Srinagar, Jun 13: Over two months after the lease agreement between the army and the state government expired on Tosa Maidan firing range, the government is yet to issue any formal order to de-notify the firing range. Despite the large scale protests for relocation of the Tosa Miadain firing range, the authorities have also failed so far to identify an alternative place. According to the reports received by KNS, the army is still in control of the Tosa Maidan meadows with the government in slumber over taking steps for the alternative place for the army. Reports maintained that after the lease agreement between the army and the government had ended two months ago and earlier had also identified two locations in north and south Kashmir wherein it had expressed its will for relocation of the firing range, the government still has not taken any step in this regard on ground.

It however maintained that in the near future a decision in this regard shall be taken. Reports informed KNS that after the series of protest demonstrations were held in valley over the relocation of the Tosa Maidan firing range by the political parties and civil societies, the state authorities swing into action and held series of meetings with the army over the issue. The government informed the army over the ground situation into this regard and army later identified two locations, one in south and one in north Kashmir so that the firing range could be relocated. The army, according to reports had written a detailed intimation about its willingness of relocating the firing range from Tosa Maidan, however, the government is yet to take final call over the issue. Poonch, June 13: In major escalation, India and Pakistan exchanged heavy fire and mortars along the Line of Control (LoC) and accused each other of violating ceasefire in Poonch and Rajouri districts of Jammu and Kashmir. Register mass leave, threaten agitation Srinagar, Jun 13 (KNS): The employees at SKIMS while protesting against hospital authorities on Friday over what they termed ‘anarchic’ attitude both against patients and hospital employees, decided to go for the mass leave and halt the facilities of the transport to the senior officials of the hospital. According to the KNS reports, the employees while protesting in the hospital premises against the director and other senior officials stated that one employee namely Farooq Ahmad Sanga suffered the serious brain haemorrhage on June 7. He was admitted in the hospital after that. The protesting employees stated that the family of the patient was told to purchase the items needed for the surgery worth 70 thousand rupees. After the same was done by Farooq’s family, the doctors told them to shift him to home and that surgery will not be carried. “Without any reason, the doctors asked Farooq’s son to shift his father to home that too in the

condition of coma. If such is the treatment given to the employee of the hospital what would be the condition of the general patients,” said one of the protesting employee. They stated that Farooq who works as the helper in SKIMS was in September last injured severely on duty when the vehicle crushed him. He at that time was shifted to JVC hospital wherein he undergone three continuous surgeries. The employees said that not even a single penny was given to Farooq by his department and that it was his poor family that had to bear the brunt. The employees while accusing the director SKIMS of having anti-employee approach stated that he has virtually changed SKIMS into a corporate hub wherein the poor patients have no place. Probe completed, report submitted to Govt: DC Bandipora Srinagar, Jun 13 : The investigations ordered into the killing of a 17-year-old youth during a police firing at Naidkhai Sumbal in March this year have been completed last week and a detailed report has been submitted to the government. According to the reports received by KNS, the magisterial probe ordered by the district administration of Bandipora on March 21this year was submitted with the detailed account of the eye witnesses over the firing incident in which a 17-year-old Fahat Dar was killed and others injured. “We completed the inquiry last week and have submitted the findings to the government through divisional commissioner Kashmir,” said DC Bandipora Shah Faisal. He however maintained that the report is a secret document and its contents cannot

be revealed. The Bandipora police had earlier appealed people who have information on March 14 Naidkhai police firing in which a youth was killed and three others wounded, to get their statements recorded. Additional Deputy Commissioner (ADC) N A Baba was appointed as the inquiry magistrate to conduct investigation into the firing incident following massive protests at several places in the north Kashmir. Authorities, however, imposed curfew restrictions in most areas in the north Kashmir for four days after the incident. The district authorities had stated that those with any knowledge about the incident and are willing to get their statements recorded shall approach him at his Tehsil Office Sumbal on March 24, 25, 28 and 29, 2014 during office hours. Srinagar, June 13: Patients, attendants in Shri Maharaja Hari Singh (SMHS) hospital complaint of inconvenience and lack of patient care which has rendered thousands of patients, attendants in the hospital to face the brunt. According to KNS correspondent, the irony is that two to three patients have been accommodated on sharing basis on a single bed that has created trouble for the patients. This correspondent witnessed that the patients admitted in the ward number 18 of the hospital are forced to share the bed for couple despite their several pleas to the concern authorities about the unbearable inconvenience. “We were asked to share the bed due to non availability of beds in the ward. It is very tough to share the bed amid summers that too when patients is elderly”, said Farooq Ahmad, one of the attendant. Attendants also allege that the doctors on duty are not available in their rooms most of time. However they added that doctors round checking are satisfactory but during night hour’s patient cares is lacking. HR activists demand immediate removal of Director Health Srinagar, June 13: Human Rights Activists Friday castigated government for not removing molestation accused Dr Saleem-ur-Rehman from his chair. Scores of HR activists including the victim appeared in Pratap Park Srinagar and demanded immediate removal of Director Health Services Kashmir. If government will shield the culprit, then we will start an agitation in Kashmir and will ask people including students to come on roads and raise voice against the accused,” he warned. Sources said the firing between the two armies continued till 11:00 am which created fear and tension among civilian population. “From 7:30 am to 7: 55 am, Pakistan army resorted to unproved firing on Indian posts,” an army spokesman told GNS, adding: “our forces also gave a befitting reply.” “Many shells fired from Pakistan landed in civilian areas in which a buffalo was killed while two others were injured in Mendhar,” local sources said. The buffalo which was killed belonged to Sarpanch Nazir Ahmad, sources informed. Later, two other buffaloes also succumbed to their injuries. The shelling created fear among locals of Mendhar, Balakote, Bassoni, Gohlad and Turkandi, sources said, adding people refrained from moving out while many others left their house and moved to safer places. The situation along the LoC is tense and army has beefed up security and started massive searches, sources said. Jammu and Kashmir Chief Minister Omar Abdullah on Friday said: “Significant ceasefire violation in Rajouri and Poonch with reports of some shells having landed in civilian areas. The District Administration of Poonch sent medical teams to the affected to areas in order to provide assistance to local people, Deputy Commissioner of Poonch, Mr. Sajad Ahmad Khan told GNS. Tara Chand also mentioned the role of ReTs in making Government schools in rural and remote areas functional and said that the service and transfer benefit to them will not only upgrade their conditions but help in a big way to universalize the education in the State particularly at the elementary level. The Deputy Chief Minister while mentioning the benefits of the historic initiative of the Coalition Government led by Chief Minister, Omar Abdullah to benefit more than 55,000 ReTs in the State and strengthen the edifice of elementary education said that various measures taken by the Education Department to streamline its functioning

NC committed to dignified return of Kashmiri Pandits ‘Welcomes positive response on State's relief package enhancement proposal’ Srinagar, June 13 : Welcoming indications from the Home Ministry that the Central Government might accept the proposal of the Omar Abdullah government to enhance the package for re-construction of houses by Kashmiri Pandit Migrants in the Valley from the earlier 7.5 lakhs to 20 lakhs per displaced family, National Conference Spokesman has said that this significant enhancement in the package would translate into a major impetus to rehabilitation efforts. According to a statement issued to KNS, National Conference Spokesman said the UPA regime had in 2008 announced a package for return and rehabilitation of Kashmiri migrants in which the assistance offered for reconstruction or construction of houses was capped at Rs. 7.5 lakh. "Based on feedback gained from Migrant families and on ascertaining various issues faced by them, the Omar Abdullah led J&K Government had sent a proposal to the Central Government to enhance the package to Rs. 20 lakh per family for re-construction of their houses in the Valley. The Home Ministry has recently given indications that the proposal sent by the Omar Abdullah government will be approved", the NC Spokesman said. Lauding this major ini-

Rise of BJP in West Bengal ‘an illusion’: TMC

KOLKATA: The ruling Trinamool Congress has dismissed talk that BJP is emerging as a potential opposition force which could effectively counter it in the 2016 assembly elections in West Bengal, claiming that the saffron party’s success was “an illusion”. “In Bengal, BJP will not be able to secure major opposition space. This (success of BJP in Lok Sabha elections in the state) is for the time-being and (only) an illusion. This will be proved in the coming Kolkata Municipal Corporation (KMC) polls and in the elections to several municipalities,” Trinamool Congress general secretary Mukul Roy said. “You are talking of the rise in the BJP’s percentage of votes, but not taking into account that (in the Lok Sabha elections) the party lost deposits in 136 of the 294 assembly segments in the state. The party took a lead in only 23 assembly segments,” he claimed. TMC, on the other hand, took a lead in 216 assembly segments, he said. BJP’s vote share in the 2009 Lok Sabha polls in the state was 6.15%. TMC, led by chief minister Mamata Banerjee, won 34 of the 42 Lok Sabha seats in the state with 39.4% of the votes. nce blue chip Central Public Sector Enterprises (CPSEs) like BSNL, Air India, Hindustan Cables Ltd and Fertiliser Corporation of India today stand testimony as to how not changing with the changing times and technology could change their fate and turn them into sick units. However, there has been always a silver lining in this regard as the government has been relentlessly making efforts to revive maximum number of sick public sector units (PSUs) to take the country’s growth engine forward. This was possible with the help of revival packages provided by the government to these units. With this aim, the Government set up the Board for Reconstruction of Public Sector Enterprises (BRPSE) in December 2004 to advise the government, inter-alia, on the measures to restructure/ revive, both industrial and non-industrial CPSEs. Since then cases of around 67 sick CPSEs have been referred to BRPSE up to October 2012, out of which the Board has made recommendations in respect of 62 cases, while returning five cases to the concerned ministries for further examination. No wonder, there has been significant improvement in the overall condition of these enterprises since 2004. In comparison to 90 sick CPSEs in March 2005, there were 66 sick PSUs in March 2012. As per the BRPSE recommendations, of these cases, 45 were accepted for revival by the Government. Most of the remaining cases are awaiting nod for

revival while in case of 45 cases accepted for revival, 14 have already turned around including Bharat Pumps and Compressors, Cement Corporation of India, HEC, Andrew Yule and MECON and making profits while others have been infused with revival packages. The companies for which revival packages have been approved include Hindustan Shipyard, HMT and Scooters India. As the CPSEs operate under dynamic market conditions, it is quite natural to see ups and downs in their performance. As far as the reasons for losses and sickness in CPSEs are concerned it varies from enterprise-to-enterprise. While in some cases, the cause is historical. In case of textile companies which were taken over from private sector on socio-economic considerations could not be modernised quickly. Likewise other enterprises in the engineering and refractories sector too failed to modernise. Still others like some consumer goods companies and the new ones, turned sick over the years on account of inadequate job orders, high man-power cost, lack of finance, technological obsolescence, high input costs and competition from cheap imports. In addition, other problems common to most sick and loss-making PSUs have been poor debt-equity structure, weak marketing strategies and slow decision-making process. As one such policy initiative, the Sick In-

dustrial Companies (Special Provision) Act, 1985 (SICA) brought the CPSEs under its purview in 1991 (made effective from 1992). Under the provisions of the SICA, CPSEs with at least five years of registration whose accumulated losses are equal to or have exceeded their net worth may be referred to the BIFR. During the last twenty years -- between 1992 and 2011, 63 CPSEs have been referred to BIFR. The government has made several attempts to overcome “sickness” in these CPSEs through various policy initiatives. The strategies for revival/restructuring of sick CPSEs include financial restructuring involving investment by the government in the form of equity participation, loans, waiver of debt etc and business restructuring which includes change of management, hiving off viable units from CPSEs for formation of separate company and closure of unviable units, besides formation of joint ventures. The other strategies include manpower rationalisation by shedding excess manpower and introduction of voluntary retirement schemes. The contribution of each and every company is significant as CPSEs are considered as the backbone of the economy and are equal partners in the nation building. As on March 31, 2012, there were 260 CPSEs in the country. These companies contributed Rs 1.6 lakh crore to the central exchequer by way of taxes, duties, interest on loans and dividend, amounting to 21.4 per cent of government’s revenue receipts.

ndia is a vast country with a population of about 1.21 billion and a labour force of around 475 million. There is an open unemployment of 9.5 million as per estimates available for the year 2009-10. Employment is the main source of livelihood and self-fulfillment for most women and men. About 6% of the total work force in India is employed in organised sector while remaining 94% are in the unorganised sector. Scope of additional employment generation in the organized sector for additional wage employment is less. India has a younger population not only in comparison to advanced economies but also in relation to large developing countries. As a result, the labour force in India is expected to increase by 32 per cent over the next 20 years, while it will decline by 4.0 per cent in industrialised countries and by nearly 5.0 per cent in China. We are, therefore, endeavoring to reap this ‘demographic dividend’ by providing for higher levels of health, education and skill development. This will create an environment where in the economy not only grows rapidly, but also enhances good quality employment and livelihood opportunities to meet the needs and aspirations of the youth. The Government has been making constant efforts for reducing unemployment through normal growth process and implementing various employment generation programmes, such as, Swarna Jayanti Shahari Rozgar Yojana (SJSRY); Prime Minister’s Employment Generation Programme (PMEGP) and National Rural Livelihood Mission besides entrepreneurial development programmes run by the Ministry of Micro, Small & Medium Enterprises. The Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (MGNREGA) also assures every rural household at least 100 days of manual work at minimum wages. Jawaharlal Nehru National Ur-

This has improved living standards of the rural population and also created infrastructure which will ultimately enhance the economic activities in the rural areas and generate significant employment opportunities for the rural people. Infrastructural Development The investment on infrastructure is proposed to be increased to Rs.45 lakh crore during XII Plan period. About half of this is expected to come from private sector. Skill Development · Skills and knowledge are the driving forces of economic growth and social development of any country. Countries with higher and better levels of skills adjust more effectively to the challenges and opportunities of the world. · Government is serious in creating training infrastructure and providing quality employment to youth. According to a study carried out by Quality Council of India, placement rate has increased to about 80% to 99% because of improved infrastructure in the modernized ITIs. Skill Development Initiative (SDI) Scheme based on Modular Employable Skills (MES) was started during the Eleventh Five Year Plan for early school leavers and existing workers, especially in the unorganised sector to improve their employability. About 16 lakh persons have been trained under the scheme so far. · Sincere efforts are being made

for skill development of a large number of people under various skill development programmes. The Prime Minister has set a target of skilling 500 million persons by 2022 and the Ministry of Labour & Employment is required to train 100 million. Government is systematically working to achieve the target and the training capacity has been increased from 9 lakh in 2006 - 07 to 26 lakh in 201112. All the Government ITIs are being modernized. New courses have been introduced and most of the ITIs are running in two to three shifts. During last five years, the number of Government and private ITIs has increased from 5114 in 2006-07 to 10,344 which is more than double. Government has also planned to set up 1500 more ITIs in PPP and 5000 Skill Development Centres in PPP to enhance the capacity further. 27 Advanced Training Institutes are also planned in PPP to produce adequate number of trainers in the country. Focus Area in the 12th Five Year Plan In the 12th Five Year Plan the thrust of the Government is in bringing about an inclusive growth strategy that will provide job opportunities as well as make the young of the country employable. The main focus areas are: a) Thrust on Manufacturing Sector-to make it the engine of employment growth-that would create 100 million additional jobs by 2025. b) To bring in supportive policies to incentivise labour intensive manufacturing sectors such as textile & garments, leather & footwear, food processing, gems & Jewellery to generate more employment opportunities. c) Expanding employment in services like IT, finance & banking, tourism, trade & transport. d) Prioritizing skill training for the informal sector; creation of appropriate skill sets among rural migrants and urban poor to make growth inclusive.

e) Ensuring the employability of skilled persons by involving Sector Skill Councils in preparation of Skill Modules matching market demand. f) Building on the potential of Modular Employable Skill programme by ensuring combination of modules to ensure employability. g) Extending Social Security benefits to Unorganized sector Workers. h) Enable skill loans for poor students (Credit Guarantee Fund) i) Streamlining the skill development programs for disadvantaged sections to ensure much larger funding for skill development. j) Setting up of National Skill Registry to link data bases across Ministries / States to provide a platform linking people who seek/provide employment. Expenditure on social services which include education, sports, art and culture, medical and public health, family welfare, water supply and sanitation, housing, urban development; welfare of Scheduled Castes (SCs), Scheduled Tribes (STs) and other Backward Classes (OBCs), labour and labour welfare, social security and welfare, nutrition, relief for natural calamities, etc. by the Government (Centre and State combined) has also shown increase in recent years reflecting higher priority to social services. National-e-Governance National-e-Governance Plan has identified Upgradation and modernization Employment Exchanges as one of the Mission Mode Projects (MMP). The MMP aims to progressively support all Employment Exchanges in the country to make effective use of IT in various activities of employment services. A national web portal will be developed to make all employment related services available on a single window and will work like a virtual job market. This will help Employment Exchanges to provide efficient and quality services at wider scale and speed.
