink the gullible and innocent people and not to make any positive contribution to people’s lives. “They have nothing to offer you except impede the growth of the state and country which has undergone a turnaround after the hard efforts of the present Government”, he said. Taj said the present Government is working hard to ameliorate the living standards of people particularly those living below poverty line, in far flung areas and those belonging to weaker sections of society. He said many schemes and programmes are in vogue for the purpose. The Minister said many path breaking steps were taken during the last five years of present Government. He said in sectors like education, health, social welfare etc. J&K has seen phenomenal growth and progress. The Tourism Minister asked people to see for themselves as to what the UPA government has done for the state. “J&K has progressed well and there has been prosperity as centre gave liberal funds for development,” he said. “ We have empowered panchayats in the state which no government in past had managed to do so,” he added. He asked people that your vote was your strength and should be only meant for secular front particularly for NC-Congress coalition. Horticulture Also maintained that there has been the continuous fluctuating trend over the years in the export of fruit outside the state. The authorities stated that the reason for low growth in export of fruits outside the state is the introduction of market intervention scheme (MIS) under which ‘C’ grade apples are procured at a support price of rupees 6 per kilogram for processing into juice concentrates. Another reason for the low export quantity of the export of fruits from the state was give that India is also importing fruits from foreign countries as free trade policy which is in force at the country level. According to the date available with KNS, 269.45 metric tones of almond were exported outside the state in the year 2005-06 but in 20011-12 the same was decreased to 65 metric tones. In kernal, 5077 metric tones of walnut was exported in 2006 but the same was reduced to 4985.92 in the year 2013, hence registering the fall of 91.08 metric tones. (KNS)
Abrogation of Article 370 will revert to instrument of accession: Beigh Srinagar, Apr 13: Stating that if Article 370 is scrapped, the state will constitutionally revert to instrument of Accession, Senor PDP leader and party’s candidate for Baramulla Lok Sabha seat, Muzaffar Hussian Beigh said that it was NC founder sheikh Mohammad Abdullah who in Legislative assembly once stated that Article 370 was not a verse of Quran-that cannot be changed. Beigh while training his at National Conference said that he never suggested to the then Governor Jagmohan to scrap Article 370 instead it was NC that damaged the very vitals of the special status of Jammu and Kashmir. “This is a shameful lie. Dr Farooq, who has levelled this allegation, must know that his son is a chief minister at present. He can study all the files of the law department or any other department when I was Advocate General. If he proves his contemptible statement, I will withdraw from politics,” said Beigh while adding that when he drafted constitution of Peoples’ Conference, headed by late A.G Lone, he put on record that instrument of accession and article 370 are the foundations of state’s relationship with the union of India. The former deputy chief minister stated that it was Sheikh Mohammad Abdullah who once during the session of the legislative assembly at Jammu stated that Article 370 is not the worse of Quran- that cannot be changed. “I do not want to go into details about the role played by late Sheikh Sahib. If he were alive to answer me, I would do so. I do not want to dig old graves unless NC compels me to do so.” Over the possible emergence of BJP prime ministerial candidate Narendra Modi as the prime minister and the relations of PDP with the new government at New
Delhi, Beigh remarked that If NDA comes to power, with Modi as prime minister, PDP will have to see if Modi’s declaration to follow vajpayee’s policy vis-àvis Kashmir issue is true or not. “Our attitude towards such a government will depend on its policies and action on this issue and its willingness to facilitate economic development, justice and empowerment.” He added that PDP will have to do business in the interests of the people of the state with whosoever comes to power in New Delhi. “When we were in government, we had good and cordial relationship with NDA, headed by Shri Atal behari Vajpayee and then with UPA, headed by Dr Manmohan Singh at the government level and by Smt. Sonia Gandhi at political level.”Commenting over the forthcoming parliamentary polls and the possible effect of boycott call given by Kashmir’s pro-freedom camp, Beigh stated,” The effect of poll boycott will be to help NC to some extent. However, sometimes boycott is engineered by government agencies. I hope officers of the state will not help NC to engineer a repeat of 1987.”Beigh who is also PDP’s candidate for the Bramaulla constituency said that at first he was reluctant to contest the forthcoming polls. “In March 2010, in a large public meeting held by PDP in parade ground, Jammu, I had declared that I had no desire to contest any election or hold any public office in future. The reason for this declaration was simple. People in general do not believe in politicians’ speeches and intentions. Even if a politician speaks from his heart, people suspect that behind the apparently noble and good ideas, there is a selfish desire to befool people and garner their votes with the sole desire to capture power.”
