Chairman.... necessitated higher provisioning during Q1 thus putting pressure on profits. He said: “This led to a sharp dip in our profits even though little late than many of our competitors and peers in the banking sector. However, we would continue with our growth momentum in the coming quarters and maintain our profitability along with net interest margin (NIM) during the current fiscal. Since we all know that the country is yet to come out of economic slowdown completely; thus asset-quality pressures on banks have not abated even during the first quarter of current financial year. As such banks had to go for higher provisioning on account of fresh slippages to NPA category and additions to restructured assets. So, strict focus of the bank for the next couple of quarters will be on asset quality monitoring and maintenance till the economic situation in the country improves. Meanwhile, the bank shall continue to expand its branch network with focus in increasing low cost deposits and scaling up the flow of credit to priority sector in order to boost lending to agriculture and allied activities besides retail handicrafts and SME sectors.” (KNS)

Secretariat gives deserted look
Ministers Prefer constituencies to their secretariat chambers Srinagar, May 27 : At the time when they are most needed in Kashmir to fill governance vacuum, almost all the Cabinet minister of Omar Government have preferred to keep their vote bank intact in their respective constituencies rather than to attend civil secretariat. A Visit to civil secretariat on Wednesday painted a dismal picture of the power corridors. “Mantri Sahab Jammu main hain” the minster is in Jammu said a peon outside official chamber of senior congress leader and minister. Similarly when KNS Correspondent visited another Congress minister chamber, it was locked and the peon of this minister said that “Sahab Ji Yaha nahi aaye bhut din say”--he has not come here from several days. “Work in the departments involving public dealing has come to a grinding halt. Though higher ranking officials reach the offices but are not able to work in absence of the in-charge Ministers. You need the presence of Ministers if you want to do some work,” said a Secretariat official wished anonymity.
Unable to bear the enormous pressure and work load without the ministers sources informed that some of the high ranking Secretariat officials prefer to go for leave or do not attend offices on some or the other pretext. The visitors and the workers of the NC Congress expressed displeasure over the functioning of the Ministries. “I came here from Uri to meet Fisheries minister Manohar Lal but the officials told me that he has not attended his office from last four days. Minister first promises lot and then fails to deliver the same. The Civil Secretariat reminds me of the Governor's Rule, it presents the same picture, no public representative and no public,”Imran Ahmad Khan of Bijhama Uri told KNS. The number of visitors to the Civil Secretariat has considerably gone down due to absence of Ministers from the Civil Secretariat. Meanwhile sources said that even the NC ministers chose to stay away from the civil secretariat on one pretext or the other causing great inconvenience to the litigants coming from far off places. Expressing concern upon increase in crime against the women, the Minister said that harsh laws are not the solution of such problems but “we have to deal with this sensitive issue by creating social awareness in the minds of people elaborating the significance of the women in our male dominated society, he added. Speaking at a function as a chief guest organized by Director Health Services Jammu in collaboration with Sub District Hospital Akhnoor & Chowki Chaura, here today Mr. Sham said that government has made every effort to strengthen health services in rural and farflung areas during the five and half years. PDP’s silence on Yasir Reshi shameful: NC ‘Why these brazen double-standards? Why is Media silent?’ ‘J&K Bank should file an FIR. No reason to shield, pardon Reshi’ Srinagar Aug 13 : National Conference has said that PDP’s silence on the incident of its candidate from Sonawari and District President Bandipora Yasir Reshi barging into J&K Bank Branch Sumbal and assaulting the Branch Manager was shameful. National Conference has also stated that J&K Bank leadership should have filed an FIR over this incident and should not have succumbed to political pressure and influence to shield the PDP leader, especially after the Branch Manager clearly disclosed the ordeal and Reshi’s outrageous behavior. National Conference Spokesman Junaid Azim Mattu has said that while Mehbooba Mufti was quick to come out on the streets if there were accusations against leaders of other parties, her double standards had been exposed in her decision to remain silent on acts of indecency, violence and harassment by leaders belonging to her own party. “These are brazen double-standards. Is PDP giving out a message to the people of this State that their leaders have been given the right and politi-
cal patronage to assault people, barge into government offices and banks and harass civilians who refuse to be coerced into submission? PDP wants to start a new phase of Ikhwani-Raj in the State”, the NC Spokesman said. “Apparently the PDP candidate from Sonawari was demanding a Bank Overdraft in violation of set norms and procedures from the J&K Bank Branch Manager at Branch Sumbal. Once denied, Reshi abused and assaulted the Branch Manager and threatened him of dire consequences. There are witnesses to this incident – of both the abuses hurled at the Manager and of the assault on him by Reshi and his muscle-men who were accompanying him. This episode is eerily reflective of the time when PDP leaders looted and plundered the State and made it the most corrupt State in the country within a remarkably short period of three years. Now they have started bank-heists and raids to indicate their intentions”, the NC Spokesman said while demanding the sternest of punishments for the PDP leader so that
an unambiguous example is set. The NC Spokesman said that civilians of Sumbal-Sonawari were reeling under the obnoxious suppression and harassment of muscle-men patronized by PDP, some of who have connections with some elements in the security forces as well. “The media’s silence on this issue is also sad. A crime or an act of impropriety should not be treated differently depending on the political affiliation of the culprit. This is great injustice with the people. The dignity of a Bank Employee has been violated and he has been abused and humiliated by a person who aspires to represent the people of the area. Why is the media shielding him? Why hasn't J&K Bank filed a police complaint and taken a stand in favor of its own Manager who related the whole ordeal in the media?” the NC Spokesman asked. Junaid said that National Conference has always and will always condemn such incidents irrespective of the political leanings and affiliations of the culprits and the party would not allow PDP to patronize and encourage a ‘Goonda-Raj’ in Jammu & Kashmir.

Lok Sabha passes bill to change process of appointing judges Amid a controversy over the independence of the judiciary, the National Judicial Appointments Commission Bill, 2014, was passed unanimously in Lok Sabha on Wednesday. The bill will replace the collegium system for appointing judges.Chief Justice of India RM Lodha had defended the collegium system of appointing judges. Speaking out against a “sustained campaign” to discredit the judiciary, Justice Lodha had said he was one of the first to be appointed by the collegium system. He admitted the system had limitations but said that “to carry on a campaign because of allegations against one or two judges is unfair”.The government said on Tuesday that while it favoured the independence of the judiciary, the “sanctity and supremacy” of Parliament was equally important as it reflected the aspirations of the people.Responding to a debate on the bill in Lok Sabha, law minister Ravi Shankar Prasad said the government had “no intention” of interfering with the powers and authority of the judiciary and was only acting to have a “fair procedure” to appoint judges to the higher judiciary. Dismissing suggestions that the government was rushing the bill — which seeks to set up a six-member commission to recommend names for the higher judiciary — Prasad said four attempts had already been made in the last 20 years.
Janata Party (BJP) strongman, who made his reputation putting his home state Gujarat on a high growth path, has somehow stumbled in New Delhi. To be fair, the government has a five-year term to achieve Modi’s goal of transforming India into an economic and military power able to withstand the rise of China on its doorstep. On Friday, Modi will make his first Independence Day speech from the ramparts of the Red Fort in Old Delhi, and the expectation within his party is that he may use the occasion to announce bold changes that have so far been absent. According to economists at HSBC, the government has already moved with “unaccustomed alacrity” on a number of

SC rejects Gujarat IAS officer’s plea for transfer of probe to CBI
Advocate Sunil Farnandes, appearing for Sharma, had submitted that his client was being targeted by the Gujarat government because his elder brother, a senior Gujarat cadre IPS officer, did not toe the line of state government in many cases. The state government refuted the allegations levelled by Sharma and said that he was himself under surveillance because of various alleged illegal financial transactions. The bench, at the end of the hearing, assured Sharma that justice will
be done like the apex court has done in various Gujarat cases. “We are not concerned about which government has come or gone. We will not fail in our duty. This court has done a great work in many Gujarat cases. I have also been party to such judgment. We are not concerned about the personality,” the court had said. The apex court had on May 12, 2011 taken strong exception to the submissions of Sharma aimed at tarnishing the image of Modi and directed him to delete those paragraphs from the petition. The bench, at the end of the hearing, assured Sharma that justice will be done like the apex court has done in various Gujarat cases. The IAS officer is facing five criminal cases including his alleged involvement in land scam registered against him since 2008 in Rajkot area. He had approached the apex court seeking transfer of cases against him to CBI.
Mayawati rejects Mulayam’s alliance proposal Bahujan Samaj Party (BSP) chief Mayawati ruled out an alliance with Mulayam Singh Yadav’s Samajwadi Party, saying he is hand in glove with the Bharatiya Janata Party, according to reports. Mulayam had said he will consider joining hands with Mayawati’s party if Rashtriya Janata Dal chief Lalu Prasad mediates, media reports had said earlier on Wednesday. “For these two Yadavs power comes before selfrespect, but for me self-respect comes before power,” ANI quoted Mayawati as saying. She said there is no question of allying with anyone in UP adding that her party will contest elections alone. Bypolls for 12 assembly seats in the state are due shortly. “People of UP are fed up of SP and now they are also fed up of BJP. Only BSP can rule the state well,” said Mayawati. On Monday, Lalu Prasad had appealed to Mulayam and Mayawati to team up to take on the Bharatiya Janata Party (BJP) in
Uttar Pradesh, where the saffron party had won a spectacular 71 of the 80 Lok Sabha seats. Mulayam was responding to questions on the suggestion made by Lalu Prasad. Former Bihar chief ministers Lalu Prasad and Nitish Kumar shared a dais at a rally in Hajipur
on Monday after 20 years of bitter political rivalry as they launched a joint campaign for the upcoming assembly polls, scheduled for August 21. Coming together to form a front against BJP’s “communal” and
Modi govt has nothing new to offer: Sonia In yet another direct attack on the Narendra Modi government, Congress president Sonia Gandhi on Wednesday said there has been an “alarming increase” in communal incidents since it came to power and asked partymen to resist its “authoritarian and sectarian” tendencies. “It is our task to play the role of a vigilant Opposition, to stand up for the values and policies of the Indian National Congress, and to resist the authoritarian and sectarian tendencies of the new government as it tries to get its way in Parliament. “This we have begun to do, I believe, with increasing effectiveness,” Gandhi said addressing the first meeting of the Congress parliamentary party in the new Lok Sabha. Stepping up her attack on the BJP on communalism, she alleged that since the BJP has come to power there has been an alarming increase in number of incidents of communal violence. “We have had hundreds of in-
fronts, such as opening up the state railways to foreign investment and providing new guidelines for a more streamlined bureaucracy. “But the stuff that will lift economic growth over time ... requires deft and delicate handling,” they said this week, noting resistance to reform from the country’s states and the challenges of pushing legislation through the Upper House of Parliament, where the BJP does not have a majority.won India’s biggest election mandate in three decades in May after promising to revive growth that has fallen below 5%, choking off job opportunities for the one million people who enter the workforce every month. He dangled the prospect of new roads, factories, power lines, high-speed trains and even 100 new cities. So far, there has been little movement on any of these gigantic tasks, which will require an overhaul of India’s land acquisition laws, faster environmental clearances and an end to red tape.He has refrained from cutting food aid that is estimated to cost 1% of gross domestic product, or tackling costly welfare programmes.
cidents of communal violence and rioting in Uttar Pradesh, in Maharashtra and a number of other States. In addition, there have been other subtle but pernicious signals of intolerance,” Gandhi said telling the partymen “our work is cut out for us.” She acknowledged that It has been a “challenging time” for the Congress pary. But at the same time, she noted “the process of rebuilding and restoring the confidence of the public in the Congress Party has begun.” “We have been reduced in numbers to an all time low in the Lok Sabha. But we have not been reduced in spirit,” Gandhi said telling the partymen that the work of Congress is in Parliament, in public forums across the country, in our media and in the streets and homes of ordinary Indians everywhere. With Congress still not getting the post of Leader of Opposition in Lok Sabha apparently weighing on her mind Gandhi said,”but Parliament is not the only forum available to us. If each of us has to be an
effective Congressman and woman, we must also work to maintain and strengthen the grassroot connections to the voters that has brought us here.” Gandhi also accused the Modi goverment of “stealing” the ideas of UPA and “borrowing” its programmes as it has “nothing new to offer”.“The lesson of these ten weeks is that the BJP has nothing new to offer the country. They attacked us without principles and they are now governing us without policies. Well, they are welcome to steal our ideas. They are welcome to borrow our programmes. “Imitation is the sincerest form of flattery. Let them even continue to blame us for their own failures, as they have been doing,” she said. Attacking the government over issues including price rise and unemployment, the Congress president said,”Prices are rising across the nation, hurting the ordinary housewife, the college student, the worker, and particularly the unemployed and deprived.
“decisive politics”, Lalu Prasad and Nitish Kumar had said the alliance would save the nation from disintegration. Earlier, BSP leader Sudhindra Bhadoria had said “People of UP will never forgive SP for their misrule. They should apologise for this”. The BJP reacted sharply to the SP supremo’s statement. “We could sense from BSP MLAs behaviour in UP assembly that they are ready to be B-team of SP,” BJP’s Laxmikant Bajpai was quoted as saying by ANI. JD(U) welcomed Mulayam’s response to consider an alliance with Mayawati. “We will have to expand the Bihar experiment across the country,” JD(U) leader Sharad Yadav told reporters outside Parliament. The SP was reduced to five Lok Sabha seats - all of which were won by Mulayam’s family members - in the Lok Sabha elections while the BSP, in its worst performance ever, failed to win even a single one.

HOROSCOPE Aries
March 21-April 19
Don’t discount your ability to be extremely resourceful if you need to be, Aries. If you don’t have everything you need or all of the required information, take time to think. Who can you ask? What places can you access? Who might know where you can find what you need? Rather than panic because the pieces aren’t all there, instead make a list of contacts and go for it. Trust in yourself.
Taurus April 20-May 20
Try not to let today’s blues get you down, Taurus. While it’s true that some days can seem to drag on, the busier you are the faster time will pass. Get down to finishing any work still before you and then make plans for tonight. If there’s a light at the end of the tunnel, not only will things seem to speed up but you’ll feel better knowing it’s coming.
Gemini May 21-June 21
Dare to be different, Gemini. It can be so easy to fall into a drill. Sleeping at the same time, eating at the same time, wearing the same style, and going about work the same way day after day. Before you know it, you feel like you’re in a rut. The only way to get away from this is to make a decision to break free by doing something unique. Try a new haircut. Wear colors that are unusual for you. If the need is there, consider a new career. Pursue expansion.
Cancer June 22-July 22
If your lifestyle is considerably different than that of others, resist feeling self-conscience about it today, Cancer. Try to remember that you chose the life you have for specific reasons. Even if you’ve come to a point where you’re considering a change, there’s no need to feel badly, ashamed, or embarrassed about where you are now. Everyone has to make his or her own way. If this conforms to the norm, that’s fine. If it doesn’t, that’s fine, too.
Leo
July 23-August 22 An enhanced feeling of determination could motivate you today, Leo. Finish the things that aren’t complete and make some plans for this evening. Don’t hesitate to take on something that feels complicated or big. Chances are you’ll be able to handle most anything and it will feel great when it’s finished. Enjoy your day by making the most of opportunity.
Virgo
August 23-September 22
Feeling the effects of today’s energies, Virgo? Take heart if this is the case, because the end of the tunnel isn’t as far away as it seems. Do your best to take things one step at a time and see about making some plans for a little fun this evening. Get together with friends or take in a movie. Help yourself feel better by staying busy and focused and follow up with some recreation. Before you know it, the aspect will pass and you’ll be back to normal.
Libra September 23-October 23 Consider making some plans for a vacation or short getaway, Libra. Looking forward to something fun can make even the toughest of days far easier to handle. You’ll be amazed how much you can manage when there’s an end in plain sight. Your entire attitude can lighten. So take the bull by the horns and create an incentive for yourself. Do something special to reward the hard work you do day after day.
Scorpio
October 24-November 21 Don’t judge someone if he or she has a different lifestyle than what you consider to be OK, Scorpio. You probably lean toward the traditional, yet not everyone feels this way about relationships, working, or lifestyle. While it may seem impossible to understand and even frighten you, try not to be too harsh on those you deem odd. You’d be better off using that energy to keep your own life on track.
Sagittarius November 22-December 21
Friends seeking advice or a shoulder to cry on could be plentiful today, Sagittarius. You’re one of best people to give them the support and care they need. Just be sure that you don’t give so much to others that you don’t have anything left for yourself. True friendship is about sharing and the exchange of problems and help. Running yourself down will leave you in a place where you aren’t going to be much help to anyone.
Capricorn December 22-January 19
Getting through today shouldn’t pose too big a problem for you, Capricorn. You may feel a huge second wind that can give you the drive and determination to see your chores and projects through. Make some plans for this evening, such as getting together with friends or taking in an event that really intrigues you. Until then, go about your tasks bit by bit. You’ll get things finished before you know it.
Aquarius January 20-February 18
Working within boundaries and restrictions could really get to you today, Aquarius. Yours is an independent spirit and your best achievements are often born of doing things your own way. Yet like it or not, we all have to follow guidelines and rules. Do your best to follow suit and finish what needs to be done. Afterward, you may find more freedom to act independently without consequences. Exercise patience and diligence as needed today.
Pisces
February 19-March 20 Chances are that you’ll feel upbeat and positive today, Pisces. Consider sharing this energy with those around you who are feeling less than content. Your attitude can have a profound effect on friends, partners, spouses, and children. Even neighbors and extended family can pick up on your spirit without you even realizing it. Share your optimism with everyone you can today. If you see someone hurt or angry.

The dissemination of best practices and innovations from the project at the national and state levels through annual knowledge dissemination forum, necessary project audits will also be financed. The implementation structures and institutional arrangements of NACSP will remain the same as under NACP III, with the programme being managed by the Department of AIDS Control, at the central level, the State AIDS Control Societies (SACS) at state level, and the District AIDS Prevention Control Units (DAPCUs) at the district level. The Technical Support Units (TSUs), that were established during NACP III to oversee the quality, mentoring, handholding and supporting the TIs in the states along with SACS, will continue to play a key technical role to ensure the quality of TIs. Although the overall HIV prevalence rates among high risk groups are declining, they remain high (2010-11): 7.14% among injecting drug users, 4.43% among men-who-have-sex-with-men and 2.67% among female sex workers, and there are significant variations in states which necessitates scaling up of efforts to reach the hard to reach populations in these areas. The national programme will continue to innovate and generate lessons from its performance management system and disseminate the best practices across the world.
NCC - Nurturing the youth to be responsible citizens
T
he National Cadet Corps (NCC), a premier uniformed youth organization, is gradually getting popular among the youth in Jammu and Kashmir like as in other parts of the country. There are over 24000 cadets, of which nearly 8000 are girl cadets. It is significant that the number of cadets in Jammu, Kashmir and Ladakh regions have increased, NCC activities have evoked positive response from young boys as well as girls. The NCC, operating in different educational institutions including schools and colleges imparts regularly elementary trainings in tri-Services comprising the Army, Navy and Air Force and for grooming them into disciplined and patriotic citizens. Its main objective is to develop character, comradeship, discipline, leadership, national outlook, spirit of adventure, and ideals of selfless service. The purpose is to create a human resource of organized, trained and motivated boys and girls to provide leadership in all walks of life and also to prepare them for careers in the Armed Forces. In an exclusive interview, Maj. Gen. Neeraj Verma, Additional Director General, NCC, Jammu and Kashmir, stated: “Sustained efforts are being made to revamp and revitalize NCC as an organization in the State. Gradually activities are being accelerated”. The J&K NCC chief is
regularly conducting the camps to make NCC visible even in remote areas of this border and sensitive State. Gen. Verma, who has taken over only in July this year stated that our objective is directed towards instilling qualities of nationalism, patriotism, discipline, team spirit, spirit-de-corps, leadership and self confidence and promoting overall personality and added that NCC gives tremendous opportunity to one and all for betterment, irrespective of caste, creed, religion or economic status. Noble Objectives In Jammu and Kashmir, NCC was introduced first in Srinagar, during 1954 and later, one NCC battalion was raised at Jammu in September 1959 with sanctioned cadet strength of 6560 in the State. The girl wing of NCC was introduced in the year 1962 when two J&K (Girls) Battalion were raised at Jammu. Subsequently there was diversification and intensification of NCC activities at various locations in the State. Significantly during the current year, NCC activities have been expanded in Ladakh area especially and also other parts of Jammu and Kashmir. In view of the ever increasing aspirations of student community, the State NCC Directorate has taken up with the State Government as also with the NCC headquarters for raising new units and further up-
gradation of existing infrastructure. During Indo-Pak conflicts of 1965 and 1971, NCC cadets were second line of defence as they organized camps at various fronts. The NCC cadets also worked handin-hand on Civil Defence duty. The need to create a youth organization at national level to train the young boys and girls to be better citizen and future leaders of our country in all walks of life including defence forces led to the creation of NCC after passage of the National Cadet Corps Act, 1948. The NCC movement was launched on July 15, 1948 and is presently headed by Directorate General headquartered at New Delhi. The NCC is today the largest uniformed youth organization in the world and has carved out a niche for itself as a unique organization in nation building and grooming the youth of our country. The motto of NCC is ‘Unity and Discipline’ and is shaping our youth into disciplined citizens. The NCC has its own flag, crest and also a melodious and patriotic song ‘Hum Sab Bhartiya Hain’. NCC undoubtedly is making progress but it needs to be given a massive thrust to canalize the energy and enthusiasm of our young boys and girls for purposeful and productive national activities. The youth must be more actively involved in NCC to enable them to meet the challenges on various fronts. It is heartening that the young boys and girls in Jammu and
Kashmir are also eager to be in the fold of NCC for greater good of this nation. Recently two national level camps have been conducted with high participation and positive results obtained in J&K. The Government must consider rapid
