Bear kills 8 year old girl Budgam, August 13: A ferocious bear mauled an eight years old girl in Central Kashmir’s Jabdan area of Khansahab Budgam on Tuesday morning. Police sources told CNS that a bear entered into the house of one Bilal Ahmed Dar during the wee hours and took along his 8 years old daughter Dilshada Banoo. Police said that Bear soon after taking the girl away in his mouth disappeared from the scene and all the attempts to locate the bear proved futile. A few hours after this unfortunate incident, police found the head of the girl lying in nearby forest while pieces of her body were found in scattered form at different places. People alleged that despite repeated pleas to Wild Life Department to curb the movement of wild animals, no attention was paid by the department and these wild animals continue to roam freely without any interruption.

Boy drowns in Jehlum Srinagar August 13: Asif Ahmad Mir son of Abdul Hamid resident of Sangri Colony, Baramulla was drowned in river Jehlum while bathing at Chakla, Baramulla in the jurisdiction of police station Baramulla. The body was fished out and after completing all legal formalities handed over his relatives for last rites.

Brother kills brother in Anantnag Srinagar August 13: One person died in a clash over a land dispute between two brothers in Srigufwara, Anantnag. During a clash between two brothers Ghulam Mohammad Wani and Abdul Razaq Wani sons of Abdul Satar resident of Hatigam, Anantnag, in the jurisdiction of police station Sirigufawara over a land dispute, Abdul Razaq attacked and critically injured his brother Ghulam Mohammad Wani with a lathi. He was shifted to hospital for treatment, where he succumbed to his injures. The body was handed over his relatives for last rites after completion of all legal formalities. A case FIR number 55/2013 under section 302 RPC has been registered in this regard.

Situation limping back to normal in Jammu Curfew continues for third day dGP says public mood against the disturbances

Srinagar, August 13: Director General Police (DGP) Ashok Prasad Tuesday said that situation was fast returning to normal in major areas of Jammu region where curfew was imposed a few days back after communal clashes. Talking to KNS he said, “Situation remained near normal on Tuesday and we are trying our best to ensure that curfew is relaxed. We are assessing the situation to see which are

the areas where curfew can be relaxed in consultation with respectable and prominent citizens of the respective areas.” He said that at several places on Tuesday shopkeepers opened their shops as people now want relaxation in curfew. “Inter community animosity has subsided now. Frequent violations of cease fire a big jolt to Indo-Pak relations Shahana Srinagar, August 13: It is unfortunate that peace is once again eluding sub-continent and the recent cease fire violations have dashed the hopes of millions of peace loving people of India and Pakistan. When the cease fire came into effect in 2002, a new dawn of mutual friendship, cordiality and confidence building had set in. Lacs of people had a sigh of relief particularly in the areas around control line and International Borders. For them, it was the restart of a life without any fear of being hit by a bullet, coming in contact with a land mine which tore into pieces several innocent people and without a sword of death hanging over their heads for all the

Taking the ceasefire agreement as a guarantee of life, the farmers were again seen ploughing their lands, abandoned for years together, the school children attending their schools repaired immediately after the announcement of cease fire and hustle and bustle witnessed in every village which had either been deserted due to indiscriminate shelling and firing or had drowned in the silence of death due to continuing Indo-Pak hostilities. However, the decision of ceasefire came as a gift of the centuries which exhibited the statesmanship of the leaders of both the countries. The political observers thought it the change of mind which was the result of the futile wars between the two coun-

tries, their hostilities and animosities for over six decades and the wastage of their resources drained out in a blind arms race. Lacs of people died, property worth billions of dollars was destroyed, but despite that all both had to secede their hostilities and come on the negotiating table for addressing the outstanding issues including the Kashmir problem which is the main bone of contention between the two countries. After the ceasefire was affected the two neighbours went on initiating historic confidence building measures one after the other. The opening of crossing points, starting trade activities across the control line and the increased people to people

contact cemented the relations and bridged the gaps. Both forgot the past and started a new journey towards a bright, peaceful, cordial and friendly future. The things seemed to be perfectly going into right direction, though the exchange of some bitter words continued with negligible frequency. The ties between the two countries reached to a point where Pakistan even decided in principle to confer the status of Most Favoured Nation to India. With the success of Pakistan Muslim League (N) and the ultimate election of Nawaz Sharief as Prime Minister, the hopes of a new Philip to the relations increased. The recent killings of five soldiers in Poonch and earlier two soldiers beheaded allegedly by Pakistani rangers have added fuel to the fire and strained the relations further. There is no doubt that leaders of both the counties are sincere in their efforts to establish good rela-

tions and bring a lasting peace to the sub-continent. There is no doubt that the leadership understands the futility of the hostilities, however, both India and Pakistan leaders have to understand that forces on international level are active in creating misunderstandings between the two and also there are black-sheeps within the two countries who are not in favour of cordial relations between the two countries. Hence, it is necessary and imperative for both the countries to understand the designs of these alien forces and defeat them by taking positive steps to finish the hostilities. Mir reviews progress of regularization of ReZ Srinagar, August 13: Minister for Agriculture, Mr Ghulam Hassan Mir Tuesday morning chaired a high level meeting to review the progress of regularization of Rehbar-e- Zirat (ReZ) as per the State Cabinet decision, 2011.

Mirwaiz appeals separatist leaders not to call strikes on Fridays Srinagar, Aug 13 :Hurriyat Conference (M) chairman Mirwaiz Umar Farooq Tuesday appealed pro-freedom parties to shun away from calling strikes on Fridays. Talking to KNS Mirwaiz said, “When profreedom parties call for strikes on Fridays it gives government a reason to curb our activities. VDC’s cause of communal disharmony: Qureshi Srinagar, August 13 Democratic Liberation Party Chairman, Hashim Qureshi Tuesday condemned the communal clashes in Kishtwar and has appealed the Kashmiri people to restore peace and brotherhood, which has been a centuriesold pillar of Kashmiriyat. Hashim Qureshi also said that the VDC’s and its members are one of the main causes for communal disharmony and further deterioration of the situation. Education-Magic wand to progress and prosperity

T

he progress and prosperity of any nation can be measured only on one yard-stick, as to how many citizens have excess to quality educational facilities. The off rule, Might is Right, Aristocrats rule the Nations, are now obsolete. The developed countries paid heed to education in the initial stage and now they are harvesting the fruits of those initiatives by way of dictating their terms on developing and under developed countries. The citizens are leading comfortable life with all the basic necessities fulfilled. They don’t have to live under open sky or stand in que for hours together to fetch one bucket of water or ration at concessional rates. Their children don’t have to lose eye sight while studying in dim lights. Talk of any comfort; they are bestowed with in comparison to the people of the third world who have to live from hand to mouth, where poverty is their destiny. It is all because of least priority given to education sector that these countries could not harness their resources and compete with the developed nations. They miss the condition in India. We too woke late to the need of the hour in giving emphasis on education. The words of Former President of India Dr. A.P.J Abdul Kalam keep on echoing when he one said “coming generation will not remember you as to how many temples, mosques or churches you built, but will remember you as to how many school you built”. His golden words speak of his vast experience and practical approach. But despite various schemes and initiatives launched by Central Government, country still lags behind in the field of education. Due to poverty most of our children go to government run school to seek education. Except Kerala almost in tall the states the literacy rate is below expectations. There could be various reasons for this. The way politics has plagued this sector is beyond one’s imagination and almost killing the future of the country. The state of Jammu & Kashmir is no exception. Here the people are being duped with the slogans of freedom, justice, progress and what not for the last so many years. But it was education sector which was made sacrificial lamb at the first instance. Schools, colleges, libraries were set ablaze. Day today calls of strike, civil curfew, and curfew made the life out of gear. The future of the students was darkened. With the establishment of popular government some initiative with the financial assistance by central government were taken to build or repair school college buildings but the situation still is pitiable. Even now nearly 5000 government schools are without their own buildings. School buildings are in delipated condition. May schools are without roof top, without doors and with broken window panes. There is no proper sitting arrangement what to talk of other civic amenities like heating system during chilly days of harsh winter, drinking water or toilet facilities. Even teacher are not properly trained. There are certain schools were students are without teaching staff but some schools with more teachers but less students due to ineffective transfer policy and rampant corruption. The concept of Rehbar-e-Taleem may be ideal on paper but practically it has failed to deliver goods as it is a means for back door entries. What kind of quality education can be expected from a teacher with nominal honorarium? Moreover when such teachers are regularised they get themselves transferred to towns or cities with political pressure or money power leaving students to their fate. Now time has come when Government and the people have to take education sector seriously. Government should take bold steps by adopting public private partnership for spreading education to every nook and corner of the state to channelize the talent and intelligence of t he children of the state and also in calculate a sense of accountability in teaching community which is possible only when there is good governance.

Drug Abuse – A Holistic Approach

D

rug abuse, also called substance abuse or chemical abuse, is a disorder that is characterized by a destructive pattern of using a substance that leads to significant problems or distress. Teens are increasingly engaging in prescription drug abuse, particularly narcotics (which are prescribed to relieve severe pain), and stimulant medications, which treat conditions like attention deficit disorder and narcolepsy. Long ago… Initially, drug users were look down upon as those lacking in moral values that accounted for this strange consumption (of the drug) and it was more often held that a person was not "man enough" to get away from addiction. It was first recognized to be a disease like any other, by Alcoholics Anonymous, who did pioneering work in this field as an organization, delving deep into the reasons why a person fell into and subsequently in short time lost control of himself on such usage. Dr.Jellinek's pathbreaking studies helped change the very orientation one hitherto had about these alcohol/drug users (abusers). Further with the advancement of neurophysiological science, more importantly after 1956, one came to the conclusion that drug abuse is a chronic disease, could trouble a person for his entire life and was ultimately, curable by proper treatment. The disease of addiction was thus much better understood than in the past. What was needed therefore, more than the sympathy towards such affected persons, a due recognition and systematic treatment appropriate for such cases. These could be akin to treating patients with other health problems like sugarcontrol or hyper-tension, to name a few. Types of Drugs Drugs drastically put to wrong use are brown sugar (its inferior version is heroin) cannabis (ganja, bangh and other such categories) and even alcohol which qualifies to fall under the drug category, for the reason that it is merely a chemical in liquid form that is used to give a "high". The initial options that we had for switching fuel resource presented larger challenges in terms of global warming coupled with almost dwindling fossil fuel resources. When we look at the world's energy resources, oil, natural gas and coal seem to be still riding the crest and the contribution of renewable seems marginal at this juncture. Solar energy seems to enjoy a better edge over the others at this juncture due to vigorous pursuit to transform it into an attractive and economic option. Power consumption in India has been increasing fast due to population growth and economic development. India has tremendous energy needs and faces an uphill task in meeting these requirements through traditional means of power generation. The Indian economy faces increasing challenges because energy supply is struggling to keep pace with demand, and there are energy shortages of 10-13% daily almost everywhere in the country. Because India has so many black-outs, many factories and households use emergency generators and inverters as back-ups. This back-up power could be supplied by solar energy. Solar has the potential to transform the Indian economy in the same way as the Information Technology (IT). India is in a unique position to introduce clean energy solutions on an enormous scale to provide affordable energy for everyone – especially the poor. From an energy security perspective, solar is the most secure of all sources, since it is abundantly available. Theoretically, a small fraction of the total incident solar energy (if captured effectively) can meet the entire country’s power requirements. It is also clear that given the large proportion of poor and energy unserved population in the country, every effort needs to be made to exploit the relatively abundant sources of energy

But as a thumb rule it would be better if one stuck to repeated usages as a symptom, where the user is fully aware of the consequences and but is prevented by a strange inability to restrict or stop the consumption of the drug in terms of quantity, frequency and be inclined towards an insurmountable urge towards drug usage. Vulnerability Instead of looking at the causes for drug addiction per se', it is better to understand it as a vulnerability to addiction. That would a better term. Genetic make-up plays a vital part in forming this habit, the family and friends around a person may serve as a deterrent or cause further usage of the drug(s) thereby increasing the positive expectancy that is to be derived out of it. If there is tacit approval by those around him, then it is held as a normal habit. It is no more drug abuse ; it is only rightful "use". It is "taken" in its stride. Psycho-social factors, lack of coping skills, the mechanism of a backup of friends during immense emotional pain -

any or all these may be the causes for the above-mentioned vulnerability. Withdrawal Symptoms Withdrawal symptoms create an uncomfortable feeling and will depend more on the drug which is consumed. The body and mind become restless, become more and more irritable, all parts of the body could be affected and there is pronounced sleep disturbance. It is similar to a pair of physical balances where one scale is at its extreme and what is strictly happening is a process of re-adjustment. If the patient goes back wanting to consume only a small quantity then the brain recalls the experiences it has had in the past and forces him to consume more and more till it provides complete satisfaction. This is a state that has to be completely avoided. It would be a reminder here that substitution of one drug by another is neither the solution nor the cure. Treatment Drug abuse, then is the disease of the body, the mind and the soul. Though treatment may begin medically but that alone is not enough and the patient would need an enormous amount of psychological help. If, a person gets cornered and conquered by an intake for three valium tablets, for instance, he should be taught and educated how to pass his time without these three. It requires long-term treatment, a change in lifestyle and the involvement of the family becomes cardinal in these kinds of treatments. Care should be taken to see that the patients dignity is preserved and he should always be respected. Prevention Prevention is a community process and not a one-time affair or a single day affair, of taking vows and the like. Instilling mere knowledge that drugs are bad alone may not also work. Developing of coping skills, learning to say a firm "no" to drugs even when repeatedly persuaded, a good support system, echoing the message against drug addiction repeatedly at different points of time, involving all sectors of the society are some of the preventive measures to be taken, all in a truly holistic manner, if results are to be seen. Government Initiatives The Union Ministry of Social Justice &

Empowerment, as the focal point for drug demand reduction programmes in the country, has been implementing the Scheme for Prohibition and Drug Abuse Prevention since the year 1985-86. As implementation of programmes for deaddiction and rehabilitation of drug addicts require sustained and committed/involved effort with a great degree of flexibility and innovation, a Statecommunity (voluntary) partnership appears to be particularly strong mechanism for service delivery. Accordingly, under the Scheme, while major portion of the cost of services is borne by the Government, the voluntary organisations provide actual services through the Counselling and Awareness Centres; Deaddiction cum Rehabilitation Centres, Deaddiction Camps, and Awareness Programmes. The Ministry is assisting 361 voluntary organisations for maintaining 376 De-addiction-cumRehabilitation Centres and 68 Counselling and Awareness Centres all over the country. The basic objective in creating facilities for treatment, at Centres run through voluntary organisations, is to ensure that the support of the family and the community is mobilized to the maximum. To facilitate the medical treatment of hard-core addicts who require intensive long-term medical attention, 100 De-addiction Centres are being run in Government hospitals/Primary Health Centres, etc. The initiatives from the Government include maintaining of Quality Assurance and Minimum Standards ensured by developing a Manual of Minimum Standards of Services, Professional Manpower Development where National Centre for Drug Abuse Prevention (NCDAP) as an apex institution has the necessary mandate for training, research and development in the drug sector and Focused Interventions for Vulnerable Targets where The Workplace Prevention Programme (WPP), a collaborative effort of the Government, ILO, NGOs and corporate sector has come up as a result. This collaboration has led to the formation of an effective group of various stakeholders, known as ARMADA, the Association of Resource Managers against Alcohol and Drug Abuse.

AHMEDABAD: Gujarat chief minister Narendra Modi has written a letter to Prime Minister Manmohan Singh opposing the implementation of the new food security ordinance. Modi,in his letter, called the ordinance impractical, stating that it is fooling the poor people. He said that the ordinance does not fulfill the basic objectives of food security. In his letter, he pointed out major deficiencies in the ordinance. He stated that in the ordinance, unworkable statutory responsibilities have been given to central and state governments. This turned out to be a virtual bandh call, as all RTC and private buses were off the road; shops and establishments were closed. Small and medium entrepreneurs in the Autonagar and Industrial Estate, restaurants and even small kiosks downed their shutters in support of Samaikyandhra. Schools and some colleges declared a holiday on Tuesday. A bill was today introdued in the Lok Sabha today to keep political parties out of the ambit of the RTI Act and negate a Central Information Commission (CIC) order to this effect.

The Right to Information (Amendment) Bill, 2013 seeks to insert an explanation in Section 2 of the Act which states that any association or body of individuals registered or recognised as political party under the Representation of the People Act, 1951 will not be considered a public authority. The CIC order had termed Congress, BJP, BSP, NCP, CPI and CPI-M as political authorities. In an all-party meeting called before the beginning of the monsoon session of parliament, parties cutting across ideologies had opposed the July 10 verdict of the apex court that had struck down a provision in the electoral law that protects a convicted lawmaker from disqualification on the ground of pendency of appeal in higher courts. Government is working overtime to negate the order by seeking a review and even trying to bring parties on board for a constitutional amendment for this.

China should speed up aircraft carrier construction: Chinese daily India’s launch of its first indigenous aircraft carrier Vikrant should spur China to speed up construction of its domestic aircraft carriers, the Global Times newspaper said in an editorial on Tuesday. “India’s actions remind us that the strategic significance of developing aircraft carriers in Asia is not declining. Rather, they are one of the most effective strategic tools in maintaining national maritime interests,” said the Communist Party-run tabloid, which is a widely read newspaper known here for its hard-line views. “The earlier China establishes its own aircraft carrier capabilities,” the editorial said, the earlier it will gain the strategic initiative.”The newspaper, did however, add that there was "no arms race" between India and China, pointing out that Beijing had been more concerned by the recent unveiling of Japan’s Izumo light carrier, rather than by the launch of Vikrant. “India has adopted a different attitude than Japan toward territorial disputes with China. Meanwhile, India's overall national strength lags behind that of China. Therefore, China perceives Japan rather than India as its biggest neighbouring threat,” the editorial said.
